preme Court on Tues-
day that the loan mora-

extended by up to two
years in view of the on-

the economy.
A three-judge bench

Solicitor General

mitted that the loan
moratorium may be ex-
tended by two years.
The bench said that it
will hear the matter to-

of India, through the

that the affidavit was
filed on Monday online.
The bench said that it
has not received the af-

Beijing: Chinese Foreign Minister Wang Yi said India-
China boundary is yet to be demarcated due to which
there will always be problems and the two countries
should implement consensuses between their leader-
ship to not let differences from escalating into con-
flicts. China is ready to manage all issues through
dialogue with India, said Wang, who is currently on a
tour of Europe. In response to a question on China’s
relations with India and Japan, he did not directly refer
to latest provocative move by PLA in eastern Ladakh.

New Delhi: In a strong-
ly worded letter, India
has raised the issue of
free speech with social
media giant Facebook,
alleging that the plat-
form is the “latest tool”
being used to create “in-
ternal divisions and so-
cial disturbances” by
vested groups.
In a letter written by
Union IT Minister Ravi
Shankar Prasad to Fa-

erberg, India has raised
the need for country
specific community
guidelines and said that
as a transactional digi-
tal platform, Facebook
must not only be fair
and neutral, but also
visibly seen to be so.
The IT minister has
also flagged the issue of
FB employees running
campaigns to discredit
the democratic process
of the country. “Indi-
viduals working in any
organisation may have
their individual likes or
dislikes, but that must
not have any bearing on
the public policies and
performance of the or-
ganisation. It seems
from credible media re-
ports that Facebook In-
dia team, right from the
managing director to
other senior officials is
dominated by people
who belong to a particu-
lar political belief,” the
letter says.
“I have been in-
formed that in the run-

Cabinet today, tourism policy among major decisions expected

Jaipur: Known for his
understanding of finan-
cial aspects ailing any
state, Chief Minister
Ashok Gehlot, reflect-
ing on the dismal state
of India’s economy, de-
manded on Tuesday
that the Central govern-
ment take corrective
steps urgently. “It is
most worrying that al-
most all sectors of the
economy are sharply
down. Construction and
manufacturing shrank
over 50 percent and 39
percent respectively in
April-June. While trade,
hotels, transport and
communications re-
corded contraction if 47
percent. Government
needs to take corrective
measures urgently,” he
tweeted.
Notably, a week after
being called off due to
Corona scare in CMO
and CMR, the crucial
cabinet meeting, which
was going to be held for
the first time last week
after the return of the
‘rebel’ legislators, is
now scheduled to be
conducted on Wednes-
day evening at CMR.
Chief Minister Ashok
Gehlot had called for
the cabinet meet last
week but the meet was
cancelled at the last mo-
ment as several officials
at CMR and CMO tested
Corona positive.
For Wednesday’s cab-
inet meet, twelve agen-
das have been shortlist-
ed associated with eight
department’s on which
the cabinet members
and CM will hold dis-
cussions. Primary
among these are keep-
ing the election depart-
ment and state election
commission out pur-
view of the Rajasthan
Lokayukt and Deputy
Lokayukt Act. Then
there is the issue of
MBBS syllabus and the
issue of not demanding
lump sum amount for
the NRI quota seats. A
decision could be taken
on allowing depositing
fees on semester wise
basis. Turn to P6

Jaipur: Accusing the
state government of fi-
nancial mismanage-
ment, BJP state presi-
dent Satish Poonia on
Tuesday said that CM is
finding it hard to run
the state.
“It is the financial
mismanagement of the
state government which
has made it difficult for
CM Ashok Gehlot to run
the state. CM makes
baseless allegations
against PM Modi to hide
the failure of his gov-
ernment,” Poonia said.
“It is Gehlot’s old hab-
it to shift the blame,”
the BJP leader said,
while praising the NDA
government led by
Modi. He said that it
was Congress govern-
ments which patron-
ised corruption in the
country, Gehlot does
not remember this.
“On the other hand,
PM Modi has worked to
eradicate corruption
and the result is in front
of all,” he told reporters
at the party office here.
Highlighting steps
taken by the centre in-
cluding the package of
Rs. 20 lakh crore, Poon-
ia said that the central
governmenthasworked
to strengthen the socie-
ty, be it street vendors,
fishermen, poor, trad-
ers and businessmen.
“We strongly believe
that the economy of the
country will strengthen
in future,” he said.

that Congress party’s

government has failed to

Jaipur: Former Deputy
CM Sachin Pilot ex-
pressed his concern on
the unprecedented dis-
mal GDP figures and ac-
cused the wrong eco-
nomic policies and fi-
nancial mismanage-
mentbythecentralgovt.
On the data released by
the national statistics
for the first quarter of
the financial year, Pilot
said that negative
growth of 23.9% is a
matter of concern for
nation. He quoted the
figure for mining 23.3%,
trade, hotel by 47%,
manufacturing by
39.3%, construction by
50% & industrial by
20.5% and called unim-
aginable. He said it was
the biggest fall in 24
years.

Jaipur: In a clear mes-
sage that active, dedi-
cated and result orient-
ed leaders will be given
responsibilities in the
party organisation, BJP
state president has
changed the party’s
Jaipur president. There
will be no compromise
on performance; this is
what Poonia has con-
veyed to partymen by
replacing Sunil Kothari
with the new Jaipur
president Raghav Shar-
ma. The development
came after state leader-
ship observed the poor
performance of Kothari
who failed to put up a
good show during re-
cent agitations. The agi-
tations turned out to be
mere formalities. Apart
from this, there was re-
sistance from some
other leaders of Jaipur
that emerged during a
Jaipur district unit’s
meeting held by the
party’s state general
secretaryChandrashek-
har. He was puzzled
whether to agree the
names suggested by
Sunil Kothari for his
team or to pick the
names suggested by
other leaders or those
who contested elec-
tions. Poonia had op-
tions to either replace
Kothari or to appoint
strong leaders as gen-
eral secretary and vice
president in Kothari’s
team. He was of the
view that the party
should have a strong
leader in Jaipur unit as
it sets the example for
others. It is now likely
that faces from Poonia’s
new team may find a
place in other units.

