es, Gehlot said that ACB

Siliguri: Hitting out at the Centre over the con-
tentious farm laws, West Bengal Chief Minister
Mamata Banerjee said on Tuesday that this legisla-
tion will devastate the farmers of the country and
help the hoarders. Addressing an administrative
meeting at branch secretariat ‘Uttar Kanya’ here,
Banerjee said she will speak to state officials and
take steps to protect the interest of the farmers.
Chandigarh: Punjab Chief Minister Amarinder
Singh extended his government’s full support to
the agitating farmers on Tuesday and assured
them of all possible legal and other steps to fight
the “draconian new farm laws”, including a special
session of the Assembly to discuss and decide the
way forward. Singh said the Punjab government
stands in full support of the farmers in these “dark
and difficult times”. Chairing a meeting with the
representatives of 31 farmers’ unions here to take
their views on the matter, the chief minister said he
would be discussing the issue with his legal team
later in the day to finalise the next steps, including
challenging the farm laws in the Supreme Court.

of cozying upto China, has announced itsintention to withdraw theUS from the agency and iswithholding funding, thus
depriving the WHO of itslargest single financial con-tributor. The US has alsostalled the World Trade Or-ganization’s dispute-settle-ment system by vetoing theappointment of new judgesto its appellate body.
Fortunately,
however,
three strands of multilat-
eralism will contain therisk of a great superpower
fracture.
First,multilateralorgani-zations are changing, notcollapsing. China is notseeking to destroy the inter-national institutions thatAmericaestablishedandledin the aftermath of WorldWarII.Onthecontrary,Chi-na is seeking to increase itsinfluence within these or-ganizations, not least be-
cause it is thriving withinthe system they uphold.
After the US announced
that it was withdrawing
from the WHO, Chinapledged to give it $2 billionover two years to help itfight the COVID-19 pan-demic. And after the USsought to prevent theWTO’s appellate body fromfunctioning,
China circu-
lated a reform proposal
aimed at strengthening theorganization.
In the UN, China is nowthe second-largest contrib-
utor to the general budgetand to the peacekeepingbudget. Chinese officials
now head four of the UN’s15 specialized agencies.
And in the InternationalMonetary Fund and theWorld Bank, China is nowthe third most powerful
member state, with its ownseat on the executive boardand a Chinese official in thesenior management
team.
We are thus witnessing
two economic superpowers
competing for positions
within agencies that setand monitor global rules.Whereas China, the new-comer, is using carrots toadvance its position, theUS (not for the first time) isusing sticks – threats ofdisengagement and de-funding – to get its way.
The key for other coun-tries will be the quality ofthese international organi-zations’ leadership – as wasthe case during the ColdWar, when the US dominat-
ed such institutions. In thatera, for example, UN Secre-tary-General Dag Ham-marskjöld neatly side-stepped the US-Soviet stale-mate by introducing inter-national peacekeepingoverseen by the UN, whileWorld Bank President Rob-ert McNamara used his au-thority and mandate to ex-pand the Bank’s member-
ship and activities.
Countering
the GreatFracture will require lead-ers who can mobilize coali-tions of countries otherthan China or the US tocounter a dominant mem-ber’s view, and who canmaximize the impact oftheir organizations’ re-sources, staff, and policies.

BUT TO BACK FARMERSday after Youth Congress workers burnta tractor in Delhi, Prime Minister Nar-endra Modi hit out at the oppositionparties. Those opposing the farm Actsare insulting the farmers by setting fire
to their equipment, Modi said while virtually in-
augurating development schemes in Uttarakhand.
He once again accused the opposition of “mislead-ing the farmers” and iterated that not only willthe farmers get minimum support price for theirproduce but they will also have the freedom to sell
their products anywhere in the country. The law
has struck at what was a source of black moneyfor some.
But the farmers are far from being convinced.The All-India Kisan Sangharsh Samiti has an-
nounced massive country-wide protests from Oc-
tober 2. The Congress, which sees an opportunityto revive its fortunes by taking up the farmers’cause, will observe October 2 as “Kisan- MazdoorBachao Diwas”. Congress’s gambit is understand-able but why has the Shiromani Akali Dal decidedto oppose the Acts? Until last month the Akaliswere defending the ordinances. Ironically, SukhbirSingh Badal charged Punjab Chief Minister Ama-rinder Singh of “misleading
the peasantry on
MSP”. His wife Harsimrat Kaur had also said thatCongress was creating doubts in the mind of farm-ers. That is no longer the case now.So far it is only the Punjab farmers who are vo-
ciferously and actively protesting the new legisla-tion. In that lies the reason for Akalis snapping ties
with the National Democratic Alliance. It is the
peasantry which will decide the fate of not justAkalis but also of other political parties.

