2. A policy brief is:
• A stand alone document
• Focused on a single topic
• No more than 2-4 pages (1,500 words)

• Use the power of persuasion:
1. Answer the question “What value does this have for
me?”
2. Describe the urgency of the situation
3. Speak in terms of benefits and advantages

8. Position paper ?
• an essay that presents an arguable opinion about an issue
• The goal = to convince the audience that the opinion presented is valid and
worth listening to.
• In academia: enable discussion on emerging topics without the experimentation
and original research normally present in an academic paper. Commonly, such a
document will substantiate the opinions or positions put forward with evidence
from an extensive objective discussion of the topic.
• In politics: most useful in contexts where detailed comprehension of another
entity's views is important; as such, they are commonly used by political
campaigns, government organizations, in the diplomatic world, and in efforts to
change values (e.g. through public service announcements) and organisational
branding.
• In government = a position paper lies on somewhere between a white paper and
a green paper in that they affirm definite opinions and propose solutions but
may not go so far as detailing specific plans for implementation.
• In law: is Aide-mémoire. An Aide-Mémoire is memorandum setting forth the
minor points of a proposed discussion or disagreement, used especially in
undiplomatic communications.

9. • White paper = adalah sebuah laporan resmi yang biasanya
dikeluarkan oleh pemerintah untuk menguraikan suatu
kebijakan atau memberikan penjelasan resmi mengenai
suatu masalah atau keputusan.
• Green paper = a tentative government report and
consultation document of policy proposals for debate and
discussion. Represents the best that the government can
propose on the given issue, but, remaining uncommitted, it
is able without loss of face to leave its final decision open
until it has been able to consider the public reaction to it.
• Green papers may result in the production of a white paper.
(= grey literature)

10. Masalah PB PSEKP selama ini:
1. Tidak semua hasil penelitian (survey + Anjak) mampu
menjadi PB yang “baik” (??)
2. PB yang dihasilkan PSEKP tidak sesuai dengan IKU (= 22
IKU per tahun) (??)
3. PB yang diserahkan PSEKP ke Kementan tidak menjadi
bahan untuk pembuatan kebijakan (??)
4. PB PSEKP tidak jelas, tidak tegas, tidak aplikatif (??)
5. Belum dilakukan monitoring pemanfaatan PB tersebut.

11. Pendekatan penyusunan policy brief PSEKP:
1. Bahan utama adalah hasil-hasil penelitian lapang PSEKP tahun lalu dan tahun
berjalan.
2. Dimungkinkan pula menyusun PB meskipun bukan dari data primer survey
lapang (misalnya data statistik dan bahkan FGD).
3. Visinya adalah mewujudkan scientific based policy. Maka, point kebijakan
disampaikan secara jujur dan dapat dipertanggungjawabkan secara ilmiah
4. Draft policy brief disusun oleh Tim Peneliti, lalu disempurnakan oleh “Tim
Policy Brief”
5. Penyampaian policy brief disampaikan kepada Kementan sesuai dengan isu
aktual
6. Format berupa narasi maksimal 3 halaman, bisa menggunakan tabel, grafik,
dan gambar.