Jaipur: A sand mining

The significant devel-

also adversely impact-

again lively with a large
number of birds buzz-
ing around in the park
which has received wa-
ter from Chambal river
and Goverdhan drain
while downpours too
have brought relief to
the park.
However, the park is
receiving no footfall of
tourists due to the co-

The park, a UNESCO
site, situated in Bharat-

facing water scarcity in
the past but now it gets
water from Goverdhan

Due to availability of
water in the park, birds
are present in large

Forest department
official Mahesh Shar-

the park.
The park is a famous
bird watching destina-
tion and where birds of
nearly 400 species are
found. It is like a para-
dise for bird lovers who
visit the park in large
numbers every year.
One amongst the
world’s best birding
sites, Keoladeo Nation-
al Park was recognised
as UNESCO world her-
itage site in 1985 but for
the past few years, the
lack of water was caus-
ing worry for both the
park authorities and
bird lovers.
Now, with the availa-
bility of water has
brought relief to the
park, birds and bird
lovers.
However, the park is
still waiting for water

BE PM BUT DESTINY
PLAYED SPOILSPORT
ew people would recall that
sometime in the early eighties
several senior ministers in In-
dira Gandhi’s cabinet, who
werejealousof PranabMukher-
jee’s meteoric rise and proximity with the
prime minister, put pressure on Mrs. Gan-
dhi to send him to Uttar Pradesh as Gov-
ernor. Indira Gandhi, who was fond of
Pranab, settled the issue in her own in-
imitable way. In one of her cabinet meet-
ings she said that she would have certain-
ly sent Pranab to UP but language was an
issue as the official work in UP was done
in Hindi “and Pranab’s Hindi was horren-
dous”. He was Mrs G’s protégé after all!
Pranab Mukherjee, or Pranab da as he was
popularly known, came to Delhi from the Mi-
rati village in Birbhum district of West Ben-
gal, strode India’s political firmament like a
colossus, negotiating contradictions in poli-
tics with finesse. A manager par excellence,
he traversed political, communal, secular,
socialist, corporate and capitalist corridors
with aplomb to make his way up the political
ladder. Few leaders in the post-Independent
India have managed such varied groups so
cohesively and effortlessly. No wonder, he had
as many friends in the opposition parties as
he had in his own, the Congress. Probably
that is why he was the most sought after man
in his party for trouble-shooting especially
when it came to Mamata Banerjee.
Pranab Mukherjee was India’s finance
minister, defence minister, external af-
fairs minister and home minister and
served under three prime ministers---In-
dira Gandhi, Narasimha Rao and Man-
mohan Singh--- and was eminently quali-
fied for the post of prime minister but
that was not to be. It was like the witch
telling Banquo in Macbeth, “Thou shalt
get kings, though thou be none.” After
Indira Gandhi’s assassination he fell out
with Rajiv Gandhi and was dropped from
the cabinet in 1984.
From being a favourite of Indira Gandhi to
a trust deficit between him and Sonia Gandhi
who chose Manmohan Singh as prime minis-
ter bypassing Pranab Mukherjee. Independ-
ent-minded that he was, Pranab Mukherjee
couldn’t fit into Sonia Gandhi’s scheme of
things either as prime minister or as home
minister. It was humiliating for the Bengali
Brahmin and a seasoned politician to be ad-
dressing Manmohan Singh, whom he had ap-
pointed as Reserve Bank of India’s governor,
as “Mr. Prime Minister Sir”. Mukherjee had
the last laugh when Manmohan had to ad-
dress him as ‘Mr. President Sir’ towards the
end of UPA-2.
Mukherjee was an astute politician. In-
dira Gandhi would leave it to him to pre-
vail over PV Narasimha Rao and R. Ven-
kataraman on tricky issues in her ab-
sence. He had an elephantine memory and
could recall file noting he made years ago.
He could recite the entire Chandi Path
and other Sanskrit shlokas with ease.

IN-DEPTH
F
s a historian of
mountains in
Europe, I have
been struck by
the environ-
mental questions raised
by the pandemic.
Early in lockdown, news
outlets declared that
Mount Everest, long worn-
out by queues and litter
and human refuse, would
finally have a chance to re-
cover as the climbing sea-
son was cancelled.
Everest, and other
mountain locations that
saw restrictions imposed,
sorely needed this mo-
ment of respite from the
erosion, noise pollution,
trampled flora and dis-
rupted fauna that comes
with climbing tourism.
As the world shut down,
global carbon emissions
also dropped radically.
Hunting for positives in
the early days of lockdown,
people wondered whether
the pandemic could pro-
duce answers to the envi-
ronmental crisis.
But since restrictions
eased, there has been de-
pressing news. Revisited
beauty spots have been
scattered with litter.
With social distancing on-
going, the carbon emissions
saved in lockdown are ex-
pected to be exceeded by pol-
lution from individual car
journeys – including long
drives to faraway moun-
tains. Inevitably, Mount Ev-
erest is about to reopen for
theautumnclimbingseason.
Observing all this, I
wonder whether my re-
search into mountains
might help explain how
we engage with the envi-
ronment today – and
even offer alternatives.
Looking to the future for
mountains involves asking
difficultquestions.Answers
will need to include restric-
tions to protect wild land-
scapes–suchaslimitingthe
numbers on Mount Everest
– and more robust govern-
mental action for the envi-
ronment in general.
But it seems to me that
we also need to put our
choices as individuals up
for question.
Over the past months, we
have all given up personal
freedomsforagreatergood.
If youlovemountains,espe-
cially in the sense of want-
ing to place your own boots
ontheirsummits,whatfree-
doms are you willing to give
up to preserve them? The
same goes for the wider out-
door environment. Are you
prepared to help limit foot-
fall in these places, and the
carbon emissions needed to
reach them?
The answer may be
different for each per-
son, but we need to re-
flect that not all our pur-
suits are essential to the
enjoyment of the out-
doors. Some of them are
created by a culture with
an increasingly un-
healthy relationship
with the environment.

