Kabul: Afghanistan’s Kabul airport has been
fitted with an air defence system to counter
incoming rockets, officials said Sunday,
as the Taliban pressed on with a blistering
offensive across the country. Washington
and its allies are due to end their military
mission in Afghanistan at the end of next
month, even as the insurgents say they
now control 85 percent of the country -- a
claim impossible to independently verify and
disputed by the government. NATO keen to
secure a vital exit route to the outside world.
New Delhi: The personnel at the consulate
were flown to Delhi last evening by special
Air Force planes which avoided Pakistan
air space, sources said. “India is closely
monitoring the evolving security situation in
Afghanistan. The safety of our personnel is
paramount,” the foreign ministry has said in
a statement. The Indian embassy has asked
all Indians visiting, staying and working in Af-
ghanistan to exercise the utmost caution and
avoid all non-essential travel in the country.
Afghanistan was invaded by the US in 2001
shortly after the September 11 attacks that
year carried by Osama Bin Laden.’s Al Qaida.
Lucknow: Population control is the need of the hour and the govern-
ment wants to bring down the birth rate to 2.1 by 2026, UP Chief

Victims were on a watchtower at Amber in Jaipur when lightning struck them on Sunday evening.
Four kids Radhe Banjara, 12, Pukhraj Banjara, 16, Vikram,
16, and his brother Akhraj, 13, died on the spot after sky
lightning struck a tree under which they were taking shel-
ter with their cattle, said Mukesh Tyagi SHO Kanwas police
station in Kota. About 10 goats and a cow were also killed.
In Dholpur district’s Kudinna village in the Badi area,
three children, identified as Lavkush, 15, Vipin, 10, and
Bholu, 8, were killed after a flash of lightning struck
them. They were also grazing cattle.
In Jaipur’s Chaksu, a 12-year-old child died at Bagaria
village. A farmer Tarachand Bheel, 23, working in the field
died in Jhalawar while his son was injured and two buf-
faloes were killed. In Tonk, a farmer Basram Gurjar was
killed in Dattawas area. In Baran, Deepak, 20, was killed
at Bahrai Odakhara village of Kelwara police station.

media regarding crime
statistics in Rajasthan.
A newspaper also print-
ed same figures without
checking the facts, due
to which there has been
confusion among gen-
eral public, while the
truth is completely dif-
ferent,” Gehlot said.
There is a difference
between an increase in
crime and an increase
in crime registration,
and some people make
the mistake of equat-
ing the two. The NCRB
has acknowledged that
the increase in the fig-
ures may be due to peo-
ple-centred schemes
and policies in the
state, he said.
“As soon as the Con-
gress government was
formed,theCompulsory
FIR policy was imple-
mented in the state in
2019. This led to the reg-
istration of FIR of every
person who filed a com-
plaint in the police sta-
tion. When implement-
ing this policy, we had
clearly said that this
will increase the crime
figures but justice will
be ensured which will
bring relief to the com-
mon people,” he said.
“According to BJP
claims, the state stood
first in the cases of
women atrocities in
2019 with 41,550 cases.
But according to NCRB,
a maximum 59,853 cases
of women atrocities
were registered in UP.
Furthermore, BJP
claims that female
atrocities increased by
50% in 2020 as com-
pared to 2019, whereas
according to official
data, in reality, female
atrocities decreased by
16% in 2020. Rape has
also decreased by 11%
in the year 2020. There
is a decrease of 9% in
women atrocities by
June 2021 as compared
to 2019,” he said.
“In 2017-18, 30-33%
women had to approach
the courts to register
their FIRs. Now, this
figure has come down
to less than 15%,” he
said adding only 9%
cases were pending at
the end of 2019.

Udaipur: An elderly person Shankar Singh was
attacked by unidentified miscreants with a knife in
the daytime over a land dispute in Bhutala village.
The deceased was returning was on his way home
when the attack took place. He was seriously
injured and was brought to MB Hospital, where
he died during treatment. Meanwhile, the relatives
created a ruckus demanding compensation and im-
mediate arrest of the accused.

Ajmer: RPSC will resume the interview of RAS
Recruitment-2018 from Monday. The result of the
recruitment exam can be issued after completion

day of interviews after the ACB action against brib-
ery in lieu of selection in the examination. RPSC

Jaipur: Most of the
multiplexes in Jaipur city
will open from Tuesday
as per the government’s
guidelines. In Rajmandir,
one of the most famous
cinema halls of the state,
three shows of Salman
Khan’s movie Radhe will
be screened on July 13.
Preparations for reopen-
ing have also started in
Inox multiplexes. How-
ever, the dates of reopen-
ing of Inox multiplexes
have not been decided

he Congress Party
may be unable to set
its house in order and
give the impression
of being adrift but it
has gone ahead to appoint presi-
dents and core committee mem-
bers in nine European and Scan-
dinaviancountriesforatwo-year
period. Their responsibility will
be to “build and expand the In-
dian Overseas Congress organi-
zation  institution in their re-
spective countries” even though
its organizational structure is in
shambles here. Seems, the move
is inspired by Friends of BJP
and RSS supporters spread
across Europe and US.
The BJP has a US chapter of
Friends of BJP (OFBJP), Brit-
ain, the Netherlands and several
other countries like France,

strong. The RSS too has a strong

al increments for two chil-
dren and four for having a
single child, rebate on util-
ity charges and 3 percent
increase in EPF, free health
care and insurance cover-
age to spouse and prefer-

