The document provides an overview of the CreativeMED project, which aims to capitalize on past experiences from the MED Programme and its funded projects to inform future strategies for the 2014-2020 programming period. CreativeMED will develop a framework for bottom-up smart specialization focusing on cultural anchoring, open networks, innovation mixes, collective learning, and shared values. It will use a policy learning approach to co-develop a draft policy model and assess its implementation potential. Key outputs will include a white paper with recommendations for EU, national and regional policy programming, as well as an online toolkit and guidelines to support local and regional actors.
