The Uniform Civil
Code calls for the for-
mulation of one law for
India which would be
applicable to all reli-
gious communities in

riage, divorce, inherit-
ance, adoption, etc. The
code comes under Arti-
cle 44 of the Constitu-
tion, which lays down
that the state shall en-
deavour to secure a Uni-
form Civil Code for the
citizens throughout the
territory of India.
The issue has been at
the center of the BJP-
RSS’s political narra-

CANCELS BAIL

Lucknow:Ashish Mishra,
accused in the Lakh-
impur Kheri violence in
which eight people died,
surrendered to the court
on Sunday ahead of the
one-week deadline that
the Supreme Court had
given to him early this
week. The SC had earlier
this week cancelled the
bail of Ashish Mishra,
son of Union minister
Ajay Mishra, and given
him a week’s time to sur-
render. The top court had
on April 4 reserved its
order on a plea of farm-
ers seeking cancellation
of bail to Ashish Mishra.
The Allahabad High
Court had granted bail to

India suspends
tourist visas for
Chinese citizens
New Delhi: India has
suspended tourist visas
issued to Chinese na-
tionals, global airlines
body International Air
Transport Association
(IATA) has told its mem-
ber carriers.
The move appeared
to be a response to Bei-
jing stonewalling In-
dia’s appeals about ap-
proximately 22,000 In-
dian students enrolled
in Chinese universities
who are unable to go
back for physical class-
es. However, the neigh-
bouring country has till
date refused to let them
enter.
These students had to
leave their studies in
China and come to In-
dia when the Covid-19
pandemic began in the
beginning of 2020.

Mumbai: The Maha-
rashtra government has
invoked charges under
the Sedition Act against
MLA Ravi Rana and his
MP wife Navneet Rana,
who were arrested ear-

The couple was ar-
rested late on Saturday
after they announced
that they would chant

The police said that
an FIR under Sections
153A, 35, 37, 135 of the
Bombay Police Act had
been filed against them.
Another FIR under Sec-
tion 353 of the IPC was

Court on Sunday where
Special public prosecu-
tor Pradeep Gharat said
that the Sedition Act
had been invoked
against the two. The
couple has been sent to
judicial custody for 14
days.

ment projects worth around Rs
20,000 crore. These included the
inauguration of the Banihal-
Qazigund road tunnel and a 500
KV solar power plant at Palli.

Jammu: An explosion took
place in an agriculture field on
the outskirts of Jammu on April
24 with police suspecting that
it was caused by a lightning
strike or a meteorite. The blast
was reported in Lalian village
in Bishnan belt. “We suspect
it to be a meteorite.... might
be lightning”, a senior police
officer told PTI.

Lucknow: The UP So-
cial Welfare Ministry
has proposed a first of
its kind census for
transgender people in
the state, aimed at de-
vising welfare mea-
sures for the marginal-
ised community, ac-
cording to official
sources.
The Social Welfare
Ministry of Uttar
Pradesh has proposed
the idea amid other
welfare schemes for the
marginalised commu-
nities in the state.
The ministry has
proposed a budget of Rs
200 crore for the welfare
of transgender people
by means of providing
them education facili-
ties, developing their
colonies with basic
amenities and rehabili-
tating elderly members
of the community, the
sources said.
Chief Minister Yogi
Adityanath had on
April 18 directed state
government officials to
carry forward welfare
measures for transgen-
der people.
During his first ten-
ure as chief minister,
Uttar Pradesh Chief
Minister Yogi Aditya-
nath had in 2021 formed
the Transgender Wel-
fare Board.
An estimated 20 lakh
transgenders live
across the state, with
most of them having
limited means of edu-
cation and survival.
However, the first meet-
ing of the board took
place only on April 19
which was chaired by
Social Welfare Minister
Asim Arun.
Board’s vice presi-
dent Sonam Chishti
and members Tina
Maa, Kiran Baba, Mad-
hu and Dr Satya
Prakash Singh attend-
ed the meet in Lucknow.
The ministry is also
in the process of writ-
ing to other state de-
partments concerned
for expediting develop-
ment works like proper
roads, water and elec-
tricity connections, etc
in colonies where the
community members
live.It has also pro-
posed setting up Gari-
ma Grah (Dignity
Home) in cities on lines
of old-age homes for
the elderly transgender
people to help them
lead a comfortable and
dignified life.
After the Transgen-
der Welfare Board’s
meeting, the ministry
is understood to have
presented the proposals
to the state government
during a review by the
CM last week. The date
for beginning the cen-
sus will be decided after
the government’s
go-ahead.

Chief Minister Yogi Ad-
ityanath said that his
government is working
towards empowerment
and holistic develop-
ment of Gram Pancha-
yats through proper
utilization of resources
to realize Mahatma
Gandhi’s vision of
‘Gram Swaraj’.
While launching de-
velopment projects
worth over Rs 1100
crores in Airi Rampu-
ra, Jalaun on Sunday,
Yogi said, “Gram
Swaraj, put forward by
Gandhiji will be real-
ised only when our pan-
chayats are empowered
to become ‘Atmanir-
bhar’. If all 58,000 gram
panchayats work with a
positive approach, then
every citizen, every vil-
lage will contribute to-
wards prosperity of
India.”
Emphasising on de-
velopmental initiatives,
the CM said that his
government is working
towards establishment
of village secretariats
for implementation of
various government
schemes, facilities of
optical fibre and wifi in
every gram panchayat.
Yogi further said that
under Azadi ka Amrit
Mahotsava, the exercise
of excavation/rejuve-
nation of ‘Amrit Saro-
vars’ (ponds) will en-
courage the villagers
towards conservation
of rain water, its better
management, usage
and plantation of trees.
“The Amrit Sarovars
will emerge as tourist
destinations and will
serve as spots for villag-
ers to celebrate nation-
al events,” he added.
Among the inaugu-
rated projects were as
many as 39,000 Pancha-
yat Secretariats with
Internet connectivity
built at a cost of Rs
682.50 crore, as many
as 7,10,000 LED lights
installed in panchayats
at a cost of Rs 306.72
crore, 2,000 community
toilets built at a cost of
Rs 90 crore and 16 Distt
Panchayat Resource
Centers and Training
Centers (DPRCs) con-
structed at a cost of Rs
33.60 crore.
UP secured the third
spot for the e-Panchayat
award for ensuring
maximum use of infor-
mation technology for
monitoring the works
of the Panchayats.

