Jaisalmer/Jaipur:
Fearing“horse-trading”
ahead of the Assembly
session, the Rajasthan
Congress on Friday
shifted the party MLAs
to Jaisalmer from
Jaipur where they had
been staying at a hotel
for over a fortnight.
Notably, total 88
MLAs reached Jais-
almer on Friday of
which 48 reached by
three chartered planes
on Friday afternoon
whereas 40 others
reached the Golden
City by two chartered
flights on Friday even-
ing. Although in the
evening flight a total of
40 passengers had trav-
elled, however, seven
of the total 47 individu-
als, were senior Con-
gress leaders and two
family members. Mem-
bers of CM’s staff also
travelled by the even-
ing flight.
Moreover, in all, six
ministers and five
MLAs could not go to
Jaisalmer since the
third plane could not
land after sunset.

chand Kataria, Sub-
hash Garg, Udailal An-
jana could not go while
MLAs Jagdish Jangid,

series of tweets, Gehlot
said that BJP saw no
problem when MLAs or
MPs of other parties
joined it.
He said BJP justified
its actions saying that
two-thirds of legisla-
tors were joining ac-
cording to provisions of
the anti-defection law.
“In Goa, BJP took 10
of the 15 MLAs of the
Congress on the basis
of two-thirds. Four MPs
of TDP merged with
BJP in Rajya Sabha. In
Rajasthan, all six MLAs
of the BSP have merged
the entire party within
the Congress. When
BJP’s merger is right,
how is this merger
wrong? What would you
call it?” Gehlot said.
“BJP got 4 MPs of
TDP merged inside Ra-
jya Sabha overnight,
that merger is right and
six MLAs merged in
Congress in Rajasthan,
that merger is wrong,
then I want to ask
where did BJP’s chal,
charitra, chehra go? Is
it right to be merged in
Rajya Sabha and is it
wrong to be merged

accused BJP of misus-
ing CBI and Enforce-
ment Directorate.
“Behenji has been

Jaipur: State BJP president Dr Satish Poonia took
a pot shot on CM Gehlot asking him if he would
now take the MLAs to Pakistan. “Gehlot has taken
MLAs to Jaisalmer to save them from poaching
but how far the government will run. From where
they have gone the next place is Pakistan,” he said

TWO MLAs STUCK IN JAIPUR WHILE THEIR
LUGGAGE TOURS JAISALMER!
Jaipur: Even as most Congress MLAs left for Jaisalmer on Friday, two
legislators, Amit Chakan and Jagdish Jangid could not go Jaisalmer as both
were first sitting in a big charter plane while Mamta and Sukhram had to sit in
the 7-seater plane. But then both were shifted to the bigger plane thus forcing
both Chakan and Jangid to deplane make place for the two. Similarly Arun
Kumawat and Amit Malik too could not go to Jaisalmer. However, during all
this confusion the bags of these MLAs remained in the plane while they had
to return to the hotel without their luggage. After this the rooms in Fairmont
were reopened for both the Chakan and Jangid. Now both will go to Jaisalmer
on Saturday morning along with Kumawat and Malik.

Chief Minister Ashok Gehlot has ensured
that even though the MLAs have been kept
under fortification, the government should
continue functioning properly and therefore,
the leaves of Collectors and Divisional
Commissioners have been cancelled.
Moreover, the secretaries in-charge will also
hold two day tour of their respective districts.
Chief Secretary Rajeeva Swarup issued the
orders in this regard. Similarly, at any point in
time, half a dozen ministers will be in Jaipur
even as the ministers will travel to and fro
to Jaisalmer. Moreover, CM Gehlot is also
expected to camp at Jaipur and handle the
affairs of the state.

Punjab hooch tragedy
toll rises to 38,8 held
New Delhi: Aviation
regulator DGCA on Fri-
day extended the sus-
pension of scheduled
international flights to
and from the country
till August 31. However,
this restriction will not
apply to international
all-cargo operations and
flights specifically ap-
proved by the DGCA.
“Government has de-
cided to extend the sus-
pension on the sched-
uled international com-
mercial passenger ser-
vices to/ from India up
to 2359 hours IST of 31st
August,” DGCA said.
Earlier, DGCA had on
July 3 extended the ban
on international flights
until July 31 after it was
suspended till July 15.
According to senior gov-
ernment officials, the
ban was extended be-
cause it was felt that it
would take some more
time for India to prepare
before it can resume
scheduled international

Chandigarh: Even as
the toll in the hooch
tragedy rose to 38, Pun-
jab Police on Friday ar-

leggers from Amritsar,

districts in over 40 raids
conducted by five teams
led by senior officers.

the total number of per-
sons apprehended so
far in the spurious liq-
uor death case has gone
up to eight, including
Balwinder Kaur, who
was arrested on Thurs-
day night from Much-

tity of spurious liquor,
drums, storage cans,
etc. has been recovered
from the accused and
they have been sent for
chemical analysis to

Jaipur: The state gov-
ernment has given its
suggestion in the mat-
ter of promoting the
students due to the co-
rona situation. The gov-
ernment has said that it
is now unable to con-
duct exams. The state
government mentioned
it in the suggestion giv-
en for class promotion
in universities.
The state govern-
ment has given sugges-
tions regarding the re-
maining examinations
of the session 2019-20,
in which the govern-
ment has shown its in-
ability to conduct an-
nual or semester exami-
nations. In addition, the
government has sug-
gested giving 50%
marks on the basis of
previous year or semes-
ter marks and the re-
maining 50% through
the internal assessment
to pass the students.
Apart from this, the
government has ad-
vised considering the
marks of first-year stu-
dents based on the aver-
age marks of 10th and
12th standard. Also, a
suggestion was given to
promote the UG second-
year students as per the
first year marks by pro-
viding them 5% bonus
marks. On the other
hand, for PG students,
the state government
has suggested the dis-
tributionof theirmarks
through a minor re-
search arrangement or
assignment.

Jaipur: Amid the po-
litical turmoil going on
in the state, the Gehlot
government has made a
big change in bureau-
cracy and issued trans-
fer orders of 97 admin-
istrative officers of the
state late on Thursday
night. According to the
transfer list issued by
the Department of Per-
sonnel, more than three
dozen SDMs have been
changed. Apart from
this, two RAS officers
Laxminarayan Bunkar
and Lokesh Kumar
have been turned APO.
The Gehlot govern-
ment has taken care of
the desires of public
representatives in the
transfer list. On the
other hand, 38 officers
promoted from Tehsil-
dar Service have been
given new postings in
the RAS cadre. Along
with this, the APO of-
ficers Seema Kumar
has been posted as
Registrar in Rajasthan
ILD Skill University,
Mahavir Singh as Reg-
istrar in Bikaner Tech-
nical University and
Vinay Kumar Nagay-
ach as DIG Stamp in
Alwar. All three posts
were vacant for some
time.

