During their interac-
tion, the Chief Minister
told the IAS officers that
they are the most impor-
tant link in the adminis-
trative system as they
play an important role
in the implementation
of development works.
He urged them to al-
ways work with a posi-
tive attitude, as such an
attitude will not only
prove useful in service
but also in life. He fur-
ther added that it is only
administrative officers
who can solve the prob-
lems of the people. The
Chief Minister on the
occasion said that to en-
sure that benefits of the
welfare policies of the
government reach the
people, it is a necessity
that the officers are ac-
quainted with all sub-
jects and issues. He said
that officers should be
able to take fast deci-
sions and diligently dis-
charge their responsi-
bilities to ensure that
cases of the public are
addressed in a transpar-
ent and time-bound
manner. He said that the
state government is
working hard towards
realising the resolve of
Prime Minister Naren-
dra Modi to make India
a self-reliant country
.
The Chief Minister
advised the officers to

lic dialogue without any
discrimination, pres-
sure and favouritism.

move, CM Yogi Adity-
anath on Wednesday
removed Director Gen-
eral of Police (DGP)
Mukul Goel from his
post over “inaction”,
people aware of the
matter said.
Goel, who was the
state’s DGP for a little
over 11 months, has
been appointed Direc-
tor General (DG) Civil
Defence. He still has
almost two years of
service and is due to
retire in February-end
2024. According to
home department offi-
cials, Goel was removed
due to disregard for
government work, lack
of interest in depart-
mental work and inac-
tion. They did not elab-
orate. Additional direc-
tor general (ADG), Law
and Order, Prashant
Kumar has been given
charge in the absence

dents when he was blessed
to have encountered the
kindness,thegreatnessand
the integrity of our PM.
The first incident is
from the time when the
country was reeling under
the Emergency and Modiji
was emerging a hero as an
RSS pracharak. We got to
see how Modiji remained
untouched by even an iota
of vanity
,andhischild-like
innocence was brought to
the fore when he visited
the narrator’s place.
The second incident re-
flects on the magnitude,
inclusiveness,andcompas-
sion of Modiji’s personali-
ty
. Gautam Samrat says
that Modiji would always
emerge as a saviour, ready
to help those in need.
The first time I got in
touchwithModijiwasdur-
ing the Emergency
. Naren-
drabhai at the time was
bringing about a revolu-
tion in Gujarat as an RSS
pracharak and I was han-
dling the Vistar Vibhag.
Those were not normal
times and everyone had
their hands full with re-
sponsibility
. Once, during
the Emergency, when he
was living in the garb of a
Sardar and it was nearly
impossible to recognise
him, he visited my place.
My younger son Monu, a
student of class three,
opened the door and ush-
ered him in. I was not
home at the time, and eve-
ryone in the family kept
wondering who the stran-
ger was. Eventually
, as my
wife told me later, Naren-
drabhai in order to break
the ice and end the confu-
sion,simplysaid,“Willyou
all only keep asking me
questions or offer me
lunch also?” That’s when
the entire family forgot all
about finding out the iden-
tity of the guest, and deep-
ly impacted by the good-
natured simplicity of the
stranger,gotaboutmaking
arrangementsforhismeal.
The second incident re-
lates to the time when I
had planned a Sindhi com-
munity pan-Gujarat event.
It brings to the fore Naren-
dra Modi’s helpful and
considerate nature and
shows how it saved the day
for me. Bharatiya Sindhu
Sabha is a Sindhi organi-
sation that operates at the
national level. I was Guja-
rat Chief of this organisa-
tion and had planned a
mega event called Vande
Mataram in Gujarat. We
had organised competi-
tions at 6 places in the
state in 6 days and the fi-
nalists of these regional
level contests were to take
part in the final round that
day
. It was a contest of pa-
triotic and folk songs from
the Sindhi community
known as “Lada Geet”.
Tagore Hall had been
finalised as the venue of
this event and the finalist
teams were to arrive in
Ahmedabad for the perfor-
mance. Three days prior to
the event, I received a call
that gave me the jitters.
The caller said I would
have to cancel my event
scheduled for three days
later at the Tagore Hall
and book elsewhere. When
I enquired the reason be-
hind the request for can-
cellation, I was told that
theCMwouldberequiring
the hall for his event. My
heartsankbecausetheCM
is the executive head of
the state and I could not re-
ally do anything about it.
Reorganising
the event
would have been a gargan-
tuan task because invites
had been sent to people all
over Gujarat and making
arrangements for so many
people at such a short no-
tice would have been a her-
culean task for me.
Nevertheless,
I felt I
shouldn’t give up so easily
and it was Modiji’s face
that flashed in front of me.
In the past whenever I
faced any issues regarding
events related to the com-
munity
, I would give him a
call after 7 in the morning,
and Modiji would solve my
problem during our
10-minute conversation.
In the situation that I
was in that day, I realised
that he was my only ray of
hope and I immediately
rang up Narendrabhai.
But it must have been an
unusually busy day for
him because for more than
an hour, I did not hear
from him. I then left home
to meet one of the trustees
of a convention hall.
While I was conversing
with the trustee and re-
questing him to make
some arrangements
for
my event, I received a call
from Narendrabhai.
I ex-
plained my problem in
detail and laid bare my
troubles before him. His
response was short and to
the point. “I have no clue
about this. Let me see,”
and he hung up. There
was little for me to say or
do after that. I got busy
with other things after
speaking with Modiji.
Exactly after an hour
and a half, I received a call
fromtheNationalCorpora-
tion. “Please go ahead with
youreventatTagoreHallas
planned.”Iwasincomplete
awe. Just an hour ago Nar-
endrabhaihadsaid“Letme
see”. What magic he could
work in such a short while
was beyond me!
It is indeed remarkable
thedeepcompassionModi-
ji has for ordinary people.
Men like him are a rarity
who give importance to
people from other commu-
nitiesandtoeventssuchas
ours that promote bonding
between communities and
help preserve the rich cul-
tural heritage of India.
People often think that
Modijiisexceedinglystern
but I believe that a strong
and effective leader must
be stern like him. Above
all, no one knows better
thanmethatonlytheouter
shell of Narendrabhai
is
hard. His true self, the in-
ner core, is soft as butter
and this kind and tender
aspect of Modiji’s person-
ality comes to the fore eve-
ry time an ordinary man,
the poorest of the poor, ap-
proaches him with a prob-
lem. His simplicity makes
him extraordinary,
his
ability to empathize with
the sentiments of various
communities,
to solve
seemingly intricate prob-
lems with ease, and the
welfare of each and every
person in his heart, make
him truly a great leader.
I am fortunate to have
been associated with him
whilehewastheCMof Gu-
jarat. His method of work-
ingandtakingpeoplealong
withhimistrulyinspiring.
And today
, when the
worldisinacrisisof amag-
nitude never experienced
before, when a nuclear hol-
ocaust is staring humanity
intheface,itisforeveryone
to see how a true world
leader should think and
act. Modjii’s vision and his
thought processes are not
something ordinary mor-
tals can fathom. India is
fortunate to have such a
statesman at the helm in
such critical times.

