Scott is experienced in civil/transportation engineering and management. His expertise is in the fields of
design, project development, project implementation and project fast-tracking, construction administration
and inspection, and program and project management. Scott’s expertise includes design-build project
controls and management, design reports/files, environmental documentation, environmental permitting,
hydraulic reports, bridge site data, retaining wall design, plans, specifications and estimates (PS&E), freight
mobility studies and numerous transportation-related studies and exercises. Scott was a Project
Development Manager for the Washington State Department of Transportation (WSDOT) prior to becoming a professional
consultant. His professional experience evolved from highway design through construction, and into project management of
large Interstate projects, along with numerous safety and preservation projects.
Scott is certified as a Project Management Professional (PMP). This certification is a rigorous accreditation process focusing
on project management methodology, delivery tools and processes such as work breakdown structure (WBS), work plan
development, CPM scheduling, budget monitoring, change management, risk management, resource management, earned-
value analysis, and Project Management Institute (PMI) code of conduct. Scott is a certified Total Quality Management
instructor and has developed project management curriculum and instructs project management courses for the University of
Washington and clients.
As a consultant Scott has served in the roles of Senior Project Manager, Office Manager, Transportation Sector Leader, Board
Member and Vice President.
PROJECT EXPERIENCE
ProjectDelivery Process ImprovementConsultant On-Call Services; City of Bellevue
Scott is CPI Consultant for this on-call service contract. The work consists of providing CPI consulting in the areas of overall
project delivery systems, project cost estimating, quality of consultant designs and plan reviews.
InnerHarbor Navigation Canal (IHNC) LakeBorgne Surge Barrier; USACE, New Orleans District; New Orleans, LA
Scott was the Design Controls Manager for this $1.3 billion design-build project in New Orleans. The purpose of this project is
to design and construct a line of flood protection from surges from Lake Borgne. The areas to be protected include the areas
in Orleans and St. Bernard Parishes along the Inner Harbor Navigation Canal. The work includes providing site development
and storm and surge protections in the form of floodwalls, a navigation floodgate in the Inner Harbor Navigation Canal, a
floodgate in Bayou Bienveneue, and a closing of the Mississippi River Gulf Outlet. The work Scott is responsible for is
interfacing with the contractors schedule using Primavera P6.1, developing controls and monitoring design progress using
Earned Value Analysis, managing contracts, change and risk management, coordination and communications and design
schedule management.
Mukilteo Multimodal Terminal Project; Washington State Ferries(WSF); Mukilteo, WA
Principal-in-Charge for Washington State Ferries to develop and evaluate alternatives for the improvement of the Mukilteo
Ferry Terminal, resulting in an Environmental Impact Statement EIS. This project includes improving the ferry terminal in place
or relocating the ferry terminal to the Mukilteo Tank Farm to the East. This work includes providing scope, schedule and
budget monitoring; strategy and leadership for the team and FTA communications; coordination with stakeholders; risk
identification and management; and concept and alternative identification and development review.
SW 312th Stfrom 14th Avenue SW to SR 509St Improvements Project; City of Federal Way; Federal Way, WA
Supervisor for this corridor improvement project providing full services for improvement of this corridor to add safe walking
routes to local schools, safe crossing environments by adding a new signal and upgraded existing signal, additional

illumination for safety, and improved ADA access. This project also improves roadway efficiency by adding a two-way left-turn
lane for better access and interconnects the signal systems for better level of service. The project includes low impact
development stormwater facility design, new landscaping and irrigation, and full roadway pavement overlay.
SR 520: Medina to SR 202 EastsideTransit & HOV Project; Washington State Department of Transportation
(WSDOT); King County, WA: Scott was Project Sponsor for the Tetra Tech team on this $300 million design-build project.
He developed the project design schedule and assisted in coordinating with the contractor's schedule.
Elliott Bay Seawall Project; City of Seattle; Seattle, WA: Principal-in-Charge for the traffic analysis report, technical
support of Project EIS, preliminary roadway, traffic signal and channelization plans, urban roadway design, transportation
analysis and signal design, support of scheduling and project controls, and quality management planning for this project. The
seawall replacement project involves the design of a new earthquake-resistant system that supports the street and right-of-
way; supplies access to waterfront piers; provides opportunities for the public to access the water; improves marine habitat;
and supports upland uses, public spaces, utilities, and buildings.