BJP first to
promise UCC
legislation

agenda for the Bharati-
ya Janata Party (BJP),
which has been push-
ing for its legislation in
Parliament.
The BJP was the first
to promise the imple-
mentation of UCC if it
comes to power in its
2019 Lok Sabha election
manifesto.
Since issues like mar-
riage, divorce, inheri-
tance are in concurrent
list of the Constitution,
both states and central
government have power
to implement the UCC.
The UCC aims to pro-
vide protection to vul-
nerable sections includ-
ing women and reli-
gious minorities, while
also promoting nation-
alistic unity
.
When enacted, the
code will work to sim-
plify laws that are seg-
regated at present on
the basis of religious
beliefs, like the Hindu
code bill, Shariat law,
and others. The code
will simplify the com-
plex laws around mar-
riage ceremonies, in-
heritance, succession,
adoptions making them
one for all.
Operation Kayakalp to
transform primary and
upper primary schools

Lucknow: With an
aim to consistently
improve education
facilities in the state,
the Yogi government
in its second term
under ‘Operation
Kayakalp’ will trans-
form the primary
and secondary
schools into ‘smart
schools’.
To fulfill the quali-
ty education resolu-
tion and make the
state-run schools at
par with the private
schools in terms of
facilities and infra-
structure, the gov-
ernment has chalked
out an action plan.
About 30,000 sec-
ondary schools will
be equipped with
smart classrooms,
playgrounds, proper
toilets, libraries,
computer labs, art
rooms and other
modern facilities.
Owing to the sus-
tained efforts of the
Yogi government in
the past, the state-
run schools are
amalgamating tradi-
tional teaching
methodology with
tech-based learning
to improve the qual-
ity of education.

‘Operation Kaya-
kalp’ is aimed at
transforming the pri-
mary schools of the
state was started in
the year 2019.
Under this, efforts
are being made to
provide a clean and
safe environment
with modern facili-
ties to 1.64 lakh chil-

of the state.
‘ALL BASIC FACILITIES SHOULD BE
PROVIDED TO SCHOOL STUDENTS’
Adityanath also directed that all government
schools must offer basic facilities such as
toilets, drinking water, furniture and smart
classes to students. Departmental officials
must carry out a campaign to collaborate
with alumni (of government schools) and
private firms for the transformation of state-
run schools in Uttar Pradesh, Yogi Aditya-
nath said a few days ago.
Yogi government to give facelift to
183 bus stations in Uttar Pradesh

Lucknow: As many as
183 bus terminals in Ut-
tar Pradesh will be de-
veloped as world class
through Public Private
Partnership (PPP) mod-
el with better passenger
facilities under the am-
bitious ‘Kayakalp’
(facelift) scheme.
Besides clean drink-
ing water for passen-
gers and water coolers
that give these Bus sta-
tions will be repainted.
New signage boards in-
forming passengers,
timetables and fare ta-
bles will also be visible.
In its second term, the
Yogi government is go-
ing to get these works
completed through the
‘Kayakalp’ scheme.
The effort of the gov-
ernment is also to en-
hance the passenger
amenities by streamlin-
ing the arrangements at
the bus stations.
For this, the govern-
ment is going to imple-
ment changes that will
benefit the passengers.
Under the scheme, the
yard, building and
rooms at the bus station
will be repaired.
Seats will be ar-
ranged in the passenger
shed. Along with proper
arrangement of light-
ing, fan-coolers will
also be installed to give
some respite from the
scorching heat. Apart
from regular nainte-
nance, there will also be
regular cleaning of toi-
lets for both men and
women.

Lucknow: Mahant Nr-
itya Gopal Das, presi-
dent of Shri Ram
Janmabhoomi Teerth
Kshetra Trust, was ad-
mitted to a hospital
here in a critical condi-
tion on Sunday.
According to a medical
bulletin issued by the
Medanta here, 84-year-
old Das was admitted
around 12.30 pm on
Sunday due to urinary
tract infection and seri-
ous kidney problem.
Das’s treatment was
started immediately af-
ter reaching the hospi-
tal. He has been kept
under the supervision
of doctors of the Criti-
cal Care Unit. His con-
dition is serious. ..but
stable, the hospital said.

him and opined that the
present case was one of

Cancelling his bail,
the SC said the victims
were denied “a fair and
effective hearing” in the
AllahabadHC,whichad-
opted a “myopic view of
the evidence”.
The SC had also noted
that a victim has unbri-
dledparticipatoryrights
fromthestageof investi-
gation till the culmina-
tion of the proceedings
in an appeal or revision.
Holding that the HC
order cannot be sus-
tained and deserved to
be set aside, the SC
termed the Lakhimpur
Kheriincident,if trueas
per allegations, as “an
awakening call” to the
state authorities to rein-
force adequate protec-
tion for the life, liberty
and properties of eye/
injured witnesses and
families of the dead.

Delhi government is
mulling to bring Malcha
Mahal, the 14th century
Tughlaq-era hunting
lodge located in the Cen-
tral Ridge, on city’s tour-
ist map after renovating
the heritage structure,
official sources said.
Malcha Mahal was
the abode of self-pro-
claimed descendants of
the Nawab of Awadh,
and lies neglected since
the death of the last of
the royal family in Sep-
tember 2017.