file a reply to the plea
filed by Samajwadi Par-
ty leader Azam Khan

of his bail application in

A bench comprising jus-
tices L Nageswara Rao,
B R Gavai and A S Bo-
panna asked the state
government to file its
reply in the case and
said it would hear it on
Tuesday
.
“What is this? Why
not let him go. He has
been jail since two
years. One or two cases
is okay but it cannot be
in 89 cases. Whenever
he gets bail, he is again
sent to jail in some oth-
er matter. You file a re-
ply
. ,” the bench said.
New Delhi: The Delhi
High Court on Wednes-
day gave a split verdict
on petitions seeking
criminalisationof mari-
tal rape.
While Justice Rajiv
Shakdher struck down
the Exception 2 that
protects men, who
have forced non-con-
sensual intercourse
with their wives, from
criminal prosecution
under Section 376 IPC
calling it unconstitu-
tional, Justice C Hari
Shankar disagreed say-
ing that the exception
doesn’t violate Article
14, 19 and 21.
The petitions were
pendingbeforethecourt
since year 2015 and 2017.
Both the judges however
agreed to grant certificate
of leave to appeal before
the Supreme Court as the
matter involves substan-
tial questions of law. Now,
the matter will be referred
to the Supreme Court.

New Delhi: The controversial sedition
law will be paused while the govern-
ment reviews it, the Apex Court said on
Wednesday in a landmark order that
impacts hundreds charged under the
colonial-era relic. Those jailed for sedi-
tion can approach courts for bail.

fter the Supreme Court
put on hold the trials
in pending cases under
the Sedition law, Law Minister
Kiren Rijiju said that while
he “respected the court and
its independence,” there is
a “Lakshman Rekha”, or
a line not meant to be crossed. “We respect
each other, the court should respect govern-
ment, legislature, so as government should also
respect court. We have clear demarcation of
boundary and that Lakshman Rekha should not
be crossed by anybody,” Rijiju said.

for sedition and all
pending cases will be on hold
while the government
reconsiders the law, the
Supreme Court said, referring
to petitions that challenged the
law alleging its misuse in cases
like in Maharashtra, where it
was invoked over the chanting
of the Hanuman Chalisa.
2 “It is clear that Centre
agrees that the rigours
of (sedition) are not in tune
with the current situation. It
will be appropriate not to use
this provision of law till further
re-examination is over. We
hope and expect that centre
and state will desist from
registering any FIR under 124
A (sedition law) or initiate
proceeding under the same till
re-examination is over,” said
Chief Justice NV Ramana.

filed, those charged can
approach the court. “The Union
of India is at liberty to pass
directives to states to prevent
misuse of the law,” CJI added.

5 On Monday, Centre took
a u-turn and announced
its decision to review the
sedition law that was once
used against Mahatma Gandhi
and Lokmanya Bal Gangadhar
Tilak by the British. The law
allows arrest without a warrant
if a person is accused of
anti-government activities.
6 The government argued
today that while it
reviews the law, it should not
be paused. For now, it
suggested, a police officer of
the level of Superintendent or
above could decide whether a
sedition charge should be filed.
7 “There has to be a layer
of scrutiny, where a
responsible officer is there to
scrutinise the gravity of the
situation and there of course
would be judicial forums,” the
Centre’s lawyer, Solicitor
General Tushar Mehta, said,
adding that a law cannot be
stayed on the basis of a PIL
(Public Interest Litigation).
8 Pending cases, the
government said, were
already before courts and
should be decided by them.
“We do not know the gravity of
offences pan-India. There may
be other terrorism charges too
in these cases. These pending
cases are not before police or
government. But they are
before Court. So, we should
not guess the wisdom of
Courts,” Mehta said.
9 Petitioners opposed the
government’s stand and
urged the court to pause the
sedition law until the govern-
ment’s review of the colonial-
era legislation is over. To
which, the Solicitor General
said: “We cannot undermine
respect for the judiciary of the
country.”
10 Senior lawyer Kapil
Sibal, representing the
petitioners, said there were
over 800 cases of sedition
across India and 13,000
people were in jail.

Bhilwara: Internet has been suspended in
Rajasthan’s Bhilwara town till Thursday amid tension
over the killing of a 22-year-old Hindu man, allegedly
by a Muslim, over a personal dispute. The murder
took place last night at the Kotawali police station
area, which is now under heavy police deployment.
The man was stabbed to death when he went to
resolve a dispute involving his younger brother.

union minister and vet-
eran Congress leader from
Himachal Pradesh, died at
Delhi’s All India Institute of
Medical Sciences (AIIMS)
early on Wednesday. He had
suffered a brain stroke in
Himachal Pradesh’s Mandi
on Saturday and was airlift-
ed to AIIMS. He died at 1:35
am, reports said. He was
94. rom 1993 to 1996, Sukh
Ram held the communica-

charge). In 2011, he was
sentenced to five years in
jail for corruption in a 1996
telecom scam.

Sabha proceedings are
set to go online and
stream live on various
social media platforms
including YouTube and
Facebook from May 23
when the State assem-
bly convenes its budget
session.
This will be Yogi gov-
ernment’s first assem-
bly session ever since
the BJP returned to
power for the second
consecutive time after
the recently concluded
assembly polls.
The MLAs and UP
ministers will get the
feel of the new system
on May 21 and May 22
during a mock session.

e-Vidhan system will
allow the people to as-
certain the perfor-
mance of their MLAs in
the assembly
. “Our aim
is to bring in transpar-
ency and efficiency,” he
said, after chairing an
all-party meeting at the
Vidhan Sabha on
Wednesday
.
The development
comes more than a year
after Yogi Adityanath’s
government, during its
first tenure, turned the
state cabinet meeting
paperless. The UP bud-
get too was made paper-
less days later. The
e-Vidhan system has
already been imple-
mented in Kerala and
Himachal Pradesh. Ma-
hana said that the appli-
cation of the e-Vidhan
System will allow the
state assembly to get
connected with its
counterpart in other
states. This will be part
of Digital India’s Na-
tional e-Vidhan Appli-
cation (NeVA) which
has been conceptual-
ized by the Union par-
liamentary affairs min-
istry
.

MLAs can log in right from their seats
The seat of every MLA will be pre-decided in the
assembly. Ministers, MLAs will be able to partic-
ipate in the proceedings of the assembly only by
logging in from the tablet installed on their seat.
The number of seats in the assembly, too, are
proposed to be increased from the existing 379 to
403 which is Vidhan Sabha’s full strength.

Gearing up for its first
budget session on
May 23, the State as-
sembly is making ar-
rangements to accom-
modate its members
whose strength has
gone up from 403 plus
one seat reserved for
the advocate general
to 415 now thanks to
ministers who are
members of the
Vidhan Parishad but
participate in the As-
sembly proceedings.
According to Speak-
er Satish Mahana, the
state Assembly had
only 379 seats for 425
members in undivid-
ed UP. The state As-
sembly’s strength was
brought down to 404
(including a nominat-
ed member) following
the division of UP for
the creation of Ut-
tarakhand in the year
2000. The UP Assem-
bly has no nominated
member now and the
strength is now 403.
“After a few days, I
was told arrange-
mentshavebeenmade
to increase the num-
ber from 379 to 403
seats. I went to the
House to see the in-
creased number of
seats. But we still
needed seats (about
10) for members of the
Upper House, who are
ministers. I had to re-
mind the staff about
the need for seats. The
number of seats has
been increased to 415
now,” he said.