tary Rajeeva Swarup
has issued an order for
all the district in charg-
es and secretaries of the
state regarding Cov-
id-19. In the order, the
CS has directed the dis-
trict officials to review
the implementation of
the public awareness
campaign about corona-
virus in their respective
districts on August 1
and 2. Besides, the offi-
cials are also instructed
to review the preventive
measures for the spread
of corona and the medi-
cal arrangements being
carried out for the Cov-
id affected people, so
that directions can be
provided for improving
the facilities.
The respective dis-
trict officials will also
review and supervise
the regular tasks dur-
ing their visit and will
submit a detailed re-
view report about the
same to the authorities.

rupees alleged Sanjiva-
ni scam the victims
have now turned to the
Rajasthan High Court
seeking justice as on
Friday, a whopping 1100
individuals from the
‘Sanjivani Pidit Sangh’
filed an application to
become a party in the
case. The advocate to
the secretary of the as-
sociation filed the appli-
cation and requested
that SOG’s investiga-
tion be continued and
not stayed as requested
in another application.
The applicant has
pleaded that the victims
had invested their life-
time earnings in the so-
ciety and thousands of
people have lost all their
money leading to many
families breaking up.
The SOG is investi-
gating the role of cen-
tral minister Gajendra
Singh Shekhawat and
others in the Sanjivani
Society but one of the
accused has filed in a
petition requesting a
stay on the SOG investi-
gation. The victims
have appealed to the
court not to grant any
stay in the SOG investi-
gation without hearing
them. It is noteworthy
that the single bench
had recently issued no-
tices to the concerned
parties to the case and
fixed August 5 for the
next hearing.

rona cases in the dis-
trict, strict measures are
being taken by the dis-
trict administration.
Apart from fixing cur-
few for markets, the two
big fairs of the district,

also been postponed.

ference held at the dis-
trict Collectorate audi-
torium on Friday, Dis-
trict Collector Nannu
Mal Pahadia said that
despite all efforts put in
by the administration,
police and medical de-
partment in the dis-
trict, the corona infec-
tion is increasing.
In last few days, differ-
ent parts of the district
headquarters have also
been affected by the pan-
demic, due to which the
administration has de-
cided to fix the time of
markets to 10 am to 6 pm
from August 4.

Jaipur: Notwithstand-
ing the ongoing political
crisis that is occupying
his mind, Chief Minis-
ter Ashok Gehlot has
not forgotten his prima-
ry responsibility of tak-
ing care of people.
Guided by the CM’s
concern for poor, his
government has decid-
ed to provide lifesaving
but expensive Tocili-
zumab-Remdesivir in-
jection free of cost to
Covid patients. Each
injection costs Rs 40,000.
What’s more, the pa-
tients won’t have to run
around to get a shot be-
cause the injections
will be available in dis-
trict hospitals.
The matter of Tocili-
zumab-Remdesivir in-
jection had come up in
core group’s meeting.
The CM had claimed
that money doesn’t mat-
ter to save a patient’s
life, no matter how cost-
ly the injection is; it
should be immediately
procured.
Subsequently, the
health department has
implemented a new sys-
tem to make these life-
saving injections avail-
able in district head-
quarters. Health minis-
ter Dr Raghu Sharma
said that the injections
have been provided to
six medical colleges in
the state who will then
release them as per
needs in the districts at-
tached to them.
According to doctors,
these injections have
given 100% results,
which is why the state
government has made
them available in all
medical colleges de-
spite being costly.
However, the state
level medical experts
group has said that
these injections should
be administered to only
serous patients that too
after adequate testing.

structions have been
given to be cautious and
the injection should be
given only under super-
vision of experts.
The government may
not care for cost of the
injection that is crucial
in fighting corona but
that doesn’t mean it
does not care for mis-
use. Therefore, in bid to
avoid financial irregu-
larity, the health de-
partment has asked
field officers to give
them to a patient only
if absolute necessary
and each case will be
audited by a team of
SMS Medical College.
Meanwhile, the co-
rona patients have
been given another re-
lief as they can now
keep smart phone and
laptop in the ICU to
stay in touch with their
families. However, the
time limit to use them
would be decided by
hospital incharge. The
health department has
issued orders to all
CMHO in this regard.

state under Unlock 3.0
for which the state gov-
ernment issued guide-
lines to ease curbs
amid the COVID-19
pandemic on Friday.
Conditional permis-
sion to reopen small
places of worship (tem-
ple, mosques, gurud-
wara), which used to
have an average daily
visit of up to 50 people
prior to lockdown, was
given under the guide-
lines to be implement-
ed from August 1 to 31.
For these places, en-
try of people will be
staggered in such a
manner that social dis-
tancing of at least six
feet is ensured. Wear-
ing masks is mandato-
ry. All other religious
places will reopen from
September 1.
As per the guide-
lines, Yoga institutes
and gymnasiums will
be allowed to function
from August 5 for
which standard operat-
ing procedures (SOP)
will be issued by the
Ministry of Health and
Family Welfare.
“All religious places
of religious worship --
temple, mosque,
churches, gurdwaras
shall be permitted to
open from September 1
with certain condi-
tions. Separate guide-
lines will be issued for
that, subsequently,”
states the order issued
by the home depart-
ment.
“Independence Day
functions at district,
sub-division, munici-
pal and panchayat lev-
els will be allowed only
by following health pro-
tocols, such as sanitisa-
tion of the public spac-
es to be used for the
function ensuring so-
cial distancing and
wearing of masks,” the
order said.
Marriage-related
gatherings may also be
held with the condi-
tions of giving prior
information to Sub-Di-
visional Magistrate,
social distancing will
be maintained and the
maximum number of
guests allowed shall
not be more than 50.
“Violation of any of
the above conditions is
an offence and punish-
able with a heavy fine,”
the order said.
It states that there
shall be no restriction
on inter-state and with-
in the state movement
of people and goods.
Passengers travelling
in any vehicle (person-
al or commercial) shall
not exceed permitted
seating capacity of the

