Bihar: The second phase of
Bihar Assembly polls, held on
32 Assembly segments
across six districts on Friday,
witnessed 55 per cent
turnout. Women again took
the lead by recording 57.5 per
cent voting as against men
who recorded 52.5 per cent.
Kaimur recorded the highest
polling percentage (57.86),
while Aurangabad registered
the lowest (52.50 per cent).
However, voters had to wait
for long owing to the slow
pace of polling. Reporters vis-
ited several polling stations in
the segments of Ghoshi,
Maqdumpur, Jehanabad and
Gaya. At most booths, Nitish
Kumar’s “good work” was the
talking point and a section of
voters rooted for “Grand
Alliance” candidates. Most
voters, however, were not
sure who will form the next
government. “Jo bhi ho hung
Assembly nahi hona chahiye
(Whatever happens, there
should not be a hung
Assembly)” was a common
refrain at these constituen-
cies. The Manjhis appeared to
have put their weight behind
former CM Jitan Ram Manjhi,
who is contesting from the
Imamganj and Maqdumpur
segments. The Tehta booth
saw a high turnout of women
from the community. Resident
of Puranbigha, said she had
walked over 2km to the Tehta
booth to “express solidarity”
with Manjhi. At Dharnai vil-
lage of Jehanabad, Yadavs,
Paswans and Manjhis
reached the polling booth at
Jhitkoria village school in
large numbers. “Jyada lalten
me hi ja raha hai (more num-
ber of votes are going in
favour of RJD),” claimed a
Yadav youth, while his elder
brother called it a “one-sided”
polling. The Yadavs, however,
were upset at the slow pace
of polling. Ner village in
Maqdumpur Assembly seg-
ment has almost an even
population of Bhumihars and
Yadavs. But villagers have
settled with their voting pref-
erences. “Pata nahi kya hoga.
Lekin abhi se matha kharab
kyon karen? (we do not know
who will win but there is no
point taxing our mind from
now),” said a Bhumihar voter.
At Khaneta booth in Belaganj,
sitting RJD MLA Surendra
Prasad Yadav looks a clear
favourite. A shopkeeper said
a section of OBC baniyas,
known to be BJP voters, were
voting for Yadav as NDA
could not field a “good” candi-
date. Lodhipur middle school
booth in Jehanabad segment
saw high turnout of the elder-
ly, youths and women in the
first half of the day. Eighty-
year-old Mannu Singh took a
short-cut through a muddy
field to reach the booth. Local
people said it has been “the
Grand Alliance all the way” in
the village, which has a high
population of Yadavs and
Koeris. Joginder Pandit, a
carpenter at Bhabhena, said:
“This area has 22 castes and
most rallied for the NDA can-
didate”. Katuali village in
Ghoshi segment saw
Bhumihars rooting for sitting
MLA Rahul Kumar, who
joined Manjhi’s party
Hindustani Awam Morcha
(Secular).
This was the only one of the
three Jehanabad seats where
NDA appeared to be firmly
placed. A common feature
across the four segments was
that women chose to vote in
the first half, on the lines of
the slogan “pehle matdan,
phir jalpaan (vote first, break-
fast later)”.

