Jaipur: Transport
Commissioner Kanhai-
ya Lal Swami has di-
rected all the registra-
tion and enforcement
officers to take strict
action against the deal-
ers of battery-operated
vehicles if they find any
discrepancy in the
norms of vehicles dur-
ing inspection.
Swami said that cer-
tain battery-operated
vehicles do not come
under the category of
motor vehicles and
such vehicles, fulfilling
the criteria, have been
exempted from require-
ment of registration.
However, it has been
noticed that the vehicle
manufacturers and sell-
ers do not specify the
correct criteria to ex-
empt battery-operated
two-wheelers from the
category of registration
which is serious from
the road safety point of
view.
He issued guidelines
and directed the offic-
ers to take action
against such sellers un-
der the Motor Vehicles
Act, 1988, Motor Vehi-
cles Rules, 1989, and the
Indian Penal Code.
The Commissioner
said that some battery-
operated two-wheeler
manufacturers or sell-
ers are indicating the
criteria to exempt the
vehicle from the catego-
ry of the motor vehicle
so as to keep it out of
the purview of registra-
tion despite having
more than permissible
speed, battery capacity,
weight, etc.
He said that doing so
is an offense and can in-
vite punishment or pen-
alty or both.

, made on a
day when the US Supreme
Court ruled that Americans
have a constitutional right to
“keep and bear arms” under
the Second Amendment of
the country’s constitution.
The ruling by conservative
majority Supreme Court in
effect allows wanton misuse
of firearms, especially as-
sault rifles and high capacity
magazines. The right to keep
firearms clearly considered
more important than the
right to life of minorities and
innocents by the judges. The
ruling is in line with former
President Donald Trump
rooting against laws permit-
ting abortion and those put-
ting a curb on possessing
firearms. The ruling on guns
has already been given and
now American women await
the top court’s verdict on
abortion with trepidation. A
leaked document showed
that five conservative justic-
es favoured overturning the
law making abortion legal.
At least on these two is-
sues---guns and abortions---
Americans could copy Indian
laws instead of depriving
women the right over their
bodies and giving well-armed
Americans the licence to kill
with impunity. Conserva-
tives indeed have the power
to trigger change.

A
ndustrial Relation (IR) is a dy-
namic process encompassing
a relationship between the
employersandemployeesand
examines an outcome of com-
plex set of transactions
amongthemajorplayerssuch
as the employers, the employ-
ees, the trade union, and the
state in a given socio-econom-
ic context. The good industri-
al relations ensure uninter-
ruptedproductionandsmooth
running of the organization.
The factors with deep impact
on IR are:-Individual Behav-
iour, Organizational Struc-
ture, Psychological Factors,
Leadership Style, Economic
and Technical Environment
and Legal and Political Envi-
ronment of the country
.
Industrial relations in our
country have been cordial
bothduringancientandmedi-
eval periods. Employers and
workers enjoyed good mutual
respect and there was a peace-
ful coexistence between the
two. The situation deteriorat-
ed during British rule where
the relations between man-
agement and the workers
were strained and the central
govt was then forced to pass
the first industrial relation
act, employers and workmen
(Disputes) act of 1860. Even
todaydespitenumberof trade
unionstheworkingandliving
conditionsandwagesof work-
ers have not improved to the
desired levels.
IR during post Independ-
ence era was marked by num-
ber of Acts for industry like
IndianTradeUnions(Amend-
ment) Act, 1947, Industrial
Employment (Standing Or-
ders) Act 1946 and Industrial

unequaldistributionof power
in the labour market, neutral-
ity of the state, incompatibil-
ity of free collective bargain-
ing institution with economic
planningetc.Thepoliticaland
economic forces in the mid
1960s aggravated industrial
conflict and rendered non-
formal system ineffective. In
the process of reviewing the
system,NationalCommission

