‘MAALIK WAS CLAPPING’
PM slams Channi’s ‘Delhi boss’ Priyanka in “Bhaiye” remark row
Fazilka: Prime Minis-
ter Narendra Modi to-
day tore into Punjab
Chief Minister Charan-
jit Singh Channi over
his controversial “UP,
Bihar ke bhaiye” com-
ment and also targeted
Congress leader Pri-
yanka Gandhi Vadra,
saying the “family from
Delhi was clapping”.
“What the Congress
Chief Minister said
here the entire country
has seen. The family
from Delhi is his maa-
lik (boss), that maalik
was standing next to
him, clapping,” PM
said at a rally in Pun-
jab ahead of Sunday
election in the state.
Meanwhile, Priyan-
ka while targeting BJP
said, “Out of all the po-
litical parties that come
before you and talk
about Panjabiyat, one
has already bowed
down before its indus-
trialist friends. PM

terday for polls but he

 With a couple of
days left for Assembly
elections in Punjab,
senior Congress leader
and former prime min-
ister Manmohan Singh
on Thursday exhorted
people to vote for the
party while cautioning
them against the BJP’s
“divisive policies” and
blaming the govern-
ment at the Centre
for trying to “malign
Punjab and Punjabis”.
 Singh said the Cen-
tre had tried to “bring
disrepute to Punjab
Chief Minister Charan-
jit Singh Channi and
the people of the state
in the name of PM’s
security. This did not
stick. Similarly, during
the farmers’ agita-
tion, they tried
to malign
Punjab and
Punjabis.
What all was
not said about Pun-
jabis, who are saluted
the world over for their
valour and patriotism.
Being a true Indian,
after having been born
in Punjab, I feel sad at
what is happening”.
 Listing develop-
ment, agriculture and
unemployment as
“challenges” faced by
Punjab, he said the
Congress “alone can
provide a solution” to
these issues.
 The current rulers,
instead of making
amends by accepting
their mistakes, even
after seven-and-a-half
years of rule, are out to
blame the first Prime
Minister, Jawahar-
lal Nehru, for
the prob-
lems
of the
people.

who have come to Punjab till date
have toiled and taken it on the path to
development. We have only love for
them, nobody can change it.” Channi had said that “Bhai-
yas from UP, Bihar, Delhi cannot come here and rule.”
REMARK ABSOLUTE NONSENSE:
NITISH HITS OUT AT CM CHANNI
Bihar Chief Minister Nitish Kumar on Thursday lambasted
Punjab CM Charanjit Singh Channi over his remarks
on “bhaiyas” (migrants), calling
it appalling. Talking to reporters,
Kumar sought to know if Channi was
unaware how much people of Bihar
have served Punjab. “This is absolute
nonsense. I am appalled at how peo-
ple can say such things. Does Channi not know how much
people from Bihar have served Punjab,” he said.

SC lifts stay on 75% quota for
Haryana locals in private jobs
...asks HC to hear matter in full and decide in 4 weeks
New Delhi: The Su-
preme Court on Thurs-
day, while setting aside
the High Court order
staying the Haryana
government’s law re-
serving 75 per cent of
private sector jobs for
residents of the state,
asked the HC to decide
within four weeks, peti-
tions challenging the
validity of the legisla-
tion.
The top court also re-
strained the state gov-
ernment from taking
any action against em-
ployers under the law
during this time.
The state argued the
order was passed after a
90-second hearing and
that its lawyer was not
heard.
The Supreme Court
asked the High Court to
hear the matter fully
and rule in four weeks.
A Bench headed by
Justice L Nageswara
Rao set aside the Febru-
ary 3 interim order of
the Punjab and Hary-
ana High Court staying
the “The Haryana State
Employment of Local
Candidates Act, 2020”,
saying that the latter
“has not given suffi-
cient reasons for stay-
ing the legislation”.
“We do not intend to
deal with merits of mat-
ter... request High Court
to decide expeditiously,
and not later than four
weeks. Parties are
directed not to seek
adjournment...” the
Supreme Court bench
observed.
The Haryana govern-
ment has also been
told to refrain from
coercive steps against
private sector em-
ployers opting not to
follow the contentious
new law, at this time.

ussian President
Vladimir Putin is
keeping the West and
the US on tenter-
hooks over what is
said to be an “imminent” inva-
sion of Moscow. The invasion
was said to have begun on
Wednesday but the day seems to
have passed without any eventu-
ality
. What was said to be a “par-
tial” withdrawal of troops from
Ukraine’s border, was described
by some experts as “routine”
back and forth movement. At
least the UK said that it had not
seen evidence of pullback.

