Martin’s experience covers almost three decades in civil engineering consultancy in
Australia, New Zealand, Hong Kong and UK. In that time, he has worked in a wide range
of projects with people from diverse, multi-cultural backgrounds and professional abilities.
Martin’s projects cover a broad spectrum from single-lot domestic developments to multi-
billion dollar infrastructure projects (e.g. Pacific Highway, Ipswich Motorway, Hong Kong
International Airport).
Martin has continually developed his technical and professional skills. In recent years he
has championed the assessment of scour using shear stresses, particularly in the design
of grass and rock lined drainage channels. Martin has hands-on experience with many of
the softwares and tools used in drainage design, including 12d and many commonly used
hydrological and hydraulic models. He is a member of the Engineers Australia Water
Panel in Queensland and a Registered Professional Engineer of Queensland.
Martin has continued to develop his managerial skills in leading the cross drainage design
team for the Pacific Highway. This development is supported by extra-curricular activity
such as volunteering with the Queensland State Emergency Services, which provides
valuable experience in people and team management, planning, communications and
logistics.
Martin’s analytical and problem-solving capabilities are highly developed, and extend to
finding system-wide solutions that fit within the project-specific contexts of the spheres of
engineering, people, contracts and law. Martin loves good engineering, and knows what it
takes to create it.

Pacific Highway, NSW, Australia (2016)
The Pacific Highway Woolgoolga to Ballina (W2B) project involved the duplication of about 155 kilometres of road to
a four-lane divided road on the Pacific Highway in northern NSW. The project extended from about six kilometres
north of Woolgoolga to about six kilometres south of Ballina. The project has been delivered by Pacific Complete,
which comprised Roads and Maritime Services and its delivery partners, Laing O'Rourke and Parsons Brinckerhoff.
The whole project has been broken into four portions for the detailed design, which were undertaken by various
Professional Services Contractors. The detailed design of Portion B, which spanned the Clarence River Flood Plain
and two major creek systems - Mororo Creek and Tabbimoble Creek, has been undertaken by the Arcadis – Beca
Joint Venture to whose team Martin belonged.
Martin was responsible for the delivery of the cross drainage design in Portion B, which was split into three packages.
The delivery of each package was split into a number of discrete phases for reasons of milestone payments, internal
design coordination and procurement.

 The Initial Detailed Design (IDD) phase comprised an overview of the preliminary design
 The Substantial Detailed Design (SDD) phase comprised the design at about 85% development, and formed the
basis for PC to invite tenders for the various components of construction works
 The Final Detailed Design (FDD) phase comprised the further design development, and enabled Pacific Complete
to confirm the scope of construction contracts
 The Issued for Construction (IFC) phase comprised the final round of fix-ups and pickups
Though the technical design posed its own challenges, the biggest challenge in delivering the cross drainage design
packages was in coordinating activities and technical solutions within the time available to make the final solution
work as a whole. Package development included coordination with road alignment, pavements, environment, safety
barriers and clear zones, property accesses, constructability, and the hydrological and hydraulic constraints. Package
delivery included coordination with internal and independent verifiers, cross-disciplinary review and fully documenting
the state of the art. Figuratively speaking, Martin’s energies were largely directed at directing traffic (the day to day
flow of information, inputs, outcomes, activities of various individuals) among a team of about a dozen people, with
the aim of delivering the various packages on time. Martin also provided technical leadership and assumed the role of
looking out for and formulating strategies to tackle those problems that threatened to cause the most disruption to the
project.
Project LIFT and GTI Area, Gold Coast Airport Proprietary Limited (GCAPL), Gold Coast, Australia
(2015)
The Gold Coast Airport is constructed on flat, low lying land near the coast and its runway crosses the border
between Queensland and New South Wales. The central drainage corridor discharges to two systems; the urban
stormwater drainage system that flows out to Kirra Beach in Queensland, and a remnant wetland that discharges to
the Kobaki Broadwater in New South Wales. Kirra Beach experiences regular, problem flooding, and one of the
constraints on the airport was to avoid increasing flows to it. Project LIFT comprises the extension of the Terminal
Building and apron with a diversion of the central drainage corridor around the southern boundary of the airport. The
Ground Transport Infrastructure (GTI) Area comprises the filling of the main drainage channel (the SCU drain) to
allow the development of bus and taxi parking and circulation. Martin was responsible for the apron drainage for
Project LIFT, and a feasibility study for the GTI Area.
