crater a safe three metres

Jaipur Police Commis-

seph has started a crime
control initi-
ative by
starting a
video moni-
toring sys-
tem in the
Abhay Command Center.
Under this system, close
monitoring is being done
of the areas which are
crime hotspots in the city.
Rather than viewing
multiple camera feeds to-
gether, the Center now
concentrates on specific
zones with increasing
crime rates. If incidents
like chain snatching
surge in a location, the
Command Center closely
observes the area’s
CCTV footage at multi-
ple times. Once any sus-
picious activity is detect-
ed, the Command Center
alerts the concerne SHO
who promptly responds
to the situation.
The initial results of
this experiment are prom-
ising, as several crimes
have been averted or cul-
prits caught red-handed.

Chief Minister Ashok Gehlot has given admin-
istrative approval to various proposals received
from the tourism department in implementation
of the budget announcement to give tourism status as
an industry. With this approval of the CM, entitlement
certificates can be issued in favour of tourism units
on the basis of previously approved documents as
well as other documents. It will be made mandatory to
take Business Registration Number (BTR) from all the
units. At the same time, hotels with 10 or more rooms,
budget hotels.
CM Ashok Gehlot has approved the proposal to
upgrade 6 govt upper primary schools in Jodhpur
district to higher secondary schools. He has also
approved the creation of 78 new posts for these schools.
For the operation of each upgraded school, 1-1 posts of
Principal, Junior Assistant and Assistant Staff, 2-2 teacher
level-2 and level-1 and 6 posts of senior teacher will be
created. The CM has given consent to start new subjects
in 4 higher secondary schools of Jodhpur.
CM Ashok Gehlot has approved the proposal of
Medical Education Dept to provide relaxation in
agency charges for 3 construction works allotted to
Raj State Road Development Corporation (RSRDC). The
works have been allotted to RSRDC through the PWD. Ac-
cording to the proposal, Rs 408.94 crore construction work
of Public Health College in Jaipur, Ajmer, Udaipur, Jodhpur,
Kota, Bharatpur & Bikaner divisions of the state.

Doubts are being raised
on the quality of the
world’s biggest under-
construction bell at
Chambal Riverfront pro-
ject in Kota. Devendra
Kumar Arya, the engi-
neer of the contracting
firm, has claimed that the
79,000 kg bell will break
one day due to the haste
in which it is being built.
While sharing a post
on social media, Deven-
dra Kumar Arya said, “Is
this happening because
of Anoop Bartaria’s
haste? It is made of liquid
metal and it will take at
least a month for this liq-
uid metal casting to get
solid. However, the cast-
ing was completed on
August 17.”
He further posted that
recently Project Consult-
ant Anoop Bartaria vis-
ited the site and was sur-
rounded by 50 jawans. A
person who is not an ex-
pert in the matter was
called and the casting is
being opened under his
supervision.
“Despite my refusal,
the box of the casting is
being opened. In such a
situation, the bell is
bound to shatter into
pieces,” Arya posted.
Notably, a complaint in
this regard has been giv-
en to the Chief Minister

Jaipur: One major public rally will be organised
daily in BJP’s Parivartan Yatra which is going to
start from four places next month. Four ‘raths’
or specially designed vehicles have been prepared for
four yatras. One of the raths is the same that was used
in 2018 with some modifications while three new raths
have been prepared.State-level leaders will be rotated for
public rallies as per demand.

Jaipur: In an action, 350
gram of gold was seized
at the Jaipur airport, said
an official. “The gold in
form of a wire was re-
covered from a passen-
ger’s bag,” an officials
said. The passenger had
smuggled this wire of
gold in a suitcase. The
official said that pass-
neger had landed to
Jaipur from Sharjah.
“The intelligence wing
of customs stopped the
passenger and checked
baggage as it looked sus-
picious. During check-
ing, gold was recov-
ered,” official added.

of doctors at the state run
hospital to remove the
clot. Looking at the criti-
cal condition, possibili-
ties were explored to shift
him to Medanta hospital
in Delhi NCR. A treat-
ment note was prepared
and sent to Medanta hos-
pital. However, the final
decision will be taken by
the family.

tors at the SMS hospital.
He also talked to Medan-
ta hospital management
about the shifting. On his
direction, education min-
ister BD Kalla reached
the hospital and held dis-
cussion with doctors on

of taking action on a complaint and
returning his motorbike. In another
incident, ACB Udaipur unit arrested
Ramesh Chandra Yadav, Head
Constable, in Dungarpur on Mon-
day for taking a bribe of Rs 3,000
from the complainant. He sought
money for not taking action against
the complainant in a complaint.

