AFTER PROLONGED ILLNESS

A BONE OF CONTENTION FOR DoP!

to face flack
from courts in
cases related to two
RAS officials as two
separate courts have re-
jected DoP’s action
against the officials and
the entire RAS cadre is
upbeat because of this.
The two RAS officers
are Anjana Sehrawat
(2018 batch) and Kulraj
Meena (2015 batch).
The DoP had trans-
ferred Anjana Sehrawat
from Kota to Baran via
the September 13 trans-
fer list. However, DoP
later suspended Anjana
for not following the or-
ders and not joining on
the post at Baran which
the DoP considered to be
a misconduct. However,
the DoP then suddenly
issued an order and from
Jaipur headquarters, An-
jana was transferred to
Jodhpur. Anjana ap-
proached the High Court
against this order and the
court, accepting Anja-
na’s plea, cancelled
DoP’s order of transfer-
ring her to Jodhpur. And
hence, Anjana has been
serving in Jaipur since
November 9.
The case pertaining
Kulraj Meena is also
similar, but in this, the
RAT has rejected DoP’s
orders. Kulraj was post-
ed in Jaipur Dairy as its
MD from November
2022 and the DoP trans-
ferred him to the post of
Assistant Collector, Bun-
di on October 30, 2023.
But stating that the post
of Assistant Collector in
Bundi is a junior post for
him, Kulraj did not join
at Bundi. Thereafter, the
DoP considered it to be
‘disobedience’ on Kul-
raj’s part and suspended
him on November 2. The
official then approached
RAT against DoP’s ac-
tion and after holding a
hearing on November 8,
the RAT ordered a stay
on the transfer order dat-
ed October 30.
Now Kulraj has staked
his claim on the post of
MD, Jaipur Dairy where-
as another RAS - Chand
Mal Verma - has already
taken the position of MD
and due to this, the dairy
administration is in a co-
nundrum. The Principal
Secretary of the depart-
ment - Sitaram V. Bhale
- has sought guidance
from DoP in the matter
as Kulraj is eager to sit
back in his old chair.

incidents were reported
across Jaipur on Diwali,
officials said on Monday.

ries and were brought to
the hospital on Sunday
night. Seven of them were
admitted and the rest were
given first aid.”
He said of the total 84
cases reported in the last
24 hours ending Monday
morning, 43 were of eye
injuries.While seven peo-
ple were admitted, 36
people were sent home
after treatment.
More than 13 children
were injured. They
reached the SMS hospital
and operations were per-
formed on all these chil-
dren admitted in the oph-
thalmology dept. A child
from Jhunjhunu lost both
his eyesight whereas 12
children lost the sight of
one eye.

ized the World Trade
Fair, which opened on
Tuesday at Bharat Man-
dapam in Pragati Maid-
an, Delhi. It will be open
from November 14 to

jasthan Pavilion was un-
veiled by Veenu Gupta,
Chief Secretary, Indus-
tries and Commerce,
Government of Ra-
jasthan, in keeping with
this year’s theme, “Vas-
udhaiva Kutumbakam -

This time, in attend-

are 23 stalls at this expo,

Ten people have died in
separate road accidents
across the state. In Ban-
swara, two people died
on the spot after two
bikes collided head-on in
Kasarwadi area. Three
injured were taken to the
district hospital.
In Bharatpur, three
people died after a colli-
sion between a car and a
bike on Monday night on
Nagar-SunderawaliRoad.
The car driver fled the
spot. The deceased have
been identified as Dinesh
Jatav, Vijendra Sharma
and Mukut Sharma.
In Dungarpur, a man
and his son were killed
after their bike collided
with a speeding car in
Ran Sagar of Sadar police
station area. The police
handed over the bodies to
the relatives and a case
has been registered
against the car driver. In
Tonk’s Malpura, three
people died in a road ac-
cident in Jaisinghpura on
Diggi-Jaipur road after a
speeding car hit their bike
on Monday night. Seven
people, including men,
women and children were
injured in the accident.