Project Management & Control Manual Revisions; Department of Natural Resources & Parks; King County, WA:
Scott developed a project management manual for King County's Water, Land and Resource Division. The manual was
developed using interviews, workshops and research and focused on project management best practices, practical
application, and useable internal tools and templates.
Construction Schedules Workshop; Snohomish County; Snohomish County, WA: Scott developed a course for the
Snohomish County Public Works engineers, technicians, and supervisors. The course offered guidance on independent
schedule development, review and analysis of contractors schedule, schedule related claims.
SR 520 Bridge Replacement & HOV Constructability Review; WSDOT; KingCounty, WA: Scott was resourse manager
for professional services in support of WSDOT and the team providing constructability review of a variety of projects at various
design stages for the SR 520 west side HOV and floating bridge replacement program. Each project review is at various design
levels. The reviews are designed to provide independent assessment of constructability, phasing and risk assessment. This is
a highly complex and congested corridor. Construction will need to occur while the corridor remains in use increasing the
complexity and risk of construction. These are key factors involved with each review.
Snohomish County On-Call Engineering Services ConsultantServices; Snohomish County, WA: Scott developed a
course for the Snohomish County Public Works engineers, technicians, and supervisors. The course offered guidance on
independent schedule development, review and analysis of contractors schedule, schedule related claims.
On-Call Consultant Support Services for SR 520; City of Redmond; Redmond, WA :Project Manager responsible for providing
technical support and recommendations to ensure the design and construction of future transportation projects on SR 520
are compatible with the City's downtown land use and transportation objectives.
Pierce County Risk Management Training; Pierce County; Pierce County, WA:Scott assisted Pierce County in the development
and instruction of a Risk Management Training course. The course focused on information and understanding of the County's
Risk Management RM Policy. The Trainee's knowledge of the Policy was reinforced by utilizing the Project Risk Management
Process Manual and tools in a variety of interactive exercises and group discussions.
I-5 and South 272nd Street Interchange; Washington State Department of Transportation; Kent, WA
Scott was Team Supervisor for the I-5 interchange at S 272nd Street. This project developed the 15 percent preliminary
design for the first phase of improvements to the I-5 interchange at South 272nd Street in South King County. The first phase
provides independent utility, providing direct transit and HOV connections to South 272nd Street from the HOV lanes on I-5
and capacity improvements to South 272nd Street. The first phase is in direct support of the ultimate future interchange
improvement concept of building a Single Point Urban Interchange SPUI.

Project Delivery System Intranet Guidance (PDSIG); Pierce County; Pierce County, WA :Pierce County Department of Public
Works and Utilities Department PWUD is implementing a department wide Project Delivery System PDS. The purpose of the
PDS is to provide a systematic process that will support "best in class" project management processes, tools and skills. Scott
assisted the PWUD in development of an intranet web based tool that will deliver to the user a quick reference guide to the
PDS. The tool was developed by the Pierce County web developer based on direction and guidance from a focus group.
Facilitated focus group consisting of PWUD staff identified by the Public Works Deputy Director.
SR 520 Bridge Replacement & HOV Project; Washington State Department of Transportation; King County, WA:Scott was
Principal-in-Charge of this coordination project to serve as the Eastside Cities Design Advisor on the SR 520 Bridge
Replacement and HOV Design Team. The team worked closely with the WSDOT, the Eastside cities, and with other consultant
components of the design team to identify and resolve design issues and options relating to the proposed project.
Working Days Course; University of Washington; Seattle, WA:Performed as the Course Developer and Trainer who developed
the course material and trained state, local, and private sector employees who were responsible for the development of
project working days schedules. Scott used his experience and expert knowledge of CPM scheduling and construction
experience to help students identify scheduling elements, order of work, risks and durations in order to develop an accurate
working days schedule.
I-5 South Everett Freeway Station & 112th Street SE; Washington State Department of Transportation; Everett, WA:Team
Supervisor for civil, structural and surveying services, including drainage, traffic control, and utility coordination for a new park-
and-ride lot in the median of I-5. The project design requires coordination with a number of utility agencies relocating their
facilities to new bridges across I-5. Construction of this project was completed in 2008.
