Learning - 'The treasure within
a report
presented to UNESCO, Paris
by
an International Commission
on education
for
the twenty first century
under
the chairmanship of Jacques Delors of France.
The report of this commission was issued in 1996 by the name of "Learning: The Treasure
Within ". The members of this commission made up of fourteen members from different
countries like China, France, Japan, Poland, etc. including Dr. Karan Singh from Asian
Nation (India).
3. Jacques Delors is the chairman of the International Commission on Education for
the Twenty-first Century. This report to UNESCO is the result of a worldwide
process of consultation and analysis over a period of three years.
Education plays a vital role in personal and social development. It is one of the
principal means available to foster a deeper and more harmonious form of human
development and thereby to reduce
poverty,
exclusion, ignorance,
oppression and war.
The coming century, dominated by globalization, will bring with it enduring
tensions to overcome.
4. The International Commission on
Education for the Twenty-first Century
proposes in this report that, building on
the four pillars that are the foundations of
education - learning to be, learning to
know, learning to do and learning to live
together - all societies aim to move
towards a necessary Utopia in which none
of the talents hidden like buried treasure
in every person are left untapped.
5. Recommendations of the Delor’s Commission Report
•Commission emphasizes the need of educating young children and youth which is an
conveyance of affection.
•Commission emphasis the need of improvement, general availability and nourishing of
Basic Education-A requirement which is valid for all countries.
•Education is a progressive process of enhancing knowledge and skills and it is
exceptional mean of bringing about personal development and building relationships
among individuals ,groups and nations.
•The members of the commission believed that only through education we can hope for a
world that is a better place to live in; there will be mutual respect to the rights of men and
women ;there will be interchangeable understanding and the knowledge will be used to
promote human development.
6. •Education is stated to be "the principal means accessible to promote a deeper and more
harmonious form of human development and therefore to reduce poverty, banning, ignorance,
oppression and war.
•The commission defines education, "a social experience through which children learn about
themselves, develop social skills and obtain basic knowledge and skills".
•Delors repeats the concept of expanding international cooperation in the global village.
•Education for aware and active citizenship must begin at school.
•Democratic participation should be promoted through instructions and practices modified to
a media and information society.
•It's the role of education to give children and adults with the cultural background that will
allowed them to understand the changes taking place.
•The stress should be placed for primary education and its traditional basic programmes -
reading, writing , arithmetic-but also on the ability to express oneself in a language that
provided itself to dialogue and understanding.

heartbeat of society" while ' learning to know, '
learning to do, ' learning to live together' and
learning to be form four pillars of education;
interchangeable understanding, peaceful interchange and
coordination can be taken as the social aims of education.

9. Learning to know
In the view of Delor's commission, Society is changing due to the scientific progress and
social processes, so in such scenario, the following will be required in the 21st century :
1. Basic education should be spread out.
2. Particular education should follow basic education.
Commission recommends that learning to know can be gained by combining a enough broad
general knowledge with the opportunity to work in bottom on a small number of subjects.
In the opinion of the commission, the children should be trained in learning methods,
specially in focusing concentration, memorizing and thinking, and this task should be
started right from infancy. In the opinion of the commission, these are the techniques of
learning which can help learn lifelong.
10. This pillar goes beyond learning facts. This emphasizes on how a person learn. Mastering
one's ability to gain knowledge in a smart way. We must realize that learning is a "life-long
process, as individual our main goal is to realize our potentials and make use of these to be a
better member of the community.
Learning to know means developing our instruments to learn like:
• Concentration
• Memory
• Imagination
• Reasoning
• Problem solving and etc.
Teachers should help the students on how to process the information that is readily available
today like selecting to process the kind of information that we really need and also
developing in them the instruments they can use to master how their own selves learn.
Therefore, learning to know is not simply acquiring knowledge, it is a process of
continuously learning to develop your instruments to learn.
11. This pillar refers to the acquisition of knowledge and understanding. It is
the foundation upon which all other pillars are built. Without this, it
would be difficult for individuals to engage in critical thinking or
develop their own opinions on various issues.
This knowledge ranges from basic reading, writing, mathematics, science, and
memorization of the concepts.
Learning to know helps persons to:
* transfer of knowledge and information;
* Increase values and skills for respecting and searching for knowledge and wisdom.

•Obtain a taste for learning throughout life.
• Improve critical thinking.
•Obtain tools for understanding the world.
•Make a curious mind/learner.
•Understand sustainability ideas and issues.
•Acquiring and mastering new information and concepts.
12. We often use rote learning techniques such as repetition and drills to
help us commit new information to memory. Some educators
believe that this kind of surface-level learning is not deep or
meaningful enough; however, it can be argued that without first
acquiring this basic knowledge, it would be difficult to move on to
more sophisticated levels of understanding.
In today’s realities of globalization and interrelatedness, learning to
know is not sufficient by itself to prepare the next generations of
leaders and citizens of the world as the information is available and
accessible to anybody who would like to know more. Having the
skills to identify, analyze, synthesize, and create knowledge is
needed today more than the basic skill of learning to know.

