New Delhi: The mini-
mum wage in Delhi has
gone up with the dear-
ness allowance seeing an
increase. Deputy Chief
Minister Manish Sisodia
issued orders to imple-
ment the increase.
After the increase, the
monthly salary of un-
skilled workers will in-
crease from `15,908 to
`16,064, that of semi-
skilled workers from
`17,537 to `17,693 and
that of skilled workers
will increase from
`19,291 to `19,473.
“The rate of mini-
mum wages for supervi-
sor and clerical employ-
ees has also been in-
creased. The monthly
salary of non-matricula-
tion employees has been
increased from `17,537 to
`17,693, the monthly sal-
ary of matriculated but
non-graduate employees
has been increased from
`19,291 to `19,473. The
monthly salary of la-
bourers with graduate
and above educational
qualification has been
increased from `20,976 to
`21,184,” the government
said in a statement.
“This step was taken
keeping the interests of
the poor and working
class during Covid in
mind. Dearness allow-
ance can’t be withheld
for workers in the unor-
ganised sector, who nor-
mally receive only mini-
mum wages. Therefore,
the Delhi government
has announced a revised
minimum wage by add-
ing dearness allowance,”
Sisodia said.
This is the second
time this year that dear-
ness allowance in mini-
mum wage has been
hiked. The previous hike
was implemented with
effect from April. Prior
to this, the government’s
move to increase wages
was challenged in court
by different employers’
associations. After a
court order, the govern-
ment was able to imple-
ment the new wage or-
der. The minimum wage
in Delhi is among the
highest in the country.
“Although we are cut-
ting many government
expenses, keeping the
interest of the labourers
in mind is important.
Due to inflation recorded
in the country and sky-
rocketing prices of com-
modities, every section
of society has been af-
fected financially.
Items of daily con-
sumption such as cere-
als, pulses and oil have
also become expensive. I
hope this increase in
wages will help labour-
ers,” Sisodia said.

Tuesday said various
stakeholders need to
work together to imple-

abuse.
He chaired a high-
level meeting with the
department officials re-
garding the progress
and implementation of
the scheme that has
been developed to curb
drug abuse in the na-
tional capital, especial-
ly among the youth
through rehabilitation.
The main concern of
the minister was the ef-
fective roll-out and im-
plementation of the
scheme, according to a
statement. The minis-
ter pressed upon the
need to successfully re-
habilitate victims of
drug abuse and their
families, it said.
“The youth of this
country have become
victims of drug abuse.

“All the agencies

need to rehabilitate the
child who is a victim of
drug abuse but also pro-
vide counselling to
their families,” the
statement quoted the
minister as saying.

won, but this time Con-

too with a huge margin.
Barring one state - As-

by a huge margin and
where it has lost, there
has been a tough fight.
Even though during
the seven years of Nar-

opposition parties have
been winning in the by-

the Congress is consid-
ering its victory 'spe-
cial' and showing the
strength of a one-on-
one fight with the
Bharatiya Janata Party
.
Keep in mind that
earlier the Congress
used to lose in one-on-
one battles while BJP
considered it its
strength that it
had to fight the

by a big margin
or has lost by a very
small margin in a one-

told that there is a lot of
enthusiasm in the Con-

about this.
Congress leaders
have presented this re-

Congress won one assembly

percent of the votes and the
Congress got 45.55 percent.

got 57.03 percent votes, while the
BJP got 35.06 percent. That is, the differ-
ence there was 22 percent of the vote.
In HP, the party won one LS & all
three assembly seats. In these four
seats, Congress got 48.90 percent of
the votes, while BJP got only 28.05 per-
cent. There was a difference of 20 percent votes.
According to sources, the recent
strategy of Congress is to remain
aggressive against BJP and present
itself as a better alternative to saffron
party. It is also being said that Con-
gress is toying with the idea of going
ahead alone for the time being. As
per highly placed sources in Cong,
party’s strategy has been changed
after by-polls. The results of by-polls
in states like WB, AP, Bihar, Telan-
gana etc. have worried Congress,
after which efforts will be made to
improve coordination with allies or
find new allies in these states.

New Delhi: Five years
have passed since de-
monetisation. On No-
vember 8, 2016, Prime
Minister Narendra
Modi, while address-
ing the nation at eight
o’clock in the night,
said that the notes of
Rs 500 and Rs 1,000 will
cease to be legal ten-
der. After that, for sev-
eral months, PM him-
self and his ministers
kept explaining to the
country that this has
been done to eliminate
black money.
When there was no
sign of ending black
money, it was said that
this masterstroke was
done by the PM to make
a cashless economy.
Since then, it is being
publicized that how
digital transactions
have taken over the role
in India. There is no
doubt that digital trans-
actions have increased
but at the same time
people’s dependence on
cash has become more
than ever.
Five years after de-
monetisation in India,
cash has become about
60 percent more than
before demonetisation.
According to the defini-
tion of RBI, having cash
in the hands of the pub-
lic means that if we sort
out the cash of the
banks from the curren-
cy in circulation minus
cash in banks i.e. total
liquidity, then what is
left is the cash in the
hands of the people and
it is Rs 28 lakh crore. It
is believed that the co-
rona virus has also in-
creased people’s confi-
dence in cash. However,
the amount of cash to
GDP ratio in India was
always 10 to 12 per cent,
which is now going to
increase to 14 per cent.
5 YEARS SINCE DEMONETISATION, MORE

New Delhi: After in-
creasing it nine times
in three years, the cen-
tral government has
reduced the excise duty
on petrol and diesel
once. And within hours
of the Central govern-
ment’s move, leaders of
BJP started pressuriz-
ing the opposition-ruled
states to reduce their
VAT or local tax. In Del-
hi, BJP leaders also
demonstrated in front
of CM Arvind Kejri-
wal’s house.
Opposition leaders
do not want central govt
and the BJP to get all
the credit for the reduc-
tion in the price of pet-
rol and diesel and that
is why they have with-
held the decision in
their respective states.
An opposition leader
says that now if they
reduce VAT, the price of
petrol and diesel will
come down further but
the credit will go to the
BJP. That’s why the op-
position parties are
waiting for the matter
to cool down, after
which they will cut
down VAT and take full
credit. The state govts
of BJP and its allies
have no such need, so
they have reduced their
local taxes immediately
.
Rest of states will wait
for a while and reduce
their local taxes. Keep
in mind that the biggest
source of revenue with
the state govts is the tax
on petroleum products,
so they are not in a posi-
tion to give much relief.
States with opposition rule will also
reduce VAT,but no major relief expected!
VAT has been reduced in many places even in the
states ruled by the opposition, but there are about a
dozen states that have not reduced VAT and it is
said that in the coming days, VAT will also be
reduced in these states.

