Patton Describe one evidence-based strategy for leading emergency preparedness. The global COVID-19 pandemic presented specific challenges to several areas worldwide, including hot spots like New York City, which suffered over 22 000 deaths. As a result, new innovative strategies were created to include resource allocation of emergency workers. Specialty providers from other practice settings such as Neurosurgery, Radiology, Bariatric surgery, and General surgery were deployed to work at alternative sites, including mobile field hospitals. It is important to note that the deployed staff received the appropriate onboarding/training. Their practices received ongoing support and services, including telemedicine, to stay connected with their patients during their absence (Amos, et al., 2020). During a disaster, it is critical to the mission to determine the right resources are being used to ensure safety and mitigate further sentinel events. Identify one evidence-based strategy for shaping healthcare system outcomes in a disaster. Hanefeld et al. (2018) wrote people respond in different ways to disasters, and the sudden shock and response can determine the outcomes. One of the best strategies for shaping healthcare system outcomes in a disaster is to build a level of resistance from what individuals have learned from a previous crisis. It is integral to understand the overall capacity and abilities a system has in place to respond. For instance, the financial, political, information, and planning systems can independently influence if the response to the disaster is a success or not (Hanefeld, 2018). Building resistance can be achieved when each healthcare system strives to use each crisis as an opportunity to improve their responses in preparation for future disasters. Examine the disaster risks for your local community. Identify two priority concerns. Describe the significance of these issues of concern. The two disaster risks identified for the state of Alaska are earthquakes plus extreme cold and blizzards. According to the University of Alaska (2021), Alaska experiences over 20,000 earthquakes annually, more than any other state. It is estimated that an earthquake with a magnitude of 7 to 8 occurs yearly and 8+ on average every 13 years. The significant damage that can happen is costly due to poor infrastructure in some areas-especially remote villages. When there is an earthquake, tsunamis can be a concern depending on the time of the year and if people live near the coastline, which many do for sustenance purposes. Another disaster risk for Alaska is the long and harsh winters that create hazardous conditions such as white-out road conditions and avalanches. Unprepared people can be stuck for hours to days before help arrives and suffer frostbite, loss of limb, and possibly loss of life. In all, 546 people were killed, more than 175,500 people sought refuge in shelters, and about 1.4 million people required immediate humanitarian assistance.(n.d.)." Outside of the devastating destruction of the hurricane, the aftermath exacerbated the spread of cholera. Polluted water, sewage over flow, and the population relocated to living in close proximity contributed to the rapid spread of cholera. If left untreated cholera can be deadly. Proper sewage disposal and clean water is the best method to prevent the spread of this disease.
Roughly, 14,000 cases of cholera were reported after hurricane Matthew. The International Medical Corps provided aid in the treatment of cholera. "We also supported Haiti’s Ministry of Public Health and Population’s (MSPP) oral cholera vaccination campaign, through which approximately 729,000 people were vaccinated. We provided operational support for the campaign, including payment and logistics for vaccinators, monitoring and evaluation capacity. In addition, we are operating seven mobile medical units focused on reaching remote and isolated communities, traveling by foot, canoe, and any means necessary to deliver health care and vital relief supplies.In addition to our Emergency Response Team’s Hurricane Matthew activities, our Haiti Country Team continues to implement ongoing health, nutrition, and WASH programs in Nord, Nord-este, Artibonite, and Ouest departments.(IMC, 2017)."
Other organization such as the Red Cross, the World Health Organization, the U.S. Military, the PanAmerican Health Organization, and the Center for Disease Control, sent medical supplies, clear water, and monetary funds to contributed to rebuilding the country. The United European Nations sent similar resources. All of the above organizations responses were appropriate. Sending medical supplies and medical professionals to aid in protecting the population of Haiti was effective in slowing the infection rates. The loss of hospitals were offset by the monetary and military support deployed. Four years later Haiti is still rebuilding from this devastating disaster.

