BMS reports to the BP PLM. BMS is overall responsible for planning, permission to
proceed with setting up and granting permission for vessel to conduct the tanker
loading operation in general. He is the responsible person for the activity being
carried out under the Diving Intervention PTW. He reports and interacts regularly
with the AA on any issues to ensure the risks from all hazards are mitigated by
controls to ALARP. The BMS can order the creation of the Permit and identify the
hazards and control measures. (Level 1 Risk Assessment).

Participates in any Level 2 Risk Assessment and ensures that where other persons
are involved in the task, they fully understand the scope of the work and the
hazards and controls for the job by holding a toolbox talk meeting. This includes
ensuring that all of those involved in the specific work activity sign off the worksite
hard copy of the Permit.
BMS is the focal point for all project activities and thus has overall responsibility
for SHE-Q during all works and activities conducted by Smit Lamnalco employees.
He will also ensure compliance with GPC and Smit Lamnalco SHE-Q policies. He
has responsibility for ensuring that all levels of personnel actively support and
understand their responsibilities within the GPC and Smit Lamnalco SHE-Q

The scope of the Quay wall block work include construction of about 700m long
Quay wall along the extended area from the existing area up to a water depth of (-)
14.0m DID. Quay wall is positioned along the inside face of the reclamations to
accommodate a water depth of (-) 4.0m – 12m A crushed rock base is to be
constructed in a trench to serve as a foundation of a mass concrete gravity quay
wall. The quay wall is constructed by successively placing mass precast block
units up to mass of approximately 100ton on the prepared base
Placing of manual/hydraulic frame for levelling purposes. After placing on the rock
foundation layer, a levelling staff will is used to adjust its level. The staffs are
constructed of metal tubing with a plate at the bottom and survey target at the top.
The staffs are kept rigidly vertical by a steel floatation which can slide on metal
pipe and accommodate therefore various depths and tides. Surveyor is position
shore side and communicates with Diving supervisor by UFH. Once the four
corners are level the first layer crushed rock 50 – 150mm Divers will use a levelling
beam. The gravel shall be accurately levelled to a tolerance of +/- 25mm. Second
layer 40mm gravel etc.

base will be part of the quay wall