ridge along Sardar Patel
Marg, the ancient struc-
ture is neither an ASI
protected monument
nor the state govern-
ment has paid any atten-
tion to conserve it.
The hope to conserve
its heritage value has
been rekindled as, the
sources said, the state
government’s archaeol-
ogy department is mak-
ing effort to hire a con-
sultant to prepare a de-
tailed plan for its resto-
ration.
Arequestforproposal
is being prepared and it
will be issued soon to
hire a consultant for the
restorationworkof Mal-
cha Mahal. We are plan-
ning to invite agencies
who have expertise in
thisfieldtocarryoutthe
restoration work, the
sources said, adding
that if everything goes
as per plan the resto-
ration work should be-
gin in the next five-six
months.
After starting of the
restoration work, it is
likely to take a few years
to complete the project,
they said.
Official sources said
most people were un-
aware about this hidden
historical monument in
the city, so the govern-
ment was also planning
to put it on city’s tourist
map by developing tour-
ist friendly activities
there.
They, however, said
this plan was in very
nascent stage and it will
be early to predict what
sort of facilities or ac-
tivities will be planned
there for tourism pur-
poses.
Baghpat (PTI): An
11-year-old girl was al-
legedly raped by the
priest of a church here,
following which he was
arrested, the police said
on Sunday
.
The incident took
place in a village in
Chandinagar area here
on Saturday, they said.
According to a com-
plaint filed by the girl’s
mother, her daughter
had gone to the church
for cycling when the
priest, Albert, raped
her, Superintendent of
Police Neeraj Jadoun
said.
The accused also
threatened the girl with
dire consequences if
she disclosed the matter
to anyone. The girl,
however, narrated her
ordeal to her parents
after reaching home, he
said.
On the basis of the
complaint, the priest
was arrested, he said.
Azamgarh (PTI): A
Muslim family here of-
fered their house to or-
ganise the marriage
function of a Hindu girl,
who had lost her father
in the first Covid wave.
The family welcomed
the marriage procession
attheirhomeandpartic-
ipated in the celebra-
tions along with rela-
tives of the bride, Pooja.
The girl’s family had
fixed her marriage for
April 22 and reached out
to their Muslim neigh-
bours for help at the last
moment.

Das was arrested on
April 13 after one
Ramnaresh filed a
complaint against
him. After his release,
the seer said he is
ready to go to jail a
thousand times and
face many attacks, but
will continue to safe-
guard his religion and

carry out “jihad”.
He also posted a pic-
ture of a crowd wear-
ing skull caps and hold-
ing sticks on his Face-
book page with the
comment.
“If this crowd sud-
denly comes to your
street or house, then do

The Unnao MP is
known for making con-
troversial statements.
In a 2015 public gath-
ering in Meerut, he had
urged Hindu women to
produce at least four
children to protect Hin-
duism in the country.
The same year he
said madrasas were
creating terrorists and
encouraged their stu-
dents to carry out “love
Jihad”, a derogatory
term used by right-
wing activists to refer
to the alleged campaign
of Muslims forcing
Hindu girls to convert
in the guise of love.
In 2017, Sakshi Ma-
haraj raised eyebrows
by saying that the pop-
ulation of the country
was rising because of
those who talked of
four wives and 40 chil-
dren, apparently tar-

been a debate for
and against death
penalty in India.
Those against it
argue that it is no deterrence
against crime. Gruesome
rapes committed after the
2013 gang-rape of a girl in
Delhi and a Dalit girl’s rape
in Hathras in 2020 prove this
group’s argument. On the
other hand, Amnesty Inter-
national argues that capital
punishment violates a con-
vict’s human right so it
should be done away with. In
the face of for and against
arguments the Supreme
Court ruled in 1983 that the
death penalty should be or-
dered only in the “rarest of
rare” cases. Ever since, there
have been fewer cases in
which criminals have been
sent to the gallows as sen-
tencing to life became more
common.
But Madhya Pradesh
seems averse to the policy of
“rarest of rare case”. On the
contrary, the state govern-
ment rewards public prose-
cutors on the number of
death sentences they win at
the level of trial courts. At-
torney-General KK Venugo-
pal submitted before a three-
judge bench of the Supreme
Court that the practice
should be “nipped in the
bud”. The bench is headed by
Justice UU Lalit and com-
prises Justices S Ravindra
Bhat and PS Narasimha.
To set things right the
bench indicated that it
would lay down guidelines
for the courts to follow
across the country. The
guidelines will be applicable
to cases involving death sen-
tences. The AG agreed with
the bench that the system
pertaining to the death sen-
tence, instead of being in-
centive-based, needs to “in-
stitutionalised”. An impor-
tant change being consid-
ered is to provide legal as-
sistance to the accused.

their tactical goal is to ensure

has earned the right to define
the parameters of victory
within its sovereign territory

It should be the United States’
policy to do all in its power,
short of direct military con-
frontation with Russia, to en-
sure Ukraine wins and Rus-
sia loses. Russia needs to
come out poorer for having
unlawfully invaded a peace-
ful neighbor. Lest it consoli-
date its ill-gotten gains and
bide it’s time for another
strike – as has been Russia’s
way under Putin’s rule.
The Russian invasion of
Ukraine is not just a regional
conflict. It is a frontal attack
by a revisionist autocracy on
the rules-based free world
that enabled over seven dec-
ades of unprecedented global
peace and prosperity. Rus-
sia’s blatant attack on the
free world order should be
forcefully repulsed to ensure
such attacks are not repeated
or encouraged. A resolute re-
sponse would warn China
not to follow in Russia’s foot-
steps in attempting to take
Taiwan by force. The peace
and prosperity of the United
States, Eurowwpe and the
rest of the free world depends
on it. Ambivalence and half
measures paved the way to
the invasion of Ukraine. Gaz-
ing into Putin’s soul, press-
ing RESET buttons with Lav-
rov and taking Putin’s word
over your own intelligence
services need be relegated to
the dustbin of history as
grave follies.
Stayingthecoursethrough
a protracted war in Ukraine
to its eventual victory will be
hard. Transatlantic leaders,
in respect to their citizens,
should be candid about it. It
is in America and Europe’s
direct national interest to en-
sure a Ukraine victory and to
preserve the Free World or-
der. Failure will incur high
costs in blood and treasure
both here and now, as well as
down the road. Consequent-
ly, this endeavor is deserving
of sacrifice by free world
citizens, including enduring
momentary discomfort and
high costs.
In the near-term, America
and Europe should act with
greater urgency along three
fronts to ensure a Ukrainian
victory: strengthening
Ukraine’s defensive capabili-
ties, buttressing Ukraine’s
finances and exacting exten-
sive economic costs on Russia
to desist its war. Humanitar-
ian assistance for over seven
million displaced Ukrainians
should continue unabated.
Ukrainians have proven
that with right weapons they
are more than a match for the
Russian conscripts. America
and Europe should augment
their supply of defensive
weapons – with requisite le-
thality – for Ukraine’s forces
to take the fight to the Rus-
sians within Ukraine’s sover-
eign territory. Importantly,
America should prioritize
building Ukrainian air de-
fense capacity with all neces-
sary haste. Ukraine cannot be
allowed to falter for the lack
of appropriate munitions.
AmericaandEuropeshould
guarantee that the Ukrainian
state remains solvent. The
country is at war with its
economy in shambles. The US
and Europe should act
through the International
MonetaryFundandtheWorld
Bank to provide a robust fi-
nancial assistance package to
Ukraine. The G7 could estab-
lishaUkraineReconstruction
and Reinvestment Fund with
credit guarantees.