HEALTH CARE IN
AMERICA IS THE

here is an aphorism
that all budding en-

pared to an average of 18%

Obesity defined as a BMI of 30
or more is at a staggering 40% in
the United States, compared to
an average of 21% in the group.

POST BYPOLL, TMC EMERGES
STRONGER, CONG DECIMATED,
LEFT… LEFT ASIDE
he bypolls are over and even
as it is a known fact that the
ruling party makes the best
out of the bypoll results… a
close look at how the ruling
party fared in these bypolls
would certainly paint an ex-
tremely dismal picture of the
Opposition in West Bengal.
TMC on November 2 made
a clean sweep in the Assem-
bly bypolls after it won in all
the four seats.
Even as TMC secured land-
slide victories in these elec-
tions, one constant factor that
needs to be acknowledged is
that the BJP remained as the
main Opposition even as the
saffron party saw how they
“dropped” the Shantipur and
Dinhata catches.
POINTS TO BE NOTED
TMC is growing stronger
by the day: Despite the fact
that the BJP had pressed into
service all its stalwarts for
the Assembly polls earlier
this year… the May 2, 2021
outcome script went horribly
awry for the saffron party
while Mamata Banerjee had
the last laugh. After the mas-
sive win against the BJP, it
was evident that TMC would
shift its focus pan-India.
However, this did not mean
that the TMC would loosen
its connect over West Bengal
and take the bypolls lightly
.
In the state Assembly polls
held in March-April this
year, the TMC received 48 per
cent vote share. In the Bha-
wanipore Assembly bypoll
on September 30, Mamata
garnered 71.9 per cent votes
and the party bagged a total
60.2 per cent votes in the elec-
tion at Samserganj and Jan-
gipur seats held on the very
same day
.
IntheNovember2victoryin
all the four bypolls, the TMC
logged in a major 75 per cent
combinedvoteshare.Withthis,
thepartynowhasastrengthof
217 MLAs in the House.
Moreover, the party en-
joyed straight drive wins
with record differences.
Udayan Guha won the Din-
hata seat in Cooch Behar dis-
trict by 1,64,089 votes. In Go-
saba, Subrata Mondal of the
TMC was triumphant by a
winning margin of 1,43,051
votes. In Khardah, Sovandeb
Chattopadhyay won by a mar-
gin of 93,832 votes. It may be
noted that Sovandeb had giv-
en up his Bhawanipore seat
for Mamata. TMC nominee
from Shantipur, Braja Kishor
Goswami managed to win by
a margin of 64,675 votes.
BJP not getting the grasp?:
Even as the BJP has come up
to become the main Opposi-
tion to the TMC in the earlier
held crucial Assembly
polls… the saffron party has,
it seems, lost quite a bit of
steam. Even as it failed to
win any of the four (Assem-
bly) seats, the party lost both
Dinhata and Santipur seats.
Moreover, to add to their
woes… BJP party candidates
even lost their deposits in
Dinhata, Gosaba and even in
Khardah constituencies.
During the Assembly polls
earlier this year, BJP’s vote
share was pegged at 38 per
cent. In Bhawanipore bypoll,
the BJP’s vote share dipped
to 22.3 per cent. In Samser-
ganj and Jangipur Assembly
elections, the combined vote
share of BJP was 14.2 per
cent. However, in the bypolls,
the party’s combined vote
share stood at 14.5 per cent.
It may be noted that the
party lost five of its “sulking”
MLAs to the TMC since the
Assemblypollswereover.BJP
MLAs who are now in the
TMC are Tanmoy Ghosh,
Mukul Roy
, Biswajit Das,
Krishna Kalyani and Soumen
Roy
. They have not yet re-
signed from their posts and
the unofficial tally of the BJP
in the House is now 70, down
from 77. Going by the trend
and with the current election
scenario… grapevine has it
thatmoredefectionsarelikely
.
Congress ‘deleted’, Left is
out of focus but in frame:
Although the party contested
only one seat out of the four,
the Congress candidate in
Shantipur managed to get
just a meagre 1.41 per cent
votes and was slightly better
that 0.92 per cent that is what
the NOTA got. Poll panel data
reveals that the Congress
ended up doing worse than
NOTA. While it clocked only
0.37 per cent votes, NOTA
bagged 1.07 per cent.
This will give the TMC an
upper hand in case the Grand
Old Party has a poll alliance
with TMC in the larger con-
text for Lok Sabha, it won’t be
difficult for the TMC to garm-
eralion’sshare.However,let’s
look at the Left... LF did better
and logged in 8.5 per cent
votes, up from the 4.7 % it re-
ceivedduringthestateAssem-
bly polls earlier this year.

