ter Yogi Adityanath on
Tuesday provided agri-
cultural land and resi-
dential lease along with
letters for houses under
‘MukhayamantriAwaas
Yojana’ to rehabilitate
63 displaced Hindu Ben-
gali families from Bang-
ladesh in the year 1970
(earlier East Pakistan).
In a program held at
Lok Bhavan, the CM
said, “The long wait of
38 years is over. In 1970,
about 407 families came
to India from East Paki-
stan (present-day Bang-
ladesh). Some families
were resettled in differ-
ent parts of the country
,
but65familieskeptwait-
ing for resettlement.
“Out of these 65, two
families are nowhere to
be found. After coming
to power, our govern-
ment worked on an ac-

registered FIR against
two men from the Delhi

Parishad (VHP) and

16. The FIR has been
lodged under Section
188 (disobedience to

incidents of violence
during festivals in some
states, Uttar Pradesh
Chief Minister Yogi Ad-
ityanath has directed
that no religious proces-
sion should be taken out
without permission and
thatusageof loudspeak-
ers should not inconve-
nience others.
With Eid festival and
Akshaya Tritiya likely
to fall on the same day
next month and many
other festivals lined up
in the coming days, Ad-
ityanath said the po-
lice needs to be extra
cautious.
During the course of
a review meeting on law
and order with senior
officials here on Mon-
day, he said everyone
has the freedom to fol-
low his method of wor-
ship according to his
religious ideology.
“Although mics can be
used, make sure the
sound does not come
out of any premises.
Other people should not
face any problem,” he
said, adding that no per-
mission should be given
to install loudspeakers
at new sites.
“No religious proces-
sion should be taken
out without due permis-
sion. Before giving per-
mission, an affidavit
should be taken from
the organiser regarding
maintenance of peace
and harmony
.
“Permission should
be given to only those
religious processions,
which are traditional.
New programmes
should not be given un-
necessary permission,”
Adityanath added.

police station to
ADG level to hold
dialogues with reli-
gious leaders with-
in the next 24 hours
to ensure peace
during the upcom-
ing festivals, and
said mikes can be
used at religious
places but no new
permission of mic
installation should
be given by offi-
cials.
MLA seeks details of mosque loudspeakers
Aligarh (ANI): The
BJP MLA from Aligarh
city Mukta Raja has
written to Additional
District Magistrate
(ADM) seeking immedi-
ate information about
loudspeakers installed
on mosques.
According to the let-
ter, Raja asked how
many mosques have
loudspeakers. She has
also asked the ADM
about the intensity of
the loudspeakers in-
stalled in mosques, ac-
cording to the direc-
tions of the Supreme
Court.
The Aligarh MLA
also directed the ADM
to conduct physical ex-
amination of the loud-
speakers. “The sound
intensity of the loud-
speakers should be
made as per the direc-
tions of the court,” the
Aligarh MLA’s letter
stated.
She also asked wheth-
er the Azaan at the
mosques before 5 in the
morning is as per the
directions of the court.
“If not, what action has
been taken so far about
this?” added the letter.

Lucknow (PTI): The
Uttar Pradesh Cabinet
on Tuesday gave its ap-
proval to provide land
free of cost to set up a
regional centre of the
National Centre for Dis-
ease Control in Luc-
know, officials said.
The Cabinet also gave
its approval for heli-
ports in Agra, Mathura,
Prayagraj and Luc-
know.
Speaking to reporters
here after the Cabinet
meeting, Deputy Chief
Minister Brajesh
Pathak said 2.5 acres at
Jaitikhera in Sarojini
Nagar of the state capi-
tal has been identified
for setting up the cen-
tre.
“The land will be giv-
en on lease to the NCDC
for 30 years,” he said.
According to the min-
ister, the NCDC had set
a condition that it
would open a regional
centre if it gets free
land.
“Six centres will be
coming up in the coun-
try and Lucknow will
be one of them,” he
said.
A total of 14 propos-
als were approved by
the state Cabinet in the
meeting.The NCDC has
its headquarters in Del-
hi and eight branches
located in Alwar in Ra-
jasthan, Bengaluru in
Karnataka, Kozhikode
in Kerala, Coonoor in
Tamil Nadu, Jagdalpur
in Chhattisgarh, Patna
in Bihar, Rajahmundry
in Andhra Pradesh and

nal safety and securi-

situations and to
make women strong,
special training exer-
cise will begin for
women home guards
under the Anti-terror-
ist module.
The Uttar Pradesh
Home Guards Depart-
ment has begun its
preparations to con-
duct the training and
strengthen the skills
of the home guards.
The government will
also provide duty al-
lowance to all guards
undergoing training.
The concerned offi-
cers of the depart-
ment have been asked
to prepare and send a
proposal within 100
days for the same.
Along with the re-
cruitment of women
on 20% posts, anti-ter-
rorist module as well
as modules of un-
armed combat and
PSO duty are going to
be included in their
training. The training
of all men and women
home guards will be
of 90 days. Through
this, not only the effi-
ciency of women
home guards will in-
crease which will en-
able them in giving
better services but
also it will ensure con-
tinuance of peace in
the state.

previous government
saying that the govern-
ments before 2017 were
insensitive towards the
deprived communities

velopment.
The earlier govern-
ments did nothing for
the Musahar, Vantan-
gia, Tharu, Kol and oth-
er such communities.
He added that this is the
first time that a govern-
ment has thought of the
Musahar and Vantan-
gia sections.
About 38 villages of
Vantangia were award-
ed the status of revenue
villages and for the first
time after indepen-
dence they exercised
their franchise in the
assembly elections.
CM Yogi in his ad-
dress emphasised on
the need of forming
Self Help Groups.
“Women should form
self-help groups while
men can get engaged in
animal husbandry
work. The children
should be associated
with skill develop-
ment,” he said.

ment will felicitate
social organisations
and people for their
contribution towards
cleaning of the Ganga
river and water conser-
vation.
Addressing a meet-
ing on Monday, state Jal
Shakti Minister
Swatantra Dev Singh,
according to a state-
ment, said that the gov-
ernment will honour
them at a programme,
which will is likely to be
held on May 15.
He said that the
Namami Gange and the
Rural Water Supply de-
partments would pre-
pare a list of 75 people
who have contributed
towards cleaning of the
Ganga river and water
conservation.
The government will
honour one person from
each district, Singh
said.
He also said that engi-
neers and employees of
the Jal Shakti Depart-
ment will also be re-
warded for their good
work.
Singh said a list of
officers for the award
will be prepared. At the
state level, these
awards will be distrib-
uted by the chief min-
ister and the Minister
of Jal Shakti.