Kota: A meeting of committee formed at the state
level regarding the coaching student suicide case
was held in Kota on Monday. Education Principal
Secy Bhavani S Detha connected through video confer-
encing and took feedback from the officers, including Kota
Collector and City SP on the increasing suicide cases. He
instructed officials to strictly follow the guidelines. The
Collector has issued an order banning all types of tests and
exams being conducted by coaching institutes for next two
months to keep the student stress free. Instructions were
also issued to conduct four hours of study and four hours
of fun classes. It was decided to reduce the syllabus after
consulting the subject experts. Another meeting will be
held on the issue on Sept 2. Gul Mohammad
Dungarpur: A 17-year-old girl committed
suicide by hanging herself in Balwada
village of Kotwali police station area after
her mother scolded her and refused to give her the
mobile phone. The police have registered a case
regarding and started investigation. According to
police, Mohanlal said that his daughter, Roshni
(17), studied in Class 11th. On Sunday, his wife
informed her that Roshni had committed suicide
and he came from Gujarat. The father has denied
any suspect.

opened fire at a jeweller
on Monday near Kotwali
police station in the heart
of the city injuring him
badly. Four miscreants

at him injuring him in his

ith Nuh slated to host two sessions of G-20
summit from November 3 to 7 it was im-
perative for the Manohar Lal Khattar gov-
ernment to rein in the Vishwa Hindu Parishad from
taking out a religious procession on the last Monday
of the Hindu month of Saawan. Last time a religious
procession was taken out in the district on July 31
there was widespread violence in the district in which
six people, including two home guards, were shot
dead. To keep the situation peaceful, the police es-
corted the local VHP chief Alok Kumar and a few of
his supporters. In a curfew-like situation, outsiders
were barred from en-
tering Nuh, the inter-
net was shut down
and those wanting to
offer holy water to
Lord Shiva were told
to perform the ritual
in temples near their
homes.
A repeat of last
month’s violence
would have embar-
rassed the Govern-
ment of India and
created a wrong im-
pression on the minds
of G20 members.
Equally important
was the swiftness
with which action
was taken against the
teacher of a school in Muzaffarnagar for getting a
Muslim by slapped by his classmates for forgetting
his multiplication tables.
Such incidents happening at a time when India is
hosting a prestigious global event tarnish the coun-
try’s image. Prime Minister Narendra Modi has de-
scribed India’s presidency of G-20 as “people’s
presidency”. Heads of 40 countries will be coming
to India for the summit. It has been described as the
“biggest participation in G20 history. The Haryana
government has done well to keep the situation under
control without causing any tension.

We pollute our environment
in a very subtle way
through our negative
emotions. But it takes quite
sometime to clear the
environment of this.
Our body has the capacity
to sustain the vibrations
of bliss and peace much
longer than it does
negative emotions because
positivity is in the centre of
our existence. Just like in
the structure of an atom,
protons and neutrons are
in the centre of the atom
and electrons are only the
periphery, the same is with
our lives; the centre core of
our existence is bliss and
joy, but it is surrounded by
a cloud of negative ions.

know that
you are cre-

cles of depression around
you. Those ions of depres-
sions around you go and
stick to the environment. If
someone walks into that
place, even after you have
left, that person for no rea-

a room and suddenly feel
angry vibes. You were all
right a few minutes ago but
the moment you walk in,
all the anger, stress and
tension overtake you.
Like we pollute the
earth and the water, we
also pollute the subtle en-
vironment of feelings and
emotions. Man has be-
come a victim of his envi-
ronment. He is not in con-
trol of his mind but a vic-
tim of the environment. Is
it not so? We pollute our
environment in a very sub-
tle way through our nega-
tive emotions. But it takes
quite sometime to clear the
environment of this. It is
inevitable that sometimes
you feel stressed and nega-
tive. Sometimes you get
into all sorts of moods —
it is inevitable. It happens.
Nobody wants it, but it
happens. So how do we
handle them? We hear a lot
about other things in life
but we spend very little
time hearing ourselves.
This is the most unfortu-
nate thing. Then what is
the solution? This is where
we miss a very fundamen-
tal principle that governs
our environment, our mind
our emotions and our life
in general.
Our body has the capac-
ity to sustain the vibrations

tive emotions because
positivity is in the centre of
our existence. Just like in

ence, the divine that is the

The presence has to be felt
by the heart and human life
is enriched only when we
can live this sixth sense of
existence, of feeling.

weeks had passed to the
last date of inviting ap-
plications, July 5, it was
being speculated wheth-
er the appointment of
new Chairman would be
done prior to the elec-
tion ‘Code of Conduct’
coming into force.

to knowledgeable
sources, the appoint-
ment would be done in

tember. The preliminary
meeting of the three
member committee un-
der the chairmanship of

han Shrivastava of Ra-

of RERA Chairman,

tenders, Veenu Gupta
surprised the entire bu-
reaucracy by applying
at the last moment on
the last day of submit-

manner she suddenly
joined the race, after not
being appointed as the
next CS of the State, it
is largely believed that
finally it will be Veenu