On-Call Civil Services; Pierce County; Pierce County, WA:Supervisor for all work orders. Responsible for building the teams and
working with the project managers in developing the scope of work, fees and negotiations. Responsible to ensure client's
expectations are managed and met.
Combined Maintenance Facility Schedule Development; Pierce County; Pierce County, WA :As Principal-in-Charge, Scott
worked with the client and the project manager developing and setting up the project controls. Conducted project
performance monitoring throughout the life of the design project by using earned value techniques. Completed monthly
reports on performance to the design and management teams, and expert guidance to the design team on project delivery
risks based on the continual performance monitoring.
Managing Project Delivery Facilitation; Pierce County; Pierce County, WA:Pierce County Department of Public Works and
Utilities Department PWUD implemented a department wide Project Delivery System PDS. The purpose of the PDS was to
provide a systematic process to support "best in class" project management processes, tools and skills. Scott assisted a team
of project delivery specialists in identifying PWUDs existing delivery practices, comparing their practices to the Project
Management Institutes 5 core processes, identified gaps, developing a new project delivery system including a Project
Management Resource Guide, and providing training in its application and use. The Project Management Resource Guide is
an overview of the basic concepts that guide project management for the Department. It included guidance on: · The Project
Lifecycle - Permits, PS&E, right-of-way, Construction, etc. · Project Processes - Processes Groups - Initiating Processes,
Planning Processes, Executing Processes, Controlling Processes, and Closing Processes - Project Knowledge Areas -
Integration Management, Scope Management, Time Management, Cost Management, Quality Management, Staffing and
Resource Management, Communications Management, Risk Management, Procurement Management · People - Roles and
Responsibilities · Tools - Project Management Plan - Project Charter - Project Team Charter - Workplan - Information Systems
On-Call Roster for Transportation Services; Washington State Department of Transportation; Various Locations, WA:Project
Supervisor for all WSDOT on-call services contracts that included NW Region Project Delivery Evaluations; I-405 Canyon Park
Freeway Station; SR 20 Fredonia to I-5 Widening; and SR 20 Quiet Cove Road Vicinity to SR 20 Spur. Responsibilities included
developing the team, scope of work, budget and scheduling and monitoring and supporting the project team.
I-90: Eastgate Transit Access & 142nd Place SE; Washington State Department of Transportation; Bellevue, WA:Project
Manager in charge of this fast-track project, including the final design and plans, specifications, and estimates for new transit

direct access ramps from the I-90 HOV lanes to the 142nd Place SE bridge. The project included bridge modifications,
retaining walls, grading, drainage, paving, illumination, pond reconstruction, and Intelligent Traffic Systems ITS. As Project
Manager, developed a detailed work plan that aligned with WSDOT and Sound Transit expectations to have the project on Ad
within 12 months of notice to proceed. Developed the project baseline CPM, scope of work and budget that was agreed upon
by the WSDOT and delivery team. This project was controlled by proactive, timely, and consistent communications focused on
schedule, budget and deliverables. Developed a procedure for using a three-week rolling schedule driven by the project's
detailed CPM that tracked all deliverables and tasks. Each week the delivery team met and used the three-week rolling to
focus on the previous week's accomplishments and what would be accomplished over the following three weeks. In addition,
an end-of-the-week communication to WSDOT and the project team was sent out each week.
I-5 & Everett Freeway Station Project Scoping; Washington State Department of Transportation; Everett, WA

Bellevue Access Project Master Scheduler; Sound Transit; Bellevue, WA:Developed and managed the master schedule for the
Bellevue Direct Access project. This master schedule encompasses the projects for the City of Bellevue, WSDOT, and Sound
Transit that are part of the Bellevue Direct Access project. The dynamically developed Critical Path Schedule identifies the
critical items that run through all projects and offers the ability to communicate critical needs and items among stakeholders.
This tool has brought all the stakeholders together allowing the city, state, consultants, developers, and Sound Transit to meet
at the table and understand each other's role as it relates to a successful delivery to the full build out of the $160 million
capital project.