A green corridor was created to carry a harvested organ of a man killed in a road accident
for a patient suffering from critical organ failure on Wednesday. The patient killed in
the road accident was admitted in Apollomedics Hospital, while his organs such as two
kidneys, lever and corneas were harvested for transplant in different patients. The green
corridor was set up to carry one of the kidneys from Apollomedics Hospital to SGPGIMS.

According to sources,
till now more than 3
lakh ineligible benefi-
ciaries have been iden-
tified after investiga-
tion and verification in
Uttar Pradesh.
It is important to
mention that PM Kisan
is one of the most im-
portant as well as bene-
ficial government
schemes for the farm-
ers. Launched in 2019,
PM-Kisan aims to pay
Rs 6,000 in three instal-
ments every year to mil-
lions of eligible farm-
ers across India.
Between February
2019 and July 14, 2021,
11.08 crore beneficia-
ries across the country
received more than Rs
1.37 lakh crore, the
Union agriculture min-
ister told Parliament in
July
.
But he admitted that
42 lakh beneficiaries
who together received
Rs 3,000 crore in that
time had actually been
ineligible.
Since July, the Centre
has been urging the
states to bring back the
Rs 3,000 crore from the
fake beneficiaries even
as millions of deserv-
ing farmers remain ex-
cluded from the scheme.
The UP government has
now ordered recovery
of the money given to
all of them. Chief Sec-
retary Durga Shankar
Mishra has instructed
all the district magis-
trates to continuously
review the matter.
So far 2.55 crore farm-
ers have got the benefit
of PM Kisan Samman
Nidhi Yojana at least
once in Uttar Pradesh.
Out of these, 6.18 lakh
farmers are those
whose Aadhaar num-
bers were wrongly en-
tered in the database or
there is a difference in
the name entered in the
application and the
Aadhaar card.

um—the‘TharuJanjati
Museum’ at Imilia Kod-
ervillage,aTharu-popu-
latedareaintheBalram-
pur district — soon.
The museum is cen-
tered around the vi-
brant and varied cul-
ture and lifestyle of the
Tharu tribe.
Spread over an ex-
panse of 5.5 acres, the
museum has almost
neared completion.
On the lines of the
tribal museum in Bal-
rampur, the state gov-
ernment has also
chalked out an action
plan to establish simi-
lar tribal museums in
Lucknow, Sonbhadra
and Lakhimpur Kheri.
In addition, a museum
for children will also
come up in the district
of Kannauj.
The Culture Depart-
ment has also proposed
to construct a gallery
— ‘Azaadi ki Gaurav-
gaatha’ — based on the
saga of independence
at the Government Ar-
chives, Lucknow.
Along with this, a
Natural Science Muse-
um will also come up in
Meerut and Gorakhpur.
While a Sant Ravidas
Museum will be estab-
lished in Varanasi.
To preserve, promote
and popularise the cul-
tural identity of Uttar
Pradesh, the state gov-
ernment will also start
a community radio -
‘Jai Ghosh’ at Sangeet
Natak Akademi.
The Culture depart-
ment will publish 75
books depicting the
rich history of 75 dis-
tricts of the state on the
occasion of Amrit Ma-
hotsav. Moreover, the
department will also
produce and screen 75
short films based on
patriotism.

a controversy with the
ABVP staging a protest
and filing an FIR
against him for alleg-
edly hurting Hindu re-
ligious sentiments.
The FIR against Dalit
professor Ravikant
Chandan of the Hindi
department was regis-
tered on Tuesday, the
ABVP’s Avadh Prant
organisation secretary
Anshul Srivastava said.
ABVP is a student or-
ganisation affiliated to
the RSS.
The Lucknow Uni-
versity administration
has sought a written
clarification from the
professor, but he said he
has not received any
such communication.
”During a debate on a
social media platform, I
had quoted a popular
story from the book
‘Feathers and Stones’
by Pattabhi Sitara-
mayya regarding the
Kashi temple demoli-
tion and building of a
mosque,” Chandan told
‘‘The ABVP and oth-
er organisations used
part of the video to in-
dulge in wrong publici-
ty and instigated peo-
ple, leading to a mob
gathering against me at
the university on Tues-
day and raising objec-
tionable slogans,” he
said. Chandan said the
ABVPusedapartof the
video to indulge in
wrong publicity and in-
stigate people against
him. According to Sriv-
astava, the professor
too lodged an FIR
against ABVP activists
on Wed, alleging that
they tried to assault
him and created hatred
against him through so-
cial media.
Dehradun(PTI): The
Badrinath-Kedarnath
temple committee on
Wednesday appealed
to Char Dham pil-
grims to make ar-
rangements for their
stay on the yatra
route prior to em-
barking on their jour-
ney to avoid any in-
convenience.
The appeal is being
issued as the number
of pilgrims arriving
at the temples is be-
yond their carrying
capacity, Chairman
of the Committee
Ajendra Ajay said.
‘‘If the pilgrims
start after making
bookings for their
lodgings in advance
they will not have to
face any last-minute
glitches and confu-
sion. Not getting any
accomodation after ar-
rival can cause great
inconvenience espe-
cially to children and
the elderly,” he said.

Himalayan shrines of

Yamunotri but also
the other ancient

Centre and states to
keep in abeyance all
pending trials, appeals
and proceedings with
respect to the charges
framed under Section
124a of the Indian Penal
Code (sedition law) till
the central government
completes the promised
exercise to reconsider
and re-examine the pro-
vision of this law, the
NationalCrimeRecords
Bureau (NCRB) data
from 2010 to 2020 indi-
cated 115 cases were
registered under the
law in UP.
The NCRB data
during this period indi-
cated that 168 cases
were registered in Bi-
har followed by 139 in
Tamil Nadu, 115 in Ut-
tar Pradesh, 62 in
Jharkhand, 50 in Kar-
nataka and 30 in Odis-
ha. Similarly, as per
NCRB data Assam re-
corded the most arrests
for sedition between
2018-2020 with 23 in 2018
and 2019 and 10 in 2020.
The section 124a of IPC
popularly known as “se-
dition law” apart from
dealing with serious of-
fences, has also been a
handy tool to harass the
political rivals and oth-
ers by state govern-
ments all over the coun-
try
. The police have also
been using terminology
“Desh droh ka muqad-
ma” to fix the inconve-
nient people which has
finally forced the Su-
preme Court to review
the validity of the law
in the changing situa-
tion.
The NCRB has listed
“offences against the
state” under section 121
of the IPC (waging or
attempting to wage war
or abetting waging of
war against the govt,
121a (conspiracy to
commit offences) and
section 122 (collecting
arms with the intention
of waging war against
the state). Even before
the top court took up
the matter the Union
Home Ministry had in-
dicated about the re-
view of section 124a of
IPC in 2021 when then
Minister of State for
Home G Kishan Reddy
in reply to a question in
the Lok Sabha whether
the government had
any plan to scrap the
present provisions of
the sedition law, said
“amendment of crimi-
nal law is a continuous
process”. The central
government had initial-
ly defended the colonial
provision, but later told
the apex court it was re-
viewing it.

