CHIEF MINISTER ASHOK GEHLOT RELEASES ‘MUCH AWAITED’ ‘VISION-2030’ DOCUMENT
PM Modi brings up ‘lal diary’ issue
again; CM Gehlot says it got fused
It is the duty of the Centre
to strengthen the state,
but what did they do? No
stone was left unturned to
disturb our government.
Centre reduced funds by
`76,000 crore. We
struggled for 5 years.
ASHOK GEHLOT, CM
Vinod Singh Chouhan
Jaipur
Chief Minister Ashok
Gehlot on Thursday hit
back on the allegations
levelled by PM Modi and
claimed that there was a
conspiracy regarding red
Diary which got fused.
“A conspiracy was
hatched in the BJP head-
quarters. In BJP head-
quarters, Shah, Nadda,
Shekhawat, Zafar Islam
conspired to topple my
govt. My govt has been
disturbed for five years.
Due to their misdeeds the
MLAs stayed in hotels
for 40 days. Are these
people worthy of being in
power? They are top-
pling elected govts. They
have no moral right to be
in power. They toppled
elected governments in
Maharashtra, MP and
Karnataka. They are top-
pling elected govern-
ments. Then what will be
the meaning of elections?
Do you want to hold
elections in the future or
not,” Gehlot questioned.
He further said, “I got
Covid twice, but kept
working. I am not sitting
at home. People praise
our schemes. The people
of Rajasthan have love
and faith in me and the
party.” Gehlot said that
his govt is not stopping
schemes of BJP. “ERCP
was BJP’s plan. We are
taking it forward. The
Centre has tried to stop
the construction of the
dam under ERCP by pro-
voking Madhya Pradesh.
We are taking forward
the scheme of Vasund-
hara Raje’s time. They
have a fight among them-
selves. The feud is be-
tween Vasundhara Raje
and BJP high command.

sion-2030 document on Thursday. He said that

cluding education, health etc. were received from people for the

VRS REQUEST PENDING
VEENU GUPTA’S RERA INNINGS TO
COINCIDE WITH CODE OF CONDUCT?

week has
passed since
the appoint-
ment order of ACS
Veenu Gupta, for the
post of RERA Chair-
man, were issued. Re-
cently, on October 3,
Veenu Gupta applied for
her VRS and the file is
pending in the CMO for
approval.
K n o w l e d g e a b l e
sources reveal that for
VRS, a notice period of
three months is neces-
sary, however the state
government can give re-
laxation in Veenu Gup-
ta’s case. It is a coinci-
dence that the three
month period ends in
December when she will
retire, however, highly
placed sources have re-
vealed that approval on
VRS may come around
the same time when the
model code of conduct
comes into force in the
state. It is argued that
since Veenu is currently
handling the important
departments like Indus-
tries and Commerce,
MSME, Mines and Pe-
troleum etc, the state
government may want
her to continue till the
code of conduct as she
has crucial works in her
hands.
As such, if her VRS is
approved prior to the
code of conduct coming
into force, the DoP will
have to initiate a search
for a senior IAS, which,
in the current situation,
will be difficult for the
DoP.
Interestingly, Veenu

mation Commissioner,
has two more months to

The world's largest vaccination campaign under PM

of the immense capacity of Indian scientists and the
determination of self-reliant India. The tireless work done day

against Covid-19, the world's biggest challenge against hu-

War". With PM’s inspiration, I will definitely go to watch this

public to watch the film so that they can get information about
challenges faced by our scientists in making vaccination,

anshi Ram, who brought Dalits and his pro-
tégé Mayawati to the forefront in UPpolitics,
was hardly enamoured of the Congress,
which could not get along with the Republican Party
of India. Kanshi Ram, the founder of Bahujan Samaj
Party, was a member of the RPI.
When Kanshi Ram’s BSP came to power in Uttar
Pradesh it was with the support of Samajwadi Party.
Later, Mayawati formed an alliance with the BJP to
rule UP. Like her mentor, she too avoided Congress
which was never a choice for the BSP whether in UP,
Punjab or any other state except Rajasthan where the
Dalit party supported the government ofAshok Gehlot.
Rahul Gandhi’s planned Dalit outreach with Dalit
Gaurav Samvad in Uttar Pradesh is a bold move as it
will be centered round Kanshi Ram. To pull it off
Rahul would need a touch of voodoo as Mayawati,
however weak she may appear to be, won’t allow
Kanshi Ram’s legacy to be hijacked.

