Law Commission of Ut-
tar Pradesh on Monday
submitted the “Popula-
tion Control (Control,
Stabilisation and Wel-
fare) Bill” draft to the
state government. The
copy of the draft was
handed over by the com-
mission’schairmanJus-
tice (retd) Aditya Nath
Mittal to Chief Minister
Yogi Adityanath.
This bill aims to
bring down the gross
fertility rate in the most
populous state of India.
To achieve this aim, it
paves the way for limit-
ing government bene-
fits for couples with
more than two children,
and offering incentives
to those who have a
maximum of two chil-
dren. The draft law has
listed out the incentives
that can be given to
such couples.
It is noteworthy that
theYogi-ledstategovern-
ment had released the
new population policy
2021-30 on the occasion
of WorldPopulationDay
on July 11. The overall
objectiveof theproposed
law is the welfare of the
people of the state by
promoting the two-child

Kabul: More than 200 Indians including Foreign
Ministry staff and paramilitary soldiers tasked for their
protection have not been evacuated yet from Afghani-
stan’s capital Kabul, sources said. As per sources, an
Indian aircraft has been parked at the chaotic Kabul
Airport. However, the matter of concern is to bring the
Indian mission staff from the embassy to the airport as
Taliban has enforced a curfew. Among the people stuck
in the embassy are 100 personnel of the Indo-Tibetan
Border Police, tasked with protecting the Indians.
Tehran: Iranian President Ebrahim Raisi on
Monday called for national reconcilia-
tion in neighbouring Afghanistan. Raisi
said Iran will support efforts to restore
stability in Afghanistan. He called Iran
“a brother and neighboring nation”
to Afghanistan. He also described the
Americans’ rapid pullout as a “military
failure.” Iran shares nearly 600
miles of borders with Af-
ghanistan and is home to
about 800,000 registered
Afghan refugees and more
than two million undocu-
mented Afghans.

Monday - a day after Taliban took
control of the city. As panic-strick-
en Afghans gathered at the airport
to skip the war-torn country, India
said it would “facilitate repatriation
to India of those who wish to leave
Afghanistan”.
Kabul: Three men fell from C-17 mid-air
while they were clinging to several parts
including wheels of the plane that took
off from Kabul airport on Monday. The
bodies of three clinging men fell to the
ground near Khairkahana area of Kabul.
Kabul Airport witnessed humongous
crowds of people, at the entrance and
also on the tarmac, attempting to board
aircraft in chaotic scenes late Sunday
and Monday morning.
Islamabad: In a bid to endorse the
Taliban taking over Kabul, Pakistan
Prime Minister Imran Khan on Mon-
day said that Afghanistan has broken
the “shackles of slavery” in the neigh-
boring war-torn country. “When you
adopt someone’s culture you believe it
to be superior and you end up becom-
ing a slave to it,” he said, adding that
it creates a system of mental salves
that is worse than the actual slavery.
Washington: US President Joe Biden was scheduled to deliver comments
about Afghanistan, a key aide said on Monday as the US leader faces sharp
criticism for the Taliban sweep into Kabul and the government’s fall. The
address was scheduled past midnight (India time). “They (Americans) can
expect to hear from the president soon. He’s right now actively engaged with
his national security team. He is working the situation hard,” White House
National Security Advisor Jake Sullivan told ABC news. Biden has said there
was no choice but to withdraw American troops and he would not
“pass this war” onto another president. But Washington was left
shocked by the rapid collapse of the Afghan government, and crit-
ics have said the United States’ reputation as a global power has
been badly tarnished. Biden also faced wrath for spending
the weekend at the Camp David presidential retreat while
Afghanistan crisis became serious.