ing alliance in Assam
swept the Guwahati
Municipal Corporation
(GMC) elections, the
results for which were
declared on Sunday.
The alliance bagged
58 of the 60 wards –
BJP 52 (three unop-

Empaneled secretaries looking forward to posting
BUREAUCRACY
Srinagar (PTI): The
security forces on
Sunday gunned down
at least three terror-
ists affiliated with the
proscribed terror
group Lashkar-e-Tai-
ba (LeT), the Jammu
and Kashmir police
informed.
The three militants
were killed in the Pa-
hoo area of Pulwama
in south Kashmir.
Based on specific in-
puts about the pres-
ence of terrorists in
the area, security
forces launched a
search operation
there, a police official
told media.
The search opera-
tion turned into an
encounter after the
terrorists fired upon
the security person-
nel, who retaliated. In
the exchange of fir-
ing, three terrorists
have been killed so
far, the police said.
While the area has
been cordoned off,
the operation is still
underway.
This is the third en-
counter in the Kash-
mir valley in three
days and the fourth in
JK. With this en-
counter, 10 terrorists
have been killed in
four encounters in the
past three days.
The DG of JKP said,
“An encounter started
on a specific input of
district police Pulwah-
ma at Pahoo village in
Pulwahma.”

tribal woman was al-
legedly assaulted and
stripped in public by a
group of nine people at
a village under Belt-
hangady taluk in Dak-
shina Kannada district
of Karnataka. The ac-
cused even shot a video
when they were strip-
ping the woman.
The incident oc-
curred on April 19. It is
being said that the inci-
dent is the fallout of a
land dispute.
In her complaint,

PATIENT
Nayati Healthcare chairperson
Niira Radia and seven others
have been booked for alleged
negligence in treating a
COVID-19 patient who died after
being discharged from the
hospital here, police said on
Sunday. The FIR was registered
after Bhagwati Verma, a resident
of Krishnanagar area, accused
the Neyati Medicity hospital
management of negligence in the
treatment of her husband and
not following Covid guidelines.
According to a complaint filed by
the woman at the Jaint police
station, the hospital discharged
the patient without any prior
information. She further alleged
that her husband contracted the
coronavirus infection last year
and was admitted to Nayati
Hospital on May 10, 2021. She
said her husband was
discharged on May 15 and later
died. The woman also claimed
that the hospital fraudulently
took more than Rs 1.90 lakh
from them as treatment expense.
Police said the FIR was
registered against Niira Radia,
hospital director Narendra Singh,
Senior Accounts Officer Sunil,
Accounts Officer Balkishan
Chaturvedi, Finance Director
Yatish Behl, Finance Controller
Hemant Java, and Chandan
Singh and Sagar Tuteja under
sections of the Indian Penal
Code. Deputy Superintendent of
Police (Sadar) Praveen Malik
said the matter is being
investigated and there will be
arrests soon. The hospital has
been closed for the last few
months and there was no
immediate comment on the FIR.
Radia was earlier a corporate
lobbyist. She hit the headlines in
2009 after some tapes surfaced
allegedly indicating her role in
influencing government
decisions on 2G spectrum
allocation. She was summoned
by Economic Offences Wing of
Delhi Police last year in
connection with a case in which
three people were arrested for
siphoning off more than Rs 300
crore that was taken as a loan
from Yes Bank to build a

Aman who was a working as a
caretaker of a Judge’s house,
was brutally killed at a residence
in the Chinhat police station
area. Police sources said Mohit
Sahu was a car mechanic and he
was residing in a Judge’s house
as a caretaker with his wife and 3
children. Mohit was found dead at
the residence with his head
chopped off. The wife of the
deceased has alleged that the
brother of Mohit is behind the
crime. Police rushed to the spot
after information and initiated the
investigation. The initial probe
revealed that Bhupendra, brother
of the deceased had a feud with
Mohit over a land dispute. He had
met with Mohit on Saturday and
killed him the next day. 
Ghanshyam Tewari, inspector of
Chinhat police station said that the
accused Bhupendra was arrested
and interrogation is underway.
Doman, the youngest brother of
the deceased told police that
Bhupendra earlier used to live
with Mohit and he had an illicit
relationship with his wife. Police
investigations also indicated illicit
relationships could be the reason
behind the crime. Police have
recovered a crime weapon near
the house  investigations were

stabbed to death while
another was severely
injured in a knife at-
tack over a land dis-
pute in two different
incidents in the Lisadi
Gate area under the
Brahmpuri police sta-
tion area.
Police sources here
said that Yunus has a
paternal house in the
Tarapuri Lisadi Gate
area and he had a dis-
pute over it with his
uncle. They had scuf-
fled on Saturday night
and police had pacified
the situation later.
Yunus was attacked by
three persons on Sun-
day morning near An-
jum Palace in the Lisa-
di Gate area and the
assailants stabbed him
to death. Yunus was

to be disillusioned with
the community

Mayawati’s party is
once again focusing on
its core votebase Dalits,
perhaps this is the rea-
son why many veteran
Brahmin leaders of the
partyseemtobemargin-
alized or are coming un-
der the target of disci-
plinary action.
For the BSP
, which
formed a thumping ma-
jority government in
2007 through the Dal-
it-Brahmin social engi-
neering formula, the
subsequent elections
brought only a message
of despair. After defeat-
ing the SP in 2012, May-
awati had every hope of
getting success in the
next elections. But in
2017, the BSP was re-
duced to just 19 seats
with 22.24 percent votes.
The 2022 assembly
elections of UP proved
to be a tremendous set-
back for the BSP. While
the party’s vote share
slipped down to 13 per
cent, it could get only
one assembly seat. This
wasthemostdisappoint-
ing performance of the
party established by
Kanshi Ram after the
year 1993. In these elec-
tions, the BJP made a
visible dent in the par-
ty’s core voters, Dalits.
According to political
experts,the2017election
results were a wake-up
call for Mayawati. But

lyDue to the shifting of
Dalit base voters, BSP is
facing many hurdles.