herders have been set up

from several other states.
The cattle herders

sky. Their lifestyle, dress
and jewellery in rural en-
vironments attract for-

cess started from Tues-

Home Voting will run
from 14 November to 19
November. The officials

MP ATTACKS HIM
ritish Home Secretary Suella Braverman’s
sacking seems to have sparked trust issues
in the Rishi Sunak-led Conservative Party
government. Braverman was dismissed by Prime
Minister Sunak for her article in which she accused
the Metropolitan Police of adopting “double stand-
ards” in handling pro-Palestine protest. She wrote
that right-wing protesters “who engage in aggression
are rightly met with a stern response yet pro-Pales-
tinian mobs are largely ignored…” after skirmishes
between the far-right and pro-Palestine groups.
Braverman’s other statements also have been contro-
versial, particularly the one in which she said that
those sleeping on streets were doing so because it is
“lifestyle choice” made by the homeless.
In another statement she accused British Pakistani
men of being part grooming gangs that “pursue, drug,
rape and harm vulnerable English girls”. Braverman
has been replaced by James Cleverly. Soon after Ri-
shi Sunak fired her Tory member Andrea Jenkyns
criticized him for the ouster of Boris Johnson and
said “it is time for Sunak to go”.

SC ORDER ON CRACKERS
WAS DESTINED TO FAIL
he Supreme Court order banning firecrack-
ers across states on Diwali had little effect
on religious enthusiasts, some of whom es-
pecially enjoyed bursting the joined firecrackers in
defiance of the court order. How many of barium-
filled crackers were used no one would know as
monitoring becomes difficult when religious senti-
ments get involved. The Supreme Court, therefore,
may have erred in passing an order which gets flout-
ed with impunity. It is the responsibility of state gov-
ernments to decide on measures to keep the air clean
and breathable. If
there is haze all over
various cities and po-
litical parties think
that firecrackers are
not to blame, so be it.
This was not the
first time that the
Apex Court ordered
a ban on firecrackers
as severe air pollu-
tion in Delhi and ad-
joining regions has
become an annual
feature in these
months. There are
other agents causing
pollution---stubble
burning and vehicles
and industrial emis-
sions. Banning fire-
crackers a few weeks
before Diwali in a
knee-jerk reaction
has, therefore, been
counter-productive
over the last few
years. The vengeance with which firecrackers were
burst showed in the post-Diwali air quality index
which was recorded at 358 in Delhi on Monday. A
blame game between the Aam Aadmi Party and the
BJP was inevitable.
The Delhi government is now considering cloud
seeding for artificial rain to reduce the pollution
level. Delhi’s Environment Minister Gopal Rai has
met scientists from Kanpur IIT to discuss the feasibil-
ity of the idea. While artificial rain does settle dust
particles, it requires moisture-laden clouds for seed-
ing to take place making its success doubtful.

