OPERATION OF THE MOTOR VEHICLE: On February 14, 2016 at 2250 hours, I responded to
the intersection of Crescent Boulevard and Wilson Avenue for a report of hit and run motor vehicle
crash. Prior to my arrival, I was notified by Central Communications that a witness followed the
fleeing vehicle north on Route 130. The witness was able to flag down Officer Cordero #562 of the
Camden County Metro Police in the parking lot of the Save–a–Lot, located at 2780 Mt. Ephraim
Avenue, in Camden City. At this time, the driver was being detained for my arrival, while Sergeant
Blanchard responded to the accident scene to check for injuries.
Upon my arrival, I spoke with the witness, Mr. Sergio Cumba. He related that he was traveling north
on Crescent Boulevard behind the white Dodge Ram as they approached the intersection of Wilson
Avenue with a red traffic signal. Mr. Cumba then related that suddenly, the driver of the Dodge did
not brake for the red traffic signal. Instead, the driver squeezed between two vehicles, which were
stopped in the right and left lanes of north Crescent Boulevard. Upon doing so, Mr. Cumba related
that driver of the Dodge collided with both vehicle, disregarded to red traffic sign and fled north on
Crescent Boulevard at a high rate of speed. Mr. Cumba related that he was able to follow the fleeing
vehicle until it pulled into the Save–a–Lot parking lot and Officer Cordero was flagged down.

Motor Vehicle Theft Report
On Friday 12/09/16 at 0443 hours I was dispatched to a recent theft of a motor vehicle from Neely
Station Apartments located at 1463 8th ST NE in the City of
Auburn, King Co, WA. Dispatch advised the reporting person, Lamont Hughes, stated two white
males had stolen his girlfriend's 1997 black Honda CRV and left the complex in an unknown
direction.
I contacted Hughes' at his apartment, #C–8. Hughes stated at about 0435 hours, he looked out of his
2nd story window to the parking lot of the complex, which is to the west of his apartment, to see if
there was snow on the ground. Hughes stated when he looked out his window, he observed his
girlfriend's, Denise
Blahak's, Honda CRV driving southbound in the parking lot.

Hughes pointed to a parking stall in front of the C building, directly in front of his apartment, and
stated it was where the CRV was parked. I observed the ground in the parking stall was dry, which
indicated a vehicle had just moved from the location since it had been snowing throughout the night.
Hughes called Blahak for me, who was at work at the time of the theft. Blahak told me nobody other
than Hughes had permission to take the vehicle. Blahak stated she gave Police permission to search
the vehicle for evidence when the vehicle was located. I asked Blahak if Hughes could sign the
motor vehicle form for her, and she stated "yes".
Neither Blahak or Hughes knew the license plate of the vehicle. Auburn Records department located
a record of the vehicle by searching all the vehicles registered to Blahak and told me the license
plate was WA/AHP1651.
I checked the vehicle through WACIC/NCIC/DOL and it did not show as being repossessed or
impounded.
I completed an Auburn Police Department motor vehicle form, which Hughes signed.

Technology has always found a way to push humanity forward. The next big leap is Artificial
Intelligence, and robots taking over certain tasks from humans. More specifically, autonomous
motor vehicles taking over for human drivers. Are self–driving cars the future, or a pipe dream?
There are some concerns with the idea of self–driving cars, such as the loss of work for professional
drivers or the complete loss of control within one's own vehicle. However, the benefits we see in
turning away from human controlled automobiles far outweigh the negatives. Loss of life,
increasing medical and insurance costs, and long travel times can be decreased drastically by
removing human error from driving motor vehicles.
With more than 30,000 deaths in the United States annually coming from motor vehicle accidents,
we should be doing more to prevent car crashes. Motor vehicle accidents amount to billions of
dollars per year in medical costs, insurance premiums, loss of work and property damage. There are
also mental and emotional issues faced by the victims, such as loss of loved ones and moderate to
severe injuries. Of all vehicular accidents, we find that the majority are the result of human error.

year 2000 the National Highway Traffic Safety Administration (NHTSA) estimated that around
41,000 people were killed in traffic accidents within the United States. This mortality rate has since
dropped 25% from 2000 to 2009 (Rockett et al., 2012). There are many reasons for motor vehicle
injuries, ranging from lack of seat belt use, elderly drivers, alcohol and young children being
improperly secured. All of these things factor into motor injuries differently and must be addressed

programs. Programs such as Remove Intoxicated Drivers (RID) in 1978 and Mothers Against Drunk
Driving (MADD) in 1980. These programs were created by people personally affected by a accident
caused by drunk driving. Their focus is to prevent the loss of loved ones for other families. These
programs educate the public on the risks of DUI and promote safer driving and smarter choices.
MADD has even received support from alcohol companies because of their focus on the offender,

all fatalities. This number dropped to only 38% by 1999.
In 2005 vehicle crashes were a leading cause of injury and death for children over the age of one.

children must be used until they have reached the recommend height. Child restraint systems for
children help to reduce serious injury by up to 70% in an accident. (Anderson & Rice, 2009) Simply
restraining the child with a seatbelt though is not enough. For children under the age of 5, child

conducts license and vehicle registration for the state's four million drivers (Dresang, 2012). The
organization's mission is to provide excellent customer service through administering motor vehicle
services and promoting road safety. Currently, the DMV is confronted with customer service
challenges because of congested offices, increased wait times, and inefficient facility workflow,

service centers, within two years, to enable one–stop processing for drivers to register online and
receive assistance from staff. This implementation report develops a detailed plan to execute this
strategy–implementing kiosks at DMV service centers–to improve the performance of the
organization. In developing the plan, this report considers the necessary resources, stakeholder
support, and risks associated with the implementation of kiosks. Additionally, this report develops a
project management plan to finalize the entire implementation process, including the time and
execution of critical tasks. As a result, the DMV improves its performance, streamlines the in–
