Ukraine Crisis Response Plan 2019
The conflict in eastern Ukraine has affected an estimated 5.2 million people,
among whom 3.5 million require humanitarian assistance and protection.
Most people in need live in the conflict-affected Luhansk and Donetsk
regions. Food insecurity remains the same as in the year 2018, with 1.1
million people at risk. These impacts are further heightened by Ukraine’s
extremely harsh winters, severe restrictions on humanitarian access and
limited livelihood opportunities.
In this response plan they analyze and count the people who needed help and support in this
crisis.
