DP’s party under NCB lens, may get summons!
Mumbai: The mysteri-
ous death case of Bol-
lywood actor Sushant
Singh Rajput has taken
a new turn after the
Narcotics Control Bu-
reau (NCB) investiga-
tion in the drugs angle
found some high-profile
celebs connected with
it. NCB, probing the al-
leged Bollywood-drug
nexus, might summon
actress Deepika Padu-
kone if needed, an offi-
cial said on Tuesday.
NCB sources said
some WhatsApp con-
versations purportedly
discussing drugs are on
the radar of the agency.
Some of these chats
were purportedly be-
tween Padukone’s man-
ager Karishma Prakash
and one “D”, they said.
The official said the
NCB might also sum-
mon actors Rakul Preet
Singh and Sara Ali
Khan, and designer Si-
mone Khambatta this
week, whereas Shrad-
dha Kapoor’s prospec-
tive summoning is a
new development.
Deepika has come on
the NCB’s radar after
an explosive WhatsApp
conversation dating Oc-
tober 2018 between the
actress and her manag-
er surfaced on social
media. In the conversa-
tion, she is purportedly
asking for hash and
wants her manager to
bring it to posh Mumbai
club called Koko, where
she was partying.
According to sources,
that party at club Koko
has come under the lens
of the investigative
agencies and the NCB is
expected to examine the
footage from the party.

cy’s CEO Dhurv Chitgo-
pekar in connection
with its probe. Both of
them will be questioned

the official said.

Mumbai: Actor Rhea
Chakraborty will be in jail till
October 6, a court in Mumbai
said on Tuesday as her judicial
custody ended. She and her
brother Showik Chakraborty
have requested bail from Bom-
bay High Court, which will take
it up on Wednesday.
Rhea was arrested on Septem-
ber 9 on drugs charges linked to
the Sushant Singh Rajput death
investigation.
The Narcotics Control Bureau
described Rhea Chakraborty as
an “active member of a drug
syndicate”.

OBSERVES A 24-HOUR FAST
Writing to the President, Harivansh Singh recounted
the ruckus created by the opposition in the Rajya
Sabha on September 20 and said that their behav-
iour has harmed the sanctity and reputation of the
house and chair. He informed the President he will
be observing a 24-hour fast in an attempt to awaken
the moral compass of the people who mistreated
him and inspire ‘self-purification’. He added that his
fast will not come in the way of his work. Neanwhile,
senior BJP and JD(U) leaders, while condemning
Opposition MPs’ conduct, have made pointed refer-
ences to the “abuse” and “disrespect” shown to him.

The HC also stayed
the attachment of the
Laxmi Vilas Palace Ho-
tel, a week after the
lower court ordered its

government till the case
is settled as of now. Jus-
tice Dinesh Mehta said
the trial court was not
justified in issuing ar-
rest warrants, and or-
dering without any no-
tice the attachment of
the property of a run-
ning hotel over a trans-
action which took place
way back in 2001.

gesting a loss of Rs 244
crore to the exchequer.
In its order, the CBI
court had rejected the
closure report submit-
ted in the case by the
CentralBureauof Inves-
tigation in August 2019,
and asked the agency to
reinvestigate it.

for which the State Elec-
tion Commission on
Tuesday released de-
tailed guidelines.
As per the guidelines,
CMHO will have to give
a report of Coronavirus
positive voters a day be-
fore to SDO and SDO or
Tehsildar will intimate
the concerning polling
parties about it.
If the Corona posi-
tive voter is present in
the Gram Panchayat on
the day of polling, then
the block- level nodal
health officer will di-
rect sub-ordinate health
workers or Patwari or
Gram Sachiv to know
whether he/she desires
to cast vote. If the voter
agrees to the same, he
will be allowed to exer-
cise his franchise at the
end of polling under
the supervision of
health workers and as
per the state govern-
ment’s norms.
The PPE kit or the
mask of such voters
will not be removed for
identification and there
will be no compulsion
to apply ink on the vot-
er’s finger. There will be
no compulsion of signa-
ture/thumb impression
in voters register by