their whims and fancies.
So will this ‘CWC
Baraat’ ever finalise its
decision on anything?
It is almost impossible.
Just imagine, if 84 people
are in the ‘Darbar’and if
you raise an issue, as a
natural consequence of
this, won’t these 84 indi-
viduals voice out their
individual opinion on the
issue at hand? So who
will finalise the decision?
Kharge can’t because nei-
ther his age nor the neces-
sary impact in the party is
on his side. He will ap-
proach the ‘power cen-
tres’i.e. Priyanka Gandhi
and Rahul Gandhi and the
entire time would be
wasted in this. So, one
should not hope that a
committee of 84 individu-
als can take a decision or
ensure value addition to
something, it certainly
does not seem so.
Should we believe that
G23 is a thing of the past?
Yes. G23 has been bur-
ied and all its members
have come back. Perhaps
some of them apologised
to make a comeback into
the party or perhaps
Kharge brought them
back to show Sonia Gan-
dhi that he has united the
Congress party. People
like Ghulam Nabi Azad
and Kapil Sibbal had
gone out and there is no
way through which they
could rejoin the party.
Among them, Sibbal is a
special individual and he
actually does not need
anyone as he is a lawyer.
Ghulam Nabi cannot not
come back even if he
wants to. Remaining dis-
gruntled leaders have
now come back because
they do not have any
other option. Thus, one
can say that the G23 has
been buried now.
Asenior Congress lead-
er has quipped that what
ever best the Congress has
been left with, has been
included in the CWC,
since many party’s leaders
have joined the BJP.
To some extent that is
right. If you do not give
result and don’t keep
your herd along, then
this is bound to happen.
If you can’t keep your
flock together, then the
neighbour is bound to
lure them in. Politics to-
day hovers around the
principle of ‘Saam,
Daam, Dand, Bhed,’ but
it is not that most of the
party leaders have left.
About 50 legislators
from across the nation
may have joined BJP.
Congress is still left with
a substantial number of
legislators and the party
should use them accord-
ingly. But Congress lead-
ers can’t get above
groupism and then there
is the issue of disgruntle-
ment, which is natural. It
is natural because expec-
tations are the tragedy of
life and you can’t make
everyone happy. For ex-
ample, there is Acharya
Pramod, who praises Pi-
lot, he too is disgruntled
with the appointments as
are other leaders. But
perhaps what has more
impact is a person’s luck.
Those who have not been
included, for them I
would say that perhaps it
was not in their luck and
they should try again. I
would tell you a story of
luck concerned with Ra-
jasthan.About year and a
half back, the Union
Cabinet shuffle was to
happen and during this
time, it was almost de-
cided that Diya Kumari
would be inducted in the
Cabinet. Suddenly, it
was heard that the name
was removed. Why did it
happen? Because the
party had to cater to all
communities and in that
permutation-combina-
tion, the name was re-
moved. Now look at Pi-
lot’s luck. He fell short of
becoming CM twice and
once, mere 24 hours
played a decisive role
and the oath was to be
taken the next morning,
and the night before a re-
bellion happened. So,
one can’t do away with
luck. In totality, there are
a handful of reasons for
people’s disgruntlement.
Issue with the Congress
is that there is a big
‘crowd’ and not every-
one can be adjusted.
Will there be a repeat
of the G23 then?
No, I don’t think so.
The situation does not
exist to form another G23
like group. Those who
formed the G23, they
have fallen back in line
after failing to make any
impact. They are not too
motivated. Like I said,
there is no need to be ex-
cited with the Congress
Working Committee. I
don’t see that any major
change would come to
the party through this
CWC and whatever
‘parivartan’ the Con-
gress will garner, will be,
to a limit, through Rahul
Gandhi’s ‘yatra’ which
people will keep joining
at different phases. And
the only positive note
through this would be
that may be Rahul Gan-
dhi gets a few lakh votes
to the party’s kitty, that is
all. Votes will not be gar-
nered through Priyanka
Gandhi and everyone has
witnessed Congress’ de-
bacle in Uttar Pradesh
polls. Priyanka’s impact
was killed by the party
itself as the leaders did
not let her come forward
and now there are various
‘power centres’ in Con-
gress. So now, Rahul
Gandhi has parted ways
with them and is focused
on his public life, and is
on the path to establish a
‘singleton politics’. Such
actions do not make the
party. People in the party
had pinned their hopes on
Rahul Gandhi and on the
other hand, he is saying
that he will tow his own
line as a single entity.
Shashi Tharoor had
filed his nomination for
contesting the Congress
President election even
though Kharge was
known to become the
President. This was seen
as a rebellion. Now, Tha-
roor has been given place
in the CWC. How do you
look at this development?
This should be appreci-
ated. It is party’s internal
democracy and it is free-
dom of expression. Such
large-heartedness can be
displayed only by Sonia
Gandhi and Kharge.
Rather Kharge must have
inspired Sonia Gandhi
that no, this leader was
contesting against him,
but he (Kharge) has no
bad blood with Tharoor
and that Tharoor should
be included in the CWC.
See, firstly, CWC is the
way to include all dis-
gruntled leaders in the
party, to bring forth ambi-
tious individuals and
since ticket distribution is
far off, thus this place in
CWC has been accorded
to give such leaders a
sense of security. It is an
attempt to appease the
leaders within the party.
Pratibha Singh, wife of
former CM of Himachal
Veerbhadra Singh, who is
currently holding the
charge of PCC Chief in
the hill-state, she has also
been given place in CWC.
Does she have any politi-
cal relevance?
The political relevance
stems from the fact that
she is a force in
Himachal. Earlier, there
was an immense tussle to
appoint her son as the
CM, but somehow that
matter was settled. From
what I have heard, word
is that she is in touch
with BJP leadership and
talks are going on to join
BJP. It could be that the
Congress High Com-
mand also came to know
of this and thus, to retain
power in Himachal, she
has been included in
CWC. See, now CWC
has become a flexible
unit and there is no mer-
it appointment made
now in CWC. Her son is
in the Cabinet. As such,
the threat of ‘Operation
Lotus’ looms large over
every state and if some-
thing happens, then only
she can lead that change
as there is no one else
who can lead this change.
During re-organisa-
tion, Congress has ac-
corded spokesperson sta-
tus to Jairam Ramesh,
and two other leaders.
What does this mean?
It is a good effort. They
should bring journalists
withthem.AssuchJairam
Ramesh is a good spokes-
person. Pawan Khera has
been a professional jour-
nalist and then third is
Supriya Shrinate, she was
also a journalist and hails
from a political family. I
think she contested elec-
tion in 2019 but luck did
not favour her. So another
journalist has entered
politics which I welcome.
It is a good effort that they
brought in journalists and
we welcome that move.
In their election strate-
gy, Modi-Shah give pref-
erence to youth, tribals,
OBCs and women. Will
the new CWC rise up to
this challenge and coun-
ter it?
CWC has taken up this
challenge. 66 % seats
have been given to this
category i.e. the profor-
ma of ten categories. In
that way, Congress
Working Committee is
successful. But their se-
lection is done on mean-
ingful basis but the selec-
tion of CWC is part of
appeasement, by and
large. This is a major dif-
ference between the two.
But yes, one can say that
CWC has been success-
ful on these issues.
PM Modi, on August
15, said that he will hoist
the Tricolour from Red
Fort yet again next year.
What is your take on this?
His self-confidence is
always at its highest. You
talk about 2024, he is talk-
ing about 2047! And his
confidence gets him suc-
cess.Whatever he has said
till date, he has achieved it
 the confidence with
which PM Modi talks
about the future, I believe
he will definitely hoist the
Tricolourfrom RedFortin
2024 as well. From the in-
dications that are before us
today, it appears that not
just 2024, but even hoist-
ing of Tricolour in 2029
will be done by him only.
Will Congress’ new
team be able to compete
with Modi in 2024?
It is almost impossible.
Competing with Modi-
Shah is extremely diffi-
cult. And for this, one
needs luck, effort, strate-
gy  then, there should be
someone who does that
amount of hard work and
add to that the popularity
needed. This combination
is extremely rare  till
date, this seems impossi-
ble. Just for the sake of
arguments, I can give you
ten conflicting opinions,
butthefactremainsthatin
today’s day  age, no one
can challenge or compete
with them.