ed in 1966. Particularly since
1991, which marked the inau-
gurationof liberalizationpro-
cess, IR in India is marked
by new challenges like emer-
gence of a new breed of em-
ployees (popularly termed as
knowledge workers), failure
of trade union leadership,
economicimpact,andemploy-
ers’ insufficient response.
INDUSTRIAL DISPUTES
An industrial dispute is de-
fined as a conflict or a differ-
ence in opinion between man-
agement and workers regard-
ing employment. The major
causes of industrial disputes
are ones related to wages, un-
ion rivalry, political interfer-
ence, unfair labour practices,
multiplicity of labour laws
and economic slowdown. The
prominent industrial dis-
putes witnessed in our coun-
try so far are:- Honda Motor-
cycleandScootersIndia(2005)
on issue of differentiation of
wages causing injury to hun-
dreds of workers and revenue
loss of 400 Crores to company
,
Indian unit of Graziano Tras-
missioni (2008), MD cum CEO
Lalit Kishore Chaudhary
killed, Pricol (2009), VP (Hu-
manResources),RoyJGeorge
died and four staff members
injured, Violence and Stop-
page of work at Mangla Pro-
cessing Terminal (MPT) of
Cairn Energy Barmer (2009),
where the conflict among
worker and contractor from
different castes led to the
burning vehicles and rough-
ing up police by a mob but no
harm to company assets ow-
ing good rapport of security
head with local population .
Maruti Suzuki (2012) burning
of admin block and death of
GM (Human Resource) and
Toyota’s twin plants Banga-
lore (2014) remained shut for
36 days. However since 2014
there has been no alarming
industrial violence or dispute
in India.
CURRENT SCENARIO
Sweeping labour reforms un-
leashed by the Narendra
Modi government may be yet
to take effect due to dithering
by many state governments
and the Covid-19 pandemic,
but strikes and lockouts have
declined in last five years by
almost one third as com-
pared to preceding years.
The four labour codes, which
were passed by Parliament
in 2019 and 2020, are likely to
be implemented soon, with
only a handful of states left
to draft their own rules un-
der the codes.
The Industrial Relations
Code Bill, 2020 formulated ac-
cording to the recommenda-
tions of the Second National
Commission on Labour pro-
posed for amalgamating, sim-
plifying and rationalising the
relevant provisions of three
industry related Acts. It aims
to “minimize the friction be-
tween the employers and
workers; provide provisions
investigation and settlement
of industrial disputes and
achieve industrial peace and
harmony as the ultimate pur-
suit in resolving industrial
disputes”. Industrial Rela-
tions Code amends the defini-
tion of “strike” to “mass casu-
al leave” and lays down mini-
mumtomaximummandatory
notice for strike. The 2020 Bill
on Industrial Relations pro-
videsthegovernmentwiththe
power to exempt any new in-
dustrial establishment or
class of establishment from
anyorallof itsprovisionsif it
is in public interest.
WAY AHEAD
Adoption of Unitary
, Pluralis-
tic and Marxist approaches
for IR but need to consider
Gandhian and Human Re-
source(HR)approachesbeing
modern and more acceptable
term for personnel or indus-
trial relations management.
Joint Consultations, Stand-
ing Orders and Code of Disci-
plinemustbeclearlydefinedto
preventof industrialdisputes.
Strengthen collective bar-
gaining, Mediation, Concili-
ation, Arbitration, Filling up
gaps in legislations of centre
and states.
Notify date for the 2020 Bill
on Industrial Relations and
common code to come into
force.
Encourage and ensure
workers participation in
management and implement
fair labour practices.
Strengthen tripartite bod-
ies like Indian Labour Con-
ference, Standing Labour
Committee, and Committee
on Conventions and Indus-
trial Committees.
Adopt best employee-rela-
tion practices like open dia-
logue, fair rewards, work-life

Govt prepares to host G-20

Srinagar: The JK ad-
ministration has consti-
tuted a committee to
coordinate with the del-
egates of G-20 countries
scheduled to partici-
pate in a meeting to be
held in the Union Terri-
tory (UT) next year.
In response to a com-
munication from the
Ministry of External
Affairs (MEA), Manoj
Kumar Dwivedi, Princi-
pal Secretary to the
JK government, has
accorded sanction to
the “constitution of a
committee for overall
coordination of G-20
meetings to be held in
the UT of JK”.
In an order, the gov-
ernment has decided
that the Principal Secre-
tary
,HousingandUrban
Development, will be
the chairman of the
five-membercommittee.
The details of the
meetings and the coun-
tries likely to partici-
pate, however, have not
been made public so far.
The participation of
the delegates from G-20
countries will be a ma-
jor boost to the efforts
of the Centre to project
the situation in JK as
normal, after JK’s spe-
cial constitutional posi-
tion was ended in 2019.
In the past, the Cen-
tre invited several am-
bassadorsanddelegates
mainly from the Euro-
pean Union (EU) coun-
tries “to assess the situ-
ation in JK” on three
occasions. However, the
Centre’s move drew
criticism for selective
invitees and monitored
tours of these delega-
tions from the Western
countries.