Incidentally, UP’s decadal
population growth has de-
clined sharply from above
25 percent in 1981 (25.39),
1991(25.61) and 2001 (25.85)
to 20.23 percent in 2011.
The problem which India
faces is falling fertility.
There are fewer people in
the 15-65 year age group,
which is the working age
and the number of silvers is
rising due to better health
care facilities now availa-
ble. Fertility rate in UP is
following the national trend
though at a much slower
pace. The National Family
Health Survey’s report re-
leased in December, 2020
said the fertility rate in UP
had also dipped from 3.8 in
2005-06, but at 2.7 it was still
above the national average
of 2.2 children per woman.
With India’s population

Harasim describes OCL
theory that “provides a mod-
el of learning in which stu-
dents are encouraged and

to create knowledge: to in-

the conceptual knowledge

think is the right answer. In
the OCL theory, the teacher

Knowledge construction
through discourse is gaining
popularity in the teaching
paradigms. This identifies

computer-mediated interac-

chronous or asynchronous
message exchanges and usu-
ally take place within a Com-
puter-Mediated Communica-
tion (CMC) system: popularly
known as Online Collabora-
tive Learning.
This new teaching para-
digm encourages cross-cul-
tural awareness in a shared
multicultural learning envi-
ronment. It uses technology
or a technological platform
as a means to fill the gap be-
tween learning and imple-
mentation. The students of-
ten fail to judge the implica-
tion of learning as the socio-
cultural environment is not
readily available but with
this pedagogical mean stu-
dents enrich their intercul-
tural learning by examining
a specific subject or content
through a cross-cultural or
global lens, working collabo-
ratively to address globally
relevant issues and by apply-
ing communication skills
that increase with others
from different regions of the
world meanwhile increasing
self-awareness and apprecia-
tion for cultural diversity. It
does not work in the closed
walls of classrooms rather it
reaches beyond the limita-
tion of time and travel. It
equips the students with the
world of tomorrow with cost-
cutting technological aid. It
prepares students for the
multicultural and diverse
work environment which
would be the key to a success-
ful employment in real-time.
OCL enterprises provide re-
munerative and edifying op-
portunities to engage with
others across borders while
enhancing students’ skills to
relate positively to an in-
creasingly multifarious
world.
The fundamental principle
on which the increasing pop-
ularity of OCL is based is the
integrated approach towards
a rather challenging and
complex environment of
modern-day classrooms. The
collaborative learning prin-
ciples and amplitude collabo-
rate between teachers and
students, between integra-
tion of online technology
and promote international
ambit to the learning pro-
cess. One of the major influ-
ences is seen as the positive
results in developing inter-
cultural competencies which
most students foresee as a
gigantic problem. This plat-
form provides in one go, di-
vergent exposure which oth-
erwise in traditional class-
room teaching is very nar-
rowed or time taking. The
increasing demands for vir-
tual offices and cross-cultur-
al teams are the call of time
stating that we should pre-
pare our students for the
world of tomorrow from the
grassroots. Most colleges and
universities around the
world have experienced an
increasing cultural diversifi-
cation of their student’s bod-
ies. Foreign students’ enrol-
ment has been especially
high in western countries
and in some cases the num-
ber of international students
is higher than local students.
To make the matter more di-
vergent with an increasing
number of virtual class-
rooms, the synergy among
students takes the primary
attention. Learning happens
in a cordial and harmonious
atmosphere. Accepting cul-
tural boundaries and respect-
ing diversity saws the seeds
of future work culture, there-
fore OCL is becoming a more
and more popular tool of
teaching methodology. OCL
is a key for students to learn
about the history and culture
of others. It is highly likely
that nations around the
world will continue to experi-
ence further, immigration
and ethnically diverse fami-
lies and that these experi-
ences will certainly require
changes in education. OCL
offers many very useful strat-
egies and conceptual tools.
To other students – those who
are mostly the majority –
learning the socio-economic
thread, the festivities, and
belief systems of the cul-
tures of their peers and what
their backgrounds signify is
a powerful tool in creating
inclusiveness. It is also a
unique opportunity for the
teachers who often imbibe by
the classical school of teach-
ing methodology. With the
rapidly changing job market
and with an increasing num-
ber of international col-
leagues, it is becoming cru-
cial that students become
aware of what is their future
, once they come out of col-
lege and OCL is an effective
tool that can introduce them
to what awaits.

inclusion of Women in
power position has been
debated on various plat-
forms with many politi-
cians raising voice for
reserving one-third rep-
resentation for Women
in the house, however,
thus far their calls have
been mere lip service.
While till few years back
it was felt that finally
, if
not in House or the as
ministers, at least wom-
enarebeingrepresented
inabetternumberinthe
Raj Bhawans across the
nation, but that number
is now dwindling.
On the contrary, the
share of women in the
central government is
increasing. It is a good
thing that there are 11
women in the current
council of ministers of
Narendra Modi govern-
ment, out of which two
are cabinet ministers.
Till a few days ago,
there were eight women
governors or lieutenant
governors in the coun-
try. But now that num-
ber has come down to
five. When they retired,
new female Governors
were not appointed in
their place and it is be-
lieved that the number
may go down further in
the coming days.
Mridula Sinha was
the first female Gover-
nortoretirefromtheRaj
Bhawan in Goa. In
March this year, Pu-
ducherry’s Lt Governor
KiranBediwasremoved
beforethecompletionof
her term. Recently, on
the recommendation of
the Central Govern-
ment, the President ap-
pointed or transferred
eight governors, in
which Jharkhand Gov-
ernor Draupadi Murmu
retired. Her term was
completed last year, but