President Joe Biden repeated
his warning telling Russia to de-
sist from invasion or be ready to
face severe consequences. Diplo-
macy continues to be the only
hope as, of course, Ukraine de-
laying its plan to join NATO.
Amidst continued diplomatic
efforts, Russia’s EU ambassador
has ruled out any attack in the
coming months.
R
inally, the Income
Tax department
swung into action
and raided the
premises of Chi-
tra Ramkrishna, the former
MD and CEO of the National
Stock Exchange of India and
Anand Subramanian, the
group’s operating officer. The
Enforcement Directorate
which is quick to pounce on
suspected targets and acts in
tandem with the I-T Depart-
ment is yet to move against
Ramkrishna and one won-
ders why? Ramkrishna’s is a
curious case of a CEO head-
ing an over Rs 3 lakh crore
entity taking orders from a
“spiritual guru” living some-
where in the high Himalayas.
Anand Subramanian himself
was said to have been ap-
pointed on the ‘guru’s’ advice.
The Congress pooh-poohed
the government’s inability to
track down the IP address
from which the “spiritual
guru” was sending emails to
Ramkrishna giving her direc-
tions. The party spokesper-
son asked if the finance min-
istry could rule out insider
trading and questioned the
silence of PM and FM on the
issue. After an audit by EY
it was revealed that the “spir-
itual guru” steering Ram-
krishna was none other than
Subramanian.
That the CEO could run an
institution as large as the
NSE under the directions of
a ‘ghost baba’ since 2016 is in-
credulous and exposes the
chinks in the running of fi-
nancial institutions. Securi-
ties and Exchange Board of
India (SEBI) has fined Ram-
krishna Rs 3 crore for govern-
ance “lapses”. Anand Subra-
manian has to pay a fine of Rs
2 crore. It is more than gov-
ernance lapses as it was a me-
ticulously planned crime
with the connivance of the
NSE board which did not re-
port the matter to the SEBI.

F
or most of us in India, it is dif-
ficult to fathom the far-reach-
ing impact of the on-going
standoff between Russia and
Ukraine. It is just not a con-
frontation between two sover-
eignnations,butacrisiswith-
in a family bonded by blood
and culture. It has a multiple
or multi-dimensional adverse
affect in the region. The crisis
may spin off to the most of
Central Asia adversely affect-
ing India’s immediate as well
as long-term interest. There
is also a feeling that the US-
led western powers are en-
couraging neo-Nazis in the
region. It might become a re-
peat of the jihadists, which
had received liberal funding
either directly or indirectly
from the western powers.
This author could realize
the gravity of the situation,
when a few years ago, a Rus-
sian media scholar confided
that millions of Russians and
Ukrainians have family ties.
Her mother is a Ukrainian,
while father a Russian. There
are many Ukrainians having
a Russian wife. She also pre-
sented a study paper regard-
ing the frequent interactions
between India and the re-
gion, which included the
steppe of Pamir to the south-
ern and eastern regions of
Siberia, where a large num-
ber of artefacts, Hindu idols
have been excavated, estab-
lishing the ancient ties. If
Indians were obtaining qual-
ity horses from Ukraine,
there were Vishnu and Bud-
dha temples recently exca-
vated in the region.
InIndiafewamongus,espe-
cially those at the policy lev-
els, could evaluate the possi-
ble impact of the Ukraine
crisis. However, apart from
the Central Asian regions
comprising the former USSR
republics like Tajikistan, Uz-
bekistan Kyrgyzstan and
many other countries have
startedfeelingthedown-trend
in their money-order econo-
mies. India’s formidable mili-
tary establishment, perhaps,
is well-prepared to manage,
the paucity of key military
supplies from Ukraine dis-
rupted due to the war-like sit-
uation, but her thousands of
students enrolled in different
technicalandmedicalschools
in Ukraine face disruption in
their education, and indeed a
bleak future. The recent de-
cline of the purchasing power
of the Russian currency
, rou-
ble,estimatedtobe.9percent,
in the international market
hascausedanxietyamongthe
workers, mostly drawn from
Uzbekistan, and other former
republics of the region work-
ing in Russia.
It may also be noted that it
is not a conflict between the
two nations, but it has erupt-
ed due to the design of the
US-led western powers under
the banner of NATO, to
weaken, of not dwarfing the
Russian influence in the vast
lands of Eastern Europe and
Eurasia. On the one hand,
America’s industrial-mili-
tary establishment created
impediments in the entry of
Russia, and started enrolling
smaller powers in the NATO.
It served the twin purpose of
restraining or diluting the
Russian influence as well as
penetrating into the fragile
economies of the countries
of the region. For example,
the Ukranian oil industry,
Hunter, the son of the US
President Joe Biden, served
as a director drawing huge
salary from a Ukrainian oil
company, when his father
was the Vice President. The
conflict is rooted in the Rus-
sian demand not to enrol
Ukraine in NATO, a demand
so far not acceptable to the
alliance partners.
Most of us might have
missed the impact of the 2014
war that had enveloped
Ukraine’s eastern region.
The Ukrainian army, which
is now better equipped with
western weapons, had sup-
port of thousands of Rus-
sians. These warriors also
did not endorse the separa-
tists supported by Russia.
Theconfidenceof theUkrain-
ian Government during the
crisis could be attributed to
their support. The Russian
displeasure’ could be traced
to the American strategy to
encircle Russia by the NA-
TO’s expansion in the region.
It appears that the Russian
resistance and its decision to
assert in the region have not
only upset the fragile strate-
gic balance in Eurasia, it
might promote neo-Nazis un-
der the banner of the Azov
Special Operations Detach-
ment with the blessings of
the west. The neo-Nazis use
Nazi symbols, especially in
their logo resembling Wolf-
sangel. In 2018, the US Senate
had blocked military supplies
to the group; however, one
year later in 2015, the ban was
overturned by the Congress.
In their organizational struc-
ture, they resembles with the
Islamic Jihadists. The dread-
ed force has volunteers from
as many as 22 countries.
In a bid to diffuse the situa-
tion from worsening, top Eu-
rope political leaders have
been visiting Moscow, which
included the German Chan-
cellor Olaf Scholz and French
PresidentEmmanuelMacron.
However, they could not fur-
nish any guarantee that
Ukraine would not be induct-
ed in NATO. Meanwhile, NA-
TO’s Secretary-General Jens
Stoltenberg has asserted that
the alliance countries are de-
veloping “options to further
strengthen NATO’s deter-
rence and defence, including
considering establishing new
NATObattlegroupsincentral
and eastern and south-east-