Fair” to be organized across the state on April 21
said that in the fair, a campaign will be run to get

said. The number of

Anandiben Patel has di-
rected all state universi-
ties to install biometric
systems to keep a re-
cord of attendance and
salaries paid to the
staff, officials said on
Tuesday
.
The announcement
was made after the is-
sue of irregular atten-
dance of the teaching
and non-teaching staff
was raised in review
meetings held in the Raj
Bhavan, the official or-
der said.
The directive was is-
sued to the vice-chancel-
lors of all state universi-
ties, additional chief
secretaries and princi-
pal secretaries of de-
partments of higher ed-
ucation, medical educa-
tion, Ayush and sports,
Additional Chief Secre-
tary to the Governor
Mahesh Gupta said.
“Some staff members
are not present during
their assigned work
hours and do not dis-
charge their duties,”
Patel said in the order.
She also said salaries
should be linked with
biometric attendance.
According to the or-
der, universities have
been given a deadline of
May 30 to start using
the system so that the
salary for the month of
June can be paid
through it. Laying em-
phasis on punctuality
and discharge of duties,
Patel directed that the
system should be made
compulsory
.
For this, adequate
number of biometric
machines should be in-
stalled in the universi-
ties, she said. A cen-
tralised server should
also be put in place so
that all the data is avail-
able on it, she added.

Adityanath also

built 10,000 new pink
toilets and doubled the

14 cities in the next 100

The chief minister
issued the instructions
while chairing a meet-
ing of different depart-

istry, engaged in the

Mahakumbh.
“The entire world
saw the 2019 Kumbh in
Prayagraj. The Kumbh
which showed shades
of spiritualism also
presented a unique ex-
ample of cleanliness,

praised it, the chief

agirathi was approved. The PWD will widen Pukhraya

nance to a Mus-
lim woman beyond the
three-month iddat period
till she remarries has once
again revived memories of
the Shah Bano case of 1985
when the Supreme Court
ruled in favour of mainte-
nance being given to the
divorced woman. Under
pressure from the mullahs,
the Congress government
of Rajiv Gandhi hastily en-
acted a law providing for
payment of alimony only
for the period of iddat. In
later judgments, however,
the Supreme Court upheld
the Shah Bano case verdict
for the benefit of Muslim
women divorcees. In 1973
an amendment was made
to the CrPC to provide un-
der section 125 that a divor-
cee was entitled to alimony
till the time she remarries.
Section 125 and Section
127, which was added later,
were found to be in conflict
with the Muslim Personal
Law. It was in the Daniel
Latifi versus Union of In-
dia the conflict was re-
solved with the Supreme
Court saying that the Shah
Bano case judgment still
holds good. The same
stand was taken by Justice
KS Pawar who observed
that under section 125 Cr.
P.C a divorced Muslim
woman can claim mainte-
nance from her husband
until she remarries. The
Additional Sessions Judge,
Pratapgarh, ruled against
the petitioner on the
ground that sections 3 and
4 of the Muslim Women
(Protection of Rights on
Divorce) Act did not entitle
her to maintenance under
section 125 CrPC.
Ashwini Kumar Upad-
hyay, a BJP leader and ad-
vocate, moved a petition in
the Supreme Court to
make uniform laws about
alimony and maintenance

late Subrata Mukherjee
had won the Ballygunge
seat by a massive (more
than) 70,000 votes in 2021,
Babul Supriyo who defect-
ed from BJP to TMC won
the seat this time by a little
over 20,000 votes!
The TMC, obviously
, has
to keep the reduced margin
in mind and go back to the
storyboard to find the lacu-
nae for which the victory
marginhaddippedsomuch.
WHY THE LEFT
RE-EMERGED?
Following the results in
Ballygunge, CPI(M) is as-
serting that it is the only
alternative to the Mamata
Banerjee-led Trinamool
Congress in West Bengal.
The CPI(M)-led Left
Front, which could not win
a single seat in the 2021 as-
sembly elections in the
state, sees a glimmer of
hope in the results of the
recentelectionsinthestate,
be it for municipalities or
assembly bypolls, wherein
manyplacesitcamesecond,
leaving the BJP behind.
“
An idea that the Left has
become irrelevant in West
Bengal politics was doing
therounds.Peopleareslow-
ly realising that function-
ally Left is the only alterna-
tivetothepresentregimein
WestBengal,”Chakraborty
had told the media.
BJP, which had won 77
seats in the assembly elec-
tions, is the only opposi-
tion party having repre-
sentation in the House.
“People are realising
that in real sense what is
meant by opposition on is-
sues of employment, law
and order, etc is shown by
the Left,” he said, adding
that this was, however, not
being reflected in the elec-
toral process.
The Left Front was run-
ner-up to the TMC in 65
wards in the 144-ward Kol-
kata Municipal Corpora-
tion election held in De-
cember last year in which
the TMC recorded a land-
slide victory
.
The #NoVoteToBabul
campaign, which drew on
Supriyo’s previous stand
and was led by some pres-
sure groups in the city,
evidently gathered steam
to the extent that protes-
tors were arrested.
A cursory glance at the
break-up of poll figures
from the seven municipal
wards of the constituency
reveals that Supriyo never
succeeded in gaining the
voters’ trust in full. In two
of those seven wards, ward
numbers64and65,theCPI-
M’s Saira Shah Halim gar-
nered more votes than the
Trinamool. That, coupled
with the dip in voter turn-
out by a staggering 20%, is
proof that a large number
of voters stayed away from
making a choice.
The Ballygunge bypoll
experience could be a fall-
out of any of the possibili-
ties stated above or a mix
and match of all. But for
the ruling Trinamool Con-
gress dispensation in Ben-
gal, it’s certainly a warn-
ing bell that merits intro-
spection into steps it needs
to take to shake off the so-
called “voters’ dilemma”
before it makes its big push
for 2024 general elections.
Also as far as the elec-
torate count in Ballygunge
goes, the Muslim voters
constitute a figure of 51%
of the total voter count.
And to top it all, the Left
candidate was also a Mus-
lim, Saira Shah Halim
who is also the niece of
veteran thespian Naseer-
uddin Shah who had, in a
video message, promoted
her candidature.
From just 5.61 per cent
of the vote share in Bally-
gunge in 2021 assembly
elections, the CPI(M) can-
didate notched up over 30
per cent of the votes polled
in the by-election, leaving
behind the BJP
, to come up
to the second position.
The CPI(M) last won
from the Ballygunge seat
in south Kolkata in 2001
and secured the third posi-
tion behind TMC and BJP
in the 2021 elections.
Having said that, we
also need to mention how
since inception, the TMC
which never won the
Asansol seat has managed
to wrest it this time with
full honours. Shatrughan
Sinha defeated BJP’s Ag-
nimitra Paul by a whop-
ping 3 lakh votes.
The TMC bagged 56.62
per cent of the votes
polled, while the BJP got
30.46 per cent votes. The
by-poll saw a huge swing
of 21 per cent votes in fa-
vour of the TMC from the
saffron camp’s kitty
.
“The results are a testi-
mony that I am no less a
Bengali than any other
Bengali. I am not an out-
sider. I am happy to win
Asansol for the TMC,
which it had never won be-
fore,” Sinha told reporters.
What makes the victory
margin more credible is
that it happened despite a
lower voter turnout of
66.42 per cent compared to
76.62 per cent in 2019. Sin-
ha garnered 6,56,358 votes
against BJP’s Agnimitra
Paul’s 3,53,149 votes.
Paul generously accept-
edthattherewasnorigging
and that the party needs to
“introspect and strategise
ahead for the 2024 general
elections.” However, for-
mer West Bengal BJP chief
Dilip Ghosh alleged that
TMC had unleashed a cam-
paign of terror in the run
up to the elections.
Political analyst Biswa-
nath Chakraborty feels
that the Ballygunge results
have shown that a section
of minoritieswhovotedfor
the TMC last year switched
to the CPI(M). However,
others pointed out that this
theory does not explain the
huge reduction in vote
share for the BJP
.