based on the state-

be the ED’s next target? Or, will it be someone else?
Maybe the party itself could be named an accused
after the Supreme Court pointed out that as per the
ED the beneficiary was AAP and not Sisodia.
The arrests have given Delhi politics an interesting

he modern
world is sec-
ular, which
means that
people live
without God, even though
there are pockets of intense
religious fundamentalism.
Organized religion has
been steadily declining in
the West for more than two
generations, which makes
these pockets of intense
belief seem alien. But they
tell us what God used to
mean in the past. What did
God actually do?
l God provided an absolute
system of morality.
l God stood as an
unquestioned authority.
l God was the bedrock of
reality.
l God made laws that
everyone abided by.
Each of these functions is
two-edged. If you have a
mindset of absolute morali-
ty, good and evil are clear-
cut.Ontheotherhand,there
was no room for the gray
areas in life where good and
bad are very difficult to
separate (the continuous
conflicts over abortion are a
good example). Having
Godasanabsoluteauthority
and lawmaker provides a
stable system of justice, but
at the same time,a cruel de-
sire to punish people simply
for being different always
creepsintothesystem,mak-
ingforwidespreadinjustice.
What the modern world
settled for is humanism.
This is a loaded word in re-
ligious societies, but hu-
manism simply means do-
ing without absolutes, in the
divine sense, and falling
back on the best in human
nature.AGodwhoisloving,
compassionate, and just,
will still be very far away,
while a family where the
parents are loving, compas-
sionate,andjustisverynear.
Humanism aims to create a
spiritual person, not an obe-
dient follower of a religion.
The outcome has been
decisive. Whole popula-
tions have chosen to follow
a kind of spirituality that is
left to each individual. If
you are optimistic and pro-
gressive, this choice is the
right one. If you are con-
servative or a pessimist, it
has been a disaster. Every
crisis we now face, from
climate change to war, ref-
ugeeism to racism, domes-
tic abuse to religious fa-
naticism, is not God’s fault.
We have lost the connec-
tion between human nature
and spirituality.
Theonlykindofspiritu-
ality that fits the modern
secular world, without
falling back on religious
dogma, has to be living,
breathing, and renewable
every day—call it sustain-
able spirituality. What
sustains it are the follow-
ing ingredients:
l A vision of some higher goal.
l Glimpses of spiritual
experience.
l Access to deeper wisdom.
l Loving kindness, mercy,
and tolerance toward
yourself and other people.
l Renunciation of violence.
l Knowing the difference
between right and wrong,
and acting on it.
l The desire to evolve
personally “in here.”
If you measure yourself
by these standards, you are
likely to be surprised. A
great many people already
accept and follow a path
defined by these values.
The constant stream of
alarming stories delivered
by 24/7 news has the effect
of making the worst side of
human nature appear to be
in control. For example,
the inability of govern-
ments to stop waging war,
spending grotesque
amounts on military spend-
ing, stockpiling weapons
of mass destruction, and so
on, cannot be denied. But
to turn this around isn’t a
decision that rests on gov-
ernments. It rests on a shift
in consciousness.
Ask yourself, which is
safer, being able to walk
down the street without
fear or to walk down the
street armed to the teeth?
The difference is clear, yet
societies constantly seek
external, material solu-
tions that are futile to begin
with. The United States is
armed to the teeth, allows
almost unlimited posses-
sion of handguns, leads the
world in arms dealing, and
has been on a war footing
since World War II, yet for
all that, this country has
more violence, murder,
and fear of “the other” than
anywhere else in the world.
Sustainable spirituali-
ty isn’t simply humanism
or the belief that good
will win in the end. In the
absence of God, there
must be a vision of some
higher goal that tran-
scends human nature. I
can see only one alterna-
tive: the evolution of con-
sciousness. Instead of an
absolute deity, there is
transcendence here and
now. This isn’t a mystical
notion. In daily life, you
transcend whenever you
have any of the following
experiences:
l You feel at peace inside.
l You have a moment of
unexplained joy.
l You experience the
lightness of your being.
l You are inspired by beauty.
l You are touched by the
innocent goodness of others.
l You reach out to be of
service.
l You show generosity of spirit.
l You have second thoughts
about an impulse of anger,
hostility, envy, or blame.
l These second thoughts
keep you from acting on
the impulse.
l You have a sudden insight
or “Aha” moment.
l You feel that you fit into a
cosmic plan.
No one’s life is devoid of
such experiences, which is
why a sustainable spiritual-
ity is always accessible.
The key is to know where
to look for it. Religion is a
safe, secure place for the
devout because they look
to a God that can be neither
proved nor disproved. It is
harder to look inside your-
self. In everyone, there is a
screen of mental activity
that is confusing and con-
flicted. In everyone’s past,
there are difficult memo-
ries, traumatic experiences,
setbacks, obstacles, and
failures. They have the net
effect of making any inner
journey seem threatening,
uncertain, and lonely.
The drawbacks of carv-
ing out your spiritual path
can’t be swept under the
carpet. Even if they don’t
seem daunting, modern
secular life is filled with
enough distractions, not to
mention stress and the drive
formoney,tokeepspiritual-
ity on the back burner for a
lifetime. Yet somehow, one
personatatime,theimpulse
to transcend creates a spark.
The highest values in hu-
man existence—love, com-
passion, empathy, beauty,
truth, creativity, wisdom,
altruism, peace, and joy—
have endured through every
catastrophe and horror.
THE VIEWS EXPRESSED BY
THE AUTHOR ARE PERSONAL
PROMOTING
THE VALUES
All that’s needed to sustain
spirituality is a shift in al-
legiance. If you promote
these transcendent values
in your attitude toward life,
they grow. Consider the
list again, and set a simple
goal for yourself: “Today, I
will do one thing that makes
X grow.” X is anything on
the list. Do one thing that
is altruistic, one thing that
shows compassion, one
thing that feels joyful.
A little faith also helps, not
faith in an absolute deity
but in the existence of
experiences that tran-
scend everyday inertia and
habit. Another thing that
helps is to return several
times a day to a simple
state of restful awareness,
which brings you back to
yourself and detaches you
from the daily grind and
the noise of a busy mind.
Sustainable spirituality is
the simplest, most natural
path for modern people.
The fact that anyone and
everyone can follow this
path inspires me more
than any other vision I’ve
ever encountered.