UP RAPE CASE REMINDSDELHI OF NIRBHAYAn Tuesday New Delhi witnessed scenesreminiscent of the 2012 Nirbhaya rapecase when the people of Delhi were outon the streets demanding justice for thegirl who was brutally raped and left to
die. Nirbhaya did not belong to Delhi but was stay-ing there as a physiotherapy intern. The crowdspilling onto roads outside the Safdarjung Hospitalis demanding justice for a 19-year-old Dalit girl
who was gang-raped and tortured in Hathras, Ut-
tar Pradesh. Police claimed that the girl was not
raped although the police had registered a case of
gang-rape. A case under Section 307 IPC and SC-STAct has been registered against the accused.As night descended the victim’s family and pol-
iticians, including the new Dalit leader Chan-drashekhar Azad Ravan, refused to leave demand-ing that her body be handed over to the family. Thegirl’s death will be used for political ends but the
question of how to stop the scourge of rape in Ut-
tar Pradesh and other states is hardly addressedwith seriousness.
The insensitivity
of police in not registering a
rape victim’s FIR and acting on her complaint withpromptness is a bigger issue. After the Nirbhayacase, the law that was framed made it mandatoryfor the police to register the complaint of everyvictim of sexual assault failing which an FIR has
to be registered against the police officer himself.The law remains confined to the pages of law
books as policemen in UP take sadistic pleasure in
turning women away from thanas. For Dalits andthe poor, getting police help is even more difficult.

species of butterfly has
beenfoundinRajasthan
with efforts of Dungar-
pur based nature lover
and butterfly expert
Mukesh Panwar. Pawar,
who is a government
school teacher and
member of Vagad na-
ture club, spotted the
Spialia zebra butterfly
on 8 November 2013 at
Dharnraj farm house in
Sagwara in Dungarpur
and clicked pictures. Af-
ter a detailed research
and analysis, the Insti-
tute director Peter
Smetacek recognised
this as 1328th species of
butterfly of India. The
butterfly, which is only
2.5 centimeters wide,
can fly at a high speed.
It was seen in the city of
Attock, Pakistan in the
year 1888. At that time
the name of city was
Camp Bailpur. He said
this is also mentioned
in the book “Butterfly
of Pakistan” published
in the year 2016. Muke-
sh Panwar, who has
been doing research on
the butterflies of Ra-
jasthan for the last 15
years, has seen and
identified 111 species of
butterflies in state. He
has conducted research
on life cycle of 82 spe-
cies. Earlier, by Panwar
first Butterfly Festival
of Rajasthan was held
on February 24, 2018 in
Sagwara by forest dept,
Rajputana Society of
Natural History & Va-

tion work in Barmer

The labourers were

tion of a water tank

Jaipur: A mass aware-
ness movement on
COVID-19 will be intro-
duced in Rajasthan on
October 2, to encourage
people to adopt practic-
es like wearing masks
and social distancing in
order to prevent Coro-
navirus infection.
The decision to run
the campaign was tak-
en in a meeting held by
CM Ashok Gehlot on
Monday night. A Min-
isterial Committee set
up to plan and execute
the movement, held a
meeting on Tuesday, to
finalise the plan and
gave necessary direc-
tions to officials.The
movement will be run
in 11 district headquar-
ters, where the number
cases is high. Section
144 of CrPC is already
imposed in these 11 dis-
tricts in view of spike
in number of cases.
The district headquar-
ters include Jaipur,
Jodhpur, Kota, Ajmer,
Alwar, Bhilwara, Bi-
kaner, Udaipur, Sikar,
Pali and Nagaur. Urban
Development and
Housing Minister
Shanti Dhariwal said it
will be a mass move-
ment under which, ac-
tivities on large scale
will be run to ensure
that people seriously
follow COVID-19 relat-
ed guidelines.
District Collectors
will be the ‘Nodal Offic-
ers’ for the campaign.
He informed that all
the wards of the city
will be divided into 10
parts.
District Collectors
will hold a meeting
with all stakeholders
like ward councillors,
former councillors,
shopkeepers, traders,
etc on Sept 30 who will
create awareness from
October 2 onwards.
Masks will be dis-
tributed in crowded
areas like vegetable
markets, bus stands,
railway stations, hospi-
tals, religious places,
government offices,
etc. & announcements
about guidelines will
also be made. Aware-
ness stickers will also
be pasted on houses in
all wards, Dhariwal
said. “Spread can be
controlled within a
month if people wear
masks properly &
maintain distance,”