(ECI) has fi-
nally asked
political parties to furnish
by November 15 the de-
tails of all donations they
received through electoral
bonds ever since the
scheme began.
The ECI’s move comes
after the Supreme Court
had directed the poll panel
to produce an “up to date”
data of funds received by
political parties through
electoral bonds till Sep-
tember 30, 2023. In a letter
addressed to heads of all
political parties on No-
vember 3, the ECI has
sought the detailed par-
ticulars of donors against
each bond, the amount of
each bond, and the full par-
ticulars of the credit re-
ceived against each bond.
DECLINED TO STAY
The apex court had, inApril
2019, declined to stay the
electoral bonds scheme and
made it clear that it would
accord an in-depth hearing
on the pleas as the Centre
and the Election Commis-
sion had raised “weighty
issues” that had “tremen-
dousbearingonthesanctity
of the electoral process in
the country”.
The electoral bonds
scheme, which was noti-
fied by the government on
January 2, 2018, was
pitched as an alternative to
donations in cash made to
political parties as part of
efforts to bring in transpar-
ency in political funding.
In this article let’s look
at various factors like what
are electoral bonds and
what are the concerns
about the scheme… who
said what… and what was
the whole episode till now.
Petitions filed by NGOs
— Common Cause and
Association for Democrat-
ic Reforms (ADR) — and
the Communist Party of
India (Marxist) had chal-
lenged the validity of the
scheme as “an obscure
funding system which is
unchecked by any author-
ity.” The scheme’s critics
had pointed out that the
Centre had removed the
limit on the amount com-
panies could donate to po-
litical parties – that was 7.5
per cent of their average
net profits in the previous
three years – through
amendments to the Com-
panies Act, 2013, paving
way for unlimited funding
from firms, as was report-
ed in the media.
Appearing for petitioner
NGOADR before the apex
court on October 10, Ad-
vocate Prashant Bhushan
had said that amendments
made via the Finance Acts
of 2016 and 2017, both
passed as Money Bills,
have “opened the flood-
gates to unlimited political
donations” through the
scheme.
“But the point is the pur-
chaser of the bonds enjoys
anonymity. The purchaser
can then transfer the bonds
to a recognised party anon-
ymously… So, who has
transferred how much to a
political party is an-
onymised from the public
domain. Who is donating
to which political party is
not known. There is a com-
plete sanitisation of infor-
mation to the public,” he
had said and the same was
reported in the media.
IN DEFENCE
However, Attorney Gen-
eral R Venkataramani had
defended transparency of
the scheme by saying that
while the donors are not
known to the public, the
source of funds had to be
revealed to the SBI.
Vouching for its trans-
parency, the Centre
through Solicitor General
Tushar Mehta had said in a
previous hearing: “The
prescribed methodology of
receiving monies through
electoral bonds is so trans-
parent that it is impossible
for political parties to get
unaccounted or black
money as donation”.
It was also alleged that
as only the government-
owned bank SBI issued
these electoral bonds, the
Centre could know the
source of funding of its po-
litical opponents.
Also, here it may be
mentioned that in a written
submissionfiledintheapex
court on behalf of interve-
nor “Citizens’ Rights
Trust”, senior advocate Vi-
jay Hansaria had said the
electoral bonds scheme al-
lows political parties to re-
ceive donations “behind an
iron curtain away from the
public gaze”. “The provi-
sions of the amending Acts
runcountertothepurported
objective to achieve trans-
parency in electoral fund-
ing,” Hansaria had said in
his written submission.
He has said the scheme
of making a contribution to
a political party through
electoral bonds is a “com-
pletely non-transparent
mechanism” and is akin to
a cash contribution. On Oc-
tober 16, the apex court
said the pleas challenging
the validity of the electoral
bonds scheme for funding
political parties would now
be adjudicated upon by a
five-judge bench for an au-
thoritative pronouncement.
Meanwhile, a bench of
CJI DY Chandrachud and
Justices JB Pardiwala and
Manoj Misra said it would
hear the matter on 31 Octo-
ber and continue on 1 No-
vember, if required. The
apex court had two major
issues to focus on — one
being the legality of the
scheme and the violation of
citizens’ right to informa-
tion about the funding of
parties.
Advocate Bhushan had
argued: “This (electoral
bonds scheme) promotes
corruption as the source of
funding is anonymous, it is
violative of Article 21 and
the ‘non-decision’ in the
case compounding the
problem”.
However, to this, CJI
Chandrachud responded,
“We are here to decide the
case”. It may be noted that
Bhushan had also pressed
the Supreme Court to de-
cide on the validity of the
scheme before the 2024
general elections.
WHAT THE GOVT
HAD SAID
Attorney General (AG) R
Venkataramani, in a state-
ment filed before the apex
court, had said that citizens
do not have the right to in-
formation under Article
19(1)(a) of the Constitu-
tion regarding the source
of the funds. Venkataram-
ani had said that there can
be no general right to know
“anything and everything”,
without being subjected to
reasonable restrictions.
“The scheme in question
extends the benefit of con-
fidentiality to the contribu-
tor. It ensures and pro-
motes clean money being
contributed. It ensures
abiding by tax obligations.
Thus, it does not fall foul
of any existing right,” the
AG had told the SC.

anonymity of the donors
and the poll panel batted
for revealing their names
for the sake of transparen-
cy. Meanwhile, SC inApril

