Jaipur: A low-floor bus
of the Jaipur City
Transport Services
Limited (JCTSL) got
stuck at a waterlogged
underpass in Jaipur on
Tuesday. The bus sub-
merged in water at
Nandpuri underpass in
Malviya Nagar that was
flooded up to 4 feet in
just 20 minutes of rain
on Tuesday afternoon.
While the bus driver
and the operator were
stranded atop the sub-
merged bus, all the pas-
sengers were rescued
on time.
Meanwhile, heavy
rains continued to lash
parts of the State with
Sindhari in Barmer re-
cording the highest 13
cm rainfall. At the same
time, Baitu and Pachpa-
dra of Barmer also re-
ceived2-3inchesof rain.
So far, Barmer has re-
ceived 15 per cent more
rain than normal. Simi-
larly
, Sirohi’s Ker also
received 107mm (4 inch-
es) of rain. It rained in
many areas of Udaipur,
Pali,Jodhpur,Jaloreand
Dungarpur districts.
The MeT department
has issued a warning of
heavy rain at some plac-
es in Banswara, Baran
and Bundi districts in
the next 24 hours.

Jaipur: In a sensational
case of drowning, the
dead bodies of two chil-
dren were found in the
city on Tuesday morn-
ing. The dead bodies of
two children were found
in the pit of the vacant
plot near the house. The
deceased were identified
as Ashu (12) and Chan-
dan (12). The incident
took place in Amar Vihar
Colony. Both the children
were missing since 3 pm
on Monday. A miss-
ing complaint was also
lodged at the Kanota
police station. Locals
informed the police after
seeing the dead bodies
floating. After this, the
families looking for their
missing children reached
the spot. Seeing the
dead body floating in the
water, there was chaos
on the spot.
To curb Lumpy, 55 personnel
deployed in worst-hit districts

30-yr-old man
found dead by
roadside,
cops suspect

a 30-year-old man was
found lying on the road
in Bhankrota area on
Tuesday.
Police informed the
deceased is yet to be
identified, but prelimi-
nary investigations re-
veal that the man was
strangulated and later
thrown on roadside af-
ter being murdered.
“The dead body was
found lying near Ring
Road in Bhankrota on
Tuesday morning. Pas-

minor girl was alleged-
ly abducted and gan-
graped in Bharatpur’s
Kaman town, police
said on Tuesday
.
Police informed the
victim was gangraped
at a gun-point by five to
six men.
“The matter relates to
a rivalry between two
groups. Both the groups
were trying to kidnap
theminorgirl.Whenthe
victim’s elder sister
tried to save her, she was
also abducted by the ac-
cused,” police said.
“A delegation of vil-
lagers met senior police
officials on Tuesday and
demanded strict action
againsttheaccused.The
medical examination of
the minor girl has been
conducted and the mat-
ter is being investigat-
ed,” police added.

Jaipur: A 32-year-old
married woman was allegedly
blackmailed and raped for
seven years in Jaipur’s Bajaj
Nagar area, police said on
Tuesday. Police informed
the woman came-in contact
with the accused through
Facebook, following which,
she was repeatedly raped by
the accused. “They became
friends through Facebook in
2014. Later, the accused had
a physical relationship with
the victim. He also filmed and
blackmailed her,” police said.

Jaipur: A tenant girl was
allegedly gangraped by her
landlord’s son and his 4
friends in Vidyadhar Nagar.
The rape has been happening
for the last 4 months and the
accused threatened to kill her,
after which the victim went to
file a case at Vidyadhar Nagar
police station. Meanwhile, a
girl from Bikaner was raped
in Jaipur and aborted after
she became pregnant. The
victim filed a case at Sodala
police station and the police
are investigating.

kind case in Rajasthan,
an elderly couple are
now proud parents to a
newborn in the district.
The 70-year-old mother
gave birth to a baby on
Monday. The mother’s
age is 70 years and fa-
ther’s age is 75 years.
After nearly 54 years of
marriage, both now
have their first child.
The doctor claims
that this is the only case
in state where a woman
of such an age has given
birth to a baby
. However,
with IVF tech, many el-
derly couples in the
country and the world
have become parents
even at the age of 70-80
years. Gopichand, the
proud father, is a former
soldier of the Nuhaniya
village of Jhunjhunu.

