about in police training,

to look at how various
gadgets such as drones
and CCTVs can be used

issue of Delhi Police not
being under the state
government's control on
various occasions to justi-
fy a worsening law and
order condition in the city.
In fact, Kejriwal had
slammed her government
for its "constant excuses".

CM said: "Residents are
extremely frightened.
They say they can't
approach the police per-
sonnel patrolling their
area at all. If the Centre
can't handle the police,

mohalla clinic on Sunday,
the CM raised the pitch
for Delhi Police's transfer
to state control saying
that the PM has to run the
entire country and should
hand over operations to
the state government.
Meanwhile, Bassi claimed
that there were miscon-
ceptions regarding the
police force and he would
try and dispel them in his
meeting with the CM.
"Maybe the CM is able to
give a useful suggestion

At the time when the
nation is facing acute
shortage of qualified
teachers can we afford to
have a full year without
producing even a single
teacher completing B.Ed.
in the nation? Yes, it is the
one of the repercussions
of new norms for teacher
education that came into
effect on 28th November
2014 that had recom-
mended two year B.Ed.
without preparing for it in
phased manner. These
regulations are called the
National Council for
Teacher Education
(Recognition Norms and
Procedure) Regulations,
2014. The apex national
body that had been given
the duty to uphold the
quality of teacher educa-
tion in India has in fact
diluted the quality of
teacher education by
accepting the major rec-
ommendations of one of its
committees known as
Poonam Batra committee.
These recommendations
included a mandatory con-
dition of every teacher
education institution to be
a composite institution. No
more stand-alone
Institutions are allowed.
The goals of RTE also
demands urgency to have
trained teachers. This also
questions the requirement
of the B.Ed. program to be
of two years. Formation of
NCTE as a regulatory
body in line with similar
bodies for
medical/dental/technical
education is actually
based upon the fact that
teacher education is highly
professional activity that
need specialized efforts
and is not a generic
process. T.E. is not an
academic education pro-
gram. It is a professional
education program. This
regulation of COMPOSITE
INSTITUTIONS is killing
the professional/special-
ized nature of activity. This
is therefore a serious com-
promise with the quality of
teacher education pro-
grams of the nation. This is
not a singular attempt by
the new norms of NCTE to
compromise with the T.E.
programs. Other such
attempt is by equating the
professional degree of
M.Ed. with M.A.
(Education) in the qualifi-
cations needed to become
a teacher educator. It is to
be noted that Justice
Verma committee recom-
mendations that as per the
Supreme Court judgment
need to be applied to
teacher education pro-
grams mandates strength-
ening of M.Ed. program.
Do we strengthen a pro-
gram by making its
requirement optional?
Never. Attempts to weaken
the M.Ed. program and
professional nature of
teaching activity does not
end here. The regulations
have allowed persons with
Master's degree in sociolo-
gy or psychology or philos-
ophy be appointed as
teachers in graduation
level programs in educa-
tion without any need to
have master degree in
Education. This is like a
person without any qualifi-
cations in Physics being
made eligible to teach
Physics at Graduation lev-
els. On the contrary, there
are ‘foundations in teacher
education courses’ that
master’s degree in educa-
tion holders cannot teach if
they are not master’s
degree in humanities. This
is like asking Masters in
Physics to have qualifica-
tion in History first to be
able qualified to teach
Physics. Foundations in
psychology, philosophy or
sociology means
Educational psychology,
educational philosophy or
educational sociology. The
nomenclature of the cours-
es had been done it seems
with an intent to mislead
the nation.