of the COVID-19
pandemic have
varied across countries.
This is true even among
emerging-market and de-
veloping economies (EM-
DEs), which, compared to
advanced economies, have
higher poverty rates, poor-
er health care, and a lower
share of jobs that can be
performed remotely.
And yet, surprisingly,
COVID-19 infection and
death rates have so far been
lower in most EMDEs than
in the United States and
Europe, as Pinelopi Gold-
berg and Tristan Reed have
noted (and as Raghuram
Rajan has also pointed out).
But this may partly reflect
massive undercounting,
and in any case the situa-
tion is evolving rapidly.
Latin America’s EMDEs
have been the worst hit,
with those of Southeast
Asia the least affected. Vi-
etnam and Thailand, for
example, have reported re-
markably few cases so far.
Obvious possible reasons
whythecoronavirushashit
Latin America so hard in-
clude the region’s inequali-
ty, large and densely popu-
lated cities, sizeable infor-
mal sectors, inadequate
public-health systems, and
high levels of internal mi-
gration. A less obvious fac-
tor is that Latin America
has less recent experience
of pandemics than East
Asia or Africa, where SARS
andEbolahavemadepeople
more aware of the dangers
of deadly viruses and the
consequent need for social
distancing.
The picture in Sub-Saha-
ran Africa is unclear. Al-
though the numbers of
COVID-19 cases and deaths
to date are relatively low,
owingperhapsinparttothe
region’s young population,
the situation in South Afri-
ca is worsening quickly. Ap-
parentlyCOVID-19hotspots
emerge in major metropo-
lises with busy internation-
alairports–thinkof Milan,
London,NewYork,andnow
Johannesburg – and then
spread to neighboring re-
gions with a lag.
There are also signifi-
cant differences within re-
gions. In Latin America,
Brazil and Mexico are suf-
fering especially badly:
Brazil has reported more
COVID-19 cases and deaths
than any country except
the US. Uruguay seems to
be coping the best – but not
by following US President
Donald Trump’s logic of
conducting fewer tests in
order to report fewer cases.
The country has a lower
rate of positive results,
which is a more meaning-
ful statistic.
Brazil and Mexico are in
deeptroublelargelybecause
of poor leadership. Their
presidents are following the
pandemic-response strate-
gy pioneered by Trump:
deny the seriousness of the
situation, and then under-
mine public-health experts’
recommendations, such as
mask wearing.
Then there is the case of
Peru. It is hard to say what
the country’s government
has done wrong in its pan-
demic response, yet COV-
ID-19 deaths per capita are
higher than in both Brazil
and the US. Equally puz-
zling is why Chile has re-
ported more cases per cap-
ita than almost any other
country.

here is a marvelous story,
as true and historical as
anything in the Chandog-
ya Upanishad, which de-
picts many outstanding
features of good education
that are also being sought
to be fostered through the
National Education Policy
(NEP). As it goes, this
Upanishadic tale talks of a
twelve-year old boy who
seeks admission to the gu-
rukul of the great guru
Gautam Haridrumat. The
manner in which Haridru-
mat assesses the boy is an
exercise in enlightened
testing which should be
made mandatory reading
for all schoolteachers.
Why should that be the
case? Simply for the rea-
son that school and college
examinations in India are
becoming a farce. Fortu-
nately, the NEP recognises
this malaise and sets about
creating the right vision-
ary pathways to set right
the situation. As the story
proceeds in the Chandogya
Upanishad, we find that
Haridrumat, after admit-
ting the child, does not get
him to memorise the Ve-
das. Instead, he is sent off
into the forest with a cer-
tain number of cattle and
instructions on returning
only when the cattle have
multiplied a certain fold in
number. There is much
wisdom in the tale. This is
a marvelous illustration
of experiential or project-
based learning. It does not
talk of rote learning. In-
stead, it talks of learning
by doing. It is also a pro-
ject on wealth manage-
ment, since wealth, in
those days was measured
by the number of heads of
cattle an individual owned.
In other worlds the story
emphasises the necessity
for education to be linked
to the needs and challeng-
es of the real world. All of
these pedagogical princi-
ples are embedded in the
NEP document. It is not
that the document talks of
bringing in the Upani-
shads for study. It does not
even mention anything re-
motely like that. What it
does is, to highlight and
emphasise the right ingre-
dients that make for good
policy. It is just that these
are eternal truths and the
NEP document does well
to once again bring them
to the fore.
One may then be prompted
to ask as to the need for such
a policy. We do not need to
look beyond the state of
school education. One of the
most compelling indicators
of the sorry standards of
school education in India
was brought to the fore when
the PISA test results were an-
nounced in 2012. These tests
are conducted on a regular
basis by the Organisation for
Economic Cooperation and
Development (OECD). The
PISA tests measure the level
and standards of school edu-
cation across many coun-
tries. For the 2012 results,
more than seventy countries
had participated. India came
in at last but one position. We
were saved the embarrass-
ment of coming last only by
the even poorer standards in
school education of Kyr-
gyzstan. The NEP document
recognizes these issues and
makes very noteworthy rec-
ommendations. It talks about
reducing the enormous load
on school children. It cate-
gorically states that we have
too much needless content. It
talks of not distinguishing
between the so-called regular
disciplines like mathematics
or geography from the extra
curricular and co curricular
or even sporting activities
that a child may undertake at
the school level. After all,
each of these activities leads
to good education. The new
education policy also talks of
creating enlightened means
of testing for our school chil-
dren and goes as far as to say
that they must also be al-
lowed to take their board ex-
aminations more than once
so that they can improve
their scores. The NEP docu-
ment similarly makes many
enlightened recommenda-
tions for higher education. It
calls for trans-disciplinary
learning and it calls for dis-
solving the boundaries be-
tween various disciplines.
This allows a student a great
deal of flexibility in choosing
her subjects. A student shall
also have the freedom to spe-
cialize in a subject known as
her subject major and may, if
she chooses, also have a sub-
ject minor. Thus, if a student
is keen on learning the con-
nections of music with math-
ematics or of Sanskrit with
computer science she will
have the freedom to do so.
There are provisions for mul-
tiple exit options. Thus, a stu-
dent who has had to drop out
after a year or even two years
shall be granted a certificate
or a diploma and she can
come back to complete her
degree. It also calls for reduc-
ing the masters level learn-
ing to a duration of just one
year or even be scrapped if
the fourth year leads to a
good research.
The interesting thing is
that in the context of high-
er education, almost all the
recommendations of the
NEP were part of the Four
Year Undergraduate Pro-
gramme (FYUP) at Delhi
University in 2013. This
was during the time that I
had served there as its Vice
Chancellor. We had enor-
mous success when we im-
plemented the programme.
The Delhi University’s
global rankings shot up
and we were above almost
every IIT and all universi-
ties. Our undergraduates
began to produce research
papers, patents and even
startups. Hence, all the fea-
tures that the NEP calls for
have been tested and tried
at Delhi University and
they work very well. Of
course the features shall
only work if we are able to
motivate and train our
teachers both at the level
of schools and at the level
of colleges. The NEP has
made a provision for im-
proving the training of
schoolteachers and has
even made some sugges-
tions on improving college
teaching. We too had done
that at Delhi University. In
addition we had enabled a
great and holistic learning
environment that went be-
yond just preparing good
learning material. We had
incorporated a very effec-
tive use of technology and
our teachers were more of
mentors than blackboard
teachers. In addition, we
had managed to provide a
great deal of funding for
the needs of the pro-
gramme. In this context,
the commitment of the gov-
ernment seems quite firm
since they have announced
the commitment of 6.1 per-
cent of India’s GDP to-
wards education. This is a
very welcome step indeed.
I thus endorse the NEP.

Lone was released days

free man. So much has

TWO DEAD IN NOIDA BUILDING
COLLAPSE, RESCUE OPS ON
New Delhi: Two persons have died in a building
collapse in Noida’s sector-11 on Friday evening
and two others are injured. Rescue operations
are underway and an NDRF team has been
rushed to the building collapse site. Noida police
had initially said that three out of the four injured
had received minor injuries while the condition of
the fourth person was serious.“We have rescued
four people. it is difficult to tell their condition
right now, they have been admitted to a hospital,
said Sriparna Ganguly, ACP, Noida.

