This document discusses how governments can use social media and information and communications technology to provide public information. It defines social media and common platforms used, such as Facebook, Twitter, YouTube, Issuu and LinkedIn. It also defines ICT as technologies that allow communication through devices and networks. The document concludes that following open data guidelines ensures transparency and that social media and ICT help engage citizens and provide real-time access to government information on various devices.

Understanding Immunisation Awareness and Sentiment with Social Media - Projec...UN Global Pulse
This multi-country study aims to track and analyse online conversations related to immunisation on social media and mainstream media in India, Kenya, Nigeria and Pakistan. Findings from the study showed that in social media, Nigerian and Pakistani politicians are active and influential in the vaccination debate and the political dimension is often referred to when discussing the failure to eradicate diseases such as polio. However, in Kenya, religious and ideological aspects were more frequently discussed. Twitter activity is primarily driven by sharing of news stories in all countries whereas Facebook focuses on the 'distrust' and 'ideals' categorisation.

Smart cities utilize Internet of Things (IoT) devices and sensors to enhance the quality of the city
services including energy, transportation, health, and much more. They generate massive
volumes of structured and unstructured data on a daily basis. Also, social networks, such as
Twitter, Facebook, and Google+, are becoming a new source of real-time information in smart
cities. Social network users are acting as social sensors. These datasets so large and complex
are difficult to manage with conventional data management tools and methods. To become
valuable, this massive amount of data, known as 'big data,' needs to be processed and
comprehended to hold the promise of supporting a broad range of urban and smart cities
functions, including among others transportation, water, and energy consumption, pollution
surveillance, and smart city governance. In this work, we investigate how social media analytics
help to analyze smart city data collected from various social media sources, such as Twitter and
Facebook, to detect various events taking place in a smart city and identify the importance of
events and concerns of citizens regarding some events. A case scenario analyses the opinions of
users concerning the traffic in three largest cities in the UAE
ICT-driven initiatives, the majority of which stem from civil society, play an increasing role in governance. There are numerous opportunities for development agencies to fund related projects and programs.
To use Twitter to its fullest potential for public communications, emergency management, and other functions, law enforcement agencies must first understand the medium -- not only how
citizens use it, but also how their peers use it both officially and unofficially. This study, a survey of 1,089 police and police-related Twitter accounts, used 25 different criteria to show how agencies and officers are using Twitter, where they can improve, and implications for their future use.
e-Governance Implementation In Ebonyi State Nigeria: Challenges and ProspectsEditor IJCATR
The deployment of Information and Communication Technology (ICT) in different facets of the world’s economy has yielded very reasonable results. ICT has blured the barriers of hinderances in tourism, trade, healthcare, education and training. In governance and administration, ICT applications have enhanced the delivery of public services to citizens and clients not only by improving the process and management of government, but also by redefining the traditional concepts of citizenship. This paper examined the challenges facing the implementation of e-Governance in Ebonyi State – Nigeria and highlights the prospects. The research used a primary source of data by distributing, collecting and analysing a total of 500 questionnaires administered to respondents in the research area (Ebonyi State). The research found that the most difficult challenges facing the deployment of e-governance in Ebonyi State were lack of steady power supply, poor communication infrastructure and high cost of computer and internet equipments. The survey also revealed that the use of e-governance would bring improved efficiency in government operations without necessarily increasing the cost of state governance. e-Governance would strengthen democratic principles and ideologies which inturn brings good governance to the people.
OGPL is a joint product from India and United States to promote transparency and greater citizen engagement by making more government data, documents, tools and processes publicly available.
How does fakenews spread understanding pathways of disinformation spread thro...Araz Taeihagh
What are the pathways for spreading disinformation on social media platforms? This article addresses this question by collecting, categorising, and situating an extensive body of research on how application programming interfaces (APIs) provided by social media platforms facilitate the spread of disinformation. We first examine the landscape of official social media APIs, then perform quantitative research on the open-source code repositories GitHub and GitLab to understand the usage patterns of these APIs. By inspecting the code repositories, we classify developers' usage of the APIs as official and unofficial, and further develop a four-stage framework characterising pathways for spreading disinformation on social media platforms. We further highlight how the stages in the framework were activated during the 2016 US Presidential Elections, before providing policy recommendations for issues relating to access to APIs, algorithmic content, advertisements, and suggest rapid response to coordinate campaigns, development of collaborative, and participatory approaches as well as government stewardship in the regulation of social media platforms.
In this contribution, we develop an accurate and effective event detection method to detect events from a
Twitter stream, which uses visual and textual information to improve the performance of the mining
process. The method monitors a Twitter stream to pick up tweets having texts and images and stores them
into a database. This is followed by applying a mining algorithm to detect an event. The procedure starts
with detecting events based on text only by using the feature of the bag-of-words which is calculated using
the term frequency-inverse document frequency (TF-IDF) method. Then it detects the event based on image
only by using visual features including histogram of oriented gradients (HOG) descriptors, grey-level cooccurrence
matrix (GLCM), and color histogram. K nearest neighbours (Knn) classification is used in the
detection. The final decision of the event detection is made based on the reliabilities of text only detection
and image only detection. The experiment result showed that the proposed method achieved high accuracy
of 0.94, comparing with 0.89 with texts only, and 0.86 with images only.