Sitapur (PTI): Sama-
jwadi Party MLA Ravi-
das Mehrotra on Sun-
day alleged that he was
not allowed to meet se-
nior party leader Azam
Khan, who is lodged in
the district jail here.
Mehrotra also al-
leged that Khan might
be killed inside the Sita-
pur Jail. “Jail adminis-
tration did not allow me
to meet Azam Khan and
I was told he is unwell
and is sleeping,” Meh-
rotra told reporters out-
side the district jail.
“It seems the state is
under a kind of unde-
clared emergency and
the government itself
is killing democracy.
We have apprehensions
that Azam Khan could
also be killed in jail.
“So we are agitating

become more responsive to the needs of students during the pandemic

certainty in eve-
ry aspect of life
and students
particularly have gone
through unprecedented
upheavals in the past few
years. As the pandemic
related restrictions ease
and schools and colleges
reopen, students are ex-
pected to dive right into
the old normal after a lit-
tle over two years of on-
line learning. Now acute
stress has been added to
the situation with multi-
ple universities display-
ing an indecisive atti-
tude regarding the ex-
amination mode and
whether it should be on-
line or offline.
Rajesh Bhatia, an edu-
cationist and founder of
TreeHouse,anonlineand
offline chain of play-
schools, thinks this situ-
ation could have been
avoided and asks, “Why
to put students through
needless stress when we
already have an examina-
tion system that triggers
massive anxiety among
students. I recently read
a newspaper report that
said that we lost 12,582
lives to examination
stress between 2014 and
2020. The current indeci-
siveness of universities
about whether examina-
tions are to be held online
or offline has not helped
at all. The education sys-
tem must become more
responsive to the needs
of students during the
pandemic.
He also thinks parents
and educators need to be
more vigilant during this
time to observe signs of
stress, anxiety and says,
“Weneednewer,kind-
ermethodsof eval-
uation but right
now, let us please
focusonthemen-
tal health of
students and
watch out for
signs of
stress like
panic at-
tacks, sleeplessness, hy-
peractivity
, lack of moti-
vation, aches and pains,
upset stomach, mood

must be normalised espe-
ciallywhennotallparents
are equipped to provide
urgent solutions for a
mental health crisis.”
He also wants students
to not internalise exami-
nation stress and says,
“Yes, the pressure to excel
is inordinate but please
don’t believe any big or
small failure is perma-
nent. Every day
, we all get
a brand new chance to
learn from our mistakes
and do better. If you feel
you are not ready for an
offline examination, at-
tempt writing exercises
and time yourself. Sleep
andeatontime,addalittle
physical activity to your
routine and learn a few
breathing exercises. And
remembertoalwaysreach
out to a trusted friend or a
family member when you
are feeling too anxious.

whenyoufeelisolatedand
overwhelmed.”
Bhatia also hopes
schools and universities
will start offline modules
to slowly ease students
back into conventional
modes of learning and
also offer them hybrid op-
tions to choose from. As
he says, “We are now liv-
ing in a world where edu-
cation systems cannot be
rigidandmustbeflexible.
The pandemic has al-
lowed us to change out-
dated methods of teach-
ing and we must adapt to
the times. We cannot just
discuss how broken our
systems are, we must fix
themforthesakeof every
student regardless of
theireconomicandsocial
background.”

been introduced by the Mughals.

Zardozi is a beautiful
style of metal
embroidery that

Bidri is that in
Zarbuland, the pattern

New Scoring
System
CITY FIRST
I
n line with the Na-
tional Education
Policy 2020, the Ut-
tar Pradesh Higher
Education System has
now directed all the
educational institutes
to make assessments
through a 10-point
grading system.
According to re-
ports, this grad-
ing system will be
applied to under-
graduate courses in-
cluding BA, BSc and
BCom at all the uni-
versities and colleges
in Uttar Pradesh. As
per the Principal Sec-
retary for Higher Edu-
cation Monika Garg,
this system will be im-
plemented at all the
universities in Uttar
Pradesh from the aca-
demic year 2022-23.
This new grading
method will now be
used to grade all ma-
jor, minor, co-curricu-
lar, and vocational top-
ics. Students will re-
ceive grades based on
their performance in
these disciplines. Stu-
dents that receive a
score of 91-100 will re-
ceive a maximum
grade of 10 and the
grade letter O, which
stands for Out-
standing, under
this grading sys-
tem.
This regulation,
which is in effect at all
state and private col-
leges across the state,
aims to promote uni-
formity among stu-
dents while also allevi-
ating them of unneed-
ed stress in order to
get the highest possi-
ble grade. Further-
more, by removing
unhealthy rivalry
among high achievers,
this step will improve
the studying atmos-
phere at institutions.
CHAKK DE UTTAR PRADESH!

he Uttar Pradesh
government has
vowed to open
up gyms and sta-
diums across 100-gram
panchayats shortly in
order to develop the
state’s rural and raw
sports ability. Accord-
ing to sources, the new
facilities would be built
under the banner of Ut-
tar Pradesh’s ‘Khoob-
Khelo-Khoob-Badho,’
with the goal of encour-
aging players from
smaller villages and
districts to achieve
their goals.
The Youth Welfare De-
partment is arranging
sports fields and open
gyms from village to
village at the gram pan-
chayat level under the
MGNREGA scheme.
The state government
is also making efforts to
nurture sports talent
and intensify sports
competition within the
state. UP has already
built more than 44 hos-
tels for the training of
16 sports in 19 districts
and with the upcoming
provisions, it aims to
become a leader in the
country in the field of
sports.
In line with this vi-
sion, the govern-
ment has also
raised the value of
sports kits in the
state. Now, each player
will get a kit worth
`2500, instead of the
earlier `1000. This will
encourage more people
to view sports as a via-
ble field, simultane-
ously boosting the play-
er pool for the upcom-
ing international
leagues, events such as
Asian Games, Olym-
pics and the likes.