annual festival of Ra-
tha Yatra of lord Jag-
annath is being cele-
brated in Odisha at
Puri. Lakhs of devo-
tees participate in the
yatra, but due to the
ongoing COVID-19
pandemic outbreak,
like last year this
year too the Supreme
Court has granted
permission for the
Yatra to take place in
a limited radius. In
this exclusive story,
First India have these
less known interest-
ing facts about chari-
ot festival.
The Jagannath
Temple at Puri main-
tains a long history of
religious and cultural
antiquity, the current
temple was built by
Anantavarman of the
Chodaganga dynasty
in the 12th century
.
This is a special oc-
casion when the gen-
eral public, especially
the old and sick ones
who cannot visit the
shrine, get an oppor-
tunity to have a dar-
shan of their revered
deities. Besides that,
as per local beliefs
and scriptures, such
open religious cele-
brations allay the
fears of calamities
and deaths. Besides,
it is believed that dev-
otees would attain
salvation by touching
the ropes attached to
the chariots.
KNOW HISTROY, SIGNIFICANCE OF THE CHARIOT FESTIVAL

which starts from the
auspicious day of the
Akshay Tritiya.
Today (Sri Gundicha
day) after the Ratha
Pratistha puja is
done by the Deul
Purohit the proces-
sion starts from the
Jagananth temple
sanctum to the
rathas, a ritual
known as Pahandi.
First Sudarsana is
taken to the ratha of
Subhadra, followed
by Balabhadra in a
procession. Next
Subhadra is taken to
her ratha, and finally
at the end Jagannath
is taken to his ratha
by the Daitapatis and
other sevakas.
After this Gajapati
Maharaja (king of
Puri) performs the
Chhera Pahamra. In
this ritual the king is
attired like that of a
sweeper and he per-
forms the duty of
sweeping all around
the rathas, using a
gold handled broom
while sprinkling san-
dalwood powder 
water.
This grand Chhera
Pahamra ceremony
still remains the
most important roy-
al duty and is known
as the Gajapati Ma-
haraja Seva, making
the Maharaja of
Puri an integral part
of the festival even
now, despite monar-
chy now long gone
redundant.
Chhera Pahamra
is held twice, on start
of the Ratha Yatra,
and again on the last
day of the yatra,
when the deities are
brought back to the
Jagannath Mandir.
After Chhera Pa-
hamra the rathas
start their journey
and are pulled by nu-
merous devotees to
the Gundicha Tem-
ple, which is located
at around 3 km away,
and the deities stay
in this temple for
nine days. On the last
day the deities are
taken back in their
respective rathas to
Jagannath Mandir.

annatha ratha is Daruka,
while Sankhachuda serves
as the ratha rope, and the
four white wooden horses

are named as Sankha,
Balahaka, Sweta and

 Balabhadra’s ratha (known
as Taladhvaja), carries red
 green cloth covers, and
is supported on 14 wheels.

Interestingly this Ratha Yatra is also seen as the
journey of life undertaken to achieve Moksha. In
the Katha Upanishad (1:3:3:4) ratha is a symboli-
cal representation of a body, and the yatra is the
path undertaken in every birth. The body (shareera)
undertakes the yatra (journey) to reach moksha.

leader Rahul Gandhi on
Sunday took a swipe at
the central govern-
ment, saying the num-

increased but not the
COVID vaccines.
He also shared a
chart of the average
vaccinations per day,
which are falling short
of the target to vacci-
nate all adults by De-
cember 2021.
‘The number of min-
isters has increased,
not of vaccines,’ Gan-
dhi said in a tweet in
Hindi, using the

cines’ His comments
came after 43 ministers
were inducted into the
Modi government, tak-
ing the total number of
ministers to 77. The
chart shared by Gandhi
was on India’s vaccina-
tion equation that aims
to stop the third wave of
COVID-19. The chart
stated that the target is
to vaccinate 60 percent
population with both
doses by December 2021
and the required vacci-
nation rate per day is 8.8
million.
However, it pointed
out, that the actual
vaccinations in the
last seven days were at
an average of 3.4 mil-
lion per day, leaving a
shortfall of 5.4 million
per day. It also high-
lighted that the actual
vaccination on July 10
is 3.7 million, leaving a
shortfall of 5.1 million
for the day. The Con-
gress has been raising
the issue of shortage of
vaccines in the country
and has urged the cen-
tral government to

saying it is the only way

have resulted in a mar-
ginal increase in crime
cases, but due to this
policy, the weaker sec-
tions of the society in-
cluding women are get-
ting justice at a fast
pace, said DGP ML

said atrocities on wom-
en decreased by 16%
and rape by 11% in
2020. “The talk of in-
crease in crimes
against women in Ra-
jasthan is misleading.
The reality is that in
comparison to 2019,
there has been a de-
crease of 9% in women
atrocities till June this
year. However, there is
a partial increase of
0.13% in rape cases
this year as com-
pared to 2019,” said
Lather.
“In 2017-18,
30-33% of
women had to
approach courts
to file their FIRs in
rape cases. Now this
figure has come down
to 15%. In 2020, in the
category of 498-A
IPC cas-
es, 13,765 cases were
registered in 2020,
which is 25% less than
last year,” the DGP
said.

