Maher Abu-Mallouh has 32 years of engineering experience; with which 12 years as a Senior Engineering
Manager and 20 years experience in Railroad, at the two major USA Commuter rail systems (New York MTA
Transit System) and the Chicago Transit Authority (CTA)). He has worked for five years as a Deputy Program
Manager supervising the design and construction of Tunnel Stations, underground stations, On-Grade-Stations,
and Elevated stations. The Rail projects work includes the design of Railroad Right of Way, subway tunnels,
viaducts, bridges, substations, intermodal transportation, planning, and construction. M Abu-Mallouh developed
the scope for rehabilitation of stations, and devised schemes to construct temporary stations adjacent to existing
stations during closure of existing stations for rehabilitation. This procedure reduced construction time by half.
His responsibilities as a Deputy Program Manger include contract negotiation, collaboration and coordination
between design disciplines, developing design criteria, value engineering, plan preparation, inspection, contract
specification writing, cost estimation, report writing, and quality assurance/quality control (QA/QC).
He coordinated the design work of the consortium team, made up of 15 design firms, for the rehabilitation of the
CTA transit stations. The major firms include HNTB, Parsons, EarthTech, and Tang Engineers.
He developed the Scope of work for the station rehabilitation program. And then compiled and combined the final
design packages for pre-bids.
He has the ability to motivate subordinates, coordinate mentor programs for junior engineers, and work as a team
member and a team leader, working effectively in stressful environments. Delivering projects that are on time and
within budget. Served as lead negotiator for procurement contracts representing the stakeholder and change
orders.
He was the head of the technical office for the general contractor for the construction of the Grand Mosque in
Makkah at a budget of 15 billion dollars. Responsibilities extend to developing of shop drawings and details for
the design support to the artificial decorative stones that forms the major religious attractions to 20 million
visitors yearly for the city of Makkah.
He was the head of Construction office responsible for the construction of stormwater infrastructure drainage
system that has four different contracts: 1) A construction of 46Km twin-pipe 3.5 meter in diameter to cut across
the streets of City of Jeddah using open cut with protective walls and underpin adjacent structures; 2) A
construction of 37Km open channel 27 meter wide with the construction of 12 Roadway bridges over the open
channel and the construction of 24 pedestrian bridges to ease movement and the access; 3) A construction of 15
Km precast twin-box culvert 2.5mx2.5m to run under the streets and parks of the city; 4) Construction of 3
outfalls at the end of the stormwater system at the Red sea inlets; for the City of Jeddah and within Makkah
Region.
He supervised the construction of four Reservoirs to store the water temporarily to alleviate the danger to city
flooding then transfer rainwater via the channels to the Rea Sea.
He currently coordinates the design work of all disciplines and compiles them and work with client to have design
issues finalized and incorporated into the final design and the bid package.
He is proficient in the design and the construction management phases of buildings, transit structures, intermodal
facilities, and nuclear reactors projects. He is able to develop and forecast programs for strategic planning to help
the company plan for the future. In addition, some of his responsibilities include evaluation of the consultants and
the contractors, bids, RFP’s, and contract drawings, and shop drawing reviews.
He is a licensed professional engineer for more than 23 years in Illinois, Indiana, New York, New Jersey, and
Connecticut.
He is familiar with the use of various software packages for the design and analysis of structures. In addition, he
is familiar with various codes including NFPA, ICC, IBC, ADA, ADAAG, AREA, AISC, ACI, ASCE, AREMA,
ANSI, FHWA, BOCA, AASHTO, LEED, New York City Building Code, and Chicago Building Code, and
European Code and the Saudi Building Codes 301, 302, 303, and 304.

• Resident Engineer for the Construction of Bus Command Center for New building to oversee the Bus
operation of 7000 buses daily in and around New York city Area.
• The Facility will have State of the Art building to be LEED Certified Facility
• The Facility will house the bus operation and command monitoring Facility.
• The facility will cost 51 million dollars to construct. In addition to 20 million dollars New Radio
communication system, that will take place after the completion of the building construction.

square kilometer of park and recreation for public use.

• In charge of three parts of the Project Haram Expansion, Piazza & Service Building, and Central Utility
Complex.
• The Haram Building included three floors, 64,000m2
each, a full basement, and three mezzanines for each
floor. The Project cost exceeds 60 billion Saudi Riyal.
• The Haram construction includes artificial stone with special design to commemorate the beauty of an
extraordinary structure. It has concrete precast arches to carry the decorative marble, gold plated,
ornamental steel work.
• The structure also has a raised floor design under each floor to include all the utilities and all duct work
for Haram cooling. The raised floor will be designed using stainless steel columns and beams to provide
longevity of the material.
• The Piazza and Service Building includes 15,000 precast units of concrete pods.
• There are 112 umbrellas within the piazza, 70 of which are of 25m ×25m, and while the other 42
umbrellas are with a size of 52m×52m.
• These umbrellas cover security cameras, zamzam water line and mist.
• The third section of the Project is the Central Utility Complex which includes three buildings: Generator
Building, Water Tank Building and Central Waste Building.