The flat terrain and low lying land presented particular challenges to drainage with hydraulic gradients, especially
through structures such as flame traps and gross pollutant traps. Martin designed the apron drainage and GTI
drainage with a combination of traditional hydraulic grade line analyses and dynamic modelling using XP-Storm.
Tailwater conditions were acquired from regional flood modelling by a third party, Engeny.
The major significant outcome from Martin’s feasibility study of the GTI Area was that drainage would comprise a
significant addition to the expected capital costs. Initial estimates put the construction of adequate drainage in this
area at about $5M.
Brisbane Airport CPA Remote Car Park Stage 4, Brisbane Airport Corporation, Brisbane, Australia

Martin was responsible for the completion of the detailed design and construction support.
The Central Parking Area (CPA) car park at Brisbane Airport is located in a flat and low-lying area, which presents
particular challenges to drainage with flat hydraulic gradients, particularly at structures such as gross pollutant traps
and water quality basins. In addition to the problems of moving water through the stormwater drainage system, the
low-lying aspect of the site also exposed infrastructure to acid sulphate soils and saltwater, which required close
attention in specifying the durability of concrete structures, stainless steel flap valves and other drainage components.
One outcome was that Martin initiated the workshopping of better ways to specify durability for pre-cast components
such as drainage pits, pipes and headwalls. It is usually the case that the design consultant specifies durability under
a performance specification, and relies on the sub-contractor to certify his products. However, the sub-contractor’s
certification is not always adequate, especially among the smaller pre-casting yards, and the design consultant can
get entangled in design liabilities by being asked by the lead contractor to check the manufacturer’s detailed design.
A possible strategy in this case would be to ensure that additional checking by the design consultant will only be done
under the terms of a variation.

Sydney Car Parks TAPS program, Transport for New South Wales, Sydney, Australia (2015)
This projected consisted of the conversion of 14 existing Sydney Trains staff car parks to commuter car parks. Martin
was responsible for the provision of technical leadership, and supervision of a diverse team of engineers, designers
and drafters. The project was run under design and construct contracts to two contractors (Abergeldie and Downer),
to which Beca had been novated as the design consultant.
Though individual projects were small, they required the full suite of engineering disciplines, including drainage,
pavements, geotechnics, geometric design, lighting and electrics, and they were all placed within established,
constrained urban environments. The transition from private to public car parks brought public safety into scope,
which occasionally yielded fewer car parking spaces than previously expected. The nature of the Design and
Construct contracts placed additional incentives to reduce costs and maximise outcomes, which put a downward
pressure on the robustness and durability of the engineered solutions. Close relationships were needed with the lead
contractors to strike an agreed balance between construction costs, potential liabilities for under-engineered work and
yield in terms of numbers of car parking spaces.
Clyde Junction Drainage Renewal, Transport for New South Wales, Sydney, Australia (2015)
Martin was responsible for the completion of drainage design and construction support within a constrained, urban
rail corridor. The renewal of the drainage around Clyde Junction in Sydney followed on from a broader program to
upgrade the stabling and maintenance facilities in the area. The challenges of the drainage design included the
constraints of the site, the proliferation of live underground services, redundant buried services and structures, and
working around above-ground railway infrastructure to create a safer working environment for passengers and
railway staff alike. Site work was carried out in a series of weekend possessions, which had to be carefully planned to
bring all the construction components, materials, people and plant to site to work productively. Martin’s on-site
experience required special safety training, including the contractor’s site induction, the Railway Industry Worker
Induction (RISI) and more generic White Card safety training.