the country’s positions in
foreign and security policy.
Given the international
weight of the United States
— still by far the most pow-
erful nation in the world in
terms of absolute power,
even when compared to
China — American presi-
dents will always shape the
international order, too.
Incoming presidents of
anypartyhavetraditionally
accepted many of the lega-
cies of their predecessors,
while simultaneously set-
tingnewaccents.Thisisnot
surprising; it is a character-
istic of a functioning state.
The foreign policy, security,
economic and ecological
challenges that a new presi-
dent faces the first day in
office are not, after all, fun-
damentally different from
those challenges that were
on the table the day before.
Only Trump has con-
sciously departed from this
pragmatic and statesman-
like tradition. Fighting
against the legacy left be-
hind by his predecessor, Ba-
rack Obama, has been a
central part of his agenda.
Consequently, Trump re-
scinded financial market
rules and environmental
lawsof theObamaadminis-
tration, withdrew the US
fromthenuclearagreement
with Iran, and also pulled
out of the Trans-Pacific
Partnership, the Paris Cli-
mate Accord, and other in-
ternational agreements.
Should Trump be re-
placed by Biden, the new
president will certainly re-
verse some of the most bla-
tant measures of his prede-
cessor — if only to regain
trust and strengthen the in-
ternational reputation of
the United States again.
Thisapplies,inparticular,to
the Iran nuclear agreement
and the climate accord.
Bidenwillnotbeabletoturn
the wheel of history back to
the end of the Obama era,
however.Hewillhavetodeal
with — and his presidency
will partly be shaped by — a
Trump legacy that cannot

STAND OUT FROM
THIS LEGACY
First, there is the political
polarization in the US,
which is as intense as it
was during the Vietnam
War. A new president may
attempt to reunite the
country politically and to
mitigate the growing so-
cial inequalities through
social and tax policies.
However, neither the po-
litical nor social divisions
in America will simply dis-
appear with a change of
political direction.
Second,thetenserelation-
ship with China will test the
Biden administration from
the beginning. Trump cer-
tainly did not cause the rise
of China. Even Obama had
tried to redirect the focus of
American policy toward
Asia — he saw China’s rise
asagame-changerbut,over-
all, still regarded Beijing as
a partner. In the meantime,
China’s policy has become
more challenging.

ducted a 24X7 trial of its own to pro-
nounce Rhea Chakraborty guilty of get-
ting Sushant Rajput hooked to marijua-
na and of having been privy to the con-
spiracy to “murder” SSR by influential people as
he knew too much about what led to his manager
Disha Salian to commit suicide. The media inves-
tigation reported that she was gang-raped even
before either the Mumbai Police or CBI could come
to that conclusion. Even the findings of SSR’s au-
topsy report, under scrutiny at AIIMS, Delhi, are
not yet out. At least the report has not been given
to the CBI yet. But some anchors have pronounced
the guilty verdict at the top of their voices. The
megalomania prompted the Press Council of India
to warn TV channels to follow norms of journalis-
tic conduct. They were also told not to “vigorously
report a crime on a day to day basis”.
Mercifully, the India Premier League came to the
rescue of millions of viewers who were dead bored
watching anchors yell like crazy against Kangana’s
opponents. The cricket bonanza has come as a re-
lief as the Dhoni, debutant Devdutt Padikkal, Sam
Curran, Chahal, and AB de Villiers pushed the SSR
case out of everyday conversations and social me-
dia platforms. Twists and turns of the IPL matches
are better topics for discussion than Bollywood’s
addiction to drugs.
Notwithstanding the Press Council’s advice, the
TV channels aren’t stopping their dirty job. If
there’s news of NCB summoning Deepika Padu-
kone, the media goes sniffing out all the dirt they
can find against her.

In Delhi and Maharashtra after the BJP
pushed through bills on agriculture
amidst protests from the Opposition
who wanted division of votes. Deputy
Chairman Harivansh Narayan Singh, who was in
the Chair, in his wisdom went by voice vote verdict
to pronounce that the bills have been passed by the
Rajya Sabha. The Opposition called it a murder of
democracy and created a ruckus following which
eight MPs were suspended for their unruly behav-
ior in the Rajya Sabha. Once again the Opposition
demanded a division of votes on the order of their
suspension which was ignored by the Chairman.
The eight MPs went on indefinite fast near the
Gandhi statue on parliament’s premises.
Harivansh said he was so disturbed by the vio-
lent behaviour of MPs and the “disrobing of de-
mocracy” that he could not sleep the whole night
the day chaos broke out. To make the opposition
MPs “repent” their conduct, Harivansh said he will
observe a day’s fast. Are our MPs so conscientious?
Not to be left behind, the NCP president Sharad
Pawar announced in Mumbai that he will also ob-
serve a day’s fast against the government “bulldoz-
ing” the Opposition.
In the midst of all the fasting, Harivansh Singh
reached out to the fasting MPs with tea and snacks
early on Tuesday. The parliamentarians said they
refused to partake of the tea and snacks and told
Singh that he was in the wrong.
Sit-ins won’t resolve the issue. Nor will the Presi-