A very unfortunate and
gruesome incident hap-
pened at Dadri recently. A
man was allegedly killed by
a mob on suspicion of
slaughtering a bovine calf
and/or storing and/or con-
suming its flesh. What ani-
mal the flesh belonged to
will be clear only after the
relevant forensic examina-
tion. Notwithstanding
whether it was beef, the
death of the man and
injuries sustained by his
son are very unfortunate
and sad and the perpetra-
tors need to be con-
demned in no uncertain
terms. The law shall and
indeed must take its own
course.
Just as the law must take
its own course in tracking
down and punishing those
guilty of taking it in their
hands, the laws that pro-
tect cows and prohibit their
slaughter must be upheld.
Things such as ‘everyone
is free to have what they
want’, ‘you are free to eat
beef or any meat wherever
you want’, ‘this is a secular
country and how can the
fringe dictate dietary pref-
erences’ etcetc or words to
that effect are being said
by all and sundry.
Such statements betray a
complete lack of under-
standing of legislative and
judicial processes that are
the lynchpin of democracy.
They also display an utter
disregard for democracy
itself. Not only that, such
sweeping statements
betray a complete lack of
sensitivity towards the
emotions of a vast but
silent majority of Indians
who are strongly rooted to
their religious beliefs.
Beliefs that they live and
die by, beliefs that are part
and parcel of their daily
lives, from daybreak to
sunset. Just as there is a
section of society that is
articulate and active on
social media, there is a
vast silent, inarticulate and
non tech-savvy majority
that still worships the cow
and its progeny. The for-
mer should not arrogate to
itself the right to decide
what is secular and what is
not.
In a democracy that power
flows from the Constitution
to the Parliament and the
various state Legislatures.
The Constitution has, in its
wisdom, put the subject of
animal husbandry in the
State List. Various States,
keeping in mind the wishes
and aspirations of their
people, have by legislative
majority, passed laws to
protect and conserve cows
and their progeny. In states
where the overwhelming
majority of people do not
want any such legislative
protection to be accorded
to the cow and its progeny,
it isn’t. Examples are the
northeastern states. If
most of the people don’t
want it, so be it. In such
states, cow-lovers, in a
minority will have to lump
it. That’s the essence of
democracy.
Similarly, in states such as
Uttar Pradesh, which have
a population that is over-
whelmingly in favour of
cow protection as project-
ed through the legislative
majority, ‘everyone is not
free to have what they
want’. We shall not repro-
duce the various State
laws here for the sake of
brevity but if you so wish
to, we can provide them
separately. There are
penalties clearly laid out for
slaughtering bovines. Is it
not the duty of every citizen
to follow the law?
The media often equates
cow-killing and beef-eating
with minority rights. Let us
examine the legal position.
Going back to the
Constitution, which in Art
48 (Directive Principles of
State Policy) exhorts the
State to take steps to pre-
vent cow slaughter, is there
any mention of the Right to
eat beef as a fundamental
right? On the contrary, the
Supreme Court of India,
which I am sure you con-
sider ‘secular’, has said in
1994 (State of West
Bengal vs AshutoshLahiri),
that the sacrifice of cows is
not a religious necessity for
our Muslim brethren during
their exalted Bakr-Eid festi-
val. It has settled, once
and for all, that cow
slaughter for religious pur-
poses cannot be allowed. If
the Supreme Court of India
has disallowed cow
slaughter on the most
exalted festival, how can
then it be countenanced
that cow slaughter is to be
condoned in states where
it has been outlawed?

parties who are not in power in any particular Town or State to
make who they elected are not able to protect the society and
many times this politics works. But this process goes on in a
regular basis with changing parties at last the common man
have to suffer from this voting bang politics.
The topic for debate as communal violence is increasing rap-
idly in India. The reasons behind the communal violence is not
one sided violence. People who are mostly involved in the vio-
lence are mostly the members of different parties. Some peo-
ple who don't have things to loose also become the part of
communal violence. Violence kills people who where never a
part of Violence people looses there family. The most precious
gift of life. Shops which is the way to earn money to survive in
this world.
Boundaries between Religious

antics. Akshay Kumar seems

good as a deaf and mute char-
acter. She has a good charm,

good action scenes in the film.
After a long gap, Lara dutta is
back with lots of powerful
packed performance. She is
best in her comic timing. In the
mid of the film, when she gets
drunk and started to dance in a
weird manner, which recalls
Salman Khan's dance in audi-
encea mind. K.K Menon's char-
acter is much interesting with
his punchline. I am too good.
Rati Agnihotri and Yograj Singh
plays the typical punjabi par-
ents. Script is very weak,
Prabhudeva fails to secreate
the history of Rowdy Rathore,
as he is best in making of
masala film but he is trying to
add the Melodrama in the sec-
ond half which fails to connect
audiences.
Music of the film is average
whereas cinematography is at
its best as he succeed in show-
ing colourful punjab which is
very eye - catchy. Prabhudeva
fails to maintain the bling of first
half.

comedy superstar is back after

comedy movie starring
Charlie Chaplin in which
his iconic character of a lit-
tle tramp struggles to sur-
vive in the modern industri-
alised world. The movie is
a kind of satire on the
employment and horrible
working conditions faced
by thousands of people
during the great depres-
sion in England and the
rest of the Europe. Chaplin
portrayed the character of
a factory worker working
on an assembly line. He is
subjected to indignities and
looses his pace while
screwing nuts which
results in his nervous
breakdown. He meets with
a girl named Ellen and they
decide to start their life
afresh. The iconic final
scene is symbolic of a new
day with new hopes and
dreams. As any other
Chaplin movie this was
also a no dialogue, silent
movie.
The characterisation is
done beautifully which
made the characters and
scenes come alive. The
movie was written as well
as directed by Chaplin him-
self and the music score
was also composed by
him. Its said to be one of
his greatest works ever.
The movie made a huge
impact on the audiences
as they could easily relate
to the sufferings of the
characters. The editing
could have been better but
keeping in view the techno-
logical advancements of
the time, its acceptable. At
last i want to say that this
time Chaplin made me cry