n a bid to boost tour-
ism in the state, the
Uttar Pradesh gov-
ernment is all set to
construct new heliports
across the state. While
the new heliports will
come up in Agra, Ma-
thura and Prayagraj the
existing helipad in Luc-
know will be trans-
formed into a heliport
too. Based on the Pub-
lic-Private Partner-
ship model, the con-
struction work for
this ambitious project
is expected to begin
soon.
Notably, the helipad
near Lucknow’s Rama-
bai Ambedkar Park is
not functional at pre-
sent. Under the ambit of
this project, the admin-
istration has directed
the state Tourism De-
partment to equip the
helipad with all modern
amenities and resume
its operation now.
Thismoveisinlinewith
the centre’s policy for
heliport tourism and its
guidelines for building
heliports under the
Scheme of Product/In-
frastructure Develop-
ment for Destinations
and Circuits. The ad-
ministration has al-
ready floated `5 crores
each for the new heli-
ports that are set to aug-
ment tourism across Ut-
tar Pradesh.

UNIFORM CIVIL CODE TO HOG LIMELIGHT IN UP AS 2024 NEARS WINDS OF CHANGE First India Bureau Lucknow: With Union Home Minister Amit Shah announcing that Uttarakhand will un- dertake a pilot project for the implementation of Uniform Civil Code (UCC) and UP Deputy Chief Minister Keshav Prasad Maurya point- ing out that a similar proposal is under con- sideration in the Yogi Adityanath govern- ment, the contentious issue is going to hog the limelight in the state in the run-up to 2024 Lok Sabha elections. The Social Welfare Ministry of Uttar Pradesh has proposed the idea amid other welfare schemes for the marginalised commu- nities in the state. The ministry has proposed a budget of Rs 200 crore for the welfare of transgender people by means of providing them education facili- ties, developing their colonies with basic amenities and rehabili- tating elderly members of the community, the sources said. Chief Minister Yogi Adityanath had on April 18 directed state government officials to carry forward welfare measures for transgen- der people. During his first ten- ure as chief minister, Uttar Pradesh Chief Minister Yogi Aditya- nath had in 2021 formed the Transgender Wel- fare Board. An estimated 20 lakh transgenders live across the state, with most of them having limited means of edu- cation and survival. However, the first meet- ing of the board took place only on April 19 which was chaired by Social Welfare Minister Asim Arun. Board’s vice presi- dent Sonam Chishti and members Tina Maa, Kiran Baba, Mad- hu and Dr Satya Prakash Singh attend- ed the meet in Lucknow. The ministry is also in the process of writ- ing to other state de- partments concerned for expediting develop- ment works like proper roads, water and elec- tricity connections, etc in colonies where the community members live.It has also pro- posed setting up Gari- ma Grah (Dignity Home) in cities on lines of old-age homes for the elderly transgender people to help them lead a comfortable and dignified life. After the Transgen- der Welfare Board’s meeting, the ministry is understood to have presented the proposals to the state government during a review by the CM last week. The date for beginning the cen- sus will be decided after the government’s go-ahead. While launching de- velopment projects worth over Rs 1100 crores in Airi Rampu- ra, Jalaun on Sunday, Yogi said, “Gram Swaraj, put forward by Gandhiji will be real- ised only when our pan- chayats are empowered to become ‘Atmanir- bhar’. If all 58,000 gram panchayats work with a positive approach, then every citizen, every vil- lage will contribute to- wards prosperity of India.” Emphasising on de- velopmental initiatives, the CM said that his government is working towards establishment of village secretariats for implementation of various government schemes, facilities of optical fibre and wifi in every gram panchayat. Yogi further said that under Azadi ka Amrit Mahotsava, the exercise of excavation/rejuve- nation of ‘Amrit Saro- vars’ (ponds) will en- courage the villagers towards conservation of rain water, its better management, usage and plantation of trees. “The Amrit Sarovars will emerge as tourist destinations and will serve as spots for villag- ers to celebrate nation- al events,” he added. Among the inaugu- rated projects were as many as 39,000 Pancha- yat Secretariats with Internet connectivity built at a cost of Rs 682.50 crore, as many as 7,10,000 LED lights installed in panchayats at a cost of Rs 306.72 crore, 2,000 community toilets built at a cost of Rs 90 crore and 16 Distt Panchayat Resource Centers and Training Centers (DPRCs) con- structed at a cost of Rs 33.60 crore. UP secured the third spot for the e-Panchayat award for ensuring maximum use of infor- mation technology for monitoring the works of the Panchayats. BJP first to promise UCC legislation Contuinued from page 1 a century and a priority agenda for the Bharati- ya Janata Party (BJP), which has been push- ing for its legislation in Parliament. The BJP was the first to promise the imple- mentation of UCC if it comes to power in its 2019 Lok Sabha election manifesto. Since issues like mar- riage, divorce, inheri- tance are in concurrent list of the Constitution, both states and central government have power to implement the UCC. The UCC aims to pro- vide protection to vul- nerable sections includ- ing women and reli- gious minorities, while also promoting nation- alistic unity . When enacted, the code will work to sim- plify laws that are seg- regated at present on the basis of religious beliefs, like the Hindu code bill, Shariat law, and others. The code will simplify the com- plex laws around mar- riage ceremonies, in- heritance, succession, adoptions making them one for all. Operation Kayakalp to transform primary and upper primary schools First India Bureau Lucknow: With an aim to consistently improve education facilities in the state, the Yogi government in its second term under ‘Operation Kayakalp’ will trans- form the primary and secondary schools into ‘smart schools’. To fulfill the quali- ty education resolu- tion and make the state-run schools at par with the private schools in terms of facilities and infra- structure, the gov- ernment has chalked out an action plan. About 30,000 sec- ondary schools will be equipped with smart classrooms, playgrounds, proper toilets, libraries, computer labs, art rooms and other modern facilities. Owing to the sus- tained efforts of the Yogi government in the past, the state- run schools are amalgamating tradi- tional teaching methodology with tech-based learning to improve the qual- ity of education. Yogi Adityanath led government’s ‘Operation Kaya- kalp’ is aimed at transforming