Primary and upper
primary schools have
been constructed in

been set up in five vil-
lages of Gorakhpur.

outreach campaign
ahead of the upcoming
assembly polls in
Uttar Pradesh due early
next year, the UP BJP
on Monday launched
a statewide ‘jan ashri-
wad yatra’ during
which the seven minis-
ters in the Union Cabi-
net from UP will spread
awareness about
achievements of the
Centre and the state
governments.
The ministers would
be traversing more than
three thousand kilome-
tres covering 120 assem-
bly constituencies in
the state.
The yatra would end
on Friday
.
UP BJP chief Swatan-
tra Dev said the
party’s state general
secretary and member
of legislative council
(MLC) Govind Narayan
Shukla has been
made in-charge of these
yatras covering
several religious cities,
including Ayodhya,
Mathura, Kashi
(Varanasi) and Chitra-
koot.
“We want to ensure
that all those who
don’t have a roof on
their heads get them by
August 15, 2022. We
will tell the people
about it, update them
on various initiatives
and naturally

chal is catching up fast
with Western UP in sug-
arcane production,
thanks to Yogi govern-
ment’s farmer-friendly
policies aimed at en-
hancing their income.
According to Sugar-
cane Department, there
is an increase of 1.34
lakh hectares in the
area of cultivation of
the crop during the last
four years of Yogi Gov-
ernment, which is an
all time record in the
region. The area for
sugarcane cultivation
has gone up from 4.39
lakh hectares to 5.73
lakh hectares in
Purvanchal.
This has resulted in
record increase in sug-
arcane yield in Purvan-
chal, leading to signifi-
cant rise in farmers’
income also.

The cabinet has ap-
proved the proposal of
the state government to
pay 100 per cent Viability
Gap Funding ( VGF ) on
selected state govern-
ment sponsored routes
in the bid of UDAN 4.1 (
UDAN 4.1 ). With this de-
cision, civil aviation sec-
tor will be developed in
the state, due to which
progress will be made in
the commercial, indus-
trial sector as well as
tourism, medical etc. Ap-
prooval was also given to

pressway, part of the
Bharat Pariyojana, to
boost connectivity and
give a push to trade ac-
tivities in the region.
The issue had been
hanging fire as it was
not clear as to who will
bear the major burden
of cost of the as a major
stretch of the 31-kilom-
eter link road (around
23.50 kilometer) falls in
Haryana, which was
initially reluctant to
bear the project cost.
“As the Haryana gov-
ernment has now
agreed to fund its por-
tion of the road, we will
soon be setting up a spe-
cial purpose vehicle to
give final shape to the
project,” said a senior
official of the NHAI. He
said the move would
boost the connectivity
of the Yamuna express-
way region and aids the
growth of both indus-
tries and the upcoming
airport.

schools finally woke up
to life on Monday after
gathering dust for most
parts in the last 1.5 years
or so due to the covid.
Alargenumberof stu-
dents from classes 9 to 12
could be seen frolicking
enthusiastically to their
schools which they
hadn’t seen in a long
time.
While many schools
opened, others said they
were getting ready to re-
sume physical classes
for students and would
reopen soon.
Earlier this month,
the UP government had
said schools would reo-
pen for classes 9 to 12
from August 16 with 50
per cent attendance.
The Cathedral Senior
Secondary School here
said about 100 students
attendedclassesMonday
.
“Offline classes have
resumed for students of
classes 9 to 12 today
(Monday).About100stu-
dents, which is around
20 per cent of the total
strength, have come to
attend classes,” Donald
De Souza, chancellor
and spokesperson of the
Catholic Diocese of Luc-
know said.
“We’re thrilled to be
steppingintoourschools
aftersuchalongtime.Its
almost as if we had for-
gotten how it looked,”
said a student Rahul

“We hope schools re-
main open and everyone

pandemic gets over

ried out the Ground
Run and Low Speed
Taxi Trials (LSTT) of
the Hindustan-228 (VT-
KNR) aircraft on Sun-
day, for DGCA ‘Type
Certification’.
The event was part of
the 75th Anniversary of
India’s Independence
Day celebrations at
HAL’s Kanpur facility
.
“This is a major mile-
stone for the first fixed-
wing Made-in-India
civil aircraft in India. It
is a step forward to-
wards strengthening
regional air connectiv-
ity,” said Sajal Prakash,
CEO of HAL’s Accesso-
ries Complex.
“The type certifica-
tion will also enable
HAL to get the interna-
tional certification for
the aircraft. The aircraft
complies with the latest
FAR 23 certification re-
quirements,” said Indra-
nil Chakraborty

legedly extorting money
from street-side vendors
at a market in Noida, the
police said.
The accused had been
intimidating and threat-
ening to harm the ven-
dors at the Sector 117
market who did not pay