Around Rs 50,000 load-
ed in the ATMs were

edly set his landlord’s
car ablaze in Nahar-
garh area after the land-
lord asked him to va-

es. Police informed the
incident took place on
August 5, following
which, an FIR has been

“The complainant,
Babulal Baral, has stat-
ed that Sanjay Goyal,

MID-DAY MEALS
id-day meals in
schools have been a
subject of discussion
from the time the
scheme was
launched. From ideal calorie
count to hygiene, fixing respon-
sibility for cooking to deciding
the menu has been discussed at
regular intervals. Cooked meals
containing 480 calories and 13
grams of protein per child per
day for a minimum of 200 days
per year are prescribed for gov-
ernment and government-aided
schools. Schools have a meagre
budget, which is also not regu-
larly disbursed in some states, to
provide the meals.
The required amount of pro-
tein, essential for the growth
and development of children,
can’t be had from a bowl of len-
tils and some paneer (cottage
cheese). Yet, there’s a contro-
versy over including eggs as
part of mid-day meals even for
those who eat it. So far 13 states
give eggs to children, while Kar-
nataka, which is facing opposi-
tion, is also planning to intro-
duce it. Such fuss over an egg
should be avoided in the interest
of children’s health.

One must wait for the BJP’s
strategists to come up with a
response to Nitish’s coup.