NET-ZERO EMISSIONS
Energy efficiency, renewable energy key to achieve goal: Prez
PTI
New Delhi
resident Drou-
padi Murmu on
Thursday said
energy efficiency and re-
newable energy are the
key pillars for achieving
India’s goal of net-zero
emissions.
Addressing officers of
the Central Power Engi-
neering Service (2018,
2020 and 2021 batches)
and probationers of the
Indian Trade Service
(2022 batch), who had
called on the president at
the Rashtrapati Bhavan
here, Murmu said the
power sector is one of the
prime movers for India’s
development.
“One of the indicators
of the socio-economic
progress of a country is
energy demand and con-
sumption. Therefore, as
India moves ahead to be-
come the third largest
economy of the world,
demand and consumption
of power will certainly
increase, which will fur-
ther drive the country’s
development,” she said.
The president asserted
that energy efficiency
and renewable energy are
the key pillars for achiev-
ing India’s goal of net-
zero emissions.
AsperInternationalEn-
ergy Agency (IEA), ener-
gy efficiency is called the
“first fuel” in clean energy
transitions as it provides
some of the quickest and
most cost-effective cli-
mate change mitigation
options, she noted.
“It also reduces energy
bills and strengthens en-
ergy security. I urge you
to focus on increasing
energy efficiency, which
will make it easier to
achieve the climate
change-related goals.
You may face several
challenges in the process
of energy transition and
grid integration, but you
must play a productive
role in adopting a holistic
approach to address the
challenges,” Murmu told
the Central Power Engi-
neering Service officers.
She said the future of
the power sector lies in
research and innovation
-- be it in energy storage,
grid management or new
forms of energy genera-
tion.
“I urge you to give im-
portance to research and
development in the pow-
er sector so that India re-
mains competitive at the
global stage,” Murmu
told the officers.
Addressing the proba-
tioners of the Indian
Trade Service, she said

of economies.