zIs the new Congress
Working Committee a U-
Turn by Rahul Gandhi?
Dr Jagdeesh Chan-
dra: Congress’ new
working committee is
Rahul Gandhi’s surren-
der before the system,
before the arrangement,
before the pressure of the
Gandhi family and other
factors. Owing to pres-
sure from all quarters, it
seems Rahul Gandhi has
let go of his own political
philosophy with which
he had joined the Con-
gress i.e. new blood will
bring transformation in
the party and that Rahul
will take the party to
newer heights and bring
new people in the party.
But it seems that due to
outside factors which are
compelling factors too,
Rahul Gandhi has ac-
cepted defeat. He seems
tired and is alone in this
crowd of Congress and
perhaps that is why he
goes on ‘yatras’ to plac-
es like London and
Ladakh. When he looks
at the world standing at
the top of some peak at
14,000 feet in Ladakh,
perhaps he feels some
calm that he is out of the
day-to-day tussles within
the Congress and that he
is out of the scope of re-
forms which the Con-
gress party’s first family
stops from happening.
On the flip side, when he
stands at that height, he
is dwarfed by Narendra
Modi and Amit Shah
standing on much higher
ground than Rahul. He
can not counter them.
Rahul is carrying on like
a person adamant at
struggling through life,
but he is doing all that
alone and he is perhaps
devoid of the ability to
take the entire party and
organisation forward.
So, he is doing every-
thing as a single unit, and
whatever benefit the
party will get from it, it
will get later. So if you
ask if this is Rahul Gan-
dhi’s U-Turn, then yes, it
is definitely so because
the expectations that Ra-
hul Gandhi had from the
reorganisation of Con-
gress party, those expec-
tations have not been met
with this working com-
mittee and one can term
it failure or surrender or
anything else that one
may like. In totality, Ra-
hul Gandhi must not be
happy with all these de-
velopments.
zRahul had announced
that in future, CWC
members would also be
elected and not selected.
Why did it not come to
pass?
He had indeed said so
and this statement was
made at the time of the
original CWC, which
had 23 seats. In the par-
ty’s constitution, there
was this provision that
half the seats should be
filled with election and
half with appointment
and if due to some rea-
son election is not held,
then appointment can be
done on those seats. But
what has happened sud-
denly is that no one
asked anything and the
meeting of steering com-
mittee was not held. The
question then rises as to
who gave Mallikarjun
Kharge the power to not
follow the party’s consti-
tution and do away with
election while carrying
out appointments on
their own? So, the basic
theme of bringing inter-
nal democracy in the
party has been shattered.
Thus, Rahul Gandhi’s
dream that there would
be internal democracy in
the party, has been left in
the lurch and perhaps
that is why the people
say that this is also a U-
Turn of Rahul and Sonia
from their promise to the
people.
zHas the Congress tak-
en a U-Turn on its prom-
ise of appointment of
leaders under the age of
50 to half of the posi-
tions in the CWC?
Unfortunately Con-
gress could not keep up
with its own promise.
There are only handful of
individuals in this new
CWC, who are under 50
years of age like Pilot,
Gogoi and Kamleshwar
or perhaps a few others
like Hooda. But the pa-
rameter the party had set
for itself when it said that
50 % people would be
under 50 years of age,
that parameter has not
been followed. Hence, it
is said that Rahul or Con-
gress’ commitment on
this front has not been
fulfilled. So, you can say
it was a U-Turn or a fail-
ure. It was a major deci-
sion of Congress as a
national party. There
may have been pressure,
or appeasement or com-
pulsion, after all human
beings are bound by situ-
ations, but the result of
all these situations was
that Congress that had
made a claim on its own
that it will be more dem-
ocratic, that dream has
been shattered.
zDo you think there was
nothing new in Con-
gress’ exercise and all
individuals who have
been directing the party
have been accommodat-
ed in CWC?
Definitely. There is an
entire line of leaders that
form the ‘Margdarshak
Mandal’ of Congress in
which you have Man-
mohan Singh, Ambika
Soni, AK Antony, Chid-
ambaram, Salman Khur-
shid, Tariq Anwar, Dig-
vijaya Singh etc. So the
point is that in BJP, there
are a handful of people
who fall in that block of
‘Margdarshak Mandal’
but in Congress, its
completely reverse, as
70 out of 84 leaders fall
in that category. Hence,
it is said that entire
CWC is Congress’
‘Margdarshak Mandal.’
zDoes Rahul Gandhi’s
promise of ‘Generation
Change’ through CWC
appointment is a thing of
the past? Has it turned
out to be a lie?
Very unfortunate. It
can be said that Rahul
Gandhi has met with an
accident on this front.
What a dream it was and
what thought was given
to it that young brigade,
new faces and new ener-
gy would be pumped into
the grand-old party! But
look at it today. The party
has come back to the old
guard and it is said that
there is no substitute for
experienced people. Just
imagine, the average age
of CWC members is 61
years with Manmohan
Singh at 90 years being
the oldest, followed by
Kharge at 82 years, Am-
bika Soni at 82 followed
by Antony, Chidambar-
am and others. So, the
basic thought that young
blood would be inducted
and the party’s face
would be changed
through CWC has turned
out to be a flop show and
one can say it is a com-
plete U-Turn.
zCongress had said af-
ter its Udaipur Chintan
Shivir that it will start
two departments - Elec-
tion Management and
Public Feedback. But
these departments were
not formed. What were
the reasons?
This is not that big an
issue, but it is more like
non-compliance because
there were other major
agendas. This was com-
paratively a smaller
agenda and perhaps no
heed was paid to it. But
yes, it can be said that, on
paper, this was also a
promise which has not
been fulfilled.
zIn this new CWC, an
effort has been made to
somehow create a bal-
ance between the old and
young. Do you think So-
nia Gandhi and Mall-
ikarjun Kharge have
been successful in this?
To a large extent, yes.
They have taken a few
young leaders and there
are more leaders from the
old block. Effort has been
made even in the states.
For example, if there is
Channi in Punjab, then
there is Ambika Soni
also. You can say that an
attempt has been made to
take everyone along and
unite everyone and like it
was said earlier, it ap-
pears that Congress is at
its best, as far as organi-
sation is concerned. But
it seems that instead of
merit, Congress has
merely gone through the
motions and reached the
number of 84 appoint-
ment. However, one
thing is certain that the
command has come back
to the old guard.
zWhen we talk of the
new CWC, does it imply
that Sonia Gandhi has
once again become
Congress President
through it?
Truth be told, this is
Sonia’s return into the
Congress. Party’s com-
mand has come back,
through Kharge, in So-
nia hands. All the old
loyalists of the party
who left and joined the
G20, all of them have
returned in the CWC
and thus, it is being said
that it is a Sonia nomi-
nated CWC.
zHas Mallikarjun
Kharge played any role
in the appointments in
new CWC? Has he final-