dents when he was blessed
to have encountered the
kindness,thegreatnessand
the integrity of our PM.
The first incident is
from the time when the
country was reeling under
the Emergency and Modiji
was emerging a hero as an
RSS pracharak. We got to
see how Modiji remained
untouched by even an iota
of vanity
,andhischild-like
innocence was brought to
the fore when he visited
the narrator’s place.
The second incident re-
flects on the magnitude,
inclusiveness,andcompas-
sion of Modiji’s personali-
ty
. Gautam Samrat says
that Modiji would always
emerge as a saviour, ready
to help those in need.
The first time I got in
touchwithModijiwasdur-
ing the Emergency
. Naren-
drabhai at the time was
bringing about a revolu-
tion in Gujarat as an RSS
pracharak and I was han-
dling the Vistar Vibhag.
Those were not normal
times and everyone had
their hands full with re-
sponsibility
. Once, during
the Emergency, when he
was living in the garb of a
Sardar and it was nearly
impossible to recognise
him, he visited my place.
My younger son Monu, a
student of class three,
opened the door and ush-
ered him in. I was not
home at the time, and eve-
ryone in the family kept
wondering who the stran-
ger was. Eventually
, as my
wife told me later, Naren-
drabhai in order to break
the ice and end the confu-
sion,simplysaid,“Willyou
all only keep asking me
questions or offer me
lunch also?” That’s when
the entire family forgot all
about finding out the iden-
tity of the guest, and deep-
ly impacted by the good-
natured simplicity of the
stranger,gotaboutmaking
arrangementsforhismeal.
The second incident re-
lates to the time when I
had planned a Sindhi com-
munity pan-Gujarat event.
It brings to the fore Naren-
dra Modi’s helpful and
considerate nature and
shows how it saved the day
for me. Bharatiya Sindhu
Sabha is a Sindhi organi-
sation that operates at the
national level. I was Guja-
rat Chief of this organisa-
tion and had planned a
mega event called Vande
Mataram in Gujarat. We
had organised competi-
tions at 6 places in the
state in 6 days and the fi-
nalists of these regional
level contests were to take
part in the final round that
day
. It was a contest of pa-
triotic and folk songs from
the Sindhi community
known as “Lada Geet”.
Tagore Hall had been
finalised as the venue of
this event and the finalist
teams were to arrive in
Ahmedabad for the perfor-
mance. Three days prior to
the event, I received a call
that gave me the jitters.
The caller said I would
have to cancel my event
scheduled for three days
later at the Tagore Hall
and book elsewhere. When
I enquired the reason be-
hind the request for can-
cellation, I was told that
theCMwouldberequiring
the hall for his event. My
heartsankbecausetheCM
is the executive head of
the state and I could not re-
ally do anything about it.
Reorganising the event
would have been a gargan-
tuan task because invites
had been sent to people all
over Gujarat and making
arrangements for so many
people at such a short no-
tice would have been a her-
culean task for me.
Nevertheless, I felt I
shouldn’t give up so easily
and it was Modiji’s face
that flashed in front of me.
In the past whenever I
faced any issues regarding
events related to the com-
munity
, I would give him a
call after 7 in the morning,
and Modiji would solve my
problem during our
10-minute conversation.
In the situation that I
was in that day, I realised
that he was my only ray of
hope and I immediately
rang up Narendrabhai.
But it must have been an
unusually busy day for
him because for more than
an hour, I did not hear
from him. I then left home
to meet one of the trustees
of a convention hall.
While I was conversing
with the trustee and re-
questing him to make
some arrangements for
my event, I received a call
from Narendrabhai. I ex-
plained my problem in
detail and laid bare my
troubles before him. His
response was short and to
the point. “I have no clue
about this. Let me see,”
and he hung up. There
was little for me to say or
do after that. I got busy
with other things after
speaking with Modiji.
Exactly after an hour
and a half, I received a call
fromtheNationalCorpora-
tion. “Please go ahead with
youreventatTagoreHallas
planned.”Iwasincomplete
awe. Just an hour ago Nar-
endrabhaihadsaid“Letme
see”. What magic he could
work in such a short while
was beyond me!
It is indeed remarkable
thedeepcompassionModi-
ji has for ordinary people.
Men like him are a rarity
who give importance to
people from other commu-
nitiesandtoeventssuchas
ours that promote bonding
between communities and
help preserve the rich cul-
tural heritage of India.
People often think that
Modijiisexceedinglystern
but I believe that a strong
and effective leader must
be stern like him. Above
all, no one knows better
thanmethatonlytheouter
shell of Narendrabhai is
hard. His true self, the in-
ner core, is soft as butter
and this kind and tender
aspect of Modiji’s person-
ality comes to the fore eve-
ry time an ordinary man,
the poorest of the poor, ap-
proaches him with a prob-
lem. His simplicity makes
him extraordinary, his
ability to empathize with
the sentiments of various
communities, to solve
seemingly intricate prob-
lems with ease, and the
welfare of each and every
person in his heart, make
him truly a great leader.
I am fortunate to have
been associated with him
whilehewastheCMof Gu-
jarat. His method of work-
ingandtakingpeoplealong
withhimistrulyinspiring.
And today
, when the
worldisinacrisisof amag-
nitude never experienced
before, when a nuclear hol-
ocaust is staring humanity
intheface,itisforeveryone
to see how a true world
leader should think and
act. Modjii’s vision and his
thought processes are not
something ordinary mor-
tals can fathom. India is
fortunate to have such a
statesman at the helm in
such critical times.

Goregaon-based jumbo
COVID-19 centres.
Strangely, on April
07, the I-T department
withdrew the summons
issuedtotheBMCChief
and even apologized for
the ‘inconvenience’ to
his office.
A senior I-T officer
told First India, “There
are individual cases of
aberrationcausedbythe
overzealous conduct of
some officers. In fact, in
October 2021, the Bom-
bay High Court also is-
sued orders against an-
otherI-Tofficerforsimi-
lar insensitivity
, and pe-
nalized him Rs25,000
from his salary
. These
things should not hap-
pen, but sometimes do.”
Incidentally
, Chahal
was also served another
IT summons in March
following raids conduct-
edonformerBMCstand-
ing committee chairper-
son Yashwanth Jadhav.
This summons sought
detailsonthenamesand
PAN card details of the
standing committee
chairman for 2017-2018
and2019-2020,BMCscru-
tiny committee mem-
bers and of then BMC
commissioner Praveen
Pardeshi(whowasdraft-
ed into the Centre’s De-
partment of Personnel
by Prime Minister Nar-
endra Modi after his ten-
ure as BMC Chief).
Chahal told First In-
diathathehadfurnished
all the details sought by
theI-Tdepartmentinthe
Jadhav case.
Queried on the issue
of the nCoV hospitals
summons, the BMC
Chief was reluctant to
comment on the I-T de-
partment’s apparent
fumble.
“We are officers of
the government and the
summon was issued to
BMC and not (to me) in
my individual capacity
.
Subsequently
, after I ad-
dressed a (legal) re-
sponse, the I-T depart-
ment informed me that
the summons stood
withdrawn with imme-
diate effect and, any in-
convenience caused
was regretted,” he said.
However, according to
a senior state secretariat
official,“TheBMCChief
was advised to consult
legalopinionand,subse-
quently
, sent his reply
through his advocate.
The I-T department also
consulted legal advisers
and the summons was
withdrawn six weeks af-
ter it was issued.”
The secretariat offi-
cial also provided de-
tails of the back and
forth that ensued be-
tween the IT depart-
ment and the BMC’s le-
gal counsel on strict
condition of anonymity
.
The IT summons was
issued for the purpose
of investigating alleged
corruption in the set-
ting up of the nine jum-
bo centres. It sought in-
formation on the tender-
ing process, the number
of tenders received, the
procedure followed to
award tenders, work or-
ders issued, terms and
conditions of tendering
and dates of awards.