Andhra renames Konaseema
district after Dr Ambedkar
Amaravati (PTI): The
Andhra Pradesh gov-
ernment on Friday
went ahead with its pro-
posal to rename Kona-
seema district as Dr BR
Ambedkar Konaseema.
The proposal had on
May 24 led to wide-
spread violence and ar-
son by groups opposed
to renaming the newly
created district after
the Dalit icon.
A meeting of the
state cabinet chaired by
Chief Minister Y S Jag-
an Mohan Reddy ap-
proved the gazette noti-
fication to rename the
district. Police presence
was increased in
Amalapuram and other
towns in the district to
prevent any untoward
incidents.
Sajjala Ramakrishna
Reddy, advisor to the
government (public af-
fairs), said the decision
to rename the district
was taken after careful
consideration of the
composition of the pop-
ulation and demands
from local people. “The
state government
stands by its decision
and as per that, we re-
named it officially as Dr
BR Ambedkar Konasee-
ma district today,’’ he
said.
During the May 24
violence, protesters set
fire to the houses of
minister P Viswarup
and ruling YSRCP MLA
P Satish and damaged
public property
. Dozens
of people were arrested
over the violence.
The district was
carved out of the East
Godavari district in the
first week of April,
when the government
created 13 new districts.
The district headquar-
ters, Amalapuram, is a

served Lok Sabha con-

of the seven Assembly
segments in the con-

for Scheduled Castes,

Washington (Agen-
cies): The US Supreme
Court on Friday ended
the right to abortion in a
seismic ruling that
shreds half a century of
constitutional protec-
tions on one of the most
divisive and bitterly
fought issues in Ameri-
can political life.
The conservative-
dominated court over-
turned the landmark
1973 “Roe v Wade” deci-
sion that enshrined a
woman’s right to an
abortion, saying that in-
dividual states can now
permit or restrict the
procedure themselves.

pressly take away a con-
stitutional right that is

president said in a
speech from the White
House. President Biden
called for protests to re-
main peaceful. The pres-
ident also said that the
abortion rights are ‘on
the ballot’ in November
midterm elections.
“The Constitution
does not confer a right to
abortion; Roe and Casey
are overruled; and the
authority to regulate
abortion is returned to
the people and their
electedrepresentatives,”
the court said.
In the majority opin-
ion, Justice Samuel Al-
ito said “abortion pre-
sents a profound moral
issue on which Ameri-
cans hold sharply con-
flicting views.
“The Constitution
does not prohibit the
citizens of each State
from regulating or pro-
hibiting abortion,” he
said. Dissenting were
the three liberals on the
court. The ruling will
likely set into motion a
cavalcadeof newlawsin
roughlyhalf of the50US
states that will severely
restrict or outright ban
and criminalise abor-
tions, forcing women to
travel long distances to
states that still permit
the procedure.
The opinion shredded
the 1973 Roe v. Wade rul-
ing by the nation’s high-
est court that said wom-
en had the right to abor-
tion based on the consti-
tutional right to privacy
over their own bodies.

SCconfirmsdeathpenaltytoRaj
man for rape murder of girl
New Delhi (PTI): The
Supreme Court Friday
sent to gallows a man
for kidnapping, raping,
and killing a seven-and-
half-year-old mentally
and physically chal-
lenged girl in 2013, say-
ing the crime was of the
nature of extreme de-
pravity which shocks
the conscience and left
no other option but to
confirm the death sen-
tence. Condemned con-
vict Manoj Pratap Sin-
gh, then 28 years of age,
had kidnapped the
physically and mentally
challenged minor girl
in front of her parents
from their fruit and
vegetable vending cart
on January 17, 2013,
brutally raped her at a
secluded place before
killing her by smashing
the head in Rajsamand
district, Rajasthan.
We may sum up thus:
In the case of the pre-
sent nature, the crime
had been of extreme
depravity, which
shocks the conscience,
particularly looking to
the target (a seven-and-
a-half-year old mental-
ly and physically chal-
lenged girl) and then,
looking to the manner
of committing murder,
where the hapless vic-
tim’s head was liter-
ally smashed, result-
ing in multiple inju-
ries including a frac-
ture of frontal bone...,

tices A M Khanwilkar,

in a separate video,
Joshi said he was going
to Udaipur from Jaipur
on June 21. About 4 to 5
Kms before Bhilwara,
he stopped seeing a long
snarl of truck drivers.
“It is a request from
the administration and
the state government to
take strict action

ficials and suspend
them so that innocent

lief,” Joshi said.