For the first time in 40 years India
is facing a catastrophic contraction
of its economy. It is not an act
of God, it is not due to global
volatility. The only cause is an
incompetent govt & its systematic
attack on our economic foundation.

he status quo lobby is once
again raising the bogey of
Article 370 being the bridge
between Delhi and Srinagar
which kept the accession
alive. Some claim that 370
was given to them for acced-
ing to India and some claim
that it was meant to protect
the Kashmiri identity. Noth-
ing can be farther from the
truth than this narrative
spun from the idea of exclu-
sivity that kept Kashmir
aloof from rest of the nation
preventing its complete inte-
gration with India, asserted
Brig Veteran Anil Gupta,
Spokesperson of Bharatiya
Janata Party. 370 was never a
bridge but a wall that isolat-
ed J&K from rest of the na-
tion. Divisive Article 370 was
responsible for the discrimi-
natory Article 35A which
made the wall further im-
pregnable thus paving way
for a ‘nation within a nation’.
While the Instrument of Ac-
cession signed by the then ruler
Maharaja Hari Singh was full
and final, the mainstream poli-
ticians in Kashmir kept ques-
tioning the state’s merger with
the Republic of India claiming
the special status granted to the
then state by Article 370. Their
intent became very clear when
the Jammu region was allotted
30 seats as compared to Kash-
mir’s 45 seats in the Constituent
Assembly. Subsequently, the
nomination papers filed by the
members of Praja Parishad, a
political party representing the
voice of the people of Jammu
anddemandingstate’scomplete
integration with India were re-
jected on flimsy grounds and
National Conference led by
Sheikh Abdullah winning all 75
seats uncontested. This was the
first major misuse of 370, the
subsequent list of which is end-
less and was responsible for cre-
ating distrust between Kashmir
and the other two regions of the
state stated Brig Gupta.
The Constitution of J&K
formulated by the hand-cho-
sen faithful of Sheikh Ab-
dullah added Sections 6,7, 8
which further alienated the
people of Jammu since it di-
vided the citizens of India
into permanent and non-
permanent residents with
the later denied basic funda-
mental rights available to all
Indian citizens in the rest of
the country. This firewalled
the state’s complete integra-
tion with the country. The
nationalist voices in the
country led by Dr Syama
Prasad Mookerjee launched
the struggle for the abroga-
tion of these Articles which
finally saw the light of the
day on 05 August 2019. It
was only after the demoli-
tion of the wall created by
these two articles that one
could proudly claim that all
barriers preventing the full
integration were dismantled
asserted Brig Gupta.
The ill-effects of 370 and its
misuse by the mainstream
Kashmiri politicians have been
very eloquently exposed by
none other than the Chief Sec-
retary who minced no words
while talking of rampant insti-
tutionalised corruption. The
reaction of the political parties
was on expected lines but no
amount of justification by them
can absolve them of their indul-
gence and patronising corrup-
tion. The alibi that the three
decades of terrorism was re-
sponsible for lack of financial
control is like adding salt to the
wounds because of the huge
amount of funds that poured in
fordevelopmentandcountering
terrorismdemandedgreaterfis-
cal prudence and tighter finan-
cial control stated Brig Gupta.
Now that the administra-
tion has identified those who
were responsible for the pre-
sent mess, it is incumbent on
it to take the strictest possi-
ble action against them.
While the net is being tight-
ened on the small fish, many
big fish who ruled the state
are still roaming free and
polluting the environment
which the administration de-
sires to clean. The disease is
also rampant among the top
echelons of administration.
Brig Gupta demanded imme-
diate action against those
involved in various scams
during the NC-Congress re-
gime of 2008-14, JKCA scam,
Roshni Scam and other land
grabbers to show that the ad-
ministration is willing to
walk the talk.

The country’s econo-

UNION CABINET’S TRIBUTE
The Union Cabinet observed a two-minute silence in memory of Mukherjee, who
had served as the Union minister for finance, defence and external affairs during
the Congress-led United Progressive Alliance’s (UPA) rule between 2004 and 2014,
among his other portfolios and roles in his long and distinguished career in public
life. “The cabinet expresses profound sorrow at the sad demise of Pranab Mukherjee,
former President of India. In his passing away, the country has lost a distinguished
leader and an outstanding parliamentarian,” the Cabinet said in a resolution.

country.
The Minister said
that Mukherjee had
mastery in the art of
keeping everyone to-
gether. “It is shocking
that Bharat Ratna
Pranab Mukherjee is no

decades. Whether he
was in the government
or in Opposition, his
speeches gave good de-

said.
“Pranab Mukherjee

of keeping everyone to-
gether. When in power,
he always struck a bal-
ance with those in Op-

ing a constructive role,”
he said.
Recalling the former
President’s role in In-
dian politics, Shah said
that Mukherjee is a
source of inspiration
for youth who want to
join politics.
“When he became
President, he added to
the prestige of the post.
He took a big decision
of opening the doors of

Jaipur: The political
hot potato in the coun-

JEE (Main) examina-

on Tuesday amid neces-
sary precautions. Both
candidates appearing
for the exam and their
parents looked satisfied
with the arrangements
at the centres. The ex-
aminations for B-Archi-

were held at 16 centres
across 9 cities of the
state. A total of 8.58
lakh aspirants are ap-
pearing for the exams
across the country
which is being held
from September 1 to 6
of which 45,222 candi-
dates have registered
from Rajasthan.
Both exam holding
centres as well as candi-
dates observed all the
guidelines issued by the
central and the state
governments. The can-
didates followed social
distancing while form-
ing a queue to enter the
examination hall.
Every candidate was
screened by the ther-

hands were sanitized at
the entrance. The cen-
tres made a layer mask
available to each aspir-
ant while all deputed
staff was wearing face
shields, masks and
gloves. The sitting ar-
rangement was made
with proper distancing
and separate entry &
exit gates were availa-
ble. Although some lax-
ity in using the thermal
guns was witnessed at
the centre in Jaipur.
The aspirants, who
had been uncertain
about the exams due to
widespread opposition
for holding them amid
the corona epidemic,
had mixed reactions to
the question paper.
Some called the mathe-
matical part tough
while others termed it
of an acceptable degree

larly happy about the
special arrangements

MAMTA’S ‘DASH’ FOR
SELF-PRESERVATION!
The phrase ‘out of sight, out of mind’,
if it fits perfectly to anything, it is the
Indian polity where numerous instances
can be inferred when ‘junior’ level
leaders have gone to great extent to get
themselves ‘noticed’ by their seniors.
Well, in the long line of such instances,
is one instance involving minister Mamta
Bhupesh. Since the time Congress AICC
General Secretary Incharge Ajay Maken
reached Jaipur, there is a new buzz in the
grand old party and its leaders are making
all necessary efforts to ensure that they
get ‘noticed’ by Maken, who is like an
invigilator for their ‘deeds’. On Tuesday,
Maken was leaving from Khasa Kothi
where he has lodged up since his arrival.
There was already a huge crowd at the
venue but as Maken was leaving, Mamata
Bhupesh arrived on the spot and realising
that she would be marked ‘absent’, the
lady minister got down from her car and
made a bolt towards Maken’s car. She
somehow was able to catch the car and
knocked on its window to attract the
driver’s attention to stop it. It was then that
Maken realised that Mamta had stopped
the vehicle. However, panting with her
efforts, Mamta quickly folded her hands
and wished Maken which the senior
leader reciprocated with equal warmth
and enquired her about the reason for her
heavy panting. The conversation went
on for a couple of minutes and as the
‘courtesy meet’ ended, Maken drove away.