it had asked questions
regarding the tendering

2020 under the Epidemic

The BMC Commis-
sioner further stated
(through his advocate)
that his office enjoyed
‘carte blanche’ under
the Epidemic Act which
cannot be questioned by
any authority as the Act
was legislated by Parlia-
ment. The BMC Com-
missioner, citing the
provisions of the Act,
askedtheITdepartment
to “kindly withdraw the
summons issued in the
regard” failing which,
he “would approach the
Bombay High Court” in
the matter.
Six weeks later, the IT
department withdrew
its summons.
Meanwhile, the status
of the ED investigations
is still unclear at the
time of going to press.

black money in India, is
under fire. He has been
accused of conflict of
interest as he availed of
the Income Tax depart-
ment’s Vivad se Vish-
was (VsV) scheme to
settle his dispute with
the tax authorities.
The former apex
court justice had dis-
puted the I-T depart-
ment’s assessment of
his income while also
serving as an arbitra-
tor to resolve several
legal issues.
One line of thought
being whispered
around New Delhi’s
power corridors sug-
gests that the former
judge should resign on
moral grounds after
the I-T department pe-
nalized him for tax eva-
sion (particularly since
he availed VsV); anoth-
er, is that there is no
caseof moral turpitude
to be made against him.
The SIT, headed by
former Supreme Court
judge MB Shah, is
meant to investigate
black money stashed
abroad through a coor-
dinated effort with var-
ious members from the
Reserve Bank of India
(RBI), Intelligence Bu-
reau (IB), Enforcement
Directorate (ED), Cen-
tral Bureau of Investi-
gation (CBI), Financial
Intelligence Unit, Re-
search and Analysis
Wing (RAW) and Direc-
torate of Revenue Intel-
ligence (DRI).
Thoseprescribingthe
moral high ground say

basically aimed and
intended to achieve ex-
actly what the good
judge has opted for,
rather than continue
in a long-pending legal
dispute before the
courts of law in India.”
Explaining further,
theI-Tofficialsaid,“Un-
like other amnesty
schemes, VsV was in-
troduced with the
basic objec-
tive of shor-
ing up the
revenues
owed to
the Indian exchequer
that were held up in liti-
gation.Onlythosecases
which fulfilled all the
criteria to fit into this
particular scheme were
allowed to opt for it. Be-
sides, a 40% rate of tax
is prescribed and levied
on the so-declared in-
come. So, where is the
dispute and conflict of
interest? As an I-T of-
ficer,Imaydisputesome
portion of my income
just like Pasayat and, at
worst, I may be grudged
for being an incompe-
tent assessing officer.
However, I cannot be
blamed for having con-
ducted myself in an un-
ethical manner.”
He pointed out that
justice Pasayat was in
dispute with the I-T au-
thoritiesoverhistaxable
incomecomponentafter
having made full disclo-
sure of his earnings
both as an SIT member
andalsoasanarbitrator.
The only flaw pertained
to him not having main-
tainedbooksof accounts
and bills to explain and
justify over Rs 2 crore in
incurred expenditure
for the assessment peri-
od in question.

ted suicide, fearing
losses after his standing

to mill for crushing on
time, a police official
said.
The incident took
place in the morning in
Hingangaon village un-
der Georai tehsil and a
case was registered at
the local police station,
the official said.
“The farmer, Namdev
Atmaram Jadhav (32),
had two acres of land
on which he had sown
sugarcane. At around
11 am, the farmer came
to his field and set the
sugarcane crop ablaze.
He then phoned his rel-
ative residing in a
neighboring village and
told him he is commit-
ting suicide as his sug-
arcanes have not been
taken to mill for crush-
ing,” he said.
“After the call, Nam-
dev Jadhav hanged him-
self to a neem tree in his
field using a nylon rope.
A case was registered at
the Gevrai police sta-
tion and further investi-
gation was underway,”
the official said.

pendence in 1857 were
found during the exca-
vation near Amritsar,
said Dr JS Sehrawat,

soldiers were said to
have revolted against
the use of pork and
beef-greased cartridges.
These skeletons be-

a religious structure in
Ajnala near Amritsar
in Punjab, said the as-
sistant professor.

registered another achievement
in the field of academic excellence.
The University of Lucknow has
been ranked 29th in India in the
recently released “EduRank”
university rankings and 1773rd in
the World 2022 overall rankings.
Last year, Lucknow University was
ranked 58th among universities
across the country in the
“EduRank” ranking. The ranking of

a resident of Angooribagh colony reached the
office of the police superintendent and promised
not to involve in any criminal activities again. He
said that he got married and has taken an oath that

future. Kajal, his wife said that her husband was
released from jail on April 20 and he has promised
not to involve in any criminal activity again. Police
were troubling him again while he wanted to come

pur, is currently in jail

students and a 22-year-
old man were injured
after their car allegedly
went out of control and
hit a divider in Greater
Noida on Wednesday af-
ternoon, police said.
The incident occurred
near a CNG pump in
Delta 2 area, under
Surajpur police station
limits when the chil-
dren were being taken
to football practice. Ac-
cording to the police,
the car was being driven
by the 22-year-old man.
“The car seems to have
got out of control and
collided with the divid-
er. These children were
from different private
schools and aged 14-15
years,” a police spokes-

state government to file
its reply in the case and

not let him go. He has
been jail since two
years. One or two cases
is okay but it cannot be
in 89 cases. Whenever
he gets bail, he is again
sent to jail in some oth-
er matter. You file a re-
ply. We will hear on
Tuesday,” the bench
said. Justice Gavai also
observed: “This chain
will continue as and
when he is released on
bail in one matter, tag
him in another FIR and
keep him behind bars.”

worrisome case which

through a love story,
lays bare the hypocriti-
cal society and raised
the issue of widow re-
marriage, which was
definitely an issue in
1982 in rural and semi-
urban India and also
caste, class and wom-
en’s safety which are is-
sues the society is still
grappling with, sadly

For me, the movie
was carried on the
shoulders of the young
(only 17) Padmini Kol-
hapure ably aided by
Nanda, Tanuja, Bindu
and Kiran. The despair-
ing courage of these
women as they push
against the wall and
strive to conform and
break free, the brutal
truth they face daily
and hide behind the tra-
ditional chores and du-
ties, left an indelible
mark on me.
Padmini aced the
transition from a bub-
bly, chirpy young cos-
seted girl from a rich
family where all her
demands are fulfilled to
a heartbroken, abused
widow who barely is
granted a second-citi-
zen status in her own
home. Suddenly
, all the
familial ties and love
come to nought. The
devastation of this
change is in Padmini’s
face, eyes and entire
bodylanguage.Shegave
a stellar performance.

chal system. Kulbhush-
an Kharbanda and Raza
Murad, unfortunately

are very close to real life
as villains.
The movie eerily ech-
oes real life, especially
in the justification by
Sushma Seth to ill-treat
Padmini supposedly for
her own good and the
anguishedNandaplead-
ing with Padmini to
keep quiet about her
rape by her rich and
powerfulbrother-in-law
because it would lead to
bloodshed. She is as
helpless as Tanuja, who
lashes out but ultimate-
ly quietly carries on
climbingthetraditional
staircase which leads
nowhere for women.

find the ending to be
over-dramatized with
an overdose of caste.