India to achieve 50 % clean energy share, 500 GW RE capacity targets by 2030
New Delhi: India will
easily achieve the tar-
get of 50 per cent share
of energy from non-
fossil fuels and also the
500-gigawatt (GW) re-
newable energy capac-
ity before the deadline
of 2030 set by PM Nar-
endra Modi, said Power
and New Renewable
Energy Minister R K
Singh.
It assumes signifi-
cance in view of PM
Narendra Modi’s
pledge at the COP26
Climate Conference in
Glasgow that India will
achieve net zero carbon
emissions by 2070.
Modi also raised the
nationally determined
contribution (NDC)
target of non-fossil en-
ergy capacity to 500
GW by 2030, from 450
gigawatts earlier.
Talking to PTI, Sin-
gh said, “We are work-
ing hard towards the
prime minister’s target
of 500 GW from renew-
able energy by 2030. We
had said we will do 40
per cent (energy from
non-fossil fuel) by 2030.
We have reached 39 per
cent. We will easily
achieve the 50 per cent
target by 2030. The
prime minister has
given the target till
2030, we will achieve...
before that.”
He added that the PM
has increased the re-
newable energy (RE)
target by 50 GW to 500
GW to be achieved by
2030.
“We will achieve
that. It is not too much,
a tall order. Where am
I? I am already at 200
GW (of RE).
“I have established
an RE capacity of 149
GW. I have 63 GW RE
capacity under con-
struction. So, I am al-
ready at 212 GW
. So, get-
ting to further let us
say 300 GW by 2030 or
in a decade, I don’t
think that is difficult,”
he said.
About the mix of
various sources in re-
newable energy target,
India will have around
450 GW from solar and
wind, while 70-100 GW
will be from hydropow-
er plants. The minister
said, “We have RPO till
2022. Now, we will come
out with RPO till 2030
keeping in view the 500
GW RE target. We are
thinking that 70 GW to
100 GW will be from hy-
dro and 450 GW will be
solar and wind (under
new RPO till 2030).”
—PTI
Talking to PTI, RK Singh said,“We are working
hard towards the PM’s target of 500 GW from
renewable energy by 2030.We had said we will
do 40% (energy from non-fossil fuel) by 2030.
We have reached 39%.We will easily achieve
the 50% target by 2030.The PM has given the

million, covers an area
of 258 mu and takes
only 248 days from
groundbreaking in De-

Moreover, production
equipment in the
workshop has been put
into the Internet of

Dr Sharma clarified
that families from

agreement, a decades-
old river water shar-
ing pact with neigh-
bouring Tamil Nadu,
by completely protect-
ing the interests of the
state through talks.
Chief Minister
Pinarayi Vijayan told
the state Assembly
that though the review
talks began in 1988, a
final decision was yet
to be taken on the mat-
ter due to the lack of
understanding on var-

on the sharing of ex-

Tamil Nadu govern-

here in 2019, had
agreed to renew the
pact, he said.
For this, five-mem-

under the aegis of de-
partment secretaries
of the two states, he
said adding that these
panels had met three

the decisions taken at
these meetings, a con-

with Tamil Nadu to
formulate an initial
framework for review-

Further reduce excise duty on

excise duty on fuel to
provide relief to people.
In a letter to the
prime minister, Gehlot
also requested that a di-

The opposition BJP

. The BJP asked
why the Rajasthan govt

The Centre on No-

duty on petrol by Rs 5

by Rs 10 a litre to give

sel by Rs 5 per litre,
claiming in an adver-
tisement that fuel prices
are lower than Delhi,

Gehlot demanded

duty by Rs 10 on petrol
and Rs 15 on diesel. If
the Centre reduces ex-

Liquor shops source of great vexation, nuisance for people: Kerala High Court
Kochi: Liquor shops
with long queues out-
side are a source of “ex-
treme nuisance” and
“great vexation” for
people living or work-
ing close to such out-
lets, the Kerala High
Court said on Tuesday
and added that ordi-
nary citizens who are
not drinkers should be
spared this “anti-so-
cial” scenario.
Justice Devan Ra-
machandran said the
court was not looking to
set up a five-star facility
for drinkers, but it was
concerned that “liquor
shops still cause great
vexation to people, espe-
cially women and chil-
dren, in areas they are
located”. “Parents are
also concerned by the
bad influence such out-
lets could have on future
generations,” the court
observed and added “or-
dinary citizens who are
not drinkers should be
spared this anti-social
scenario”.
The Excise Commis-
sionerate and state-run
Beverages Corporation
(BEVCO) told the court
that sanctioning more
outlets could ease the
pressure on the existing
306 licensed liquor
shops. The Excise Com-
missionerate, repre-
sented by the senior
government pleader S
Kannan, told the court
that its suggestions to
provide ‘walk-in’ and
parking facilities at the
liquor outlets was being
considered.
It also said that it has
requested the state gov-
ernment to “favoura-
bly” consider the BEV-
CO’s proposal to sanc-
tion 175 more outlets in
Kerala.
Kannan told the
court that while in
Kerala there is only
oneliquoroutletfor
1.12 lakh people, in
the neighbouring
states of Tamil
Nadu, Karnataka,
Andhra Pradesh and
Telangana the ratio
was much less as there
werethousandsof shops
there which sell alcohol.
The court said that
while the govt was look-
ing into the issue, one
thing that was non-nego-
tiable was that the har-
assment and the distur-
bancebeingcausedtothe
people due to these out-
lets “should be stopped”.
It said that just be-
cause a lot of people
have not come to court
because they were
scared, their concerns
“cannot be taken light-
ly” and the fact these
shops cause “extreme
nuisance” cannot be
lost sight of. The court
said that while there
has been marginal pro-
gress, the situation was
“not acceptable, much
less satisfactory”.
“Certainly more is
required to be done,”
the court said and listed
the matter for hearing
on November 23 and di-
rected the Excise Com-
missionerate and BEV-
CO to apprise it on that
date about the steps
taken till then to pro-
vide more facilities at
liquor outlets. —PTI