No, he has not come
out of that ‘rubber stamp’
image fully, but yes, he
has been partly success-
ful in blurring that image.
There is no doubt that
Kharge has provided im-
mense stability to Con-
gress as its President and
has brought everyone
together. He has proved
to be a good manager,
who has brought back
even those who had be-
come disgruntled. So,
you can say that he has
performed well as re-
gards the new CWC.
zIt took ten months to
form the new CWC. What
caused such a delay?
See, when there is im-
mense pressure, and de-
cisive leaders are not
around, then such things
happen. Congress always
had three power-centres
in Sonia, Rahul and Pri-
yanka. Then the OSDs of
these leaders also wield-
ed some influence and
some of these influencers
have been accommodat-
ed in the committee.
Then another power cen-
tre is Kharge. More so,
when a committee like
this is formed, then it has
to be kept in mind how
women, OBCs, Dalits,
Minorities and other sec-
tions are being represent-
ed in the committee. So
in carrying out this per-
mutation and combina-
tion, it took ten months.
And as such it is said that
delays have been a natu-
ral phenomenon in Con-
gress for years, even after
Rahul came into picture.
In fact, the party should
be thankful to Kharge
that he created some sort
of momentum and got the
ball rolling. But still ten
months’ time was taken
and Congress leaders
should be thankful to
Kharge that at least some
work has been done.
Now, there will be ap-
pointment of Secretaries
which is another major
challenge that the party
will have to take up.
Then General Secretaries
would be appointed and
there would be all kinds
of pressures mounted on
the central leadership as
there have been various
‘power centres.’ Then
there are in-charges and
those, who are aiming for
a party ticket for assem-
bly elections are making
a beeline for these in-
charges, which has cre-
ated another power cen-
tre in the party. People
say that ticket distribu-
tion is like a business
now. As a party, Con-
gress is not prepared to
contest polls and it has
already wasted ten
months and it should not
be expected from the new
CWC that it would work
as a motivating factor for
2023 Assembly or 2024
General elections.