During their interac- tion, the Chief Minister told the IAS officers that they are the most impor- tant link in the adminis- trative system as they play an important role in the implementation of development works. He urged them to al- ways work with a posi- tive attitude, as such an attitude will not only prove useful in service but also in life. CM Yogi removes DGP Mukul Goel for laxity First India Bureau Lucknow: In a sudden move, CM Yogi Adity- anath on Wednesday removed Director Gen- eral of Police (DGP) Mukul Goel from his post over “inaction”, people aware of the matter said. Goel, who was the state’s DGP for a little over 11 months, has been appointed Direc- tor General (DG) Civil Defence. He still has almost two years of service and is due to retire in February-end 2024. According to home department offi- cials, Goel was removed due to disregard for government work, lack of interest in depart- mental work and inac- tion. They did not elab- orate. The first incident is from the time when the country was reeling under the Emergency and Modiji was emerging a hero as an RSS pracharak. We got to see how Modiji remained untouched by even an iota of vanity ,andhischild-like innocence was brought to the fore when he visited the narrator’s place. The second incident re- flects on the magnitude, inclusiveness,andcompas- sion of Modiji’s personali- ty . Gautam Samrat says that Modiji would always emerge as a saviour, ready to help those in need. The first time I got in touchwithModijiwasdur- ing the Emergency . Naren- drabhai at the time was bringing about a revolu- tion in Gujarat as an RSS pracharak and I was han- dling the Vistar Vibhag. Those were not normal times and everyone had their hands full with re- sponsibility . Once, during the Emergency, when he was living in the garb of a Sardar and it was nearly impossible to recognise him, he visited my place. My younger son Monu, a student of class three, opened the door and ush- ered him in. I was not home at the time, and eve- ryone in the family kept wondering who the stran- ger was. Eventually , as my wife told me later, Naren- drabhai in order to break the ice and end the confu- sion,simplysaid,“Willyou all only keep asking me questions or offer me lunch also?” That’s when the entire family forgot all about finding out the iden- tity of the guest, and deep- ly impacted by the good- natured simplicity of the stranger,gotaboutmaking arrangementsforhismeal. The second incident re- lates to the time when I had planned a Sindhi com- munity pan-Gujarat event. It brings to the fore Naren- dra Modi’s helpful and considerate nature and shows how it saved the day for me. Bharatiya Sindhu Sabha is a Sindhi organi- sation that operates at the national level. I was Guja- rat Chief of this organisa- tion and had planned a mega event called Vande Mataram in Gujarat. We had organised competi- tions at 6 places in the state in 6 days and the fi- nalists of these regional level contests were to take part in the final round that day . It was a contest of pa- triotic and folk songs from the Sindhi community known as “Lada Geet”. Tagore Hall had been finalised as the venue of this event and the finalist teams were to arrive in Ahmedabad for the perfor- mance. Three days prior to the event, I received a call that gave me the jitters. The caller said I would have to cancel my event scheduled for three days later at the Tagore Hall and book elsewhere. When I enquired the reason be- hind the request for can- cellation, I was told that theCMwouldberequiring the hall for his event. My heartsankbecausetheCM is the executive head of the state and I could not re- ally do anything about it. Reorganising the event would have been a gargan- tuan task because invites had been sent to people all over Gujarat and making arrangements for so many people at such a short no- tice would have been a her- culean task for me. Nevertheless, I felt I shouldn’t give up so easily and it was Modiji’s face that flashed in front of me. In the past whenever I faced any issues regarding events related to the com- munity , I would give him a call after 7 in the morning, and Modiji would solve my problem during our 10-minute conversation. In the situation that I was in that day, I realised that he was my only ray of hope and I immediately rang up Narendrabhai. But it must have been an unusually busy day for him because for more than an hour, I did not hear from him. I then left home to meet one of the trustees of a convention hall. While I was conversing with the trustee and re- questing him to make some arrangements for my event, I received a call from Narendrabhai. I ex- plained my problem in detail and laid bare my troubles before him. His response was short and to the point. “I have no clue about this. Let me see,” and he hung up. There was little for me to say or do after that. I got busy with other things after speaking with Modiji. Exactly after an hour and a half, I received a call fromtheNationalCorpora- tion. “Please go ahead with youreventatTagoreHallas planned.”Iwasincomplete awe. Just an hour ago Nar- endrabhaihadsaid“Letme see”. What magic he could work in such a short while was beyond me! It is indeed remarkable thedeepcompassionModi- ji has for ordinary people. Men like him are a rarity who give importance to people from other commu- nitiesandtoeventssuchas ours that promote bonding between communities and help preserve the rich cul- tural heritage of India. People often think that Modijiisexceedinglystern but I believe that a strong and effective leader must be stern like him. Above all, no one knows better thanmethatonlytheouter shell of Narendrabhai is hard. His true self, the in- ner core, is soft as butter and this kind and tender aspect of Modiji’s person- ality comes to the fore eve- ry time an ordinary man, the poorest of the poor, ap- proaches him with a prob- lem. His simplicity makes him extraordinary, his ability to empathize with the sentiments of various communities, to solve seemingly intricate prob- lems with ease, and the welfare of each and every person in his heart, make him truly a great leader. I am fortunate to have been associated with him whilehewastheCMof Gu- jarat. His method of work- ingandtakingpeoplealong withhimistrulyinspiring. And today , when the worldisinacrisisof amag- nitude never experienced before, when a nuclear hol- ocaust is staring humanity intheface,itisforeveryone to see how a true world leader should think and act. Modjii’s vision and his thought processes are not something ordinary mor- tals can fathom. India is fortunate to have such a statesman at the helm in such critical times. You file a re- ply . ,” the bench said. New Delhi: The Delhi High Court on Wednes- day gave a split verdict on petitions seeking criminalisationof mari- tal rape. While Justice Rajiv Shakdher struck down the Exception 2 that protects men, who have forced non-con- sensual intercourse with their wives, from criminal prosecution under Section 376 IPC calling it unconstitu- tional, Justice C Hari Shankar disagreed say- ing that the exception doesn’t violate Article 14, 19 and 21. The petitions were pendingbeforethecourt since year 2015 and 2017. Both the judges however agreed to grant certificate of leave to appeal before the Supreme Court as the matter involves substan- tial questions of law. Now, the matter will be referred to the Supreme Court. LAKSHMAN REKHA A fter the Supreme Court put on hold the trials in pending cases under the Sedition law, Law Minister Kiren Rijiju said that while he “respected the court and its independence,” there is a “Lakshman Rekha”, or a line not meant to be crossed. “We respect each other, the court should respect govern- ment, legislature, so as government should also respect court. We have clear demarcation of boundary and that Lakshman Rekha should not be crossed by anybody,” Rijiju said. 1 No new FIRs will be filed for sedition and all pending cases will be on hold while the government reconsiders the law, the Supreme Court said, referring to petitions that challenged the law alleging its misuse in cases like in Maharashtra, where it was invoked over the chanting of the Hanuman Chalisa. 