GST Council

loan guarantees
Agencies
New Delhi
The Goods and Services
Tax (GST) Council is
likely to introduce an 18
per cent tax rate on cor-
porate guarantees ex-
tended by parent compa-
nies to their subsidiary
firms for getting loans
from banks, according to
reliable sources.
The issue was taken up
by the GST Council’s
law committee during
various meetings held re-
cently.
The law committee is
of the view that extend-
ing a corporate guarantee
is a related party transac-
tion that is considered as
a supply. The logic is that
since supplies come in
the 18 per cent GST
bracket, this should also
be applicable to corpo-
rate guarantees.
The law committee has
recommended adopting
valuation rules in line
with safe harbour rules
under the Income Tax
Act for providing corpo-
rate guarantees.
Under these rules, in
eligible international
transactions, the mini-
mum acceptable com-
mission/fee is 1 per cent
of the amount guaran-
teed.

  • 1. CHIEF MINISTER ASHOK GEHLOT RELEASES ‘MUCH AWAITED’ ‘VISION-2030’ DOCUMENT PM Modi brings up ‘lal diary’ issue again; CM Gehlot says it got fused It is the duty of the Centre to strengthen the state, but what did they do? No stone was left unturned to disturb our government. Centre reduced funds by `76,000 crore. We struggled for 5 years. ASHOK GEHLOT, CM Vinod Singh Chouhan Jaipur Chief Minister Ashok Gehlot on Thursday hit back on the allegations levelled by PM Modi and claimed that there was a conspiracy regarding red Diary which got fused. “A conspiracy was hatched in the BJP head- quarters. In BJP head- quarters, Shah, Nadda, Shekhawat, Zafar Islam conspired to topple my govt. My govt has been disturbed for five years. Due to their misdeeds the MLAs stayed in hotels for 40 days. Are these people worthy of being in power? They are top- pling elected govts. They have no moral right to be in power. They toppled elected governments in Maharashtra, MP and Karnataka. They are top- pling elected govern- ments. Then what will be the meaning of elections? Do you want to hold elections in the future or not,” Gehlot questioned. He further said, “I got Covid twice, but kept working. I am not sitting at home. People praise our schemes. The people of Rajasthan have love and faith in me and the party.” Gehlot said that his govt is not stopping schemes of BJP. “ERCP was BJP’s plan. We are taking it forward. The Centre has tried to stop the construction of the dam under ERCP by pro- voking Madhya Pradesh. We are taking forward the scheme of Vasund- hara Raje’s time. They have a fight among them- selves. The feud is be- tween Vasundhara Raje and BJP high command. • 2. VRS REQUEST PENDING VEENU GUPTA’S RERA INNINGS TO COINCIDE WITH CODE OF CONDUCT? Rajendra Chhabra Jaipur week has passed since the appoint- ment order of ACS Veenu Gupta, for the post of RERA Chair- man, were issued. Re- cently, on October 3, Veenu Gupta applied for her VRS and the file is pending in the CMO for approval. K n o w l e d g e a b l e sources reveal that for VRS, a notice period of three months is neces- sary, however the state government can give re- laxation in Veenu Gup- ta’s case. It is a coinci- dence that the three month period ends in December when she will retire, however, highly placed sources have re- vealed that approval on VRS may come around the same time when the model code of conduct comes into force in the state. It is argued that since Veenu is currently handling the important departments like Indus- tries and Commerce, MSME, Mines and Pe- troleum etc, the state government may want her to continue till the code of conduct as she has crucial works in her hands. As such, if her VRS is approved prior to the code of conduct coming into force, the DoP will have to initiate a search for a senior IAS, which, in the current situation, will be difficult for the DoP. Interestingly, Veenu Gupta’s husband - for- mer Chief Secretary DB Gupta - who is currently serving as Chief Infor- mation Commissioner, has two more months to go before completing his current tenure on December 10. Action isn’t taken against people with pow- er. There are no raids. People are watching all this & they will make the right decision in 2024.” First India Bureau Jaipur Prime Minister Narendra Modi on Thursday, con- gratulated the makers of the recently released movie- ‘Vaccine War’. BIBLE IN-DEPTH RAHUL GANDHI’S DALIT GAMBIT IN UTTAR PRADESH anshi Ram, who brought Dalits and his pro- tégé Mayawati to the forefront in UPpolitics, was hardly enamoured of the Congress, which could not get along with the Republican Party of India. Kanshi Ram, the founder of Bahujan Samaj Party, was a member of the RPI. When Kanshi Ram’s BSP came to power in Uttar Pradesh it was with the support of