tegic triangle in South Asia is
the most unstable region in the
world. This triangle of three
neighbors, houses half the
world’s population and has the
largest warring militaries,
armed with nuclear weapons
disputed ambiguous borders
resulting in periodic confronta-
tions and conflicts. All this un-
derlines the strategic instabil-
ity and inherent fragility of
this region.
DIVERSITIES IN THOUGHT
There is so much of diversity in
the political foundation of the
three countries. In the first - Pa-
kistan, the military calls the
shot over elected Govt, while in
the second-India, democratic
Govt and close core group led
leadershipcontrolsthemilitary,
andinthethirdcountry-China,
the central communist party
leadership is all-powerful and
controls the Army (PLA). Thus,
it has led to mistrust, collusions
and interplay of relations be-
tween a revisionist Islamic re-
public struggling for survival, a
stable democracy aspiring for
high growth trajectory and an
expansionist communist state
challenging status quo at own
terms. India stands distinct
from the conflicting revisionist
ideology and expansionist cul-
ture of its two neighbours, who,
unfortunately, can’t be changed
but have to be managed for
peaceful co-existence essential
for prosperity and growth.
INTERPLAY DYNAMICS
INDO-CHINA In the Indo-Chi-
na context, China presents a
multifaceted primary chal-
lenge to India. China sees India
as not only a regional competi-
tor but a major geostrategic
player meant to contain its rise.
Thus, dealing with China’s co-
ercion and expansionism has
always remained one of India’s
biggest foreign policy challeng-
es with comparative asymme-
try in economic and military
capabilities. India is the only
one that cannot easily be bul-
lied, therefore, underlying Chi-
nese strategic imperative is to
weaken India.
INDO-PAK In the context of
Indo-Pak relations, clash of cul-
tures, turbulent disputed bor-
ders, and Kashmir obsession
with Pakistan fuels its proxy
war under the solace of a nu-
clear umbrella. Kashmir re-
mains a central agenda to Paki-
stan’s narrative and survival of
the politicians and military.
Chinaisveryshrewdincashing
on this mutual distrust and Pa-
kistan’s anti – India obsession.
They have almost outsourced
the Indian problem to Pakistan.
They provide all support to Pa-
kistan and in return expect Pa-
kistan to keep India embroiled
with it in proxy war because the
peaceful growth of India will be
detrimental to the superpower
aspirations of China.
CHINA-PAK The only stabil-
ity in this triangle is the Paki-
stan – China relationship. Paki-
stan-China bonhomie is here to
stay and likely to be strength-
ened with Pakistan becoming
more and more dependent on
China, after being shunned by
the rest of the world, for pro-
moting terrorism. The relation-
ship is more vital for China for
its strategic interests while it’s
essential for Pakistan to sur-
vive. The common agenda is
always to work in unison and
check the growth of India.
WAY AHEAD FOR INDIA
India is unfortunately saddled
with a troubled neighbourhood
with no solutions in sight. Eve-
ry nation has to fight it’s one
battle and India has no choice
but to counter the two unstable
neighbours and yet continue
its peaceful growth and rise.
India has to build up Strategic
autonomy and deterrence ca-
pabilities based on comprehen-
sive national power.
For dealing with Pakistan,
India needs to do periodic as-
sured kinetic retribution, as
part of punitive deterrence, to
ensure the cost of waging a
proxy war for Pakistan is made
prohibitive. The asymmetric
conventional edge is a punitive
deterrence.
Dealing with China is more
complex. China is ahead of In-
dia in Economic Development,
MilitaryMight,andWorldDom-
inance. India needs to take on
China on all these three fronts.
Let’s focus on these as under:-
	z Economic. India should up its
economic growth by slashing red
tape, improving its infrastruc-
ture, wooing foreign investment
and embracing multilateralism.
Economic strength is the key to
counter China.
	z Military. Parity with China in
defence forces is essential India
needs to develop a modern, swift
and agile defence capability on
the ground, air and water to deter
any evil designs by China alone
or in a cohort with Pakistan. A
synergized modernization drive is
needed on urgent basis.
	z Diplomatic. India is reposition-
ing itself, as it discards its old
non-aligned movement-image,
pursues a hard-headed national
interests based policy. It’s also
very important to form a quad
alliance of neighbouring coun-
tries like Japan, Australia, South
Korea, and Singapore under the
stewardship of the USA to jointly
challenge the bullying of China.
The neutrality of Russia needs to
be assured.
	z Perception Management.
India should also play the Tibet,
Hong Kong, and Corona card to
tarnish the image of PRC because
it hurts China the most.
CONCLUSION
There is a need to pragmati-
cally envision future threats
and challenges emanating
from the instability of this
strategic triangle. However, po-
tential confrontations must be
solved through a formula of
optimistic realism based on
mutual trust, peace, and tran-
quility for growth.