An FIR was lodged in
the case at Sec 49 police
station on the basis of a
complaint by some ven-
dors and the accused ar-
rested today
,” the police
said. Those arrested
were identified as Vipin
Yadav (20) alias Fidda
Pehelwan and his aides
Vijay (18) and Omvir Ya-
dav (22), the spokesper-
son said. The trio has
been booked under sec-
tions 384 and 504 the po-
lice added.

amendments for use of airstrips for flying clubs and

amendment as civil aviation sector

policy was enforced 13 years back.

for use of air strips for training by
flying clubs. Under this decision 13
sir strips in Chitrakoot, Azamgarh, Rasoolabad
(Kanpur Dehat), Jhansi, Paliya (Kheri), Saifai (Eta-
wah), Myorpur (Sonbhadra), Amhat (Sultanpur),
Dhanipur (Aligarh), Farrukhabad, Shravasti, And-
hau (Ghazipur) and Akbarpur will have permission
to use infrastructure for training.

ith the Taliban’s occupation
of Kabul, the capital of the
war-ravaged country
, Islamic
Emirateof Afghanistan(IEA)
is now re-established with the
humiliating defeat and igno-
minious exit of US-led West-
ern forces after two-decade of
intensivemilitaryoperations.
The spin off this humiliat-
ing defeat of the US-led west-
ern powers might have world-
wide impact. It may not offi-
cially end the much-trumpet-
ed QUAD alliance, compris-
ing India, Australia, USA and
Japan, but it may become ir-
relevant in coming years.
However, Indian Foreign
Minister S. Jaishanker, still
considers QUAD, an alliance
where India and US interests
might be converging.
The Americans had con-
ducted intensive bombing of
the Taliban hideouts and Ka-
bul following the Afghan-
based terrorists, who had at-
tacked New York and other
key Pentagon, the defence
headquarters, on September
11, 2001. The bombing was
done following the refusal of
the then Taliban leadership
to handover terrorists to
America for trial. Earlier,
Taliban and other radical Is-
lamic terrorist groups were
liberally funded by America
and its allies through Paki-
stan to wage war against the
USSR’s occupation of Af-
ghanistan. After the Ameri-
can intervention, non-Tali-
ban leaders formed the gov-
ernment in the country,
mostly drawn by the North-
ern Alliance fighting against
the Taliban with the help of
India, China, Iran and Rus-
sia. In spite of the financial
and military support, the
American sponsored govern-
ment finally collapsed with
the Taliban occupying Kabul.

of Taliban through its high-

but it appears to be suffering

tres in Afghanistan, a high-
level delegation of Afghan
political leadership including
Speaker Wolesi Jirga Mir Re-
hman Rehamni arrived in Is-
lamabad on Sunday