However, recently, there have been some challenges that have been an issue in the provision of public safety administrations. The effect of social media use in the public has been a challenge to the public safety administration because of the technicality involved in the use of the same. Therefore, there is a need to understand social media use as a challenge to the public safety administration.
In the use of social media, it is expected that the lawmakers, litigators and even the community members shape the federal, state and local law and departmental policy regarding what information the public safety administrators access when trying to protect individuals from areas such as cybercrime and bullying (Beckett, 2018). The use of social media puts so many individuals at a lot of risks that need protection from public safety administrators. It is as a result of this need to protect the public that laws have been put into place laws on the type of data and transparency required to protect the public. Some of these laws have been a challenge to the security providers and therefore become an issue that needs to be addressed.
The issue of transparency and access to public data from the public using social media came into existence when there was a rise in modern technology. The arrival of the new technology that could enable people to interact online is the one that resulted to lawmakers coming up with policies that would require the public safety administrators become more transparent on the data they access and the extent of the data they access from the public (Namkoong et al., 2017). The policymakers argued that the public safety administrators in their line of duty were accessing private data, which is illegal. They then came up with laws prohibiting the same, and that made it a challenge to protect the public who are on social media platforms.
The history of the issue is dated from the digital age, whereby the users of social media platforms such as Facebook, Twitter, and even Instagram started sharing the geographic location and other data in public. However, watchdog or public safety administrators could use this data to come up with ways to protect the public and ensure public safety. However, some of the ways that the data was being used entailed some discriminatory surveillance and even tended to violate privac.

The arrival of the new technology that could enable people to interact online is the one that resulted to lawmakers coming up with policies that would require the public safety administrators become more transparent on the data they access and the extent of the data they access from the public (Namkoong et al., 2017). The policymakers argued that the public safety administrators in their line of duty were accessing private data, which is illegal. They then came up with laws prohibiting the same, and that made it a challenge to protect the public who are on social media platforms.
The history of the issue is dated from the digital age, whereby the users of social media platforms such as Facebook, Twitter, and even Instagram started sharing the geographic location and other data in public. Social Media Effect to Public Safety Administration

Introduction
Regulation of social media usage has led to lawmakers, community members, and even the litigators in shaping their policies. This is done based on federal, local, and state laws while also realigning the information that they are sharing online. This is concerning the public safety administration that is usually affected by the continued use of social media platforms. Public safety administration is also based on restricting access to personal information while trying to protect citizens from various issues such as bullying and cybercrime. Social media usage has continued to put more people at risk, and there is a need for the provision of public safety protection by the relevant administrators. This needs to be tied to the generation of federal laws that protect information and data from various individuals that have been posted on social media platforms while encouraging the much-needed transparency in the protection of the public. Continued social media usage by the general public has also brought about the issue of stolen identity due to the emergence of modern technology. The new technology arrival has been the leading cause of the interaction of many people on social media platforms (Beckett, 2018). Those tasked with policymaking have always argued that the administration of public safety should be in line with the duty to protect the privacy or access to information and data from various individuals. In that regard, this paper aims at analyzing the issue of social media usage as it affects the administration of public safety at all times.