Dr Jagdeesh Chan- dra: Like I said, Rahul Gandhi must have been disappointedtoseethelist and smiled too, reminisc- ing the plans he had for theCongressandwhathas actually happened. What is the point of having 84 leaders?Congresshascre- ated the CWC which in- cludes all leaders, even if they had a failed electoral journey or if their political career was not at its high- est. They have created the CWC which includes all their stalwarts, barring justafew.84islikeawed- ding processing and can you honestly come to any unanimous decision in this‘Baraat’?Theanswer is“No.”So,theyhavecre- ated this ‘Baraat’ as per their whims and fancies. So will this ‘CWC Baraat’ ever finalise its decision on anything? Just imagine, if 84 people are in the ‘Darbar’and if you raise an issue, as a natural consequence of this, won’t these 84 indi- viduals voice out their individual opinion on the issue at hand? So who will finalise the decision? Kharge can’t because nei- ther his age nor the neces- sary impact in the party is on his side. He will ap- proach the ‘power cen- tres’i.e. Priyanka Gandhi and Rahul Gandhi and the entire time would be wasted in this. So, one should not hope that a committee of 84 individu- als can take a decision or ensure value addition to something, it certainly does not seem so. Should we believe that G23 is a thing of the past? Yes. G23 has been bur- ied and all its members have come back. Perhaps some of them apologised to make a comeback into the party or perhaps Kharge brought them back to show Sonia Gan- dhi that he has united the Congress party. People like Ghulam Nabi Azad and Kapil Sibbal had gone out and there is no way through which they could rejoin the party. Among them, Sibbal is a special individual and he actually does not need anyone as he is a lawyer. Ghulam Nabi cannot not come back even if he wants to. Remaining dis- gruntled leaders have now come back because they do not have any other option. Thus, one can say that the G23 has been buried now. Asenior Congress lead- er has quipped that what ever best the Congress has been left with, has been included in the CWC, since many party’s leaders have joined the BJP. To some extent that is right. If you do not give result and don’t keep your herd along, then this is bound to happen. If you can’t keep your flock together, then the neighbour is bound to lure them in. Politics to- day hovers around the principle of ‘Saam, Daam, Dand, Bhed,’ but it is not that most of the party leaders have left. About 50 legislators from across the nation may have joined BJP. Congress is still left with a substantial number of legislators and the party should use them accord- ingly. But Congress lead- ers can’t get above groupism and then there is the issue of disgruntle- ment, which is natural. It is natural because expec- tations are the tragedy of life and you can’t make everyone happy. For ex- ample, there is Acharya Pramod, who praises Pi- lot, he too is disgruntled with the appointments as are other leaders. But perhaps what has more impact is a person’s luck. Those who have not been included, for them I would say that perhaps it was not in their luck and they should try again. I would tell you a story of luck concerned with Ra- jasthan.About year and a half back, the Union Cabinet shuffle was to happen and during this time, it was almost de- cided that Diya Kumari would be inducted in the Cabinet. Suddenly, it was heard that the name was removed. Why did it happen? Because the party had to cater to all communities and in that permutation-combina- tion, the name was re- moved. Now look at Pi- lot’s luck. He fell short of becoming CM twice and once, mere 24 hours played a decisive role and the oath was to be taken the next morning, and the night before a re- bellion happened. So, one can’t do away with luck. In totality, there are a handful of reasons for people’s disgruntlement. Issue with the Congress is that there is a big ‘crowd’ and not every- one can be adjusted. Will there be a repeat of the G23 then? No, I don’t think so. The situation does not exist to form another G23 like group. Those who formed the G23, they have fallen back in line after failing to make any impact. They are not too motivated. Like I said, there is no need to be ex- cited with the Congress Working Committee. I don’t see that any major change would come to the party through this CWC and whatever ‘parivartan’ the Con- gress will garner, will be, to a limit, through Rahul Gandhi’s ‘yatra’ which people will keep joining at different phases. And the only positive note through this would be that may be Rahul Gan- dhi gets a few lakh votes to the party’s kitty, that is all. Votes will not be gar- nered through Priyanka Gandhi and everyone has witnessed Congress’ de- bacle in Uttar Pradesh polls. Priyanka’s impact was killed by the party itself as the leaders did not let her come forward and now there are various ‘power centres’ in Con- gress. So now, Rahul Gandhi has parted ways with them and is focused on his public life, and is on the path to establish a ‘singleton politics’. Such actions do not make the party. People in the party had pinned their hopes on Rahul Gandhi and on the other hand, he is saying that he will tow his own line as a single entity. Shashi Tharoor had filed his nomination for contesting the Congress President election even though Kharge was known to become the President. This was seen as a rebellion. Now, Tha- roor has been given place in the CWC. How do you look at this development? This should be appreci- ated. It is party’s internal democracy and it is free- dom of expression. Such large-heartedness can be displayed only by Sonia Gandhi and Kharge. Rather Kharge must have inspired Sonia Gandhi that no, this leader was contesting against him, but he (Kharge) has no bad blood with Tharoor and that Tharoor should be included in the CWC. See, firstly, CWC is the way to include all dis- gruntled leaders in the party, to bring forth ambi- tious individuals and since ticket distribution is far off, thus this place in CWC has been accorded to give such leaders a sense of security. It is an attempt to appease the leaders within the party. Pratibha Singh, wife of former CM of Himachal Veerbhadra Singh, who is currently holding