Martin found it revealing to see how much had been buried beneath the railway lines. Though all the live services and
structures had been surveyed in detail, there were still a large number of redundant pipes, foundations and
unidentified structures, some of which probably dated back to the steam age. As a result, the progress of excavation
for drainage was erratic, and stoppages were prolonged because work proceeded over weekend possessions, when
most of the Client’s personnel, who might have been able to shed light on particular discoveries, were off-duty.
Memorial Avenue Upgrade, Transport for New South Wales, Sydney, Australia (2015)
This project comprised the detailed design of the upgrade of Memorial Avenue in The Hills Shire. Martin was
responsible for providing technical leadership to the drainage design for the widened and re-aligned road, and two
major creek crossings. Challenges included no-worsening of afflux at the bridges, and the maintenance of lawful
points of discharge to private properties. Water quality was another challenge because the constrained site corridor
precluded the retrofitting of extensive water quality improvement devices. The approach adopted, with the Client’s
consent, was to provide best practical solutions within the footprint of the road corridor. Though this did not meet
ultimate standards, it did provide an improvement to the existing situation, which comprised no stormwater quality
treatment at all.
Drainage of Loading Bay, Mobil, Port Moresby, Papua New Guinea (2015)
The main challenge of this very small job was to find relevant information relating to the hydrology, particularly the
intensity-frequency-duration rainfall data, which has not been transferred to modern media on current websites.
Martin found this information in an old publication by a process of sleuthing through his professional network, and
used it to estimate design flows.
City of Gold Coast
Assets Branch Embedded Officer within Planning and Environment, City of Gold Coast, Queensland,

Martin’s role was an embedded Officer for Assets Branch within Planning and Environment, which gave him valuable
experience in seeing how the planning process works within the City of Gold Coast.
It also gave him a working knowledge of the challenges of the Local Government Infrastructure Plan (LGIP), which,
among other things, attempts to provide a framework for paying private developers to upgrade Council assets as part
of their developments. The intent, which is a wise one, is to facilitate Council funding of upgrades to infrastructure,
where it is affected by private development, so that it benefits the wider community and not just the private
development that it lies within. It is recognised that, without a mechanism for Council funding, developers have no

incentive to carry out infrastructure works that benefit infrastructure outside their own developments. The worst
outcome is that a developer might do only the works needed for his development, which then leads to a major
constraint on future developments nearby. In such cases, it might be necessary to reconstruct recently completed
infrastructure, which is a waste of valuable resources, money and time.
Martin’s duties in this role included the following;
 screening all development applications for potential impacts on Council assets, particularly stormwater
infrastructure, development within or near easements, vehicle crossovers, provision of advice about which
conditions might be appropriate. Active involvement in the development application review team (DART)
 understanding how the implications of the Local Government Infrastructure Plan (LGIP) affect the DA process,
particularly as it related to trunk infrastructure and potential impacts to Council’s capital expenditure program
 facilitating communications between Assets Branch and Planning and Environment to bring clarity to their
respective roles, responsibilities and capabilities.
 reviewing Council strategy, particularly the need to develop the capability to respond to opportunities presented
by private development to fix up drainage problems using LGIP as a mechanism for partnership with private
enterprise

Martin led the design of drainage a remediation works to two slips within a cutting. The slips had extended up the
slope and undermined existing concrete drainage channels. Previous attempts to remediate the slips had failed.
Management of surface water around the slips was crucial to reduce the risk of further failure, particularly by
concentrating runoff at the head of the slips.