the pri- mary schools of the state was started in the year 2019. Under this, efforts are being made to provide a clean and safe environment with modern facili- ties to 1.64 lakh chil- dren studying in 1.33 lakh council schools of the state. ‘ALL BASIC FACILITIES SHOULD BE PROVIDED TO SCHOOL STUDENTS’ Adityanath also directed that all government schools must offer basic facilities such as toilets, drinking water, furniture and smart classes to students. Departmental officials must carry out a campaign to collaborate with alumni (of government schools) and private firms for the transformation of state- run schools in Uttar Pradesh, Yogi Aditya- nath said a few days ago. Yogi government to give facelift to 183 bus stations in Uttar Pradesh First India Bureau Lucknow: As many as 183 bus terminals in Ut- tar Pradesh will be de- veloped as world class through Public Private Partnership (PPP) mod- el with better passenger facilities under the am- bitious ‘Kayakalp’ (facelift) scheme. Besides clean drink- ing water for passen- gers and water coolers that give these Bus sta- tions will be repainted. New signage boards in- forming passengers, timetables and fare ta- bles will also be visible. In its second term, the Yogi government is go- ing to get these works completed through the ‘Kayakalp’ scheme. The effort of the gov- ernment is also to en- hance the passenger amenities by streamlin- ing the arrangements at the bus stations. For this, the govern- ment is going to imple- ment changes that will benefit the passengers. Under the scheme, the yard, building and rooms at the bus station will be repaired. Seats will be ar- ranged in the passenger shed. Along with proper arrangement of light- ing, fan-coolers will also be installed to give some respite from the scorching heat. Apart from regular nainte- nance, there will also be regular cleaning of toi- lets for both men and women. The Alambagh Bus Stand of Lucknow recently got a facelift. Nritya Gopal Das critical, admitted to Medanta hosp First India Bureau Lucknow: Mahant Nr- itya Gopal Das, presi- dent of Shri Ram Janmabhoomi Teerth Kshetra Trust, was ad- mitted to a hospital here in a critical condi- tion on Sunday. According to a medical bulletin issued by the Medanta here, 84-year- old Das was admitted around 12.30 pm on Sunday due to urinary tract infection and seri- ous kidney problem. The SC had also noted that a victim has unbri- dledparticipatoryrights fromthestageof investi- gation till the culmina- tion of the proceedings in an appeal or revision. Holding that the HC order cannot be sus- tained and deserved to be set aside, the SC termed the Lakhimpur Kheriincident,if trueas per allegations, as “an awakening call” to the state authorities to rein- force adequate protec- tion for the life, liberty and properties of eye/ injured witnesses and families of the dead. New Delhi (PTI): The Delhi government is mulling to bring Malcha Mahal, the 14th century Tughlaq-era hunting lodge located in the Cen- tral Ridge, on city’s tour- ist map after renovating the heritage structure, official sources said. Malcha Mahal was the abode of self-pro- claimed descendants of the Nawab of Awadh, and lies neglected since the death of the last of the royal family in Sep- tember 2017. Hidden behind thick foliage in the central ridge along Sardar Patel Marg, the ancient struc- ture is neither an ASI protected monument nor the state govern- ment has paid any atten- tion to conserve it. The hope to conserve its heritage value has been rekindled as, the sources said, the state government’s archaeol- ogy department is mak- ing effort to hire a con- sultant to prepare a de- tailed plan for its resto- ration. Arequestforproposal is being prepared and it will be issued soon to hire a consultant for the restorationworkof Mal- cha Mahal. We are plan- ning to invite agencies who have expertise in thisfieldtocarryoutthe restoration work, the sources said, adding that if everything goes as per plan the resto- ration work should be- gin in the next five-six months. After starting of the restoration work, it is likely to take a few years to complete the project, they said. Official sources said most people were un- aware about this hidden historical monument in the city, so the govern- ment was also planning to put it on city’s tourist map by developing tour- ist friendly activities there. They, however, said this plan was in very nascent stage and it will be early to predict what sort of facilities or ac- tivities will be planned there for tourism pur- poses. Baghpat (PTI): An 11-year-old girl was al- legedly raped by the priest of a church here, following which he was arrested, the police said on Sunday . The incident took place in a village in Chandinagar area here on Saturday, they said. According to a com- plaint filed by the girl’s mother, her daughter had gone to the church for cycling when the priest, Albert, raped her, Superintendent of Police Neeraj Jadoun said. The accused also threatened the girl with dire consequences if she disclosed the matter to anyone. The girl, however, narrated her ordeal to her parents after reaching home, he said. On the basis of the complaint, the priest was arrested, he said. Azamgarh (PTI): A Muslim family here of- fered their house to or- ganise the marriage function of a Hindu girl, who had lost her father in the first Covid wave. The family welcomed the marriage procession attheirhomeandpartic- ipated in the celebra- tions along with rela- tives of the bride, Pooja. The girl’s family had fixed her marriage for April 22 and reached out to their Muslim neigh- bours for help at the last moment. Russia needs to come out poorer for having unlawfully invaded a peace- ful neighbor. Lest it consoli- date its ill-gotten gains and bide it’s time for another strike – as has been Russia’s way under Putin’s rule. The Russian invasion of Ukraine is not just a regional conflict. It is a frontal attack by a revisionist autocracy on the rules-based free world that enabled over seven dec- ades of unprecedented global peace and prosperity. Rus- sia’s blatant attack on the free world order should be forcefully repulsed to ensure such attacks are not repeated or encouraged. A resolute re- sponse would warn China not to follow in Russia’s foot- steps in attempting to take Taiwan by force. The peace and prosperity of the United States, Eurowwpe and the rest of the free world depends on it. Ambivalence and half measures paved the way to the invasion of Ukraine. Gaz- ing into Putin’s soul, press- ing RESET buttons with Lav- rov and taking Putin’s word over your own intelligence services need be relegated to the dustbin of history as grave follies. Stayingthecoursethrough