the charge of PCC Chief in the hill-state, she has also been given place in CWC. Does she have any politi- cal relevance? The political relevance stems from the fact that she is a force in Himachal. Earlier, there was an immense tussle to appoint her son as the CM, but somehow that matter was settled. From what I have heard, word is that she is in touch with BJP leadership and talks are going on to join BJP. It could be that the Congress High Com- mand also came to know of this and thus, to retain power in Himachal, she has been included in CWC. See, now CWC has become a flexible unit and there is no mer- it appointment made now in CWC. Her son is in the Cabinet. As such, the threat of ‘Operation Lotus’ looms large over every state and if some- thing happens, then only she can lead that change as there is no one else who can lead this change. During re-organisa- tion, Congress has ac- corded spokesperson sta- tus to Jairam Ramesh, and two other leaders. What does this mean? It is a good effort. They should bring journalists withthem.AssuchJairam Ramesh is a good spokes- person. Pawan Khera has been a professional jour- nalist and then third is Supriya Shrinate, she was also a journalist and hails from a political family. I think she contested elec- tion in 2019 but luck did not favour her. So another journalist has entered politics which I welcome. It is a good effort that they brought in journalists and we welcome that move. In their election strate- gy, Modi-Shah give pref- erence to youth, tribals, OBCs and women. Will the new CWC rise up to this challenge and coun- ter it? CWC has taken up this challenge. 66 % seats have been given to this category i.e. the profor- ma of ten categories. In that way, Congress Working Committee is successful. But their se- lection is done on mean- ingful basis but the selec- tion of CWC is part of appeasement, by and large. This is a major dif- ference between the two. But yes, one can say that CWC has been success- ful on these issues. PM Modi, on August 15, said that he will hoist the Tricolour from Red Fort yet again next year. What is your take on this? His self-confidence is always at its highest. You talk about 2024, he is talk- ing about 2047! And his confidence gets him suc- cess.Whatever he has said till date, he has achieved it the confidence with which PM Modi talks about the future, I believe he will definitely hoist the Tricolourfrom RedFortin 2024 as well. From the in- dications that are before us today, it appears that not just 2024, but even hoist- ing of Tricolour in 2029 will be done by him only. Will Congress’ new team be able to compete with Modi in 2024? It is almost impossible. Competing with Modi- Shah is extremely diffi- cult. And for this, one needs luck, effort, strate- gy then, there should be someone who does that amount of hard work and add to that the popularity needed. This combination is extremely rare till date, this seems impossi- ble. Just for the sake of arguments, I can give you ten conflicting opinions, butthefactremainsthatin today’s day age, no one can challenge or compete with them. Dr Jagdeesh Chan- dra: Congress’ new working committee is Rahul Gandhi’s surren- der before the system, before the arrangement, before the pressure of the Gandhi family and other factors. Owing to pres- sure from all quarters, it seems Rahul Gandhi has let go of his own political philosophy with which he had joined the Con- gress i.e. new blood will bring transformation in the party and that Rahul will take the party to newer heights and bring new people in the party. But it seems that due to outside factors which are compelling factors too, Rahul Gandhi has ac- cepted defeat. He seems tired and is alone in this crowd of Congress and perhaps that is why he goes on ‘yatras’ to plac- es like London and Ladakh. When he looks at the world standing at the top of some peak at 14,000 feet in Ladakh, perhaps he feels some calm that he is out of the day-to-day tussles within the Congress and that he is out of the scope of re- forms which the Con- gress party’s first family stops from happening. On the flip side, when he stands at that height, he is dwarfed by Narendra Modi and Amit Shah standing on much higher ground than Rahul. He can not counter them. Rahul is carrying on like a person adamant at struggling through life, but he is doing all that alone and he is perhaps devoid of the ability to take the entire party and organisation forward. So, he is doing every- thing as a single unit, and whatever benefit the party will get from it, it will get later. So if you ask if this is Rahul Gan- dhi’s U-Turn, then yes, it is definitely so because the expectations that Ra- hul Gandhi had from the reorganisation of Con- gress party, those expec- tations have not been met with this working com- mittee and one can term it failure or surrender or anything else that one may like. In totality, Ra- hul Gandhi must not be happy with all these de- velopments. zRahul had announced that in future, CWC members would also be elected and not selected. Why did it not come to pass? He had indeed said so and this statement was made at the time of the original CWC, which had 23 seats. In the par- ty’s constitution, there was this provision that half the seats should be filled with election and half with appointment and if due to some rea- son election is not held, then appointment can be done on those seats. But what has happened sud- denly is that no one asked anything and the meeting of steering com- mittee was not held. The question then rises as to who gave Mallikarjun Kharge the power to not follow the party’s consti- tution and do away with election while carrying out appointments on their own? So, the basic theme of bringing inter- nal democracy in the party has been shattered. Thus, Rahul Gandhi’s dream that there would be internal democracy in the party, has been left in the lurch and perhaps that is why the people say that this is also a U- Turn of Rahul and Sonia from their promise to the people. zHas the Congress tak- en a U-Turn on its prom- ise of appointment of leaders under the age of 50 to half of the posi- tions in the CWC? Unfortunately Con- gress could not keep up with its own promise. There are only handful of individuals