for negotiating pace. He was
accompanied by the erstwhile
governmentandpoliticallead-
ers such as Salah-ud-din Rab-
bani, Mohammad Yunus Qa-
nooni, Ustad Mohammad Ka-
rim Khalili and many others.
Meanwhile, Kabul’s inter-
national airport has been
closed to commercial flights
as an evacuation of Ameri-
can soldiers is continuing. It
has caused dismay among
thousands of people seeking
escape from the vindictive
Taliban rule.
The Taliban victory is ex-
pected to have worldwide im-
pact, despite American asser-
tion that its decision to with-
draw from Afghanistan is be-
ing done following its mission
to eliminate the terrorists fol-
lowingthe9-11attacksof 2001.
However, if it was true why it
took them 20 years to realize
thattheirmissionhasbeenac-
complished. It is being taken
as yet another excuse for the
American defeat. In fact, with
the Chinese blessings, the Tal-
iban’s victory strategy was fi-
nalized at the Pakistani GHQ.
There are reports that Chi-
na had ensured Iranian sup-
port for the Taliban occupa-
tion of Shia territories and
Herat; and thus a new formi-
dable troika-Pakistan, Iran
and China, has emerged en-
suring that the world’s only
Superpower, USA, caves into
the well-planned manoeu-
vring of dragons.
The exit of America from
Afghanistan is not only a final
retreat of two-decade of mili-
tary operations against the
“rogue regime” of the Taliban
ruling during 1996-2001, but it
has succumbed to the Jihadis;
thusbringingliberaldemocra-
cies under a most challenging
environment, including India.
India has already lost bil-
lions of dollars of invest-
ments in Afghanistan and
Iran, which would soon be
under the control of China
and Pakistan. The three-pow-
er nexus, China, Pakistan
and Iran would soon be adopt-
ing aggressive postures, if
not belligerence in the re-
gion. India being the front-
line state would face the
brunt of the Afghan develop-
ments. The Indian security
must be ready to face a new
wave of terrorists in Jammu-
Kashmir, and Chinese mili-
tary incursions on her nearly
3000 kilometres of borders
from the western Himalayas
to the north-eastern region.
It appears that during the
secret parleys with the Af-
ghan Taliban and Pakistan
National Security Adviser,
Moeed Yusuf, the American
exit plan was okayed. It is also
learnt that America’s special
envoy for the Afghan peace
process, Zalmay Khalilzad,
had ensured that its soldiers
leave Kabul without any casu-
alty
. An Afghan MP, Abdul
Qadir Zazai, who too reached
New Delhi on the evening of
August 15, perhaps it was the
lastcivilianflightfromKabul,
has accused Pakistan of con-
spiring with the Taliban. He
indicated that the unan-
nounced exit of President
Ashraf Ghani to Tajikistan
could be a part of the Khal-
ilzaddeal.JamilKarzai,aPar-
liament member and second
cousin of the former Afghan
president Hamid Karjai, has
similar observations. Abdul-
lah Abudullah, the chairman
of the Afghan Supreme Rec-
onciliation Council, who was
negotiating with the Taliban
is expected to be part of the
new coalition in Kabul. How-
ever, with their sudden entry
in Kabul, they would be domi-
nating the new coalition.
The Biden administration
has to evacuate American sol-
diers without any delay
. Both
China and Pakistan have en-
suredtheadministration’shu-
miliationbeforetheAmerican
people. For China, apart from
accessing three-trillion worth
of mining rights in the diffi-
cult terrains amidst the tortu-
ous mountain ranges and val-
leys of the war-ravaged coun-
try
, the decks are clear for the
BeltandRoadInitiativeacross
Central Asia and Europe. It
might substantially reduce its
dependenceuponsea-routesin
comingyears.Thus,QUADtoo
becomes irrelevant.

Pegasus row: SC says can’t compel
‘reluctant’ govt to file detailed affidavit
New Delhi: The SC on
Monday said it cannot
compel the “reluctant”
Centre to file a detailed
affidavit on petitions
seeking to know if
Pegasus spyware was
used to snoop on
certain citizens and
steps it took to probe
the allegations.
The Centre, while de-
nying all claims linked
to recent reports that
the Israeli Pegasus spy-
ware was used to target
opposition leaders,
journalists and others,
informed the apex court
that a group of experts
will be investigating
into all such claims.
In a two-page affida-
vit filed by the Addi-
tional Secretary, Minis-
try of Electronics and
Information Technolo-
gy, the Centre stated:
“To dispel any wrong
narrative spread by
vested interests, we will
constitute a committee
of experts in the field
which will go in to all
aspects of the issue.”

The move comes after
Tripura Chief Minister
Biplab Deb met BJP Na-
tional President JP Na-
dda last week in the na-
tional capital.
According to sources,
during the meeting,
Nadda had asked Deb
to concentrate on
strengthening the party
in the state and not cede
space to the opposition.

is decided when

The Corruption shows its head
again in UP as a constable in
Thakurganj police station allegedly
took a bribe of Rs. 13,000 to
release a gambler but didn’t do so
even after the bribe. On Sunday
night, four gamblers were caught
by the police while gambling in the
Ring Road outpost area of
Thakurganj police station and
recovered Rs. 90K from the spot.
Among the accused, there was
one Rashid, whose family had
reached the station to have him
released. Rashid’s brother Riyaz
stated that in the presence of an
inspector at the police station
some personnel had requested a
bribe of Rs. 25,000 to release
Rashid. Riyaz told the personnel
that he did not have Rs. 25,000
and began leaving from the station
when he was approached by
constable Narayan who told him to
give him Rs. 15,000 and he would
get his brother freed. After a bit of
negotiation, Riyaz paid the
constable Rs. 13,000 after which
he reached the police station to
pick up his brother, but the police
did not release Rashid. Riyaz
though stayed near the police
station before being told that his
brother was being fined and will
be released only after signing a
bond. On this, when Riyaz asked
for his money back, he was
threatened  sent away. Sunil
Dubey, Inspector Thakurganj has
since said that the constable has
been removed from the police
station  he has been attached to
the police line with immediate