Dungarpur: Two girls died after they slipped
and drowned in Kundi pond under Ramsagada
police station area on Sunday. Later police fished
out their bodies. Sipu Bhagora, 10, and Mehul Ka-
tara,11, had gone to graze goats. While taking bath
in the Kundi pond, both the minor girls drowned as
they went into deep. In another, a mother jumped
into the well to save her 4-year-old child in Moonged
village in Dungarpur. While the child was saved with
the help of the villagers, the mother died during
treatment in the hospital, the police said.

This is not expansion,
but formation of a new
Cabinet under the lead-
ership of PM Modi.
Such a huge transforma-
tion in the Union Cabi-
net, has happened for
the first in the history of
Independent India. Out
of 81, 77 posts have been
filled, 36 new faces intro-
duced, 7 promoted, and
12 dropped.
	
z Has this reshuffle
put an end to the de-
cline in Modi’s popu-
larity graph due to the
Corona crisis?
Certainly, to a large ex-
tent. Modi’s graph
dropped and no one
should hesitate in ac-
cepting this. Modi’s feed-
back system is strong
and he must be knowing
about his declining
graph, whether he is re-
sponsible for this or not
is a different ball game.
There is improvement in
the declining graph of
Modi’s popularity
. There
are two reasons – one is
corona figures, which
are gradually declining
and second is the deci-
sionof Cabinetreshuffle.
It has projected him as
‘decisive’ administrator.
	
z Is it true that the
newcomers in the Cab-
inet were informed
about this only two
hours ago?
It is true that the new-
comers were informed
two hours before their
inclusion in the Cabi-
net. Modi called minis-
ters-to-be at 11:30 am for
tea at his official resi-
dence. With tea, the new
ministers got an enve-
lope wherein, their re-
spective designations
and departments were
mentioned. It is true
that all this was done
secretively. Modi and
Amit Shah have great at-
tachment to secrecy. All
the resignations came in
two lines due to person-
al reasons. There were
only two exceptions.
First, Ramesh Pokhri-
yal, Education Minister,
whose resignation letter
had two pages. Second
was Babul Supriyo, who
mentioned that he was
asked to resign, howev-
er, later he wrote that he
resigned on his own.
	
z Is this reshuffle the
biggest example of so-
cial engineering in
the political history
of India?
100 percent. And this en-
gineering has been
adopted not only in Cab-
inet, but also in select-
ing the Governors.
About of 7 Governors, 4
are from SC/ST  3 are
Jats. 27 people have be-
come ministers from the
OBC category and those
belonging to sub- catego-
ries have also been in-
ducted. Narendra Modi
and Amit Shah did very
‘minute’ home work.
There are 20 ministers
from SC/ST out of
which 4 are Cabinet
Ministers. There is no
category that is left ‘un-
covered.’ Senior jour-
nalist Hemant Sharma
also accepts that it is an

ral ally Amit Shah,

Yes, it can be said that it

ernment. There is a gen-
eral perception about
Modi and Shah that they
decide and implement
without consulting oth-

z Is it true that for the
first time full impor-
tance has been given to
the Sangh Parivar and
the BJP organisation?
Certainly. This can also
be termed as change of
heart of Modi-Shah.
Power sharing – with

sions with Sangh, in UP
and New Delhi. It is true
that Sangh Parivar has
been involved in Cabinet
reshuffle to such a large
extent for the first time.
	
z BJP is rapidly
changing its old im-
age of being a Bania-
Brahmin party, will
this expansion take
this ideology further?
Yes, certainly. The ex-
periment being conduct-
ed in the last 7 years,
have been extended in
this Cabinet reshuffle.
The present Cabinet is
not of Bania-Brahmin,
but that of ‘Backwards.’
So there is total change.
	
z From West Bengal, 4
ministers have been
inducted. Will it affect
2024 elections?
After the humiliating
defeat in Assembly elec-
tions, the BJP has gird-
ed up its loins with focus
on 2024, which are not so
far. They have inducted
4 ministers, who will
make some impact at
the ground level.
	
z BJP is generally con-
sidered to be a party of
North India, but spec-
ulations are rife that
there is an agenda to
make it a party of
South, for which an
‘Operation South’
would be started.
This is their latest intel-
lectual innovation to
move from North India
to South. Efforts were
made earlier also, but all
that went in vain. It is a
fact that they will start
‘Operation South,’ the
responsibility of which,
has been given to JP Na-
dda and BL Santhosh in
co-ordination with Amit
Shah.BJPeyesabout200

z Has the focus of this
reshuffle really been
on the elections to be
held in UP  some
other states?
I perceive it as Carpet
bombing. Special thing
about Modi-Shah is that
wherever they go, they
study the region thor-
oughly and capture it.

coming elections in UP,
Karnataka. There are
sometimes talks of dif-
ferenceof opinionamong

all, what was the rea-
son that Nitish Kumar
could not get his four
people inducted in the
Cabinet despite all his
efforts?
The honeymoon phase
of BJP and allies is
gradually coming to an
end. Modi-Shah are wor-
ried about stopping it
and want to with con-
nect more parties. Nit-
ish Kumar is an enigma
in Bihar politics. He
wanted 4 posts in Cabi-
net but only 1 was final-
ised. Nitish could not
play his card smartly,
but Modi-Shah did.
	