in this new CWC, who are under 50 years of age like Pilot, Gogoi and Kamleshwar or perhaps a few others like Hooda. But the pa- rameter the party had set for itself when it said that 50 % people would be under 50 years of age, that parameter has not been followed. Hence, it is said that Rahul or Con- gress’ commitment on this front has not been fulfilled. So, you can say it was a U-Turn or a fail- ure. It was a major deci- sion of Congress as a national party. There may have been pressure, or appeasement or com- pulsion, after all human beings are bound by situ- ations, but the result of all these situations was that Congress that had made a claim on its own that it will be more dem- ocratic, that dream has been shattered. zDo you think there was nothing new in Con- gress’ exercise and all individuals who have been directing the party have been accommodat- ed in CWC? Definitely. There is an entire line of leaders that form the ‘Margdarshak Mandal’ of Congress in which you have Man- mohan Singh, Ambika Soni, AK Antony, Chid- ambaram, Salman Khur- shid, Tariq Anwar, Dig- vijaya Singh etc. So the point is that in BJP, there are a handful of people who fall in that block of ‘Margdarshak Mandal’ but in Congress, its completely reverse, as 70 out of 84 leaders fall in that category. Hence, it is said that entire CWC is Congress’ ‘Margdarshak Mandal.’ zDoes Rahul Gandhi’s promise of ‘Generation Change’ through CWC appointment is a thing of the past? Has it turned out to be a lie? Very unfortunate. It can be said that Rahul Gandhi has met with an accident on this front. What a dream it was and what thought was given to it that young brigade, new faces and new ener- gy would be pumped into the grand-old party! But look at it today. The party has come back to the old guard and it is said that there is no substitute for experienced people. Just imagine, the average age of CWC members is 61 years with Manmohan Singh at 90 years being the oldest, followed by Kharge at 82 years, Am- bika Soni at 82 followed by Antony, Chidambar- am and others. So, the basic thought that young blood would be inducted and the party’s face would be changed through CWC has turned out to be a flop show and one can say it is a com- plete U-Turn. zCongress had said af- ter its Udaipur Chintan Shivir that it will start two departments - Elec- tion Management and Public Feedback. But these departments were not formed. What were the reasons? This is not that big an issue, but it is more like non-compliance because there were other major agendas. This was com- paratively a smaller agenda and perhaps no heed was paid to it. But yes, it can be said that, on paper, this was also a promise which has not been fulfilled. zIn this new CWC, an effort has been made to somehow create a bal- ance between the old and young. Do you think So- nia Gandhi and Mall- ikarjun Kharge have been successful in this? To a large extent, yes. They have taken a few young leaders and there are more leaders from the old block. Effort has been made even in the states. For example, if there is Channi in Punjab, then there is Ambika Soni also. You can say that an attempt has been made to take everyone along and unite everyone and like it was said earlier, it ap- pears that Congress is at its best, as far as organi- sation is concerned. But it seems that instead of merit, Congress has merely gone through the motions and reached the number of 84 appoint- ment. However, one thing is certain that the command has come back to the old guard. zWhen we talk of the new CWC, does it imply that Sonia Gandhi has once again become Congress President through it? Truth be told, this is Sonia’s return into the Congress. Party’s com- mand has come back, through Kharge, in So- nia hands. All the old loyalists of the party who left and joined the G20, all of them have returned in the CWC and thus, it is being said that it is a Sonia nomi- nated CWC. zHas Mallikarjun Kharge played any role in the appointments in new CWC? Has he final- ly come out of the ‘rub- ber stamp’ image? No, he has not come out of that ‘rubber stamp’ image fully, but yes, he has been partly success- ful in blurring that image. There is no doubt that Kharge has provided im- mense stability to Con- gress as its President and has brought everyone together. He has proved to be a good manager, who has brought back even those who had be- come disgruntled. So, you can say that he has performed well as re- gards the new CWC. zIt took ten months to form the new CWC. What caused such a delay? See, when there is im- mense pressure, and de- cisive leaders are not around, then such things happen. Congress always had three power-centres in Sonia, Rahul and Pri- yanka. Then the OSDs of these leaders also wield- ed some influence and some of these influencers have been accommodat- ed in the committee. Then another power cen- tre is Kharge. More so, when a committee like this is formed, then it has to be kept in mind how women, OBCs, Dalits, Minorities and other sec- tions are being represent- ed in the committee. So in carrying out this per- mutation and combina- tion, it took ten months. And as such it is said that delays have been a natu- ral phenomenon in Con- gress for years, even after Rahul came into picture. In fact, the party should be thankful to Kharge that he created some sort of momentum and got the ball rolling. But still ten months’ time was taken and Congress leaders should be thankful to Kharge that at least some work has been done. Now, there will be ap- pointment of Secretaries which is another major challenge that the party will have to take up. Then General Secretaries would be appointed and there would be all kinds of pressures mounted on the central leadership as there have been various ‘power centres.’ Then there are in-charges and those, who are aiming for a party ticket for assem- bly elections are making a beeline for these in- charges, which has cre- ated another power cen- tre in the party. People say that ticket distribu- tion is like a business now. As a party, Con- gress is not prepared to contest polls and it has already wasted ten months and it should not be expected from the new CWC that it would work as a motivating factor for 2023 Assembly or 2024 General elections.