38 die after drinking spurious
liquor in Punjab, 8 arrested
The deaths took place in Punjab’s Amritsar, Batala and Tarn Taran districts since Wednesday

spurious liquor was 21
earlier on Friday, how-
ever, the number in-
creased later in the day.

SSR death: ED files
money laundering case
New Delhi: Enforce-
ment Directorate has
filed a money launder-
ing case in connection
with the death of Bol-
lywood actor Sushant
Singh Rajput, officials
said on Friday.
The central probe
agency has taken cogni-
sance of a Bihar Police
FIR registered against
actress Rhea
Chakraborty and some
others to slap criminal
charges under the
PMLA in its complaint,
they said.
The officials said an
Enforcement Case In-
formation Report
(ECIR) has been filed in
the case related to the
death of the actor and
alleged financial irreg-
ularities being suspect-
ed to have been done
against the deceased.
The ED had recently
sought the FIR copy
from the Bihar Police.
Rajput’s father Krish-
na Kumar Singh (74)
had on Tuesday lodged
a police complaint
against Chakraborty,
her family members
and six others on charg-
es of alleged abetment
to suicide of his son.
Singh has accused
Chakraborty, a budding
TV and film actress, of
having befriended his
son in May 2019 with
the intention of fur-
thering her own career.

Mufti’s
detention
extended by
three months
Srinagar: The Jammu
and Kashmir adminis-
tration extended the de-
tention of PDP presi-
dent Mehbooba Mufti
by three months under
the Public Safety Act.
Mufti was among
hundreds of people who
were taken into preven-
tive custody hours
ahead of the Centre re-
voking special status of
the J&K and dividing
the state into two union
territories on 5 August
last year.
The current deten-
tion order of the former
CM was expiring on Au-
gust 5 this year. Accord-
ing to an order issued
by the Home Depart-
ment, Mufti will con-
tinue to remain under
detention for another
three months at her of-
ficial residence at Fair-
view Bungalow, which
has been declared a sub-
sidiary jail.
“The law enforcing
agencies have recom-

tion, the same is consid-
ered to be necessary,”

Health Minister Dr
Harsh Vardhan said on
Friday that India’s
COVID-19 recovery rate
now stands at 64.54%.
“In the last 24 hours,
we have crossed the
1-million mark of pa-
tients who have recov-
ered from COVID-19.
Today we have 10, 57,805
who people have now
recovered. The total
number of cases across
the country now stands
at 16,38,870 cases,” Dr
Harsh Vardhan said at
the Group of Ministers
meeting
“Two-third of the
cases have recovered
and have gone home.
The fatality rate is also
coming down and today
it stands at 2.18 per
cent. The recovery rate
has improved to 64.54
per cent. The doubling
rate is right now stand-
ing at 21 days.” Vard-
han added.
He further said that
the doubling rate now
stands at 21 days.
The Union Health
Minister said that 0.27
per cent patients were
on the ventilator, 1.58
per cent were in ICUs
and 2.28 per cent re-
quired some form of
oxygen support.
Yesterday the Health
Ministry stated that the
number of COVID-19
recoveries has crossed
the 10-lakh mark in the
country.
India has yet again
witnessed the highest
single-day spike of
55,079 COVID-19 cases
in the last 24 hours,
and its tally has
breached the 16 lakh
mark on Friday, in-
formed the Union Min-
istry of Health and
Family Welfare.
With latest spike, the
total cases stand at
16,38,871. Among these
5,45,318 are active. A to-
tal of 10,57,806 patients

likely to be normal in
the second half of the
four-month rainfall sea-
son, the India Meteoro-
logical Department said
on Friday.
In its Long Range
Forecast for the rainfall
during second half (Au-
gust-September) of the
2020 Southwest Mon-
soon, the IMD said Au-
gust is likely to receive
rainfall that is 97 per
cent of the Long Period
Average.
“Quantitatively, the
rainfall over the coun-
try as a whole during
the second half of the
season is likely to be 104
per cent of LPA with a
model error of plus/
minus 8 per cent,” the
IMD said.
The Long Period Av-
erage (LPA) rainfall
over the country as a
whole for the period
1961-2010 is 88 centime-
tres.
Monsoon in the range
of 96-104 per cent of the
LPA is considered nor-
mal. The official rain-
fall season in the coun-
try is from June 1 to

any evidence or illegal

partment has written a
letter to the RERC to
grant additional time.

panies were to file an

30, but they were given
extension till July 31 at

Rajasthan Assembly
Speaker moved the Su-
preme Court against
the state high court’s
July 24 order, Congress
chief whip Mahesh
Joshi has also moved
the apex court, chal-
lenging the order stay-
ing proceedings on
his petitions seeking
disqualification of 19
rebel MLAs, including
dropped Deputy Chief
Minister Sachin Pilot.
Joshi contended that
it is beyond any pale of
doubt that the High
Court, by entertaining
the plea of the rebel
MLAs, at the stage
when the Speaker is yet
to decide the disqualifi-
cation petition under
Para 6 of the Tenth
Schedule, has exceeded
its jurisdiction and
therefore the impugned
interim order deserves
to be set aside.
The plea contended
that the High Court di-
recting status quo on
disqualification pro-
ceedings is ex-facie un-
constitutional, illegal
and in the teeth of the
law laid down by the top
court in Kihoto Hollo-
han matter. Joshi insist-
ed the notice issued on
July 14 by the Speaker
calling for comments of
the rebel MLAs on the
disqualification peti-
tions filed against them
under Para 2(1) (a) of
the Tenth Schedule,
was not adverse.
As an interim relief,
Joshi has urged the
apex court to grant stay
on the July 24 order of
the High Court.
The plea contended
that the Speaker has
vast jurisdiction to de-
cide whether a person
stands disqualified un-
der the Tenth Schedule
and he may arrive at
such a conclusion by
taking the aid of con-
temporaneousevidence.
Joshi insisted that to in-
terdict the Speaker at
this stage effaces the
very purpose and intent
of the Tenth Schedule.