Recently, there was news about a govern-
ment school in Kerala’s
Thiruvananthapuram Rural district where
children as young as four crossing the
road, which witnesses heavy traffic, just to
use the toilet in a different building where
senior classes run. These children are
kindergarten students of LPBS Chuwara
School. The situation highlights how states
are far from implementing Prime Minister
Narendra Modi’s Swacch Vidyalaya mis-
sion which comes under his ambitious
Swacch Bharat or Clean India campaign.
As the August 15 Independence Day dead-
line for the scheme nears, states are
scrambling to meet the target of toilets in
every single school. Kerala has spent Rs.
1.28 lakh for 172 toilets in 150 schools this
year. In addition, 520 toilets were made
usable mostly in rural schools. The state
government claims that every school
across 14 districts has separate toilets for
boys and girls. Under Right to Education,
every school should have one toilet for
every 25 girls and 40 boys.
The situation is not different in rural
Maharashtra and even toilets existing in
suburban Mumbai are poorly maintained.
Most of the schools have dirty toilets with-
out doors, sanitation or hygiene. In India
toilets are still a challenge. In Mumbai
slums there is one toilet for more than 200
residents or the entire slum have just 3 to 4
toilets. I am not saying that its Modi’s
responsibility to look at these toilets but it’s
definitely the duty of his own ministers and
administers to monitor such things. Merely
announcing big projects will not solve
nations root level problems.
This cleanliness drives and broom saga
started with the Aam Aadmi Party.
Gandhian cap and broom were their signa-
tures. However, later on BJP hijacked their
topi and changed the colour to saffron, and
finally Modi held their broom to announce
“Swachh Bharat”. I hope, they don’t remain
just symbolic gestures or cosmetic efforts
to pose for camera and grab the limelight
for a day. If the politicians and IAS officers
don’t eat up the money allotted for keeping
the city clean, why will the cleaners not
keep the city clean? Clean India is very
good initiative however not only cleaning
but proper disposal, decomposition and uti-
lization of garbage, sewage must is neces-
sary. A course on garbage management
may also be implemented in academics to
study the future challenges of garbage and
sanitation. Government should provide
land for building public toilets. Planning
department should allocate sufficient
funds, initiative should start from top. The
town planning department should ensure
that there is sufficient number of garbage
bins and proper drainage system. Clean
India is healthy and prosperous India.
However, the cleanliness campaign must
not be just a superficial exercise. Focus is
also needed to raise the living standard of
people who have been performing cleaning
works. Contract based cleaning must be
put to an end and action against municipal
corporations must also be taken if they
don’t work as per guidelines, demand and
need. Corruption had been another issue
in municipal corporations due to contracts
which also need to be eyed by govern-
ment. Then only a true clean India can be
achieved.
Fortunately, even Mahatma Gandhi has
suddenly come to limelight. Otherwise, he
was always on hate list of Modi supporters.
Even if it be for populist exposition, the
beginning of at least one of the different
things for which Gandhiji and other free-
dom fighters sacrificed their lives and
brought freedom to India from the rules of
the British, is a right step indeed.

In the first major public agita-
tion against the BJP-led gov-
ernment at the Centre, thou-
sands of farmers from several
states are expected to con-
verge on Delhi’s historic
Jantar Mantar to stage protest
against the land ordinance of
the Centre. Led by civil socie-
ty activist and anti-corruption
crusader Anna Hazare, they
will demand the withdrawal of
anti-farmer changes to the
Land Acquisition Act of 2013
brought in through the ordi-
nance.
Hazare, after arriving Delhi
from Ralegan Sidhi, first visit-
ed Mahatma Gandhi’s memo-
rial at Raj Ghat. He later
joined the farmers’ rally after
that.
“Annaji will lead this farmers’
movement in the morning at
Jantar Mantar against the
Central government’s ordi-
nance. Farmers have come
from Maharashtra, Gujarat
and other states to Delhi in
large numbers,” said Datta
Awari, assistant to Anna
Hazare, who’s already in
Delhi, with a group of farmers.
“The first day rally is purely
non-political. We’ll try to
ensure that the BJP govern-
ment withdraws this ordi-
nance. If the government tries
to buy time, we’ll keep the agi-
tation alive. This three-day
rally is a token, but if farmers
are unheard, we would resort
to aggressive agitation,” said

“The Act has several lacunae
and weaknesses. The UPA’s

tially replaced a colonial Act
with a neo-liberal one. But, the
Modi government’s Ordinance
overturns all progressive
gains in the 2013 law. The
amendment to the Act must
be seen as part of a more vig-
orous attack on people’s
resources in order to dispos-
sess the direct producers. The
growth model itself is predicat-
ed upon transfer of monetary
and natural resources to the
private sector,” said econo-
mist Smita Gupta, an inde-
pendent expert on land rights.
The farmers’ movement has
already gained moment
beyond Delhi, as the farmers
and organizations at state-
level have started agitations.
The Haryana unit of the Aam
Aadmi Party (AAP) under the
leadership of the party’s sen-
ior leader and Haryana in-
charge Yogendra Yadav
launched ‘Jai Kisan Abhiyan’
from Gurgaon on 21 February,
where thousands of farmers
and party volunteers assem-
bled to stage demonstration
and marched to the residence
of BJP MP to hand him pack-
ets of salt and urea.
The AAP’s Haryana unit has
planned similar demonstra-
tions in all its districts.
“There is a massive resent-
ment amongst the farmers.
Our ‘Jai Kisan Abhiyan’ aims
to take the voice of common
people to our MPs in
Parliament. We’re handing
over packets of salt and urea
the MPs of respective con-
stituencies to ensure that they