of Corona along with 15
deaths from across the
state in the past 24
hours, informed the
sources from the Health
Ministry.
Two deaths were re-
ported from Gangana-
gar, while one each was
reported from Ajmer,
Alwar, Banswara,
Baran, Bhilwara, Bi-
kaner, Jaipur, Jalore,
Jodhpur, Kota, Pali, Ra-
jsamand and Udaipur
taking the death toll to
1,471.
The state has touched
the total infection fig-
ure of 1,33,119 on Tues-
day with Jaipur con-
tributing maximum 422
new cases followed by
331 from Jodhpur.

has started a mobile
vehicle to provide in-
formation about uses
and recharge of Metro
Smart Card to the peo-
ple. There is a provi-
sion of 10 percent con-
cession on fare on us-
ing Metro card, which

way stations in Jaipur.
In view of Coronavi-
rus spread, the Metro
has asked its passen-
gers to use the smart
card and for dissemi-

every retiring IAS and IPS
officer still dreams of some
lucrative assignment, a hard
honest and low profile Dr
Tripathi has indicated his
choice as the vice chancellor
of the upcoming police uni-
versity. However, after the
completion of a long series
of procedural formalities,
the Chief Minister will take
a final call on the future of
Dr Tripathi.
Because of his integri-
ty, efficiency and low
profile working, Dr. Tripathi en-
joyed the confidence of his two
mentors i.e. Vasundhara Raje
and Ashok Gehlot but ‘ideologi-
cally’ he is more close to Gehlot.
During his more than four
year long tenure at an unpleas-
ant and thankless place like
ACB, surprisingly Dr Tripathi
has never antagonized any in-
dividual or group of people,
who were booked by him for
corruption charges, because he
enjoyed the reputation and
goodwill of a fairly independ-
ent and impartial officer. A

an opportunity to work with
a number of ‘different mood’
IGs and ADGs including VK

Dr Tripathi also broke the
myth that lady officers are
comparatively less dishonest
as he caught 66 female officer
in ACB net. Over the course of
four years, the senior IPS, stay-
ing at helm in the Bureau,
oversaw a whopping 1229 traps,
a new record! Similarly, a re-
cord number of 388 cases of
misuse of office and 65 cases of
Disproportionate Assets were
registered during Tripathi’s
tenure. In an overall perfor-
mance, Dr Tripathi’s ACB
stood at number two
in the country just
after Maharashtra.
Tripathi also did
not shy from putting his
hands on the ‘big fish’, as
CM Ashok Gehlot had di-
rected when he came to ACB
Headquarter earlier in the
year and took a meeting of
ACB officials.
At the grassroot level, Dr.
Tripathi, who always believed
in the principal of ‘complete
trust with complete delega-
tion’, was fairly popular among
the field staff even at district
headquarter level. One day be-
fore his retirement, Dr. Trip-
athi attended a video confer-
ence meeting with all his staff
at the district level and thanked
everyone for their total support
and cooperation to him during
his more than four years ten-
ure. Dr Tripathi’s biggest
achievement was that he
managed a challenging ‘con-
tradiction’ of being a ‘hatch-
et-man’ and at the same time
to be a popular person also.
Now everyone awaits CM
Gehlot’s announcement this
afternoon to nominate or ap-
point Dr Tripathi’s succes-
sor, who will always have a
challenge to beat Dr Trip-
athi’s unbeatable perfor-
mance. Incidentally, just af-

We are thus witnessing
two economic superpowers
competing for positions
within agencies that set
and monitor global rules.
Whereas China, the new-
comer, is using carrots to
advance its position, the
US (not for the first time) is
using sticks – threats of
disengagement and de-
funding – to get its way.
The key for other coun-
tries will be the quality of
these international organi-
zations’ leadership – as was
the case during the Cold
War, when the US dominat-
ed such institutions. In that
era, for example, UN Secre-
tary-General Dag Ham-
marskjöld neatly side-
stepped the US-Soviet stale-
mate by introducing inter-
national peacekeeping
overseen by the UN, while
World Bank President Rob-
ert McNamara used his au-
thority and mandate to ex-
pand the Bank’s member-
ship and activities.