after assembly session

Rathore said that it
was an insult of pub-
lic representatives,
legislative assembly,
and democracy. He
blamed Gehlot for
the vitiated political
atmosphere in the
state for the last one
month. “The credit
for the internal con-
flict in congress goes
to the CM. He couldn’t
keep his flock togeth-
er. And, now to save
his government, he
has been keeping
them under police se-
curity in five-star ho-
tels and entertaining
them with luxuries
of five-star hotels to
quash the rebellion,”
he alleged.
The senior BJP
leader said that Ge-
hlot is going to set a
record for keeping
MLAs locked in a ho-
tel for a month – after
12 days in Jaipur an-
other 14 days in Jais-
almer. Millions spent
on chartered flights
to shift the MLAs to
Jaisalmer, which is a
clear display of po-
litical corruption.
On the other hand,
the government has
burdened people with
28 paise per unit hike
in fuel surcharge and
12 and 10 percent
hike, respectively on
petrol and diesel.
Meanwhile, state
BJP president Dr.
Satish Poonia took a
pot shot on chief
minister Ashok Ge-
hlot asking him if he
would take MLAs
now to Pakistan.
“Gehlot has taken
MLAs to Jaisalmer to
save them from
poaching but how far
the government will
run. From where
they have gone the
next place is Paki-
stan,” he said in a
sarcastic way.
“When the CM is
claiming that congress
MLAs are united.
There is no threat then
why are they kept
locked in the hotel,” he
said while asking for
disclosure of those sus-
ceptible to inducement.
The state BJP pres-
ident said that the
government would
not be able to face the
opposition in the up-
coming session. “We
are ready to corner
the government on
common man’s prob-
lem,” he added.
According to Dr
Poonia, the present
situation is self-in-
flicted damage for
the CM and his party.

filed in state HC seek-
ing to stop salary,
monthly allowances
and other benefits of
those at hotels for last
two weeks amid the po-
litical crisis in the state.
The petition has been
filed by one Vivek Singh
Jadaun through advo-
cate Gajendra Singh
Rathore. “Those MLAs
who are staying in the
Fairmont Hotel and 19
other MLA, who are
staying in the other un-
known hotel for last two
weeks and they are not
in touch with the public
and are getting for their
salary, monthly allow-
ances and other bene-
fits is not justified,
hence their monthly al-
lowance and others ben-
efits should be stopped
and not to be given to
them as it is the sheer
wastage of public mon-
ey,” read the petition.
“Rajasthan Legisla-
tive Assembly is not in
session. MLAs are stay-
ing in the hotels having
no connection with the
public in their constitu-
encies & are not dis-
charging their duty as
per their oath/affirma-
tion to discharge duty as
elected member of the
legislative assembly.
Therefore they should
not be given any salary,
allowance & other ben-
efit or any kind of allow-

tels in Haryana’s Gur-
gaon and Manesar
when they went there to
serve notices to two Ra-
jasthan Congress MLAs
in a corruption case, a
senior official said.
The ACB had issued
notices to MLAs Bhan-
warlal Sharma and
Vishvendra Singh, who
have been suspended
from the party for al-
leged involvement in a
conspiracy to topple the
Ashok Gehlot-led gov-
ernment, to appear for
investigation, but they
failed to do so.
An ACB team, headed
by Deputy SP Saleh Mo-
hammad, then went to
deliver them the notices
at the three hotels in
Gurgaon and Manesar
where they are said to
be staying along with
other dissidents includ-
ing former Rajasthan
deputy chief minister
Sachin Pilot.
We reached the hotels
in search of the MLAs
so that the notices is-
sued by the investigat-
ing officer be delivered.
Authorities in two ho-
tels gave us in writing
that they were not stay-
ing there, while author-
ities at another hotel
said it is closed, Mo-
hammad said.
The ACB team was
not allowed to go inside
the hotels, he said.
The ACB had regis-
tered a case under the
Prevention of Corrup-
tion Act on complaint
by chief whip Mahesh
Joshi on July 17 after
three audio clips con-
taining conversation
with regards to the al-
leged conspiracy to top-
ple the Gehlot govern-
ment surfaced.
The ACB had issued
the notices to the MLAs

ed to greet the 29 surviv-
ing freedom fighters
from the state by visit-
ing their residences on
the occasion of the an-
niversary of the Quit
India Movement on Au-
gust 9.
Chief MinisterAshok
Gehlot has taken this
decision as a part of re-
membering the contri-
bution of freedom fight-
ers in liberating the
country from British
rule, an official state-
ment said on Friday.
Gehlot has said in
view of the coronavirus
pandemic and the age
of the freedom fighters,
the district magistrate,
additional district mag-
istrate, or sub-division-
al magistrate of the re-
spective districts
should greet
them by visit-
ing their resi-
dences.
A message
on behalf of
the chief minister
and a shawl will be
presented to the free-
dom fighters, the
statement said.
“Today, we are able to
breathe the fresh air
only because of these
freedom fighters,” Ge-
hlot was quoted in the
statement as saying.
“We are grateful
for their sacrifice,
dedication, and pas-
sion. Due to them, de-
mocracy could be
established in our
country,” he added.
The Quit India
Movement was
launched by Mahat-
ma Gandhi at the
Bombay session of
the All-India Con-
gress Committee on
August 8, 1942, de-
manding an end to the
British rule in India.

sion of World Tribal
Day.
According to an
official statement
released on Friday,
Chief Minister

decided to declare a
public holiday on
the long-standing
demand of the peo-
ple’s representa-
tives of the tribal
society.
On World Tribal
Day, the tribal people
living in different ar-
eas of Rajasthan or-
ganise religious, so-
cial and cultural pro-
grammes.
So far, the state
government has de-
clared a voluntary
holiday on the occa-
sion of Tribal Day.
Many legislators
and other public
representatives had
repeatedly demand-
ed the government
to declare this day a
public holiday in
the state.