a protracted war in Ukraine to its eventual victory will be hard. Transatlantic leaders, in respect to their citizens, should be candid about it. It is in America and Europe’s direct national interest to en- sure a Ukraine victory and to preserve the Free World or- der. Failure will incur high costs in blood and treasure both here and now, as well as down the road. Consequent- ly, this endeavor is deserving of sacrifice by free world citizens, including enduring momentary discomfort and high costs. In the near-term, America and Europe should act with greater urgency along three fronts to ensure a Ukrainian victory: strengthening Ukraine’s defensive capabili- ties, buttressing Ukraine’s finances and exacting exten- sive economic costs on Russia to desist its war. Humanitar- ian assistance for over seven million displaced Ukrainians should continue unabated. Ukrainians have proven that with right weapons they are more than a match for the Russian conscripts. America and Europe should augment their supply of defensive weapons – with requisite le- thality – for Ukraine’s forces to take the fight to the Rus- sians within Ukraine’s sover- eign territory. Importantly, America should prioritize building Ukrainian air de- fense capacity with all neces- sary haste. Ukraine cannot be allowed to falter for the lack of appropriate munitions. AmericaandEuropeshould guarantee that the Ukrainian state remains solvent. The country is at war with its economy in shambles. The US and Europe should act through the International MonetaryFundandtheWorld Bank to provide a robust fi- nancial assistance package to Ukraine. The G7 could estab- lishaUkraineReconstruction and Reinvestment Fund with credit guarantees. Empaneled secretaries looking forward to posting BUREAUCRACY Srinagar (PTI): The security forces on Sunday gunned down at least three terror- ists affiliated with the proscribed terror group Lashkar-e-Tai- ba (LeT), the Jammu and Kashmir police informed. The three militants were killed in the Pa- hoo area of Pulwama in south Kashmir. Based on specific in- puts about the pres- ence of terrorists in the area, security forces launched a search operation there, a police official told media. The search opera- tion turned into an encounter after the terrorists fired upon the security person- nel, who retaliated. In the exchange of fir- ing, three terrorists have been killed so far, the police said. While the area has been cordoned off, the operation is still underway. This is the third en- counter in the Kash- mir valley in three days and the fourth in JK. With this en- counter, 10 terrorists have been killed in four encounters in the past three days. The FIR was registered after Bhagwati Verma, a resident of Krishnanagar area, accused the Neyati Medicity hospital management of negligence in the treatment of her husband and not following Covid guidelines. According to a complaint filed by the woman at the Jaint police station, the hospital discharged the patient without any prior information. She further alleged that her husband contracted the coronavirus infection last year and was admitted to Nayati Hospital on May 10, 2021. She said her husband was discharged on May 15 and later died. The woman also claimed that the hospital fraudulently took more than Rs 1.90 lakh from them as treatment expense. Police said the FIR was registered against Niira Radia, hospital director Narendra Singh, Senior Accounts Officer Sunil, Accounts Officer Balkishan Chaturvedi, Finance Director Yatish Behl, Finance Controller Hemant Java, and Chandan Singh and Sagar Tuteja under sections of the Indian Penal Code. Deputy Superintendent of Police (Sadar) Praveen Malik said the matter is being investigated and there will be arrests soon. The hospital has been closed for the last few months and there was no immediate comment on the FIR. Radia was earlier a corporate lobbyist. She hit the headlines in 2009 after some tapes surfaced allegedly indicating her role in influencing government decisions on 2G spectrum allocation. She was summoned by Economic Offences Wing of Delhi Police last year in connection with a case in which three people were arrested for siphoning off more than Rs 300 crore that was taken as a loan from Yes Bank to build a hospital. —PTI CARETAKER OF JUDGE’S HOUSE FOUND DEAD IN LUCKNOW Aman who was a working as a caretaker of a Judge’s house, was brutally killed at a residence in the Chinhat police station area. Police sources said Mohit Sahu was a car mechanic and he was residing in a Judge’s house as a caretaker with his wife and 3 children. Mohit was found dead at the residence with his head chopped off. The wife of the deceased has alleged that the brother of Mohit is behind the crime. Police rushed to the spot after information and initiated the investigation. The initial probe revealed that Bhupendra, brother of the deceased had a feud with Mohit over a land dispute. He had met with Mohit on Saturday and killed him the next day.  Ghanshyam Tewari, inspector of Chinhat police station said that the accused Bhupendra was arrested and interrogation is underway. Doman, the youngest brother of the deceased told police that Bhupendra earlier used to live with Mohit and he had an illicit relationship with his wife. Police investigations also indicated illicit relationships could be the reason behind the crime. L New Scoring System CITY FIRST I n line with the Na- tional Education Policy 2020, the Ut- tar Pradesh Higher Education System has now directed all the educational institutes to make assessments through a 10-point grading system. According to re- ports, this grad- ing system will be applied to under- graduate courses in- cluding BA, BSc and BCom at all the uni- versities and colleges in Uttar Pradesh. As per the Principal Sec- retary for Higher Edu- cation Monika Garg, this system will be im- plemented at all the universities in Uttar Pradesh from the aca- demic year 2022-23. This new grading method will now be used to grade all ma- jor, minor, co-curricu- lar, and vocational top- ics. Students will re- ceive grades based on their performance in these disciplines. Stu- dents that receive a score of 91-100 will re- ceive a maximum grade of 10 and the grade letter O, which stands for Out- standing, under this grading sys- tem. This regulation, which is in effect at all state and private col- leges across the state, aims to promote uni- formity among stu- dents while also allevi- ating them of unneed- ed stress in order to get the highest possi- ble grade. Further- more, by removing unhealthy rivalry among high achievers, this step will improve the studying atmos- phere at institutions. CHAKK DE UTTAR PRADESH!