NATO allies to reassert their

New Delhi: On New
Year’s Eve, the Indian
government wrote to
states encouraging
them to promote the use
of COVID-19 home tests,
especially for people
who are experiencing
symptoms, in a bid to
avoid straining local
health systems.
During last year’s
delta-driven surge, an
explosion in cases over-
whelmed hospitals and
testing labs. But last
month, as new infec-
tions fueled by the omi-
cron variant skyrock-
eted, so did number of
people testing at home
across India.
In the first 20 days of
Jan, around 200,000 peo-
ple shared their test re-
sults with India’s health
agency — a 66-fold in-
crease compared to all
of 2021. The strategy ap-
parently worked. Those
testing positive with
speedy, though less ac-
curate tests were told to
self-isolate at home, al-
lowing hospital beds to
remain available for the
most vulnerable.
But experts say this
figure is likely only a
fraction of the actual
number of tests used.
Despite rules requiring
people to share their re-
sults with authorities,
many aren’t doing so.
This means country’s
already patchy testing
data is even less accu-
rate and future clusters
may go undetected.

New Delhi: The votes

of thiscountry
.TheCon-
gress party had got 45
per cent votes in the 2013
assembly elections in
Tripura. It was almost
equal to the votes polled
by the Left Front. The
Bharatiya Janata Party
got only 1.87 percent of
the votes in that elec-
tion. But after five years
i.e. in the 2018 elections,
this picture turned com-
pletely opposite. BJP got
43 per cent votes and
Congress could get only
1.86 per cent votes. Per-
haps nowhere has there

That’s why now the
questionis,willtheCon-
gress be able to get its

is only for the Congress
vote, on which Trina-
mool Congress has also
made a claim. Mean-
while,twoseniorleaders

and joined the BJP -
Sudip Roybarman and
Ashish Saha have re-
turned to the Congress.
Both are BJP MLAs and
before the next year’s
elections, they have left
the BJP and returned to
the Congress. Earlier it
was being said that
Sudip Roybarman
would go to Trinamool
but his joining the Con-
gress has dealt a blow to
the Trinamool.
Congress leaders are
convinced that it is time
to return to state poli-
tics. On the one hand,
BJP had camped in Del-
hi for the displeasure of
Chief Minister Biplab
Deb and about a dozen
MLAs demanding his
removal in the past.
CPM leader Manik
Sarkar, on the other
hand, has turned 73
years old. The party has
no strong alternative to
him. In such a situa-
tion, an opportunity is
being created for the
Congress in Tripura.
Keep in mind that it
doesn’t take long for the
equations to change in
the northeastern states
and Tripura is the only
state where the BJP has
won on its own. In other
states including Assam,
only Congress leaders
have become chief min-
isters from BJP.

Chidambaram tried
to give the least num-
ber of tickets to lead-
ers who came to party
after defecting. He
ensured that the
candidates with
dubious alle-

rigging for tickets,
were not given.
This has sent a good
message among the
voters. After this, he

for campaigning did
not let Cong lag be-
hind BJP.
Informed sources
also say that his strat-

fact that renowned

Interesting pairs of
ministers and new
appointees have been
formed after political
appointments in various
departments. These are
pairs of Dharmendra
Rathore and Vishvendra
Singh in tourism. Two jat
leaders Khandela and
Lalchand Kataria in the
agriculture department.
Sportsperson Krishna
Poonia and Ashok
Chandna are in the
sports department.
Poonia has been made
Sports Council chairman
while Chandna is the
sports minister. On the
other hand, Rajeev Arora

Awana came to Tikaram

many discussions are

it is surprising that the

New tactics: Pakistani ISI agents are administering several
WhatsApp groups in the name of UP-Punjab Assembly elections
Rajiv Gaur
Jodhpur: Pakistan is
trying new tactics of
infiltration in the bor-
der areas of western
Rajasthan. After failing
in honeytrap tricks, Pa-
kistan is now targeting
WhatsApp users. The
activity is directly
linked to the elections
of Punjab and UP. In or-
der to evade suspicion,
Pakistani agents are ad-
ministering several
WhatsApp groups in
the name of UP-Punjab
elections.
The WhatsApp
groups are directly re-
lated to Pakistan’s intel-
ligence agency ISI. To
carry out terrorist ac-
tivities, many What-
sApp groups have been
created with Pakistan
numbers. The worrying
factor is that youth
from the border areas
of Rajasthan adjoining
Pakistan has been add-
ed to these groups. In
these groups, the Paki-
stani intelligence agen-
cy is conspiring to use
the civilians there to
carry out terrorist ac-
tivities. When these
WhatsApp groups were
investigated, it came to
light that their leader is
a person named Walid.

First India Bureau
Ajmer: A team of Intel-
ligence Bureau (IB) on
Thursday arrested two
persons from Kis-
hangarh on the suspi-
cion of supplying secret
information to the
neighbouring enemy
country Pakistan. The
duo was later taken to
Jaipur for further in-
vestigation.
According to sourc-

works as manager at a
mobile shop while the
other works at the
parking lot of a hospi-
tal. The duo have been
providing their Paki-
stani handlers infor-
mation about the vil-
lages in bordering dis-
tricts for a long time
now. After getting the
input, IB sleuths had
kept a tab on them.
The IB team is now
interrogating the two
and going through the
documents seized from
their possession. How-
ever, what type of in-
formation they were
passing over is yet to be
known.