Notably, total 88 MLAs reached Jais- almer on Friday of which 48 reached by three chartered planes on Friday afternoon whereas 40 others reached the Golden City by two chartered flights on Friday even- ing. Although in the evening flight a total of 40 passengers had trav- elled, however, seven of the total 47 individu- als, were senior Con- gress leaders and two family members. Mem- bers of CM’s staff also travelled by the even- ing flight. Moreover, in all, six ministers and five MLAs could not go to Jaisalmer since the third plane could not land after sunset. Ministers Pratap Singh, Raghu Sharma, Ashok Chandana, Lal- chand Kataria, Sub- hash Garg, Udailal An- jana could not go while MLAs Jagdish Jangid, Amit Chachan, Paras- ram Mordia, Babu Lal Bairwa, Balwan Poonia also stayed back. The MLAs who could not go on Friday are ex- pected to fly to Jaisalm- er on Saturday while ministers will stay in Jaipur. He said, “The rate for horse-trading has in- creased after the gover- nor announced the as- semblysessiondate.The party has undertaken a campaign to save the de- mocracyinthecountry.” Targeting Union Home Minister, Gehlot said he took the BJP leader’s name as he comes (on the fore- front) “where the gov- ernment is toppled”. “What has happened to you... day and night you think how to topple elected governments. Gehlot also targeted BJP whose MLA has filed a petition in court against assembly Speaker’s decision con- cerning the merger of six BSP MLAs in the ruling Congress. What would you call it?” Gehlot said. “BJP got 4 MPs of TDP merged inside Ra- jya Sabha overnight, that merger is right and six MLAs merged in Congress in Rajasthan, that merger is wrong, then I want to ask where did BJP’s chal, charitra, chehra go? P8 TWO MLAs STUCK IN JAIPUR WHILE THEIR LUGGAGE TOURS JAISALMER! Jaipur: Even as most Congress MLAs left for Jaisalmer on Friday, two legislators, Amit Chakan and Jagdish Jangid could not go Jaisalmer as both were first sitting in a big charter plane while Mamta and Sukhram had to sit in the 7-seater plane. But then both were shifted to the bigger plane thus forcing both Chakan and Jangid to deplane make place for the two. Similarly Arun Kumawat and Amit Malik too could not go to Jaisalmer. However, during all this confusion the bags of these MLAs remained in the plane while they had to return to the hotel without their luggage. After this the rooms in Fairmont were reopened for both the Chakan and Jangid. Now both will go to Jaisalmer on Saturday morning along with Kumawat and Malik. However, this restriction will not apply to international all-cargo operations and flights specifically ap- proved by the DGCA. “Government has de- cided to extend the sus- pension on the sched- uled international com- mercial passenger ser- vices to/ from India up to 2359 hours IST of 31st August,” DGCA said. Earlier, DGCA had on July 3 extended the ban on international flights until July 31 after it was suspended till July 15. Unable to conduct exams: State govt 97 state administration officers transferred First India Bureau Jaipur: The state gov- ernment has given its suggestion in the mat- ter of promoting the students due to the co- rona situation. The gov- ernment has said that it is now unable to con- duct exams. The state government mentioned it in the suggestion giv- en for class promotion in universities. The state govern- ment has given sugges- tions regarding the re- maining examinations of the session 2019-20, in which the govern- ment has shown its in- ability to conduct an- nual or semester exami- nations. In addition, the government has sug- gested giving 50% marks on the basis of previous year or semes- ter marks and the re- maining 50% through the internal assessment to pass the students. Apart from this, the government has ad- vised considering the marks of first-year stu- dents based on the aver- age marks of 10th and 12th standard. Also, a suggestion was given to promote the UG second- year students as per the first year marks by pro- viding them 5% bonus marks. On the other hand, for PG students, the state government has suggested the dis- tributionof theirmarks through a minor re- search arrangement or assignment. First India Bureau Jaipur: Amid the po- litical turmoil going on in the state, the Gehlot government has made a big change in bureau- cracy and issued trans- fer orders of 97 admin- istrative officers of the state late on Thursday night. According to the transfer list issued by the Department of Per- sonnel, more than three dozen SDMs have been changed. Apart from this, two RAS officers Laxminarayan Bunkar and Lokesh Kumar have been turned APO. The Gehlot govern- ment has taken care of the desires of public representatives in the transfer list. Each injection costs Rs 40,000. What’s more, the pa- tients won’t have to run around to get a shot be- cause the injections will be available in dis- trict hospitals. The matter of Tocili- zumab-Remdesivir in- jection had come up in core group’s meeting. The CM had claimed that money doesn’t mat- ter to save a patient’s life, no matter how cost- ly the injection is; it should be immediately procured. Subsequently, the health department has implemented a new sys- tem to make these life- saving injections avail- able in district head- quarters. Health minis- ter Dr Raghu Sharma said that the injections have been provided to six medical colleges in the state who will then release them as per needs in the districts at- tached to them. According to doctors, these injections have given 100% results, which is why the state government has made them available in all medical colleges de- spite being costly. However, the state level medical experts group has said that these injections should be administered to only serous patients that too after adequate testing. SMS Medical College Principal Dr Sudhir Bhandari said that in- structions have been given to be cautious and the injection should be given only under super- vision of experts. The government may not care for cost of the injection that is crucial in fighting corona but that doesn’t mean it does not care for mis- use. Therefore, in bid to avoid financial irregu- larity, the health de- partment has asked field officers to give them to a patient only if absolute necessary and each case will be audited by a team of SMS Medical College. Meanwhile, the co- rona patients have been given another re- lief as they can now keep smart phone and laptop in the ICU to stay in touch with their families. However, the time limit to use them would be decided by hospital incharge. The health department has issued orders to all CMHO in this regard. This is true even among emerging-market and de- veloping economies (EM- DEs), which, compared to advanced economies, have higher poverty rates, poor- er health care, and a lower share of jobs that can be performed remotely. And yet, surprisingly, COVID-19 infection and death rates have so far been lower in most EMDEs than in the United States and Europe, as Pinelopi Gold- berg and Tristan Reed have noted (and as Raghuram Rajan has also pointed out). But this may partly reflect massive undercounting, and in any case the situa- tion is evolving rapidly. Latin America’s EMDEs have been the worst hit, with those of Southeast Asia the least affected. Vi- etnam and Thailand, for example, have reported re- markably few cases so far. Obvious possible reasons whythecoronavirushashit Latin America so hard in- clude the region’s inequali- ty, large and densely popu- lated cities, sizeable infor- mal sectors, inadequate public-health systems, and high levels of internal mi- gration. A less obvious fac- tor is that Latin America has less recent experience of pandemics than East Asia or Africa, where SARS andEbolahavemadepeople more aware of the dangers of deadly viruses and the consequent need for social distancing. The picture in Sub-Saha- ran Africa is unclear. Al- though the numbers of COVID-19 cases and deaths to date are relatively low, owingperhapsinparttothe region’s young population, the situation in South Afri- ca is worsening quickly. Ap- parentlyCOVID-19hotspots emerge in major metropo- lises with busy internation- alairports–thinkof Milan, London,NewYork,andnow Johannesburg – and then spread to neighboring re- gions with a lag. There are also signifi- cant differences within re- gions. In Latin America, Brazil and Mexico are suf- fering especially badly: Brazil has reported more COVID-19 cases and deaths than any country except the US. Uruguay seems to be coping the best – but not by following US President Donald Trump’s logic of conducting fewer tests in order to report fewer cases. The country has a lower rate of positive results, which is a more meaning- ful statistic. Brazil and Mexico are in deeptroublelargelybecause of poor leadership. Their presidents are following the pandemic-response strate- gy pioneered by Trump: deny the seriousness of the situation, and