Introduction
Adult Probation, also known as community supervision is not a new concept that is occurring in
today's criminal justice system in the United States. In the year 1841, John Augustus introduces
probation in the United States in Boston and later recognized as the "Father of Probation"
(Petersilia, 1997). John Augustus convinced a judge to release a drunkard into his custody to help
the man find a job and become sober. After Augustus' success in his first case, he began to offer his
services to other individuals involved in criminal activity. According to the U.S. Department of
Justice, approximately 267,400 Ohio residents were under community supervision at the end of
2013. With a high amount of individuals on probation in Ohio, the question should be asked "How
can adult probation departments around the state of Ohio have the greatest impact on such a large
group of individuals?"
At Summit County adult probation, this student has observed that most probation officers have
caseloads with approximately 120–140 probationers at any one time. Probation officers have a

Pros And Cons Of Probation And Probation
At times it is best to have an understand of the terms, probation and parole, to know exactly what
offenders face when placed on community supervision, because to me it means the same, as the
offender would call it being placed on papers.
Probation – where through the courts, the offender is put on supervised stipulations in the society or
community through a probation organization, instead of imprisonment. However, a few probationers
are required to serve a small percentage of their time incarcerated followed by a probation period,
called a split confinement. Depending on their probationary status, some may be required to report
to their agency with fines added to their conditions and some may not have to report. At anytime the

Parole – given to the criminal guilty parties who are restrictively discharged from a incarceration
confinement facility to serve the rest of their sentence back in their community. Detainees might be

discharge/mandatory parole). Like probationers, depending on their parole status some may be
required to report, but have different ways of reporting. They are also under conditions and if not

charged or alleged to have committed. Many of the inmates of the Dallas County jail are eligible for

The inmates often face the possibility of losing employment and housing as well as possible family

Probation officers wear many different hats; some are those that they never dreamed about when
becoming an officer of the court. Probation officers are the offenders' friend, confidant, mental
health counselor or even a parent to an offender that may be just turning 18, who has not had a
parent influence. This feeling of someone looking out for the offender may make the offender feel

There are several steps to the criminal justice system, one of them is Probation; a program where the
offender's freedom is limited; usually they have a curfew, and have limits on the things they do.
Probations Officers are a huge factor in getting the juvenile offender back on the right track
following their sentence. One of the problems with probation is that rather than helping the
offenders, sometimes it can hurt them. Some scholars argue that the officers do not take the
juveniles, specifically females, seriously when it comes to referring them to receive mental health
treatment. In contrast, other scholars argue that Probation Officers are the key to connecting the
offenders with mental health care. I will begin by talking about how the gender of the juvenile
contributes to the unjust treatment of juveniles on probation, then I will talk about probation officers
as "the problem," and lastly I will talk about a solution. I will conclude by stating my research
question and making some contributions as to what can be done to build a stronger relationship
between the offenders and the probation officers.
Gender plays a big role in whether or not the juvenile offenders get the treatment they need. Often

He did well with the prisoners at Norfolk. He returned to England in 1844, he campaigned for the
parole system to be used. In 1849, he tried to implement the parole system when he was appointed
governor of the New Birmingham prison, but met with apprehension, others believed that his
methods were to lenient. Maconochie was dismissed from his position in 1851.
Sir Walter Crofton tried to implement Maconochie's system in the Irish Prison system in 1854.
Croftons belief was that prison programs should be directed more towards reformation. In order for
this reformation to happen Crofton thought that "tickets of leave" should be awarded to prisoners
who showed a definite achievement and had a positive attitude change. He also transferred prisoners
into intermediate prisons after a period in a strict imprisonment. When the prisoners were in the
intermediate prisons they could then earn marks that would accumulate, these marks were received
for work performance, behavior, and improvement of education. By earning enough marks, the
prisoners could receive their tickets of leave and would be released on parole. Once on parole the
new parolee was required to report to the police. The police would help the parolees find jobs and

court directly. As an observer of a court it is important to notice the individuals involved, the
accessibility of the court, the parties involved, and personal reflections that one perceives.

Court
I attended the Maricopa County Superior Court located at 222 E Javelina Ave, Mesa, AZ 85210. I
went on Wednesday December 6, 2017 from 1pm to 5pm. I attended both the criminal court in room
202 and family court in room 301. In the criminal court, I observed 9 different cases and in the
family court only 1 case. In the criminal courtroom, the Judge was Judge Barth and the state
prosecutor was James Blair for all the cases. The public defenders (PD) were different for most all
the cases except some cases had the same PD in which none of them had more that 2 offenders
assigned to them at that day. The PD included, Resario Spaccaferro, Josephine Hallum, Kurt Harris,
Asario Backafera, Robert Duffy, and Brian Gardner. In the family court only the petitioner (the
mom) had an attorney Charles Brown, and the respondent (the dad) represented himself. All
attorneys and PD were dressed in suits and the judges of course were in their black robes. The state
prosecutor was also in a suit but had khaki pants and a dark navy blazer.
Ease of Access
Walking up I noticed there was a giant white tubing in the middle of the parking lot that was draped
over the wall and the court had orange cones blocking the handicap ramp. Coming out this obstacle
was no longer there. However, there is only one ramp and could have been a huge issue for someone
who needed ADA access to the courtroom. It looked as if it was a fire hose but no water or fire truck
was in sight. Additionally, there is a bus stop behind the court house in front of the juvenile court
house. This makes it very easy for someone to access the courthouse through public transportation.

Models that match services and programs based on an offender's risk and needs were specifically
recognized and addressed the heterogeneity of the offender population in developing supervision

When the term corrections is mentioned, the thought of incarceration is the first to come to mind.

alternatives to incarceration. Avoiding imprisonment does not translate to a lenient punitive sentence
for the alternatives can just as easily repair harms to the victims, provide benefits to the community,
treat the drug addicted, and rehabilitate offenders (FAMM, 2013, p.1). The use of programs that
offer an alternative to incarceration can reduce the amount of people in the prison system that is
living on taxpayers' dollars. The enlistment in the military is a viable option as an alternative to
incarceration. The goal of rehabilitation is a change in the behavior of the convict and the enlistment
of said individual offers just that in more ways than one. The sociology theory of the life course
roughly translates to that over a course of life, one abandons its old ways of life in order to adopt to
a new way of life or a social structure (Shepard, 2013, p.95). In total institutions, where one is

This first major concern within the department is the fear of embarrassment and conflict. I
completed an internship with department in 2011 under Chief Robert Bingham. The department
seemed to run smoothly, employees seem to love coming to work and most of all Chief Bingham
was very involved with each Officer and their well–being. The way the department was structured
and the policies that were in place, kept the caseload numbers down to less than 80 per Officer and
allowed Officers to spend more time with the clients. Also, all officers did not have to be certified
for drug and alcohol evaluations because there was a team who specialized in that area. Under the
current Chief Christine Kerl, a lot of those practices and policies were removed and new ones were
implemented immediately. The department turnover rates have spiked since these changes have