On the 75th Independence Day of
the country, BJP MLA from
Sanjay Gupta took out the Tiranga
Yatra and distributed free petrol
bottles in order to mobilize the
crowd which resulted in people
snatching and stampede in the
college premised. Even though there
was police present, but not much
could be done to control the crowd.
A video of the incident has also been
leaked and since then BJP MLA has
not been reachable for comments.

way. Following the news of free
petrol, Hundreds of people gathered
in the MLA’s college to get petrol
and soon after people went out of
control causing a stampede like

in advance  on the occasion of
Independence Day, 40 km long
journey started from Kidzee College
campus located in Bharwari town at
around 3 pm. BJP MLA left no stone
unturned to create excitement in the
tricolor yatra with many dignitaries
joining the rally. SDM Chail Jyoti
Maurya said that he was not aware
of the distribution of petrol to
mobilize the crowd  added that if
the incident is true, action will be
taken against the people involved.

accident that took place

The car of the devotees
got out of control and
collided with a trolley
claiming lives of 5 peo-
ple including women 
children while 3 people
were injured. On Sun-
day, 8 people from the
same family living in
Malakheda, Rajasthan
had come to Govardhan
to perform Parikrama.
They were returning
home the next morning
when their car collided
with a trolley
. Virendra
Singh, Poonam, Suren-
dra Singh, Ankit, Shi-
vani, residents of Ja-
malpur village of
Malakheda, died in the
accident. The Police

Final Draft: No government job if more than 2 children

Gorakhpur: The Ut-
tar Pradesh State Law
Commission on Mon-
day handed over the
draft of the 260-page
population control law
to the Yogi govern-
ment. The draft, which
was prepared by the
chairman of the com-
mission, Justice Adi-
tyanath Mittal is be-
ing expected to be pre-
sented in the monsoon
session. The draft if
changed into law will
end the hopes of gov-
ernment jobs for peo-
ple who have than 2
children in the state
and benefits of 77 gov-
ernment schemes will
also be not available to
them.
The proposal which
was not prepared on
any government order
but by the commission
itself has prepared it
and it has proposed
that in the case of hav-
ing more than two
children, people will
be barred from apply-
ing for government
jobs to contesting lo-
cal body elections. A
provision has also
been included in this
proposal to deprive
citizens who violate
the law from 77 gov-
ernment schemes and
grants. The draft has
been categorized into
57 categories with all
valid proposals and
their legal position
clarified in it.
For example, the
state government can-
not make a law to pre-
vent two more chil-
dren from contesting
elections to become
MLA and MP as this
power rests with the
central government.
The Bill which will be
known as Uttar
Pradesh Population
(population control,
stability and well-be-
ing) ACT 2021 will ap-
ply to men over 21
years old  women
over 18 years. Before
finalizing the draft,
the commission had
taken suggestions
and objections on its
website with it receiv-
ing over 8500 sugges-
tions and objections
till 19th July. The
Commission after
considering these
suggestions and ob-
jections has finalized
the draft of the Bill.
As per the current
draft of the law, this
bill will come into
force after one year
from the date of pub-
lication in the Offi-
cial Gazette.
In case of more than
one marriage, each
couple shall be count-
ed as one married cou-
ple for the purpose of
knowing the exact
number of children.

Prayagraj: The Alla-
habad High Court on
Monday directed the
central government and
state government to file
a reply in a PIL seeking
ban on online gambling
sites.
The court further is-
sued notices to officials
of such websites al-
legedly owned by Chi-
nese nationals and in-
volved in online gam-
bling and duping mon-
ey from innocent pub-
lic. The bench compris-
ing acting chief justice
Munishwar Nath Bhan-
dari and justice Rajen-
dra Kumar passed the
order.
According to Peti-
tioner, large number of
such websites are oper-
ating in India which of-
fer gambling games like
colour predicting game
wherein the player has
to place a certain
amount of bet and
guess the outcome of
the colour before the
declaration of the re-
sult by the website.
It was alleged in the
petition that first such
websites let players win
easily but when players
in large numbers start
putting larger bets, web-
site owners start manip-
ulating the results,
thereby ultimately most
of the players lose in the
gamewhilewebsiteown-
ers illegally gain.