woman has been
rightly described
as a ‘full circle’ by
author Diane Ma-
riechild because
‘within her is the
power to create,
nurture and transform’.
Women just need encour-
agement, opportunities,
resources and skills to
equip and empower them-
selves.Empowerment ena-
bles women to realize their
full identity, potential and
power – in all spheres of
life. And power is not a
commodity to be transact-
ed; nor can it be given away
as alms. Power is to be ac-
quired, exercised, sus-
tained and preserved.
With thisobjective in
mind to make women ac-
tive contributors in nation
building, rather than mere
beneficiaries of welfare
schemes, Adani Founda-
tionhas been working ex-
tensively to promote sus-
tainable livelihoods at
itsCSR sites across India.
Women from Tiroda block
in Gondia district of Ma-
harashtra, which has a
population of 1,87,331, are
setting an example in self-
reliance and economic in-
dependence. Multiple pro-
grammes are holistically
changing lives of these
women, leading to good
health and better standard
of living.
Fortune SuPoshan, a nu-
trition intervention pro-
ject of the Foundation, is
one such programme that
is helping women become
change makers while at-
taining socio-economic in-
dependence. It employs
women as community re-
source persons, called Su-
Poshan Sanginis, and
trains them to guide com-
munities in various as-
pects of nutrition and
health. Along with earning
an honorarium, the Sangi-
nis also carve their own
identity in the process.
This project recently com-
pleted four years in Tiroda.
In collaboration with the
Government of Maharash-
tra, Adani Foundation
andManav Vikas Mission
have been running various
initiativeswhich include
makingincense (agarbatti
and dhoop) andlac bangle-
sas well ascultivation of
oyster mushrooms.Pres-
ently, the Foundation is
working with a total of 253
members of 43 women’s
Self-Help Groups
(SHGs),fostering entrepre-
neurshipbased on knowl-
edge-sharing, upgrading
skills andproviding mar-
ket linkage support.Even
amidst COVID-19, our pro-
ject stakeholders could
continue to earn. This was
a turning point as men,
who had lost their jobs due
to Covid-19, began to ap-
preciate the hard work put
in by the women of the
household, who managed
domestic responsibilities
as well as their work with
aplomb.
In fact, when everything
had come to a standstill,
the demand for incense
had peakedand so did the
earnings of our SHG mem-
bers.It was around this
time that a group of Su-
Poshan Sanginis thought
of becoming a part of
SHGs through the support
of Adani Foundation.
When everyone was home-
bound and sitting idle, our
SuPoshan Sanginis were
itching to go the extra mile.
Looking at the require-
ment, the Foundation ar-
ranged for 20 agarbatti ma-
chines in five villages -- Ga-
rada, Ramatola, Tikaram-
tola, Mendipur, and Gu-
madhawada. In all, 60
women were involved in
agarbatti making.During
the entire year, when many
were forced out of their
jobs and sitting idle, each
member was able to pro-
duce 50-100 kg per day and
sell in the Gondia market
through buyback policy,
earningRs 3,000-4,000per
month.
One such group com-
prising Sarita Chaudhary,
Lalita Chaudhary and
Gunvanta Chaudharypro-
duced only 5-10 kg of in-
cense sticks initially be-
cause they lacked confi-
dence. However, in Febru-
ary 2020, Sarita, who was
also a SuPoshan Sangini
for Mendipur and
Barbaspura,and her other
team members produced
about 50 kg of agarbattis.
The quality of their prod-
uctsfetched them maxi-
mum market rate. This
encouraged them to put in
more hours into incense
production. Later, Sarita’s
husbandalso started help-
ing them in purchasing
raw material and selling
the finished products. In
March and April, they pro-
duced about 150-200 kg of
agarbattis. By June 2020,
the production reached
500-550 kg, earningthem Rs
35,200. During the six-
month-long lockdown,
their total income touche-
dRs 70,000.
Like Sarita, there are
other SuPoshan Sanginis
who are involved in differ-
ent activities -- two are en-
gaged in Milk Collection
and Chilling Centres
(MCCC), nine in house-
hold dairy business and 22
in mushroom cultivation.
Lac bangle makingis an-
other initiative that at-
tracts many stakeholders
as lac is cultivated on a
large scale by farmers in
Gondia. 45 SHG women,
includingtribal women of
Tiroda, were trained in it.
The Adani Foundation pro-
vided them a buyback plat-
form through which they
sell bangles to Dulhandevi