CONCERNS
The RBI had agreed that
the scheme had the po-
tential to clean up political
funding, but expressed
concern with some as-
pects. The then RBI Gov-
ernor, Patel had written to
Jaitley on September 14,
2017 stating that, “We are
concerned that the issue
of EBs as bearer instru-
ments in the matter cur-
rently contemplated has
the possibility of misuse,
more particularly through
use of shell companies”
He had also suggested
that the EBs should
be sold in digital form
(demat). However, the
government amended
the RBI Act to allow other
authorities to issue bearer
instruments. But in a letter
to Jaitley on September
27, 2017, Patel pointed out
that the issue of currency
was a monopoly function
of the central authority,
and the amendment that
diluted the RBI’s power
was a “matter of concern”
“Now that the RBI Act has
been amended, the gov-
ernment should in the least
not authorise any other
institution to issue EBs,”
he wrote. However, when
the scheme was notified in
January 2018, it was SBI
that was authorised to is-
sue EBs and not the RBI

l The scheme was proposed by the late Arun Jaitley in his
Budget speech of 2017. The RBI and the ECI had flagged
several issues with the scheme.
l The government had maintained that the scheme was intro-
duced to clean up the political funding of elections.
l It had also said the scheme would lead to greater transpar-
ency, as the transactions would be carried out by individuals
and companies after following the SBI’s KYC formalities, and
the parties would have to open a special account with SBI to
receive the EBs. The government also maintained that giving
donors anonymity was of prime importance.
l In a letter to then RBI Governor Urjit Patel, then Economic
Affairs Secretary Subhash Chandra Garg wrote on October 5,
2017 that the scheme was “an earnest effort to make political
funding more accountable and clean,”
l Responding to the RBI’s suggestion that the bonds should
be issued in demat form and not as bearer bonds, Garg wrote,
“It is the considered view of the Government that EBs (elec-
toral bonds) in demat form will take away the key feature of the
scheme to provide anonymity of the donors vis-à-vis political
parties. The fact that information of this aspect will be with the
Bank, would make the scheme a non-starter.” The bonds were
eventually implemented as bearer bonds.

cial court dismissed his
anticipatory bail applica-
tion. He was under inves-
tigation by the ED in con-

legislator Kanta Andotra.

crore connections, it is
my estimate that 25 lakh
families in Chhattisgarh
have got these connec-
tions,” he said.

the country and it is eve-
ryone’s duty to safeguard
them. Children from
various schools and or-
ganisations met the pres-
ident at Rashtrapati
Bhavan Cultural Centre
(RBCC) here on the oc-
casion of Children’s Day.
Speaking on the occa-
sion, the president said
that “we often say that
children are the future of
the country”.
“It is the duty of all of
us to safeguard this fu-
ture and ensure its proper
upbringing,” Murmu was
quoted as having said in
a statement issued by the
Rashtrapati Bhavan.
She stated that today’s
children have technology
and a lot of information
and knowledge. They are
showing their talent in
the country and abroad,
and it is the responsibility
of all of us to give the
right direction to the tal-
ent of our children.
Murmu told children
that if they recognise
their potential and keep
moving towards their
aim with full dedication
and hard work, they can
achieve their goal.

Panaji: The '108' ambulance service in Goa
received 65 calls pertaining to road accidents
during the Diwali weekend, 30 per cent more
than the daily average, the agency said on Tuesday.
Of the total accidents reported on Saturday and Sun-
day, 90 per cent were involving two-wheelers, said a
spokesperson of the ambulance service, which is be-
ing operated as part of a state government initiative.
The coastal state has a long held tradition of burning
the effigies of demon Narakasur on the eve of Diwali,
to mark the victory of good over evil.
The firecrackers burnt in Delhi were
sourced from Uttar Pradesh and Haryana,
and that certain individuals, including
police personnel from these states,
permitted the transportation of those
firecrackers to the city. Delhi would not
have been suffering had these states
implemented the ban on firecrackers and
their police done their duty properly.

body stores its
fat mainly as
triglycerides hence, it is the
commonest of body fats. As
triglycerides circulate in the
blood, can be measured. There
are two main sources of tri-
glycerides. One is the food in-
gested and the other is the con-
version of extra calories into
them. The human liver con-
verts extra calories into triglyc-
erides and it is because of this
reason that a better functioning
liver helps reduce triglyceride
levels in blood. An active life-
style working in tandem with
the sun cycle helps in maintain-
ing healthy triglyceride levels
in the blood and body. If a per-
son maintains high levels of
triglycerides in his blood then
his chances of having obesity,
type 2 diabetes mellitus, insu-
lin resistance and pancreatitis
are significantly more than
people with lower levels of
these fats in their blood.
This makes it obvious that
for a healthy life and longevity,
we should manage our daily
routine and food habits in such
a way that our blood lipid lev-
els stay within normal range