POSTAL REG NO. JPC/004/2022-24
Rajendra Chhabra
Jaipur: Few more in-
teresting facts have
come to light regarding
IPS Sudhir Joshi, who
came in ‘limelight’ due
to ACB’s action while
he served as Dungarpur
SP. Joshi, who was pro-
moted from RPS to IPS
in January 2021, has
been serving on ‘arm-
chair’ postings since
day one of his career. A
native of Bhilwara of
Udaipur division, Joshi
has never served any-
where other than
Udaipur belt, apart
from a short period of
33 months. In the past
two decades, several
governments came and
went but none of them
thought it prudent to
shift Joshi out of
Udaipur division.
Knowledgeable sources
claim that this is an un-
common feat consider-
ing the police service.
Joshi started his ca-
reer with first posting
in Chittorgarh in April
1999 after which for the
first few months (total-
ling 33 months) he
served at Kota, Pali and
Jaipur. But for the re-
maining almost two
decades, he served on
various positions as
CO, Deputy SP, Addi-
tional SP and then pro-
moted as SP, but he was
never posted out of
Udaipur division. He is
therefore considered to
be proficient in law and
order of Chittorgarh,
Udaipur, Banswara and
Dungarpur districts.
These four districts
are also considered to
be the strong hold of il-
legal liquor and opium
and with the black mon-
ey thus earned by those
engage in it, even the
cops earn big bucks.
And since Sudhir Joshi
has been serving in
these districts for the
past 2 decades, he
should surely know
how this ‘moolah’ is
earned.
According to knowl-
edgeable sources, it is
due to this ‘knowledge’
and ‘information’,
Joshi has been able to
get ‘conservation’ of
powerful politicians.
PHQ is abuzz with the
word speculating on the
political management
of Sudhir Joshi and of-
ficials are stunned as to
his pull that right after
being promoted from
RPS to IPS he was
given the post of Dun-
garpur SP. In fact, even
after repeated com-
plaints, he remains
steadfast on the posi-
tion for 18 months.
The common shop-
keepers and traders
were so fed up of police
in Dungarpur that af-
ter ACB’s action, the
entire market observed
a close down in support
of ACB. Although till
now complaints
against Sudhir may be
getting dumped at
PHQ, but now he has
crossed paths with
ACB and the Bureau is
bent on taking legal ac-
tion against him.
There are still 12
years left to Joshi’s ser-
vice, but ACB’s action
has put a huge question
mark on his future!

I am extremely ambi-

To make it into the

What inspired you

I always had this
dream of becoming a

enough to dream
of anything.
Following the
path of pag-

my stint at Elite Miss

of modelling as we had
to do various shoots
throughout the day.
That journey is really
close to my heart and I
would love to use this
opportunity to thank