Deputy Chief Minister Manish Sisodia issued orders to imple- ment the increase. After the increase, the monthly salary of un- skilled workers will in- crease from `15,908 to `16,064, that of semi- skilled workers from `17,537 to `17,693 and that of skilled workers will increase from `19,291 to `19,473. “The rate of mini- mum wages for supervi- sor and clerical employ- ees has also been in- creased. The monthly salary of non-matricula- tion employees has been increased from `17,537 to `17,693, the monthly sal- ary of matriculated but non-graduate employees has been increased from `19,291 to `19,473. The monthly salary of la- bourers with graduate and above educational qualification has been increased from `20,976 to `21,184,” the government said in a statement. “This step was taken keeping the interests of the poor and working class during Covid in mind. Dearness allow- ance can’t be withheld for workers in the unor- ganised sector, who nor- mally receive only mini- mum wages. Therefore, the Delhi government has announced a revised minimum wage by add- ing dearness allowance,” Sisodia said. This is the second time this year that dear- ness allowance in mini- mum wage has been hiked. The previous hike was implemented with effect from April. Prior to this, the government’s move to increase wages was challenged in court by different employers’ associations. After a court order, the govern- ment was able to imple- ment the new wage or- der. The minimum wage in Delhi is among the highest in the country. “Although we are cut- ting many government expenses, keeping the interest of the labourers in mind is important. Due to inflation recorded in the country and sky- rocketing prices of com- modities, every section of society has been af- fected financially. Items of daily con- sumption such as cere- als, pulses and oil have also become expensive. I hope this increase in wages will help labour- ers,” Sisodia said. Meanwhile, the gov- ernment launched the ‘Shramik Mitra’ scheme to ensure that benefits of government schemes reach construction wor- kers in Delhi. —Agencies New Delhi: The North Delhi Municipal Corpo- ration authorities on Monday halted construc- tion and demolition ac- tivities at sites of 54 pri- vate properties for al- leged violation of green norms, officials said. He chaired a high- level meeting with the department officials re- garding the progress and implementation of the scheme that has been developed to curb drug abuse in the na- tional capital, especial- ly among the youth through rehabilitation. The main concern of the minister was the ef- fective roll-out and im- plementation of the scheme, according to a statement. The minis- ter pressed upon the need to successfully re- habilitate victims of drug abuse and their families, it said. “The youth of this country have become victims of drug abuse. Children as early as the age of 10 a n d 1 1 have become vic- tims of drug abuse. This is the failure of so- ciety at large from parents, schools to en- f o r c e m e n t agencies in pre- venting the child from falling into sub- stance abuse. We will create a robust ecosystem for a drug-free childhood,” he said. The minister a l s o said it is im- portant to ef- f e c - t ive ly monitor, e v a l u a t e and implement the best programmes by all the agencies to reha- bilitate victims of drug abuse. “All stakeholders from various depart- ments, such as educa- tion, social justice, po- lice and law enforce- ment support and child rights commission need to work in close coordi- nation. “All the agencies should come together and work for a commu- nity-based implementa- tion of the Suryodaya Scheme. We not only need to rehabilitate the child who is a victim of drug abuse but also pro- vide counselling to their families,” the statement quoted the minister as saying. This process will be available both online and through a phone call. A consumer can avail the single win- dow facility by either accessing the discom’s portal or calling them. The discoms have empanelled 12 vendors to facilitate the installation of slow and moderate chargers. The chargers will be made op- erational in two weeks of the request being placed. The government is also providing a subsidy of `6,000 to the first 30,000 applicants for the in- stallation. The tariff rate fixed by the government for electricity consumed through these EV charging points is INR 4.5 per unit. “Today’s launch of a sin- gle window facili- ty for installation of pri- vate chargers in malls, of- fices, residential societies, colleges is happening for the first time anywhere in India. It marks the comple- tion of a year-long exercise initiated by the Charging Infrastructure Working Group of Delhi govern- ment,” said Jasmine Shah, vice-chairperson, Delhi Dialogue and Development Commission. A statement issued by the Delhi government said the space require- ment for the in- s t a l l a - t i o n o f an EV charger is minimal. “Only 1 sq ft is required for LEV AC & 2 sq ft for AC 001, and the DC-001 can be installed on the ground having 2 sq m area and 2 m height. Both LEV AC charger and AC 001 charger are wall-mounted… Both these chargers are used to charge primarily 2- and 3-wheelers. Anita Hada New Delhi: With the re- sults of by- elections to three Lok Sabha and 30 assem- bly seats in t h i r t e e n states and union territo- ries falling large- ly in Congress' fa- vour, grand old party has witnessed a huge change in momentum towards itself. Earlier in face-to-face battles, Bharatiya Ja- nata Party has often won, but this time Con- gress has won and that too with a huge margin. Barring one state - As- sam - Congress has won by a huge margin and where it has lost, there has been a tough fight. Even though during the seven years of Nar- endra Modi's rule, the opposition parties have been winning in the by- elections, but this time the Congress is consid- ering its victory 'spe- cial' and showing the strength of a one-on- one fight with the Bharatiya Janata Party . Keep in mind that earlier the Congress used to lose in one-on- one battles while BJP considered it its strength that it had to fight the C o n g r e s s . But this time in the b y - e l e c - tion, the Congress has defeat- ed the B h a r a t i ya Janata Party- by a big margin or has lost by a very small margin in a one- on-one fight. It is being told that there is a lot of enthusiasm in the Con- gress high command about this. Congress leaders have presented this re- port in front of the par- ty, after which both Ra- hul Gandhi and Priyan- ka Gandhi Vadra have tightened their stance against the Bharatiya Janata Party . RAJASTHAN MADHYA PRADESH Congress won both the seats in Rajasthan, where Congress got 37.51 percent votes and BJP 18.80 percent. In this way, the BJP’s voting was half that of the Congress party. In MP, BJP won one Lok Sabha and two Assembly seats and Congress won one assembly seat. There the BJP got 47.58 percent of the votes and the Congress got 45.55 percent. MAHARASHTRA HIMACHAL PRADESH When the Congress won the only assembly seat in Maharashtra, it got 57.03 percent votes, while the BJP got 35.06 percent. That is, the differ- ence there was 22 percent of the vote. In HP, the party won one LS & all three assembly seats. In these four seats, Congress got 