tion of American media of
using “unfair” debate crite-
ria, saying the networks by
ignoring the early primary
states and using only
national popularity ratings
are in effect creating a
national primary.
Mr. Jindal wants the popu-
larity ratings in the first few
primary states to be includ-
ed as the criteria, while
CNBC network like other
debates is using the
national popularity ratings
to determine the qualifica-
tions of a candidate to par-
ticipate in the third
Republican presidential
debate on October 27.
“By ignoring the early
states and instead only
looking at meaningless
national name ID polls, the
networks are in effect try-
ing to create a national pri-
mary. They are attempting
to winnow the field long
before the voters in Iowa
and New Hampshire get to
cast their ballots by
restricting access to
debates,” he alleged.
Mr. Jindal who was cam-
paigning in Iowa lashed
out at the CNBC for its
alleged “unfair” debate cri-
teria.
“Two weeks ago, I was
surprised to learn that the
criteria for participating in
the upcoming RNC-sanc-
tioned presidential debate
do not take into account
performance in the early-
voting states of Iowa and
New Hampshire,” he said.
“No candidate for
President has won the
nomination of my party
without winning in either
Iowa or New Hampshire in
the modern era, and I sus-
pect that pattern will con-
tinue this year.
Bobby Jindal Accuses Networks
of Using ‘Unfair’ Debate Criteria
Dozens of worshippers were killed when two suicide
bombers blew themselves up in a mosque in the north-
eastern Nigerian city of Maiduguri, witnesses said. “All
the people in the mosque died. Not a single one
escaped,” said Muhtari Ahmadu, a trader near the scene.
“We counted 42 dead bodies outside the mosque,”
added Amadu Marte, a vigilante supporting the security
forces in the fight against the Islamist Boko Haram
group, which has carried out repeated attacks in the
region.
Borno state police confirmed that the mosque was hit by
twin bombings but gave a lower toll of about 14 dead.
Following the explosions, the mosque collapsed and
injured “many people praying”, the police said in a state-
ment.“Casualties have been evacuated to UMTH
(University of Maiduguri Teaching Hospital) and special-
ist hospitals in Maiduguri,” it added.
The bombers slipped into the mosque disguised as wor-
shippers, witnesses said.
One of the attackers set off the first blast when he
entered the mosque, they said. The second bomber det-
onated his explosives soon after, when many had rushed
to the scene to help the first victims.“When rescuers and
sympathizers gathered in front of the place, the second
one went off, killing many of them,” Marte said. The
blasts occurred around 6:30pm (1730 GMT) in Molai, in
the western suburbs of Maiduguri, where worshippers
had gathered for evening prayers, the witnesses said.

The event was graced by the presence

Generally, Puja awards are judged on
the parameters of glamour, splendour,
artwork and visual gimmicks. But now
the criterion will be different as it will also
be judged on the grounds of facilities
they offer to the physically challenged.
The basic requirement includes some
volunteers to help the physically chal-
lenged visitors, a few wheelchairs and
ramps at the entry and exit that would
help to stroll with ease. Besides, pres-
ence of special entry or opening of VIP
entrance & exit points and emergency
management facilities will also be con-

Civil Helicopters Conclave 2015 in New Delhi today.
Minister of State for Civil Aviation, Culture and Tourism
(I/C) Dr Mahesh Sharma was also present on the occa-
sion. Speaking at the inaugural ceremony Shri Raju
called upon all stakeholders to come up with new ideas
to give a boost to the civil aviation sector as a whole,
and the helicopter industry in the country in particular.
He said that a new Civil Aviation Policy is in the
process of being drafted. Once it is ready, response
and comments of stakeholders will be sought, so that
a vibrant and forward looking policy can be put in
place. The minister also said that the facility of flying
should not be restricted to only the privileged people in
the country. We should put policies in place so that fly-
ing becomes affordable and reaches the masses.
Speaking on the occasion MoS Civil Aviation, Culture
and Tourism (I/C) Dr Mahesh Sharma stressed upon
the need to increase helicopter services to the North
Eastern and hilly areas of the country where road con-
nectivity is a major problem. He talked about the need
to create Helihubs in Delhi and Guwahati to facilitate
smooth navigation of helicopters.