The officer, in a viral
video, is seen hoisting
national flag upside
down garnering huge
criticism from the coun-
trymen. A video of the
district magistrate of
Auraiya hoisting the na-
tional flag upside down
went viral on Sunday
,
but the officer claimed it
happened during a trial.
In the video clip, District
Magistrate Sunil Kumar
Vermacanbeseenhoist-
ing the flag wrongly as
people sing the national
anthem. Verma said,
“Wewereconductingthe
trial of flag hoisting
when it was hoisted up-
side down, but its video
and photograph went
viral. He alleged that the
local media deliberately

r James Par-
kinson was a
British physi-
cian with an
interest in
n e u r o l o g y
which was a
nascent science during
his times. In 1817, he
published a path-
breaking article titled
‘Essay on, Shaking
Palsy’. His description
of the disease was so
vivid and full of in-
sight that it has never
been surpassed to date
despite great advance-
ments in diagnostics
and computing. What
he observed and con-
cluded was all based on
clinical sharpness,
common sense and
logic-based judgement.
Such physicians are
now an extinct species.
The Shaking Palsy was
named after him and
today, we know it as
Parkinson’s or Parkin-
sonism or Parkinson’s
Disease. The disease
was also noticed before
him but was vaguely
understood. Later on,
Dr Charcot of Paris
also did some pioneer-
ing work in this field.
In the 19th century, the
disease was noted only
in people after 50 years
of age but it started to
appear at a younger
age as the industrial
revolution started tak-
ing place during the
early 20th century and
at present, between 2 to
4 per cent of people
above 65 years in age
are at the risk of get-
ting Parkinson’s and
younger people, in-
cluding teenagers, are
also being diagnosed
albeit uncommonly.
The underlying cause
in most cases still re-
mains unknown and
these cases are called
idiopathic, such cases
comprising almost
half the patients. In
the USA, almost 50 per
cent patients of with
Parkinson’s got the
disease by long term
consumption of ‘major
tranquillizers’. The
main symptoms which
occur in all the pa-
tients are disorders of
movements and ‘push’.
Other major symp-
toms, in most patients,
are tremors and shak-
ing but they are not es-
sential.
There was a min-
imum insight for Par-
kinson’s till the emer-
gence of EEG which
allowed direct access
to various electric ac-
tivities of the brain
and also provided an
opportunity to under-
stand what goes on in-
side the brain. In Par-
kinson’s disease, peo-
ple might go into a
trance like situation
and then revert to the
same level of frantic
activity. EEG