Around 1.20 pm Bihar CM,
Nitish Kumar announced
that the alliance with the BJP
in Bihar has ended.
Tension or reported “rift”
between the two parties had
hammered on a breakpoint
over (Nitish) Kumar’s con-
cerns that Union Minister
Amit Shah was working over-
timeinordertocreatefissures
in the Janata Dal (United).
Nitish squarely blamed
RCP Singh, a former leader
from his own party, for serv-
ing as proxy to Shah. RCP
had quit the JDU on the
weekend after his party ac-
cused him of corruption.
The RJD, which is the
state’s single-largest party,
also met on Tuesday to dis-
cuss the political crisis brew-
ing in the state. The party is
currently headed by Tejash-
wi Yadav. According to politi-
cal grapevine RJD is set to
join Nitish in order to revive
an earlier alliance they once
had… at least till this article
was written.
Hope floats and hence one
keeps planning likewise…
probably
. JD(U) hopes that if
(such) an alliance performs
well (in Bihar) in 2024, Nitish
could easily be catapulted to
the epicentre of the Opposi-
tion core. However, this alli-
ance is also desperately look-
ing for faces which have both
political clout and credibility
.
However, the undercurrent
of political ambitions among
leaders in the Opposition
camp is running high and Ni-
tish’s rise is certain to “take
on” Mamata’s hopes of tak-
ing along the Opposition par-
ties all this while and Nit-
ish’s rise in that sense might
also hit a roadblock in the
form of the Left parties. As a
result, the fractured bonho-
mie would continue to exist.
Whether Nitish’s magnum
gameplan shuttles him to the
national centre stage again
(or not), Nitish’s political di-
vorce at least for now will
hugely affect the politics not
just in the Hindi heartland
but also have a ripple effect
in the national scenario.
While the BJP might be the
second-largest party in Bihar
in the 2020 Assembly elec-
tions, just 1 seat behind the
RJD and far ahead of the
JD(U), having Nitish by its
side has always aided the
party hugely
.
Nitish’s pro-development
card might still be saleable
among the voters and it may
any day help dilute and
smudge the taint of corrup-
tion charges against the RJD.
It is important to note here
that the RJD, despite the ab-
sence of Lalu has still man-
aged to hold on to its old form
and that was clearly evident
in the last Assembly polls
when it emerged as the sin-
gle-largest party
.
Earlier, the Congress and
Left parties handed over the
lists of their legislators to
Tejashwi Yadav.
Mandan Mohan Singh, the
state president of Congress
said: “We will support Nitish
Kumar if he leaves the BJP
and forms a new government
with the help of Mahagath-
bandhan. We have also given
the list of all 19 MLAs of our
party to RJD leader Tejashwi
Yadav.”
Mahboob Alam, the MLA
of CPI (ML) said: “We have
also given the list to Tejashwi
Yadav. We will uproot the
BJP from power. We are giv-
ing support to Nitish Kumar
for the formation of a new
government.”
Currently, BJP holds 77
seats in the Bihar Assembly.
JD(U) holds 45, the Congress
19, the Left led by CPIML(L)
has 16 and the RJD 79.
Nitish, it seemed, was un-
happy for quite some time. It
may be recalled that Nitish
had skipped the NITI Aayog
meeting held by Prime Min-
ister. This is the fourth Cen-
tral meeting since July 17
that he (Nitish) has kept him-
self away from amid strained
relations with the BJP. On
Sunday, one of its senior
most leaders, R C P Singh,
who had run into rough
weather with Nitish over ac-
cepting a Cabinet berth at the
Centre, had quit the JDU.
It may also be mentioned
that on July 22, Nitish chose
to stay away from the fare-
well dinner hosted by outgo-
ing President Ram Nath Ko-
vind. On July 25, he also did
not attend the swearing-in of
NDA candidate Droupadi
Murmu as the new President.
If JD(U) sources are to be
believed, Nitish was upset
with the “overt political pos-
turing” by the central BJP
leadership during a two-day
national meeting of all its
frontal organisations held in
Patna between July 30 and 31.
Even though Shah talked
about “contesting the 2024
Lok Sabha and 2025 Assem-
bly polls in alliance with the
JD(U)”, the Bihar CM report-
edly took note of the fact that
several second-rung leaders
had spoken “too much about
repeal of Article 370 and na-
tionalism” which did not suit
his agenda in politics in the
given circumstances.
Nitish, grapevine says,
was also unhappy with the
Assembly Speaker Vijay Ku-
mar Sinha’s “handling” of
the concluding function of
the Assembly’s centenary
celebrations on July 12,
which was attended by Modi
and incidentally, Nitish’s
name was missing from the
invitation! It was an obvious
sign that Nitish’s decision
not to attend NITI Aayog
meeting did not go well with
the BJP central leadership.
In the whole episode, it
seemed that Nitish Kumar
reportedly feared that the
BJP may have wanted to re-
peat the Maharashtra saga
in Bihar. Time will only clear
the air, however, for now, Nit-
ish has made up his mind
and it was perhaps Shah’s
“perceived” grip on Bihar
through the selection of min-
isters which Nitish saw as an
apparent threat.
And the tripping point was
what RCP had said hinting at
Nitish while the former quit,
“I’ll just say that there’s no

MLAs are trained prop-
erly, yet they make mis-
takes even in such a sim-
ple voting process. Cer-
tainly they should be
traced and trained as
well as warned.

New Delhi: As he snapped ties with the BJP, Bihar Chief
Minister Nitish Kumar has once again been pitched as a
PM candidate for the 2024 elections by some, but a ma-
jority of the Opposition still view the JD(U) leader with
suspicion citing his numerous U-turns’. Kumar first be-
came chief minister in 2005 on the back of a campaign
against jungle raj’ of Lalu Prasad’s RJD in Bihar. Kumar
dumped the BJP in 2013 after Narendra Modi was
projected as the prime ministerial candidate for the 2014
Lok Sabha polls. Kumar then forged a grand alliance
with RJD and Congress and returned as chief minister
in 2015. He walked out of the grand alliance in 2017,
accusing the RJD of corruption and choking governance
in the state.