FAST Corridor Needs Study; WSDOT; Puget Sound Region, WA:Project Manager for the FAST Phase Two Corridor Needs Study.
Managed the project controls. The study analyzed and documented state and regional long-term freight movement needs in
the central Puget Sound Region. The study area included Snohomish, King, and Pierce counties and also included freight
relationships between the Kitsap Peninsula and the rest of the Puget Sound Region.
Instructor for Managing Schedule, Scope & Budget Class; University of Washington; Seattle, WA:As a recognized successful
transportation practitioner, involved with curriculum development and is involved with the University of Washington's
continuing education program as an instructor for a project management class titled "Managing Schedule, Scope and Budget"
and Construction Schedule Development.
Master Resource & Time Management Scheduling System; Statewide Transportation Planning Office; Various Locations, WA:
Scott was selected by WSDOT's TPO manager to provide scheduling expertise and to advise the TPO staff on schedule
development and schedule management. Supplied the Statewide Transportation Planning Office with a master, resource-
loaded, schedule for use on the TPO projects.
Northwest Region's Master Project Scheduler; WSDOT; Various Locations, WA :While employed by WSDOT, served as the
Northwest Region's Master Project Scheduler. He sustained success as a WSDOT project manager and masterful knowledge
of the WSDOT processes and successful schedule delivery methods led to the selection for this position. This position was
responsible for helping all Project Development offices implement CPM scheduling on their projects. Responsible for resource
reporting and balancing for all project offices within the NW Region.
Project Delivery Facilitation/Project Work Plan Development; City of Bellevue; Bellevue, WA:Assisted the City in the
implementation of the Transportation Department's "Project Delivery Roadmap," a system of managing project delivery
similar to WSDOT's "Managing Project Delivery" program. Since that initial pilot effort, conducted work-planning sessions for
the following CIP projects: Forest Drive Improvement Project; Cougar Mountain Way Project; BROTS Implementation N/S
Study; 148th Avenue Optimization Study; Meydenbauer Bridge Replacement Project; and 148th Avenue SE Improvement
Project.
Schedule Management & Report Process; Sound Transit; King County, WA:Prepared a schedule management reporting
process for the Sound Transit Express HOV and Community Connections Program. This reporting process will include critical

path methodology and reporting procedures.
Schedule Support Services for the I-405 & NE 44th Street Interchange; City of Renton; Renton, WA:Reviewed how this
project's schedule and funding relate to the processes and expectations of WSDOT and FHWA; identifying any associated risks
and making schedule performance enhancement recommendations; and suggesting/developing schedule communication
tools to the project management team.
Trans-Valley Area Study; King County; King County, WA:Project Manager for King County's Trans-Valley Corridor Study, which
took a system-wide, multi-modal approach, to determine how proposed mobility improvements within the 75-square-mile
study area would interact with major transportation facilities. The alternatives developed addressed travel needs through the
year 2020. The project boundaries were Grady Way South to the north, South 212th Street to the south, International
Boulevard to the west, and the urban/rural growth boundary to the east. The Trans-Valley Study was a joint partnership effort
of King County and the Cities of Renton, Tukwila, Kent and SeaTac.