What was the big-

First India Bureau Jaipur: Transport Commissioner Kanhai- ya Lal Swami has di- rected all the registra- tion and enforcement officers to take strict action against the deal- ers of battery-operated vehicles if they find any discrepancy in the norms of vehicles dur- ing inspection. Swami said that cer- tain battery-operated vehicles do not come under the category of motor vehicles and such vehicles, fulfilling the criteria, have been exempted from require- ment of registration. However, it has been noticed that the vehicle manufacturers and sell- ers do not specify the correct criteria to ex- empt battery-operated two-wheelers from the category of registration which is serious from the road safety point of view. He issued guidelines and directed the offic- ers to take action against such sellers un- der the Motor Vehicles Act, 1988, Motor Vehi- cles Rules, 1989, and the Indian Penal Code. The Commissioner said that some battery- operated two-wheeler manufacturers or sell- ers are indicating the criteria to exempt the vehicle from the catego- ry of the motor vehicle so as to keep it out of the purview of registra- tion despite having more than permissible speed, battery capacity, weight, etc. He said that doing so is an offense and can in- vite punishment or pen- alty or both. A must- read thread for all those perpetually engulfed by bias and hate against PM @narendramodi. Hon’ble Supreme Court has called out the ulterior design in the Gujarat riot case. TOP TWEETS ZAKIA JAFRI LOSES ONE MORE ROUND ONLY OPTION LEFT IS TO RECONCILE akia Jafri, wife of Congress MP Ehsan Jafri who was killed in 2002 post Godhra riots, lost her appeal in the Supreme Court on Friday . With that the riot widow’s fight for justice has ended, unless she decides to go in for revision. That may not be a wise move as the Supreme Court found her appeal against the Ahmedabad metro- politan magistrate’s clean chit to former Gujarat Chief Minister Narendra Modi “devoid of mer- its”. TheGujaratHighCourthad upheld the magistrate’s order. That a Supreme Court-appointed Special Investigation Team had cleared Narendra Modi will not please the court if she decides to challenge the order. Nevertheless, she will have to live with the memory of her husband’s painful death. Venge- ance should be shunned but it is one trait which is here to stay . Z mericalikestolec- turetheworldona host of issues but is unable to set its own house in or- der. Take the control law, for instance. Even after scores of mass shootings, the latest be- ing at the Robb Elementary School in Texas in which 19 school children and two teachers were killed on May 24, the US Senate is on the verge of clearing a gun safety bill which does not enjoy the fullsupportof theRepublican Party . The progress made to- wards passage of the docile bill was, ironically , made on a day when the US Supreme Court ruled that Americans have a constitutional right to “keep and bear arms” under the Second Amendment of the country’s constitution. The ruling by conservative majority Supreme Court in effect allows wanton misuse of firearms, especially as- sault rifles and high capacity magazines. The right to keep firearms clearly considered more important than the right to life of minorities and innocents by the judges. The ruling is in line with former President Donald Trump rooting against laws permit- ting abortion and those put- ting a curb on possessing firearms. The ruling on guns has already been given and now American women await the top court’s verdict on abortion with trepidation. A leaked document showed that five conservative justic- es favoured overturning the law making abortion legal. At least on these two is- sues---guns and abortions--- Americans could copy Indian laws instead of depriving women the right over their bodies and giving well-armed Americans the licence to kill with impunity. Conserva- tives indeed have the power to trigger change. RIGHT TO KEEP GUNS VS RIGHT TO LIFE The ruling by conservative majority SC in effect allows wanton misuse of firearms, especially assault rifles high capacity magazines. The right to keep firearms clearly considered more important than the right to life of minorities A ndustrial Relation (IR) is a dy- namic process encompassing a relationship between the employersandemployeesand examines an outcome of com- plex set of transactions amongthemajorplayerssuch as the employers, the employ- ees, the trade union, and the state in a given socio-econom- ic context. The good industri- al relations ensure uninter- ruptedproductionandsmooth running of the organization. The factors with deep impact on IR are:-Individual Behav- iour, Organizational Struc- ture, Psychological Factors, Leadership Style, Economic and Technical Environment and Legal and Political Envi- ronment of the country . Industrial relations in our country have been cordial bothduringancientandmedi- eval periods. Employers and workers enjoyed good mutual respect and there was a peace- ful coexistence between the two. The situation deteriorat- ed during British rule where the relations between man- agement and the workers were strained and the central govt was then forced to pass the first industrial relation act, employers and