AKALIS HAVE NO CHOICE
BUT TO BACK FARMERS
day after Youth Congress workers burnt
a tractor in Delhi, Prime Minister Nar-
endra Modi hit out at the opposition
parties. Those opposing the farm Acts
are insulting the farmers by setting fire
to their equipment, Modi said while virtually in-
augurating development schemes in Uttarakhand.
He once again accused the opposition of “mislead-
ing the farmers” and iterated that not only will
the farmers get minimum support price for their
produce but they will also have the freedom to sell
their products anywhere in the country. The law
has struck at what was a source of black money
for some.
But the farmers are far from being convinced.
The All-India Kisan Sangharsh Samiti has an-
nounced massive country-wide protests from Oc-
tober 2. The Congress, which sees an opportunity
to revive its fortunes by taking up the farmers’
cause, will observe October 2 as “Kisan- Mazdoor
Bachao Diwas”. Congress’s gambit is understand-
able but why has the Shiromani Akali Dal decided
to oppose the Acts? Until last month the Akalis
were defending the ordinances. Ironically, Sukhbir
Singh Badal charged Punjab Chief Minister Ama-
rinder Singh of “misleading the peasantry on
MSP”. His wife Harsimrat Kaur had also said that
Congress was creating doubts in the mind of farm-
ers. That is no longer the case now.
So far it is only the Punjab farmers who are vo-
ciferously and actively protesting the new legisla-
tion. In that lies the reason for Akalis snapping ties
with the National Democratic Alliance. It is the
peasantry which will decide the fate of not just
Akalis but also of other political parties.

UP RAPE CASE REMINDS
DELHI OF NIRBHAYA
n Tuesday New Delhi witnessed scenes
reminiscent of the 2012 Nirbhaya rape
case when the people of Delhi were out
on the streets demanding justice for the
girl who was brutally raped and left to
die. Nirbhaya did not belong to Delhi but was stay-
ing there as a physiotherapy intern. The crowd
spilling onto roads outside the Safdarjung Hospital
is demanding justice for a 19-year-old Dalit girl
who was gang-raped and tortured in Hathras, Ut-
tar Pradesh. Police claimed that the girl was not
raped although the police had registered a case of
gang-rape. A case under Section 307 IPC and SC-ST
Act has been registered against the accused.
As night descended the victim’s family and pol-
iticians, including the new Dalit leader Chan-
drashekhar Azad Ravan, refused to leave demand-
ing that her body be handed over to the family. The
girl’s death will be used for political ends but the
question of how to stop the scourge of rape in Ut-
tar Pradesh and other states is hardly addressed
with seriousness.
The insensitivity of police in not registering a
rape victim’s FIR and acting on her complaint with
promptness is a bigger issue. After the Nirbhaya
case, the law that was framed made it mandatory
for the police to register the complaint of every
victim of sexual assault failing which an FIR has
to be registered against the police officer himself.
The law remains confined to the pages of law
books as policemen in UP take sadistic pleasure in
turning women away from thanas. For Dalits and
the poor, getting police help is even more difficult.

project also marks the
completion of the first
sewerage project taken
up on hybrid annuity
mode of PPP mode.
“In the past decades,
huge initiatives were
taken up to clean river
Ganga but those initia-
tives had neither public
participation nor far-
sightedness. As a result,
water of river Ganga
was never cleaned,” PM
Modi said.

Pune: Noted filmmaker Shekhar Kapur was on
Tuesday appointed president of the Pune-based
Film and Television Institute of India (FTII) Society
and chairman of the institute’s governing council,
an official said. FTII Director Bhupendra Kainthola
said the Ministry of Information and Broadcasting
has announced that Kapur has been appointed to
these posts. The 74-year-old filmmaker’s tenure
will be till March 3, 2023, the official said. Born on
December 6, 1945 at Lahore in Pakistan, Kapoor
is a critically acclaimed director.