UPHEAVAL AHEAD
FOR CONGRESS?
It appears that the ‘rebellion’ of senior
Congress leaders, involved in the recent
‘letter campaign’, is far from over! It
is reported these Delhi based senior
leaders are still upset and one of the
main grievances is the manner in which
Rahul Gandhi is functioning. Moreover,
they are also ‘jilted’ on being sidelined
from the party’s mainstream since only
those who support Rahul are being
provided appointments on vacant posts
of the party. On the other hand, these
leaders have been given a clear message
that if they want to leave the party fold,
they can do so and it is due to all these
‘developments’, the political circles in
Delhi are abuzz with the speculation if
during the next plenary session of the
Congress, the party would be divided
and if the senior leaders will bid adieu to
the party. Question is also being raised
whether Sonia and Ahmed Bhai will be
able to manage the entire situation and
bring the ‘aggrieved’ lot back on one
stage. Whatever happens, we will certainly
come to know which way the wind will
blow by January when the next plenary
session of the AICC could be held.

One of the basic needs

ty’s grassroot workers
and leaders, will vari-
ous decisions be made
on these crucial aspects
after discussions with
CM Ashok Gehlot and
PCC Chief Govind Sin-
gh Dotasara.
However, it seems
that while the exercise
is being conducted now,
it’s ‘fruition will be seen
only after the local body
elections. Highly placed
sources in the grand old
party reveal that both
cabinet expansion and
political appointments
will occur only once
these elections are
through, which will
also mark yet another
way for the party to get
the best out of it’s work-
ers while keeping them
on tether hooks on the
premise of ‘adjusting’
them on basis of hard
work done on ground.
Interestingly, the par-
ty may take it’s biggest
decision when the elec-
tions are over on the
lines of ‘one man, one
post’. Sources reveal
that PCC Chief Govind
Singh Dotasara would
continue on the organi-
zational assignment,
however, his post as
minister for education
would be taken away.
Notably the Supreme
Court has given a rul-
ing that local body elec-
tions have to be con-
ducted before 15th Octo-
ber. So it now remains
to be seen what happens
on the crucial issue of
political appointments
and cabinet expansion
after the elections.

he humble T-shirt that
we don so effortlessly to-
day has had quite the his-
tory. From being a casual
outfit to sending out a
message, T-shirts are
now in a fashion league
of their own. Slogan tees that
have swiftly gained popularity,
had their beginnings in London
in the ’60s. It ushered in a politi-
cal wave in the ’70s when Vivi-
enne Westwood and her partner
Malcolm McLaren sold the fa-
mous T-shirts featuring a Swas-
tika and an inverted crucifix un-
der the word ‘Destroy’. Since
then, the slogan tees have made
their way from being simple
street style fashion to ramp-wor-
thy fashion. And it has been used
in tactical ways, either sporting
tongue-in-cheek humour or mak-
ing a political statement. Our
very own celebrities have taken
to this trend on countless occa-
sions. Slogan T-shirts provide a
way for customers to express their
personality with confidence with-
out being labelled. They give a dra-
matic effect when featured on a
T-shirt. It is a good conversation
method and suits people of all ages
and background. We rounded up
a few tips to style and rock this
trend.
T
1.Style the slogan tee with jog-
gers and sneakers if you want
to go down the athleisure route
and wear it while travelling.
2.Wear your slogan tee for a
night out. Tuck it into a high
waist skirt, add layered necklaces
and throw on a pair of high heels
to complete the look.
3.Keep it simple with a pair of
jeans. You can
wear it with a pair
of ripped jeans
and flats for a
more casual
look or skinny
jeans with
balle-
rina flats or
heels for a
more chic
vibe.
4.For a
look
that’s
suit-
able for an
evening out
or a meeting,
you can style it
with a tailored
black blazer and
boots.
5.Throw on
a trench
or oversized
denim jacket for
a layered look.
You can wear
this with shorts
or leggings.

