The city bus service in Indore, India was implemented as a public-private partnership (PPP) model in 2005. Under the model, a special purpose vehicle called Indore City Transport Services Limited (ICTSL) was formed between the Indore Municipal Corporation and Indore Development Authority to oversee the project. ICTSL manages three private operators for bus operations, pass issuance, and advertising. The PPP model has resulted in 110 ultramodern buses serving citizens, increased reliability and accessibility of bus service, and steady revenues for ICTSL and private operators.
The presentation gives a brief overview of Dubai, its culture, Bus Service, Metro Service and the introduction of new concepts which make it world class city.

A presentation by James Robb (GO GEORGE Manager) at the Transport Forum SIG 2 June 2016 hosted by George Municipality. The theme for the event was: "Smart City" and the topic of the presentation was: "Smart Integrated Public Transport Network for the Smart City"
Due to rapid unplanned development, versatile land use, rapid population
growth, poor public transport system and increase of private car users, traffic
problems are worsening day by day. The only mass transit is bus which is
insufficient in terms of safety, capacity, comfort, and convenience. Considering
the worsening congestion, it is high time to develop effective mass transit
system such as Bus Rapid Transit (BRT) as a means for achieving sustainable
urban transport in the city
This webinar was presented by Prashanth Bachu, Project Manager – Urban Transport, EMBARQ India and Sunil Jagtap, Assistant Workshop Supervisor, Navi Mumbai Municipal Transport (NMMT).
The adoption of Intelligent Transport Systems (ITS) into vehicles, infrastructure, traffic management and traveller information services has shown dramatic improvements in the safe and efficient mobility of people in USA, European nations, Japan, Middle East and Canada. This webinar briefly introduced the state of ITS and fuel efficiency in the Indian context, as discussed in EMBARQ India’s Bus Karo 2 publication, which was launched earlier this year. Using NMMT’s Driver Training Program as a case study, the discussion indicated the challenges, outcomes and plans of further expanding the program.
This is the second webinar from the Bus Karo 2.0 webinar series. EMBARQ India's deep engagement on several projects with various city bus agencies has lead to the publishing of the Bus Karo 2.0 report, which documents the implementation of significant advancements in bus transport in India. As a part of the project, we have come up with a series of webinars, where each webinar will be conducted by EMBARQ India and the partner agency and focus on a different case study detailed in the report.

5. CONDITION BEFORE PPP IMPLEMENTATION
• Indore had experienced demographic growth in the
past couple of decades, hence increasing travel
demand.
• Public transport in Indore is essentially road
based,consisting of mini buses, tempo, auto
rickshaw, leading to overcrowding.
• Traffic carrying capacity of roads was limited, on
other hand private vehicles increased drastically.
• There was an urgent need for implementing an
efficient mass transport system.
6. PROJECT FEATURES
1. Standardized and colour coded ultra modern buses
2. Real time tracking of vehicles, through a Global
Positioning System (GPS) based On Line Bus
Tracking System (OLBTS) managed from a central
control point
3. Computerized ticketing and Pass Vending (allowing
user unlimited travel on any route for a month)
4. GPS based Passenger Information System for
displaying arrival times and other information
through LED displays installed at bus stops
8. REGULATORY AND MONITORING
ARRANGEMENTS : Regulation was through the SPV
and the powers vested in it through executive orders of
the Government.
PROJECT FINANCIALS
• All investments towards procurement and operation
of buses, setting up of pass vending systems and
advertising media were to be made by the respective
private parties.
• Investments for infrastructure (except bus stops
developed by the IMC) were made by ICTSL.

9. Revenue-sharing Mechanism
1. Revenue from fare-box collections: entirely to Bus
Operators for the specified bus routes.
2. Revenue from passes: shared on 80-20 basis
between Bus Operators and ICTSL.
3. Revenue from in-bus advertisement: to advertising
agency and a fixed sum of Rs.25,000 was to be paid
to ICTSL per bus per month. 60% of such
advertisement revenue was shared by ICTSL with
the Bus Operators
4. Revenue from advertisement at bus stops: through
ICTSL installed LEDs for displaying public
information was shared between ICTSL and IMC.
5. A monthly premium (bid amount) was paid by bus
operators to ICTSL

11. PROJECT OUTCOME
1. The SPV operates 110 ultramodern buses through
private operators in Indore.
2. Users have benefitted through direct benefits such
as better facilities, increased reliability and ease of
accessibility.
3. The project has generated high and steady revenues
for ICTSL.
4. Bus operators have also gained advantages since
there is no competition on the routes they operate.
5. The model has also been replicated in other major
cities of India.
12. PROJECT SHORTCOMINGS
• No formula is being prescribed for calculating
periodic increase in bus fare.
• The system does not service all areas of the
city and expansion through the same model
may be difficult due to smaller roads,
problems of congestion and possible lack of
enthusiasm from private parties due to lesser
profit
13. LESSONS LEARNED
• How PPP can be implemented in loss making
public services.
• How single regulatory body “ICTSL” is
managing involved different private players.
• How to have efficient revenue sharing
mechanism.