z Rahul Gandhi has
called this reshuffle a
political gimmick, do
you agree with this?
Naturally, it is a ceremo-
nious statement from an
opposition leader. I be-
lieve Rahul Gandhi is
the best bet in the Con-
gress, who attacks di-
rectly and keeps his
points of view. But Ran-
deep Surjewala scores
more with his statement
that, ‘Engine was to be
changed, but instead, bo-
gies were changed.’
	
z Home Minister Amit
Shah has got the
charge of Co-operative
Ministry. What would
have been PM’s inten-
tion behind doing this?
Amit Shah is a ray of
hope for PM in all cir-
cumstances, whether
good or bad. Making
Shah the in-charge of
Cooperative is a master-
stroke. There is no per-
son in the country, who
can beat Shah in poli-
tics of ‘Saam, Daam,
Dand, Bhed.’ Since the
age of 36 , he had per-
formed very well in Co-
operative sector in Gu-
jarat and helped BJP
foray into the Dairy sec-
tor. There will be far
reaching political re-
sults of him taking
charge of the Co-opera-
tive Ministry. He will
control politics in fa-
vour of BJP through
the sector. This is actu-
ally a message to
Sharad Pawar. There is
politics of sugar mills
in Maharashtra, now
everything is under
Shah. Home and Coop-
erative is a very deadly
combination, but Shah
will strike a perfect bal-
ance among the two.

would have been the
reasons for the remov-
al of powerful minis-
ters like RS Prasad,
Prakash Javadekar
,
Dr Harsh Vardhan 
Ramesh Pokhriyal?
Prakash Javadekar is a
humble  efficient man,
who never loses his cool.
Party wanted to bring to
fore the leaders with
larger voter base. The
party will certainly uti-
lise Javadekar and other
leadersoustedfromCabi-

consider any negative
repercussion of this. For
RS Prasad, it is a tragedy
of circumstances. He is a
competent ‘yes man,’
who understands his
work. For Harsh Vard-
han, corona mismanage-
ment has been a factor.
As far as Pokhriyal is
concerned, there was a
confusion about CBSE
exams and it is consid-
eredthathecouldnotcre-
ate the desirable impact.
	
z There was talk of
Bhupender Yadav be-
coming the Law Min-
ister till the last mo-
ment, but he was
handed over Labour
,
Forest  Environment
Ministries. How do
you view this event?
Bhupender Yadav is an-
other discovery of Modi-
Shah from Rajasthan. Its
the rise  rise of Bhu-
pender Yadav. He got
more seats than JDU in
Bihar. Yes, he was sched-
uled to become the Law
Ministeritwasnatural
as he is a loyalist lawyer
of BJP  has handled
many cases including
the Gujarat riots. He has
worked under Arun Jait-
ley and is one of the best
legal minds in the coun-
try
. I think he is still un-
der- utilised, but has a
significant role to play in
upcoming polls.
	
z It was said that Dev-
endra Fadnavis would
also be called from
Maharashtra to the
Union Cabinet, but it
didn’t happen?
We had also heard that
he is coming as Finance
Minister. There are also
talks that Maharashtra
government is toppling.
BJP and NCP do not
seem to be getting closer
due to CBI case as such,
there are chances of coa-
lition of BJP and Shiv
Sena again and in such a
condition, Fadnavis may
become CM again.
	
z Dharmendra Prad-
han, who did a bril-
liant job in Petroleum,
was suddenly made
the Education Minis-
ter
. How do you see
this change?
Pradhan has performed
well in a ministry
, which
was considered a minis-
try of corporates, he
changed it to the ‘minis-
try of common men’ by
allotting free- gas con-
nections. Education is a
vast sector. Pradhan is
associated with Sangh
Parivar  his main re-
sponsibility will be to
implement the NEP.
Pradhan is a ‘bindaas’
person, who is happy un-
der all circumstances.
	
z The PM has includ-
ed 5 people from the
North East in his Cab-
inet, what are the po-
litical implications of
this?
It is just a return gift to
the North East. Modi en-
joys great stature in the
region and has changed
all equations there. I re-
cently went to Guwahati
and inquired from peo-
ple and they were sing-
ing paeans to Modi.
	
z For the first time, a
large number of for-
mer bureaucrats and
technocrats were as-
signed important re-
sponsibilities in the
Cabinet, wherein, the
most shocking case is
that of Ashwini
Vaishnaw. How do you
see this experiment?
The experiment is good
and such experiments
can be done with huge
mandate only. You can
make such experiments
being Narendra Modi
and Amit Shah only.
Other people wouldn’t
allow you in democracy
to replace political class
with bureaucracy. But
they have to perform,
else political class will
throw them out.
	
z A comparatively
young minister
, Anur-
ag Thakur
, has been
entrusted with the im-
portant responsibility
of I  B Ministry
along with the Minis-
try of Sports. Can he
be the future CM of
Himachal Pradesh?
He is a fresh face. He has
been a ‘yes man’ and a
silent performer in Fi-
nance Ministry. Now,
there is tension between
the government and the
media houses over IT
rules and ahead of polls,
he is tasked with bridg-
ing the gap. He has been
in BCCI and under-
stands sports. He can be
the future CM of HP. His
father PK Dhumal has
been close to Modi. He is
one of the best choices
to be sent from Delhi.
	
z Jyotiraditya Scind-
ia, who came from
Congress to BJP
, be-
came a minister
, but
Jitin Prasada’s num-
ber didn’t come. What
would have been the
reason for this?
He is too young to be a
Cabinet Minister. Scind-
ia had to wait after join-
ing BJP as such Prasada
should also wait. There
are chances in future.
	