48.90 percent of the votes, while BJP got only 28.05 per- cent. There was a difference of 20 percent votes. According to sources, the recent strategy of Congress is to remain aggressive against BJP and present itself as a better alternative to saffron party. It is also being said that Con- gress is toying with the idea of going ahead alone for the time being. As per highly placed sources in Cong, party’s strategy has been changed after by-polls. The results of by-polls in states like WB, AP, Bihar, Telan- gana etc. have worried Congress, after which efforts will be made to improve coordination with allies or find new allies in these states. CONGRESS PLANS MASSIVE RESTRUCTURING... HOCKEY COACH MOVES DELHI HC OVER BEING IGNORED FOR DRONACHARYA AWARD ED ATTACHES ASSETS WORTH RS 61.38 CR IN BHUSHAN STEEL, BEL CASE SCSP: PLEA SEEKS DIRECTION TO UTILISE FUNDS New Delhi: The Delhi HC on Tuesday issued notice on a petition seeking directions from Delhi Govt to spend the entire amount allocated for SCSP under the Budget Outlays for the financial year 2021-22 and future financial years for the welfare of SC. Court fixed matter for January 11, 2022, for hearing. New Delhi: Hockey coach Sandeep Sangwan on Tues- day moved the Delhi High Court seeking an order for the government to consider him for the Dronacharya Award (Regular Category) for the year 2021 for his performance as a coach. Justice Rekha Palli asked the Centre to take instructions and listed the matter for further hearing on No- vember 12. Sangwan, who claims to be a renowned hockey coach, said he was ignored by the Centre from being considered for the Dronacharya Award despite being found meritorious by the Selection Committee for Sports Award 2021. The Centre was represented by Additional Solicitor General Chetan Sharma and standing counsel Anil Soni. Mumbai: The ED has provisionally attached assets of about Rs 61.38 crore under the Prevention of Money Laundering Act, 2002 (PMLA), in relation to its probe on Bhushan Steel Limited (BSL), Bhushan Energy Limited (BEL) and a few others. BSL and its former promoters are accused of siphoning off pub- lic funds. The agency in a statement said the attached assets consist of “agricultural land in Raigad, Maharashtra, warehouses in enti- ties under the control of erstwhile promoters of BSL”. ED initiated a money laundering probe into Bhushan Steel and Bhushan Energy on the basis of a complaint filed by SFIO in 2019, under various provisions of Companies Act, 2013 and IPC, 1860. COURT TO HEAR PLEA OVER BAR ON MARRIED PEOPLE JOINING ARMY’S LEGAL WING COURT SENDS NCB WITNESS KIRAN GOSAVI TO JUDICIAL CUSTODY IN CHEATING CASE New Delhi: The Delhi HC on Tuesday said it will hear on January 11 a plea challenging the restriction on married individuals being considered for JAG department, the legal arm of the army. A bench of CJ DN Patel and Justice Jyoti Singh allowed an early hearing application by petitioner Kush Kalra and permitted the Centre to file any additional affidavit on it. “List for hearing on January 11, 2022. If the respondent wants to file any affidavit, the same is permitted to be filed. No purpose would be served by keeping this matter pending for a long period,” said the bench. Pune: NCB independent witness in the Mumbai cruise raid case Kiran Gosavi has been sent to Judicial custody by a Pune court on Tuesday in a cheating case registered against him at Faraskhana police station. Gosavi, till now, was in police custody. On Oc- tober 28, Gosavi, a key witness in the Mumbai cruise drugs case in which Bollywood actor SRK’s son Aryan Khan was arrested, was held by Pune City Police in connec- tion with a cheating case of Rs 18 lakh in the year 2018. IN THE COURTYARD BAIL OF EX-FORTIS PROMOTER ON HOLD New Delhi: The Supreme Court on Tuesday adjourned bail plea of former Fortis Healthcare promoter Shivinder Mohan Singh, accused of misappropriating about Rs 2,400 crore of Relig- are Finvest Ltd funds, for November 11. The court kept decision on hold. Kavita Pant New Delhi: Five years have passed since de- monetisation. On No- vember 8, 2016, Prime Minister Narendra Modi, while address- ing the nation at eight o’clock in the night, said that the notes of Rs 500 and Rs 1,000 will cease to be legal ten- der. After that, for sev- eral months, PM him- self and his ministers kept explaining to the country that this has been done to eliminate black money. When there was no sign of ending black money, it was said that this masterstroke was done by the PM to make a cashless economy. Since then, it is being publicized that how digital transactions have taken over the role in India. There is no doubt that digital trans- actions have increased but at the same time people’s dependence on cash has become more than ever. Five years after de- monetisation in India, cash has become about 60 percent more than before demonetisation. According to the defini- tion of RBI, having cash in the hands of the pub- lic means that if we sort out the cash of the banks from the curren- cy in circulation minus cash in banks i.e. total liquidity, then what is left is the cash in the hands of the people and it is Rs 28 lakh crore. It is believed that the co- rona virus has also in- creased people’s confi- dence in cash. However, the amount of cash to GDP ratio in India was always 10 to 12 per cent, which is now going to increase to 14 per cent. 5 YEARS SINCE DEMONETISATION, MORE CASH AVAILABLE TO INDIANS THAN EVER! Mahesh Sharma New Delhi: After in- creasing it nine times in three years, the cen- tral government has reduced the excise duty on petrol and diesel once. And within hours of the Central govern- ment’s move, leaders of BJP started pressuriz- ing the opposition-ruled states to reduce their VAT or local tax. In Del- hi, BJP leaders also demonstrated in front of CM Arvind Kejri- wal’s house. Opposition leaders do not want central govt and the BJP to get all the credit for the reduc- tion in the price of pet- rol and diesel and that is why they have with- held the decision in their respective states. An opposition leader says that now if they reduce VAT, the price of petrol and diesel will come down further but the credit will go to the BJP. That’s why the op- position parties are waiting for the matter to cool down, after which they will cut down VAT and take full credit. The state govts of BJP and its allies have no such need, so they have reduced their local taxes immediately . Rest of states will wait for a while and reduce their local taxes. Keep in mind that the biggest source of revenue with the state govts is the tax on petroleum products, so they are not in a posi- tion to give much relief. States with opposition rule will also reduce VAT,but no major relief expected! VAT has been reduced in many places even in the states ruled by the opposition, but there are about a dozen states that have not reduced VAT and it is said that in the coming days, VAT will also be reduced in these states. In report of RBI, total cash in India as on Oct 5, 2021 is `28.30 lakh cr, which was `17.97 crore 5 years ago on Nov 8, 2016. Cash use has grown by 57% in 5 years. People have more cash of `10.33 lakh crore than before. Over `2.5 lakh crore cash has come into circulation every year. 2 months after demonetisation, in