He has worked for five years as a Deputy Program Manager supervising the design and construction of Tunnel Stations, underground stations, On-Grade-Stations, and Elevated stations. The Rail projects work includes the design of Railroad Right of Way, subway tunnels, viaducts, bridges, substations, intermodal transportation, planning, and construction. M Abu-Mallouh developed the scope for rehabilitation of stations, and devised schemes to construct temporary stations adjacent to existing stations during closure of existing stations for rehabilitation. This procedure reduced construction time by half. His responsibilities as a Deputy Program Manger include contract negotiation, collaboration and coordination between design disciplines, developing design criteria, value engineering, plan preparation, inspection, contract specification writing, cost estimation, report writing, and quality assurance/quality control (QA/QC). He coordinated the design work of the consortium team, made up of 15 design firms, for the rehabilitation of the CTA transit stations. The major firms include HNTB, Parsons, EarthTech, and Tang Engineers. He developed the Scope of work for the station rehabilitation program. And then compiled and combined the final design packages for pre-bids. He has the ability to motivate subordinates, coordinate mentor programs for junior engineers, and work as a team member and a team leader, working effectively in stressful environments. Delivering projects that are on time and within budget. Served as lead negotiator for procurement contracts representing the stakeholder and change orders. He was the head of the technical office for the general contractor for the construction of the Grand Mosque in Makkah at a budget of 15 billion dollars. Responsibilities extend to developing of shop drawings and details for the design support to the artificial decorative stones that forms the major religious attractions to 20 million visitors yearly for the city of Makkah. He was the head of Construction office responsible for the construction of stormwater infrastructure drainage system that has four different contracts: 1) A construction of 46Km twin-pipe 3.5 meter in diameter to cut across the streets of City of Jeddah using open cut with protective walls and underpin adjacent structures; 2) A construction of 37Km open channel 27 meter wide with the construction of 12 Roadway bridges over the open channel and the construction of 24 pedestrian bridges to ease movement and the access; 3) A construction of 15 Km precast twin-box culvert 2.5mx2.5m to run under the streets and parks of the city; 4) Construction of 3 outfalls at the end of the stormwater system at the Red sea inlets; for the City of Jeddah and within Makkah Region. He supervised the construction of four Reservoirs to store the water temporarily to alleviate the danger to city flooding then transfer rainwater via the channels to the Rea Sea. He currently coordinates the design work of all disciplines and compiles them and work with client to have design issues finalized and incorporated into the final design and the bid package. He is proficient in the design and the construction management phases of buildings, transit structures, intermodal facilities, and nuclear reactors projects. He is able to develop and forecast programs for strategic planning to help