NEET PG counselling likely from Sept 1
New Delhi (Agencies):
Cooperation Minister
Amit Shah today an-
nounced that over 300
cooperatives have been
onboarded as buyers on
the GeM portal to help
them purchase goods
and services at competi-
tive prices.
Amit Shah today vir-
tually launched the pro-
cess of onboarding co-
operatives on the GeM
portal.
In the first phase, all
eligible cooperatives,
having a turnover/de-
posits of  ₹ 100 crore, will
be able to start placing
orders on the Govern-
ment e-Marketplace
(GeM) portal.
There are more than
8.5 lakh cooperatives in
India. On the launch
programme, the coop-
erative societies have
been onboarded and
enabled as buyers on
the GeM.
Major cooperatives
that have been onboard-
ed on Tuesday include
IFFCO, KRIBHCO,
NAFED, Amul and Sar-
aswat Co-op Bank. It is
expected that orders
worth `25 crore will be
placed on the day of the
launch.

CAG flags

REFORMS IN COOP SOCIETIES
New Delhi: Amit Shah on Tuesday pitched for
reforms in cooperative societies, saying the same
person cannot be elected year after year and the
election process has to become more transparent.
Shah stressed the need to expand and modernise
the cooperative sector, which he said, has been
a “neglected” sector. “There is a need to bring
changes in the cooperative sector at a fast pace,”
he said. “We will have to change, else people will
change us,” he told top officials of cooperatives
present at the event. Shah also spoke about the
need to bring transparency in purchases and for
that there is no better medium than the Govern-
ment e-marketplace (GeM). He said the ministry is
coming up with a new cooperative policy, preparing
a database, setting up a university for conducting
training purposes and also establishing an export
house to boost overseas shipments. Shah said the
ministry will also bring changes to the Multi-State
Co-operatives Act.

on the PMLA amend-
ments that were carried
out between 2014 and
2018 and have called for
a review of that judg-
ment and that statement

SC upholds acquittal of
accused of 2009 murder
New Delhi (PTI): It is
not permissible to in-
terfere with the finding
of acquittal unless it is
found that view taken
by the court is perverse,
the Supreme Court has
said while upholding
the acquittal of a man
who was accused of
killing his wife and set-
ting her on fire.
The Apex Court dis-
missed the appeal filed
by Rajasthan against
Sept 2009 judgement of
the HC which had ac-
quitted the accused
while reversing the tri-
al court order convict-
ing him in the case.
“The scope of inter-
ference in an appeal
against acquittal is
very limited. Unless it
is found that the view
taken by the court is
impossible or perverse,
it is not permissible to
interfere with the find-
ing of acquittal,” a
bench of Justices B R

asimha said in its re-
cent judgement.

2,412 history-
sheeters held
in 6 months
Shivendra Parmar
Jaipur: Taking on or-
ganized crime, Raj po-
lice have opened histo-
ry-sheet of 1487 crimi-
nals and arrested 2412
history-sheeters in
various cases under in-
vestigation from Janu-
ary 2019 to June 2022.
At the same time, 784
history-sheeters were
caught and placed un-
der arrest. Emphasis of
Raj police is on curbing
organised crime and
therefore the campaign
is being run in monitor-
ing of DGP M L Lather.
Success of campaign
reflects in the fact that
2412 history sheeters
were arrested during in-
vestigation of cases 
784 were arrested under
warrant whereas 1487
new history-sheets were
opened in various dis-
tricts from Jan 2019 to
June 2022. Of the total
10998history-sheetersin
the state, max of 662 are
in Udaipur, followed by
568 in Ajmer, 443 in Bi-
kaner, 442 in Nagaur, 435
in Barmer, 354 in Jaipur.

tin Gadkari about an
elevated road to be built
in Jodhpur. He said the
work on the road has
been handed over to the
National Highways Au-
thority of India (NHAI).
I am happy that ac-
cepting my request, the
work of this elevated
road has been taken up
by NHAI. The State
Government had an-
nounced its DPR in the
Budget 2019-20, in
which the Public Works
Department, Govern-
ment of Rajasthan had
sent the necessary pro-
posals to NHAI, he
tweeted. The GoI has
recently appointed Pro-
ject Management Con-
sultant via whom DPR
will be prepared soon.
	