Jaipur: Amid the calls
of AAP and Owaisi, the
Congress in Rajasthan
took steps towards
strengthening the Mus-
lim vote bank through
political appointments.
First of all, political ap-
pointments are being
implemented. With the
emphasis on the partici-
pation of minority lead-
ers in the organization
and power, new leaders
are being groomed.
It is becoming a prob-
lem day by day for Con-
gress to retain its inter-
nal vote. The Muslim
vote has always been the
backbone of the Con-
gress, but in the last few
years, regional parties
have almost snatched
the Muslim vote bank
from the Congress in
many states of the coun-
try
. Now, these efforts
have started in Ra-
jasthan as well. AAP is
ready to spread its feet
while Owaisi of AIMIM
has raised concern.
Till now, Kayamkha-
ni, Mewati, Chisti, Kag-
zi got political appoint-
ments. As a minister of
state in Gehlot govt, Za-
hida has been taken as a
new face while Shale
Mohammad is already a
minister in the cabinet.
Rajasthan has a Muslim
population of around 35
lakh. There are still
Urdu Academy, Madar-
sa Board and Minority
Finance Corporation
left where Muslim faces
can be accommodated.
However, internal poli-
tics is also hot among
the Muslim leaders as-
sociated with the organ-
ization that only MLAs
are being given prefer-
ence in political ap-
pointments.

POSTAL REG NO. JPC/004/2022-24
Rajendra Chhabra
Jaipur: One more IAS
from Rajasthan is now
looking to head for Cen-
tral deputation. Senior
IAS and ACS rank of-
ficer Sudhansh Pant,
who has been handling
the responsibility of
the PHED, has written a
request letter to DoP,
submitted last week, to
provide him NOC to
head for the deputation.
1991 batch IAS Pant
will be appointed as Ad-
ditional Secretary in
the Central govern-
ment. Truth be told,
Sudhansh wants to
work in Delhi as he has
spent 5 years - from 2014
to 2019 - in Delhi. In
2019, he had to head
back to Rajasthan due
to the cooling-off clause
of the service condi-
tions. But when the
Covid crisis hit the na-
tion, the Central gov-
ernment called him
back to Delhi as special
case owing to his exper-
tise in the medical sec-
tor. Pant made efforts
that he continues to be
in the Centre and that
he does not return to
Rajasthan for which he
had requested a NOC
from the state govern-
ment.
But surprisingly, in-
stead of giving him
NOC,theRajasthangov-
ernment promoted him
to the high chair of ACS
in January 2021 and also
handed him the reins of
an important depart-
ment like the PHED,
and for the past one
year, Pant has dedicated
himself to better the de-
partment, which is
marred with various
problems and immense
political involvement.
But such is the situation
that Pant has finally
given up and therefore
instead of spending his
energy here, he has
made up his mind to
head to Delhi.
Knowledgeablesourc-
es reveal that after Usha
Sharma became Chief
Secretary, the adminis-
trative conditions in
Secretariat have
changed to a huge ex-
tent. When in January
2021 Sudhansh was
forcefully appointed as
ACS, at that time there
was a need of ACS rank
officers in Niranjan Ar-
ya’s team. But in the
changed situation, there
is almost completed
guarantee that this time
Sudhansh will be given
the NOC and it is after
assessing this situation
that Sudhansh has gone
ahead with his plan.
Till now 7 IAS have
already gone to Delhi
under the current gov-
ernment and if the situ-
ation persists, there
will be a dearth of both
quality and quantity in
senior bureaucracy in
the state.
In ‘changed’ circumstances, Pant again hopes to head to Centre!
DELHI CALLING?
Sources also claim that Sudhansh is actually the
‘Government of India material’ officer, who is well
versed with the working of the union
government. He is also a trusted officer of the
central government and therefore, he will be
accorded a good posting soon. With this
development, 6 senior IAS from the state will be
in a queue to head for Delhi

Jaipur: There are a
few incidents in the cur-

termed as an extremely
rare occurrence and
one such is the travel of
CM Ashok Gehlot and
former Deputy CM

gether. Both Gehlot and
Pilot were on Punjab
tour on Wednesday and
the AICC made the pro-
gram of both to return
together from Chandi-

leaders, who appeared
on the opposite spec-
trum of the same govt
several months back,
would have travelled to-
gether in the plane un-
der the predetermined
program however, at
the last moment a sud-
den change occurred in
Pilot's program and he
had to head to Jodhpur
and therefore CM Ge-

In this way, the political
observers in Jaipur
were bereft of a rare

‘Rajasthan Swayat Shasan’
at the Chief Minister’s

departments. The general
public will be able to get
necessary information
regarding the work related
to autonomous institutions.
Secretary of the organiza-

other useful info have been
included in the magazine.