In addition, some of his responsibilities include evaluation of the consultants and the contractors, bids, RFP’s, and contract drawings, and shop drawing reviews. He is a licensed professional engineer for more than 23 years in Illinois, Indiana, New York, New Jersey, and Connecticut. He is familiar with the use of various software packages for the design and analysis of structures. In addition, he is familiar with various codes including NFPA, ICC, IBC, ADA, ADAAG, AREA, AISC, ACI, ASCE, AREMA, ANSI, FHWA, BOCA, AASHTO, LEED, New York City Building Code, and Chicago Building Code, and European Code and the Saudi Building Codes 301, 302, 303, and 304. Professional Experience Tishman Construction Group New York, NY 9/2015 to Present Resident Engineer Bus Command Center for New York City Transit • Resident Engineer for the Construction of Bus Command Center for New building to oversee the Bus operation of 7000 buses daily in and around New York city Area. • The Facility will have State of the Art building to be LEED Certified Facility • The Facility will house the bus operation and command monitoring Facility. • The facility will cost 51 million dollars to construct. In addition to 20 million dollars New Radio communication system, that will take place after the completion of the building construction. • He is responsible for the construction project Management team representing the owner. Assistant Resident Engineers. • The work in summary extends to but not limited to dealing with reviews of the design, coordination with contractor, and review of shop drawings and facilitate responses to RFI’s and management of safe work plan, quality plans, cost estimates, review of payments, review of material submittals. Lead and coordinate Job Progress meetings, prepare daily progress reports and monthly progress reports and submit them to clients for review and prepare payment percentages for work accomplished. AECOM Arabia Jeddah, Saudi Arabia 3/2012 to August 2015 Sr. Structural Engineering Manager Head of the Technical Office-Field Engineering design support • Sr. Structural Engineer Head of the Technical Office Jazan Economic City Port and Infrastructure Project (JECPI). (October 01 2013 – August 2015). • Prepared the design and contract drawings for the design of Baish Corniche that extends for more than 4 square kilometer of park and recreation for public use. • Design bulkhead for waterfront retaining structures. • Design and review of the waterfront structures to protect against flooding and water damage. • He is responsible for the structural design team, and the electromechanical design for all the buildings including a mosque, restaurant, and coffee shop. In addition to the maintenance and water closets, pump rooms and irrigation tanks. • Design, review and supervise the design of current design packages that are being let out for the design packages associated with the Economic City projects, including review and approval of shop drawings for the work of the JECPI, design package.
  • 3. • Involved in the development of the contract for ground preparation for the construction of the Baish Corniche Park Project. • Developed specifications and standard drawings for the design and construction packages. • Sr. Structural Engineer Head of the Construction Technical Office Jeddah Stormwater Drainage Program (JSDP), (March 06, 2012 - October 1, 2013) • Reviewed construction and provide review and approval of shop drawings for the work of the JSDP program. • Provided alternate designs needed for construction to simplify the Issue for Construction drawings (IFC). • Writing and review and coordinate the roadway work, pavement profile, and reinstatement of roadways and roadway surfaces. • Value engineering review of the design projects, including lessons learned for the engineering designers at Houston, United Kingdom offices. • Experience in developing detailed drawings for manholes and junction boxes that will are constructed in the roadways and reviews plans for contractor to meet the final grade profile. • Developed detailed drawings of pier caps, abutments, roadway bridges, staircases, and other structural drawings for the super structure. • The JSDP project is divided into four construction packages: 1) Northern channel (Box culvert construction) 10 kilometers long with an outlet to the Red Sea Corniche area; 2) Eastern Channel Open trapezoidal Channel 30 km long and the construction of thirteen two and three span concrete Vehicular bridges, 3) Southern Channel 15 km long trapezoidal channel including the construction of two new vehicular bridges and four new pedestrian bridges, and 4) Construction of One new Ghulil Dam and a sub channel called Wadi Ghaia 10 kilometers, and Um Hablin channel of 15 kilometers. • Developed location plans and schematic plans to be aesthetically pleasing design for 24 pedestrian bridges being constructed above the recently constructed Channels such as Alsamer, Um alkhiar, Umhableen, Eastern channel, Southern channel and on the proposed new channels being new contract Al-khumra and Wadi Quraa. Saudi B. L. Group (SBG) Jeddah, Saudi Arabia 5/2010 to 1/2012 Sr. Structural Project Manager • Head of the Construction Technical Office for SBG-ABCD to provide reviews, cost estimating, Construction project management, and review safety and quality procedures. • In charge of three parts of the Project Haram Expansion, Piazza & Service Building, and Central Utility Complex. • The Haram Building included three floors, 64,000m2 each, a full basement, and three mezzanines for each floor. The Project cost exceeds 60 billion Saudi Riyal. • The Haram construction includes artificial stone with special design to commemorate the beauty of an extraordinary structure. It has concrete precast arches to carry the decorative marble, gold plated, ornamental steel work. • The structure also has a raised floor design under each floor to include all the utilities and all duct work for Haram cooling. The raised floor will be designed using stainless steel columns and beams to provide longevity of the material. • The Piazza and Service Building includes 15,000 precast units of concrete pods. • There are 112 umbrellas within the piazza, 70 of which are of 25m ×25m, and while the other 42 umbrellas are with a size of 52m×52m. • These umbrellas cover security cameras, zamzam water line and mist.
  • 4. • The third section of the Project is the Central Utility Complex which includes three buildings: Generator Building, Water Tank Building and Central Waste Building. Sargent & Lundy LLC. Chicago, Illinois 7/2008 to 3/2010 Project Associate • The design of retaining walls for the South Texas Nuclear Project. • Developed analytical process for analysis and evaluation of retaining walls. • The analysis includes soil earth pressure at-rest condition, and analysis includes earthquake design for various types of structures. • Work under pressure to deliver projects on time and within budget. • Ability to motivate subordinates and work as a team member and a team leader. • Responsible for the structural design and analysis of portions of the RB and prepare structural design analyses and details for the project. • Developed static and dynamic loadings for the exterior wall of the RB. • Reviewed and updated the Seismic Design Criteria for the entire South Texas Project. • Prepared the Structural Design Criteria for the Reactor Building (RB). • Developed calculations for soil design report used in the design of specific segments of the RB. • Reviewed pipe penetration anchorage calculations for a Reinforced Concrete Containment Vessel (RCCV) structure.