of the brain
activities. It ap-
pears as though the
brain has gone into a
stupor. When the pa-
tient is called back to
life, EEG responds ac-
tively. well-organised,
regular tracings as
though in a rhythm. It
is a tragedy of im-
mense proportion for
the patient and family
that this activity is
again reduced and
EEG again shows
gross inactivity.
Then came a drug
that changed the over-
all picture. The drug
was L- Dopa which is
still the main line of
treatment and it sus-
tains the ‘awakening’
state of disease. Unfor-
tunately, not every pa-
tient tolerates L-Dopa
and some people tak-
ing it walk on the
tightrope of health
with the abyss of stu-
por on one side and
that of frenzy on an-
other side as L-Dopa
may induce uncon-
trolled hyperactivity
in these patients creat-
ing a psychological
hell. Another interest-
ing observation is the
role of music in man-
aging this disease. Mu-
sic, most of the time,
awaken the patients
and keeps them cheer-
ful and lively but they
fall back to a frozen
state once the music is
stopped. But hope is
born - can music pre-
vent the onset of this
debilitating ailment!
In modern times, mu-
sic costs nothing so, no
harm in going for it.
A very strange
incident happened in
California, UAS dur-
ing 1982. Several young
people became ‘frozen’
overnight, GPs diag-
nosed them as ‘hyste-
ria’ or ‘catatonic schiz-
ophrenia’. But neuro
physicians later diag-
nosed them as cases of
Parkinson’s of some
‘mysterious’ origin.
This was an unprece-
dented incident in
which a few teenagers
were also affected. But
one of the doctors nev-
er believed in mystery
and did some detective
work. It was found af-
ter these investiga-
tions that all of these
persons consumed a
synthetic form of opi-
um and a compound
called MPTP was re-
sponsible for causing
damage to a specific
area of the brain called
substantia nigra. This
was a humongous trag-
edy for these people
and their families as
they lived their lives
on a narrow ledge be-
tween being complete-
ly frozen without treat-
ment and having major
side effects of the drug
L- Dopa.
With the arrival
of PET scans and MRI,
neurology has entered
a different level. We
can now visualise inac-
cessible substantia ni-
gra buried deep in the
midbrain along with
its cells with dopa-
mine. The cells can be
selectively destroyed
and protected and this
had opened newer pos-
sibilities in the man-
agement of Parkin-
son’s. Efforts are now
on to transplant dopa-
mine-producing cells
in this area to cure Par-
kinson’s. We need neu-
rologists who can an-
ticipate Parkinson’s in
their patients so that
its onset can be pre-
vented but the world is
overworked and it isn’t
possible to find a neu-
rologist who can have
the will to practice at
leisure to be a keen ob-
server like Dr James
Parkinson. People who
are affected by Parkin-
sonism live a life in
darkness and despair.
Shouldn’t we spare
some time to look into
this darkness as any-
one above 65 years may
land there in this dark-
ness?