Samajwadi Party. Later, Mayawati formed an alliance with the BJP to rule UP. Like her mentor, she too avoided Congress which was never a choice for the BSP whether in UP, Punjab or any other state except Rajasthan where the Dalit party supported the government ofAshok Gehlot. Rahul Gandhi’s planned Dalit outreach with Dalit Gaurav Samvad in Uttar Pradesh is a bold move as it will be centered round Kanshi Ram. To pull it off Rahul would need a touch of voodoo as Mayawati, however weak she may appear to be, won’t allow Kanshi Ram’s legacy to be hijacked. Sanjay Singh has been arrested by the Enforce- ment Directorate in the alleged liquor policy scam making him the third AAP leader to be jailed for corruption and the second in connection with the liq- uor scam. The first among AAP leaders to go behind the bars was Satyender Jain who was the first to be incarcerated under the Prevention of Money Laun- dering Act for al- leged hawala trans- actions. The accusation was based on the state- ment of Delhi’s liq- uor trader Dinesh Arora and one Ra- ghav Magunta who turned approver. Could Kejriwal be the ED’s next target? Or, will it be someone else? Maybe the party itself could be named an accused after the Supreme Court pointed out that as per the ED the beneficiary was AAP and not Sisodia. The arrests have given Delhi politics an interesting twist giving the BJP a clear advantage. If the AAP is not in a position to offer a strong challenge, it would be a one-sided battle between the BJP and Congress in the 2025 Assembly elections. Humanism aims to create a spiritual person, not an obe- dient follower of a religion. The outcome has been decisive. Whole popula- tions have chosen to follow a kind of spirituality that is left to each individual. If you are optimistic and pro- gressive, this choice is the right one. If you are con- servative or a pessimist, it has been a disaster. Every crisis we now face, from climate change to war, ref- ugeeism to racism, domes- tic abuse to religious fa- naticism, is not God’s fault. We have lost the connec- tion between human nature and spirituality. Theonlykindofspiritu- ality that fits the modern secular world, without falling back on religious dogma, has to be living, breathing, and renewable every day—call it sustain- able spirituality. What sustains it are the follow- ing ingredients: l A vision of some higher goal. l Glimpses of spiritual experience. l Access to deeper wisdom. l Loving kindness, mercy, and tolerance toward yourself and other people. l Renunciation of violence. l Knowing the difference between right and wrong, and acting on it. l The desire to evolve personally “in here.” If you measure yourself by these standards, you are likely to be surprised. A great many people already accept and follow a path defined by these values. The constant stream of alarming stories delivered by 24/7 news has the effect of making the worst side of human nature appear to be in control. For example, the inability of govern- ments to stop waging war, spending grotesque amounts on military spend- ing, stockpiling weapons of mass destruction, and so on, cannot be denied. But to turn this around isn’t a decision that rests on gov- ernments. It rests on a shift in consciousness. Ask yourself, which is safer, being able to walk down the street without fear or to walk down the street armed to the teeth? The difference is clear, yet societies constantly seek external, material solu- tions that are futile to begin with. The United States is armed to the teeth, allows almost unlimited posses- sion of handguns, leads the world in arms dealing, and has been on a war footing since World War II, yet for all that, this country has more violence, murder, and fear of “the other” than anywhere else in the world. Sustainable spirituali- ty isn’t simply humanism or the belief that good will win in the end. In the absence of God, there must be a vision of some higher goal that tran- scends human nature. I can see only one alterna- tive: the evolution of con- sciousness. Instead of an absolute deity, there is transcendence here and now. This isn’t a mystical notion. In daily life, you transcend whenever you have any of the following experiences: l You feel at peace inside. l You have a moment of unexplained joy. l You experience the lightness of your being. l You are inspired by beauty. l You are touched by the innocent goodness of others. l You reach out to be of service. l You show generosity of spirit. l You have second thoughts about an impulse of anger, hostility, envy, or blame. l These second thoughts keep you from acting on the impulse. l You have a sudden insight or “Aha” moment. l You feel that you fit into a cosmic plan. No one’s life is devoid of