A three-judge bench of the apex court, head- ed by Justice Ashok Bhushan, was hearing two pleas filed Gajender Sharma and lawyer Vishal Tiwari seeking to extend the moratori- um period to help bor- rowers in deferring their EMI payment on term loans amid the pandemic. Solicitor General Tushar Mehta, appear- ing for the Centre, sub- mitted that the loan moratorium may be ex- tended by two years. The bench said that it will hear the matter to- morrow, after the Union of India, through the Solicitor General, files its reply in the morato- rium issue. Mehta said that the affidavit was filed on Monday online. The bench said that it has not received the af- fidavit yet. “The lordship may go through it, the matter may be taken up tomor- row or day after tomor- row. The interest on in- terest part, we have discussed with the RBI officers,” Mehta said. Pranab Da, as he was fondly called, was laid to rest with full military honours and his last rites were performed at Lodhi crematorium, under restrictions for COVID19. MORE ON P5 New Delhi: India on Tuesday said China’s fresh attempt to change the status quo in the south bank area of Pan- gong lake in eastern Ladakh is in “complete disregard” to the under- standings reached be- tweenthetwocountries. External Affairs Min- istry Spokesperson An- urag Srivastava said the Chinese side violat- ed previously agreed understanding and en- gaged in “provocative military maneuvers” in the late night of August 29 and on August 30 in an attempt to change the status quo in the south bank area. “As stated yesterday by Indian Army, the In- dian side responded to these provocative ac- tions and took appropri- ate defensive Turn to P6 China violated border consensus while talks were on, says India Beijing: Chinese Foreign Minister Wang Yi said India- China boundary is yet to be demarcated due to which there will always be problems and the two countries should implement consensuses between their leader- ship to not let differences from escalating into con- flicts. China is ready to manage all issues through dialogue with India, said Wang, who is currently on a tour of Europe. In response to a question on China’s relations with India and Japan, he did not directly refer to latest provocative move by PLA in eastern Ladakh. NSA DOVAL REVIEWS SITUATION AT BORDER New Delhi: National Security Advisor (NSA) Ajit Doval, along with top of- ficials, reviewed the situation at the India- China border, sources said. Defence Minis- ter Rajnath Singh is likely to call another high-level meeting later. This comes after the Indian Army thwarted an attempt by the Chinese Army to transgress into Indian areas near the southern bank of Pangong Tso near Chushul in Ladakh on the intervening night of Saturday and Sunday. In a letter written by Union IT Minister Ravi Shankar Prasad to Fa- cebookCEOMarkZuck- erberg, India has raised the need for country specific community guidelines and said that as a transactional digi- tal platform, Facebook must not only be fair and neutral, but also visibly seen to be so. The IT minister has also flagged the issue of FB employees running campaigns to discredit the democratic process of the country. “Indi- viduals working in any organisation may have their individual likes or dislikes, but that must not have any bearing on the public policies and performance of the or- ganisation. It seems from credible media re- ports that Facebook In- dia team, right from the managing director to other senior officials is dominated by people who belong to a particu- lar political belief,” the letter says. “I have been in- formed that in the run- up to 2019 general elec- tions in India, there was a concerted effort by Facebook Indian man- agement to not just de- lete pages or substan- tially reduce to reach but also offer no records or right Turn to P6 India’s hard hitting letter to FB: Your workers abusing PM Ravi Shankar Prasad Mark Zuckerberg —PHOTO BY ANI —PHOTOBYANI DELHI 4,462 DEATHS 1,77,060 CASES WORLD 8,57,393 DEATHS 2,57,74,318 CONFIRMED CASES INDIA 37,59,515 CONFIRMED CASES 66,448 DEATHS MAHARASHTRA 24,903 DEATHS 8,08,306 CASES TAMIL NADU 7,418 DEATHS 4,33,969 CASES KARNATAKA 5,837 DEATHS 3,51,481 CASES Cabinet today, tourism policy among major decisions expected Naresh Sharma Jaipur: Known for his understanding of finan- cial aspects ailing any state, Chief Minister Ashok Gehlot, reflect- ing on the dismal state of India’s economy, de- manded on Tuesday that the Central govern- ment take corrective steps urgently. “It is most worrying that al- most all sectors of the economy are sharply down. Construction and manufacturing shrank over 50 percent and 39 percent respectively in April-June. While trade, hotels, transport and communications re- corded contraction if 47 percent. Government needs to take corrective measures urgently,” he tweeted. Notably, a week after being called off due to Corona scare in CMO and CMR, the crucial cabinet meeting, which was going to be held for the first time last week after the return of the ‘rebel’ legislators, is now scheduled to be conducted on Wednes- day evening at CMR. Chief Minister Ashok Gehlot had called for the cabinet meet last week but the meet was cancelled at the last mo- ment as several officials at CMR and CMO tested Corona positive. For Wednesday’s cab- inet meet, twelve agen- das have been shortlist- ed associated with eight department’s on which the cabinet members and CM will hold dis- cussions. Primary among these are keep- ing the election depart- ment and state election commission out pur- view of the Rajasthan Lokayukt and Deputy Lokayukt Act. • 2. Aishwary Pradhan Jaipur: Accusing the state government of fi- nancial mismanage- ment, BJP state presi- dent Satish Poonia on Tuesday said that CM is finding it hard to run the state. “It is the financial mismanagement of the state government which has made it difficult for CM Ashok Gehlot to run the state. CM makes baseless allegations against PM Modi to hide the failure of his gov- ernment,” Poonia said. “It is Gehlot’s old hab- it to shift the blame,” the BJP leader said, while praising the NDA government led by Modi. He said that it was Congress govern- ments which patron- ised corruption in the country, Gehlot does not remember this. “On the other hand, PM Modi has worked to eradicate corruption and the result is in front of all,” he told reporters at the party office here. Highlighting steps taken by the centre in- cluding the package of Rs. 20 lakh crore, Poon- ia said that the central governmenthasworked to strengthen the socie- ty, be it street vendors, fishermen, poor, trad- ers and businessmen. “We strongly believe that the economy of the country will strengthen in future,” he said. Hesaidthatyouthsare not getting jobs, farmers havesufferedhugelosses due to locust attack and theyarewaitingforcom- pensation but the gov- ernment is concerned for nothing. Poonia said that Congress party’s election manifesto re- leased in 2018-assembly elections is proving to be a bundle of lies as the government has failed to keep its promises. First India Bureau Jaipur: Former Deputy CM Sachin Pilot ex- pressed his concern on the unprecedented dis- mal GDP figures and ac- cused the wrong eco- nomic policies and fi- nancial mismanage- mentbythecentralgovt. On the data released by the national statistics for the first quarter of the financial year, Pilot said that negative growth of 23.9% is a matter of concern for nation. He quoted the figure for mining 23.3%, trade, hotel by 47%, manufacturing by 39.3%, construction by 50% & industrial by 20.5% and called unim- aginable. He said it was the biggest fall in 24 years. First India Bureau Jaipur: In a clear mes- sage that active, dedi- cated and result orient- ed leaders will be given responsibilities in the party organisation, BJP state president has changed the party’s Jaipur president. There will be no compromise on performance; this is what Poonia has con- veyed to partymen by replacing Sunil Kothari with the new Jaipur president Raghav Shar- ma. The development came after state leader- ship observed the poor performance of Kothari who failed to put up a good