On a large scale the preparation and planning for a disaster, before it happened would be a primary prevention in disaster management. In the video about the catastrophic earthquake in Haiti in 2010, the primary prevention was mentioned while the narrator described the use of hand sanitizer and gloves to ensure their own safety on the scene of a disaster (Falkner, 2018). Also, we can assume that the medical staff have received immunization shots against infectious diseases which are prevalent in the Haiti prior to leaving the U.S.
The secondary prevention, during a disaster, would have measures aimed to maintaining and saving lives, and supporting victims and their health (Falkner, 2018). For example, an appropriate wound care to prevent development of a local infection. And, if the wound infection is already happening, the antibiotic treatment would be an example of the tertiary prevention of systemic infection or sepsis, as a complication. For disasters in general, the tertiary prevention would take place after an event has ceased and the interventions focus on recovery and may take months or years (Falkner, 2018). Also, in this phase the learned lessons should be reviewed and collected, in order to be considered for preparation for possible future disasters (back to primary prevention). The agencies, which would be involved in planning, creating policies and making changes to the existing policies would be Federal Emergency Management Agency, it offers the National Disaster Recovery Framework which is a
guide that enables effective recovery support to disaster-impacted States, Tribes, Territorial and local jurisdictions. It provides a flexible structure that enables disaster recovery managers to operate in a unified and collaborative manner. It also focuses on how best to restore, redevelop and revitalize the health, social, economic, natural and environmental fabric of the community and build a more resilient Nation (FEMA, n.d.). Children, pregnant women, elderly people, malnourished people, and people who are ill or immune compromised, are particularly vulnerable when a disaster strikes, and take a relatively high share of the disease burden associated with emergencies. Poverty – and its common consequences such as malnutrition, homelessness, poor housing and destitution – is a major contributor to vulnerability.

Some societies are more disaster prone than others due to their geographic location and the benefits provided by it. Man has co-existed in this sort of high risk/high return relationship with mother nature throughout history. Poorer societies tend to pay a higher price both in lives taken and damage – left with many secondary and equally devastating disasters that are sure to come. We know that for every $1 USD put into preventative measures, we save ~$7 that would have gone into post-disaster recovery and rebuilding efforts. There are many international agencies working to support a variety of needs in these grief stricken areas to help them build capacity and to help these societies better prepare for and respond to the disasters they will face. These efforts are guided by the Millennium Project Goals outlined in 2000. A lot has changed since then with respect to technology, mobile devices and humanitarianism. The objective of this paper is exploit how current efforts are creating capacity on the individual, organizational and 'enabling environment' levels. Abstract This paper highlights challenges and open questions pertaining to physical and social
infrastructure system interdependencies and their implications for disaster response, recovery, and
resilience planning efforts. We describe the importance of understanding interdependencies in disaster
contexts and highlight limitations to existing approaches. Suggestions for understanding and addressing
interdependencies focus on increasing availability of tools for assessing interdependencies and increasing
stakeholder and decisionmaker uptake of infrastructure interdependency‐related information in planning
efforts.
Plain Language Summary Interdependent physical and social systems offer enormous benefits
for daily life because they produce and distribute essential goods and services that are necessary for health,
safety, and economic well‐being. For instance, the power grid is required for effective functioning of
information systems and cell phones, which underpin effective functioning of hospitals, water and sewer
systems, traffic lights, and home appliances. In return, communications and information technology is
required for effective functioning of the power grid, especially to meet the concurrent demands for reliable
energy supply, protection, and automation. In this paper, we describe how failure in interdependent
systems can be catastrophic and lead to death and prolonged human suffering. We examine difficulties in
linking failures in interdependent systems to measurable social impacts including: limited availability of
data and models, disciplinary silos that might stand in the way of different stakeholders, practitioners, and
experts working together on this inherently cross‐disciplinary problem, and diversity in infrastructure
systems, disruptive events, and communities. We suggest that awareness of the vulnerabilities in
interdependent infrastructure systems needs to be coupled with coordinated action and collaboration among
government agencies, communities, and industries.
1. Introduction
Some of the worst disasters in recent memory are the outcomes of low‐probability, high‐consequence events
that have brought with them failures of interdependent infrastructure systems (Alexander, 2018). By “infra-
structure,” we mean not just physical assets (e.g., the power grid, water and wastewater systems, and telecom-
munications networks) but also social systems that play a key role in human health, safety, and well‐being
(e.g., government functions, educational programs, parks, and recreation systems). Interdependent infra-
structure systems are susceptible to a wide array of shocks (typically abrupt) and stressors (typically slow,

We know that for every $1 USD put into preventative measures, we save ~$7 that would have gone into post-disaster recovery and rebuilding efforts. There are many international agencies working to support a variety of needs in these grief stricken areas to help them build capacity and to help these societies better prepare for and respond to the disasters they will face. These efforts are guided by the Millennium Project Goals outlined in 2000. A lot has changed since then with respect to technology, mobile devices and humanitarianism. Abstract This paper highlights challenges and open questions pertaining to physical and social
infrastructure system interdependencies and their implications for disaster response, recovery, and
resilience planning efforts. We describe the importance of understanding interdependencies in disaster
contexts and highlight limitations to existing approaches. Suggestions for understanding and addressing
interdependencies focus on increasing availability of tools for assessing interdependencies and increasing
stakeholder and decisionmaker uptake of infrastructure interdependency‐related information in planning
efforts.
Plain Language Summary Interdependent physical and social systems offer enormous benefits
for daily life because they produce and distribute essential goods and services that are necessary for health,
safety, and economic well‐being. For instance, the power grid is required for effective functioning of
information systems and cell phones, which underpin effective functioning of hospitals, water and sewer
systems, traffic lights, and home appliances. In return, communications and information technology is
required for effective functioning of the power grid, especially to meet the concurrent demands for reliable
energy supply, protection, and automation. In this paper, we describe how failure in interdependent
systems can be catastrophic and lead to death and prolonged human suffering. We examine difficulties in
linking failures in interdependent systems to measurable social impacts including: limited availability of
data and models, disciplinary silos that might stand in the way of different stakeholders, practitioners, and
experts working together on this inherently cross‐disciplinary problem, and diversity in infrastructure
systems, disruptive events, and communities. We suggest that awareness of the vulnerabilities in
interdependent infrastructure systems needs to be coupled with coordinated action and collaboration among
government agencies, communities, and industries.

