Capacity building for 21st century learning in secondary schools in AfricaPetra Fisser
This symposium brings together researchers who are evaluating ICT-integration in developing countries. The variety of the studies addresses many of the current issues related to the processes of and capacity building for ICT-integration. The contributors to the symposium will be invited to focus on the consequences of their study with respect to professional development and policy making. This relation fits into the conference theme “Excellence of teachers? Practice, policy, research”. The discussion will focus on the challenges and opportunities inherent in understanding how to prepare schools in developing countries for capacity building in the field of educational ICT use.
European perspectives on design for learning in the 21 centuryTeemu Leinonen
Keynote at the National Conference about flexible learning, 15-17 July Wrest Point Conference Centre, Hobart, Tasmania, Australia / Australasian Association of Distance Education Schools.
In this address, Professor Leinonen will discuss ‘meta-design’, which means design of ‘things’ for educators to design their own teaching and for learners to design their own learning. He will also present a generic Finnish / Northern European perspective on ICT in education, which he and his colleagues aim to make a pan-European model through a project entitled Innovative Technologies for an Engaging Classroom (iTEC). iTEC is a four-year, large-scale project that takes an informed look the potential classrooms of the future. With 27 project partners, including 14 Ministries of Education and funding from the European Commission of 9.45 million Euros, iTEC will provide a model describing how the deployment of technology in support of innovative teaching and learning activities can move beyond small scale pilots and become embedded in all Europe's schools. iTEC is being piloted in over 1,000 classrooms in 12 countries, making it by the most significant pan-European validation of ICT in schools yet undertaken.
The Rennie Center for Education Research & Policy will present findings from their recent research report, A New Era of School Reform: Preparing All Students for Success in College, Career and Life, that highlights the strategies Massachusetts superintendents, charter school leaders, principals and teachers are using to incorporate 21st century skills into teaching and learning in order to better prepare their students for postsecondary success. Presenters will provide examples that illustrate what the integration of 21st century skills looks like at the district, school and classroom levels.

Introduction
This is an educational project that attempts to create an interactive website for educational purposes. The website created is for education and for providing s platform for the learners to share their knowledge with the community in a way that seeks to solve the problems. Education is used as a means to attain the socio-economic status in the society. It imparts educational and innovative skills in the learners to enable them cope with everyday life challenges. The young ones will have entrepreneurial skills imparted in them so that as they grow they continue to develop good business acumen.
Modification
This learning website has to be redesigned to capture the 21st Century Skills. This is a method that factors in the current education environment and the prevailing social issues. It seeks to integrate the children into the new global economy. This education plan imparts the information, media and technology skills; the 4Cs of learning; career and life skills; standards and guidelines for assessments; professional development and favorable learning environment. In the changes made for this plan, the website would be used to impart valuable life and career skills.
Other than real knowledge and thinking ability, the working environment requires an individual who can steer through life in the social sphere and who has other innate qualities. Some of these attributes include self-direction, leadership, initiative, adaptability and creativity. The learners are taught the creative thinking and problem-solving skills to help cope with situations. Technology skills are critical in the current world. Without information technology and communication skills, we would not be able to cooperate with one another and share ideas.
Evaluation
The learning activities in this project are aligned with the components of the 21st Century Support System. These systems aid in the creation of the multi-dimensional abilities that enable the learners to cope well in the current economic system. The skills require a well-structured support system to boost their mastery. The education program must be set to the 21st Century Standards. These standards are technologically oriented; focus on the life skills and problem-solving abilities.
The curriculum instruction given used in this education program is set to the 21st Century Standards. They are development oriented and are designed to produce all-round individuals. The learning environment created by this method is conducive for creative and innovative thinkers. It boosts cooperation and social interactions. Communication offers the key to understanding one another. It is used to enhance the performance of the individual learners and the community.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. A Strategic Approach: GenAI in EducationPeter Windle
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

On a national level the partner ship is leading the effort to pull states, business leaders, and politicians together.
North Carolina was the first state to make a major effort.

The new focus on 21 st Century was started to address the needs of our nation’s business- economic, political, and education fields to increase our graduation rates and to prepare workers and leaders with skills for the 21 st . Century. This shared vision for student success is one needed to carry us beyond the 21 st Century. There is an urgency, because even now (as in the past) by the time we begin working on these future skills, it is already too far behind. Technology information has been moving so fast and we are now challenged to catch up! So this Framework is a shared vision to take us into the future…..
This Framework is represented with a visual that looks like this. We can refer to it as the “rainbow”.
This framework is represented by the rainbow which represent the student outcomes. These are the skills, knowledge and expertise that students should master to be successful in work and life in the 21 st Century. Under the rainbow are the Five - 21 st Century Critical Supports.
Framework for 21st Century Learning The framework presents a holistic view of 21st century teaching and learning that combines a discrete focus on 21st century student outcomes (a blending of specific skills, content knowledge, expertise and literacies) with innovative support systems to help students master the multi-dimensional abilities required of them in the 21st century. The key elements of 21st century learning are represented in the graphic and descriptions below. The graphic represents both 21st century skills student outcomes (as represented by the arches of the rainbow) and 21st century skills support systems (as represented by the pools at the bottom). While the graphic represents each element distinctly for descriptive purposes, the Partnership views all the components as fully interconnected in the process of 21st century teaching and learning. Let’s examine the impact the development of the Framework has had for North Carolina.- New Mission – 2006.
In North Carolina… 2006 new mission was approved.
With the new Mission, the State Board of Education supported the work of the Center by approving key ongoing initiateves… Learn and Earn, North Carolina Teaching Working Conditions Survey, and the North Carolina Graduation Project.
Learn and Earn Named among the top 50 programs in the 2008 allows students to attend a high school located on a college campus, and in no more than five years, earn a high school diploma and finish with two years of college or an associate degree, at no cost to the student. Currently there are 42 Learn and Earn high schools across the state and by 2008-09, there will be 63 such schools.

The North Carolina State Board of Education charged the North Carolina Professional Teaching Standards Commission to align the Core Standards for the Teaching Profession (1997) with the newly adopted mission. To this end, Commission members, 16 practicing educators from across the state, considered what teachers need to know and be able to do in 21st century schools. This document contains the aligned standards adopted by the NorthCarolina State Board of Education in June 2007 .
Our job at the local level…
We modified our goals to reflect the 21 st Century Framework language… Now, we must make these come to life!

There are many of our current and new initiatives which have been outgrowths of this Framework… A few of these include… Gov. Easley’s Teacher Working Conditions Survey, The Graduation Project Requirements, The new North Carolina Professional Standards for teachers and the new School Executive Standards for administrators which many of you were trained on this summer. The work of the Partnership will guide the work of the educator for years to come and that is why I have chosen to highlight the 21 st Century Framework during our retreat.
