i. The design and erection of aluminium tower scaffolds (temporarystructures) shall be
undertaken by competent TemporaryWorks Supervisor who shall confirm itis in
accordance with the TW designer’s requirements;
ii. Scaffold supervision shall be suitablytrained and experienced to supervise the erection
and dismantling of aluminium tower scaffolds;
iii. TemporaryWorks Coordinator shall be responsible for the collation ofscaffold erection
permits and collation ofrecords of inspections etc.;
iv. A copy of the tower manufacturer’s instructions shall be available and strictlyadhered
to;
v. All components mustbe free from repairs,defects,dents,bends,distortion or corrosion
that could prevent safe use;
vi. Components from different tower manufacturers shall notbe mixed in the same tower;
vii. Platform boards mustbe free from holes,delamination or other damage;
viii. Scaffold design drawings shall be available for review by concerned parties;

i. The ratio of the minimum base dimension to the heightof the working platform shall not
exceed 1:3 for in external use,and 1:3.5 in internal use,unless the tower is suitably
secured to another permanentstructure;
ii. Base/Heightratios can be increased bythe use of fully extended and locked outriggers
on both sides ofthe platform that have been inspected bythe competentperson;
iii. Scaffold towers shall be sited on graded,compacted,level ground erected to standards;
iv. Wheels or castors shall be notless than 125mm in diameter and shall be locked into
the base of standards and fitted with brakes which cannotbe accidentallyreleased;
Wheels shall never be supported on blocks etc. to gain additional heightor on steep
inclines.
v. The adjustable legs shall onlybe used for leveling the scaffold and not for gaining extra
height;
vi. Scaffold to be inspected dailybefore work by designated work supervisor and the work
crew. Scafftag mustbe presentand specific to scaffold.Any incomplete tower mustbe
re-tagged and the ladder either removed or physically blocked to prevent unauthorized
use.Tower scaffolds shall notbe left incomplete and shall be either completed or
dismantled;
vii. Scaffolds mustbe protected by suitable barriers ifsited adjacentto vehicle or plant
routes;
viii. When a tower is moved to a new location and guardrails,outriggers,wheel extensions,
or other components have been removed and / or replaced during the move then it
mustbe re-inspected.If the scaffold is simplymoved ‘as is’ to a new location it does not
need to be re-inspected;
ix. No worker shall remain on the tower scaffold when it is being moved,regardless of
height,location or the distance moved;
x. Workers shall never climb the outside ofthe tower to gain access.Ladder sections,
integral with frame members shall be climbed from the inside only.Access mustnever
be by means ofa ladder leaning againstthe outside ofthe tower;
xi. Workers shall ensure trapdoors remain closed while using the platform;
xii. It is recommended to not use a safety harness and lanyard when working on
lightweight aluminum mobile towers,(in line with PASMA and the HSE UK
recommendations).However,it is mandatory that guardrails have been correctly
installed,as then the tower has collective fall protection so personal fall protection is not
necessary.It is a safe working platform;
xiii. The above mustbe considered regarding the work task and location such as adjacent
to voids, leading edges,openings etc.,the tower height, the availabilityof secure
harness points,(cable trays, ducting, pipework, false ceiling supports etc.are not
suitable harness points),emergencyrescue, etc. as in the event of an arrested fall on a
lightweight aluminum mobile tower,there is a likelihood for the tower to overturn,
increasing the risk ofinjury to the worker and also to others in the vicinity. This
consideration should be detailed in the Risk Assessmentand site HSE Plans;
xiv. If deemed after assessmentthat a harness is to be required for a specific task,no
shock lanyard is to be used below 6m working height;
xv. All hand tools to be tied off when working at height;
xvi. Written report weekly on scaffold by TWS, documentfiled;
xvii. Scaffold shall be re-inspected after damage or incidentlikelyto affect structural stability
such as exposure to high winds,heavy rain or electrical storm;
xviii. No alterations to any scaffold tower by untrained persons;
xix. No overloading of tower scaffold,TWC shall follow design SWL when distributing
materials;

A copy of the tower manufacturer’s instructions shall be available and strictlyadhered to; v. All components mustbe free from repairs,defects,dents,bends,distortion or corrosion that could prevent safe use; vi. Components from different tower manufacturers shall notbe mixed in the same tower; vii. Platform boards mustbe free from holes,delamination or other damage; viii. The ratio of the minimum base dimension to the heightof the working platform shall not exceed 1:3 for in external use,and 1:3.5 in internal use,unless the tower is suitably secured to another permanentstructure; ii. Base/Heightratios can be increased bythe use of fully extended and locked outriggers on both sides ofthe platform that have been inspected bythe competentperson; iii. Scaffold towers shall be sited on graded,compacted,level ground erected to standards; iv. Wheels or castors shall be notless than 125mm in diameter and shall be locked into the base of standards and fitted with brakes which cannotbe accidentallyreleased; Wheels shall never be supported on blocks etc. to gain additional heightor on steep inclines. v. The adjustable legs shall onlybe used for leveling the scaffold and not for gaining extra height; vi. Scaffold to be inspected dailybefore work by designated work supervisor and the work crew. Scafftag mustbe presentand specific to scaffold.Any incomplete tower mustbe re-tagged and the ladder either removed or physically blocked to prevent unauthorized use.Tower scaffolds shall notbe left incomplete and shall be either completed or dismantled; vii. Scaffolds mustbe protected by suitable barriers ifsited adjacentto vehicle or plant routes; viii. When a tower is moved to a new location and guardrails,outriggers,wheel extensions, or other components have been removed and / or replaced during the move then it mustbe re-inspected.If the scaffold is simplymoved ‘as is’ to a new location it does not need to be re-inspected; ix. No worker shall remain on the tower scaffold when it is being moved,regardless of height,location or the distance moved; x. Workers shall never climb the outside ofthe tower to gain access.Ladder sections, integral with frame members shall be climbed from the inside only.Access mustnever be by means ofa ladder leaning againstthe outside ofthe tower; xi. Workers shall ensure trapdoors remain closed while using the platform; xii. It is recommended to not use a safety harness and lanyard when working on lightweight aluminum mobile towers,(in line with PASMA and the HSE UK recommendations).However,it is mandatory that guardrails have been correctly installed,as then the tower has collective fall protection so personal fall protection is not necessary.It is a safe working platform; xiii. The above mustbe considered regarding the work task and location such as adjacent to voids, leading edges,openings etc.,the tower height, the availabilityof secure harness points,(cable trays, ducting, pipework, false ceiling supports etc.are not suitable harness points),emergencyrescue, etc. as in the event of an arrested fall on a lightweight aluminum mobile tower,there is a likelihood for the tower to overturn, increasing the risk ofinjury to the worker and also to others in the vicinity. This consideration should be detailed in the Risk Assessmentand site HSE Plans; xiv. If deemed after assessmentthat a harness is to be required for a specific task,no shock lanyard is to be used below 6m working height; xv. All hand tools to be tied off when working at height; xvi. Written report weekly on scaffold by TWS, documentfiled; xvii. Scaffold shall be re-inspected after damage or incidentlikelyto affect structural stability such as exposure to high winds,heavy rain or electrical storm; xviii. No alterations to any scaffold tower by untrained persons; xix. No overloading of tower scaffold,TWC shall follow design SWL when distributing materials; Incidentdue to protection barrier removal No removal of protection barriers withoutprior approval from management.
