3. What ?
• National Disaster Management Authority
(NDMA) is an agency of the Ministry of Home
Affairs
• whose primary purpose is to
– Coordinate response to natural or man-made
disasters and
– For capacity-building in disaster resiliency and crisis
response.
• NDMA was established through the Disaster
Management Act enacted by the Government of
India in December 2005.
4. When ?
• The GOI, in recognition of the importance of Disaster
Management as a national priority, set up a High-
Powered Committee (HPC) in August 1999 and a
National Committee after the Gujarat earthquake.
• The Tenth Five-Year Plan document also had, for the
first time, a detailed chapter on Disaster Management.
• The Twelfth Finance Commission was also mandated to
review the financial arrangements for Disaster
Management.
• On 23 December 2005, the Government of India
enacted the Disaster Management Act.

9. State Disaster Management Authority
• All State Governments are mandated under Section 14 of
the act to establish a State Disaster Management Authority
(SDMA).
• The SDMA consists of the Chief Minister of the State, who is
the Chairperson, and no more than eight members
appointed by the Chief Minister.
• State Executive Committee is responsible (Section 22) for
drawing up the state disaster management plan, and
implementing the National Plan.
• The SDMA is mandated under section 28 to ensure that all
the departments of the State prepare disaster management
plans as prescribed by the National and State Authorities.
10. District Disaster Management
Authority
• The Chairperson of District Disaster
Management Authority (DDMA) will be the
Collector or District Magistrate or Deputy
Commissioner of the district.
• The elected representative of the area is
member of the DDMA as an ex officio co-
Chairperson, (Section 25).
11. NDRF
• National Disaster Response Force (NDRF) is a
force of 12 battalions, organised on para-
military lines, and manned by persons on
deputation from the para-military forces of India
– Three Border Security Force,
– Three Central Reserve Police Force,
– Two Central Industrial Security Force,
– Two Indo-Tibetan Border Police and two Sashastra
Seema Bal.
12. • The total strength of each battalion is
approximately 1,149.Each battalion is capable
of providing 18 self-contained specialist search
and rescue teams of 45 personnel each
including engineers, technicians, electricians,
dog squads and medical/paramedics.
• NDRF in addition to being able to respond to
natural disasters, has four battalions capable
of responding to radiological, nuclear,
biological and chemical disasters.
13. • NDRF has saved 1,33,192 human lives and
retrieved 276 dead bodies of disaster victims
in 73 response operations in the country.
14. • Awareness and preparedness campaigns are key
components of proactive approach on disaster
management.
• In case of any disaster, the local population is the
actual first responder. Thus, one of the most important
tasks of NDRF is to continuously engage themselves in
the community capacity building and public awareness
programmes, which includes training of people (the
first-responders) and concerned government officials
at different levels in the areas with high vulnerability.
• Along with NDRF is also actively engaged in area
familiarisation exercises. Such exercises provide first-
hand knowledge about the topography, access route to
various disaster-prone areas, and the availability of
local infrastructure/logistics which can be used in
disaster response operations.
15. NIDM
• In the backdrop of the International decade for
Natural Disaster Reduction (IDNDR), a National
Centre for Disaster Management was established
in 1995 in the Indian Institute of Public
Administration (IIPA) by the Ministry of
Agriculture and Cooperation, the nodal ministry
for disaster management in the country.
• The Centre was upgraded as the NIDM on 16th
October 2003.

16. • To be a premier Institute of Excellence for
training and research on disaster risk
mitigation and management in India and to be
recognized as one of the leading Institutions
at the International level in the field.
• To strive relentlessly towards making a
disaster free India by developing and
promoting a culture of prevention and
preparedness at all levels.
21. • "Fire" is a State subject and has been included as
municipal function in the XIIth Schedule of Indian
Constitution in terms of the Article 243-W.
• Directorate General Civil Defence, Ministry of
Home Affairs is the nodal office responsible for
providing Advisories to State Governments on
Fire Prevention, Fire Protection, Fire Legislation
and Training matters.
• The Fire Services in many States are still the
concern of the resource starved local bodies.
22. • As against 70,868 fire stations as per Standing
Fire Advisory Council norms, there are only 1705
Fire Stations with 6026 Fire Tenders/Vehicles
manned by total 49,769 fire professionals.
• Besides, there are 284 Fire Stations operating in
industrial sectors with a fleet of 1064 appliances
and vehicles of various specifications manned by
13,843 fire personnel.
• There is a shortage of 97.59% fire stations,
96.28% fireman and 80.04 % Fire Tenders and
Rescue vehicles.
23. National Fire service college
• The idea was conceived in the Expert Committee
Meeting held in 1950 and ........
• The National Fire service college was established
in 1956 at Rampur, U.P., and was later shifted to
the present location viz., Nagpur, considering the
Geographical and climatic advantage the city has.
• The college awards Certificate , Diploma,
Advanced Diploma on successful completion of
the course ----- In 1978, started B.E. ( Fire ) course
of three and half years (4) duration under the
affiliation to Nagpur University.