many parties of the
country. He started his
work with the Bharati-
ya Janata Party (BJP)
and since then he has
been working continu-
ously with anti-BJP
parties. Right now his
talks are going on with
the Congress and if he
joins the Congress and
takes up the responsi-
bility of making the
Congress contest elec-
tions in 2024 general
elections, the first ques-
tion will be whether all
the Opposition parties
he has worked with,
will stand with him?
Will Kishor be able to
unite all the opposition
parties and form a com-
mon front?
This question is per-
tinent because two of
Kishor’s existing cli-
ents and one potential
client is finding it ex-
tremely hard to share
electoral space with
Congress and it will be
very difficult to bring
all three together. Al-
though Trinamool Con-
gress signed a joint
statement of opposition
against communal vio-
lence in the past, both
Arvind Kejriwal and K
Chandrashekhar Rao
stayed away from it.
Keep in mind that
Prashant Kishor’s com-
pany I-Pack has an
agreement with Trina-
mool Congress till 2026.
He also worked for Ke-
jriwal’s party in Delhi
and he is in talks of
working for Telangana
Rashtra Samithi for
next year’s assembly
elections. Then there
was talk of TRS and
Congress alliance,
which Congress in-
charge Manickam
Tagore has denied. So,
it is very difficult to
bring these three par-
ties stand on the same
stage as Congress.
Apart from these
three, there is another
leader with whom
Prashant Kishor has a
very close relationship.
PKhasworkedforBihar
Chief Minister Nitish
Kumar and was associ-
ated with Nitish during
his worst times. Nitish
was trying for a new al-
liance after quitting the
BJP and losing the 2014
Lok Sabha elections
badly
. At that time, Nit-
ish had made a joint al-
liance of JD(U), RJD
and Congress to contest
the elections. Right now
Nitish Kumar’s party is
in sync with the BJP.
But there are two years
in the Lok Sabha elec-
tions and in politics the
period of two years is
considered as eternity
.
Prashant’s fifth client
is Jagan Mohan Reddy.
He is neutral towards
both BJP and Congress
but considering the
wounds Congress has
inflicted on him, it is
very difficult for him to
fall in line with Con-
gress. In this way, there
are a total of five clients
of Prashant’s, who
would find it extremely
difficult to see in the
same light as Congress.
But Prashant has been
working to make possi-
ble, the impossible. If
he does this, the elec-
tion of 2024 will be very
different. However, oth-
er clients of Prashant
Kishor like DMK, Shiv
Sena, RJD etc. are al-
ready with Congress.

cidents of communal
violence and hate
speeches in different
parts of the country,
thirteen ppposition par-
ties issued a joint state-
ment against the devel-
opments. This is an is-
sue on which the oppo-
sition could have been
united, however, in this,
only a handful of par-
ties came together. Sim-
ilarly
, during the budget
session of Parliament,
the entire opposition
did not come together
on any issue. Even on
the issue like inflation,
all the opposition par-
ties were not seen
standing united. There-
fore the question is,
who is handling the
task of issuing a joint
statement or formulat-
ing a common protest
strategy on behalf of
the opposition and did
the person concerned
talk to all the opposi-
tion parties?
This question is im-
portant because even
the parties making
statements against
communal violence and
hate speeches did not
participate in the joint
statement.
TDP leader Chan-
drababu Naidu could
have been talked to but
he was not involved in
the joint statement.
Similarly, Chan-
drashekhar Rao could
have been spoken with
on the issue, but it
seems that he kept his
distance due to the on-
going conflict with the
Congress in the region-
al politics. Delhi Chief
Minister Arvind Kejri-
wal has remained silent
on the issue of commu-
nal violence and he too
did not sign the joint
statement.
The most surprising
thing is about the JDS,
with which the Con-
gress was in govern-
ment till two years ago.
Secondly, the JD(S) has
been opposed to the
communal incidents in
Karnataka and despite
this, it has not been in-
cluded in the joint state-
ment.

military officials,
which is likely to be

fence sources told ANI.