show during re- cent agitations. The agi- tations turned out to be mere formalities. Apart from this, there was re- sistance from some other leaders of Jaipur that emerged during a Jaipur district unit’s meeting held by the party’s state general secretaryChandrashek- har. He was puzzled whether to agree the names suggested by Sunil Kothari for his team or to pick the names suggested by other leaders or those who contested elec- tions. Poonia had op- tions to either replace Kothari or to appoint strong leaders as gen- eral secretary and vice president in Kothari’s team. He was of the view that the party should have a strong leader in Jaipur unit as it sets the example for others. It is now likely that faces from Poonia’s new team may find a place in other units. First India Bureau Jaipur: BJP has post- poned demonstrations and protests against the state govern- ment sched- uled on Sep- tember 2 & 4 following the demise of for- mer president P r a n a b Mukherjee. The party’s chief spokesperson Ramlal Sharma informed that the demonstrations will now take place on Sep- tember 8 on sub division level and on September 10 at district headquar- ters level. Sharma also targeted government on incidents of Rajsamand & Dausa, he had drawn attention of health min- ister in assembly to- wards the mis- management in covid-19. He said that a woman in Ra- jsamand died, she was not given treat- ment and a woman gave birth un- deratreeinDausa.“Both theincidentsareshame- ful & should be taken seriously,” he said. Gov- ernment is disturbing health facilities in rural areas by calling the medical staff to cities. First India Bureau Kota: The fire broke out in a three-storey shop due to a short cir- cuit in Kota’s dhanman- di area on Tuesday. There was no loss to life as shop was closed for 3 days due to lockdown. 5 fire tenders were pressed into service. The car decor shop owner claimed the fire has caused loss of Rs. 25-30L. He also alleged that police helpline number was unan- swered when he dialled 100 to seek help and fire brigades too reached half an hour later. First India Bureau Jaipur: BJP state gen- eral secretary and MLA MadanDilawaronTues- day targeted the state gov- ernment over the law and or- der situation saying the chief minister is holding the home portfolio still the situation is worsening in the state. Referring to an inci- dent in Jalore when a manwasallegedlyforced to drink urine, Dilawar said that police have termed it as a simple in- cident. He said that po- lice takes no action on Muharram processions which were taken out in violation of covid-19 guidelines.Askingmedi- cal and health facilities in the state, Dilawar said that a sick woman in Ra- jsamand was kept with dead bodies which ledtoherdeath. “Such incidents leave no scope for justice with public,” he said. The employees work- ing with different de- partments have been demanding regularisa- tion for a long time and the Gehlot government has collected data of around75,000employees inordertomovetowards the solution but a cabi- net sub-committee which has been formed to look into the issue has not taken a decision yet. The chairman of the committee and energy minister BD Kalla said that the committee will meet and forward a re- port with recommenda- tion to the cabinet soon. The significant devel- opment has come as a bad news for the min- ing mafia, who were behind huge losses to the government, but also adversely impact- ed Banas river in over three years. Supreme Court had banned sand mining in state due to non-availa- bility of environment clearance in 2016.Now the 246 hectare lease of SR Associates in Deoli, Tonk has given environ- ment clearance in hear- ing on August 27. Illegal mining mafia developed after SC banned the mining in 82 leases and the situation became so frightening that the mafia started attacking police and people who tried to stop vehicles transporting illegally mined sand. After the mining be- gins in Deoli by SR asso- ciates, thepricesof sand will come under control and it will be easily available to people. Deoli gets nod for legal sand mining, bad news for mafia First India Bureau Bharatpur: World fa- mous birding paradise in Rajasthan, Keoladeo National Park, is once again lively with a large number of birds buzz- ing around in the park which has received wa- ter from Chambal river and Goverdhan drain while downpours too have brought relief to the park. However, the park is receiving no footfall of tourists due to the co- rona pandemic. The park, a UNESCO site, situated in Bharat- pur district, had been facing water scarcity in the past but now it gets water from Goverdhan drain. Due to availability of water in the park, birds are present in large numbers. Forest department official Mahesh Shar- ma has shot a video cap- turing the activities in the park. The park is a famous bird watching destina- tion and where birds of nearly 400 species are found. It is like a para- dise for bird lovers who visit the park in large numbers every year. One amongst the world’s best birding sites, Keoladeo Nation- al Park was recognised as UNESCO world her- itage site in 1985 but for the past few years, the lack of water was caus- ing worry for both the park authorities and bird lovers. Now, with the availa- bility of water has brought relief to the park, birds and bird lovers. However, the park is still waiting for water from Panchna dam of nearby Karauli dis- trict. After principal secre- tary of Urban Develop- ment and Housing De- partment (UDH) Bhaskar A Sawant and Department of local self Government (LSG) secretary Bhawani Sin- gh Detha held discus- sions with officials on the issue, Jodhpur De- velopment Authority (JDA) commissioner Meghraj Singh Ratnu conducted visits to the city with his team and directed officials to pre- pare an action plan. The senior officials were in Jodhpur to ex- plore possibilities to develop the city on world class standards and they noted the prob- lem of drainage. Water accumulates on roads during rain- fall, and it damages roads and also poses a threat of spreading dis- eases. People have been facing this problem for a long time. Editor: Jagdeesh Chandra, responsible for selection of news under the PRB Act HE DESERVED TO BE PM BUT DESTINY PLAYED SPOILSPORT ew people would recall that sometime in the early eighties several senior ministers in In- dira Gandhi’s cabinet, who werejealousof PranabMukher- jee’s meteoric rise and proximity with the prime minister, put pressure on Mrs. Gan- dhi to send him to Uttar Pradesh as Gov- ernor. Indira Gandhi, who was fond of Pranab, settled the issue in her own in- imitable way. In one of her cabinet meet- ings she said that she would have certain- ly sent Pranab to UP but language was an issue as the official work in UP was done in Hindi “and Pranab’s Hindi was horren- dous”. He was Mrs G’s protégé after all! Pranab Mukherjee, or Pranab da as he was popularly known, came to Delhi from the Mi- rati village in Birbhum district of West Ben- gal, strode India’s political firmament like a colossus, negotiating contradictions in poli- tics with finesse. A manager par excellence, he traversed political, communal, secular, socialist, corporate and capitalist corridors with aplomb to make his way up the political ladder. Few leaders in the post-Independent India have managed such varied groups so cohesively and effortlessly. No wonder, he had as many friends in the opposition parties as he had in his own, the Congress. Probably that is why he was the most sought after man in his party for trouble-shooting especially when it came to Mamata Banerjee. Pranab Mukherjee was India’s finance minister, defence minister, external af- fairs minister and home minister and served under three prime ministers---In- dira Gandhi, Narasimha Rao and Man- mohan Singh--- and was eminently quali- fied for the post of prime minister but that was not to be. It was like the witch telling Banquo in Macbeth, “Thou shalt get kings, though thou be none.” After Indira Gandhi’s assassination he fell out with Rajiv Gandhi and was dropped from the cabinet in 1984. From being a favourite of Indira Gandhi to a trust deficit