z This Cabinet also
included a large num-
ber of people with
tainted image and
criminal background.
Would you like to say
something about this?
Criminal background
and politics are deeply
connected. Many efforts
have been made by vari-
ous agencies to separate
these two factors, but it
is tough. Efforts should
be made for decriminali-
sation of politics.
	
z In Rajasthan also at
least 6 people were in
line to become minis-
ters, but only Bhu-
pender Yadav got the
chance. Would you
like to say something?
Where there’s smoke,
there’s fire. There were
chances of some of these
six, but at the last mo-
ment, there were many
factors that worked so
many names were sacri-
ficed. The most shocking
is non-inclusion of Diya
Kumari, who was set to
be included in the Cabi-
net. But still there is
much time.
	
z Is Ashok Gehlot go-
ing to make any major
reshuffle in Rajasthan
on the lines of Modi
Cabinet and has there
been a consensus on
the issue of including
the people of Pilot fac-
tion in the cabinet?
A million dollar ques-
tion. He is going for re-
shuffle and there are
talks of 6 ministers be-
ing dropped, but anoth-
er talk is of ‘status
-quo’ as the present
conditions in Ra-
jasthan hint. So, there
might be expansion by
including some faces
from the Pilot group.
When it happens is to
be seen and it will hap-
pen when a consensus
is reached on formula
with Pilot faction. But
question arises wheth-
er faces from the Pilot
camp will be selected by
Pilot or Gehlot. My
sources say that Gehlot
is stressing on demolish-
ing camps and let there
be one camp – Congress
camp. Gehlot wants to
select faces himself as
his prerogative. There is
deadlock over this and
matter is with High
Command now. Ajay
Maken is in Delhi; One
fine day, Sonia Gandhi
would call up to reach a
consensus, Gehlot will
agree and there may be
50:50 formula. But one
thing is clear in Ra-
jasthan and Punjab that
CM is supreme here. A
senior leader and PCC
chief told me that gov-
ernment has been saved
only due to Ashok Ge-
hlot. Pilot is young,
smart, and has time in
his hands. He is being
projected for a big role in
Maharashtra as such he
should look forward.
Let’s hope that in the in-
terest of the state, all
camps are demolished
and there is only one
Congress within coming
2.5 years.
	
z Will Cabinet reshuf-
fle be postponed once
again due to Assem-
bly’s Monsoon Session
and local body polls
in some districts?
Some people have appre-
hensions that Gehlot
would not allow expan-
sion at any cost. This is
just a thought and not
the truth. I do not see
any cause for delay in
Cabinet expansion. Peo-
ple are mature and the
matter has reached So-
nia Gandhi now and no
one would like to dilute
it. Cabinet expansion
will happen as soon as
consensus is reached on
the formula.
	
z How do you see the
role of state in-charge
Ajay Maken in resolv-
ing the Rajasthan
crisis?
Ajay Maken is a hand-
some person with a
pleasing personality
. He
listens to Pilot also and
meets all leaders. He is
acting as a ‘bridge’ and
Pilot camp has faith in
him unlike Avinash Pan-
de. those belonging to
camps are of the view
that he is listening more
to Pilot. Maken is a part
of the real ‘High Com-
mand’. He has returned
to New Delhi with high
hopes.Hehasbeenlarge-
ly successful in uniting
these two camps.
	
z What are the chal-
lenges before the Modi
Cabinet in view of
2024 polls?
The biggest challenge is
that of ‘efficient deliv-
ery.’ There are many
new faces, who have
been elected several
times, but have no expe-
rience of governance.
There are naive faces,
who need time to get
trained. They have chal-
lenge of time-bound de-
livery, of rising to the
expectations of Modi
and Shah.

and pink are probably
the most common styles, but
orange, lilac and neon green
have been popping up lately