senger amenities in running trains and
stations, Indian Railways has started col-
lecting feedback from the public about the
basic amenities from this month.
Collecting this kind of feedback is in line
with the emphasis given by Minister of
Railways Shri Suresh Prabhakar Prabhu
on the best connect between railway
administration and railway users.
The job of collecting this significant feed-
back has been entrusted to its own PSU
namely “Indian Railway Catering and
Tourism Corporation (IRCTC)”. The feed-
back is being collected by IRCTC through
Interactive Voice Response System
(IVRS) with the number +91-139. Under
this system, travelling passengers are
being contacted randomly on their mobile
phones to gather their feedback about the
facilities provided by the Railways in six
areas, namely, cleanliness of station/plat-
form/train, quality of catering, level of
cooling of AC, quality of food, punctuality
of train and quality of bedrolls.

In response to an RTI application filed by Advocate
Vilakshana Singh, a Jammu based RTI activist, Prime

actual qualification of Human Resource and
Development Minister Smt. Samriti Irani. The CPIO in
the Prime Minister’s Office has transferred the RTI appli-
cation of Vilakshana Singh to the Election Commission of

These foundations need special linkages with psychology, philosophy and sociology with
education that is buildup to desirable levels in the M.Ed. programs. Just like issues with
foundation courses there are issues with the Curriculum Studies courses that are related
with the teaching methodology or pedagogy. Sciences at senior secondary level takes
disciplinary nature of physics, chemistry, biology and social sciences at senior secondary
level becomes economics, civics, geography. Also, languages are English, Hindi,
Sanskrit and local languages. All sciences, all languages and all social sciences have
been assumed to be of similar nature in terms of its content and processes. e.g. Physics,
chemistry, biology are being assumed to be the same nature and it is like a person with
Masters in English supposed to be able to teach Pedagogy of Sanskrit. It is a very seri-
ous compromise on the pedagogical aspects of the discipline specific requirements of
teacher education program.
This is one of the very important aims of teacher education being weakened by the reg-
ulations. Division of Pedagogy paper among teachers has also become a challenge with
50 students in first year. There are issues of parity also that had been missed or deliber-
ately created in teacher qualifications. According to the norms for foundation paper teach-
ers bearing two types of qualifications are eligible. One with PG in Social Science and
M.Ed., both with 55% marks. Other category is of those who have done M.A. (Education)
with only B.Ed. / B.El.Ed. It means the first category of people are eligible after 9 years
of study (B.A+M.A+BED+MED) while the other ones are eligible only with 6 years of stud-
ies (B.A+M.A Edu. +B.Ed. or B.El.Ed+ M.A Edu). So for being eligible to teach same
course M.ED. will have to give 3 more years than their counterparts. And those entering
teacher education after doing B.Ed. and M. Ed. will have to study at least 4 years extra
just to be eligible. A serious review of these NCTE Norms 2014 is needed immediately if
we want to save our children fromill effects of these ( it seems deliberately ) ill-conceived
regulations.

Around 10.30 a.m., the bus
route number 356 plying
between Electronics City
and Silk Board junction
was blocking traffic on the
highway near the Infosys.
Despite repeated warnings
and announcements, the
driver, Chandrappa, did not
budge Eventually, the
police asked him to get
down, which led to an
argument.
When the police made an
entry for traffic violations,
they found that he had
been flagged down for 66
violations in the past six
months. the bus was
seized and the driver was
asked to pay Rs.6600 ,fine
at the station and take the
vehicle.
Police seized the bus and
took the driver to the police
station for verification.
Alternate arrangements
were made for the com-
muters in the bus, said
Inspector. “Apart from slap-
ping a fine on him, we are
contemplating impounding
his licence and recom-
mending his suspension
from BMTC,” he said.
The procedure is that
BMTC buses are not
stopped for traffic viola-
tions keeping in mind the
interests of commuters.
However, police generate
a ‘field traffic violation’ and
send the notice to the cor-
poration, said Additional
Commissioner of Police
(traffic) M.A. Saleem.
“We have found that BMTC
buses have most number
of pending cases, and
many involve the same
drivers. We wonder how
the BMTC management
allows such drivers to con-
tinue driving,” he said,
adding that the issue would
be taken up with the man-
agement for further action.