triglycerides. Physical activi-
ties, moderate body weight,
omega-3 supplements, niacin
(vitamin B 6 ) and fibrate drugs
also reduce blood cholesterol
levels.
It is also important to know
about the types of foods that
increase triglycerides. Sugary
food and drinks, saturated fats
like deep-fried food, red meat,
egg yolk, butter, lard, marga-
rine and fast food all increase
triglycerides in the body. Sim-
ilarly, candy, excessive fruits,
ice cream, sweetened yoghurt
and juices, jams and jellies,
milkshakes and smoothies,
corn syrup, glucose drinks, and
refined grains as in pizza and
pastries also contribute to
higher triglycerides. Excessive
consumption of alcohol also
raises serum triglyceride lev-
els. Honey is being promoted
by some companies as an agent
to lower triglycerides but with-
out any scientific evidence.
Honey has no consistent com-
position across the globe and
is rich in fructose which gets
converted into triglycerides by
our liver if consumed in ex-
cess. Manuka honey is sourced
mainly from manuka nectar.
This particular honey contains
niacin ( vitamin B6 ) which
helps in lowering triglycerides.
So, honey is not a reliable
cholesterol-lowering agent as
is being claimed and may even
contribute to increasing tri-
glycerides because of its high
fructose contents.
Triglycerides, if they are in
excessive amounts in our
blood, may pose a threat to
good health and can trigger se-
vere events like heart attack or
stroke. These life-threatening
events can be prevented easily
by lifestyle modifications and
food habits. Lack of knowl-
edge and social customs re-
garding various types of food
consumed are two major fac-
tors which are responsible for
frequent incidents of heart at-
tack and other blood circula-
tion-related episodes.Aseden-
tary lifestyle and stress are the
two equally responsible fac-
tors. Managing these four pa-
rameters certainly helps in liv-
ing a healthy life and most
probably, a prolonged one as
well.