workmen (Disputes) act of 1860. Even todaydespitenumberof trade unionstheworkingandliving conditionsandwagesof work- ers have not improved to the desired levels. IR during post Independ- ence era was marked by num- ber of Acts for industry like IndianTradeUnions(Amend- ment) Act, 1947, Industrial Employment (Standing Or- ders) Act 1946 and Industrial DisputesAct,1947.Stateinter- ventionintheIRwasowingto unequaldistributionof power in the labour market, neutral- ity of the state, incompatibil- ity of free collective bargain- ing institution with economic planningetc.Thepoliticaland economic forces in the mid 1960s aggravated industrial conflict and rendered non- formal system ineffective. In the process of reviewing the system,NationalCommission onLabour(NCL)wasappoint- ed in 1966. Particularly since 1991, which marked the inau- gurationof liberalizationpro- cess, IR in India is marked by new challenges like emer- gence of a new breed of em- ployees (popularly termed as knowledge workers), failure of trade union leadership, economicimpact,andemploy- ers’ insufficient response. INDUSTRIAL DISPUTES An industrial dispute is de- fined as a conflict or a differ- ence in opinion between man- agement and workers regard- ing employment. The major causes of industrial disputes are ones related to wages, un- ion rivalry, political interfer- ence, unfair labour practices, multiplicity of labour laws and economic slowdown. The prominent industrial dis- putes witnessed in our coun- try so far are:- Honda Motor- cycleandScootersIndia(2005) on issue of differentiation of wages causing injury to hun- dreds of workers and revenue loss of 400 Crores to company , Indian unit of Graziano Tras- missioni (2008), MD cum CEO Lalit Kishore Chaudhary killed, Pricol (2009), VP (Hu- manResources),RoyJGeorge died and four staff members injured, Violence and Stop- page of work at Mangla Pro- cessing Terminal (MPT) of Cairn Energy Barmer (2009), where the conflict among worker and contractor from different castes led to the burning vehicles and rough- ing up police by a mob but no harm to company assets ow- ing good rapport of security head with local population . Maruti Suzuki (2012) burning of admin block and death of GM (Human Resource) and Toyota’s twin plants Banga- lore (2014) remained shut for 36 days. However since 2014 there has been no alarming industrial violence or dispute in India. CURRENT SCENARIO Sweeping labour reforms un- leashed by the Narendra Modi government may be yet to take effect due to dithering by many state governments and the Covid-19 pandemic, but strikes and lockouts have declined in last five years by almost one third as com- pared to preceding years. The four labour codes, which were passed by Parliament in 2019 and 2020, are likely to be implemented soon, with only a handful of states left to draft their own rules un- der the codes. The Industrial Relations Code Bill, 2020 formulated ac- cording to the recommenda- tions of the Second National Commission on Labour pro- posed for amalgamating, sim- plifying and rationalising the relevant provisions of three industry related Acts. It aims to “minimize the friction be- tween the employers and workers; provide provisions investigation and settlement of industrial disputes and achieve industrial peace and harmony as the ultimate pur- suit in resolving industrial disputes”. Industrial Rela- tions Code amends the defini- tion of “strike” to “mass casu- al leave” and lays down mini- mumtomaximummandatory notice for strike. The 2020 Bill on Industrial Relations pro- videsthegovernmentwiththe power to exempt any new in- dustrial establishment or class of establishment from anyorallof itsprovisionsif it is in public interest. WAY AHEAD Adoption of Unitary , Pluralis- tic and Marxist approaches for IR but need to consider Gandhian and Human Re- source(HR)approachesbeing modern and more acceptable term for personnel or indus- trial relations management. Joint Consultations, Stand- ing Orders and Code of Disci- plinemustbeclearlydefinedto preventof industrialdisputes. Strengthen collective bar- gaining, Mediation, Concili- ation, Arbitration, Filling up gaps in legislations of centre and states. Notify date for the 2020 Bill on Industrial Relations and common code to come into force. Encourage and ensure workers participation in management and implement fair labour practices. Strengthen tripartite bod- ies like Indian Labour Con- ference, Standing Labour Committee, and Committee on Conventions and Indus- trial Committees. Adopt best employee-rela- tion practices like open dia- logue, fair rewards, work-life balance, safe workplace and role to employees in decision making. In the past, the Cen- tre invited several am- bassadorsanddelegates mainly from the Euro- pean Union (EU) coun- tries “to assess the situ- ation in JK” on three occasions. BRIEF in in Washington (Agen- cies): The US Supreme Court on Friday ended the right to abortion in a seismic ruling that shreds half a century of constitutional protec- tions on one of the most divisive and bitterly fought issues in Ameri- can political life. The conservative- dominated court over- turned the landmark 1973 “Roe v Wade” deci- sion that enshrined a woman’s right to an abortion, saying that in- dividual states can now permit or restrict the procedure themselves. US President Joe Biden on Friday called thesupremecourt’sdeci- sion “a sad day for the court and for the coun- try .”