Jan 2017, people had only `7,80,000 cr of cash left, today it is `28.30 lakh Mumbai police detain 1 person in Antilia case Mumbai: The Mumbai police have identified one person among the two who asked about the location of Antilia, residence of RIL Chair- man Mukesh Ambani, but nothing suspicious has been found so far. “1 person identified; he is a taxi driver from Guja- rat. Americans have among the lowest life expectancy of high- income countries — 77.3 years versus Switzerland, for exam- ple, at 83.2 years. The adult chronic disease burden stands at 24.6% of the population, com- pared to an average of 18% across these same countries. Obesity defined as a BMI of 30 or more is at a staggering 40% in the United States, compared to an average of 21% in the group. SOURCE: FAIR OBSERVER TOP TWEETS T ustralia may be leading the world in measures to protect public in- terest journalism from the threats arising from media restructuring and news aggregators such as Google and Facebook, but it has yet to properly address the related need for firm pro- fessional standards. At the moment the Austral- ian Press Council deals with complaints about the print and online content of the newspapers, magazines and journals that fund it. Among those publishers are the two biggest: Nine and News Corp. Other big pub- lishers are not or cannot be members, among them Guardian Australia, The Conversation and the ABC. THERE HAVE BEEN ATTEMPTS TO LIFT STANDARDS The government’s Finkelstein Review recommended a gov- ernment-fundedstatutorybody takeovertheroleandfunctions of theAustralianPressCouncil and the news-related functions of the Communications and Media Authority . THE GOVERNMENT IS INCHING TOWARDS MORE The government has raised thepossibilityof tryingagain, its green paper last year on broadcasting promising to “implementastagedprogram of reform towards ‘platform neutral’ media regulation”. HERE’S HOW BETTER REGULATION COULD WORK The Council has its critics, whether related to slowness in handling complaints (a le- gitimate concern) or seeming insufficiently independent or insufficiently (or overly) crit- ical of the work it examines. But its work is important. SOURCE: THE CONVERSATION Australian journalism needs better standards One thing that could be done in Australia is for digital platforms and publishers to voluntarily adopt an improved version of the Digital Industry Group’s code A POST BYPOLL, TMC EMERGES STRONGER, CONG DECIMATED, LEFT… LEFT ASIDE he bypolls are over and even as it is a known fact that the ruling party makes the best out of the bypoll results… a close look at how the ruling party fared in these bypolls would certainly paint an ex- tremely dismal picture of the Opposition in West Bengal. TMC on November 2 made a clean sweep in the Assem- bly bypolls after it won in all the four seats. Even as TMC secured land- slide victories in these elec- tions, one constant factor that needs to be acknowledged is that the BJP remained as the main Opposition even as the saffron party saw how they “dropped” the Shantipur and Dinhata catches. POINTS TO BE NOTED TMC is growing stronger by the day: Despite the fact that the BJP had pressed into service all its stalwarts for the Assembly polls earlier this year… the May 2, 2021 outcome script went horribly awry for the saffron party while Mamata Banerjee had the last laugh. After the mas- sive win against the BJP, it was evident that TMC would shift its focus pan-India. However, this did not mean that the TMC would loosen its connect over West Bengal and take the bypolls lightly . In the state Assembly polls held in March-April this year, the TMC received 48 per cent vote share. In the Bha- wanipore Assembly bypoll on September 30, Mamata garnered 71.9 per cent votes and the party bagged a total 60.2 per cent votes in the elec- tion at Samserganj and Jan- gipur seats held on the very same day . IntheNovember2victoryin all the four bypolls, the TMC logged in a major 75 per cent combinedvoteshare.Withthis, thepartynowhasastrengthof 217 MLAs in the House. Moreover, the party en- joyed straight drive wins with record differences. Udayan Guha won the Din- hata seat in Cooch Behar dis- trict by 1,64,089 votes. In Go- saba, Subrata Mondal of the TMC was triumphant by a winning margin of 1,43,051 votes. In Khardah, Sovandeb Chattopadhyay won by a mar- gin of 93,832 votes. It may be noted that Sovandeb had giv- en up his Bhawanipore seat for Mamata. TMC nominee from Shantipur, Braja Kishor Goswami managed to win by a margin of 64,675 votes. BJP not getting the grasp?: Even as the BJP has come up to become the main Opposi- tion to the TMC in the earlier held crucial Assembly polls… the saffron party has, it seems, lost quite a bit of steam. Even as it failed to win any of the four (Assem- bly) seats, the party lost both Dinhata and Santipur seats. Moreover, to add to their woes… BJP party candidates even lost their deposits in Dinhata, Gosaba and even in Khardah constituencies. During the Assembly polls earlier this year, BJP’s vote share was pegged at 38 per cent. In Bhawanipore bypoll, the BJP’s vote share dipped to 22.3 per cent. In Samser- ganj and Jangipur Assembly elections, the combined vote share of BJP was 14.2 per cent. However, in the bypolls, the party’s combined vote share stood at 14.5 per cent. It may be noted that the party lost five of its “sulking” MLAs to the TMC since the Assemblypollswereover.BJP MLAs who are now in the TMC are Tanmoy Ghosh, Mukul Roy , Biswajit Das, Krishna Kalyani and Soumen Roy . They have not yet re- signed from their posts and the unofficial tally of the BJP in the House is now 70, down from 77. Going by the trend and with the current election scenario… grapevine has it thatmoredefectionsarelikely . Congress ‘deleted’, Left is out of focus but in frame: Although the party contested only one seat out of the four, the Congress candidate in Shantipur managed to get just a meagre 1.41 per cent votes and was slightly better that 0.92 per cent that is what the NOTA got. Poll panel data reveals that the Congress ended up doing worse than NOTA. While it clocked only 0.37 per cent votes, NOTA bagged 1.07 per cent. This will give the TMC an upper hand in case the Grand Old Party has a poll alliance with TMC in the larger con- text for Lok Sabha, it won’t be difficult for the TMC to garm- eralion’sshare. However, let’s look at the Left... LF did better and logged in 8.5 per cent votes, up from the 4.7 % it re- ceivedduringthestateAssem- bly polls earlier this year. THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL T During the Assembly polls earlier this year, BJP’s vote share was pegged at 38 per cent. In Bhawanipore bypoll, the BJP’s vote share dipped to 22.3 per cent. In Samserganj and Jangipur Assembly elections, the combined vote share of BJP was 14.2 per cent. However, in the bypolls, the party’s combined vote share stood at 14.5 per cent Even as TMC secured landslide victories in these elections, one constant factor that needs to be acknowledged is that the BJP remained as the main Opposition even as the saffron party saw how they “dropped” the Shantipur and Dinhata catches ROBIN ROY The writer is Senior Associate Editor, Free Press Journal, Mumbai and former Managing Editor, First India

