A Bill to Create More Affordable Healthcare
Enactment Clause:
“Be it enacted by the 2022 Government and Civics class of Greenwood High School, that
reduces the prices of healthcare by introducing and using a med card.”
Section 1: Main Effect on Legislation
In order to create more affordable healthcare, this law would require the government to
introduce a medcard to all citizens that have an annual income of $30,000 or less.
Subsection 1a:
The medcard will contain 15% of the amount that the citizen paid in federal taxes and it will
renew each year, but leftover money will carry over. This card can only be used for medical
reasons only.
Subsection 1b:
Citizens younger than 18 and are not employed will have to share the medcard of their parents’
or guardians’. The only requirements to be eligible for a medcard is to be 18 years old, a United
States citizen, and make $30,000 or less per year.
Subsection 1c:
The owner of a medcard is allowed to use it for other people if they choose to, such as family
members. Some households may end up with more than one medcard.
Section 2: Limitations and Restrictions
An agency will be in charge of manufacturing the cards and it will be distributed by the United
States postal service.
Subsection 2a:
An owner of a medcard will not get a new card each year. They will just receive the amount
added to the card each year. New cards will only be made for new owners, such as 18 year old
citizens or new citizens.
Section 3: Cost/Penalties or Fines
To pay for these medical cards, there will be fundraisers held by certain healthcare
organizations, such as the Red Cross. This will help raise money for the manufacturing and
distributing of the cards.
Section 4: Date of Effect
