10. Western Balkan route from Turkey to Bulgaria.
Bulgaria (an EU member-country at the southern border of the Union)
has seen an unprecedented movement of migrants between its own south-eastern
border with Turkey and its western border with Serbia, since 2015.
11. 5800 refugees have attempted to cross the Bulgarian
border illegally since the beginning of 2017.
This was made clear by a presentation of Deputy
Director of the Border Police during the conference "The
Refugee Crisis and the Development of the Migration
Processes".
For 2016, border pressure was about 7 times higher -
over 40,000 impeded attempts to enter Bulgaria.
The peak of refugee pressure
was in 2015,
when more than 90,000 foreigners
tried to enter illegally in the country.
In 2014, they were 38,000.

13. Statistics from the State Agency for Refugees suggest that in 2017 so far more
than 200 unaccompanied minors and underage children applied for asylum in
Bulgaria.
The largest group is from Afghanistan, 208 persons. It was followed by groups
from Iraq and Syria.
Most of young refugees are boys aged 16 to 17 (130), followed by those aged
14 and 15. The girls are five, three of whom are in the group of 14 and 15-year-olds.

15. The protection provided by the Republic of
Bulgaria to foreigners includes asylum,
international protection and temporary protection.
The right to asylum in the Republic
of Bulgaria is regulated by the Constitution of the
Republic of Bulgaria and the Law on Asylum and
Refugees (LAR).
Temporary protection is provided by the
Bulgarian Council of Ministers by a decision of the
Council of the European Union.
The deadline is determined by the decision of the
Council of the European Union.

17. A key priority of the Bulgarian Presidency of the Council of the European Union
from January 2018 to July 2018 will be addressing the migratory crisis in Europe
and seeking ways to effectively manage migration processes in the EU.
Bulgaria is an external border of the EU and as such the security of EU citizens is a
priority in the activity of the Western Balkans as well.

Bulgaria's largest European research
project in the field of integration of
refugees NIEM by 2016.

has been working for community
development, civic involvement,
solidarity, integration of migrants
and refugees and human rights
since 2011.
20. Center for Legal Aid - Voice in Bulgaria
fully supports the statements
announced by the Bulgarian Helsinki Committee and
the Foundation for Access to Rights / FAR /
in regard to the proposed by the Council of Ministers
amendments in the Law on refugee and asylum.
21. The National Integration
Evaluation Mechanism (NIEM)
is a six-years long international project
which aims to prepare key factors
in the integration field
in 15 EU Member States
to better face the current challenges
and improve the integration outcomes
of beneficiaries
of international protection.

23. The Bulgarian Red Cross
The Bulgarian Red Cross annually provides assistance
and a wide range of social services to about 1300 foreigners,
mainly people granted refugee or humanitarian status.
Refugee and Migrant Service (RMS) of BRC works to strengthen
civil society in Bulgaria,
contributing to the formation and institutional development
of non-governmental refugee organizations.
With the help of the media they are trying
to break the stereotypes of refugees as criminals
or economic migrants
and create them regard of acceptance and tolerance.
We recognize that there is much more work ahead
in this direction.

25. Caritas BulgariaCaritas Bulgaria believes that the principle of solidarity
must be a fundamental approach to resolve the refugee crisis,
so as to guarantee fundamental rights and to preserve
human dignity of people seeking shelter to save their life.

HIGH COMMISSIONER FOR REFUGEESHIGH COMMISSIONER FOR REFUGEES
United Nations High Commissioner for Refugees (UNHCR), UNICEF and the
International Rescue Committee (IRC) established a process of consultation
in support of the countries so that they can create better processes
for responding to the protection of unaccompanied and separated children
in Europe – "The Roadmap for strengthening policies and practices."

The way forward
28. 169 persons, mainly Syrian citizens, were registered on the
territory of Kazanlak municipality in 2015. 163 of them received refugee
status, and another 6 - humanitarian status.
152 persons were registered in the town of Kazanlak and 17 in the
town of Kran. All these people, having received Bulgarian IDPs and
identity documents, left the country the same year.
In 2016, three persons, citizens of
Syria with humanitarian status granted by
the State Agency for Refugees, were
registered on the territory of the
municipality of Kazanlak.