Rajendra Chhabra Jaipur he DoP has had to face flack from courts in cases related to two RAS officials as two separate courts have re- jected DoP’s action against the officials and the entire RAS cadre is upbeat because of this. The two RAS officers are Anjana Sehrawat (2018 batch) and Kulraj Meena (2015 batch). The DoP had trans- ferred Anjana Sehrawat from Kota to Baran via the September 13 trans- fer list. However, DoP later suspended Anjana for not following the or- ders and not joining on the post at Baran which the DoP considered to be a misconduct. However, the DoP then suddenly issued an order and from Jaipur headquarters, An- jana was transferred to Jodhpur. Anjana ap- proached the High Court against this order and the court, accepting Anja- na’s plea, cancelled DoP’s order of transfer- ring her to Jodhpur. And hence, Anjana has been serving in Jaipur since November 9. The case pertaining Kulraj Meena is also similar, but in this, the RAT has rejected DoP’s orders. Kulraj was post- ed in Jaipur Dairy as its MD from November 2022 and the DoP trans- ferred him to the post of Assistant Collector, Bun- di on October 30, 2023. But stating that the post of Assistant Collector in Bundi is a junior post for him, Kulraj did not join at Bundi. Thereafter, the DoP considered it to be ‘disobedience’ on Kul- raj’s part and suspended him on November 2. The official then approached RAT against DoP’s ac- tion and after holding a hearing on November 8, the RAT ordered a stay on the transfer order dat- ed October 30. Now Kulraj has staked his claim on the post of MD, Jaipur Dairy where- as another RAS - Chand Mal Verma - has already taken the position of MD and due to this, the dairy administration is in a co- nundrum. The Principal Secretary of the depart- ment - Sitaram V. Bhale - has sought guidance from DoP in the matter as Kulraj is eager to sit back in his old chair. B SC ORDER ON CRACKERS WAS DESTINED TO FAIL he Supreme Court order banning firecrack- ers across states on Diwali had little effect on religious enthusiasts, some of whom es- pecially enjoyed bursting the joined firecrackers in defiance of the court order. The ECI’s move comes after the Supreme Court had directed the poll panel to produce an “up to date” data of funds received by political parties through electoral bonds till Sep- tember 30, 2023. In a letter addressed to heads of all political parties on No- vember 3, the ECI has sought the detailed par- ticulars of donors against each bond, the amount of each bond, and the full par- ticulars of the credit re- ceived against each bond. DECLINED TO STAY The apex court had, inApril 2019, declined to stay the electoral bonds scheme and made it clear that it would accord an in-depth hearing on the pleas as the Centre and the Election Commis- sion had raised “weighty issues” that had “tremen- dousbearingonthesanctity of the electoral process in the country”. The electoral bonds scheme, which was noti- fied by the government on January 2, 2018, was pitched as an alternative to donations in cash made to political parties as part of efforts to bring in transpar- ency in political funding. In this article let’s look at various factors like what are electoral bonds and what are the concerns about the scheme… who said what… and what was the whole episode till now. Petitions filed by NGOs — Common Cause and Association for Democrat- ic Reforms (ADR) — and the Communist Party of India (Marxist) had chal- lenged the validity of the scheme as “an obscure funding system which is unchecked by any author- ity.” The scheme’s critics had pointed out that the Centre had removed the limit on the amount com- panies could donate to po- litical parties – that was 7.5 per cent of their average net profits in the previous three years – through amendments to the Com- panies Act, 2013, paving way for unlimited funding from firms, as was report- ed in the media. Appearing for petitioner NGOADR before the apex court on October 10, Ad- vocate Prashant Bhushan had said that amendments made via the Finance Acts of 2016 and 2017, both passed as Money Bills, have “opened the flood- gates to unlimited political donations” through the scheme. “But the point is the pur- chaser of the bonds enjoys anonymity. The purchaser can then transfer the bonds to a recognised party anon- ymously… So, who has transferred how much to a political party is an- onymised from the public domain. Who is donating to which political party is not known. There is a com- plete sanitisation of infor- mation to the public,” he had said and the same was reported in the media. IN DEFENCE However, Attorney Gen- eral R Venkataramani had defended transparency of the scheme by saying that while the donors are not known to the public, the source of funds had to be revealed to the SBI. Vouching for its trans- parency, the Centre through Solicitor General Tushar Mehta had said in a previous hearing: “The prescribed methodology of receiving monies through electoral bonds is so trans- parent that it is impossible for political parties to get unaccounted or black money as donation”. It was also alleged that as only the government- owned bank SBI issued these electoral bonds, the Centre could know the source of funding of its po- litical opponents. Also, here it may be mentioned that in a written submissionfiledintheapex court on behalf of interve- nor “Citizens’ Rights Trust”, senior advocate Vi- jay Hansaria had said the electoral bonds scheme al- lows political parties to re- ceive donations “behind an iron curtain away from the public gaze”. “The provi- sions of the amending Acts runcountertothepurported objective to achieve trans- parency in electoral fund- ing,” Hansaria had said in his written submission. He has said the scheme of making a contribution to a political party through electoral bonds is a “com- pletely non-transparent mechanism” and is akin to a cash contribution. On Oc- tober 16, the apex court said the pleas challenging the validity of the electoral bonds scheme for funding political parties would now be adjudicated upon by a five-judge bench for an au- thoritative pronouncement. Meanwhile, a bench of CJI DY Chandrachud and Justices JB Pardiwala and Manoj Misra said it would hear the matter on 31 Octo- ber and continue on 1 No- vember, if required. The apex court had two major issues to focus on — one being the legality of the scheme and the violation of citizens’ right to informa- tion about the funding of parties. Advocate Bhushan had argued: “This (electoral bonds scheme) promotes corruption as the source of funding is anonymous, it is violative of Article 21 and the ‘non-decision’ in the case compounding the problem”. However, to this, CJI Chandrachud responded, “We are here to decide the case”. It may be noted that Bhushan had also pressed the Supreme Court to de- cide on the validity of the scheme before the 2024 general elections. WHAT THE GOVT HAD SAID Attorney General (AG) R Venkataramani, in a state- ment filed before the apex court, had said that citizens do not have the right to in- formation under Article 19(1)(a) of the Constitu- tion regarding the source of the funds. Venkataram- ani had said that there can be no general right to know “anything and everything”, without being subjected to reasonable restrictions. “The scheme in question extends the benefit of con- fidentiality to the contribu- tor. It ensures and pro- motes clean money being contributed. It ensures abiding by tax obligations. Thus, it does not fall foul of any existing right,” the AG had told the SC. Centre EC had earlier taken contrary stands in the court over political funding, with government wanted to maintain the anonymity of the donors and the poll panel batted for revealing their names for the sake of transparen- cy. Meanwhile, SC inApril 2019 had declined to stay the electoral bonds scheme and made it clear that it would accord an in-depth hearing on pleas as Centre EC had raised “weighty issues” that had “tremen- dous bearing on the sanc- tity of the electoral process in the country” THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL THE RBI CONCERNS The RBI had agreed that the scheme had the po- tential to clean up political funding, but expressed concern with some as- pects. The then RBI Gov- ernor, Patel had written to Jaitley on September 14, 2017 stating that, “We are concerned that the issue of EBs as bearer instru- ments in the matter cur- rently contemplated has the possibility of misuse, more particularly through use of shell companies” He had also suggested that the EBs should be sold in digital form (demat). However, the government amended the RBI Act to allow other authorities to issue bearer instruments. But in a letter to Jaitley on September 27, 2017, Patel pointed out that the issue of currency was a monopoly function of the central authority, and the amendment that diluted the RBI’s power was a “matter of concern” “Now that the RBI Act has been amended, the gov- ernment should in the least not authorise any other institution to issue EBs,” he wrote. The RBI and the ECI had flagged several issues with the scheme. l The government had maintained that the scheme was intro- duced to clean up the political funding of elections. l It had also said the scheme would lead to greater transpar- ency, as the transactions would be carried out by individuals and companies after following the SBI’s KYC formalities, and the parties would have to open a special account with SBI to receive the EBs. The government also maintained that giving donors anonymity was of prime importance. l In a letter to then RBI Governor Urjit Patel, then Economic Affairs Secretary Subhash Chandra Garg wrote on October 5, 2017 that the scheme was “an earnest effort to make political funding more accountable and clean,” l Responding to the RBI’s suggestion that the bonds should be issued in demat form and not as bearer bonds, Garg wrote, “It is the considered view of the Government that EBs (elec- toral bonds) in demat form will take away the key feature of the scheme to provide anonymity of the donors vis-à-vis political parties. The fact that information of this aspect will be with the Bank, would make the scheme a non-starter.” The bonds were eventually implemented as bearer bonds.

