2. Privatization is a process of allowing
certain state's welfare services to be run by non-
state or private parties. In simple
terms, privatization of education refers to the
state's policy of allowing educational institutions,
both higher and lower, to be run by non-state or
private parties for monetary benefits.
3. Higher education has witnessed higher
degree privatization in subjects like
engineering, pharmacy, education, medicine, law,
business management, allied science,
biotechnology, biochemistry, and information
technology. A majority of the institutions have been
established by the private sector to meet the
demands of the young generation with adequate
scope for employment opportunities. Government-
aided institutions are yet to strive toward the new
challenges thrown up by the private sector.

1992-93
*THIS COMMITTEE WAS SET UP BY THE UNIVERSITY GRANTS COMMISSION.
*FOCUSED ON IDENTIFYING VARIOUS MEANS OF REVENUE GENERATION.
*IT WAS RECOMMENDED THAT UNIVERSITIES SHOULD GENERATE 15% OF ITS ANNUAL
MAINTENANCE EXPENDITURE THROUGH INTERALLY GENERATED RESOURCES AND THIS
SHOULD GO UP TO AT LEAST 25% AT THE END OF TEN YEARS.
*STUDENTS SHOULD ALSO BEAR A REASONABLE PROPORTION OF COST OF HIGHER
EDUCATION
5. IT WAS SET UP BY THE ALL INDIA COUNCIL FOR TECHNICAL EDUCATION,
ALSO MADE IMPORTANT OBSERVATIONS ON THE MOBILIZATION OF
ADDITIONAL RESOURCES FOR TECHNICAL EDUCATION IN INDIA.
THE COMMISSION SUBMITTED ITS FIFTH AND FINAL REPORT TO THE
GOVERNMENT ON OCTOBER 4, 2006. THE REPORT AIMS TO MAKE
AGRICULTURE A SOURCE OF INCOME AND EMPLOYMENT, BESIDES
BRINGING ABOUT A COMPREHENSIVE AND SUSTAINABLE SHIFT IN
AGRICULTURAL PRACTICES.

WRITTEN BY RELIANCE INDUSTRIES LIMITED (RIL) CHIEF MUKESH AMBANI
(CONVENOR) AND ADITYA BIRLA GROUP HEAD KUMARMANGALAM BIRLA
(MEMBER).
THIS WAS PART OF THE SPECIAL SUBJECT GROUP ON POLICY FRAMEWORK
FOR PRIVATE INVESTMENT IN EDUCATION, HEALTH AND RURAL
DEVELOPMENT UNDER THE PRIME MINISTER'S COUNCIL ON TRADE AND
INDUSTRY. THE REPORT WAS GIVEN IN APRIL 2000.

• National standardized tests like GRE, GMAT and SAT and abolishment
of migration certificates for transfer of professional credits
Private Universities
• Legislate a private university bill to encourage establishment of new
private universities in the field of science, technology, management
and finance areas

• Periodical rating of educational institutions
Foreign Direct Investment
• Allow foreign investment in education. To begin
with limit this to science and technology areas
16. Marketing Indian Education Abroad
• Attracting overseas students. International schools to be built
Politicization
• Enable all political Parties come to an understanding that they will keep
away from universities and educational institutions. Political activities to be
banned in educational institutions
17. Upgrade RECs/ITIs
• Upgradation of curriculum, infrastructure and facilities in REC
and it is for developing skilled technical manpower
Alternative Education Opportunities
• Introduction of a variety of programmes to provide alternative
education opportunities for working and unprivileged children
18. Government Control
• Self dependence of institutions. Operational freedom and
flexibility to innovate
Financing
• Establishment of education development fund for primary
and literacy education. Exemption of donations from income
tax

20. INCREASED COST OF EDUCATION
Birla-Ambani committee recommended hike in
university fees, for universities to find 25 per cent
recurring expenditure from internal resources, setting
up of private and foreign universities. Private
education is much costlier than public education
21. COMMERCIALISATION OF HIGHER EDUCATION
"The crux of the recommendations is total commercialization and
corporatization of the education system," It is alleged that the government is
trying to hike fees of public education institutions and creating institutions for
the elite. The institutions will become like jio university with no students and
faculty but become institutes of eminence. Ambani Birla report sought to
convert the entire system of higher education in the country into a market
where profit making is only main consideration. Only those who will be able to
pay high fee amounts will be enrolled in higher education.
22. NO POLITICAL ACTIVITIES IN CAMPUSES-
In order to get skilled manpower Ambani Birla report
proposed the enactment of a legislation banning any
form of political activity on campuses of universities
23. MUSHROOMING OF HIGHER EDUCATION-
Higher education will be mushroomed and traditional subjects will suffer a setback
24. NOT GOOD FOR WEAKER SECTIONS-
It will be out of reach of economically weak
sections
25. OPPOSITE TO THE VIEW
OF UNESCO
UNESCO resolution states the development of higher
education should be one of the highest national
priorities
26. SELF –CENTEREDNESS
- For Birla Ambani, education is a very profitable market over
which they must have full control, and for their industrial
requirements. They want to create skilled workers for their own
growth. It shows their self-centeredness.
