Economic impact of Bpifrance's support for innovationBpifrance
Bpifrance’s innovation support allows micro-enterprises, SMEs, and Midcaps to finance innovative projects, either conducted on their own behalf (individual aid for innovation) or as part of a consortium of businesses and laboratories conducting innovation projects jointly (support for collaborative projects). In 2020, Bpifrance carried out a study to evaluate the economic impact of individual aid. Another study, made by the Center for Research in Economics and Statistics (CREST) and DG for Enterprise, gives an overview of the economic impact of support for innovation through collaborative projects. Both were realized as a part of a major evaluation project for the European Commission. You can find both studies’ results in this report.

Employment a special indicator
1. An essential indicator for development
– Whether Mediterranean area, Sahel, Latin America, you name it
2. A problematic indicator for the private sector
• Employment, like income, is generated by expenditure (demand),
• yet competition (key advantage of private sector ) tends to reduce
expenditure.
– So what additional employment is the private sector expected to generate?
– Is full employment (inclusive development), rather than mere employment and uncertain
additionality, not the true objective?
3. A revealing indicator, regarding ideological biases
• Private sector claims to be critical source of employment;
– yet to generate (full) employment, the private sector requires appropriate public policies.
– Thus, policy coherence for sustainable development is important.
• In reality, employment is generated by investment, both public and private.
7. 7
Viewing AFD as a group,
aim is fostering investment
through:
• PROPARCO and other lines of credit
(SUNREF),
• support to local development banks,
• public policy reform.
8. 8
AFD vying to ensure sustainable development
• over and beyond measurement of « climate co-benefits »
• by aiming for entire activity to be, as it were, « 2030 Agenda compatible »
• proxy for achieving country results in sustainable development?
Seven criteria reviewed ex ante for each AFD operation (sustainable
development methodology)
1. Sustainable and resilient growth,
2. Enhanced social welfare; reduced social imbalances,
3. Gender equality,
4. Biodiversity preservation; sustainable management of natural resources,
5. Transition towards low-carbon development,
6. Resilience to climate change,
7. Sustainable project impacts and governance framework.