gage America, manage China,
cultivate Europe, reassure Rus-
sia, bring Japan into play, draw
neighbours in, extend the
neighbourhood and expand
traditional constituencies of
support,” opines Mr S Jais-
hankar, in his book ‘The India
Way’, released recently. Well
said, Foreign Minister!! The
path ahead is arduous and chal-
lenging but good wishes of 130
crore Indians are with you.

Mumbai: Equity benchmark indices traded lower
on Tuesday with auto and banking stocks as top
drags while investor appetite globally was hit
by concerns over rising Covid-19 infections and
consequent delay in economic recovery. The BSE
S&P Sensex closed 300 points or 0.79% lower
at 37,734 while the Nifty 50 moved lower by
76 points or 0.68% at 11,174. Except for Nifty
pharma and IT, all sectoral indices at the National
Stock Exchange were in the negative terrain with
Nifty auto dipping by 1.7 per cent, realty by 1.6%.

New Delhi: The process of appointment of a
new Chief Information Commissioner (CIC)
and Information Com-
missioners (ICs) in the
Central Information
Commission is going
on, Union Minister
Jitendra Singh said on
Tuesday. In a writ-
ten reply to the Rajya
Sabha, he said the CIC
completed his tenure
on August 26. “The process of appointment
of new CIC and ICs is going on,” said Singh,
the minister of state for personnel. The Cen-
tral Information Commission can have a CIC

New Delhi: The En-
forcement Directorate
said it has attached
Dubai-based assets
worth over Rs 203 crore
of late gangster Iqbal
Mirchi’s family in con-
nection with a money
laundering case. The at-
tached assets include 15
commercial and resi-
dential properties be-
longing to the “family
members” of Mirchi.
They include a hotel
called Midwest Hotel
Apartment, the ED said.
They are valued at Rs
203.27 crore and have
been provisionally at-
tached under the Pre-
vention of Money Laun-
dering Act (PMLA), the
central probe agency
said in a statement. Of-
ficials said these assets
were transferred to the
Mirchi family by a
Dubai-based company
owned by the Wadha-
wan brothers, Kapil
Wadhawan and Dheeraj
Wadhawan.
The Wadhawan’s are
the promoters of the
DHFL. They were ar-
rested by the ED in an-
other money launder-
ing case linked to alleg-
edly dubious loans giv-
en by Yes Bank. Kapil
Wadhawan was also ar-
rested by the agency in
connection with the
Mirchi PMLA case but
he later obtained bail.
With this action, the
total attachment in this
case by the ED stands at
Rs 776 crore. Two simi-
lar attachment orders
were issued by the ED
in December last year.
Mirchi, who died in
2013 in London, was al-
leged to be the right-
hand man of global ter-
rorist Dawood Ibrahim
in drug trafficking and
extortion crimes.
“He (Mirchi) was an
international drugs
dealer and smuggler
who had amassed huge
wealth and acquired
various immovable
properties and busi-
nesses across the
globe,” the ED had said

said that for the past
four consecutive

HaIt is said that to an extent, social
media does show the standing
and popularity of politicians among
the masses. If that is any measure,
it would be safe to say that Sachin
Pilot, after his return to the party
fold post the rebellion, has been
‘un-impactful’ on the social media
platform twitter since his tweets
are generating a lesser impact and
therefore not trending. There was a
time nearly two months back, when
his tweets would be retweeted,
commented and liked hundreds of
times making them go viral and this
can be gauged from the tweets on
14th July. Compared to the response
he gets nowadays, it would be
easy to find that the ‘interest’ has
considerably dropped. This would
also mean that his rebellious image
was more preferred by his followers,
primarily the youth, but as the news
of his ‘peace’ with the Congress
floated leading to his ‘Ghar Wapsi’,
his popularity also dropped. In
hindsight, Ashok Gehlot’s popularity
has been increasing at a steady pace
and more so after the political crisis.