MUSLIM VOTES MATTER!
In WB, Mamata broke away from
Cong to form TMC and also took
away Muslim vote. Reddy's YSR
party shook Cong roots in AP. SP
and BSP in UP have already taken
away Muslim votes from Cong. Ke-
jri snatched Muslim vote from Cong
in Delhi. JDS snatches Muslim vote
from Cong in K’taka RJD takes

With the political appointments, perhaps a new
tradition has been initiated in Rajasthan. CM
Gehlot has turned a leaf as after Dharmendra Rathore's
taking over, Gehlot attended the taking over of Ma-
hadeo Khandela as well. Interestingly, now Gehlot will
also be present for Dalit leader and Baseri MLA Khiladi
Lal Bairwa's taking over as Chairman of Rajasthan SC
Commission at 2 PM on February 19. Moreover, this
time around state in-charge Ajay Maken and PCC Chief
Govind Singh Dotasra will also bear witness. In the
past, the CM never went to the offices after political
appointments were made. Interestingly, word doing
the round is that independent MLA Mahadeo Singh
was made chairman of Farmers Commission,
however, he was reportedly unsat-
isfied with this post, since he is
a former union minister. Taking
stock of this, CM Gehlot went
to see Khandela assume
charge and even praised
him immensely.

Along with this, Gehlot

is the purchase process
for VVIP helicopters,
for which a high-level

which she gave instruc-

 The reserve price for the
aircraft was 9 crore while the
final sale occurred at 18.50 cr.
 3rd aircraft (C-90) also
went for as much as 2 times
over its reserve price of 3.25

price being Rs 7.60 crore.
 This price is almost three
times the actual purchase
price of this aircraft of 2.74 cr.

of 2 previous govts, span-
ning across a decade, Gehlot
govt has finally succeeded
in auctioning the abandoned
govt Agusta helicopter.
 The B-200 and C-90,
which were lying idle for more
than a year, were also sold for
more than double the price.
 This auction is also im-

13th time that the bidding
process was carried out.
 Earlier, the base price
of ‘Augusta’ helicopter was
pegged at Rs 12.40 crore,

