Dear Esteemed members,
It is exactly a year when our newly elected team took over at Gujarat State
Center on 31st
October during 55th
Annual session. Having a quick
flashback of what could be done in the past year will not be out of place.
During the year we had 4 One-Day Seminars, 5 Two-Day All India
seminars, One National Convention, One annual Session, 19 technical
lectures, 5 other lectures, one film show, 7 days as prescribed by IEI, one
Women Engineers’ program and 3 students related programs. IEI
President was felicitated. Eight Students Chapters, one state-level
Technicians chapter could be opened and Guidance classes for AMIE
students could be started. We have also constituted Alumni for AMIE pass
outs. We could start communicating with you through monthly
newsletter GSC News, weekly digital magazine IEIGSC Weekly, emails, our
own functional website ieigsc.org, social media like facebook, twitter,
google plus, youtube and slideshare viewership of which is growing day
in and day out. In order to reach out to the members situated outside
Ahmedabad, webcasting of lectures has been started. Increased
membership has brought us more representation in national level Council
of IEI. Last March so membership growing to such a level that we got the
Council seat from Surat. Collaboration with Local Centers of IEI has
increased. We have done many programs in collaboration with various
engineering institutions like GICEA, ASCE, ICI, CSI, IETE, IEEE etc extending
the benefit of knowledge sharing amongst engineering fraternity.
Looking to the increased number of women engineers, a separate
Women Engineers’ Group had been activated.
So far so good. What next?
IEI Alumni is meeting for the first time on 19th
December when the AMIEs
would brainstorm to decide their future programs. Mentoring AMIE
aspirants would be one of their main agenda. Their Meet shall coincide
with commencement of Guidance classes for AMIE summer exams. We
urge all AMIEs to please join the Alumni, provide details of their
successful career to encourage AMIE aspirants and to mentor them
voluntarily. We take this opportunity to thank those very few who have
volunteered to teach & guide AMIE students regularly.

We shall also be conducting workshops
for students appearing for GATES,
appearing for job interviews and also
those who have cleared 12th
standard
and are not clear as to which engineering
branch to choose.
We have endeavored to strengthen the
library, however old proceedings of the
seminars/ workshops/ conventions are not
available in good numbers. Through this
newsletter we request you to provide us
those proceedings/souvenirs etc so that
library could be enriched further. We may
like to announce that in response to our
request for donating old useful and
usable books etc, we have got very good
response from one of our members from
Jamnagar who has offered old manuals
which are rarely available now a days in
the market. We are considering an option
of establishing E-library so that any
member can login from anywhere and
access the books/ technical resources. Of
course this is a time and fund consuming
project, but when through, it would be
beneficial to all the members of Gujarat
State Center. We shall be establishing a
small group at GSC to look into this
matter and also for interaction with the
industries and the Government.
We believe that IEI has to contribute in
policy making process of the
Government. In order to provide our
inputs we would urge our members to
actively get engaged in providing us with
necessary details so that we may
formulate a draft giving our views on a
draft policy or suggest modifications in
existing policy. We shall be placing all
policy consultations on our website.
Our nation is marching to become one of
the largest economy in the world.
However, survival will only be possible if
we inculcate the habit of innovations in
the engineering students – the Gen Next.
IEI does encourage Research and
Development Projects and provides
funds. We urge the engineering colleges
and polytechnics to avail of this
opportunity to the fullest of their potential.
We have provided the link for IEI
guidelines and application form for taking
up R & D projects under
“Announcements” in this issue. We hope
the members associated with academics
and the students shall take maximum
advantage of this.
President IEI has written to all the
members to bring in more and more
members to our fold. We urge you to
spare at least a few minutes and attempt
to bring in at least one new member
every year to this organization.
Members bringing in 150 or more
corporate members (F/M/AM) during
the financial year 2015-16 will be given
rewards, details of which are given
under “Announcements”.
All our lectures shall henceforth be
broadcast on Google Hangout On Air
which you would be able to watch from
the comfort of your office/ home.(Your
option of attending at Bhaikaka Bhavan in
person is always open.) This issue carries
the guide to watch Google Hang Out On
Air. Hope you would watch all the lectures
without missing now. Video recording of
these shall also be available on our
youtube channel.