between him and Sonia Gandhi who chose Manmohan Singh as prime minis- ter bypassing Pranab Mukherjee. Independ- ent-minded that he was, Pranab Mukherjee couldn’t fit into Sonia Gandhi’s scheme of things either as prime minister or as home minister. It was humiliating for the Bengali Brahmin and a seasoned politician to be ad- dressing Manmohan Singh, whom he had ap- pointed as Reserve Bank of India’s governor, as “Mr. Prime Minister Sir”. Mukherjee had the last laugh when Manmohan had to ad- dress him as ‘Mr. President Sir’ towards the end of UPA-2. Mukherjee was an astute politician. In- dira Gandhi would leave it to him to pre- vail over PV Narasimha Rao and R. Ven- kataraman on tricky issues in her ab- sence. He had an elephantine memory and could recall file noting he made years ago. He could recite the entire Chandi Path and other Sanskrit shlokas with ease. Restinpeace,BharatRatnaPranabMukherjee! IN-DEPTH F s a historian of mountains in Europe, I have been struck by the environ- mental questions raised by the pandemic. Early in lockdown, news outlets declared that Mount Everest, long worn- out by queues and litter and human refuse, would finally have a chance to re- cover as the climbing sea- son was cancelled. Everest, and other mountain locations that saw restrictions imposed, sorely needed this mo- ment of respite from the erosion, noise pollution, trampled flora and dis- rupted fauna that comes with climbing tourism. As the world shut down, global carbon emissions also dropped radically. Hunting for positives in the early days of lockdown, people wondered whether the pandemic could pro- duce answers to the envi- ronmental crisis. But since restrictions eased, there has been de- pressing news. Revisited beauty spots have been scattered with litter. With social distancing on- going, the carbon emissions saved in lockdown are ex- pected to be exceeded by pol- lution from individual car journeys – including long drives to faraway moun- tains. Inevitably, Mount Ev- erest is about to reopen for theautumnclimbingseason. Observing all this, I wonder whether my re- search into mountains might help explain how we engage with the envi- ronment today – and even offer alternatives. Looking to the future for mountains involves asking difficultquestions.Answers will need to include restric- tions to protect wild land- scapes–suchaslimitingthe numbers on Mount Everest – and more robust govern- mental action for the envi- ronment in general. But it seems to me that we also need to put our choices as individuals up for question. Over the past months, we have all given up personal freedomsforagreatergood. If youlovemountains,espe- cially in the sense of want- ing to place your own boots ontheirsummits,whatfree- doms are you willing to give up to preserve them? The same goes for the wider out- door environment. Are you prepared to help limit foot- fall in these places, and the carbon emissions needed to reach them? The answer may be different for each per- son, but we need to re- flect that not all our pur- suits are essential to the enjoyment of the out- doors. Some of them are created by a culture with an increasingly un- healthy relationship with the environment. K C Venugopal @kcvenugopalmp For the first time in 40 years India is facing a catastrophic contraction of its economy. It is not an act of God, it is not due to global volatility. The only cause is an incompetent govt & its systematic attack on our economic foundation. -23.9% is Modi ji’s legacy. he status quo lobby is once again raising the bogey of Article 370 being the bridge between Delhi and Srinagar which kept the accession alive. Some claim that 370 was given to them for acced- ing to India and some claim that it was meant to protect the Kashmiri identity. Noth- ing can be farther from the truth than this narrative spun from the idea of exclu- sivity that kept Kashmir aloof from rest of the nation preventing its complete inte- gration with India, asserted Brig Veteran Anil Gupta, Spokesperson of Bharatiya Janata Party. 370 was never a bridge but a wall that isolat- ed J&K from rest of the na- tion. Divisive Article 370 was responsible for the discrimi- natory Article 35A which made the wall further im- pregnable thus paving way for a ‘nation within a nation’. While the Instrument of Ac- cession signed by the then ruler Maharaja Hari Singh was full and final, the mainstream poli- ticians in Kashmir kept ques- tioning the state’s merger with the Republic of India claiming the special status granted to the then state by Article 370. Their intent became very clear when the Jammu region was allotted 30 seats as compared to Kash- mir’s 45 seats in the Constituent Assembly. Subsequently, the nomination papers filed by the members of Praja Parishad, a political party representing the voice of the people of Jammu anddemandingstate’scomplete integration with India were re- jected on flimsy grounds and National Conference led by Sheikh Abdullah winning all 75 seats uncontested. This was the first major misuse of 370, the subsequent list of which is end- less and was responsible for cre- ating distrust between Kashmir and the other two regions of the state stated Brig Gupta. The Constitution of J&K formulated by the hand-cho- sen faithful of Sheikh Ab- dullah added Sections 6,7, 8 which further alienated the people of Jammu since it di- vided the citizens of India into permanent and non- permanent residents with the later denied basic funda- mental rights available to all Indian citizens in the rest of the country. This firewalled the state’s complete integra- tion with the country. The nationalist voices in the country led by Dr Syama Prasad Mookerjee launched the struggle for the abroga- tion of these Articles which finally saw the light of the day on 05 August 2019. It was only after the demoli- tion of the wall created by these two articles that one could proudly claim that all barriers preventing the full integration were dismantled asserted Brig Gupta. The ill-effects of 370 and its misuse by the mainstream Kashmiri politicians have been very eloquently exposed by none other than the Chief Sec- retary who minced no words while talking of rampant insti- tutionalised corruption. The reaction of the political parties was on expected lines but no amount of justification by them can absolve them of their indul- gence and patronising corrup- tion. The alibi that the three decades of terrorism was re- sponsible for lack of financial control is like adding salt to the wounds because of the huge amount of funds that poured in fordevelopmentandcountering terrorismdemandedgreaterfis- cal prudence and tighter finan- cial control stated Brig Gupta. Now that the administra- tion has identified those who were responsible for the pre- sent mess, it is incumbent on it to take the strictest possi- ble action against them. While the net is being tight- ened on the small fish, many big fish who ruled the state are still roaming free and polluting the environment which the administration de- sires to clean. The disease is also rampant among the top echelons of administration. Brig Gupta demanded imme- diate action against those involved in various scams during the NC-Congress re- gime of 2008-14, JKCA scam, Roshni Scam and other land grabbers to show that the ad- ministration is willing to walk the talk. THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL 370 WAS NOT A BRIDGE BUT A WALL THAT HAD TO BE DEMOLISHED T The Constitution of J&K formulated by the hand-chosen faithful of Sheikh Abdullah added Sections 6,7, 8 which further alienated the people of Jammu since it divided the citizens of India into permanent and non- permanent residents with the later denied basic fundamental rights available to all Indian citizens in rest of the country The ill-effects of 370 and its misuse by the mainstream Kashmiri politicians have been very eloquently exposed by none other than the Chief Secretary who minced no words while talking of rampant institutionalised corruption BRIG VETERAN ANIL GUPTA The author is a Jammu based veteran, political commentator, columnist, security and strategic analyst