❍ THE PROPOSED ELEVATED ROAD
The proposed elevated road will be 9.6 km long. Its cost will
be around Rs 1,700 crore. This will be the second longest
elevated road in the country, which will be built on a single
pillar. The number of single pillars will be 220, although
experts say that the number of pillars can vary according to
the load bearing capacity of the ground.

The bus sub- merged in water at Nandpuri underpass in Malviya Nagar that was flooded up to 4 feet in just 20 minutes of rain on Tuesday afternoon. While the bus driver and the operator were stranded atop the sub- merged bus, all the pas- sengers were rescued on time. Meanwhile, heavy rains continued to lash parts of the State with Sindhari in Barmer re- cording the highest 13 cm rainfall. The dead bodies of two children were found in the pit of the vacant plot near the house. The deceased were identified as Ashu (12) and Chan- dan (12). The incident took place in Amar Vihar Colony. Both the children were missing since 3 pm on Monday. A miss- ing complaint was also lodged at the Kanota police station. Locals informed the police after seeing the dead bodies floating. Cooked meals containing 480 calories and 13 grams of protein per child per day for a minimum of 200 days per year are prescribed for gov- ernment and government-aided schools. Schools have a meagre budget, which is also not regu- larly disbursed in some states, to provide the meals. The required amount of pro- tein, essential for the growth and development of children, can’t be had from a bowl of len- tils and some paneer (cottage cheese). NITISH DUMPS BJP, GOES BACK TO RJD Nitish Kumar is known for moving in and out of alliances. Before the just-ended alliance, the JD-U remained an ally of the BJP for 13 years. Strange bedfellows make the script of Indian politics the way actually vot- ers want to see it. Around 1.20 pm Bihar CM, Nitish Kumar announced that the alliance with the BJP in Bihar has ended. Tension or reported “rift” between the two parties had hammered on a breakpoint over (Nitish) Kumar’s con- cerns that Union Minister Amit Shah was working over- timeinordertocreatefissures in the Janata Dal (United). Nitish squarely blamed RCP Singh, a former leader from his own party, for serv- ing as proxy to Shah. RCP had quit the JDU on the weekend after his party ac- cused him of corruption. The RJD, which is the state’s single-largest party, also met on Tuesday to dis- cuss the political crisis brew- ing in the state. The party is currently headed by Tejash- wi Yadav. According to politi- cal grapevine RJD is set to join Nitish in order to revive an earlier alliance they once had… at least till this article was written. Hope floats and hence one keeps planning likewise… probably . JD(U) hopes that if (such) an alliance performs well (in Bihar) in 2024, Nitish could easily be catapulted to the epicentre of the Opposi- tion core. However, this alli- ance is also desperately look- ing for faces which have both political clout and credibility . However, the undercurrent of political ambitions among leaders in the Opposition camp is running high and Ni- tish’s rise is certain to “take on” Mamata’s hopes of tak- ing along the Opposition par- ties all this while and Nit- ish’s rise in that sense might also hit a roadblock in the form of the Left parties. As a result, the fractured bonho- mie would continue to exist. Whether Nitish’s magnum gameplan shuttles him to the national centre stage again (or not), Nitish’s political di- vorce at least for now will hugely affect the politics not just in the Hindi heartland but also have a ripple effect in the national scenario. While the BJP might be the second-largest party in Bihar in the 2020 Assembly elec- tions, just 1 seat behind the RJD and far ahead of the JD(U), having Nitish by its side has always aided the party hugely . Nitish’s pro-development card might still be saleable among the voters and it may any day help dilute and smudge the taint of corrup- tion charges against the RJD. It is important to note here that the RJD, despite the ab- sence of Lalu has still man- aged to hold on to its old form and that was clearly evident in the last Assembly polls when it emerged as the sin- gle-largest party . Earlier, the Congress and Left parties handed over the lists of their legislators to Tejashwi Yadav. Mandan Mohan Singh, the state president