This document summarizes a faculty induction programme presentation on assessing the impact of support schemes on the socio-economic development of scheduled tribes in Anantnag district, Jammu and Kashmir. Development of Scheduled Tribes :A Case Study of Anantnag District of
J&K State
• The term Tribe is derived from Latin word
‘Tribes’ meaning the poor or the masses. In
English language the word denotes a community
of persons claiming descent from a common
ancestor.
• According to oxford dictionary, a tribe is a group
of people in a primitive stage of development
acknowledging the authority of a chief and they
regard themselves as having common ancestors.
• Since times immemorial tribal societies constitute
an important part of Indian society.
4. Impact Assessment of Support schemes on the socio-economic
Development of Scheduled Tribes :A Case Study of Anantnag District of
J&K State
• India is second largest country after South Africa,
having a very large population of scheduled tribes.
There are 705 scheduled tribes as per notified
Schedule under Article 342 of the Constitution of
India in different States and Union Territories of our
country.
• According to estimates out of total tribal population,
52.6% are below the poverty line.

attire of the tribal groups besides the one
depicting them cooking their food on chullas in
open field.
7. • The erstwhile constitution of Jammu and Kashmir
provided under article 370 of the constitution and
subsequently abrogated on 5th August 2019 by the
Central govt. has notified twelve communities as
the scheduled tribes. Eight communities--- Balti,
Beda, Bot, Brookpa, Changpa, Garra, Mon and
Purigpa, among them were given this status in
1989; And Bakarwals, Gujjars, Gaddis and Sippis
were notified as the scheduled tribes vide the
constitution (scheduled tribes) order
(Amendment) Act, 1991.
8. • Most of these tribes are found in Ladakh
region of the state. However, the Gujjar and
Bakarwal tribes are mostly concentrated in the
districts of Poonch, Rajouri, Kathua and Reasi
of the Jammu province and in Kashmir valley
they are mostly found in Anantnag, Baramulla,
Pulwama, Kulgam and Kupwara districts.
9. • Scheduled tribes have a share of 11.9 percent in the
Population of Jammu & Kashmir as per the census of
2011 which is 0.14% population of the country.
• Among the tribal groups, Gujars and Bakerwals
together constitute 79.7% of the whole tribal
population.
• it is the only state in Northwest India to have
considerable share of the scheduled tribes in the
population.
• In 2011 nearly 15 lakh STs have been counted in the
states in its total population of 1.25 crores.
10. JK-SC, STs and BC Corporation
• The Jammu & Kashmir Scheduled Castes, Scheduled
Tribes & Backward Classes development corporation
Limited; was established in the year 1986, a wholly
owned corporation of the Jammu & Kashmir
Government (under the Ministry of Social Welfare
J&K state ) registered under companies Act 1956
within the meaning of section 3(i) (iii) of the said
Company Act as a non profit making entity.
11. Organisational Objectives:-
• The prime objective of the Corporation is to work for socio-
economic and educational upliftment of its target group
people and to provide better self employment avenues so
that they can become economically independent and self
reliant members of the society.
• In fact the J&K SCs, STs & BCs Development Corporation
is working as a catalyst to create adequate income
generating activities for under privileged target group
people of the state viz. Scheduled Castes, Scheduled Tribes,
Backward Classes, Notified National Minorities, Safai
karamcharis/ Scavengers & Handicapped (Male).
12. For the development of scheduled Tribes in J&K the erstwile state
Government/UT have launched various programmes for the
development of scheduled tribes.
1. Tribal Sub-Plan
2. Integrated Tribal Development Area Programme (ITDAP)
3. Grants under Article 275(1) of the Constitution
4. Schemes for the Financial Assistance to Scheduled Tribes
5. Construction of Hostels for ST Boys/ Girls Students
6. Post-Matric Scholarship to SC/ST Students
7. Pre-matric scholarship to ST students
8. Pre-matric scholarship scheme for Gujjar-Bakerwal from 1st to 8th
classes.

14. • As I am posted in the peripheral area of District
Anantnag which is almost far away form the main
town exactly at 25 kilometers , lot of villages
come under the category of tribal belt.
• Villages like Choonthall, Gowran, Kachwan,
Chakilpora, Gujar Basti, Rakhi-Brah, Mahedifal,
Hapatkhod, Panchalthan, Ati-nag, Pathribal,
Gosanwader, Brariangan, Sunglan, Bedihad,
Andoo, Poshnari, Methmoo, Brisnoo-Paison, etc.
15. I as a Co-ordinator of Central Schemes/scholarships
in the college, I have enough data at my disposal.
District Anantnag has dispatched 60 ST scholarships
to the tribal board located in Suliaman complex on
the foothills of famous Shankar Acharya Temple
Srinagar.
In 2019-20 I have myself dispatched 40 ST
scholarships applications and 15 students have also
received the same in account as other applications
have been rejected by the said directorate on the
grounds of lack of eligibility.