took part in a program on Tuesday

number of people at the program,
the social distancing norm of the
state government was sent for a
toss. Moreover, Bairwa shared
the dais with more than two
dozen individuals! Had it been a
program organized by a common
person, the authorities would have
taken stern action against such
a person and levied penalties on
them, however, since an MLA
was involved, it appears that even
authorities looked the other way!

of Personnel
(DOP) has an im-
portant place in the
state’s bureaucracy, pri-
marily since the depart-
ment is responsible for
selecting RAS and other
state services officers
forpromotionandtrans-
fer postings.
At present, there
are three matters
which are in DOP’s
pipeline and are
awaiting execution.
These being RAS to
IAS promotion, Other
servicestoIASpromo-
tion and third being
holdinginterviewsfor
candidates of RAS
and other state ser-
vices who passed in
the examination.
In 2020, 15 RAS offic-
ers have to be promoted
to IAS and the list of eli-
giblenameswassubmit-
ted to UPSC by the DOP
in December last year.
The UPSC had to se-
lect fifteen individuals
from this list and call
them for an interview
meetingwhichisheldin
Delhi or Jaipur and this
board meeting was due
inJanuary,butitkepton
getting delayed first due
toUPSC’sbusyschedule
and then due to Corona
crisis.
Now after a delay
and long wait of nine
months, this impor-
tant meeting will be
held on September 25
wherein the names of

finalised and these
names will be sent to
central DOP after
which the Union Per-
sonnel Ministry will
issue a notification of
these promotee IAS.
Although the state
DOP has sent three
times the number of
candidates that will be
selected i.e. total 45

three years. The former
BJP government, in
2018, had made a list of
ten candidates for a va-
cancy on four spots, but
no action was taken on
this list.
Later, in January
2019,Gehlotgovernment
made a list of twenty in-
dividuals, but this list
wasmarredwithcontro-
versies and due to the
objection from RAS as-
sociation,themattergot
stalled.
Now in 2020, the DOP
re-invited names from
all departments and by
the last date, in August,
seventy names had
reached the DOP and
therefore, a new selec-
tion meeting will be
called to select 15-20
namesfromthelistof 70
and these selected
names have to be sent to
the DOP in any condi-
tionbyDecember2020to
the UPSC. Meanwhile,
the third matter per-
tains to holding inter-
views for 2010 candi-
dates that passed the
RAS mains examina-
tion- 2018. after much
hassle, the RPSC con-
ducted these examina-
tionsinJuneandinJuly
the result of 2010 candi-
dates was taken out by
RPSC.
Now an interview of
these candidates is to be
held which is a major
andimportanttask.The
RPSC had announced
that the interview will
be started from October
5 and the process would
have been completed in
a fortnight but now the
RPSC has cancelled
the October 5 date
since there are not ade-
quate members in the
RPSC. The current
RPSC Chairman
Deepak Upreti is go-
ing to retire on Octo-
ber 15 which means
the RPSC will have
only three members
instead of the full
strength of eight.

Jaipur: After encour-
aging results of a pilot
project in Rajsamand,
Rajasthan government
has decided to use high
tech equipment and
technologies including
satellite imagery and
drones to curb illegal
mining across the state.
Dr Subodh Agarwal,
principal secretary of
mines department,
who held a high-level
review meeting with of-
ficials said that the re-
sults of the pilot pro-
ject which was intro-
duced in Rajsamand
have been encouraging
and now drones, satel-
lite imaginary and oth-
er high tech technolo-
gies will be used to
check illegal mining
activities in the state.
He informed that the
state government will
soon introduce M-sand
policy to promote
m-sand as an alterna-
tive to sand. M-sand is
being successfully
used in Andhra
Pradesh, Tamil Nadu
and Telangana.
The officer informed
that due to coordinated
and well-planned ef-
forts, the revenue of the
department has in-
creased considerably.
He said that the de-
partment collected
more revenue in the
months of June, July
and August this year as
compared to the corre-
sponding period last
year.
In September 2020 it-
self, 33 percent more
revenue has been
earned as compared to
September 2019, he
said, while hoping that
the current fiscal year
would see a significant
increase in revenue
earning.
On the issue of min-
ing in Bansi Paharpur,
the officer said that Pa-
harpur falls under for-
est area and a proposal
is being prepared to fa-
cilitate mining in the
area.
Agarwal informed
that the process of e-
auction for 110 con-
tracts has been started.