New Delhi: India’s
COVID-19 recoveries
have crossed 51 lakh,
which is highest in the
world, and the last 10
lakh recoveries came
about in 11 days,
Health Ministry said
on Tuesday.
“The number of re-
covered COVID-19 pa-
tients in the country has
crossed 51 lakh. It is the
highest in the world. In-
dia took 57 days for one
lakh recoveries to be-
come 10 lakh. However,
if we look at the last 10
lakh recoveries i.e. from
40 lakh to 50 lakh recov-
eries, it took us only 11
days. It is a significant
fact. It is the big pic-
ture,” Union Health Sec-
retary Rajesh Bhushan
said at a press confer-
ence on the COVID-19
situation in the country.
“Active cases in the
country constitute only
15 per cent of the total
cases in India. The re-
covered cases are 83 per
cent of total cases. The
percentage of active
cases has shown a con-
tinuous and sustained
decline from September
15 till date,” he said.
Bhushan said that In-
dia has one of the lowest
cases per million popu-
lation in the world.
“There are many
countries that have
20,000 cases per million
population. In compari-
son, India has 4, 453
cases per million popu-
lation. Cases per million
population in the US
and Brazil is 5 times
their corresponding fig-
ures in India,” he said.
India’s COVID-19
deaths per million popu-
lation is also amongst
the lowest in the world,
Bhushan said.
“India’s COVID-19
deaths per million popu-
lation stands at 70,
which is 9 times lower
thanBrazilandtheUK,”
he said.
Referring to COV-
ID-19 testing, Bhushan
said that over 7.30 crore
tests have been conduct-
ed in the country includ-
ing 77.8 lakh tests in last
week. “COVID-19 tests
per million population
have crossed 50,000 and
2.97 crore COVID-19
tests were conducted in
September,” he said.
The country’s COV-
ID-19 count stands at
61,45,292 including
9,47,576 active cases,
51,01,398 cured and dis-
charged or migrated pa-
tients and 96,318 deaths.

Medical Association
(IMA) on Tuesday re-
quested the Chief Min-
ister Pinarayi Vijayan
to declare a health
emergency in the state.
As per the official re-
lease, IMA said that the
COVID-19 protocol
should be strictly fol-
lowed and people
should follow social dis-
tancing along with the
use of masks and sani-
tisers. IMA said that in
the last 28 days COV-
ID-19 was confirmed in
more than one lakh peo-
ple in Kerala, and in
this backdrop, there
needs to be systematic
coordination between
various departments to
tackle the emerging
COVID situation in the
state in an efficient
manner. IMA also de-
manded that COVID-19
testing should be in-
creased in the state.

(MEA) has stated that
they have seen reports
regarding elections to
the so-called “Gilgit-
Baltistan” Assembly to
be held on November
15, 2020 and took strong
objection to it.
“The Government of

leopards move out of
the forest and stray
into human habitat
which is causing con-
flict with humans and
persecutioninvarious
districts of the state.
Nearly 2 dozen of
leopards who had en-
tered into human
habitat were killed by
people in the last 8
years while some
were poached in the
forest.
There are more
than 600 leopards pre-
sent in the state that
included 250 in sanc-
tuaries and more
than 300 in open for-
ests.
As per the informa-
tion by the forest de-
partment, more than
300 leopards have
been killed in various
incidents like acci-
dents on road passing
through the forest
area, electrocution,
poaching, fight with
other leopards, attack
by people etc. in the
last eight years.
Due to territorial
fight, hunger and
thirst, leopards go to
populated areas
where they are either
killed or caught in the
trap of predators.
Such incidents are
continuously coming
up in many districts
including Ajmer, Ban-
swara, Dungarpur,
Rajsamand, Pratap-
garh and Udaipur
which has posed a
challenge before the
department.
The state capital too
has witnessed leop-
ards straying in the
city area several times
in the recent years.

The state govern-
ment had launched a
leopard project in
2017 in Jhalana forest
(Jaipur), Bassi (Chit-

leopards. Rajasthan
was the first state to
introduce this kind of
project. Various fa-
cilities were to be de-
veloped but the pro-

due to lack of funds.

mal listed as vulner-
able on the IUCN Red
list because of declin-
ing population.

reopen for tourists from

The decision came
after the forest minister

the preparations for the
reopening in a meeting.

and Sariska tiger parks
were shut for tourists
due to monsoon season
since from July 1. Dur-
ing the three-month clo-
sure, there were many
apprehensions regard-
ing the reopening due to
the ongoing corona cri-
sis but with the opening
of major tourist attrac-
tions across the state
and also with the re-
sumption of the night
tourism, now wildlife
lovers can expect their
much-cherished safari.
The forest depart-
ment has released a
separate order stating
that all the tourists who
have made an advance
booking, but want to re-
schedule will be allowed
to do so.
It is noteworthy that
traditionally October is
a tourist season when
the number of tourists
is quite high and nor-
mally advance booking
for this season is done.
The situation is stark
opposite this year with
onlyafewroomsbooked
and most places bear-
ing a deserted look. Of-
ficials say the condi-
tions are very normal
as of now, the staff is
fully prepared and also
rehearsed for every-
thing.
The gypsy travelling

tribution policy in the
times to come.