TOP TWEETS RUSSIA RULES OUT ATTACK BUT WEST CONTINUES TO BE ON TENTERHOOKS ussian President Vladimir Putin is keeping the West and the US on tenter- hooks over what is said to be an “imminent” inva- sion of Moscow. The invasion was said to have begun on Wednesday but the day seems to have passed without any eventu- ality . What was said to be a “par- tial” withdrawal of troops from Ukraine’s border, was described by some experts as “routine” back and forth movement. R inally, the Income Tax department swung into action and raided the premises of Chi- tra Ramkrishna, the former MD and CEO of the National Stock Exchange of India and Anand Subramanian, the group’s operating officer. The Enforcement Directorate which is quick to pounce on suspected targets and acts in tandem with the I-T Depart- ment is yet to move against Ramkrishna and one won- ders why? Ramkrishna’s is a curious case of a CEO head- ing an over Rs 3 lakh crore entity taking orders from a “spiritual guru” living some- where in the high Himalayas. Anand Subramanian himself was said to have been ap- pointed on the ‘guru’s’ advice. The Congress pooh-poohed the government’s inability to track down the IP address from which the “spiritual guru” was sending emails to Ramkrishna giving her direc- tions. The party spokesper- son asked if the finance min- istry could rule out insider trading and questioned the silence of PM and FM on the issue. After an audit by EY it was revealed that the “spir- itual guru” steering Ram- krishna was none other than Subramanian. That the CEO could run an institution as large as the NSE under the directions of a ‘ghost baba’ since 2016 is in- credulous and exposes the chinks in the running of fi- nancial institutions. Securi- ties and Exchange Board of India (SEBI) has fined Ram- krishna Rs 3 crore for govern- ance “lapses”. Anand Subra- manian has to pay a fine of Rs 2 crore. It is more than gov- ernance lapses as it was a me- ticulously planned crime with the connivance of the NSE board which did not re- port the matter to the SEBI. THE CURIOUS CASE OF A ‘GURU’ AND NSE’S MD Party spokesperson asked if finance ministry could rule out insider trading and questioned silence of PM and FM on issue. After an audit by EY it was revealed that the “spiritual guru” steering Ramkrishna was none other than Subramanian F or most of us in India, it is dif- ficult to fathom the far-reach- ing impact of the on-going standoff between Russia and Ukraine. It is just not a con- frontation between two sover- eignnations,butacrisiswith- in a family bonded by blood and culture. It has a multiple or multi-dimensional adverse affect in the region. The crisis may spin off to the most of Central Asia adversely affect- ing India’s immediate as well as long-term interest. There is also a feeling that the US- led western powers are en- couraging neo-Nazis in the region. It might become a re- peat of the jihadists, which had received liberal funding either directly or indirectly from the western powers. This author could realize the gravity of the situation, when a few years ago, a Rus- sian media scholar confided that millions of Russians and Ukrainians have family ties. Her mother is a Ukrainian, while father a Russian. There are many Ukrainians having a Russian wife. She also pre- sented a study paper regard- ing the frequent interactions between India and the re- gion, which included the steppe of Pamir to the south- ern and eastern regions of Siberia, where a large num- ber of artefacts, Hindu idols have been excavated, estab- lishing the ancient ties. If Indians were obtaining qual- ity horses from Ukraine, there were Vishnu and Bud- dha temples recently exca- vated in the region. InIndiafewamongus,espe- cially those at the policy lev- els, could evaluate the possi- ble impact of the Ukraine crisis. However, apart from the Central Asian regions comprising the former USSR republics like Tajikistan, Uz- bekistan Kyrgyzstan and many other countries have startedfeelingthedown-trend in their money-order econo- mies. India’s formidable mili- tary establishment, perhaps, is well-prepared to manage, the paucity of key military supplies from Ukraine dis- rupted due to the war-like sit- uation, but her thousands of students enrolled in different technicalandmedicalschools in Ukraine face disruption in their education, and indeed a bleak future. The recent de- cline of the purchasing power of the Russian currency , rou- ble,estimatedtobe.9percent, in the international market hascausedanxietyamongthe workers, mostly drawn from Uzbekistan, and other former republics of the region work- ing in Russia. It may also be noted that it is not a conflict between the two nations, but it has erupt- ed due to the design of the US-led western powers under the banner of NATO, to weaken, of not dwarfing the Russian influence in the vast lands of Eastern Europe and Eurasia. On the one hand, America’s industrial-mili- tary establishment created impediments in the entry of Russia, and started enrolling smaller powers in the NATO. It served the twin purpose of restraining or diluting the Russian influence as well as penetrating into the fragile economies of the countries of the region. For example, the Ukranian oil industry, Hunter, the son of the US President Joe Biden, served as a director drawing huge salary from a Ukrainian oil company, when his father was the Vice President. The conflict is rooted in the Rus- sian demand not to enrol Ukraine in NATO, a demand so far not acceptable to the alliance partners. Most of us might have missed the impact of the 2014 war that had enveloped Ukraine’s eastern region. The Ukrainian army, which is now better equipped with western weapons, had sup- port of thousands of Rus- sians. These warriors also did not endorse the separa- tists supported by Russia. Theconfidenceof theUkrain- ian Government during the crisis could be attributed to their support. The Russian displeasure’ could be traced to the American strategy to encircle Russia by the NA- TO’s expansion in the region. It appears that the Russian resistance and its decision to assert in the region have not only upset the fragile strate- gic balance in Eurasia, it might promote neo-Nazis un- der the banner of the Azov Special Operations Detach- ment with the blessings of the west. The neo-Nazis use Nazi symbols, especially in their logo resembling Wolf- sangel. In 2018, the US Senate had blocked military supplies to the group; however, one year later in 2015, the ban was overturned by the Congress. In their organizational struc- ture, they resembles with the Islamic Jihadists. The dread- ed force has volunteers from as many as 22 countries. In a bid to diffuse the situa- tion from worsening, top Eu- rope political leaders have been visiting Moscow, which included the German Chan- cellor Olaf Scholz and French PresidentEmmanuelMacron. However, they could not fur- nish any guarantee that Ukraine would not be induct- ed in NATO. Meanwhile, NA- TO’s Secretary-General Jens Stoltenberg has asserted that the alliance countries are de- veloping “options to further strengthen NATO’s deter- rence and defence, including considering establishing new NATObattlegroupsincentral and eastern and south-east- ern Europe.” These efforts, however, have enabled the NATO allies to reassert their unity . • 7. New Delhi: On New Year’s Eve, the Indian government wrote to states encouraging them to promote the use of COVID-19 home