56th Annual Session of Gujarat State
Center of The Institution of Engineers
(India) was inaugurated on 25th October
at Ahmedabad by Shri Nitinbhai Patel,
Hon Minister for Health, Family Welfare,
Medical Education, Roads & Buildings
Department of the Government of
Gujarat. Shri M.K.Jadav, Secretary, Water
Resources Department and Shri P.J.Patel,
Secretary, Roads & Buildings Department
of GOG were Guests of Honour.
In his address the Hon Minister recalled
his more than two decade long
association with engineering
Departments of Water Resources, Water
Supply, Narmada, Roads & Buildings and
Ports Departments. He cited the
instances in which very bold decisions
were taken by the State Government and
implemented by the engineers of the
Departments like construction of
Irrigation Bye Pass Tunnel from Sardar
Sarovar Dam to provide drinking water
supply to scarcity affected areas of
Saurashtra, Construction of Sujalam
Suphlam Canal for supplying irrigation
water to needy areas of North Gujarat,
Construction of pipeline grid for
supplying water to numerous towns &
villages of Gujarat and the movement of
Water Conservation. He congratulated
the Water Management forum of The
Institution of Engineers in spreading
awareness regarding conservation of
water amongst people and especially the
future generation of our citizens by
organizing the events like National
Poster Competition on the subject theme
and rewarding the best poster ideas and
encouraging the students thereby. He
further stated that there are ample

opportunities available to all bright
engineers in this country and urged the
recently graduated meritorious students
to serve the nation in the interest of
public at large.
Hon Minister felicitated the engineers
Shri M.K. Jadav as well as Shri P.J. Patel
both of whom were promoted as
Secretaries to the Government. He
distributed the Vishwakarma Medals on
behalf of the Government of Gujarat and
also the prizes of National Poster
competition to the winners.
Medals were also given to various bright
students who secured maximum marks in
different engineering disciplines at AMIE,
BE/ B.Tech and Post Graduation
examinations. These medals were
declared by several donors many of
whom attended the function.
Two memorial lectures were also
organized during the Session. Prof
B.M.Jani Memorial lecture was delivered
by Shri Yogesh Vani, renowned
Consulting Structural engineer. He
recounted the journey of engineering in
India since independence and very lucidly
explained the necessity of quality of
study in engineering. Shri R.R.Anada
Memorial lecture was delivered by Shri
P.H.Rana, former Member Secretary,
Gujarat Urja Vitaran Nigam Ltd and also
erstwhile GEB. Shri Rana made a brief
presentation n Solar energy.
Earlier, Shri S.J.Desai, Chairman, Gujarat
state Center welcomed the dignitaries
and the students as well as their parents
and the distinguished speakers and gave
a brief account of various activities
carried out by The Institution of
Engineers for the professional
development of the engineers at
different levels. Shri C.V.Nadpara
concluded the 56th Annual session by
proposing a vote of thanks.

The Institution of Engineers (India) Gujarat
State Centre celebrated World Habitat Day
2015 at Staff Training College, Gandhinagar
on 5th
October, 2015. The Theme Speaker was
Prof. Anup Dave, Director (Technical), Earth
Foundation. He is architect from CEPT
University, Ahmedabad. Shri S. K. Patel gave
welcome speech and gave introduction of
Theme speaker Prof. Anup Dave.
Prof. Anup Dave explained the important of
World Habitat Day. The United Nations has
designated the first Monday of every year as
World Habitat Day. The purpose of World
Habitat Day is to reflect on the state of our
towns and cities, and on the basic right of all
to adequate shelter. It is also intended to
remind the world that all of us have the
power and the responsibility to shape the
future of our cities and towns.
Each year, World Habitat Day takes on a new
theme chosen by the United Nations based
on current issues relevant to the Habitat
Agenda. The theme is selected to bring
attention to Un-Habitat’s mandate to
promote sustainable development policies
that ensure adequate shelter for all. The
Theme of World Habitat Day 2015 is “Public
Spaces for All.” Good public spaces enhance
community cohesion and promote health,
happiness, and well-being for all citizens as
well as fostering investment, economic
development and environmental
sustainability. Well designed and managed
public spaces and streets are key assets for a
city’s livability and economy.
Prof. Anup Dave explained importance of
public space with well-defined illustrations
through power point presentation with
examples of Indian cities like Mumbai, Delhi,
Gandhinagar, Ahmedabad, Vadodara,
Haridwar, Banaras etc. and overseas cities
like New York, Rom, Greenwich, London, Italy
etc. He was also of opinion that public spaces
must be designed well for comfort of public
at large and that a public place is a place
where anyone has right to come.
Shri Vivek Kapadia on behalf of The
Institution of Engineers (India) Gujarat State
Center summed up and thanked Prof. Anup
Dave for sparing his valuable time and
making a thought provoking presentation
with good number of examples of important
of public spaces. He also thanked Roads &
Building Department, Government of Gujarat
for providing the facility of conference room
for organizing the event.