such experiences, which is why a sustainable spiritual- ity is always accessible. The key is to know where to look for it. Religion is a safe, secure place for the devout because they look to a God that can be neither proved nor disproved. It is harder to look inside your- self. In everyone, there is a screen of mental activity that is confusing and con- flicted. In everyone’s past, there are difficult memo- ries, traumatic experiences, setbacks, obstacles, and failures. They have the net effect of making any inner journey seem threatening, uncertain, and lonely. The drawbacks of carv- ing out your spiritual path can’t be swept under the carpet. Even if they don’t seem daunting, modern secular life is filled with enough distractions, not to mention stress and the drive formoney,tokeepspiritual- ity on the back burner for a lifetime. Yet somehow, one personatatime, theimpulse to transcend creates a spark. The highest values in hu- man existence—love, com- passion, empathy, beauty, truth, creativity, wisdom, altruism, peace, and joy— have endured through every catastrophe and horror. THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL PROMOTING THE VALUES All that’s needed to sustain spirituality is a shift in al- legiance. If you promote these transcendent values in your attitude toward life, they grow. Consider the list again, and set a simple goal for yourself: “Today, I will do one thing that makes X grow.” X is anything on the list. Do one thing that is altruistic, one thing that shows compassion, one thing that feels joyful. A little faith also helps, not faith in an absolute deity but in the existence of experiences that tran- scend everyday inertia and habit. Another thing that helps is to return several times a day to a simple state of restful awareness, which brings you back to yourself and detaches you from the daily grind and the noise of a busy mind. Sustainable spirituality is the simplest, most natural path for modern people. The fact that anyone and everyone can follow this path inspires me more than any other vision I’ve ever encountered. • 10. NET-ZERO EMISSIONS Energy efficiency, renewable energy key to achieve goal: Prez PTI New Delhi resident Drou- padi Murmu on Thursday said energy efficiency and re- newable energy are the key pillars for achieving India’s goal of net-zero emissions. Addressing officers of the Central Power Engi- neering Service (2018, 2020 and 2021 batches) and probationers of the Indian Trade Service (2022 batch), who had called on the president at the Rashtrapati Bhavan here, Murmu said the power sector is one of the prime movers for India’s development. “One of the indicators of the socio-economic progress of a country is energy demand and con- sumption. Therefore, as India moves ahead to be- come the third largest economy of the world, demand and consumption of power will certainly increase, which will fur- ther drive the country’s development,” she said. The president asserted that energy efficiency and renewable energy are the key pillars for achiev- ing India’s goal of net- zero emissions. AsperInternationalEn- ergy Agency (IEA), ener- gy efficiency is called the “first fuel” in clean energy transitions as it provides some of the quickest and most cost-effective cli- mate change mitigation options, she noted. “It also reduces energy bills and strengthens en- ergy security. I urge you to focus on increasing energy efficiency, which will make it easier to achieve the climate change-related goals. You may face several challenges in the process of energy transition and grid integration, but you must play a productive role in adopting a holistic approach to address the challenges,” Murmu told the Central Power Engi- neering Service officers. She said the future of the power sector lies in research and innovation -- be it in energy storage, grid management or new forms of energy genera- tion. “I urge you to give im- portance to research and development in the pow- er sector so that India re- mains competitive at the global stage,” Murmu told the officers. GST Council may levy 18% tax on corporate loan guarantees Agencies New Delhi The Goods and Services Tax (GST) Council is likely to introduce an 18 per cent tax rate on cor- porate guarantees ex- tended by parent compa- nies to their subsidiary firms for getting loans from banks, according to reliable sources. The issue was taken up by the GST Council’s law committee during various meetings held re- cently. The law committee is of the view that extend- ing a corporate guarantee is a related party transac- tion that is considered as a supply. The logic is that since supplies come in the 18 per cent GST bracket, this should also be applicable to corpo- rate guarantees.