Some of the worst disasters in recent memory are the outcomes of low‐probability, high‐consequence events
that have brought with them failures of interdependent infrastructure systems (Alexander, 2018). By “infra-
structure,” we mean not just physical assets (e.g., the power grid, water and wastewater systems, and telecom-
munications networks) but also social systems that play a key role in human health, safety, and well‐being
(e.g., government functions, educational programs, parks, and recreation systems). Interdependent infra-

Option 1: Are there rational grounds for belief in God despite the existence of evil? Critically
evaluate Nagel's argument for atheism against Swinburne's theodicy. Does Swinburne provide a sufficient response to the problem of evil in your view? Why or why not? Defend your answer.
Option 2: Are human beings free and responsible agents? Weigh the argument for hard
determinism (discussed by Ayer) against either Ayer or Frankfurt's soft determinist response and the libertarian argument posed by Taylor. Who has the best argument, in your view, and why? Defend your answer.
Option 3: Mill alleges that morally correct actions are those that result in the greatest happiness for all affected? Is this true? Consider the objections to utilitarianism raised by the problem cases in Williams's "Critique of Utilitarianism" and/or the so-called Trolley Problem. Are these real problems for the theory or does the Utilitarian get the answer right even in these difficult cases? Defend your answer.

Embracing GenAI - A Strategic Imperative
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The global COVID-19 pandemic presented specific challenges to several areas worldwide, including hot spots like New York City, which suffered over 22 000 deaths. As a result, new innovative strategies were created to include resource allocation of emergency workers. Specialty providers from other practice settings such as Neurosurgery, Radiology, Bariatric surgery, and General surgery were deployed to work at alternative sites, including mobile field hospitals. It is important to note that the deployed staff received the appropriate onboarding/training. Their practices received ongoing support and services, including telemedicine, to stay connected with their patients during their absence (Amos, et al., 2020). During a disaster, it is critical to the mission to determine the right resources are being used to ensure safety and mitigate further sentinel events. Identify one evidence-based strategy for shaping healthcare system outcomes in a disaster. Hanefeld et al. (2018) wrote people respond in different ways to disasters, and the sudden shock and response can determine the outcomes. One of the best strategies for shaping healthcare system outcomes in a disaster is to build a level of resistance from what individuals have learned from a previous crisis. It is integral to understand the overall capacity and abilities a system has in place to respond. For instance, the financial, political, information, and planning systems can independently influence if the response to the disaster is a success or not (Hanefeld, 2018). Building resistance can be achieved when each healthcare system strives to use each crisis as an opportunity to improve their responses in preparation for future disasters.
- 2. Examine the disaster risks for your local community. Identify two priority concerns. Describe the significance of these issues of concern. The two disaster risks identified for the state of Alaska are earthquakes plus extreme cold and blizzards. According to the University of Alaska (2021), Alaska experiences over 20,000 earthquakes annually, more than any other state. It is estimated that an earthquake with a magnitude of 7 to 8 occurs yearly and 8+ on average every 13 years. The significant damage that can happen is costly due to poor infrastructure in some areas- especially remote villages. When there is an earthquake, tsunamis can be a concern depending on the time of the year and if people live near the coastline, which many do for sustenance purposes. Another disaster risk for Alaska is the long and harsh winters that create hazardous conditions such as white-out road conditions and avalanches. Unprepared people can be stuck for hours to days before help arrives and suffer frostbite, loss of limb, and possibly loss of life. Identify one professional organization active in emergency preparedness or disaster response. Describe the services provided. The American Red Cross (ARC) is a well-known non-profit organization that utilizes its volunteers to respond and provide relief to communities affected by local, state, and international disasters. In addition, the ARC offers Basic Life Support (BLS), First Aid, and many other training opportunities and certifications. The ARC also provides invaluable support for military families in need and assists with notifying service members of family emergencies when deployed overseas or in remote locations. Plus, therapy and other essential services to active duty, veterans, and military families (ARC, 2021).