2 “It is clear that Centre agrees that the rigours of (sedition) are not in tune with the current situation. It will be appropriate not to use this provision of law till further re-examination is over. We hope and expect that centre and state will desist from registering any FIR under 124 A (sedition law) or initiate proceeding under the same till re-examination is over,” said Chief Justice NV Ramana. 3 If any fresh cases are filed, those charged can approach the court. “The Union of India is at liberty to pass directives to states to prevent misuse of the law,” CJI added. 4 “Great day for democracy. The sedition law stands stayed. Kudos to the Supreme Court,” tweeted Trinamool Congress MP Mahua Moitra 5 On Monday, Centre took a u-turn and announced its decision to review the sedition law that was once used against Mahatma Gandhi and Lokmanya Bal Gangadhar Tilak by the British. The law allows arrest without a warrant if a person is accused of anti-government activities. 6 The government argued today that while it reviews the law, it should not be paused. For now, it suggested, a police officer of the level of Superintendent or above could decide whether a sedition charge should be filed. 7 “There has to be a layer of scrutiny, where a responsible officer is there to scrutinise the gravity of the situation and there of course would be judicial forums,” the Centre’s lawyer, Solicitor General Tushar Mehta, said, adding that a law cannot be stayed on the basis of a PIL (Public Interest Litigation). 8 Pending cases, the government said, were already before courts and should be decided by them. “We do not know the gravity of offences pan-India. There may be other terrorism charges too in these cases. These pending cases are not before police or government. But they are before Court. So, we should not guess the wisdom of Courts,” Mehta said. 9 Petitioners opposed the government’s stand and urged the court to pause the sedition law until the govern- ment’s review of the colonial- era legislation is over. To which, the Solicitor General said: “We cannot undermine respect for the judiciary of the country.” 10 Senior lawyer Kapil Sibal, representing the petitioners, said there were over 800 cases of sedition across India and 13,000 people were in jail. According to Speak- er Satish Mahana, the state Assembly had only 379 seats for 425 members in undivid- ed UP. According to sources, till now more than 3 lakh ineligible benefi- ciaries have been iden- tified after investiga- tion and verification in Uttar Pradesh. It is important to mention that PM Kisan is one of the most im- portant as well as bene- ficial government schemes for the farm- ers. Launched in 2019, PM-Kisan aims to pay Rs 6,000 in three instal- ments every year to mil- lions of eligible farm- ers across India. Between February 2019 and July 14, 2021, 11.08 crore beneficia- ries across the country received more than Rs 1.37 lakh crore, the Union agriculture min- ister told Parliament in July . But he admitted that 42 lakh beneficiaries who together received Rs 3,000 crore in that time had actually been ineligible. Since July, the Centre has been urging the states to bring back the Rs 3,000 crore from the fake beneficiaries even as millions of deserv- ing farmers remain ex- cluded from the scheme. The UP government has now ordered recovery of the money given to all of them. Chief Sec- retary Durga Shankar Mishra has instructed all the district magis- trates to continuously review the matter. REMARK ON GYANVAPI ISSUE 115 CASES REGISTERED UNDER SEDITION LAW FROM 2010-20 First India Bureau Lucknow: Even as the Supreme Court on Wednesday directed the Centre and states to keep in abeyance all pending trials, appeals and proceedings with respect to the charges framed under Section 124a of the Indian Penal Code (sedition law) till the central government completes the promised exercise to reconsider and re-examine the pro- vision of this law, the NationalCrimeRecords Bureau (NCRB) data from 2010 to 2020 indi- cated 115 cases were registered under the law in UP. The NCRB data during this period indi- cated that 168 cases were registered in Bi- har followed by 139 in Tamil Nadu, 115 in Ut- tar Pradesh, 62 in Jharkhand, 50 in Kar- nataka and 30 in Odis- ha. Similarly, as per NCRB data Assam re- corded the most arrests for sedition between 2018-2020 with 23 in 2018 and 2019 and 10 in 2020. The section 124a of IPC popularly known as “se- dition law” apart from dealing with serious of- fences, has also been a handy tool to harass the political rivals and oth- ers by state govern- ments all over the coun- try . The police have also been using terminology “Desh droh ka muqad- ma” to fix the inconve- nient people which has finally forced the Su- preme Court to review the validity of the law in the changing situa- tion. The NCRB has listed “offences against the state” under section 121 of the IPC (waging or attempting to wage war or abetting waging of war against the govt, 121a (conspiracy to commit offences) and section 122 (collecting arms with the intention of waging war against the state). Even before the top court took up the matter the Union Home Ministry had in- dicated about the re- view of section 124a of IPC in 2021 when then Minister of State for Home G Kishan Reddy in reply to a question in the Lok Sabha whether the government had any plan to scrap the present provisions of the sedition law, said “amendment of crimi- nal law is a continuous process”. The central government had initial- ly defended the colonial provision, but later told the apex court it was re- viewing it. The second incident re- lates to the time when I had planned a Sindhi com- munity pan-Gujarat event. It brings to the fore Naren- dra Modi’s helpful and considerate nature and shows how it saved the day for me. Bharatiya Sindhu Sabha is a Sindhi organi- sation that operates at the national level. I was Guja- rat Chief of this organisa- tion and had planned a mega event called Vande Mataram in Gujarat. We had organised competi- tions at 6 places in the state in 6 days and the fi- nalists of these regional level contests were to take part in the final round that day . It was a contest of pa- triotic and folk songs from the Sindhi community known as “Lada Geet”. Tagore Hall had been finalised as the venue of this event and the finalist teams were to arrive in Ahmedabad for the perfor- mance. Three days prior to the event, I received a call that gave me the jitters. The caller said I would have to cancel my event scheduled for three days later at the Tagore Hall and book elsewhere. When I enquired the reason be- hind the request for can- cellation, I was told that theCMwouldberequiring the hall for his event. My heartsankbecausetheCM is the executive head of the state and I could not re- ally do anything about it. Reorganising the event would have been a gargan- tuan task because invites had been sent to people all over Gujarat and making arrangements for so many people at such a short no- tice would have been a her- culean task for me. Nevertheless, I felt I shouldn’t give up so easily and it was Modiji’s face that flashed in front of me. In the past whenever I faced any issues regarding events related to the com- munity , I would give him a call after 7 in the morning, and Modiji would solve my problem during our 10-minute conversation. In the situation that I was in that day, I realised that he was my only ray of hope and I immediately rang up Narendrabhai. But