of Congress said: “We will support Nitish Kumar if he leaves the BJP and forms a new government with the help of Mahagath- bandhan. We have also given the list of all 19 MLAs of our party to RJD leader Tejashwi Yadav.” Mahboob Alam, the MLA of CPI (ML) said: “We have also given the list to Tejashwi Yadav. We will uproot the BJP from power. We are giv- ing support to Nitish Kumar for the formation of a new government.” Currently, BJP holds 77 seats in the Bihar Assembly. JD(U) holds 45, the Congress 19, the Left led by CPIML(L) has 16 and the RJD 79. Nitish, it seemed, was un- happy for quite some time. It may be recalled that Nitish had skipped the NITI Aayog meeting held by Prime Min- ister. This is the fourth Cen- tral meeting since July 17 that he (Nitish) has kept him- self away from amid strained relations with the BJP. On Sunday, one of its senior most leaders, R C P Singh, who had run into rough weather with Nitish over ac- cepting a Cabinet berth at the Centre, had quit the JDU. It may also be mentioned that on July 22, Nitish chose to stay away from the fare- well dinner hosted by outgo- ing President Ram Nath Ko- vind. On July 25, he also did not attend the swearing-in of NDA candidate Droupadi Murmu as the new President. If JD(U) sources are to be believed, Nitish was upset with the “overt political pos- turing” by the central BJP leadership during a two-day national meeting of all its frontal organisations held in Patna between July 30 and 31. Even though Shah talked about “contesting the 2024 Lok Sabha and 2025 Assem- bly polls in alliance with the JD(U)”, the Bihar CM report- edly took note of the fact that several second-rung leaders had spoken “too much about repeal of Article 370 and na- tionalism” which did not suit his agenda in politics in the given circumstances. Nitish, grapevine says, was also unhappy with the Assembly Speaker Vijay Ku- mar Sinha’s “handling” of the concluding function of the Assembly’s centenary celebrations on July 12, which was attended by Modi and incidentally, Nitish’s name was missing from the invitation! It was an obvious sign that Nitish’s decision not to attend NITI Aayog meeting did not go well with the BJP central leadership. In the whole episode, it seemed that Nitish Kumar reportedly feared that the BJP may have wanted to re- peat the Maharashtra saga in Bihar. Time will only clear the air, however, for now, Nit- ish has made up his mind and it was perhaps Shah’s “perceived” grip on Bihar through the selection of min- isters which Nitish saw as an apparent threat. There were only two candidates for the Vice-President’s elec- tion and each MP had to write his order of pref- erence next to the candi- date. That is, if the MP was from BJP , he had to write 1 in front of Dhankhar’snameandif he was from Congress, he had to write 1 in front of Margaret Alva. De- spite this, vote of 15 MPs became invalid. In the presidential electionheldjust15days ago also, the votes of 15 MPs were also invalid. In the presidential elec- tion,closeto4,800 MLAs cast their votes and 748 MPs voted. Vote of only 38 MLAs became inva- lid, while the vote of 15 MPs of 748 became inva- lid. There too only 1 was to be written in front of the candidate of his choice. There were only 13 states in the country where no MLA cast in- valid votes. Among them there are also states like Bihar and Chhattisgarh. But many MLAs from Delhi, Mad- hya Pradesh, Punjab, Maharashtra cast in- vaild votes. MPs and MLAs are trained prop- erly, yet they make mis- takes even in such a sim- ple voting process. It will provide digital courses to millions of students in rural areas. In a recent notification, the UGC stated, “to mark 2 years of NEP-2020 and to facilitate last mile accessibility (en- suring that no learner is left behind), UGC has integrated its “UGC e-resources Portal (httptlugcereso urces.in/)” with Common Service Cen- tres (CSCs)/Special Purpose Vehicle (SpVl of MeitY) in rural India”. The portal will have 25 SWAYAM post- graduate non-engineering MOOCs courses. These courses will be in eight Indian languages, including Hindi, Bangla, Gujarati, and Tamil. New Delhi: The Delhi High Court has appre- ciated steps taken to implement the climate change commitments made by Prime Minis- ter Narendra Modi after the court was told the government has ap- proved India’s updated Nationally Determined Contribution (NDC) under the Paris Agree- ment. The govern- ment also informed the court on August 4 the updated NDC will be communicated to the United Nations Framework Convention on Climate Change (UNFCCC).NDC encompasses national plans and pledges made by a country to meet the goal of maintaining global temperature rise to well below 2 degrees Celsius above the pre- industrial levels, while aiming for 1.5 degrees Celsius to avoid the worst impacts of climate change. Amit Shah today vir- tually launched the pro- cess of onboarding co- operatives on the GeM portal. In the first phase, all eligible cooperatives, having a turnover/de- posits of  ₹ 100 crore, will be able to start placing orders on the Govern- ment e-Marketplace (GeM) portal. There are more than 8.5 lakh cooperatives in India. On the launch programme, the coop- erative societies have been onboarded and enabled as buyers on the GeM. Major cooperatives that have been onboard- ed on Tuesday include IFFCO, KRIBHCO, NAFED, Amul and Sar- aswat Co-op Bank. It is expected that orders worth `25 crore will be placed on the day of the launch. New Delhi (Agencies): After the Supreme Court refused a plea to stay the counselling process of National Eli- gibility cum Entrance Test Postgraduate (NEET PG) over alleged discrepancies in test scores, the NEET PG counselling will be- gin on September 1 as per official sources. NEET PG 2022 counsel- ling is expected to be held by the Medical Counselling Committee (MCC) like in previous years. Going by past trends, the NEET 2022 counselling will be held over several rounds and in every round, a seat allotment result will be released. Unlike NEET UG, where candidates can challenge the answer key, with no such provi- sions in NEET PG. CAG flags J-K govt on utilisation certificates Jammu (PTI): The Jammu and Kashmir govern- ment has failed to submit utilisation certificates for grants worth more than Rs 10,000 crores to the Centre till March 2021, the Comptroller and Auditor General of India (CAG) said. Non-submission of the UCs means the authorities have not explained how funds were spentovertheyears in the Union terri- tory , the apex audit- ing body said. The CAG re- leased a fresh re- port on finances of JK for the year ending March 2021. It recommended to hold into account those responsible for late submission of UCs. “ As many as 3,215 number of Utilisa- tion Certificates for grants paid up to 30 September 2019 amounting to Rs 10,076.58 crore were outstanding up to 31 March 2021,” the CAG report said. SHAH PITCHES FOR MORE REFORMS IN COOP SOCIETIES New Delhi: Amit Shah on Tuesday pitched for reforms in cooperative societies, saying the same person cannot be elected year after year and the election process has to become more transparent. Shah stressed the need to expand and modernise the cooperative sector, which he said, has been a “neglected” sector. “There is a need to bring changes in the cooperative sector at a fast pace,” he said. “We will have to change, else people will change us,” he told top officials of cooperatives present at the event. Shah also spoke about the need to bring transparency in purchases and for that there is no better medium than the Govern- ment e-marketplace (GeM). He said the ministry is coming up with a new cooperative policy, preparing a database, setting up a university for conducting training purposes and also establishing an export house to boost overseas shipments. Shah said the ministry will also bring changes to the Multi-State Co-operatives Act. He said the work on the road has been handed over to the National Highways Au- thority of India (NHAI). I am happy that ac- cepting my request, the work of this elevated road has been taken up by NHAI. The State Government had an- nounced its DPR in the Budget 2019-20, in which the Public Works Department, Govern- ment of Rajasthan had sent the necessary pro- posals to NHAI, he tweeted. The GoI has recently appointed Pro- ject Management Con- sultant via whom DPR will be prepared soon. ❍ THE PROPOSED ELEVATED ROAD The proposed elevated road will be 9.6 km long. Its cost will be around Rs 1,700 crore. This will be the second longest elevated road in the country, which will be built on a single pillar. The number of single pillars will be 220, although experts say that the number of pillars can vary according to the load bearing capacity of the ground.