Whole grains, low-fat dairy, tofu, chicken, fish, olive oil, nuts and seeds all help in lowering triglycerides. Physical activi- ties, moderate body weight, omega-3 supplements, niacin (vitamin B 6 ) and fibrate drugs also reduce blood cholesterol levels. It is also important to know about the types of foods that increase triglycerides. Sugary food and drinks, saturated fats like deep-fried food, red meat, egg yolk, butter, lard, marga- rine and fast food all increase triglycerides in the body. Sim- ilarly, candy, excessive fruits, ice cream, sweetened yoghurt and juices, jams and jellies, milkshakes and smoothies, corn syrup, glucose drinks, and refined grains as in pizza and pastries also contribute to higher triglycerides. Excessive consumption of alcohol also raises serum triglyceride lev- els. Honey is being promoted by some companies as an agent to lower triglycerides but with- out any scientific evidence. Honey has no consistent com- position across the globe and is rich in fructose which gets converted into triglycerides by our liver if consumed in ex- cess. Manuka honey is sourced mainly from manuka nectar. This particular honey contains niacin ( vitamin B6 ) which helps in lowering triglycerides. So, honey is not a reliable cholesterol-lowering agent as is being claimed and may even contribute to increasing tri- glycerides because of its high fructose contents. Triglycerides, if they are in excessive amounts in our blood, may pose a threat to good health and can trigger se- vere events like heart attack or stroke. These life-threatening events can be prevented easily by lifestyle modifications and food habits. Lack of knowl- edge and social customs re- garding various types of food consumed are two major fac- tors which are responsible for frequent incidents of heart at- tack and other blood circula- tion-related episodes.Aseden- tary lifestyle and stress are the two equally responsible fac- tors. Managing these four pa- rameters certainly helps in liv- ing a healthy life and most probably, a prolonged one as well.