“Thecourthasdone what it has never done done before, which is ex- pressly take away a con- stitutional right that is so fundamental to so many Americans,” the president said in a speech from the White House. President Biden called for protests to re- main peaceful. The pres- ident also said that the abortion rights are ‘on the ballot’ in November midterm elections. “The Constitution does not confer a right to abortion; Roe and Casey are overruled; and the authority to regulate abortion is returned to the people and their electedrepresentatives,” the court said. In the majority opin- ion, Justice Samuel Al- ito said “abortion pre- sents a profound moral issue on which Ameri- cans hold sharply con- flicting views. “The Constitution does not prohibit the citizens of each State from regulating or pro- hibiting abortion,” he said. Dissenting were the three liberals on the court. The ruling will likely set into motion a cavalcadeof newlawsin roughlyhalf of the50US states that will severely restrict or outright ban and criminalise abor- tions, forcing women to travel long distances to states that still permit the procedure. The opinion shredded the 1973 Roe v. Wade rul- ing by the nation’s high- est court that said wom- en had the right to abor- tion based on the consti- tutional right to privacy over their own bodies. Condemned con- vict Manoj Pratap Sin- gh, then 28 years of age, had kidnapped the physically and mentally challenged minor girl in front of her parents from their fruit and vegetable vending cart on January 17, 2013, brutally raped her at a secluded place before killing her by smashing the head in Rajsamand district, Rajasthan. We may sum up thus: In the case of the pre- sent nature, the crime had been of extreme depravity, which shocks the conscience, particularly looking to the target (a seven-and- a-half-year old mental- ly and physically chal- lenged girl) and then, looking to the manner of committing murder, where the hapless vic- tim’s head was liter- ally smashed, result- ing in multiple inju- ries including a frac- ture of frontal bone..., said a bench of Jus- tices A M Khanwilkar, Dinesh Maheshwari and C T Ravikumar while upholding the Rajasthan High Court’ verdict confirming the death penalty. • 9. Let the family be the first battle ground for the children – to debate politics, religion and ethics. —Dr Jagdeesh Chandra, CEO Editor-in-Chief, First India JAIPUR | SATURDAY, JUNE 25, 2022 www.firstindia.co.in I https://firstindia.co.in/epapers/jaipur I twitter.com/thefirstindia I facebook.com/thefirstindia I instagram.com/thefirstindia 08 2NDFRONT POSTAL REG NO. JPC/004/2022-24 Rajendra Chhabra Jaipur: Few more in- teresting facts have come to light regarding IPS Sudhir Joshi, who came in ‘limelight’ due to ACB’s action while he served as Dungarpur SP. Joshi, who was pro- moted from RPS to IPS in January 2021, has been serving on ‘arm- chair’ postings since day one of his career. A native of Bhilwara of Udaipur division, Joshi has never served any- where other than Udaipur belt, apart from a short period of 33 months. In the past two decades, several governments came and went but none of them thought it prudent to shift Joshi out of Udaipur division. Knowledgeable sources claim that this is an un- common feat consider- ing the police service. Joshi started his ca- reer with first posting in Chittorgarh in April 1999 after which for the first few months (total- ling 33 months) he served at Kota, Pali and Jaipur. But for the re- maining almost two decades, he served on various positions as CO, Deputy SP, Addi- tional SP and then pro- moted as SP, but he was never posted out of Udaipur division. He is therefore considered to be proficient in law and order of Chittorgarh, Udaipur, Banswara and Dungarpur districts. These four districts are also considered to be the strong hold of il- legal liquor and opium and with the black mon- ey thus earned by those engage in it, even the cops earn big bucks. And since Sudhir Joshi has been serving in these districts for the past 2 decades, he should surely know how this ‘moolah’ is earned. According to knowl- edgeable sources, it is due to this ‘knowledge’ and ‘information’, Joshi has been able to get ‘conservation’ of powerful politicians. PHQ is abuzz with the word speculating on the political management of Sudhir Joshi and of- ficials are stunned as to his pull that right after being promoted from RPS to IPS he was given the post of Dun- garpur SP. In fact, even after repeated com- plaints, he remains steadfast on the posi- tion for 18 months. The common shop- keepers and traders were so fed up of police in Dungarpur that af- ter ACB’s action, the entire market observed a close down in support of ACB. Although till now complaints against Sudhir may be getting dumped at PHQ, but now he has crossed paths with ACB and the Bureau is bent on taking legal ac- tion against him. There are still 12 years left to Joshi’s ser- vice, but ACB’s action has put a huge question mark on his future! THE CURIOUS CASE OF IPS SUDHIR JOSHI!
