Requirements
for
Energizing
Substation
MLIP CL-XII
Why all the statutory rules to be
followed?????
– Electricity Generation, Supply and Consumption comes under the Indian Penal
Category. Hence, to generate, transmit and distribute the electrical energy
different license is required.
– Moreover, all electrical installations need to be checked by the different
government appointed authorities before its energization. This is a statutory
requirement.
– All our installation are being inspected Electrical Inspector and there officers.
Qualification for being Electrical
Inspector
– He possesses a degree in electrical engineering or its equivalent from
recognised University or Institution; and
– He has been regularly engaged for a period of at least eight years in the practice
of electrical engineering of which not less than two years have been spent in an
electrical or mechanical engineering workshop or,
– in generation or transmission or distribution of electricity, or in the
administration of the Act and these rules, in a position of responsibility.
Qualification for Officers to
assist the Electrical Inspector
– (i) He possesses a Degree in Electrical Engineering or its equivalent from a
recognized University or Institution; and (ii) He has been regularly engaged for a
period of at least three years in the practice of electrical engineering, of which not
less than one year has been spent in an electrical or mechanical engineering
workshop or in generation or transmission or distribution of electricity, or in the
administration of the Act and these rules, in a position of responsibility; Provided
that the appropriate Government may relax the requirements of experience in case
of officers otherwise well qualified.] Or
– (i) He possesses a diploma in electrical engineering or its equivalent from a
recognized institution; and (ii) He has been regularly engaged for a period of at least
six years in the practice of electrical engineering, of which not less than two years
have been spent in an electrical or mechanical engineering workshop or in
generation or transmission or distribution of electricity or in the administration of
the Act and these rules, in a position of responsibility
Vetting of Drawings and Details
– Before construction of any Substation, it is always recommended to get all the
major drawings of substation approved by Electrical Inspector viz. Equipment
Layout, Earthing Drawings, Lighting Drawings etc.
– These drawings should be submitted to EI after paying the requisite Inspection
Fees. In our case it is Rs. 400 per drawing.
– Electrical Inspector will approve these drawings with reference to Central
Electricity Authority, 2010.
– Any deviation as noted by him, will be corresponded through letter. Same shall
be incorporated in the drawing by EDRC.
Design Criteria for Selection of
Substation Land
Offering Inspection of Electrical
Installation in Sub-station
– Once the Installation is complete in all respect, it will be offered for Inspection to Electrical
Inspector.
– Following Documents need to be submitted to Electrical Inspector for offering the Inspection:
a. Job Completion Certificate duly signed by Licensed Contractor and its Supervisor.
b. Layout of Transmission Line with Pole Numbering.
c. Equipment List with requisite Inspection fees.
d. Print Out of Inspection Fees Challan.
e. Routine Test Report of all Electrical Equipment.
f. Power Supply Permission from concerned DISCOM.
Offering Inspection of Electrical
Installation in Sub-station
– Based upon submission of above docs, the Inspector will give one probable date
for Inspection of Electrical Installations.
– We have to ensure all Routine Testing Kit, Approve Drawings and Power Supply
Permission is available at site with us at the time of Inspection.
– Temporary Power supply should also be kept ready for scheme check, if EI asks.
What Electrical Inspector will
check?????
Mainly, electrical inspector will check the installations from electrical safety point of
view. During his inspection he will cover the following points mainly in
– Whether Job has been executed as per the approved drawings or, not?
– Whether all electrical clearances has been maintained as pee the IE rules or, not for
transmission line and outdoor Equipment?
– Whether transmission line are laid properly or, not using standard material as per
approved drawings and standards.
– Whether IR value of transmission line is OK, or not?
– All safety equipment are in place or, not for Transmission line viz. Danger Board, Anti
Climbing Device, Guarding in case of Road & Line crossing, Earthing etc.
What Electrical Inspector will
check?????
– As the transformer is the major equipment in SS, PI test is being recommended by EI
almost each time. Apart from this, they may ask for other routine tests of
transformer also.
– Earthing and Lightning protection will also be checked.
– In control room, EI will check for side clearance, back clearance and front clearance
of all installed panels.
– Whether proper nomenclature of panels are done or, not.
– Apart from these all safety equipment should be available at site which must include
Shock Treatment Chart, Fire Extinguisher at strategic locations, Rubber Mat, Single
Line Diagram, First Aid Kit, Insulated Hand Gloves, Equipment Layout properly
displayed at site.
Post Inspection Formalities
– After Inspection of the all installations, Electrical Inspector will give a report
about the identified observations.
– These observations need to be complied and a compliance report should be
submitted to Electrical Inspector within the scheduled time.
– Once we get the report from EI, Power supply agreement is done with DISCOM.
– Now, we have to recheck our Installations before energizing. Once it’s healthy
we can Energize the Substation.

Statutory requirement of charging of substation

  • 2. Why all the statutory rules to be followed????? – Electricity Generation, Supply and Consumption comes under the Indian Penal Category.