His expertise is in the fields of design, project development, project implementation and project fast-tracking, construction administration and inspection, and program and project management. Scott’s expertise includes design-build project controls and management, design reports/files, environmental documentation, environmental permitting, hydraulic reports, bridge site data, retaining wall design, plans, specifications and estimates (PS&E), freight mobility studies and numerous transportation-related studies and exercises. Scott was a Project Development Manager for the Washington State Department of Transportation (WSDOT) prior to becoming a professional consultant. His professional experience evolved from highway design through construction, and into project management of large Interstate projects, along with numerous safety and preservation projects. Scott is certified as a Project Management Professional (PMP). This certification is a rigorous accreditation process focusing on project management methodology, delivery tools and processes such as work breakdown structure (WBS), work plan development, CPM scheduling, budget monitoring, change management, risk management, resource management, earned- value analysis, and Project Management Institute (PMI) code of conduct. Scott is a certified Total Quality Management instructor and has developed project management curriculum and instructs project management courses for the University of Washington and clients. The work consists of providing CPI consulting in the areas of overall project delivery systems, project cost estimating, quality of consultant designs and plan reviews. InnerHarbor Navigation Canal (IHNC) LakeBorgne Surge Barrier; USACE, New Orleans District; New Orleans, LA Scott was the Design Controls Manager for this $1.3 billion design-build project in New Orleans. The purpose of this project is to design and construct a line of flood protection from surges from Lake Borgne. The areas to be protected include the areas in Orleans and St. Bernard Parishes along the Inner Harbor Navigation Canal. The work includes providing site development and storm and surge protections in the form of floodwalls, a navigation floodgate in the Inner Harbor Navigation Canal, a floodgate in Bayou Bienveneue, and a closing of the Mississippi River Gulf Outlet. The work Scott is responsible for is interfacing with the contractors schedule using Primavera P6.1, developing controls and monitoring design progress using Earned Value Analysis, managing contracts, change and risk management, coordination and communications and design schedule management. Mukilteo Multimodal Terminal Project; Washington State Ferries(WSF); Mukilteo, WA Principal-in-Charge for Washington State Ferries to develop and evaluate alternatives for the improvement of the Mukilteo Ferry Terminal, resulting in an Environmental Impact Statement EIS. This project includes improving the ferry terminal in place or relocating the ferry terminal to the Mukilteo Tank Farm to the East. This work includes providing scope, schedule and budget monitoring; strategy and leadership for the team and FTA communications; coordination with stakeholders; risk identification and management; and concept and alternative identification and development review. This project also improves roadway efficiency by adding a two-way left-turn lane for better access and interconnects the signal systems for better level of service. The project includes low impact development stormwater facility design, new landscaping and irrigation, and full roadway pavement overlay. SR 520: Medina to SR 202 EastsideTransit & HOV Project; Washington State Department of Transportation (WSDOT); King County, WA: Scott was Project Sponsor for the Tetra Tech team on this $300 million design-build project. He developed the project design schedule and assisted in coordinating with the contractor's schedule. Elliott Bay Seawall Project; City of Seattle; Seattle, WA: Principal-in-Charge for the traffic analysis report, technical support of Project EIS, preliminary roadway, traffic signal and channelization plans, urban roadway design, transportation analysis and signal design, support of scheduling and project controls, and quality management planning for this project. The seawall replacement project involves the design of a new earthquake-resistant system that supports the street and right-of- way; supplies access to waterfront piers; provides opportunities for the public to access the water; improves marine habitat; and supports upland uses, public spaces, utilities, and buildings. Project Management & Control Manual Revisions; Department of Natural Resources & Parks; King County, WA: Scott developed a project management manual for King County's Water, Land and Resource Division. The manual was developed using interviews, workshops and research and focused on project management best practices, practical application, and useable internal tools and templates. Construction Schedules Workshop; Snohomish County; Snohomish County, WA: Scott developed a course for the Snohomish County Public Works engineers, technicians, and supervisors. The course offered guidance on independent schedule development, review and analysis of contractors schedule, schedule related claims. SR 520 Bridge Replacement & HOV Constructability Review; WSDOT; KingCounty, WA: Scott was resourse manager for professional services in support of WSDOT and the team providing constructability review of a variety of projects at various design stages for the SR 520 west side HOV and floating bridge replacement program. Each project review is at various design levels. The reviews are designed to provide independent assessment of constructability, phasing and risk assessment. This is a highly complex and congested corridor. Construction will need to occur while the corridor remains in use increasing the complexity and risk of construction. These are key factors involved with each review. Snohomish County On-Call Engineering Services ConsultantServices; Snohomish County, WA: Scott developed a course for the Snohomish County Public Works engineers, technicians, and supervisors. The course offered guidance on independent schedule development, review and analysis of contractors schedule, schedule related claims. On-Call Consultant Support Services for SR 520; City of Redmond; Redmond, WA :Project Manager responsible for providing technical support and recommendations to ensure the design and construction of future transportation projects on SR 520 are compatible with the City's downtown land use and transportation objectives. Pierce County Risk Management Training; Pierce County; Pierce County, WA:Scott assisted Pierce County in the development and instruction of a Risk Management Training course. The course focused on information and understanding of the County's Risk Management RM Policy. The Trainee's knowledge of the Policy was reinforced by utilizing the Project Risk Management Process Manual and tools in a variety of interactive exercises and group discussions. I-5 and South 272nd Street Interchange; Washington State Department of Transportation; Kent, WA Scott was Team Supervisor for the I-5 interchange at S 272nd Street. This project developed the 15 percent preliminary design for the first phase of improvements to the I-5 interchange at South 272nd Street in South King County. The first phase provides independent utility, providing direct transit and HOV connections to South 272nd Street from the HOV lanes on I-5 and capacity improvements to South 272nd Street. The first phase is in direct support of the ultimate future interchange improvement concept of building a Single Point Urban Interchange SPUI.