Martin’s experience covers almost three decades in civil engineering consultancy in Australia, New Zealand, Hong Kong and UK. In that time, he has worked in a wide range of projects with people from diverse, multi-cultural backgrounds and professional abilities. Martin’s projects cover a broad spectrum from single-lot domestic developments to multi- billion dollar infrastructure projects (e.g. Pacific Highway, Ipswich Motorway, Hong Kong International Airport). Martin has continually developed his technical and professional skills. In recent years he has championed the assessment of scour using shear stresses, particularly in the design of grass and rock lined drainage channels. Martin has hands-on experience with many of the softwares and tools used in drainage design, including 12d and many commonly used hydrological and hydraulic models. He is a member of the Engineers Australia Water Panel in Queensland and a Registered Professional Engineer of Queensland. Martin has continued to develop his managerial skills in leading the cross drainage design team for the Pacific Highway. This development is supported by extra-curricular activity such as volunteering with the Queensland State Emergency Services, which provides valuable experience in people and team management, planning, communications and logistics. The project extended from about six kilometres north of Woolgoolga to about six kilometres south of Ballina. The project has been delivered by Pacific Complete, which comprised Roads and Maritime Services and its delivery partners, Laing O'Rourke and Parsons Brinckerhoff. The whole project has been broken into four portions for the detailed design, which were undertaken by various Professional Services Contractors. The detailed design of Portion B, which spanned the Clarence River Flood Plain and two major creek systems - Mororo Creek and Tabbimoble Creek, has been undertaken by the Arcadis – Beca Joint Venture to whose team Martin belonged. Martin was responsible for the delivery of the cross drainage design in Portion B, which was split into three packages. The delivery of each package was split into a number of discrete phases for reasons of milestone payments, internal design coordination and procurement.
  • 3. // Martin Jacobs// 3  The Initial Detailed Design (IDD) phase comprised an overview of the preliminary design  The Substantial Detailed Design (SDD) phase comprised the design at about 85% development, and formed the basis for PC to invite tenders for the various components of construction works  The Final Detailed Design (FDD) phase comprised the further design development, and enabled Pacific Complete to confirm the scope of construction contracts  The Issued for Construction (IFC) phase comprised the final round of fix-ups and pickups Though the technical design posed its own challenges, the biggest challenge in delivering the cross drainage design packages was in coordinating activities and technical solutions within the time available to make the final solution work as a whole. Package development included coordination with road alignment, pavements, environment, safety barriers and clear zones, property accesses, constructability, and the hydrological and hydraulic constraints. Package delivery included coordination with internal and independent verifiers, cross-disciplinary review and fully documenting the state of the art. Figuratively speaking, Martin’s energies were largely directed at directing traffic (the day to day flow of information, inputs, outcomes, activities of various individuals) among a team of about a dozen people, with the aim of delivering the various packages on time. Martin also provided technical leadership and assumed the role of looking out for and formulating strategies to tackle those problems that threatened to cause the most disruption to the project. Project LIFT and GTI Area, Gold Coast Airport Proprietary Limited (GCAPL), Gold Coast, Australia (2015) The Gold Coast Airport is constructed on flat, low lying land near the coast and its runway crosses the border between Queensland and New South Wales. The central drainage corridor discharges to two systems; the urban stormwater drainage system that flows out to Kirra Beach in Queensland, and a remnant wetland that discharges to the Kobaki Broadwater in New South Wales. Kirra Beach experiences regular, problem flooding, and one of the constraints on the airport was to avoid increasing flows to it. Project LIFT comprises the extension of the Terminal Building and apron with a diversion of the central drainage corridor around the southern boundary of the airport. The Ground Transport Infrastructure (GTI) Area comprises the filling of the main drainage channel (the SCU drain) to allow the development of bus and taxi parking and circulation. Martin was responsible for the apron drainage for Project LIFT, and a feasibility study for the GTI Area. The flat terrain and low lying land presented particular challenges to drainage with hydraulic gradients, especially through structures such as flame traps and gross pollutant traps. Martin designed the apron drainage and GTI drainage with a combination of traditional hydraulic grade line analyses and dynamic modelling using XP-Storm. Tailwater conditions were acquired from regional flood modelling by a third party, Engeny. The major significant outcome from Martin’s feasibility study of the GTI Area was that drainage would comprise a significant addition to the expected capital costs. Initial estimates put the construction of adequate drainage in this area at about $5M. Brisbane Airport CPA Remote Car Park Stage 4, Brisbane Airport Corporation, Brisbane, Australia (2015) Martin was responsible for the completion of the detailed design and construction support. The Central Parking Area (CPA) car park at Brisbane Airport is located in a flat and low-lying area, which presents particular challenges to drainage with flat hydraulic gradients, particularly at structures such as gross pollutant traps and water quality basins. In addition to the problems of moving water through the stormwater drainage system, the low-lying aspect of the site also exposed infrastructure to acid sulphate soils and saltwater, which required close attention in specifying the durability of concrete structures, stainless steel flap valves and other drainage components. One outcome was that Martin initiated the workshopping of better ways to specify durability for pre-cast components such as drainage pits, pipes and headwalls. It is usually the case that the design consultant specifies durability under a performance specification, and relies on the sub-contractor to certify his products. However, the sub-contractor’s certification is not always adequate, especially among the smaller pre-casting yards, and the design consultant can get entangled in design liabilities by being asked by the lead contractor to check the manufacturer’s detailed design. A possible strategy in this case would be to ensure that additional checking by the design consultant will only be done under the terms of a variation.
