The seed industry in Pakistan has grown significantly over the last several decades and is now estimated to be worth $845 million annually. It has transitioned from a state-led system focused on a few crops to one with a much larger private sector role in seed multiplication and distribution. However, the legal and regulatory framework governing seeds has not kept pace, still favoring a minor role for private companies. As a result, around 80% of seeds are provided by the large informal sector. Reforms are needed to the Seed Act and introduction of plant breeders' rights to better support the seed industry while balancing farmer and breeder interests.