it must have been an unusually busy day for him because for more than an hour, I did not hear from him. I then left home to meet one of the trustees of a convention hall. A senior I-T officer told First India, “There are individual cases of aberrationcausedbythe overzealous conduct of some officers. In fact, in October 2021, the Bom- bay High Court also is- sued orders against an- otherI-Tofficerforsimi- lar insensitivity , and pe- nalized him Rs25,000 from his salary . These things should not hap- pen, but sometimes do.” Incidentally , Chahal was also served another IT summons in March following raids conduct- edonformerBMCstand- ing committee chairper- son Yashwanth Jadhav. This summons sought detailsonthenamesand PAN card details of the standing committee chairman for 2017-2018 and2019-2020,BMCscru- tiny committee mem- bers and of then BMC commissioner Praveen Pardeshi(whowasdraft- ed into the Centre’s De- partment of Personnel by Prime Minister Nar- endra Modi after his ten- ure as BMC Chief). Chahal told First In- diathathehadfurnished all the details sought by theI-Tdepartmentinthe Jadhav case. Queried on the issue of the nCoV hospitals summons, the BMC Chief was reluctant to comment on the I-T de- partment’s apparent fumble. “We are officers of the government and the summon was issued to BMC and not (to me) in my individual capacity . Subsequently , after I ad- dressed a (legal) re- sponse, the I-T depart- ment informed me that the summons stood withdrawn with imme- diate effect and, any in- convenience caused was regretted,” he said. However, according to a senior state secretariat official,“TheBMCChief was advised to consult legalopinionand,subse- quently , sent his reply through his advocate. The I-T department also consulted legal advisers and the summons was withdrawn six weeks af- ter it was issued.” The secretariat offi- cial also provided de- tails of the back and forth that ensued be- tween the IT depart- ment and the BMC’s le- gal counsel on strict condition of anonymity . The IT summons was issued for the purpose of investigating alleged corruption in the set- ting up of the nine jum- bo centres. It sought in- formation on the tender- ing process, the number of tenders received, the procedure followed to award tenders, work or- ders issued, terms and conditions of tendering and dates of awards. Chahal’slegalcounsel inhisreplyinformedthe ITdepartmentthatwhile it had asked questions regarding the tendering aspectsof thejumbocen- tres,“…allthesetenders were issued in March 2020 under the Epidemic Act of 1897.” Chahal, himself, had takenuptheBMCChief’s post much later in May . The BMC Commis- sioner further stated (through his advocate) that his office enjoyed ‘carte blanche’ under the Epidemic Act which cannot be questioned by any authority as the Act was legislated by Parlia- ment. The BMC Com- missioner, citing the provisions of the Act, askedtheITdepartment to “kindly withdraw the summons issued in the regard” failing which, he “would approach the Bombay High Court” in the matter. Six weeks later, the IT department withdrew its summons. Meanwhile, the status of the ED investigations is still unclear at the time of going to press. He has been accused of conflict of interest as he availed of the Income Tax depart- ment’s Vivad se Vish- was (VsV) scheme to settle his dispute with the tax authorities. The former apex court justice had dis- puted the I-T depart- ment’s assessment of his income while also serving as an arbitra- tor to resolve several legal issues. One line of thought being whispered around New Delhi’s power corridors sug- gests that the former judge should resign on moral grounds after the I-T department pe- nalized him for tax eva- sion (particularly since he availed VsV); anoth- er, is that there is no caseof moral turpitude to be made against him. The SIT, headed by former Supreme Court judge MB Shah, is meant to investigate black money stashed abroad through a coor- dinated effort with var- ious members from the Reserve Bank of India (RBI), Intelligence Bu- reau (IB), Enforcement Directorate (ED), Cen- tral Bureau of Investi- gation (CBI), Financial Intelligence Unit, Re- search and Analysis Wing (RAW) and Direc- torate of Revenue Intel- ligence (DRI). At around 11 am, the farmer came to his field and set the sugarcane crop ablaze. He then phoned his rel- ative residing in a neighboring village and told him he is commit- ting suicide as his sug- arcanes have not been taken to mill for crush- ing,” he said. “After the call, Nam- dev Jadhav hanged him- self to a neem tree in his field using a nylon rope. A case was registered at the Gevrai police sta- tion and further investi- gation was underway,” the official said. Metropolitan magis- trate Nitika Kapoor re- served the order for May 17 on the applica- tions moved on behalf of Bagga. The Court asked the Delhi Police whether the mobile phones have been recov- ered or not. The police will file its reply on the applications. Separatist Yasin Malik pleads guilty in case related to terrorism Chandigarh (ANI): The skeletons of 282 In- dian soldiers who par- ticipated in the coun- try's First War of Inde- pendence in 1857 were found during the exca- vation near Amritsar, said Dr JS Sehrawat, Assistant Professor, Dept Anthropology, Punjab University. The soldiers were said to have revolted against the use of pork and beef-greased cartridges. These skeletons be- long to 282 Indian sol- diers killed during In- dia's first freedom struggle against the British in 1857. These were excavated from a well found underneath a religious structure in Ajnala near Amritsar in Punjab, said the as- sistant professor. These soldiers were revoltingagainsttheuse of porkandbeef greased cartridges, a study has suggested. Padmini aced the transition from a bub- bly, chirpy young cos- seted girl from a rich family where all her demands are fulfilled to a heartbroken, abused widow who barely is granted a second-citi- zen status in her own home. Suddenly , all the familial ties and love come to nought. The devastation of this change is in Padmini’s face, eyes and entire bodylanguage.Shegave a stellar performance. LikeinallRajKapoor movies, the women dominatebutRishigave one of his best perfor- mances too as the sensi- tiveloverwhofirstbows in front of his innocent beloved’s desire and then the strong digni- fiedreformist,asheres- cues his love from her horrible fate which is no fault of hers. Shammi Kapoor plays the patriarch of the crumbling hollow traditional structure who is striving to hold things together, he is hypocritical but the camera catches his an- guish. Sushma Seth’s only security is for the system to exist, fearing change she is a staunch supporterof thepatriar- chal system. Kulbhush- an Kharbanda and Raza Murad, unfortunately , are very close to real life as villains. The movie eerily ech- oes real life, especially in the justification by Sushma Seth to ill-treat Padmini supposedly for her own good and the anguishedNandaplead- ing with Padmini to keep quiet about her rape by her rich and powerfulbrother-in-law because it would lead to bloodshed. She is as helpless as Tanuja, who lashes out but ultimate- ly quietly carries on climbingthetraditional staircase which leads nowhere for women. Main Hoon Prem Rogi, Mohabbat Hai Kya Cheez, Meri Kismat Mein Tu Nahi and Bhanvare Ne Khilaya Phool all the songs add grace to the movie. I did find the ending to be over-dramatized with an overdose of caste. Watch Prem Rog as a reminder that many stillsufferinsilenceand justice rendered has to start from home, as a re- minder that women’s rightsarehard-wonand it is our duty as women today to walk one step furthertomaketheroad easy for the girls who follow us, as a reminder that family and love can weaken you also, as a reminder that love bridges all gaps.