Fund (IMF) has slashed
the growth forecast for
India for the current fi-
nancial year by 80 basis
points to 8.2 per cent,
cautioning that the on-

The funding body has
made the growth fore-
cast in its “World Eco-
nomic Report”.
Commenting on In-
dia’s growth forecast in
the report, the IMF said
that higher oil prices

dia’s 2022-23 current ac-
count deficit to be at 3.1
per cent, compared
with 1.5 per cent expect-
ed for 2021-22.

arbitrariness” as reasoning is the lifeblood of the judicial
system, the Supreme Court on
Tuesday said while setting aside a
Rajasthan High Court’s “cryptic”
order granting bail to a man accused
of raping his niece. The observations
came in a judgement delivered by
a bench of Chief Justice NV Ramana and Justice Krishna
Murari on a plea of an alleged rape survivor seeking can-
cellation of bail of her uncle, a habitual offender, and nearly
twenty cases registered against him which were not found
mention in the high court order. Further, the top court noted
that the High Court has failed to consider the influence.
Mumbai (PTI): A magistrate court in Mumbai rejected the
closure report filed by the police in a rape case against
T-Series company’s managing director Bhushan Kumar,

Kumar, and held that “various legal
aspects have been compromised”
during the investigation. Noting
that the complainant woman has
misused provisions of law that are
meant for the needy litigants by supporting the final report
(B-summary), the court directed the police to probe the
matter as per the law and the zonal DCP to monitor the
investigation. A “B summary” report is filed when the police
classify the case as maliciously false or when there is no
evidence or a prima facie case against the accused.

SAY POLICE
An 80-year-old woman and
her grandson, 40, were
found dead in their village home
near Phulpur town in the
district on Tuesday, police said.
The police suspected that Lalita
Devi and her grandson Arvind
Maurya of Dhokri village died of
consuming poison. Senior
Superintendent of Police Ajay
Kumar said the man appears to
have served some poisonous
food to his grandmother before
consuming it himself. A nine-
page suicide note was
recovered from the spot in
which Maurya held seven
people, including his wife,
responsible for his actions, the
SSP said. Initial investigation
has revealed that Maurya’s wife
was having an affair with
someone which was the reason
of the dispute in the family,
Kumar said. There were no
injury marks on Lalita Devi’s
body and police suspected that
she was given the poison first,
he said. The bodies have been
sent for the post-mortem and a

MOUNTAINS
The Nepal government has
permitted 740 climbers,
including 155 women, from 70
countries to scale Nepal’s
mountains, with highest number
of applicants coming from the US.
The Department of Tourism said
that the second-highest number of
climbers are from the UK, followed
by 55 from India. It said that 585
men and 155 women from six
continents across the globe have
acquired permission to climb
Nepali peaks, including Mount
Everest, the world’s highest peak
at 8,848 metres. It said that 25
climbers from Russia and one
from Ukraine have also got
permission to scale the
mountains. The largest number of
climbers to secure permission are
from the US with a total of 117
mountaineers, including 94 men
and 23 women, the Department of
Tourism said. Likewise, 17 people
from Nepal’s northern neighbour
China will be making attempts at
the mountain peaks from Nepal.
The government has collected
more than Rs 395 million in
royalties from the climbers who
have been permitted to ascent 21
peaks, including Mount Everest.
Other peaks that have been
opened to mountaineers are
Amadablam, Annapurna I and IV,
Baruntse, Bhemdang Ri,
Dhaulagiri, Gangapurna, Himlung,
Kanchenjunga, Khangchung,
Lhotse, Makalu, Manaslu, Mukot,
Norbu Khang, Nuptse. Phu Kang,
Pokhar Kang, Saula, Thapa Peak
and Urknmang. The spring season
is considered as the best season
to scale Mount Everest. A total of
262 individuals from 32 teams
have applied to climb the world’s

10 Dalit student being
beaten up and made to
lick the feet of a man
surfacedonsocialmedia
here, prompting the po-
lice to lodge a case and
arrest eight people, offi-
cials said on Tuesday

The incident also
triggered a spate of al-
legations with another
video, purported to be
that from the victim’s
side, emerging on social
media in which one per-
son is heard making ac-
cusations on members
of the upper caste for
thrashing the boy find-
ing him alone. Accord-
ing to police, on April
10, the boy, a resident of
Jagatpur town, was tak-
en to Ramlila Maidan
on a motorcycle by his
friend. Police said he
was later taken towards
Salon Road, from where
some other youths took
him to a garden. The at-
tackers beat him up in
the garden, they said.
A video of them beat-
ing up the boy and forc-
ing him to lick the feet
of one of the attackers
was recorded  shared
on social media, they
said. After the video
wentviral,theboyalong
withhismotherreached
Kotwali police station
and lodged a complaint,
they said. Police, howev-
er, did not elaborate on
the reasons as to why
the boy was assaulted.
An FIR under rele-
vant sections has been
registered in the matter
and eight accused have
been arrested and sent
to jail, Dalmau Circle
Officer (CO) Ashok
Singh said. Police said
there is no proof of as
of now about some of
the accused being mi-
nors and it will take ac-
tion if and when such
documents are brought
to its notice. A party re-

said on Tuesday.
The accident took

Gang stealing diesel
busted, 3 held in Noida
Noida (PTI): Three
suspects belonging to a
gang, which stole diesel
from vehicles, especial-
ly trucks parked along
highways, were arrest-
ed in Uttar Pradesh’s
Greater Noida on Tues-
day, police said. The po-
lice have also impound-
ed a canter truck which
had a separate storage
space of around 1,000
litres in which the gang
would store the stolen
fuel, they saids. “The
accused were held near
the Faleda cut on Yamu-
na Expressway by the
Rabupura police station
officials. The gang
would target vehicles,
especially transport
trucks parked along
roads with drivers and
their helpers resting.
“The gang would steal
fuel from the vehicles
and in case the driver or
helper woke up, the ac-
cused brandished fire-
arms to intimidate
them,” a police spokes-
person said. Those held
have been identified as
Hadan and Nadeem,
both Greater Noida lo-
cals, and Afzal, a native
of Dholana in Hapur
district, the police said.
An FIR has been lodged
in the case at the Rabu-
pura police station and
further legal proceed-
ings are being carried
out, the police added.
Forest fires flare up in
U’khand as temp soar

tures soared, with
198.9 hectares of for-
est land gutted in 117
fresh incidents of
wildfires over the last

found dead in Sadat
area in the Ghazipur
district. According to
reports, the body of
Dabloo Sonkar (33) was
found hanging from the
ceiling while the bodies
of his 28-year-old wife
and two kids - son (5)
and daughter (3) - were
found lying on the floor
when the police broke
open the doors of their
house. The police were
informed by locals after
they found the doors
closed till in morning
hours. “During investi-
gation, it was revealed
that Sonkar took this
extreme step out of
frustration as he was
was jobless and under a
lot of pressure. He was
preparing for competi-
tive examination of
railway recruitment,”
police said.