The Institution of Engineers (India) Gujarat
State Centre, Ahmedabad celebrated World
Standards Day on 14th
October, 2015 at
Bhaikaka Bhavan, Ahmedabad. This year the
theme of day was “Standards--The World’s
Common Language”. Dr. S. L. Parkar,
Scientist-F & Head, Bureau of Indian
Standards (BIS), Ahmedabad Branch was
Keynote speaker ably assisted by Shri
Devansh Deolekar, & Shri Gaurav Rakhecha,
Assistant Directors from Bureau of Indian
Standard Ahmedabad office.
Shri S. J. Desai, Chairman, Gujarat State
Centre welcomed all the three speakers and
informed that their talk was being webcasted
live for the first time by the Gujarat State
Center on experimental basis. The program
was viewed live by 198 persons. He further
said that World Standards day is celebrated
internationally every year on 14th
October to
honor the efforts of thousand of experts who
developed standards within the organization
such as ISO, IEC, ITU etc. It is also to raise
awareness among the Regulators, Industries,
Consumers about the importance of
Standardization in connection to Global
Market Economy.
In his opening remarks Dr. Palkar, FIE
thanked IEI for initiating the Standardization
procedure in India way back in 1920 when
The Institution started acting as the Indian
Committee of British Standards Institution.
In the twilight years of British rule, when the
country was faced with gigantic task of
building up the industrial infrastructure, it
was IEI which prepared first draft of
constitution of an institution to take up the
task of formulation of standards. This led to
the Dept of Industries & Supplies issuing
memorandum on 3rd
Sept 1946 announcing
the setting up of ISI under Societies’
Registration Act 1860.
Explaining the evolution of standards
worldwide he informed that in the year 1947
International Standards Organization (ISO)
was formed. IS 1: SPECIFICATION FOR THE
NATIONAL FLAG OF INDIA (COTTON KHADI) was
the first standard published by ISI. The
Bureau of Indian Standards Act, 1986 came
into effect in December 1986 and on 1 April
1987, BIS was established. He stated that the
World Standards Day provides perfect
opportunity to reflect on benefits that
Standards bring to everyday life, market
economy & smooth running of public affairs.
The date of 14th
Oct was specifically chosen
because in the year 1946, on the same day,
delegates of 25 countries gathered in London
to create an International organisation for
Standardisation to facilitate Standardisation.

Even though ISO was formed one year later,
it was not until 1970 that the first WSD was
celebrated.
He further informed that Every year there is a
new Theme on this occasion. This year Theme
is – STANDARDS – THE WORLD’S COMMON
LANGUAGE. Credit card for Cash m/c, Tel
codes- City code – Country code, Currency
code, Computer & Printer, Std-common rules
& parameters so that products can work with
each other. Graphic symbol display standard
important information quickly & clearly. That
was good for trade practice, easy
communication and things just work. We
take for granted certain things like making a
call, surfing web or using our credit card.
International standards harmonize technical
specification world-wide making industries
more efficient; breaking barriers of
International trade. It also increases
productivity, access to new market, increase
market share, enhance customer satisfaction
and provide environmental benefits.
At present there are around 19500 ISO
Standards. These Standards are on almost all
aspect of life/technology/business, health,
safety & quality. At present ISO is having
members from 162 countries.
Explaining the importance of Standards, Shri
Devansh Deolekar said that life without
standards would mean Products might not
work as expected; they may be of inferior
quality and may be incompatible with other
equipments. In extreme cases,
non-standardized products may be
dangerous as customers would be restricted
to one manufacturer or supplier;
manufacturers would be obliged to invent
their own individual solutions to even the
simplest needs, with limited opportunity to
compete with others. Considering this, in the
1790s, Scientist in France worked out
universal system of measurement called the
metric system. Elaborating further he said
that the second Industrial Revolution
accelerated the industrialization. Products
were so sophisticated that a single company
could not complete all designing and
manufacturing efforts, which inevitably
resulted in specialization and production
division among companies. Technical
problems appeared among companies, in
industrial chain. All these led to uniform
standards across the world. Standards. He
said provide Safety and reliability; get the
Support of government policies and
legislation –Interoperability; have Business
benefits – to develop new technologies and
to enhance existing practices. Specifically
standards open up market access;
encourage innovation;increase awareness o
f technical developments and initiatives and
provide the foundation for new features and
options. Mass production based on
standards provides a greater variety of
accessible products to consumers.
Shri Gaurav Rakhecha said that “you don’t
see them but they can save your lives”. He
narrated basic considerations in evolving
standards are:

He explained the certification procedure and
hallmarking. He concluded saying that it
would be difficult to order and parts from
national or international suppliers if we did
not have standardized units measurement.
Smaller, medium and large mean different
things to different people.