JEE (Main) held smoothly amid stringent precautions MAMTA’S ‘DASH’ FOR SELF-PRESERVATION! The phrase ‘out of sight, out of mind’, if it fits perfectly to anything, it is the Indian polity where numerous instances can be inferred when ‘junior’ level leaders have gone to great extent to get themselves ‘noticed’ by their seniors. Well, in the long line of such instances, is one instance involving minister Mamta Bhupesh. Since the time Congress AICC General Secretary Incharge Ajay Maken reached Jaipur, there is a new buzz in the grand old party and its leaders are making all necessary efforts to ensure that they get ‘noticed’ by Maken, who is like an invigilator for their ‘deeds’. On Tuesday, Maken was leaving from Khasa Kothi where he has lodged up since his arrival. There was already a huge crowd at the venue but as Maken was leaving, Mamata Bhupesh arrived on the spot and realising that she would be marked ‘absent’, the lady minister got down from her car and made a bolt towards Maken’s car. She somehow was able to catch the car and knocked on its window to attract the driver’s attention to stop it. It was then that Maken realised that Mamta had stopped the vehicle. However, panting with her efforts, Mamta quickly folded her hands and wished Maken which the senior leader reciprocated with equal warmth and enquired her about the reason for her heavy panting. The conversation went on for a couple of minutes and as the ‘courtesy meet’ ended, Maken drove away. —Naresh Sharma UPHEAVAL AHEAD FOR CONGRESS? It appears that the ‘rebellion’ of senior Congress leaders, involved in the recent ‘letter campaign’, is far from over! It is reported these Delhi based senior leaders are still upset and one of the main grievances is the manner in which Rahul Gandhi is functioning. Moreover, they are also ‘jilted’ on being sidelined from the party’s mainstream since only those who support Rahul are being provided appointments on vacant posts of the party. On the other hand, these leaders have been given a clear message that if they want to leave the party fold, they can do so and it is due to all these ‘developments’, the political circles in Delhi are abuzz with the speculation if during the next plenary session of the Congress, the party would be divided and if the senior leaders will bid adieu to the party. Question is also being raised whether Sonia and Ahmed Bhai will be able to manage the entire situation and bring the ‘aggrieved’ lot back on one stage. Whatever happens, we will certainly come to know which way the wind will blow by January when the next plenary session of the AICC could be held. —Aditi Nagar Kashiram Chaudhary Jaipur: As more and more restrictions are getting unlocked with every passing month, similar is the scene in the aviation sector. Similar- ly, those aspiring for posts in the party organisation, also submitted their re- spective bio-datas to the newly a[ppointed AICC General Secre- tary in- charge for Rajasthan. The Commissioner of Rajasthan Founda- tion, Dheeraj Srivas- tava also met Maken at the Hotel Khasa Kothi. Kartikey Dev Singh One of the basic needs for being a good politi- cian is not the ability to carry out political ‘tasks’ effectively, but to have an extremely good memory. For it is the memory that givesapersonideastodraw parallels from their past ex- periences or to know of a person who they have met long back. On the basis of this memory, any politician can get people to ‘warm up’ tohim, whichisyetanother waytoconduct‘business’as usual in politics. It appears that AICC General Secre- tary In-charge Ajay Maken has a good memory and is thus selected as the state in- charge. Maken, whose appoint- menttothecovetedposition of state in-charge has come as a result of the thirty five day long ‘rebellion’ of Pilot campleaders,hasanimpor- tant ‘task’ on his hands ie to bring back the rebel leaders in the mainstream of the party.WhileMaken’svisitis being touted as one for the task of handling affairs of the state, everyone in the partycirclesknowsthathis main task is to ‘handle’ the rebels and for this, he held two important meetings on Monday. These meetings were with trusted ‘lieutenants’ of Pilotcampie Deependra Singh Shek- hawat and He- maramChoud- hary. While the meet- ing with Shekhawat went on withoutmuch‘fireworks’,it was during the meet with Hemaram that Maken sur- prised the ‘rebel’ MLA and even those present around. Maken reminded He- maram their con- nection that started thir- teen years back, bearing which even the legislator was astounded. It was the year 2007 when the lead- er of Congress Legislative Party was to be decided and at that time the onus of de- ciding on the name fell on Motilal Vora, Mukul Was- nik and Ajay Mak- en. At that time the Congress had 57 MLAs but the CLP had no leader. When the sug- gestions from the CLP were invited, 45 out of 57 legislators named Ashok Gehlot as the leader, following which Makensubmittedthereport to party supremo Sonia Gandhi. Infact, even Sonia surprised Maken with her memory, recalling 30 MLAs out of these forty five who voted in Gehlot’s favor. However, Sonia denied relieving Gehlot from his then assignment as AICC General Secretary and thereforethesearchfornext name was initiated. It was on the consultative discus- sions between Gehlot, late Shishram Ola and Ajay Maken that Hemaram Choudhary’s name was fi- nalised, sent for approval to Sonia Gandhi and later stamped as the CLP leader. Maken’s role in Hemar- am’s appointment had been substantial and hearing this ‘behind the curtains’ tale fromthirteenyears ago, He- maram was mesmerised! This ‘gauging’ is cru- cial since based on this feedback from the par- ty’s grassroot workers and leaders, will vari- ous decisions be made on these crucial aspects after discussions with CM Ashok Gehlot and PCC Chief Govind Sin- gh Dotasara. However, it seems that while the exercise is being conducted now, it’s ‘fruition will be seen only after the local body elections. Highly placed sources in the grand old party reveal that both cabinet expansion and political appointments will occur only once these elections are through, which will also mark yet another way for the party to get the best out of it’s work- ers while keeping them on tether hooks on the premise of ‘adjusting’ them on basis of hard work done on ground. Interestingly, the par- ty may take it’s biggest decision when the elec- tions are over on the lines of ‘one man, one post’. Sources reveal that PCC Chief Govind Singh Dotasara would continue on the organi- zational assignment, however, his post as minister for education would be taken away. Notably the Supreme Court has given a rul- ing that local body elec- tions have to be con- ducted before 15th Octo- ber.