  • 4. // Martin Jacobs// 4 Sydney Car Parks TAPS program, Transport for New South Wales, Sydney, Australia (2015) This projected consisted of the conversion of 14 existing Sydney Trains staff car parks to commuter car parks. Martin was responsible for the provision of technical leadership, and supervision of a diverse team of engineers, designers and drafters. The project was run under design and construct contracts to two contractors (Abergeldie and Downer), to which Beca had been novated as the design consultant. Though individual projects were small, they required the full suite of engineering disciplines, including drainage, pavements, geotechnics, geometric design, lighting and electrics, and they were all placed within established, constrained urban environments. The transition from private to public car parks brought public safety into scope, which occasionally yielded fewer car parking spaces than previously expected. The nature of the Design and Construct contracts placed additional incentives to reduce costs and maximise outcomes, which put a downward pressure on the robustness and durability of the engineered solutions. Close relationships were needed with the lead contractors to strike an agreed balance between construction costs, potential liabilities for under-engineered work and yield in terms of numbers of car parking spaces. Clyde Junction Drainage Renewal, Transport for New South Wales, Sydney, Australia (2015) Martin was responsible for the completion of drainage design and construction support within a constrained, urban rail corridor. The renewal of the drainage around Clyde Junction in Sydney followed on from a broader program to upgrade the stabling and maintenance facilities in the area. The challenges of the drainage design included the constraints of the site, the proliferation of live underground services, redundant buried services and structures, and working around above-ground railway infrastructure to create a safer working environment for passengers and railway staff alike. Site work was carried out in a series of weekend possessions, which had to be carefully planned to bring all the construction components, materials, people and plant to site to work productively. Martin’s on-site experience required special safety training, including the contractor’s site induction, the Railway Industry Worker Induction (RISI) and more generic White Card safety training. Martin found it revealing to see how much had been buried beneath the railway lines. Though all the live services and structures had been surveyed in detail, there were still a large number of redundant pipes, foundations and unidentified structures, some of which probably dated back to the steam age. As a result, the progress of excavation for drainage was erratic, and stoppages were prolonged because work proceeded over weekend possessions, when most of the Client’s personnel, who might have been able to shed light on particular discoveries, were off-duty. Memorial Avenue Upgrade, Transport for New South Wales, Sydney, Australia (2015) This project comprised the detailed design of the upgrade of Memorial Avenue in The Hills Shire. Martin was responsible for providing technical leadership to the drainage design for the widened and re-aligned road, and two major creek crossings. Challenges included no-worsening of afflux at the bridges, and the maintenance of lawful points of discharge to private properties. Water quality was another challenge because the constrained site corridor precluded the retrofitting of extensive water quality improvement devices. The approach adopted, with the Client’s consent, was to provide best practical solutions within the footprint of the road corridor. Though this did not meet ultimate standards, it did provide an improvement to the existing situation, which comprised no stormwater quality treatment at all. Drainage of Loading Bay, Mobil, Port Moresby, Papua New Guinea (2015) The main challenge of this very small job was to find relevant information relating to the hydrology, particularly the intensity-frequency-duration rainfall data, which has not been transferred to modern media on current websites. Martin found this information in an old publication by a process of sleuthing through his professional network, and used it to estimate design flows. City of Gold Coast Assets Branch Embedded Officer within Planning and Environment, City of Gold Coast, Queensland, Australia, 2014-2015, (Contract) Martin’s role was an