To ensure that the
residents of Kanpur
get best transport ser-
vices, Commissioner
Kanpur Raj Shekhar
conducted a surprise
check of the e-bus ser-
vices as a ‘traveller’.
He took two bus rides
for checking the reality
,
the first one from Moti-
jheel to Univesrity on
Bus number UP 78 GT
3576 and the second one
fromRamaDentaltoGol
chauraha on bus num-
ber UP 78 GT 3969.
Itwasfoundthatmore
and more people were
travelling in the e-buses.
Drivers were driving in
appropriatespeed.Butit
wasfoundthattheywere
stopping the buses in be-
tween the road to pick 
drop passengers.
Drivers of both buses
were found not wearing
the ‘seat belts’. One was
wearing face mask but
on the chin. The other
had no mask at all.
The commissioner or-
deredtotakeoff boththe
drivers from duty for a
month and to issue them
show cause notice.
One conductor was
not wearing mask and
also he was found eat-
ing gutkha while on
duty
. He was also not in
full uniform.
The other conductor
was wearing the mask
butonthechin.Thiscon-
ductor first took ₹Rs 5
from a co-passenger and
didn’t issue a ticket. Lat-
er when the co-passen-
ger asked for ticket, he
took another Rs ₹5 and
issued a ticket for ₹10.
Looking into both the
issues, the commission-
er ordered to remove
both conductors from
service. Both were on
contractual service.
It was also found that
there was no display of
the “Helpline Numbers”
inside the buses. There
was also no ‘Route wise
 stop wise Ticket
Charges list”displayed.

UP assembly elections,
the electoral process for
three dozen seats of the
Legislative Council
may have been complet-
ed, but the series of
electoral struggles for
political parties is go-
ing to continue.
Recently
, the election
process has been com-
pleted for the local au-
thorities’ constituencies
of the UP Legislative
Council. The BJP in a
clean sweep has bagged
33 out of the 36 seats.
Before this, BJP has
already registered a
massive victory in the
assembly elections. Po-
litical parties are now
engagedinanalysingthe
election results, debates
are going on regarding
severalaspectsrelatedto
victory and defeat.
But after passing
through these very sig-
nificant phases of the
electoral process, the
hurdles of new electoral
challenges are arising
before the political par-
ties. Political experts be-
lieve that the political
parties in UP have a
tough task of constantly
updating them in terms
of challenges as the pro-
cess of election of demo-
cratic institutions is go-
ing to continue in the
most populous state.

are going to become va-
cant. On thesem, the fa-
vourite faces of the rul-
ing party are sure to be
nominated.
After two months,
elections will be held
for eleven Rajya Sabha
seats from UP. Also, at
the end of this year, the
biggest challenge be-
fore the political parties
will be to establish their
supremacy in the urban
areas as elections to the
civic bodies will be held
by December.

state’s bureaucracy to
be sent on central dep-
utation have been fi-
nally approved by Ut-
tar Pradesh govern-
ment, paving way for
more than half a dozen
IPS officers of the po-
lice department to go
on Central deputation.
At the same time, 6
officers ranging from
rank of SP to ADG who
were on Central depu-
tation will also be re-
turning to original
cadre of Uttar Pradesh
after their central dep-
utation period gets
over this year.
Presently there are
41 IPS (5 DG rank, 14
ADG rank, and others
belong to SP, DIG and
IG rank) officers of the
state’s cadre on central
deputation.
There are currently
more than 12 officers
who have been on Cen-
tral deputation for
more than 5 years and
might soon return to
their home cadre as
their Central deputa-
tion period will soon
expire.
The officers who
might return to their
home cadre if their
Central deputation pe-
riod is not extended
include IPS Rajeev

Muzaffarnagar hospital
Muzaffarnagar (PTI): An undertrial inmate lodged
in the district jail here died due to a chronic liver
ailment, officials said on Tuesday. Vijay Kumar
was arrested in connection with a murder case
dating back to June 2015, they said. On Monday,
he was admitted to the hospital inside the jail, jailor
Kamlesh Singh said. When his condition got worse,
he was taken to the district hospital where doctors
declared him dead, Singh added.

and many more. In 1991 he
showcased his very first fash-
ion show.
I designed handbags for the in-
ternationalbrand,JudithLeib-
er, in 2009. My handbag collec-
tion with Judith Leiber is now
being sold across the globe in
stores like Harrods in Lon-
don and Bergdorf
Goodman in