Banerjee, during an Assembly session, alleged that the Union government has slashed excise duty recently on petrol and diesel, with an eye on the upcoming Assem- bly polls in five states. “The central govt has collected around Rs 4 lakh crore from the taxes levied from cooking gas, petrol anddieselatincreased prices. Now, they (BJP) want the states to reduce the VAT. Justice Devan Ra- machandran said the court was not looking to set up a five-star facility for drinkers, but it was concerned that “liquor shops still cause great vexation to people, espe- cially women and chil- dren, in areas they are located”. “Parents are also concerned by the bad influence such out- lets could have on future generations,” the court observed and added “or- dinary citizens who are not drinkers should be spared this anti-social scenario”. The Excise Commis- sionerate and state-run Beverages Corporation (BEVCO) told the court that sanctioning more outlets could ease the pressure on the existing 306 licensed liquor shops. The Excise Com- missionerate, repre- sented by the senior government pleader S Kannan, told the court that its suggestions to provide ‘walk-in’ and parking facilities at the liquor outlets was being considered. It also said that it has requested the state gov- ernment to “favoura- bly” consider the BEV- CO’s proposal to sanc- tion 175 more outlets in Kerala. Kannan told the court that while in Kerala there is only oneliquoroutletfor 1.12 lakh people, in the neighbouring states of Tamil Nadu, Karnataka, Andhra Pradesh and Telangana the ratio was much less as there werethousandsof shops there which sell alcohol. The court said that while the govt was look- ing into the issue, one thing that was non-nego- tiable was that the har- assment and the distur- bancebeingcausedtothe people due to these out- lets “should be stopped”. It said that just be- cause a lot of people have not come to court because they were scared, their concerns “cannot be taken light- ly” and the fact these shops cause “extreme nuisance” cannot be lost sight of. The court said that while there has been marginal pro- gress, the situation was “not acceptable, much less satisfactory”. “Certainly more is required to be done,” the court said and listed the matter for hearing on November 23 and di- rected the Excise Com- missionerate and BEV- CO to apprise it on that date about the steps taken till then to pro- vide more facilities at liquor outlets. —PTI LESSER SHOPS HUB OF SPORTS Jammu: Jammu and Kashmir BJP presi- dent Ravinder Raina on Tuesday said the targeted killing of in- nocent civilians by terrorists in the valley is a conspiracy of Pa- kistan to disturb peace in the Union Territory. He said Pakistan is the biggest enemy of Kashmiri Muslims and Islam. Condemning the kill- ing of a salesman, Mo- hammad Ibrahim Khan, at Bohri Kadal locality of downtown Srinagar on Monday evening, Raina said Pa- kistani cowards have committed another grave sin by shedding the blood of an inno- cent who was out to earn a livelihood for his family . “The killing of civil- ians shows the frustra- tion of Pakistan which is a murderer of Kash- miri Muslims and ene- my of Islam. Pakistani terrorists are frustrat- ed by the successful counter-insurgency op- erations by our police, paramilitary forces and army and have hence resorted to the killings of unarmed ci- vilians under the cover of darkness to disturb the peaceful atmos- phere,” Raina said. YOUR DAY Horoscope by Saurabbh Sachdeva woman has been rightly described as a ‘full circle’ by author Diane Ma- riechild because ‘within her is the power to create, nurture and transform’. Women just need encour- agement, opportunities, resources and skills to equip and empower them- selves.Empowerment ena- bles women to realize their full identity, potential and power – in all spheres of life. And power is not a commodity to be transact- ed; nor can it be given away as alms. Power is to be ac- quired, exercised, sus- tained and preserved. With thisobjective in mind to make women ac- tive contributors in nation building, rather than mere beneficiaries of welfare schemes, Adani Founda- tionhas been working ex- tensively to promote sus- tainable livelihoods at itsCSR sites across India. Women from Tiroda block in Gondia district of Ma- harashtra, which has a population of 1,87,331, are setting an example in self- reliance and economic in- dependence. Multiple pro- grammes are holistically changing lives of these women, leading to good health and better standard of living. Fortune SuPoshan, a nu- trition intervention pro- ject of the Foundation, is one such programme that is helping women become change makers while at- taining socio-economic in- dependence. It employs women as community re- source persons, called Su- Poshan Sanginis, and trains them to guide com- munities in various as- pects of nutrition and health. Along with earning an honorarium, the Sangi- nis also carve their own identity in the process. This project recently com- pleted four years in Tiroda. In collaboration with the Government of Maharash- tra, Adani Foundation andManav Vikas Mission have been running various initiativeswhich include makingincense (agarbatti and dhoop) andlac bangle- sas well ascultivation of oyster mushrooms.Pres- ently, the Foundation is working with a total of 253 members of 43 women’s Self-Help Groups (SHGs),fostering entrepre- neurshipbased on knowl- edge-sharing, upgrading skills andproviding mar- ket linkage support.Even amidst COVID-19, our pro- ject stakeholders could continue to earn. This was a turning point as men, who had lost their jobs due to Covid-19, began to ap- preciate the hard work put in by the women of the household, who managed domestic responsibilities as well as their work with aplomb. In fact, when everything had come to a standstill, the demand for incense had peakedand so did the earnings of our SHG mem- bers.It was around this time that a group of Su- Poshan Sanginis thought of becoming a part of SHGs through the support of Adani Foundation. When everyone was home- bound and sitting idle, our SuPoshan Sanginis were itching to go the extra mile. Looking at the require- ment, the Foundation ar- ranged for 20 agarbatti ma- chines in five villages -- Ga- rada, Ramatola, Tikaram- tola, Mendipur, and Gu- madhawada. In all, 60 women were involved in agarbatti making.During the entire year, when many were forced out of their jobs and sitting idle, each member was able to pro- duce 50-100 kg per day and sell in the Gondia market through buyback policy, earningRs 3,000-4,000per month. One such group com- prising Sarita Chaudhary, Lalita Chaudhary and Gunvanta Chaudharypro- duced only 5-10 kg of in- cense sticks initially be- cause they lacked confi- dence. However, in Febru- ary 2020, Sarita, who was also a SuPoshan Sangini for Mendipur and Barbaspura, and her other team members produced about 50 kg of agarbattis. The quality of their prod- uctsfetched them maxi- mum market rate. This encouraged them to put in more hours into incense production. Later, Sarita’s husbandalso started help- ing them in purchasing raw material and selling the finished products. In March and April, they pro- duced about 150-200 kg of agarbattis. By June 2020, the production reached 500-550 kg, earningthem Rs 35,200. During the six- month-long lockdown, their total income touche- dRs 70,000. Like Sarita, there are other SuPoshan Sanginis who are involved in differ- ent activities -- two are en- gaged in Milk Collection and Chilling Centres (MCCC), nine in house- hold dairy business and 22 in mushroom cultivation. Lac bangle makingis an- other initiative that at- tracts many stakeholders as lac is cultivated on a large scale by farmers in Gondia. 45 SHG women, includingtribal women of Tiroda, were trained in it. The Adani Foundation pro- vided them a buyback plat- form through which they sell bangles to Dulhandevi Sanstha, an NGO. These women create colourful de- signs and earn Rs 3,000- 4,000 per month. While the womenin Ti- roda are traditionally in- volved in seasonal paddy farmingfor five to six months, for the remaining months theyhave some- thing to look forward to. By engaging in gainful in- c o m e - g e n e r a t i n g activities, the total house- hold income increases, and the women develop a sense of self pride.Indeed, awell- nourished family with a sustainable source of in- come is the way forward for buildingthe Atma Nirb- har Bharat of our dreams. duced about 150-200 kg of Empowerment to Entrepreneurship: How Tiroda Women Are Driving Rural Economy KAVITA SARDANA Advisor, Health Nutrition, Adani Foundation A Multiple programmes of Adani Foundation are holistically changing the socio-economic status of women in Maharashtra’s Tiroda