It is imperative to know the

survive well in the climate or
soil quality where you plant

A newspaper also print- ed same figures without checking the facts, due to which there has been confusion among gen- eral public, while the truth is completely dif- ferent,” Gehlot said. There is a difference between an increase in crime and an increase in crime registration, and some people make the mistake of equat- ing the two. The NCRB has acknowledged that the increase in the fig- ures may be due to peo- ple-centred schemes and policies in the state, he said. “As soon as the Con- gress government was formed,theCompulsory FIR policy was imple- mented in the state in 2019. This led to the reg- istration of FIR of every person who filed a com- plaint in the police sta- tion. When implement- ing this policy, we had clearly said that this will increase the crime figures but justice will be ensured which will bring relief to the com- mon people,” he said. “According to BJP claims, the state stood first in the cases of women atrocities in 2019 with 41,550 cases. But according to NCRB, a maximum 59,853 cases of women atrocities were registered in UP. Furthermore, BJP claims that female atrocities increased by 50% in 2020 as com- pared to 2019, whereas according to official data, in reality, female atrocities decreased by 16% in 2020. Rape has also decreased by 11% in the year 2020. There is a decrease of 9% in women atrocities by June 2021 as compared to 2019,” he said. “In 2017-18, 30-33% women had to approach the courts to register their FIRs. The students of- ten fail to judge the implica- tion of learning as the socio- cultural environment is not readily available but with this pedagogical mean stu- dents enrich their intercul- tural learning by examining a specific subject or content through a cross-cultural or global lens, working collabo- ratively to address globally relevant issues and by apply- ing communication skills that increase with others from different regions of the world meanwhile increasing self-awareness and apprecia- tion for cultural diversity. It does not work in the closed walls of classrooms rather it reaches beyond the limita- tion of time and travel. It equips the students with the world of tomorrow with cost- cutting technological aid. It prepares students for the multicultural and diverse work environment which would be the key to a success- ful employment in real-time. OCL enterprises provide re- munerative and edifying op- portunities to engage with others across borders while enhancing students’ skills to relate positively to an in- creasingly multifarious world. The fundamental principle on which the increasing pop- ularity of OCL is based is the integrated approach towards a rather challenging and complex environment of modern-day classrooms. The collaborative learning prin- ciples and amplitude collabo- rate between teachers and students, between integra- tion of online technology and promote international ambit to the learning pro- cess. It is highly likely that nations around the world will continue to experi- ence further, immigration and ethnically diverse fami- lies and that these experi- ences will certainly require changes in education. OCL offers many very useful strat- egies and conceptual tools. To other students – those who are mostly the majority – learning the socio-economic thread, the festivities, and belief systems of the cul- tures of their peers and what their backgrounds signify is a powerful tool in creating inclusiveness. It is also a unique opportunity for the teachers who often imbibe by the classical school of teach- ing methodology. With the rapidly changing job market and with an increasing num- ber of international col- leagues, it is becoming cru- cial that students become aware of what is their future , once they come out of col- lege and OCL is an effective tool that can introduce them to what awaits. Today (Sri Gundicha day) after the Ratha Pratistha puja is done by the Deul Purohit the proces- sion starts from the Jagananth temple sanctum to the rathas, a ritual known as Pahandi. First Sudarsana is taken to the ratha of Subhadra, followed by Balabhadra in a procession. Next Subhadra is taken to her ratha, and finally at the end Jagannath is taken to his ratha by the Daitapatis and other sevakas. After this Gajapati Maharaja (king of Puri) performs the Chhera Pahamra. In this ritual the king is attired like that of a sweeper and he per- forms the duty of sweeping all around the rathas, using a gold handled broom while sprinkling san- dalwood powder water. This grand Chhera Pahamra ceremony still remains the most important roy- al duty and is known as the Gajapati Ma- haraja Seva, making the Maharaja of Puri an integral part of the festival even now, despite monar- chy now long gone redundant. Chhera Pahamra is held twice, on start of the Ratha Yatra, and again on the last day of the yatra, when the deities are brought back to the Jagannath Mandir. After Chhera Pa- hamra the rathas start their journey and are pulled by nu- merous devotees to the Gundicha Tem- ple, which is located at around 3 km away, and the deities stay in this temple for nine days. On the last day the deities are taken back in their respective rathas to Jagannath Mandir. He said atrocities on wom- en decreased by 16% and rape by 11% in 2020. “The talk of in- crease in crimes against women in Ra- jasthan is misleading. The reality is that in comparison to 2019, there has been a de- crease of 9% in women atrocities till June this year. However, there is a partial increase of 0.13% in rape cases this year as com- pared to 2019,” said Lather. “In 2017-18, 30-33% of women had to approach courts to file their FIRs in rape cases. Now this figure has come down to 15%. In 2020, in the category of 498-A IPC cas- es, 13,765 cases were registered in 2020, which is 25% less than last year,” the DGP said. But Ran- deep Surjewala scores more with his statement that, ‘Engine was to be changed, but instead, bo- gies were changed.’ z Home Minister Amit Shah has got the charge of Co-operative Ministry. What would have been PM’s inten- tion behind doing this? Amit Shah is a ray of hope for PM in all cir- cumstances, whether good or bad. Making Shah the in-charge of Cooperative is a master- stroke. There is no per- son in the country, who can beat Shah in poli- tics of ‘Saam, Daam, Dand, Bhed.’ Since the age of 36 , he had per- formed very well in Co- operative sector in Gu- jarat and helped BJP foray into the Dairy sec- tor. There will be far reaching political re- sults of him taking charge of the Co-opera- tive Ministry. He will control politics in fa- vour of BJP through the sector. This is actu- ally a message to Sharad Pawar. There is politics of sugar mills in Maharashtra, now everything is under Shah. Home and Coop- erative is a very deadly combination, but Shah will strike a perfect bal- ance among the two. z After all, what would have been the reasons for the remov- al of powerful minis- ters like RS Prasad, Prakash Javadekar , Dr Harsh Vardhan Ramesh Pokhriyal? Prakash Javadekar is a humble efficient man, who never loses his cool. Party wanted to bring to fore the leaders with larger voter base. The party will certainly uti- lise Javadekar and other leadersoustedfromCabi- netappropriately .Idonot consider any negative repercussion of this. For RS Prasad, it is a tragedy of circumstances. He is a competent ‘yes man,’ who understands his work. For Harsh Vard- han, corona mismanage- ment has been a factor. As far as Pokhriyal is concerned, there was a confusion about CBSE exams and it is consid- eredthathecouldnotcre- ate the desirable impact. z There was talk of Bhupender Yadav be- coming the Law Min- ister till the last mo- ment, but he was handed over Labour , Forest Environment Ministries. How do you view this event? Bhupender Yadav is an- other discovery of Modi- Shah from Rajasthan. Its the rise rise of Bhu- pender Yadav. He got more seats than JDU in Bihar. Yes, he was sched- uled to become the Law Ministeritwasnatural as he is a loyalist lawyer of BJP has handled many cases including the Gujarat riots. BJP and NCP do not seem to be getting closer due to CBI case as such, there are chances of coa- lition of BJP and Shiv Sena again and in such a condition, Fadnavis may become CM again. z Dharmendra Prad- han, who did a bril- liant job in Petroleum, was suddenly made the Education Minis- ter . How do you see this change? Pradhan has performed well in a ministry , which was considered a minis- try of corporates, he changed it to the ‘minis- try of common men’ by allotting free- gas con- nections. Education is a vast sector. Pradhan is associated with Sangh Parivar his main re- sponsibility will be to implement the NEP. Pradhan is a ‘bindaas’ person, who is happy un- der all circumstances. z The PM has includ- ed 5 people from the North East in his Cab- inet, what are the po- litical implications of this? It is just a return gift to the North East. Modi en- joys great stature in the region and has changed all equations there. I re- cently went to Guwahati and inquired from peo- ple and they were sing- ing paeans to Modi. z For the first time, a large number of for- mer bureaucrats and technocrats were as- signed important re- sponsibilities in the Cabinet, wherein, the most shocking case is that of Ashwini Vaishnaw. How do you see this experiment? The experiment is good and such experiments can be done with huge mandate only. You can make such experiments being Narendra Modi and Amit Shah only. Other people wouldn’t allow you in democracy to replace political class with bureaucracy. But they have to perform, else political class will throw them out. z A comparatively young minister , Anur- ag Thakur , has been entrusted with the im- portant responsibility of I B Ministry along with the Minis- try of Sports. Can he be the future CM of Himachal Pradesh? He is a fresh face. He has been a ‘yes man’ and a silent performer in Fi- nance Ministry. Now, there is tension between the government and the media houses over IT rules and ahead of polls, he is tasked with bridg- ing the gap. He has been in BCCI and under- stands sports. He can be the future CM of HP. His father PK Dhumal has been close to Modi. He is one of the best choices to be sent from Delhi. z Jyotiraditya Scind- ia, who came from Congress to BJP , be- came a minister , but Jitin Prasada’s num- ber didn’t come. What would have been the reason for this? He is too young to be a Cabinet Minister. Scind- ia had to wait after join- ing BJP as such Prasada should also wait. There are chances in future. z This Cabinet also included a large num- ber of people with tainted image and criminal background. Would you like to say something about this? Criminal background and politics are deeply connected. Many efforts have been made by vari- ous agencies to separate these two factors, but it is tough. Efforts should be made for decriminali- sation of politics. z In Rajasthan also at least 6 people were in line to become minis- ters, but only Bhu- pender Yadav got the chance. Would you like to say something? Where there’s smoke, there’s fire. There were chances of some of these six, but at the last mo- ment, there were many factors that worked so many names were sacri- ficed. The most shocking is non-inclusion of Diya Kumari, who was set to be included in the Cabi- net. But still there is much time. z Is Ashok Gehlot go- ing to make any major reshuffle in Rajasthan on the lines of Modi Cabinet and has there been a consensus on the issue of including the people of Pilot fac- tion in the cabinet? A million dollar ques- tion. He is going for re- shuffle and there are talks of 6 ministers be- ing dropped, but anoth- er talk is of ‘status -quo’ as the present conditions in Ra- jasthan hint. So, there might be expansion by including some faces from the Pilot group. When it happens is to be seen and it will hap- pen when a consensus is reached on formula with Pilot faction. But question arises wheth- er faces from the Pilot camp will be selected by Pilot or Gehlot. My sources say that Gehlot is stressing on demolish- ing camps and let there be one camp – Congress camp. Gehlot wants to select faces himself as his prerogative. There is deadlock over this and matter is with High Command now. Ajay Maken is in Delhi; One fine day, Sonia Gandhi would call up to reach a consensus, Gehlot will agree and there may be 50:50 formula. But one thing is clear in Ra- jasthan and Punjab that CM is supreme here. A senior leader and PCC chief told me that gov- ernment has been saved only due to Ashok Ge- hlot. Pilot is young, smart, and has time in his hands. He is being projected for a big role in Maharashtra as such he should look forward. Let’s hope that in the in- terest of the state, all camps are demolished and there is only one Congress within coming 2.5 years. z Will Cabinet reshuf- fle be postponed once again due to Assem- bly’s Monsoon Session and local body polls in some districts? Some people have appre- hensions that Gehlot would not allow expan- sion at any cost. This is just a thought and not the truth. I do not see any cause for delay in Cabinet expansion. Peo- ple are mature and the matter has reached So- nia Gandhi now and no one would like to dilute it. Cabinet expansion will happen as soon as consensus is reached on the formula. z How do you see the role of state in-charge Ajay Maken in resolv- ing the Rajasthan crisis? Ajay Maken is a hand- some person with a pleasing personality . He listens to Pilot also and meets all leaders. He is acting as a ‘bridge’ and Pilot camp has faith in him unlike Avinash Pan- de. those belonging to camps are of the view that he is listening more to Pilot. Maken is a part of the real ‘High Com- mand’. He has returned to New Delhi with high hopes.Hehasbeenlarge- ly successful in uniting these two camps. z What are the chal- lenges before the Modi Cabinet in view of 2024 polls? The biggest challenge is that of ‘efficient deliv- ery.’ There are many new faces, who have been elected several times, but have no expe- rience of governance. There are naive faces, who need time to get trained. They have chal- lenge of time-bound de- livery, of rising to the expectations of Modi and Shah.