The Centre, while de- nying all claims linked to recent reports that the Israeli Pegasus spy- ware was used to target opposition leaders, journalists and others, informed the apex court that a group of experts will be investigating into all such claims. CONSTABLE TAKES BRIBE BUT DOESN’T RELEASE GAMBLER The Corruption shows its head again in UP as a constable in Thakurganj police station allegedly took a bribe of Rs. 13,000 to release a gambler but didn’t do so even after the bribe. On Sunday night, four gamblers were caught by the police while gambling in the Ring Road outpost area of Thakurganj police station and recovered Rs. 90K from the spot. Among the accused, there was one Rashid, whose family had reached the station to have him released. Rashid’s brother Riyaz stated that in the presence of an inspector at the police station some personnel had requested a bribe of Rs. 25,000 to release Rashid. Riyaz told the personnel that he did not have Rs. 25,000 and began leaving from the station when he was approached by constable Narayan who told him to give him Rs. 15,000 and he would get his brother freed. After a bit of negotiation, Riyaz paid the constable Rs. 13,000 after which he reached the police station to pick up his brother, but the police did not release Rashid. Riyaz though stayed near the police station before being told that his brother was being fined and will be released only after signing a bond. On this, when Riyaz asked for his money back, he was threatened sent away. The draft, which was prepared by the chairman of the com- mission, Justice Adi- tyanath Mittal is be- ing expected to be pre- sented in the monsoon session. The draft if changed into law will end the hopes of gov- ernment jobs for peo- ple who have than 2 children in the state and benefits of 77 gov- ernment schemes will also be not available to them. The proposal which was not prepared on any government order but by the commission itself has prepared it and it has proposed that in the case of hav- ing more than two children, people will be barred from apply- ing for government jobs to contesting lo- cal body elections. A provision has also been included in this proposal to deprive citizens who violate the law from 77 gov- ernment schemes and grants. The draft has been categorized into 57 categories with all valid proposals and their legal position clarified in it. For example, the state government can- not make a law to pre- vent two more chil- dren from contesting elections to become MLA and MP as this power rests with the central government. The Bill which will be known as Uttar Pradesh Population (population control, stability and well-be- ing) ACT 2021 will ap- ply to men over 21 years old women over 18 years. Before finalizing the draft, the commission had taken suggestions and objections on its website with it receiv- ing over 8500 sugges- tions and objections till 19th July. The Commission after considering these suggestions and ob- jections has finalized the draft of the Bill. As per the current draft of the law, this bill will come into force after one year from the date of pub- lication in the Offi- cial Gazette. In case of more than one marriage, each couple shall be count- ed as one married cou- ple for the purpose of knowing the exact number of children. In 1817, he published a path- breaking article titled ‘Essay on, Shaking Palsy’. His description of the disease was so vivid and full of in- sight that it has never been surpassed to date despite great advance- ments in diagnostics and computing. What he observed and con- cluded was all based on clinical sharpness, common sense and logic-based judgement. Such physicians are now an extinct species. The Shaking Palsy was named after him and today, we know it as Parkinson’s or Parkin- sonism or Parkinson’s Disease. The disease was also noticed before him but was vaguely understood. Later on, Dr Charcot of Paris also did some pioneer- ing work in this field. In the 19th century, the disease was noted only in people after 50 years of age but it started to appear at a younger age as the industrial revolution started tak- ing place during the early 20th century and at present, between 2 to 4 per cent of people above 65 years in age are at the risk of get- ting Parkinson’s and younger people, in- cluding teenagers, are also being diagnosed albeit uncommonly. The underlying cause in most cases still re- mains unknown and these cases are called idiopathic, such cases comprising almost half the patients. In the USA, almost 50 per cent patients of with Parkinson’s got the disease by long term consumption of ‘major tranquillizers’. The main symptoms which occur in all the pa- tients are disorders of movements and ‘push’. Other major symp- toms, in most patients, are tremors and shak- ing but they are not es- sential. There was a min- imum insight for Par- kinson’s till the emer- gence of EEG which allowed direct access to various electric ac- tivities of the brain and also provided an opportunity to under- stand what goes on in- side the brain. In Par- kinson’s disease, peo- ple might go into a trance like situation and then revert to the same level of frantic activity. EEG during a “ t r a n c e like” epi- s o d e s h o w s v e r y slow, ir- regular a n d formless t r a c i n g s of the brain activities. It ap- pears as though the brain has gone into a stupor. When the pa- tient is called back to life, EEG responds ac- tively. well-organised, regular tracings as though in a rhythm. It is a tragedy of im- mense proportion for the patient and family that this activity is again reduced and EEG again shows gross inactivity. Then came a drug that changed the over- all picture. The drug was L- Dopa which is still the main line of treatment and it sus- tains the ‘awakening’ state of disease. Unfor- tunately, not every pa- tient tolerates L-Dopa and some people tak- ing it walk on the tightrope of health with the abyss of stu- por on one side and that of frenzy on an- other side as L-Dopa may induce uncon- trolled hyperactivity in these patients creat- ing a psychological hell. Another interest- ing observation is the role of music in man- aging this disease. Mu- sic, most of the time, awaken the patients and keeps them cheer- ful and lively but they fall back to a frozen state once the music is stopped. But hope is born - can music pre- vent the onset of this debilitating ailment! In modern times, mu- sic costs nothing so, no harm in going for it. A very strange incident happened in California, UAS dur- ing 1982. Several young people became ‘frozen’ overnight, GPs diag- nosed them as ‘hyste- ria’ or ‘catatonic schiz- ophrenia’. But neuro physicians later diag- nosed them as cases of Parkinson’s of some ‘mysterious’ origin. This was an unprece- dented incident in which a few teenagers were also affected. But one of the doctors nev- er believed in mystery and did some detective work. It was found af- ter these investiga- tions that all of these persons consumed a synthetic form of opi- um and a compound called MPTP was re- sponsible for causing damage to a specific area of the brain called substantia nigra. This was a humongous trag- edy for these people and their families as they lived their lives on a narrow ledge be- tween being complete- ly frozen without treat- ment and having major side effects of the drug L- Dopa. With the arrival of PET scans and MRI, neurology has entered a different level. We can now visualise inac- cessible substantia ni- gra buried deep in the midbrain along with its cells with dopa- mine. The cells can be selectively destroyed and protected and this had opened newer pos- sibilities in the man- agement of Parkin- son’s. Efforts are now on to transplant dopa- mine-producing cells in this area to cure Par- kinson’s. We need neu- rologists who can an- ticipate Parkinson’s in their patients so that its onset can be pre- vented but the world is overworked and it isn’t possible to find a neu- rologist who can have the will to practice at leisure to be a keen ob- server like Dr James Parkinson. People who are affected by Parkin- sonism live a life in darkness and despair. Shouldn’t we spare some time to look into this darkness as any- one above 65 years may land there in this dark- ness?