embedded Officer for Assets Branch within Planning and Environment, which gave him valuable experience in seeing how the planning process works within the City of Gold Coast. It also gave him a working knowledge of the challenges of the Local Government Infrastructure Plan (LGIP), which, among other things, attempts to provide a framework for paying private developers to upgrade Council assets as part of their developments. The intent, which is a wise one, is to facilitate Council funding of upgrades to infrastructure, where it is affected by private development, so that it benefits the wider community and not just the private development that it lies within. It is recognised that, without a mechanism for Council funding, developers have no
  • 5. // Martin Jacobs// 5 incentive to carry out infrastructure works that benefit infrastructure outside their own developments. The worst outcome is that a developer might do only the works needed for his development, which then leads to a major constraint on future developments nearby. In such cases, it might be necessary to reconstruct recently completed infrastructure, which is a waste of valuable resources, money and time. Martin’s duties in this role included the following;  screening all development applications for potential impacts on Council assets, particularly stormwater infrastructure, development within or near easements, vehicle crossovers, provision of advice about which conditions might be appropriate. Active involvement in the development application review team (DART)  understanding how the implications of the Local Government Infrastructure Plan (LGIP) affect the DA process, particularly as it related to trunk infrastructure and potential impacts to Council’s capital expenditure program  facilitating communications between Assets Branch and Planning and Environment to bring clarity to their respective roles, responsibilities and capabilities.  reviewing Council strategy, particularly the need to develop the capability to respond to opportunities presented by private development to fix up drainage problems using LGIP as a mechanism for partnership with private enterprise Other relevant experience by Market Segment Infrastructure Two Tree Hill, Warrego Highway/Department of Transport and Main Roads, Queensland, Australia, 2013, (Golder Associates) Martin led the design of drainage a remediation works to two slips within a cutting. The slips had extended up the slope and undermined existing concrete drainage channels. Previous attempts to remediate the slips had failed. Management of surface water around the slips was crucial to reduce the risk of further failure, particularly by concentrating runoff at the head of the slips. Vimiera Road M2 Southern Embankment and Drainage Remediation Works/Transfield for NSW RTS, NSW, Australia, 2013, (Golder Associates) Martin provided technical leadership for the design of drainage works around embankment remediation works, including diversions of channels, extension of culvert and associated transitions and drop structures. Mount Lindsay Highway/Department of Transport and Main Roads, Queensland, Australia, 2012, (Parsons Brinckerhoff) Martin was responsible for the review of design of repair works to damaged road, including comparison with obsolete design standards Sunshine Coast Motorway/Department of Transport and Main Roads, Queensland, Australia, 2012, (Parsons Brinckerhoff) During the planning stages of this project, Martin assessed the flooding and drainage issues for upgrading of the Sunshine Coast motorway through urban areas and wallum wetland. Martin provided technical leadership for drainage design, including cross drainage, longitudinal drainage, engineered wetland and scour assessment of Waikato River bridge. Bruce Highway Upgrade, Cardwell Range - Tender design/Flanagan Consulting, Queensland, Australia, 2010, (Parsons Brinckerhoff) Martin was responsible for the design of storm water management and erosion and sediment control for a design and construct tender the upgrade to 7km of the Bruce Highway as it passes through mountainous terrain with pristine rainforest. Delivery was based on the production of packages that overlapped the procurement and construction work on site. Martin was responsible for the internal independent review of design packages for cross drainage and longitudinal drainage of new motorway that is built within an established urban environment, including water quality treatment and flood attenuation.