then under- mine public-health experts’ recommendations, such as mask wearing. His nails have also been sent. here is a marvelous story, as true and historical as anything in the Chandog- ya Upanishad, which de- picts many outstanding features of good education that are also being sought to be fostered through the National Education Policy (NEP). As it goes, this Upanishadic tale talks of a twelve-year old boy who seeks admission to the gu- rukul of the great guru Gautam Haridrumat. The manner in which Haridru- mat assesses the boy is an exercise in enlightened testing which should be made mandatory reading for all schoolteachers. Why should that be the case? Simply for the rea- son that school and college examinations in India are becoming a farce. Fortu- nately, the NEP recognises this malaise and sets about creating the right vision- ary pathways to set right the situation. As the story proceeds in the Chandogya Upanishad, we find that Haridrumat, after admit- ting the child, does not get him to memorise the Ve- das. Instead, he is sent off into the forest with a cer- tain number of cattle and instructions on returning only when the cattle have multiplied a certain fold in number. There is much wisdom in the tale. This is a marvelous illustration of experiential or project- based learning. It does not talk of rote learning. In- stead, it talks of learning by doing. It is also a pro- ject on wealth manage- ment, since wealth, in those days was measured by the number of heads of cattle an individual owned. In other worlds the story emphasises the necessity for education to be linked to the needs and challeng- es of the real world. All of these pedagogical princi- ples are embedded in the NEP document. It is not that the document talks of bringing in the Upani- shads for study. It does not even mention anything re- motely like that. What it does is, to highlight and emphasise the right ingre- dients that make for good policy. It is just that these are eternal truths and the NEP document does well to once again bring them to the fore. One may then be prompted to ask as to the need for such a policy. We do not need to look beyond the state of school education. One of the most compelling indicators of the sorry standards of school education in India was brought to the fore when the PISA test results were an- nounced in 2012. These tests are conducted on a regular basis by the Organisation for Economic Cooperation and Development (OECD). The PISA tests measure the level and standards of school edu- cation across many coun- tries. For the 2012 results, more than seventy countries had participated. India came in at last but one position. We were saved the embarrass- ment of coming last only by the even poorer standards in school education of Kyr- gyzstan. The NEP document recognizes these issues and makes very noteworthy rec- ommendations. It talks about reducing the enormous load on school children. It cate- gorically states that we have too much needless content. It talks of not distinguishing between the so-called regular disciplines like mathematics or geography from the extra curricular and co curricular or even sporting activities that a child may undertake at the school level. After all, each of these activities leads to good education. The new education policy also talks of creating enlightened means of testing for our school chil- dren and goes as far as to say that they must also be al- lowed to take their board ex- aminations more than once so that they can improve their scores. The NEP docu- ment similarly makes many enlightened recommenda- tions for higher education. It calls for trans-disciplinary learning and it calls for dis- solving the boundaries be- tween various disciplines. This allows a student a great deal of flexibility in choosing her subjects. A student shall also have the freedom to spe- cialize in a subject known as her subject major and may, if she chooses, also have a sub- ject minor. Thus, if a student is keen on learning the con- nections of music with math- ematics or of Sanskrit with computer science she will have the freedom to do so. There are provisions for mul- tiple exit options. Thus, a stu- dent who has had to drop out after a year or even two years shall be granted a certificate or a diploma and she can come back to complete her degree. It also calls for reduc- ing the masters level learn- ing to a duration of just one year or even be scrapped if the fourth year leads to a good research. The interesting thing is that in the context of high- er education, almost all the recommendations of the NEP were part of the Four Year Undergraduate Pro- gramme (FYUP) at Delhi University in 2013. This was during the time that I had served there as its Vice Chancellor. We had enor- mous success when we im- plemented the programme. The Delhi University’s global rankings shot up and we were above almost every IIT and all universi- ties. Our undergraduates began to produce research papers, patents and even startups. Hence, all the fea- tures that the NEP calls for have been tested and tried at Delhi University and they work very well. Of course the features shall only work if we are able to motivate and train our teachers both at the level of schools and at the level of colleges. The NEP has made a provision for im- proving the training of schoolteachers and has even made some sugges- tions on improving college teaching. We too had done that at Delhi University. In addition we had enabled a great and holistic learning environment that went be- yond just preparing good learning material. We had incorporated a very effec- tive use of technology and our teachers were more of mentors than blackboard teachers. In addition, we had managed to provide a great deal of funding for the needs of the pro- gramme. In this context, the commitment of the gov- ernment seems quite firm since they have announced the commitment of 6.1 per- cent of India’s GDP to- wards education. This is a very welcome step indeed. I thus endorse the NEP. Lone was released days ahead of the first anniver- sary of the Centre’s move to revoke Article 370 of the Constitution in August last year. Lone also confirmed his release by taking to Twitter. “Finally five days short of a year I have been officially informed that I am a free man. So much has changed. So have I. TWO DEAD IN NOIDA BUILDING COLLAPSE, RESCUE OPS ON New Delhi: Two persons have died in a building collapse in Noida’s sector-11 on Friday evening and two others are injured. Rescue operations are underway and an NDRF team has been rushed to the building collapse site. After at least 38 people died in Punjab’s three districts after drinking spurious liquor. With seven arrests, the total number of persons ap- prehended so far in the case has gone up to eight, including Bal- winder Kaur, who was arrested from Muchhal village on Thursday. The number of people who died after having spurious liquor was 21 earlier on Friday, how- ever, the number in- creased later in the day. The central probe agency has taken cogni- sance of a Bihar Police FIR registered against actress Rhea Chakraborty and some others to slap criminal charges under the PMLA in its complaint, they said. The officials said an Enforcement Case In- formation Report (ECIR) has been filed in the case related to the death of the actor and alleged financial irreg- ularities being suspect- ed to have been done against the deceased. The ED had recently sought the FIR copy from the Bihar Police. Rajput’s father Krish- na Kumar Singh (74) had on Tuesday lodged a police complaint against Chakraborty, her family members and six others on charg- es of alleged abetment to suicide of his son. Singh has accused Chakraborty, a budding TV and film actress, of having befriended his son in May 2019 with the intention of fur- thering her own career. Mufti’s detention extended by three months Srinagar: The Jammu and Kashmir adminis- tration extended the de- tention of PDP presi- dent Mehbooba Mufti by three months under the Public Safety Act. Mufti was among hundreds of people who were taken into preven- tive custody hours ahead of the Centre re- voking special status of the J&K and dividing the state into two union territories on 5 August last year. The current deten- tion order of the former CM was expiring on Au- gust 5 this year. Today we have 10, 57,805 who people have now recovered. The total number of cases across the country now stands at 16,38,870 cases,” Dr Harsh Vardhan said at the Group of Ministers meeting “Two-third of the cases have recovered and have gone home. The fatality rate is also coming down and today it stands at 2.18 per cent. The recovery rate has improved to 64.54 per cent. The doubling rate is right now stand- ing at 21 days.” Vard- han added. He further said that the doubling rate now stands at 21 days. The Union Health Minister said that 0.27 per cent patients were on the ventilator, 1.58 per cent