Agarwal said that with
the establishment of
PNG and CNG distribu-
tion networks, seam-
less guess supply will
soon be a reality, which
will reduce air pollu-
tion up to a large ex-
tent.
Agarwal informed
that RSGL has worked
on a war footing and es-
tablished eight CNG
stations in Kota to dis-
tribute piped gas to
10,000 households. He
said the target for the
current year is to in-
crease that to 24,000.
RSGL chairman said
that the mother station
established in Neemra-
na, is distributing CNG
for both industries and
vehicles while the
daughter booster sta-
tion in Kukas, Jaipur is
successfully dispensing
CNG to vehicles.
ACS Agarwal said
that RSGL is also estab-
lishing an urban gas
distribution system in
Gwalior.

sel Mileage buses were
also classified in groups
based on the range of
diesel mileage such as
from 4 to 4.5 KMpL, from
4.50 to 4.80 and from 4.80
to 5.00. The target of
each bus was to move
from its present range to
higher range. Impor-
tance was given to meas-
uressuchasrecondition-
ing of assemblies, self-
starting functionalities,
use of new Fuel Injec-

of regular diesel audit
was also adopted to en-

Mumbai: The Bombay High Court on Tuesday
adjourned the matter of actor Kangana’s property
demolition till October 5 for written submissions.
The court has asked all parties to file written
submissions and after that, it will pass an order
in the matter. Referring to an alleged threat given
by Shiv Sena spokesperson Sanjay Raut to actor
Kangana Ranaut in an interview, the Bombay
High Court on Tuesday asked if this was the way
a parliamentarian should react. Raut has been

Nirbhaya did not belong to Delhi but was stay-ing there as a physiotherapy intern. The crowdspilling onto roads outside the Safdarjung Hospitalis demanding justice for a 19-year-old Dalit girl who was gang-raped and tortured in Hathras, Ut- tar Pradesh. Police claimed that the girl was not raped although the police had registered a case of gang-rape. A case under Section 307 IPC and SC-STAct has been registered against the accused.As night descended the victim’s family and pol- iticians, including the new Dalit leader Chan-drashekhar Azad Ravan, refused to leave demand-ing that her body be handed over to the family. Thegirl’s death will be used for political ends but the question of how to stop the scourge of rape in Ut- tar Pradesh and other states is hardly addressedwith seriousness. The insensitivity of police in not registering a rape victim’s FIR and acting on her complaint withpromptness is a bigger issue. After the Nirbhayacase, the law that was framed made it mandatoryfor the police to register the complaint of everyvictim of sexual assault failing which an FIR has to be registered against the police officer himself.The law remains confined to the pages of law books as policemen in UP take sadistic pleasure in turning women away from thanas. Pawar, who is a government school teacher and member of Vagad na- ture club, spotted the Spialia zebra butterfly on 8 November 2013 at Dharnraj farm house in Sagwara in Dungarpur and clicked pictures. Af- ter a detailed research and analysis, the Insti- tute director Peter Smetacek recognised this as 1328th species of butterfly of India. The butterfly, which is only 2.5 centimeters wide, can fly at a high speed. It was seen in the city of Attock, Pakistan in the year 1888. At that time the name of city was Camp Bailpur. He said this is also mentioned in the book “Butterfly of Pakistan” published in the year 2016. Muke- sh Panwar, who has been doing research on the butterflies of Ra- jasthan for the last 15 years, has seen and identified 111 species of butterflies in state. He has conducted research on life cycle of 82 spe- cies. Earlier, by Panwar first Butterfly Festival of Rajasthan was held on February 24, 2018 in Sagwara by forest dept, Rajputana Society of Natural History & Va- gad Club. The state govern- ment had filed an ap- peal in high court to defer elections in mu- nicipal corporations of Jaipur, Jodhpur and Kota districts in view of corona. A division bench of CJ Indrajit Mahanty & justice Prakash Gupta asked when assembly elec- tions in the country and panchayat elections in the state can take place then why cannot the elections of municipal corporations be held. Elections are to be con- ducted in six municipal corporations, two each in Jaipur, Jodhpur and Kota. The high court re- jected the appeal of the state government and gave directions to con- duct the elections by October 31, 2020 in any condition. The munici- pal corporation elec- tions are due since No- vember 2019. The state government has given an assurance in high court to conduct elec- tions within six months during hearing on a PIL which was filed by Bar association gener- al secretary Satish Ku- mar Sharma. There- fore, elections were to be conducted in April but government filed an application on March 18 seeking a six- week time, before the deadline, which was May 31. Yesterday, the high court made it clear that the elections in these municipal cor- porations will have to be conducted before 31 October only. Couple jumps into dam with kid, woman survives First India Bureau Jaipur: A woman along with her six months old daugh- ter jumped into Mahi dam in Ban- swara district on Tuesday. Her husband too jumpedintothedam to save them but he and the baby died in the incident while the woman survived and is being treated at a hospital. Praveen, a resi- dent of Pali wala gadha area, along with his wife Nan and daughter Tinki had gone for the “darshan” of deity. Soon after that, his wife climbed the wall and jumped into the dam. He too jumpedintothedam to rescue them but he and his daughter were killed. Nani was rescued and admitted to a local hospital for treat- ment, police said. Primary investiga- tion reveals that the woman was not mentally stable thereforeshejumped into the dam.