Page 3 Project Delivery System Intranet Guidance (PDSIG); Pierce County; Pierce County, WA :Pierce County Department of Public Works and Utilities Department PWUD is implementing a department wide Project Delivery System PDS. The purpose of the PDS is to provide a systematic process that will support "best in class" project management processes, tools and skills. Scott assisted the PWUD in development of an intranet web based tool that will deliver to the user a quick reference guide to the PDS. The tool was developed by the Pierce County web developer based on direction and guidance from a focus group. Facilitated focus group consisting of PWUD staff identified by the Public Works Deputy Director. SR 520 Bridge Replacement & HOV Project; Washington State Department of Transportation; King County, WA:Scott was Principal-in-Charge of this coordination project to serve as the Eastside Cities Design Advisor on the SR 520 Bridge Replacement and HOV Design Team. The team worked closely with the WSDOT, the Eastside cities, and with other consultant components of the design team to identify and resolve design issues and options relating to the proposed project. Working Days Course; University of Washington; Seattle, WA:Performed as the Course Developer and Trainer who developed the course material and trained state, local, and private sector employees who were responsible for the development of project working days schedules. Scott used his experience and expert knowledge of CPM scheduling and construction experience to help students identify scheduling elements, order of work, risks and durations in order to develop an accurate working days schedule. I-5 South Everett Freeway Station & 112th Street SE; Washington State Department of Transportation; Everett, WA:Team Supervisor for civil, structural and surveying services, including drainage, traffic control, and utility coordination for a new park- and-ride lot in the median of I-5. The project design requires coordination with a number of utility agencies relocating their facilities to new bridges across I-5. Construction of this project was completed in 2008. On-Call Civil Services; Pierce County; Pierce County, WA:Supervisor for all work orders. Responsible for building the teams and working with the project managers in developing the scope of work, fees and negotiations. Responsible to ensure client's expectations are managed and met. Combined Maintenance Facility Schedule Development; Pierce County; Pierce County, WA :As Principal-in-Charge, Scott worked with the client and the project manager developing and setting up the project controls. Conducted project performance monitoring throughout the life of the design project by using earned value techniques. Completed monthly reports on performance to the design and management teams, and expert guidance to the design team on project delivery risks based on the continual performance monitoring. Managing Project Delivery Facilitation; Pierce County; Pierce County, WA:Pierce County Department of Public Works and Utilities Department PWUD implemented a department wide Project Delivery System PDS. The purpose of the PDS was to provide a systematic process to support "best in class" project management processes, tools and skills. Scott assisted a team of project delivery specialists in identifying PWUDs existing delivery practices, comparing their practices to the Project Management Institutes 5 core processes, identified gaps, developing a new project delivery system including a Project Management Resource Guide, and providing training in its application and use. Responsibilities included developing the team, scope of work, budget and scheduling and monitoring and supporting the project team. I-90: Eastgate Transit Access & 142nd Place SE; Washington State Department of Transportation; Bellevue, WA:Project Manager in charge of this fast-track project, including the final design and plans, specifications, and estimates for new transit

The project included bridge modifications, retaining walls, grading, drainage, paving, illumination, pond reconstruction, and Intelligent Traffic Systems ITS. As Project Manager, developed a detailed work plan that aligned with WSDOT and Sound Transit expectations to have the project on Ad within 12 months of notice to proceed. Developed the project baseline CPM, scope of work and budget that was agreed upon by the WSDOT and delivery team. This project was controlled by proactive, timely, and consistent communications focused on schedule, budget and deliverables. Developed a procedure for using a three-week rolling schedule driven by the project's detailed CPM that tracked all deliverables and tasks. Each week the delivery team met and used the three-week rolling to focus on the previous week's accomplishments and what would be accomplished over the following three weeks. In