are witnessing a spike
in setting up illegal col-
onies with sector roads
becoming victim to il-
legal profiteering. The
case facility area near
Olio Homes in zone 8 is
a perfect case of en-
croachment in the
name of the integrated
township which has
made the villas of Oilo
Homes dilapidated.
JDA issued as many as
40 notices to the builder
but the influence of the
builder ‘closed’ all ways
to an action against
him. Such is the state of
the villa owners that
they are running from
pillar to post for justice
even after investing
their hard-earned mon-
ey (Rs 65 lakh for a villa)
in a JDA approved pro-
ject. It seems that the
‘lethargy’ of the en-
forcement wing has vir-
tually propped up a par-
allel development au-
thority for the land
mafia. A super confi-
dent builder Ranu Jin-
dal didn’t even bat an
eyelid and said that he
had no objection to any
action by JDA as he has
already sold the project.
It is surprising that
someone can be at peace
even after selling con-
structed set back areas,
constructing club, gym
& hospital in the resi-
dential part, endanger-
ing public lives by con-
structing STP in High
Tension security area,
blocking common road
area by building a wall
and selling constructed
structures without due
sub division of the
plots.
Govardhan Dham in
Khori Ropada village
of zone 10 is another
case where the enforce-
ment wing staged a
mock action to send out
a message of firm ac-
tion but the fact is that
the builder is not only
selling villas and du-
plexes but is developing
unapproved roads as
well. Enforcement can’t
see the colony being de-
veloped in a prohibited
ecological zone.
Kedia group is dis-
tributing lease in the
name of Ganpati Gruh
Nirman Samiti for its
duplexes and villas be-
ing sold at Rs 50-60 lakh
on the Niwaru-Govind-
pura link road in zone
12. When questioned
the contractor Kishan
Kumawat expressed
confidence in the influ-
ence of Kedia group
very much like the Bal-
aji Vihar. Similarly,
Kishorepura on Hathoj-
Bindayaka road has an-
other illegal colony
coming up on 20 bigha
land by the name of Ra-
dhika vihar-III by issu-
ing lease letters of Ra-
jhans Gruh Nirman
Samiti. All these pro-
jects are coming up on
agricultural lands. Ga-
janad vihar and Divya
enclave are other exam-
ples of enforcement
wings and builder/colo-
nizer nexus in this part
of the city.

Jaipur: Contrary to
BJP allegations, union
mines minister Prahl-
ad Joshi has said that
the state government
of Rajasthan is taking
strict action to curb il-
legal sand mining in
the state.
In a written reply to
a question in Parlia-
ment, Joshi stated that
on November 16, 2017,
the Supreme Court had
banned sand mining
due to lack of environ-
mental clearance.
After this, incidents
of illegal mining were
witnessed in Ra-
jasthan but the state
government is taking
strict action against
those involved in it in
order to stop illegal
mining.
Joshi informed the
Parliament that 31, 542
cases have been regis-
tered against illegal
sand mining from No-
vember 16, 2017 to Au-
gust 31, 2020 and a pen-
alty of Rs 191.52 crore
has been recovered
from those involved in
illegal mining.

Kota to get greenfield airport First India Bureau
Jaipur: After recruit-
ment of doctors and
paramedical staff in
health department,
Rajasthan govern-
ment has decided to
conduct recruitment
in Ayurveda depart-
ment for nearly 1,000
various posts in com-
ing days.
The state govern-
ment has forwarded
requisition to the Ra-
jasthan Public Service
Commission for the re-
cruitment of 13 profes-
sors- Yoga in Udaipur
Ayurved College and 33
yoga and naturopathy
medical officers.
The requisition was
forwarded after clear-
ance from health min-
ister Raghu Sharma.
Along with this, the
government has for-
warded a proposal to
the election commis-
sion for clearance for
recruitment of 450 med-
ical officers (ayurveda)
and 550 ayurveda nurs-
es and compounders.
Sharma also in-
formed that an online
transfer system has
been implemented in
the department to en-
sure transparency.
He said that the em-
ployees of Ayurveda,
Homeopathy and
Unani directorate can
apply online for
transfer from 25 Sep-
tember to 7 October.
The minister said
that the role of Ayur-
veda during the corona
pandemic has been im-
portant and the depart-
ment is distributing
‘Kadha’ and other medi-
cines free for boosting
immunity power of peo-
ple.