were in ICUs and 2.28 per cent re- quired some form of oxygen support. Yesterday the Health Ministry stated that the number of COVID-19 recoveries has crossed the 10-lakh mark in the country. India has yet again witnessed the highest single-day spike of 55,079 COVID-19 cases in the last 24 hours, and its tally has breached the 16 lakh mark on Friday, in- formed the Union Min- istry of Health and Family Welfare. With latest spike, the total cases stand at 16,38,871. Among these 5,45,318 are active. In its Long Range Forecast for the rainfall during second half (Au- gust-September) of the 2020 Southwest Mon- soon, the IMD said Au- gust is likely to receive rainfall that is 97 per cent of the Long Period Average. “Quantitatively, the rainfall over the coun- try as a whole during the second half of the season is likely to be 104 per cent of LPA with a model error of plus/ minus 8 per cent,” the IMD said. The Long Period Av- erage (LPA) rainfall over the country as a whole for the period 1961-2010 is 88 centime- tres. Monsoon in the range of 96-104 per cent of the LPA is considered nor- mal. In his service as a Gujarat cadre of- ficer, he has served at various crucial posts in the police force. Bhatia is presently discharging duty as the Police Commissioner of Ahmedabad, a post to which he was appointed in November 2019. The post was vacant for a while after former Com- missioner of Police AK Singh was appointed the Director General of the National Security Guard (NSG). The incoming DGP hadinvestigatedthe2008 Ahmedabadserialbomb blasts case, whose trial is going on at the city civil and sessions court. Another high-pro- file case attached to Bhatia’s name is the 2002 riots. When the Supreme Court had appointed a Special Investigation Team (SIT) to investigate 10 major cases of the 2002 riots, SIT chief RK Raghvan had se- lected three IPS offic- ers to help with the investigation; Bhatia was one of them. In 2016, Bhatia had servedasthePoliceCom- missioner of Surat and then too he was touted to be a contender for the post of Police Commis- sioner of Ahmedabad. The Principal Secre- tary of the Energy De- partment has written a letter to the RERC to grant additional time. The electricity com- panies were to file an ARR petition by June 30, but they were given extension till July 31 at the request of discom. The discom believes that the figures for the new petition have not been prepared due to the corona period. In such a situation, it will take at least a month more to pre- pare the petition. Joshi contended that it is beyond any pale of doubt that the High Court, by entertaining the plea of the rebel MLAs, at the stage when the Speaker is yet to decide the disqualifi- cation petition under Para 6 of the Tenth Schedule, has exceeded its jurisdiction and therefore the impugned interim order deserves to be set aside. The plea contended that the High Court di- recting status quo on disqualification pro- ceedings is ex-facie un- constitutional, illegal and in the teeth of the law laid down by the top court in Kihoto Hollo- han matter. Joshi insist- ed the notice issued on July 14 by the Speaker calling for comments of the rebel MLAs on the disqualification peti- tions filed against them under Para 2(1) (a) of the Tenth Schedule, was not adverse. As an interim relief, Joshi has urged the apex court to grant stay on the July 24 order of the High Court. The plea contended that the Speaker has vast jurisdiction to de- cide whether a person stands disqualified un- der the Tenth Schedule and he may arrive at such a conclusion by taking the aid of con- temporaneousevidence. Joshi insisted that to in- terdict the Speaker at this stage effaces the very purpose and intent of the Tenth Schedule. The senior BJP leader said that Ge- hlot is going to set a record for keeping MLAs locked in a ho- tel for a month – after 12 days in Jaipur an- other 14 days in Jais- almer. Millions spent on chartered flights to shift the MLAs to Jaisalmer, which is a clear display of po- litical corruption. On the other hand, the government has burdened people with 28 paise per unit hike in fuel surcharge and 12 and 10 percent hike, respectively on petrol and diesel. Meanwhile, state BJP president Dr. Satish Poonia took a pot shot on chief minister Ashok Ge- hlot asking him if he would take MLAs now to Pakistan. “Gehlot has taken MLAs to Jaisalmer to save them from poaching but how far the government will run. From where they have gone the next place is Paki- stan,” he said in a sarcastic way. “When the CM is claiming that congress MLAs are united. There is no threat then why are they kept locked in the hotel,” he said while asking for disclosure of those sus- ceptible to inducement. The state BJP pres- ident said that the government would not be able to face the opposition in the up- coming session. “We are ready to corner the government on common man’s prob- lem,” he added. According to Dr Poonia, the present situation is self-in- flicted damage for the CM and his party. Jaipur: A PIL has been filed in state HC seek- ing to stop salary, monthly allowances and other benefits of those at hotels for last two weeks amid the po- litical crisis in the state. The petition has been filed by one Vivek Singh Jadaun through advo- cate Gajendra Singh Rathore. “Those MLAs who are staying in the Fairmont Hotel and 19 other MLA, who are staying in the other un- known hotel for last two weeks and they are not in touch with the public and are getting for their salary, monthly allow- ances and other bene- fits is not justified, hence their monthly al- lowance and others ben- efits should be stopped and not to be given to them as it is the sheer wastage of public mon- ey,” read the petition. “Rajasthan Legisla- tive Assembly is not in session. MLAs are stay- ing in the hotels having no connection with the public in their constitu- encies & are not dis- charging their duty as per their oath/affirma- tion to discharge duty as elected member of the legislative assembly. The ACB had issued notices to MLAs Bhan- warlal Sharma and Vishvendra Singh, who have been suspended from the party for al- leged involvement in a conspiracy to topple the Ashok Gehlot-led gov- ernment, to appear for investigation, but they failed to do so. An ACB team, headed by Deputy SP Saleh Mo- hammad, then went to deliver them the notices at the three hotels in Gurgaon and Manesar where they are said to be staying along with other dissidents includ- ing former Rajasthan deputy chief minister Sachin Pilot. We reached the hotels in search of the MLAs so that the notices is- sued by the investigat- ing officer be delivered. Authorities in two ho- tels gave us in writing that they were not stay- ing there, while author- ities at another hotel said it is closed, Mo- hammad said. She took to Instagram to share the update and termed the film as the “most special experience” of her profes- sional life. “It’s been the most special experience and I couldn’t possibly be more honored and excited to bring to you the trailer of GunjanSaxena: The Kargil Girl tomorrow at 10 am,” she wrote in the caption. The film chronicles the journey of the first Indian wom- an Air Force officer -- Gunjan Saxena -- to enter a war zone, which will be portrayed by Jan- hvi in the film. Saxena, who is one of the first female pilots to fly in combat, played an important role in res- cuing injured soldiers during the Kargil War in 1999 and was awarded the gallantry Shaurya Vir Award for displaying courage during the war. Directed by Sharan Sharma, ‘Gunjan Saxe- na: The Kargil Girl’ also stars Pankaj Tripathi, Vineet Kumar Singh, Angad Bedi and Manav Vij in piv- otal roles. The upcom- ing biopic is being produced by Dhar- ma Productions and Zee Studios and will release on Amazon Prime Video on August 12. I n the film, Vidya Balan dons the character of Shakuntala Devi who is a world-renowned name in the field of Mathe- matics and was known as” Hu- man-Computer”. It depicts the making of the legendary math- ematician, writer and astrologer in an era when a woman in a sa- ree and pigtails was not expected to ‘perform’ miracles of arithmetic on the stage across the world. The story is about this inspir- ing woman who lived life on her terms, often came close to paying a price for it but never allowed her- self to wonder if the choices she made in life were erroneous. Apart from the number game, the film showcases the conflict Shakuntala faces and the anguish sheenduresintheprocessof trying to balance her relationship with her parents, husband, only daugh- ter and son-in-law along with her ambition. Sanya Malhotra conveys to per- fection the vacillating emotions of a girl at odds with her mother’s global fame. And Jisshu Sengupta andAmitSadhasmendealingwith two strong-willed women go along for the ride, their feet firmly and believably on the ground. Overall the film is a one time watch only for the woman who could make the numbers dance.