tests, especially for people who are experiencing symptoms, in a bid to avoid straining local health systems. During last year’s delta-driven surge, an explosion in cases over- whelmed hospitals and testing labs. But last month, as new infec- tions fueled by the omi- cron variant skyrock- eted, so did number of people testing at home across India. In the first 20 days of Jan, around 200,000 peo- ple shared their test re- sults with India’s health agency — a 66-fold in- crease compared to all of 2021. The strategy ap- parently worked. Those testing positive with speedy, though less ac- curate tests were told to self-isolate at home, al- lowing hospital beds to remain available for the most vulnerable. But experts say this figure is likely only a fraction of the actual number of tests used. Despite rules requiring people to share their re- sults with authorities, many aren’t doing so. This means country’s already patchy testing data is even less accu- rate and future clusters may go undetected. In Maharashtra, state health official Dr Pradeep Vyas appealed to users to report their results. —ANI INDIA JAIPUR | FRIDAY, FEBRUARY 18, 2022 06 www.firstindia.co.in I www.firstindia.co.in/epaper/ I twitter.com/thefirstindia I facebook.com/thefirstindia I instagram.com/thefirstindia New Delhi: “This is not a matter for the Ministry of External Affairs. It was almost equal to the votes polled by the Left Front. The Bharatiya Janata Party got only 1.87 percent of the votes in that elec- tion. But after five years i.e. in the 2018 elections, this picture turned com- pletely opposite. BJP got 43 per cent votes and Congress could get only 1.86 per cent votes. Per- haps nowhere has there beensuchahugechange in votes in an election in any other state. That’s why now the questionis,willtheCon- gress be able to get its oldvote?Itismorelikely to have the votes of the Left parties. So, the fight is only for the Congress vote, on which Trina- mool Congress has also made a claim. Mean- while, twoseniorleaders who left the Congress and joined the BJP - Sudip Roybarman and Ashish Saha have re- turned to the Congress. Both are BJP MLAs and before the next year’s elections, they have left the BJP and returned to the Congress. Earlier it was being said that Sudip Roybarman would go to Trinamool but his joining the Con- gress has dealt a blow to the Trinamool. Congress leaders are convinced that it is time to return to state poli- tics. On the one hand, BJP had camped in Del- hi for the displeasure of Chief Minister Biplab Deb and about a dozen MLAs demanding his removal in the past. CPM leader Manik Sarkar, on the other hand, has turned 73 years old. The party has no strong alternative to him. In such a situa- tion, an opportunity is being created for the Congress in Tripura. Keep in mind that it doesn’t take long for the equations to change in the northeastern states and Tripura is the only state where the BJP has won on its own. In other states including Assam, only Congress leaders have become chief min- isters from BJP. Will the Congress vote return in Tripura? After this, he mobilized resources for campaigning did not let Cong lag be- hind BJP. Informed sources also say that his strat- egy is also behind the fact that renowned leaders of Trinamool Congress did not con- test in the elections. The campaign was run from Jan 3 to February 1 but now the depart- ment has extended the campaign for 15 days from February 2 to 16 citing the demand. But it is surprising that the order to extend the du- ration of the campaign was issued on Tuesday whereas after only 2 days the campaign will end on February 16. Now the jokes are being cracked in the department regarding this ridiculous order that the campaign has been extended only for the sake of paperwork. Animal Husbandry dept has been running without a director for last 7 months. —Kashiram Choudhary WILL THESE PAIRS BE DOUBLE ENGINE OR SEPARATE POWER CENTRES IN RAJASTHAN? ANIMAL HUSBANDRY DEPT WITHOUT DIRECTOR FOR LAST 7 MONTHS NOW PAK TARGETING WHATSAPP USERS New tactics: Pakistani ISI agents are administering several WhatsApp groups in the name of UP-Punjab Assembly elections Rajiv Gaur  Jodhpur: Pakistan is trying new tactics of infiltration in the bor- der areas of western Rajasthan. After failing in honeytrap tricks, Pa- kistan is now targeting WhatsApp users. The activity is directly linked to the elections of Punjab and UP. In or- der to evade suspicion, Pakistani agents are ad- ministering several WhatsApp groups in the name of UP-Punjab elections. The WhatsApp groups are directly re- lated to Pakistan’s intel- ligence agency ISI. To carry out terrorist ac- tivities, many What- sApp groups have been created with Pakistan numbers. The worrying factor is that youth from the border areas of Rajasthan adjoining Pakistan has been add- ed to these groups. In these groups, the Paki- stani intelligence agen- cy is conspiring to use the civilians there to carry out terrorist ac- tivities. When these WhatsApp groups were investigated, it came to light that their leader is a person named Walid. WHATSAPP GROUPS IB nabs two in Ajmer for passing info to Pakistan First India Bureau Ajmer: A team of Intel- ligence Bureau (IB) on Thursday arrested two persons from Kis- hangarh on the suspi- cion of supplying secret information to the neighbouring enemy country Pakistan. The duo was later taken to Jaipur for further in- vestigation. According to sourc- es, one of the suspects works as manager at a mobile shop while the other works at the parking lot of a hospi- tal. The duo have been providing their Paki- stani handlers infor- mation about the vil- lages in bordering dis- tricts for a long time now. After getting the input, IB sleuths had kept a tab on them. The IB team is now interrogating the two and going through the documents seized from their possession. How- ever, what type of in- formation they were passing over is yet to be known. Aditi Nagar New Delhi: Senior Con- gressleaderandGujarat in-charge Dr Raghu SharmaonThursdayex- udedconfidencethatthe party will form the next government in Gujarat for which the party is focusing on booth man- agement in the state. A Chintan Shivir will be organized in Dwarka in the coming days in which around 300 prominent leaders will sit together to brainstorm,” he said. He said that the Guja- rat government had said that there have been 10,000 deaths due to corona while Rahul Gandhi has said that the death toll in the covid period was above 3 lakh. People in Guja- rat have no facilities. This time, Gujarat will not fall into the trap of BJP, he said. Gehlot government has given employment to one lakh people. “Because of this, BJP could not win a single byelection in Gujarat. BJP has a sec- ond-class leadership in Gujarat,” he added. Yogesh Sharma Jaipur: Amid the calls of AAP and Owaisi, the Congress in Rajasthan took steps towards strengthening the Mus- lim vote bank through political appointments. First of all, political ap- pointments are being implemented. With the emphasis on the partici- pation of minority lead- ers in the organization and power, new leaders are being groomed. It is becoming a prob- lem day by day for Con- gress to retain its inter- nal vote. The Muslim vote has always been the backbone of the Con- gress, but in the last few years, regional parties have almost snatched the Muslim vote bank from the Congress in many states of the coun- try . Now, these efforts have started in Ra- jasthan as well. AAP is ready to spread its feet while Owaisi of AIMIM has raised concern. Till now, Kayamkha- ni, Mewati, Chisti, Kag- zi got political appoint- ments. As a minister of state in Gehlot govt, Za- hida has been taken as a new face while Shale Mohammad is already a minister in the cabinet. Rajasthan has a Muslim population of around 35 lakh. There are still Urdu Academy, Madar- sa Board and Minority Finance Corporation left where Muslim faces can be accommodated. However, internal poli- tics is also hot among the Muslim leaders as- sociated with the organ- ization that only MLAs are being given prefer- ence in political ap- pointments. JPC/004/2022-24 Rajendra Chhabra Jaipur: One more IAS from Rajasthan is now looking to head for Cen- tral deputation. Senior IAS and ACS rank of- ficer Sudhansh Pant, who has been handling the responsibility of the PHED, has written a request letter to DoP, submitted last week, to provide him NOC to head for the deputation. 