centre has given in
principle nod to set up
a greenfield airport in
Kota’s Shambhupura
and the state govern-
ment will be written for
land allotment.
In a high level
meeting, the civil avi-
ation minister Hard-
eep Singh gave in-
principle approval on
the construction of
green field airport in
Shambhupura, Kota.
The Airport Author-
ity of India will now
write a letter to Ra-
jasthan for land allot-
ment for the airport.
Looking at the pen-
dency of the matter,
Birla had held the
meeting in his cham-
ber and explained the
need of a new airport
in Kota to the minis-
ter Puri, AAI chair-
man Arvind Singh
and civil aviation sec-
retary Pradeep Singh
Kharola.
Birla, who repre-
sents Kota, said the is-
sue is related with the
development of other
neighbouring districts
as well and public sen-
timents are associated
with it and there should
be no further delay in
the matter.
The minister said
that the government
has principle agreed
for the airport and
the state government
has to allot land for
the project.
The AAI chairman
Arvind Singh said that
the construction of an
airport takes 2 to 3
years after land allot-
ment. He said that the
process to obtain NOCs
from different depart-
ments for the airport
construction will be
initiated soon after the
land allotment .

Mumbai: The mysteri- ous death case of Bol- lywood actor Sushant Singh Rajput has taken a new turn after the Narcotics Control Bu- reau (NCB) investiga- tion in the drugs angle found some high-profile celebs connected with it. Deputy Chairman Harivansh Narayan Singh, who was in the Chair, in his wisdom went by voice vote verdict to pronounce that the bills have been passed by the Rajya Sabha. The Opposition called it a murder of democracy and created a ruckus following which eight MPs were suspended for their unruly behav- ior in the Rajya Sabha. Once again the Opposition demanded a division of votes on the order of their suspension which was ignored by the Chairman. The eight MPs went on indefinite fast near the Gandhi statue on parliament’s premises. Harivansh said he was so disturbed by the vio- lent behaviour of MPs and the “disrobing of de- mocracy” that he could not sleep the whole night the day chaos broke out. To make the opposition MPs “repent” their conduct, Harivansh said he will observe a day’s fast. Are our MPs so conscientious? Not to be left behind, the NCP president Sharad Pawar announced in Mumbai that he will also ob- serve a day’s fast against the government “bulldoz- ing” the Opposition. In the midst of all the fasting, Harivansh Singh reached out to the fasting MPs with tea and snacks early on Tuesday. This triangle of three neighbors, houses half the world’s population and has the largest warring militaries, armed with nuclear weapons disputed ambiguous borders resulting in periodic confronta- tions and conflicts. All this un- derlines the strategic instabil- ity and inherent fragility of this region. DIVERSITIES IN THOUGHT There is so much of diversity in the political foundation of the three countries. In the first - Pa- kistan, the military calls the shot over elected Govt, while in the second-India, democratic Govt and close core group led leadershipcontrolsthemilitary, andinthethirdcountry-China, the central communist party leadership is all-powerful and controls the Army (PLA). Thus, it has led to mistrust, collusions and interplay of relations be- tween a revisionist Islamic re- public struggling for survival, a stable democracy aspiring for high growth trajectory and an expansionist communist state challenging status quo at own terms. India stands distinct from the conflicting revisionist ideology and expansionist cul- ture of its two neighbours, who, unfortunately, can’t be changed but have to be managed for peaceful co-existence essential for prosperity and growth. INTERPLAY DYNAMICS INDO-CHINA In the Indo-Chi- na context, China presents a multifaceted primary chal- lenge to India. China sees India as not only a regional competi- tor but a major geostrategic player meant to contain its rise. Thus, dealing with China’s co- ercion and expansionism has always remained one of India’s biggest foreign policy challeng- es with comparative asymme- try in economic and military capabilities. India is the only one that cannot easily be bul- lied, therefore, underlying Chi- nese strategic imperative is to weaken India. INDO-PAK In the context of Indo-Pak relations, clash of cul- tures, turbulent disputed bor- ders, and Kashmir obsession with Pakistan fuels its proxy war under the solace of a nu- clear umbrella. Kashmir re- mains a central agenda to Paki- stan’s narrative and survival of the politicians and military. Chinaisveryshrewdincashing on this mutual distrust and Pa- kistan’s anti – India obsession. They have almost outsourced the Indian problem to Pakistan. They provide all support to Pa- kistan and in return expect Pa- kistan to keep India embroiled with it in proxy war because the peaceful growth of India will be detrimental to the superpower aspirations of China. CHINA-PAK The only stabil- ity in this triangle is the Paki- stan – China relationship. Paki- stan-China bonhomie is here to stay and likely to be strength- ened with Pakistan becoming more and more dependent on China, after being shunned by the rest of the world, for pro- moting