Talk on Water Availability and demand
was delivered by WMF Chairman Shri O.T.
Gulati on 23rd October 2015, which was
also webcast. He gave an overview of
Surface and Ground water resources in
India river basin wise. Talking about the
country’s water demand he stated that in
the year 2010, total water demand from
all the sectors put together was 656 km3,
which is likely to go up to 773 km3 by the
year 2025 and 1069 km3 by 2050. The
Falkenmark Water Stress Indicator
defines water scarcity for a region or
country in terms of renewable fresh
water available per person per year .If the
amount available is less than 1700 m3 /
person / year, the region is said to be
‘Water stressed’.
In India, around 1950, the indicator
was 5000 m3/person/year, which now is
1200 m3/person/year; which is barely
sufficient to sustain economic growth
and support human being. The World
Resources Institute has declared India
among the world’s 50 most water-
-stressed countries,(rank -41), while
Australia ranked -45. This indicator
includes (1) Baseline water stress ie. The
ratio of total annual water Withdrawal to
the total available annual renewable
supply. (2) Inter annual Variability. (3)
Seasonal Variability.(4) Flood Occurrence
& (5) Drought Severity. He further stated
that while the country’s spends towards
surface irrigation sources went on
increasing over past several years, its
dependence on ground water sources
went on disproportionately increasing in
contrast.
He also flagged the issues of sub-optimal
performance in water resource
utilization and increasing deterioration
of water resources during his talk to
make the participants aware

A thought provoking talk on Contractual
disputes and Arbitration was webcast from
Gujarat state Center on 30th
October 2015.
Shri B.J. Vasavada, Techno-legal consultant
and arbitrator who retired from Gujarat
Water Supply and sewerage Board as
Member-Secretary was the speaker. In the
first part of his talk he concentrated mainly
on the provisions of Indian Contract Act and
clarified various important aspects of the
Contract and tendering.
Opening his talk Shri Vasavada stated
that the fundamentals of contract law
and procedure list down the following
basic and essential requirements for
deciding and awarding procurement and
construction contracts:-
• Equity – providing equal opportunity to
equally placed contractors and suppliers
to participate in the bidding process.
•Transparency of procedure.
• Objectivity in selecting a contractor.

ELIGIBILITY & DETAILS OF
EXAMINATIONS
SECTION A (NON-DIPLOMA
STREAM) EXAMINATION
Technician members enrolled with the
Institution are eligible to apply for
appearance in the Institution
examination within the stipulated period.
The enrollment includes registration for
examination in Section A (Non-diploma).
A candidate shall be required to pass in
10 (ten) subjects.
SECTION A (DIPLOMA STREAM)
EXAMINATION
Senior Technician members enrolled with
the Institution are only eligible to apply
for appearance in the Institution
examination within the stipulated
period.
The enrollment includes registration for
examination in Section A (Diploma).
A candidate shall be required to pass in 4
(four) subjects. A candidate may be
required to qualify in less number of
subjects provided such a candidate, in
consideration of his academic credentials,
is given exemption in one or more
subjects by the Institution.
SECTION B EXAMINATION
Technician/Senior Technician members
enrolled with the Institution who have
passed Section A of the Institution
Examination or any other examination
recognised by the Council as exempting
therefrom OR Associates and corporate
members, who have passed Sections A &
B of Institution Examinations in one
branch of engineering or secured
exemption therefrom for appearing in
another branch of engineering, are only
eligible to apply for appearance in the
Institution examination within the
stipulated period.
A candidate shall be required to qualify
in 9 (nine) subjects — 6 (six) compulsory
and 3 (three) optional, except in Marine
Engineering branch, where a candidate is
required to pass in 10 (ten) compulsory
subjects and 1 (one) optional subject, out
of the two.

Be the voice of female engineers
A number of barriers exist to the progression of larger numbers of women in
engineering, and these can be represented by the analogy of hurdles in a running race.
These exist at every career stage. We at IEI need to work hard to lower these hurdles,
but they will only disappear altogether when we get sufficient numbers of 'runners' in
the race to knock them down. This is why the work that is done in the early career
stages is very important. We cannot address all of these barriers to progression, but we
have tried to identify a number of ways that can make a difference.

The Institution of Engineers (India) Gujarat State Center, Bhaikaka Bhavan, Opp
Law Garden, Near Ellisbridge gymkhana, Ahmedabad helps the student
community by conducting free evening Guidance Classes for
AMIE Section A (Diploma Stream) examinations. One time
enrolment fees for the classes Rs. 1000/- There shall be no
other charges to be paid.
Senior Technician members enrolled with the Institution are
only eligible to apply for appearance in the Institution
examination within the stipulated period.
Classes shall be conducted from Mondays through Thursdays
from 7 pm to 9 pm. Classes shall commence from 19th December

Activities of a Students’ Chapter
How to open a Students’ Chapter ?
An engineering College or a Polytechnic can make a written request to the Secretary &
Director General, The Institution of Engineers (India) Head quarters at Kolkatta
expressing a desire to open a Students’ Chapter. Name of the branch/ branches of
engineering shall have to be mentioned.On obtaining written permission from IEI, with
specific code number, necessary form can be downloaded from www.ieindia.info.
