This document provides instructions for a final paper on countering the threat posed by ISIS. Students are asked to review news articles on ISIS to understand the group. They should then read summaries of two Congressional reports on ISIS and related topics. Using the intelligence cycle framework, students should develop an intelligence request recommending how US agencies can counter the ISIS threat. The request should summarize the threat posed by ISIS and propose three intelligence agencies that could work together to gather intelligence on ISIS activities, methods, and capabilities.