terrorism. The relation- ship is more vital for China for its strategic interests while it’s essential for Pakistan to sur- vive. The common agenda is always to work in unison and check the growth of India. WAY AHEAD FOR INDIA India is unfortunately saddled with a troubled neighbourhood with no solutions in sight. Eve- ry nation has to fight it’s one battle and India has no choice but to counter the two unstable neighbours and yet continue its peaceful growth and rise. India has to build up Strategic autonomy and deterrence ca- pabilities based on comprehen- sive national power. For dealing with Pakistan, India needs to do periodic as- sured kinetic retribution, as part of punitive deterrence, to ensure the cost of waging a proxy war for Pakistan is made prohibitive. The asymmetric conventional edge is a punitive deterrence. Dealing with China is more complex. China is ahead of In- dia in Economic Development, MilitaryMight,andWorldDom- inance. India needs to take on China on all these three fronts. Let’s focus on these as under:- z Economic. India should up its economic growth by slashing red tape, improving its infrastruc- ture, wooing foreign investment and embracing multilateralism. Economic strength is the key to counter China. z Military. Parity with China in defence forces is essential India needs to develop a modern, swift and agile defence capability on the ground, air and water to deter any evil designs by China alone or in a cohort with Pakistan. A synergized modernization drive is needed on urgent basis. z Diplomatic. India is reposition- ing itself, as it discards its old non-aligned movement-image, pursues a hard-headed national interests based policy. It’s also very important to form a quad alliance of neighbouring coun- tries like Japan, Australia, South Korea, and Singapore under the stewardship of the USA to jointly challenge the bullying of China. The neutrality of Russia needs to be assured. z Perception Management. India should also play the Tibet, Hong Kong, and Corona card to tarnish the image of PRC because it hurts China the most. CONCLUSION There is a need to pragmati- cally envision future threats and challenges emanating from the instability of this strategic triangle. However, po- tential confrontations must be solved through a formula of optimistic realism based on mutual trust, peace, and tran- quility for growth. “This is a time for us to en- gage America, manage China, cultivate Europe, reassure Rus- sia, bring Japan into play, draw neighbours in, extend the neighbourhood and expand traditional constituencies of support,” opines Mr S Jais- hankar, in his book ‘The India Way’, released recently. MONEY LAUNDERING EDattaches`203-cr worthDubaiassets ofMirchi’sfamily New Delhi: The En- forcement Directorate said it has attached Dubai-based assets worth over Rs 203 crore of late gangster Iqbal Mirchi’s family in con- nection with a money laundering case. The at- tached assets include 15 commercial and resi- dential properties be- longing to the “family members” of Mirchi. They include a hotel called Midwest Hotel Apartment, the ED said. They are valued at Rs 203.27 crore and have been provisionally at- tached under the Pre- vention of Money Laun- dering Act (PMLA), the central probe agency said in a statement. Of- ficials said these assets were transferred to the Mirchi family by a Dubai-based company owned by the Wadha- wan brothers, Kapil Wadhawan and Dheeraj Wadhawan. The Wadhawan’s are the promoters of the DHFL. They were ar- rested by the ED in an- other money launder- ing case linked to alleg- edly dubious loans giv- en by Yes Bank. Kapil Wadhawan was also ar- rested by the agency in connection with the Mirchi PMLA case but he later obtained bail. With this action, the total attachment in this case by the ED stands at Rs 776 crore. Two simi- lar attachment orders were issued by the ED in December last year. The UPSC had to se- lect fifteen individuals from this list and call them for an interview meetingwhichisheldin Delhi or Jaipur and this board meeting was due inJanuary,butitkepton getting delayed first due toUPSC’sbusyschedule and then due to Corona crisis. Now after a delay and long wait of nine months, this impor- tant meeting will be held on September 25 wherein the names of 15RASofficerswillbe finalised and these names will be sent to central DOP after which the Union Per- sonnel Ministry will issue a notification of these promotee IAS. He informed that the state government will soon introduce M-sand policy to promote m-sand as an alterna- tive to sand. M-sand is being successfully used in Andhra Pradesh, Tamil Nadu and Telangana. The officer informed that due to coordinated and well-planned ef- forts, the revenue of the department has in- creased considerably. He said that the de- partment collected more revenue in the months of June, July and August this year as compared to the corre- sponding period last year. In September 2020 it- self, 33 percent more revenue has been earned as compared to September 2019, he said, while hoping that the current fiscal year would see a significant increase in revenue earning. On the issue of min- ing in Bansi Paharpur, the officer said that Pa- harpur falls under for- est area and a proposal is being prepared to fa- cilitate mining in the area.