The decision to run the campaign was tak- en in a meeting held by CM Ashok Gehlot on Monday night. A Min- isterial Committee set up to plan and execute the movement, held a meeting on Tuesday, to finalise the plan and gave necessary direc- tions to officials.The movement will be run in 11 district headquar- ters, where the number cases is high. Section 144 of CrPC is already imposed in these 11 dis- tricts in view of spike in number of cases. The district headquar- ters include Jaipur, Jodhpur, Kota, Ajmer, Alwar, Bhilwara, Bi- kaner, Udaipur, Sikar, Pali and Nagaur. Urban Development and Housing Minister Shanti Dhariwal said it will be a mass move- ment under which, ac- tivities on large scale will be run to ensure that people seriously follow COVID-19 relat- ed guidelines. District Collectors will be the ‘Nodal Offic- ers’ for the campaign. He informed that all the wards of the city will be divided into 10 parts. District Collectors will hold a meeting with all stakeholders like ward councillors, former councillors, shopkeepers, traders, etc on Sept 30 who will create awareness from October 2 onwards. Masks will be dis- tributed in crowded areas like vegetable markets, bus stands, railway stations, hospi- tals, religious places, government offices, etc. & announcements about guidelines will also be made. Aware- ness stickers will also be pasted on houses in all wards, Dhariwal said. “Spread can be controlled within a month if people wear masks properly & maintain distance,” PCC President Govind Singh Dotasra said. Corona Blast: Raj reports 15 more deaths, 2,148 new cases First India Bureau Jaipur: The state re- ported 2,148 new cases of Corona along with 15 deaths from across the state in the past 24 hours, informed the sources from the Health Ministry. The US has also stalled the World Trade Or- ganization’s dispute-settle- ment system by vetoing the appointment of new judges to its appellate body. Fortunately, however, three strands of multilat- eralism will contain the risk of a great superpower fracture. First,multilateralorgani- zations are changing, not collapsing. China is not seeking to destroy the inter- national institutions that Americaestablishedandled in the aftermath of World WarII.Onthecontrary,Chi- na is seeking to increase its influence within these or- ganizations, not least be- cause it is thriving within the system they uphold. After the US announced that it was withdrawing from the WHO, China pledged to give it $2 billion over two years to help it fight the COVID-19 pan- demic. And after the US sought to prevent the WTO’s appellate body from functioning, China circu- lated a reform proposal aimed at strengthening the organization. In the UN, China is now the second-largest contrib- utor to the general budget and to the peacekeeping budget. Chinese officials now head four of the UN’s 15 specialized agencies. And in the International Monetary Fund and the World Bank, China is now the third most powerful member state, with its own seat on the executive board and a Chinese official in the senior management team. We are thus witnessing two economic superpowers competing for positions within agencies that set and monitor global rules. Whereas China, the new- comer, is using carrots to advance its position, the US (not for the first time) is using sticks – threats of disengagement and de- funding – to get its way. The key for other coun- tries will be the quality of these international organi- zations’ leadership – as was the case during the Cold War, when the US dominat- ed such institutions. In that era, for example, UN Secre- tary-General Dag Ham- marskjöld neatly side- stepped the US-Soviet stale- mate by introducing inter- national peacekeeping overseen by the UN, while World Bank President Rob- ert McNamara used his au- thority and mandate to ex- pand the Bank’s member- ship and activities. Countering the Great Fracture will require lead- ers who can mobilize coali- tions of countries other than China or the US to counter a dominant mem- ber’s view, and who can maximize the impact of their organizations’ re- sources, staff, and policies. A IN-DEPTH UP RAPE CASE REMINDS DELHI OF NIRBHAYA n Tuesday New Delhi witnessed scenes reminiscent of the 2012 Nirbhaya rape case when the people of Delhi were out on the streets demanding justice for the girl who was brutally raped and left to die. Nirbhaya did not belong to Delhi but was stay- ing there as a physiotherapy intern. The crowd spilling onto roads outside the Safdarjung Hospital is demanding justice for a 19-year-old Dalit girl who was gang-raped and tortured in Hathras, Ut- tar Pradesh. Police claimed that the girl was not raped although the police had registered a case of gang-rape. A case under Section 307 IPC and SC-ST Act has been registered against the accused. As night descended the victim’s family and pol- iticians, including the new Dalit leader Chan- drashekhar Azad Ravan, refused to leave demand- ing that her body be handed over to the family. The girl’s death will be used for political ends but the question of how to stop the scourge of rape in Ut- tar Pradesh and other states is hardly addressed with seriousness. The insensitivity of police in not registering a rape victim’s FIR and acting on her complaint with promptness is a bigger issue. After the Nirbhaya case, the law that was framed made it mandatory for the police to register the complaint of every victim of sexual assault failing which an FIR has to be registered against the police officer himself. The law remains confined to the pages of law books as policemen in UP take sadistic pleasure in turning women away from thanas. For Dalits and the poor, getting police help is even more difficult. O