1991 batch IAS Pant will be appointed as Ad- ditional Secretary in the Central govern- ment. Truth be told, Sudhansh wants to work in Delhi as he has spent 5 years - from 2014 to 2019 - in Delhi. In 2019, he had to head back to Rajasthan due to the cooling-off clause of the service condi- tions. But when the Covid crisis hit the na- tion, the Central gov- ernment called him back to Delhi as special case owing to his exper- tise in the medical sec- tor. Pant made efforts that he continues to be in the Centre and that he does not return to Rajasthan for which he had requested a NOC from the state govern- ment. But surprisingly, in- stead of giving him NOC,theRajasthangov- ernment promoted him to the high chair of ACS in January 2021 and also handed him the reins of an important depart- ment like the PHED, and for the past one year, Pant has dedicated himself to better the de- partment, which is marred with various problems and immense political involvement. But such is the situation that Pant has finally given up and therefore instead of spending his energy here, he has made up his mind to head to Delhi. Knowledgeablesourc- es reveal that after Usha Sharma became Chief Secretary, the adminis- trative conditions in Secretariat have changed to a huge ex- tent. When in January 2021 Sudhansh was forcefully appointed as ACS, at that time there was a need of ACS rank officers in Niranjan Ar- ya’s team. But in the changed situation, there is almost completed guarantee that this time Sudhansh will be given the NOC and it is after assessing this situation that Sudhansh has gone ahead with his plan. Till now 7 IAS have already gone to Delhi under the current gov- ernment and if the situ- ation persists, there will be a dearth of both quality and quantity in senior bureaucracy in the state. In ‘changed’ circumstances, Pant again hopes to head to Centre! DELHI CALLING? Sources also claim that Sudhansh is actually the ‘Government of India material’ officer, who is well versed with the working of the union government. He is also a trusted officer of the central government and therefore, he will be accorded a good posting soon. With this development, 6 senior IAS from the state will be in a queue to head for Delhi SUDHANSH PANT FocusonMuslimvotethroughpoliticalappointments! As AAP and Owaisi take over to attract Muslim voters, Raj govt emphasizes on participation of minority leaders in the organisation First India Bureau Jaipur: There are a few incidents in the cur- rent politics of Ra- jasthan which can be termed as an extremely rare occurrence and one such is the travel of CM Ashok Gehlot and former Deputy CM Sachin Pilot albeit to- gether. Both Gehlot and Pilot were on Punjab tour on Wednesday and the AICC made the pro- gram of both to return together from Chandi- garh to Jaipur. The 2 leaders, who appeared on the opposite spec- trum of the same govt several months back, would have travelled to- gether in the plane un- der the predetermined program however, at the last moment a sud- den change occurred in Pilot's program and he had to head to Jodhpur and therefore CM Ge- hlot returned to Jaipur. In this way, the political observers in Jaipur were bereft of a rare sighting, one that would have fed the commenta- tors and editors with enough 'masala' to last a fortnight, maybe more. Last-minute change berefts Rajasthan of a rare Gehlot-Pilot ‘SIGHTING’! CM RELEASES LSG’S MAGAZINE Jaipur: Chief Minister Ashok Gehlot on Thursday released the Rajasthan Local Self Governance department’s magazine ‘Rajasthan Swayat Shasan’ at the Chief Minister’s residence. While congratu- lating the president of the organization Kewal Chand Gulechha and other office bearers for the publication of the magazine, Gehlot said that this magazine would prove to be useful as a reference book for autonomous govt institu- tions as well as other departments. The general public will be able to get necessary information regarding the work related to autonomous institutions. Secretary of the organiza- tion, former IAS Pradeep Borad said that orders other useful info have been included in the magazine. FIRST LOOK! Ke- jri snatched Muslim vote from Cong in Delhi. JDS snatches Muslim vote from Cong in K’taka RJD takes Muslim vote from Cong in Bihar. With the political appointments, perhaps a new tradition has been initiated in Rajasthan. CM Gehlot has turned a leaf as after Dharmendra Rathore's taking over, Gehlot attended the taking over of Ma- hadeo Khandela as well. Interestingly, now Gehlot will also be present for Dalit leader and Baseri MLA Khiladi Lal Bairwa's taking over as Chairman of Rajasthan SC Commission at 2 PM on February 19. Moreover, this time around state in-charge Ajay Maken and PCC Chief Govind Singh Dotasra will also bear witness. In the past, the CM never went to the offices after political appointments were made. Interestingly, word doing the round is that independent MLA Mahadeo Singh was made chairman of Farmers Commission, however, he was reportedly unsat- isfied with this post, since he is a former union minister. Taking stock of this, CM Gehlot went to see Khandela assume charge and even praised him immensely. —Naresh Sharma CM GEHLOT TURNS A NEW LEAF, NIPS ‘DISSENT’ IN BUD! Along with this, Gehlot govt was successful in auctioning another air- craft (B200 ) for twice its reserve price. Now the biggest need of the govt is the purchase process for VVIP helicopters, for which a high-level meeting was held under the chairmanship of CS on Thursday, in which she gave instruc- tions to issue letters of intent for purchase.  The reserve price for the aircraft was 9 crore while the final sale occurred at 18.50 cr.  3rd aircraft (C-90) also went for as much as 2 times over its reserve price of 3.25 crore with the actual sale price being Rs 7.60 crore.  This price is almost three times the actual purchase price of this aircraft of 2.74 cr.  After the failed attempts of 2 previous govts, span- ning across a decade, Gehlot govt has finally succeeded in auctioning the abandoned govt Agusta helicopter.  The B-200 and C-90, which were lying idle for more than a year, were also sold for more than double the price.  This auction is also im- portant for Augusta helicop- ter because it was almost the 13th time that the bidding process was carried out.  Earlier, the base price of ‘Augusta’ helicopter was pegged at Rs 12.40 crore, whereas last time the at- tempt to auction it for Rs 4.50 cr proved unsuccessful.
