2. Introduction
• The institute was given certain responsibilities
to play vital role in combating disaster.
• The responsibilities of the present national
institute of disaster management were
attributed to it in a series based on the
changing necessities.
3. • The United Nations General Assembly designated the
1990s as the International Decade for Natural
Disaster Reduction (IDNDR).
• Its basic objective was to decrease the loss of life,
property destruction and social and economic
disruption caused by natural disasters, such
as earthquakes, tsunamis, floods, landslides, volcanic
eruptions, droughts, locust infestations, and other
disasters of natural origin.
4. • An International Decade for Natural Disaster
Reduction, beginning on 1 January 1990, was
launched by the United Nations, following the
adoption of Resolution 44/236 (22 December 1989).
• The decade was intended to reduce, through
concerted international action, especially in
developing countries, loss of life, property damage
and social and economic disruption caused by
natural disasters.
5. • To support the activities of the decade, a
Secretariat was established at the United
Nations Office in Geneva, in close association
with UNDRO.
• As part of the International Decade for
Natural Disaster Reduction activities, the
IDNDR's secretariat initiated the RADIUS (Risk
Assessment Tools for Diagnosis of Urban Areas
Against Seismic Disaster) Project, seeking
means of mitigating the worst consequences
of earthquakes.
8. Lesson form Recent Diesaster
• Lack of diesaster preparedness at all levels.
• Lack of mitigation planning.
• Lack of communication networking and
dissemination of information among states.
• Delayed response due to mismanagement of
relief, resources, manpower and dut delegation.
• Lack of interface and Coordination with State,
District Administration & Community.

9. Initiatives after IDNDR
• The Reports of the High Poewed Committee
(HPC) and National Committee on Disaster
Management ( Chairman is PM ) identified
wide ranging isses and concerns and over last
couple of years GOI adopted new approach :-
Shift in focus from reactive response
oriented action to proactive prevention,
preparedness and mitigation oriented action.
Investments in Mitigation more cost effective
than expanditure on relief and rehabilitation.
10. There are many fields of activity in which
cooperation between IDNDR and the insurance
industry would seem worthwhile. These include,
for example:
1. The listing and mapping of danger zones;
2. The assessment of loss potential for disaster
scenarios;
3. Recommendations for regulations or
restrictions on land use;
4. Recommendations for standard building
regulations,
11. 5. The promotion and use of prediction and
warning services;
6. The listing of competent institutions and
experts;
7. Information and motivation of the public;
8. Proposals for standardized recording and
analysis of losses.
12. • The goals .of IDNDR are thus of service to the
insurance industry in a variety of ways, and
the industry should therefore interest itself in
this programme and take an active part in it.
• Inasmuch as this, more than any other
industry, has since its inception collected its
experiences - including many painful ones - in
this area, it will be able to support IDNDR with
a wide range of local, national and worldwide
knowhow.