MLA seeks details of mosque loudspeakers Aligarh (ANI): The BJP MLA from Aligarh city Mukta Raja has written to Additional District Magistrate (ADM) seeking immedi- ate information about loudspeakers installed on mosques. According to the let- ter, Raja asked how many mosques have loudspeakers. She has also asked the ADM about the intensity of the loudspeakers in- stalled in mosques, ac- cording to the direc- tions of the Supreme Court. MLA Mukta Raja Lucknow (PTI): The Uttar Pradesh Cabinet on Tuesday gave its ap- proval to provide land free of cost to set up a regional centre of the National Centre for Dis- ease Control in Luc- know, officials said. The Cabinet also gave its approval for heli- ports in Agra, Mathura, Prayagraj and Luc- know. Speaking to reporters here after the Cabinet meeting, Deputy Chief Minister Brajesh Pathak said 2.5 acres at Jaitikhera in Sarojini Nagar of the state capi- tal has been identified for setting up the cen- tre. “The land will be giv- en on lease to the NCDC for 30 years,” he said. According to the min- ister, the NCDC had set a condition that it would open a regional centre if it gets free land. “Six centres will be coming up in the coun- try and Lucknow will be one of them,” he said. The Uttar Pradesh Home Guards Depart- ment has begun its preparations to con- duct the training and strengthen the skills of the home guards. The government will also provide duty al- lowance to all guards undergoing training. The concerned offi- cers of the depart- ment have been asked to prepare and send a proposal within 100 days for the same. Along with the re- cruitment of women on 20% posts, anti-ter- rorist module as well as modules of un- armed combat and PSO duty are going to be included in their training. The training of all men and women home guards will be of 90 days. Govt to fete organisations for contribution towards cleaning of river Ganga Lucknow (PTI): The Uttar Pradesh govern- ment will felicitate social organisations and people for their contribution towards cleaning of the Ganga river and water conser- vation. Addressing a meet- ing on Monday, state Jal Shakti Minister Swatantra Dev Singh, according to a state- ment, said that the gov- ernment will honour them at a programme, which will is likely to be held on May 15. He said that the Namami Gange and the Rural Water Supply de- partments would pre- pare a list of 75 people who have contributed towards cleaning of the Ganga river and water conservation. The announcement was made after the is- sue of irregular atten- dance of the teaching and non-teaching staff was raised in review meetings held in the Raj Bhavan, the official or- der said. The directive was is- sued to the vice-chancel- lors of all state universi- ties, additional chief secretaries and princi- pal secretaries of de- partments of higher ed- ucation, medical educa- tion, Ayush and sports, Additional Chief Secre- tary to the Governor Mahesh Gupta said. “Some staff members are not present during their assigned work hours and do not dis- charge their duties,” Patel said in the order. She also said salaries should be linked with biometric attendance. According to the or- der, universities have been given a deadline of May 30 to start using the system so that the salary for the month of June can be paid through it. Laying em- phasis on punctuality and discharge of duties, Patel directed that the system should be made compulsory . Under pressure from the mullahs, the Congress government of Rajiv Gandhi hastily en- acted a law providing for payment of alimony only for the period of iddat. In later judgments, however, the Supreme Court upheld the Shah Bano case verdict for the benefit of Muslim women divorcees. In 1973 an amendment was made to the CrPC to provide un- der section 125 that a divor- cee was entitled to alimony till the time she remarries. Section 125 and Section 127, which was added later, were found to be in conflict with the Muslim Personal Law. It was in the Daniel Latifi versus Union of In- dia the conflict was re- solved with the Supreme Court saying that the Shah Bano case judgment still holds good. The same stand was taken by Justice KS Pawar who observed that under section 125 Cr. P.C a divorced Muslim woman can claim mainte- nance from her husband until she remarries. The Additional Sessions Judge, Pratapgarh, ruled against the petitioner on the ground that sections 3 and 4 of the Muslim Women (Protection of Rights on Divorce) Act did not entitle her to maintenance under section 125 CrPC. It may be recalled that if late Subrata Mukherjee had won the Ballygunge seat by a massive (more than) 70,000 votes in 2021, Babul Supriyo who defect- ed from BJP to TMC won the seat this time by a little over 20,000 votes! The TMC, obviously , has to keep the reduced margin in mind and go back to the storyboard to find the lacu- nae for which the victory marginhaddippedsomuch. WHY THE LEFT RE-EMERGED? Following the results in Ballygunge, CPI(M) is as- serting that it is the only alternative to the Mamata Banerjee-led Trinamool Congress in West Bengal. The CPI(M)-led Left Front, which could not win a single seat in the 2021 as- sembly elections in the state, sees a glimmer of hope in the results of the recentelectionsinthestate, be it for municipalities or assembly bypolls, wherein manyplacesitcamesecond, leaving the BJP behind. “ An idea that the Left has become irrelevant in West Bengal politics was doing therounds.Peopleareslow- ly realising that function- ally Left is the only alterna- tivetothepresentregimein WestBengal,”Chakraborty had told the media. BJP, which had won 77 seats in the assembly elec- tions, is the only opposi- tion party having repre- sentation in the House. “People are realising that in real sense what is meant by opposition on is- sues of employment, law and order, etc is shown by the Left,” he said, adding that this was, however, not being reflected in the elec- toral process. The Left Front was run- ner-up to the TMC in 65 wards in the 144-ward Kol- kata Municipal Corpora- tion election held in De- cember last year in which the TMC recorded a land- slide victory . The #NoVoteToBabul campaign, which drew on Supriyo’s previous stand and was led by some pres- sure groups in the city, evidently gathered steam to the extent that protes- tors were arrested. A cursory glance at the break-up of poll figures from the seven municipal wards of the constituency reveals that Supriyo never succeeded in gaining the voters’ trust in full. In two of those seven wards, ward numbers64and65,theCPI- M’s Saira Shah Halim gar- nered more votes than the Trinamool. That, coupled with the dip in voter turn- out by a staggering 20%, is proof that a large number of voters stayed away from making a choice. The Ballygunge bypoll experience could be a fall- out of any of the possibili- ties stated above or a mix and match of all. But for the ruling Trinamool Con- gress dispensation in Ben- gal, it’s certainly a warn- ing bell that merits intro- spection into steps it needs to take to shake off the so- called “voters’ dilemma” before it makes its big push for 2024 general elections. Also as far as the elec- torate count in Ballygunge goes, the Muslim voters constitute a figure of 51% of the total voter count. And to top it all, the Left candidate was also a Mus- lim, Saira Shah Halim who is also the niece of veteran thespian Naseer- uddin Shah who had, in a video message, promoted her candidature. From just 5.61 per cent of the vote share in Bally- gunge in 2021 assembly elections, the CPI(M) can- didate notched up over 30 per cent of the votes polled in the by-election, leaving