To obtain not only occupational skills but also the proficiency to deal with many situations and to work in teams.
Learning to Do illustrates putting knowledge and learning into practice innovatively through

The condition for work experience and social service will have to be imperatively made along with formal education.
Peoples should be given opportunities to learn long lasting. For life long learning, the societies have to be changed into
"learning societies.
16. This pillar focuses on developing skills and abilities. It is important for individuals to be
able to put what they have learned into practice. This can only be done if they have
developed the necessary skillset. In general, learning is about increasing knowledge and
understanding. It may involve acquiring new skills, or expanding ones that are already
possessed. It can also involve developing a greater understanding of oneself and one’s
world.
Furthermore, it is acquiring knowledge and skills that will help students meet the demands
of their contemporary world. In the realm of cognitive learning, this would include things
such as problem-solving, critical thinking, and creativity.
Additionally, students need to learn how to communicate effectively both orally and in
writing so they can get their ideas across and build relationships with others.
Taking part in real-time activities in these fields will help to improve common sense,
decision-making power and leadership skill. And the most important thing is that they will
introduce far-sight and insight.
17. The learning to do pillar is more about competencies and behaviors
but also about technical skills and the abilities related to the
physical environment and how we interact with it. For young
children, it’s the ability to tie shoes, open a book, ride a bike, and
put a puzzle together. It is also about having digital intelligence and
learning to navigate the social media platforms and online world
safely or getting from one point to another using public
transportation, a bike, or a map.

20. Learning to Live Together
In the commission's opinion, the first thing for this is to educate the ability to understand one another.
Unless all the people are able to understand others, they will not like to live together. Our modern needs
have so broadened today that we are no more self-dependent even in our family, social and national
affairs, and leave alone international level.
Education should educate children to understand others.
Children should be educated to co-operate with one another for the achievement of goals right from the
beginning.
The commission has described that when people come nearer, some conflicts can arise among them.
Therefore, education will have to educate them in subsidizing conflicts, and they will have to be educated
in eradicating conflicts on the bases of human values.
21. This pillar promotes social cohesion and harmony within a society. It emphasizes the importance of
tolerance, respect, and understanding toward others. Only by working together can we hope to achieve
common goals. Learning to live together in the four pillars of education is about developing skills that
will help students grow and interact with each other positively and should be able to express their
thoughts and feelings calmly and constructively.
Students should learn how to communicate effectively with others so that they can resolve issues
peacefully. They must also be able to collaborate effectively in order to share resources and ideas
productively.
They have to develop a tolerance for different cultures and beliefs in order to have constructive
dialogue- tolerance is necessary so that all people can interact productively regardless of different
backgrounds or beliefs
Finally, students need to be responsible for their actions both inside and outside of the classroom
setting in order to build positive relationships.
22. This pillar focuses on developing values for the learners to be a better member of the community. We are
social animals, right after we were born, we already had a community that we belong which is our family.
As a responsible member, it’s our main concern to maintain the peace in the society and contribute for a
better community.
Understanding ourselves first before understanding others is a crucial process to take into consideration to
fully realized this pillar. Accepting that there are diversities and knowing how these diversities can work
together should be emphasized.
Values to be developed amongst students:

• Selfless attitude
• Developing values
• Accepting human diversity
• Instill an awareness of the similarities and interdependence of all people

25. Learning to Be
The fourth pillar, learning to be, goes beyond all three and includes the spiritual learning where one needs to
feel safe to explore their state of mind in relation to self and others. This pillar focuses on the total development
of a human person. Achieving one’s highest potential by developing in all aspects like moral, social, spiritual,
physical and intellectual.
Learning to be, the over all development of the whole person to fulfill his/ her highest capacity and be able to
think ,decide and act independently - the source of creativity ,Innovation and entrepreneurship.
The motive of development is the complete fulfillment of man in all the richness of his personality. The aptitude
and undiscovered talents of children and peoples can be brought out. Children's personality, nature and character
can be fully developed. Physical abilities and mental abilities (memory, reasoning, and imagination) can be
improved in children. Social skills and aesthetic sense and communication skills of children can be cultured
together with leadership ability. In the view of the commission, only such people will be able to protect
themselves in the 21st century.
26. Learning to be: Learning to Be
This final pillar encourages individuals to reflect on their own values, beliefs, and
identity.
In the 21st century, education is no longer about memorizing facts or regurgitating
information. Instead, it’s about learning how to think critically, solve problems and
become a lifelong learner. This shift in thinking has led to the Four Pillars of Education:
creativity, critical thinking, communication and collaboration.
Creativity is all about thinking outside the box and coming up with new ideas.
Critical thinking is an essential skill that all students must learn in order to be successful.
They need to be able to analyze information and make thoughtful decisions.
Communication is another key pillar of education. In order for students to collaborate
effectively, they need to be able to communicate clearly and concisely.
Collaboration is crucial in today’s society. With the advent of technology, it’s easier than
ever for people to work together on projects from around the globe.