Bhushan said that In- dia has one of the lowest cases per million popu- lation in the world. “There are many countries that have 20,000 cases per million population. In compari- son, India has 4, 453 cases per million popu- lation. Cases per million population in the US and Brazil is 5 times their corresponding fig- ures in India,” he said. India’s COVID-19 deaths per million popu- lation is also amongst the lowest in the world, Bhushan said. “India’s COVID-19 deaths per million popu- lation stands at 70, which is 9 times lower thanBrazilandtheUK,” he said. Referring to COV- ID-19 testing, Bhushan said that over 7.30 crore tests have been conduct- ed in the country includ- ing 77.8 lakh tests in last week. “COVID-19 tests per million population have crossed 50,000 and 2.97 crore COVID-19 tests were conducted in September,” he said. New Delhi: The Minis- try of External Affairs (MEA) has stated that they have seen reports regarding elections to the so-called “Gilgit- Baltistan” Assembly to be held on November 15, 2020 and took strong objection to it. “The Government of India conveyed strong protest to Pakistan Government and reit- erated that Jammu and Kashmir and Ladakh, including the so-called Gilgit and Baltistan, are an integral part of India,” the MEA stated. Nearly 2 dozen of leopards who had en- tered into human habitat were killed by people in the last 8 years while some were poached in the forest. There are more than 600 leopards pre- sent in the state that included 250 in sanc- tuaries and more than 300 in open for- ests. As per the informa- tion by the forest de- partment, more than 300 leopards have been killed in various incidents like acci- dents on road passing through the forest area, electrocution, poaching, fight with other leopards, attack by people etc. in the last eight years. Due to territorial fight, hunger and thirst, leopards go to populated areas where they are either killed or caught in the trap of predators. Such incidents are continuously coming up in many districts including Ajmer, Ban- swara, Dungarpur, Rajsamand, Pratap- garh and Udaipur which has posed a challenge before the department. The state capital too has witnessed leop- ards straying in the city area several times in the recent years. Theleopardscomeout of the Jhalana forest and move into resi- dentialcolonieswhich create panic among the people. The state govern- ment had launched a leopard project in 2017 in Jhalana forest (Jaipur), Bassi (Chit- torgarh), Mount Abu (Sirohi), Kumbhal- garh (Raoli Todgarh) and a few other sanc- tuaries to conserve leopards. First India Bureau Jaipur: All the tiger parks in the state will reopen for tourists from October 1. ACS and Chairman of Rajasthan State Gas Ltd (RSGL) Subodh Agarwal said that with the establishment of PNG and CNG distribu- tion networks, seam- less guess supply will soon be a reality, which will reduce air pollu- tion up to a large ex- tent. Agarwal informed that RSGL has worked on a war footing and es- tablished eight CNG stations in Kota to dis- tribute piped gas to 10,000 households.
