система стратегічного управління підприємством на основі
виміру й оцінки його ефективності щодо набору
оптимально дібраних показників, що відбивають усі
аспекти діяльності підприємства: фінансові,виробничі,
маркетингові, інноваційні,інвестиційні, управлінські і т. ін.

забезпечення функцій збору, систематизації та аналізу інформації,
необхідної для прийняття стратегічних управлінських рішень.
Balanced Scorecard не можна назвати просто обліковою системою,
вона є складовою частиною системи управління підприємства та
може бути її основним ядром.

системи показників можна віднести такі
оцінка ефективності діяльності підприємства;
оптимізація організаційної структури
підприємства;
побудова адекватної системи мотивації;

6. Найбільш відомою із систем збалансованих
показників є концепція Balanced Scorecard (BSC),яку
розробили Р. Каплан і Д. Нортон, яку вперше
репрезентовано у 1992 р. (R.S. Kaplan and D.P. Norton
"The Balanced Scorecard: Measures That Drave
Performance", Harvard Business Review, 1992).
За своєю базовою основою і концептуально-
функціональною спрямованістю її сформовано як
оцінно-аналітичний інструментарій визначення
рівня ефективності функціонування публічних
компаній (вимірники, що управляють
ефективністю).
7. Правила впровадження збалансованої системи
показників на підприємстві:
По-перше, це не проект і сфері «заходів і зважування», а
програма, розрахована на зміни.
По-друге, система орієнтована не на розробку стратегії,а на
її реалізацію. Отже, у підприємства вже повинна бути чітко
сформульована стратегія.
По-третє, ЗСП не обмежується постановкою цілей перед
підрозділами й окремими співробітниками. Її впровадження
припускає використання управлінських і виробничих
механізмів, що дозволяють ці цілі досягати.
По-четверте, побудову ЗСП можна починати тільки
тоді,коли менеджери підприємства приходять до спільного
бачення перспектив і способів розвитку організації.
8. Ключові переваги ЗСП оцінки ефективності
діяльності підприємства:
Сприяє розробці стратегії підприємства.
Реалізація стратегії підприємства в конкретних тактичних
діях, що супроводжуються контролем його показників.
Простота сприйняття виконавцями.

показників:
Відсутність розробленої стратегії розвитку на
більшості українських підприємств.
Розмитість упровадження ЗСП.
Відсутність швидких результатів.
Дефіцит кваліфікованих кадрів, що

Ініціатива розробки ЗСП може належати
тільки топ-менеджерам.

Визначення особливостей і тенденцій розвитку галузі та
позиціонування підприємства.
Формування місії підприємства: стратегічні карти сприяють
акумуляції ресурсів (матеріальних, фінансових, трудових) на
основних напрямках діяльності.
Визначення ключових аспектів діяльності підприємства.
Формулювання основних завдань діяльності підприємства й
визначення стратегічних цілей.
Визначення ключових факторів розвитку підприємства.
Розробка системи показників, виявлення причинно-наслідкових
зв'язків, узгодження короткострокових і довгострокових цілей.
Розробка стратегічної карти: на цьому етапі формується стратегічна
карта корпоративного рівня й надається для затвердження.
Розробка системи показників для стратегічних карт окремих
підрозділів.
Визначення конкретних цілей: для кожного показника, який входить
до стратегічної карти, необхідно встановити прогнозне значення.

12. Шаблон стратегічної карти – це загальний перелік основних компонентів
(стратегічних та оперативних цілей, показників) і їх взаємодія, що
передбачає наявність усіх елементів, а інакше стратегія підприємства буде

ЗСП встановлює чіткі причинно-наслідкові зв'язки між

якості можуть бути локальними, тактичними та
незалежними (незв'язаними). Стратегічна карта,
навпаки,формулює цілі, а потім визначає ініціативи й
процеси їх вдосконалювання.
ЗСП сприяє формуванню довгострокової стратегії
підприємства.
ЗСП виявляє резерви підвищення ефективної діяльності
підприємства.
ЗСП визначає стратегічні пріоритети розвитку підприємства
з урахуванням факторів зовнішнього та внутрішнього
середовища. Вона пропонує підприємствам допомогу у
перерозподілі обмежених людських і фінансових ресурсів.