behind the BJP , to come up to the second position. The CPI(M) last won from the Ballygunge seat in south Kolkata in 2001 and secured the third posi- tion behind TMC and BJP in the 2021 elections. Having said that, we also need to mention how since inception, the TMC which never won the Asansol seat has managed to wrest it this time with full honours. Shatrughan Sinha defeated BJP’s Ag- nimitra Paul by a whop- ping 3 lakh votes. The TMC bagged 56.62 per cent of the votes polled, while the BJP got 30.46 per cent votes. The by-poll saw a huge swing of 21 per cent votes in fa- vour of the TMC from the saffron camp’s kitty . “The results are a testi- mony that I am no less a Bengali than any other Bengali. I am not an out- sider. I am happy to win Asansol for the TMC, which it had never won be- fore,” Sinha told reporters. What makes the victory margin more credible is that it happened despite a lower voter turnout of 66.42 per cent compared to 76.62 per cent in 2019. Sin- ha garnered 6,56,358 votes against BJP’s Agnimitra Paul’s 3,53,149 votes. Paul generously accept- edthattherewasnorigging and that the party needs to “introspect and strategise ahead for the 2024 general elections.” However, for- mer West Bengal BJP chief Dilip Ghosh alleged that TMC had unleashed a cam- paign of terror in the run up to the elections. Political analyst Biswa- nath Chakraborty feels that the Ballygunge results have shown that a section of minoritieswhovotedfor the TMC last year switched to the CPI(M). However, others pointed out that this theory does not explain the huge reduction in vote share for the BJP . He started his work with the Bharati- ya Janata Party (BJP) and since then he has been working continu- ously with anti-BJP parties. Right now his talks are going on with the Congress and if he joins the Congress and takes up the responsi- bility of making the Congress contest elec- tions in 2024 general elections, the first ques- tion will be whether all the Opposition parties he has worked with, will stand with him? Will Kishor be able to unite all the opposition parties and form a com- mon front? This question is per- tinent because two of Kishor’s existing cli- ents and one potential client is finding it ex- tremely hard to share electoral space with Congress and it will be very difficult to bring all three together. Al- though Trinamool Con- gress signed a joint statement of opposition against communal vio- lence in the past, both Arvind Kejriwal and K Chandrashekhar Rao stayed away from it. Keep in mind that Prashant Kishor’s com- pany I-Pack has an agreement with Trina- mool Congress till 2026. He also worked for Ke- jriwal’s party in Delhi and he is in talks of working for Telangana Rashtra Samithi for next year’s assembly elections. Then there was talk of TRS and Congress alliance, which Congress in- charge Manickam Tagore has denied. So, it is very difficult to bring these three par- ties stand on the same stage as Congress. Apart from these three, there is another leader with whom Prashant Kishor has a very close relationship. PKhasworkedforBihar Chief Minister Nitish Kumar and was associ- ated with Nitish during his worst times. Nitish was trying for a new al- liance after quitting the BJP and losing the 2014 Lok Sabha elections badly . At that time, Nit- ish had made a joint al- liance of JD(U), RJD and Congress to contest the elections. Right now Nitish Kumar’s party is in sync with the BJP. But there are two years in the Lok Sabha elec- tions and in politics the period of two years is considered as eternity . Prashant’s fifth client is Jagan Mohan Reddy. He is neutral towards both BJP and Congress but considering the wounds Congress has inflicted on him, it is very difficult for him to fall in line with Con- gress. In this way, there are a total of five clients of Prashant’s, who would find it extremely difficult to see in the same light as Congress. But Prashant has been working to make possi- ble, the impossible. If he does this, the elec- tion of 2024 will be very different. This is an is- sue on which the oppo- sition could have been united, however, in this, only a handful of par- ties came together. Sim- ilarly , during the budget session of Parliament, the entire opposition did not come together on any issue. Even on the issue like inflation, all the opposition par- ties were not seen standing united. There- fore the question is, who is handling the task of issuing a joint statement or formulat- ing a common protest strategy on behalf of the opposition and did the person concerned talk to all the opposi- tion parties? This question is im- portant because even the parties making statements against communal violence and hate speeches did not participate in the joint statement. TDP leader Chan- drababu Naidu could have been talked to but he was not involved in the joint statement. Similarly, Chan- drashekhar Rao could have been spoken with on the issue, but it seems that he kept his distance due to the on- going conflict with the Congress in the region- al politics. The observations came in a judgement delivered by a bench of Chief Justice NV Ramana and Justice Krishna Murari on a plea of an alleged rape survivor seeking can- cellation of bail of her uncle, a habitual offender, and nearly twenty cases registered against him which were not found mention in the high court order. Further, the top court noted that the High Court has failed to consider the influence. Mumbai (PTI): A magistrate court in Mumbai rejected the closure report filed by the police in a rape case against T-Series company’s managing director Bhushan Kumar, son of music baron the late Gulshan Kumar, and held that “various legal aspects have been compromised” during the investigation. Noting that the complainant woman has misused provisions of law that are meant for the needy litigants by supporting the final report (B-summary), the court directed the police to probe the matter as per the law and the zonal DCP to monitor the investigation. A “B summary” report is filed when the police classify the case as maliciously false or when there is no evidence or a prima facie case against the accused. The police suspected that Lalita Devi and her grandson Arvind Maurya of Dhokri village died of consuming poison. Senior Superintendent of Police Ajay Kumar said the man appears to have served some poisonous food to his grandmother before consuming it himself. A nine- page suicide note was recovered from the spot in which Maurya held seven people, including his wife, responsible for his actions, the SSP said. Initial investigation has revealed that Maurya’s wife was having an affair with someone which was the reason of the dispute in the family, Kumar said. There were no injury marks on Lalita Devi’s body and police suspected that she was given the poison first, he said. The bodies have been sent for the post-mortem and a detailed probe is on. —PTI OVER 700 CLIMBERS FROM 70 COUNTRIES GET NOD TO CLIMB NEPAL MOUNTAINS The Nepal government has permitted 740 climbers, including 155 women, from 70 countries to scale Nepal’s mountains, with highest number of applicants coming from the US. The Department of Tourism said that the second-highest number of climbers are from the UK, followed by 55 from India. It said that 585 men and 155 women from six continents across the globe have acquired permission to climb Nepali peaks, including Mount Everest, the world’s highest peak at 8,848 metres. It said that 25 climbers from Russia and one from Ukraine have also got permission to scale the mountains. The largest number of climbers to secure permission are from the US with a total of 