addition, an end-of-the-week communication to WSDOT and the project team was sent out each week. I-5 & Everett Freeway Station Project Scoping; Washington State Department of Transportation; Everett, WA Team Supervisor for civil, structural and surveying services, including drainage, traffic control, and utility coordination for a new park-and-ride lot in the median of I-5. The project design requires coordination with a number of utility agencies relocating their facilities to new bridges across I-5 Bellevue Access Project Master Scheduler; Sound Transit; Bellevue, WA:Developed and managed the master schedule for the Bellevue Direct Access project. This master schedule encompasses the projects for the City of Bellevue, WSDOT, and Sound Transit that are part of the Bellevue Direct Access project. The dynamically developed Critical Path Schedule identifies the critical items that run through all projects and offers the ability to communicate critical needs and items among stakeholders. This tool has brought all the stakeholders together allowing the city, state, consultants, developers, and Sound Transit to meet at the table and understand each other's role as it relates to a successful delivery to the full build out of the $160 million capital project. FAST Corridor Needs Study; WSDOT; Puget Sound Region, WA:Project Manager for the FAST Phase Two Corridor Needs Study. Managed the project controls. The study analyzed and documented state and regional long-term freight movement needs in the central Puget Sound Region. The study area included Snohomish, King, and Pierce counties and also included freight relationships between the Kitsap Peninsula and the rest of the Puget Sound Region. Instructor for Managing Schedule, Scope & Budget Class; University of Washington; Seattle, WA:As a recognized successful transportation practitioner, involved with curriculum development and is involved with the University of Washington's continuing education program as an instructor for a project management class titled "Managing Schedule, Scope and Budget" and Construction Schedule Development. Master Resource & Time Management Scheduling System; Statewide Transportation Planning Office; Various Locations, WA: Scott was selected by WSDOT's TPO manager to provide scheduling expertise and to advise the TPO staff on schedule development and schedule management. Supplied the Statewide Transportation Planning Office with a master, resource- loaded, schedule for use on the TPO projects. Northwest Region's Master Project Scheduler; WSDOT; Various Locations, WA :While employed by WSDOT, served as the Northwest Region's Master Project Scheduler. He sustained success as a WSDOT project manager and masterful knowledge of the WSDOT processes and successful schedule delivery methods led to the selection for this position. This position was responsible for helping all Project Development offices implement CPM scheduling on their projects. Responsible for resource reporting and balancing for all project offices within the NW Region. Project Delivery Facilitation/Project Work Plan Development; City of Bellevue; Bellevue, WA:Assisted the City in the implementation of the Transportation Department's "Project Delivery Roadmap," a system of managing project delivery similar to WSDOT's "Managing Project Delivery" program. Since that initial pilot effort, conducted work-planning sessions for the following CIP projects: Forest Drive Improvement Project; Cougar Mountain Way Project; BROTS Implementation N/S Study; 148th Avenue Optimization Study; Meydenbauer Bridge Replacement Project; and 148th Avenue SE Improvement Project. Schedule Management & Report Process; Sound Transit; King County, WA:Prepared a schedule management reporting process for the Sound Transit Express HOV and Community Connections Program. Schedule Support Services for the I-405 & NE 44th Street Interchange; City of Renton; Renton, WA:Reviewed how this project's schedule and funding relate to the processes and expectations of WSDOT and FHWA; identifying any associated risks and making schedule performance enhancement recommendations; and suggesting/developing schedule communication tools to the project management team. Trans-Valley Area Study; King County; King County, WA:Project Manager for King County's Trans-Valley Corridor Study, which took a system-wide, multi-modal approach, to determine how proposed mobility improvements within the 75-square-mile study area would interact with major transportation facilities. The alternatives developed addressed travel needs through the year 2020. The project boundaries were Grady Way South to the north, South 212th Street to the south, International Boulevard to the west, and the urban/rural growth boundary to the east. The Trans-Valley Study was a joint partnership effort of King County and the Cities of Renton, Tukwila, Kent and SeaTac.