Public safety administration often encompasses the release and coordination of various resources, which can be able to ensure the safety and security of the community as a whole (Gintova, 2018). Administration of public safety is inclusive of many departments such as the police, the emergency services, the medical services, and even the fire department. Public safety administration also happens to be affected by limited resources when it comes to preventing the processes involved from working efficiently. This can be linked to the limiting resources by the government while ensuring the safety and the security of the general public (Baym, 2015). The general public will always rely upon a variety of services that come from the relevant governments to enable the provision of safety and security to the public in their daily lives. However, limited resources will end up hampering the whole process as systems and policies seize to operate with the much-needed efficiency (Wohn & Bowe, 2016).

The use of social media and Information & Communications Technology (ICT) for the
procurement of government public information.
Social Media Technologies: Social Media is defined by Oxford Dictionaries as “Websites and
applications that enable users to create and share content or to participate in social networking.”
Commonly used social media for the procurement of government data can range from, but not
limited to, the following:
Facebook for Government – This social media site allows for collaboration via public
postings, replies, comments, and likes. On May 2015, GovLoop and Facebook
collectively harnessed their abilities to help governments strategize and educate on best
practices to deliver public information and to better engage with their constituents;
therefore, aligning the needs and goals of the organization with those of the public.
Twitter – A microblogging site used to broadcast instantaneous messages directly and
immediately to the smart devices of its followers. An effective tool during emergencies.
YouTube – The largest video sharing website. Often used for video broadcasting
information to its followers. Some governments even use YouTube to broadcast city
council meetings.
Issuu – An online digital publishing platform that allows for the distributing of large
documents such as magazines, catalogs, newspapers, and books. Governments who use
Issuu, publish large documents as budgets, Comprehensive Annual Financial Reports
(CAFRs), auditor reports, policies, and other public documents.

LinkedIn – A professional social networking website designed for business and is used
by both private and public sectors. This social network is used for networking, job
posting and seeking, online resumes, and research on organizational profiles.
Governments and Human Resource departments often use it as a means of recruiting
qualified candidates for professional positions.
Information & Communications Technologies (ICTs): Information and Communications
Technology or Technologies (ICTs) is defined by Rouse, M. as “an umbrella term that includes
any communication device or application, encompassing: radio, television, cellular phones,
computer and network hardware and software, satellite systems and so on, as well as the various
services and applications associated with them, such as videoconferencing and distance
learning.” Government Information Technology departments use ICTs to deliver public
information directly to users’ smart devices via a network of social media, mobile web, texting,
email, blogging, apps, etc.
In Conclusion, governments who follow the Project Open Data guidelines issued by President
Barack Obama on May 2013, via the Open Data Policy and Executive Order, aim at ensuring
that data released by the government is accessible and as useful as possible. Open Government
ensures public trust and establishes a system of transparency, public participation, and
collaboration. Openness strengthens democracy and promotes the efficiency and effectiveness of
our government. Governments who establish transparency and social media policies and follow
best practices for delivering data, use social media as a means of citizen engagement and the
flow of public information to the community, such as events, agendas, minutes, public meetings,
and workshops, financial reports, budget(s), audits, and emergency management (mitigation,
preparedness, response, and recovery). To achieve total transparency, governments use ICTs to

deliver information to the community. This can range from, but not limited, securely encrypted
data via fiber network(s), servers, routers, computers, cloud computing, mobile web and apps, all
delivering real-time information to users’ smart devices.