117 mountaineers, including 94 men and 23 women, the Department of Tourism said. Likewise, 17 people from Nepal’s northern neighbour China will be making attempts at the mountain peaks from Nepal. The government has collected more than Rs 395 million in royalties from the climbers who have been permitted to ascent 21 peaks, including Mount Everest. Other peaks that have been opened to mountaineers are Amadablam, Annapurna I and IV, Baruntse, Bhemdang Ri, Dhaulagiri, Gangapurna, Himlung, Kanchenjunga, Khangchung, Lhotse, Makalu, Manaslu, Mukot, Norbu Khang, Nuptse. Phu Kang, Pokhar Kang, Saula, Thapa Peak and Urknmang. The spring season is considered as the best season to scale Mount Everest. A video of them beat- ing up the boy and forc- ing him to lick the feet of one of the attackers was recorded shared on social media, they said. Gang stealing diesel busted, 3 held in Noida Noida (PTI): Three suspects belonging to a gang, which stole diesel from vehicles, especial- ly trucks parked along highways, were arrest- ed in Uttar Pradesh’s Greater Noida on Tues- day, police said. The po- lice have also impound- ed a canter truck which had a separate storage space of around 1,000 litres in which the gang would store the stolen fuel, they saids. “The accused were held near the Faleda cut on Yamu- na Expressway by the Rabupura police station officials. The gang would target vehicles, especially transport trucks parked along roads with drivers and their helpers resting. “The gang would steal fuel from the vehicles and in case the driver or helper woke up, the ac- cused brandished fire- arms to intimidate them,” a police spokes- person said. Those held have been identified as Hadan and Nadeem, both Greater Noida lo- cals, and Afzal, a native of Dholana in Hapur district, the police said. An FIR has been lodged in the case at the Rabu- pura police station and further legal proceed- ings are being carried out, the police added. Forest fires flare up in U’khand as temp soar Dehradun (PTI): Forest fires flared up in Uttarakhand on Tuesday as tempera- tures soared, with 198.9 hectares of for- est land gutted in 117 fresh incidents of wildfires over the last 12hours.Asperinfor- mation provided by forest department by 4 pm on Tuesday, 117 fresh forest fire inci- dents were reported with Garhwal region accounting for 32 of them,Kumaonregion 75 and wildlife areas 10. According to reports, the body of Dabloo Sonkar (33) was found hanging from the ceiling while the bodies of his 28-year-old wife and two kids - son (5) and daughter (3) - were found lying on the floor when the police broke open the doors of their house. The police were informed by locals after they found the doors closed till in morning hours. “During investi- gation, it was revealed that Sonkar took this extreme step out of frustration as he was was jobless and under a lot of pressure. He was preparing for competi- tive examination of railway recruitment,” police said. He took two bus rides for checking the reality , the first one from Moti- jheel to Univesrity on Bus number UP 78 GT 3576 and the second one fromRamaDentaltoGol chauraha on bus num- ber UP 78 GT 3969. Itwasfoundthatmore and more people were travelling in the e-buses. Drivers were driving in appropriatespeed.Butit wasfoundthattheywere stopping the buses in be- tween the road to pick drop passengers. Drivers of both buses were found not wearing the ‘seat belts’. One was wearing face mask but on the chin. The other had no mask at all. The commissioner or- deredtotakeoff boththe drivers from duty for a month and to issue them show cause notice. One conductor was not wearing mask and also he was found eat- ing gutkha while on duty . He was also not in full uniform. The other conductor was wearing the mask butonthechin.Thiscon- ductor first took ₹Rs 5 from a co-passenger and didn’t issue a ticket. Lat- er when the co-passen- ger asked for ticket, he took another Rs ₹5 and issued a ticket for ₹10. Looking into both the issues, the commission- er ordered to remove both conductors from service. Both were on contractual service. It was also found that there was no display of the “Helpline Numbers” inside the buses. There was also no ‘Route wise stop wise Ticket Charges list”displayed. Ahtesham Siddiqui Lucknow: A list of IPS officers of the state’s bureaucracy to be sent on central dep- utation have been fi- nally approved by Ut- tar Pradesh govern- ment, paving way for more than half a dozen IPS officers of the po- lice department to go on Central deputation. At the same time, 6 officers ranging from rank of SP to ADG who were on Central depu- tation will also be re- turning to original cadre of Uttar Pradesh after their central dep- utation period gets over this year. Presently there are 41 IPS (5 DG rank, 14 ADG rank, and others belong to SP, DIG and IG rank) officers of the state’s cadre on central deputation. There are currently more than 12 officers who have been on Cen- tral deputation for more than 5 years and might soon return to their home cadre as their Central deputa- tion period will soon expire. The officers who might return to their home cadre if their Central deputation pe- riod is not extended include IPS Rajeev Ranjan Verma, IPS Anand Swarup Prakash, IPS G Mutha Ashok Jain, IPS Ajay Kumar Mishra, IPS Happy Guptan, IPS Neha Pandey and IPS Gaurav Singh. The number of offi- cers Uttar Pradesh can send on central depu- tation stands at 171 (previously 112) and even though many IPS officers want to be sent on central deputation, the state government has been denying the required permission which is becoming a cause of displeasure among such officers. The state government is reluctant on sending its IPS officers on cen- tral deputation is due to the current law and order situation in Ut- tar Pradesh and being most populous state of the country needs all hands it has to safe- guard its own law and order. First India Bureau Lucknow: The Central Bureau of Investigation has sent a recommenda- tion to the state govern- ment to take action against IPS Manzil Saini DIG NSG for not providing security cov- er to oil trader Shravan Sahu despite threat to his life. Manzil Saini is a 2005 batch IPS officer of Ut- tar Pradesh cadre who is at present on cen- tral deputation and posted as DIG NSG. She was previ- ously post- ed as the DIG Hu- man Rights Commission and before that was SSP of Lucknow from May 18, 2016 to April 27, 2017. The CBI in its letter to Chief Secretary Durga Shanker Mishra has called for departmental action against the then SSP after she was found guilty of providing security to oil trader S h r a v a n Sahu de- spite immi- nent threat to his life. The Shra- van Sahu murder case wasmade a po- litical issue by the BJP which used the case to target the Samajwadi Party government of maintaining poor law and order situation in the state. Shravan Sahu who af- ter the murder of his son Ayush had request- ed the police to provide protection to him as there was threat to his life from the murderers of this son and that the murder accused in his son’s case along with connivance of the police personnel tried to impli- cate him in a false case, but the request of Shra- van Sahu was ignored. The CBI during its in- vestigation found major negligencefromthepart of police and found SSP Manzil Saini guilty of negligence on her part, hence has orders de- partmental action against the IPS officer. Shahjahanpur (PTI): A former BJP MLA who had crossed over to the Samajwadi Party has said he hopes for justice after revenue officials surveyed a building owned by his family to detect a possible viola- tion of the building by- laws.
