NEW DELHI: Seeking
modification of an 11-year-old
judgment on police reforms,
the Centre told the Supreme
Court on Monday that states
were misusing the SC
direction to give two-year
tenures to directors general of
police and were appointing
officers nearing retirement to
the posts to give them two
additional years in service.
The SC, in its 2006
judgment in Prakash Singh
case, had ordered the Centre
and states to implement
reforms in the police structure,
including fixed tenure to
police chiefs and separation of
investigating wing from those
tasked with maintaining law
and order. However, most
states have not implemented
the reforms as directed by the
SC, leading to filing of three
contempt petitions by Singh's
counsel Prashant Bhushan.

Venugopal told a bench of
Chief Justice Dipak Misra and
Justices A M Khanwilkar and
D Y Chandrachud that the
modus operandi adopted by
states on the basis of the
Prakash Singh judgment was
interfering with the directive
issued in another case relating
to police reforms. Bhushan
objected to it and said the
other judgment in T S
RSubramaniam's case did not
deal with police reforms at all
and that it was a ploy by the
Centre to stall police reforms
as the SC had already
dismissed petitions seeking
review of the 2006 judgment.

Narendra Modi, today held a
Town Hall session with
students on subjects related to
examinations. He took
questions from students at the
event venue in Talkatora
Stadium in New Delhi.
Students also asked him
questions through various
television news channels, the
Narendra Modi Mobile App,
and the MyGov platform.
Beginning the
conversation, the Prime
Minister said that he had come
to the Town Hall session as a
friend of the students, and their
parents and family. He said
that he was speaking to as
many as 10 crore people across
the country, through various
platforms. He acknowledged
his own teachers, who had
instilled in him the values that
enable him to keep the student
in him alive till today. He
exhorted everyone to keep the
student alive in them. In the
course of the event which
lasted about two hours, the
Prime Minister took questions
on a range of subjects,
including nervousness,
anxiety, concentration, peer
pressure, parents’
expectations, and the role of
teachers. His answers were
embellished with wit, humour
and a number of different
illustrative examples. He
quoted Swami Vivekananda to
invoke the importance of self-
confidence, to deal with
examination stress and anxiety.
He gave the example of the
Canadian snowboarder Mark
McMorris, who won a bronze
medal in the ongoing Winter
Olympic Games, just eleven
months after suffering a life
threatening injury. On the
subject of concentration, the
Prime Minister recalled the
great cricketer Sachin
Tendulkar’s advice on the
radio programme Mann Ki
Baat. Tendulkar had said that
he only focuses on the ball that
he is playing at present, and
does not worry about the past
or future. The Prime Minister
also said that Yoga can help in
improving concentration. On
the subject of peer pressure,
the Prime Minister spoke of
the importance of
“Anuspardha” (competing
with oneself), rather than
“Pratispardha” (competing
with others). He said one
should only try to do better
than what one had achieved
earlier. Noting that every
parent sacrifices for his or her
child, the Prime Minister urged
parents not to make the
achievements of their child a
matter of social prestige. He
said every child is blessed with
unique talents.

The police registered a
First Information Report on

Bengaluru’s UB City mall.
According to the com-
plainant, the incident occurred
on Saturday night. “My friend
Vidvat had broken his leg four
weeks ago and I had decided
to take him out for dinner,”
complainant Praveen
Venkatachalaiah told media
persons that At around 10 pm,
Mohammed Haris Nalapad
walked into the cafe. Vidvat
had stretched his leg out
because he couldn’t move it
and Nalapad had a problem
with it.He further alleged that
the Congress leader got angry
and asked Vidvat to apologise
for stretching his leg out.
When Vidvat refused to apol-
ogise, a verbal argument
ensued between the two, he
added. Venkatachalaiah
alleged that Nalapad and his
supporters soon started beat-
ing up Vidvat. “They punched
his face, hit him on the chest
and also on his head. They
broke his nose. They attacked
him with bottles until Vidvat
fell to the floor unconscious,”
he claimed.After the victim
was taken to Mallya Hospital,
where he is currently under-
going treatment, Nalapad and
his supporters arrived at the
hospital to threaten Vidvat
against filing a complaint he
added. The accused have been
booked under relevant
charges of the Indian Penal
Code, including for wrongful
restraint, criminal intimida-
tion, unlawful assembly, riot-
ing and intentional insult with
intent to provoke breach of
peace. No arrest in the case
has been made yet, the police
said in the morning. Chief

The 6th edition of “Global

The super exciting cast
of upcoming comedy drama
flick Sonu Ke Titu Ki
Sweety were witnessed in
New Delhi on the special
day of Valentines. As the
movie is near to its release
therefore, Kartik Aaryan,
Sunny Singh and the lead-
ing Lady Nushrat Bharucha
came together for the press
conference held in Hotel Le
Meridien, CP. They inter-
acted with media and
shared their views and
secrets about the movie as
well as Valentine’s Day.
They revealed how this
film is declared as an open
war between Bromance and
Romance. On asking Kartik
about the movie and the
title he stated, “I think this
movie is different, no films
since now have showcased
such a story which relates
to romance and bromance
as well.
Sonu Ke Titu Ki Sweety
touches the topic where a
guy and a girl fighting for a
guy. One for his friend and
other one for Love. This
movie maintains the dimen-
sion of love and brother-
hood together. I am sure
everyone will love this con-
cept. We are not over confi-
dent but confident for the
same.” On the comparison
of Punchnama Sequel, he
said, “It’s not the sequel of
Punchnama obviously,
there is a difference in both
the films, the time you
watch Sonu Ke Titu, you
will realise the difference.”
The leading actress Nushrat
also seemed excited, for the
songs of the film she stated,
“We have great music in the
film, the Honey Singh
tracks are really special,
and we worked too hard to
maintain the same magic
while shooting for the
songs.”
Whereas, on asking
Sunny about his experience
so far, he stated, “My expe-
rience was great with both
Kartik and Nushrat, as I
was pampered from both
the sides. We share a great
chemistry together in real
and reel life too.”

Priyanka Chopra
to star in
‘Aitraaz’ sequel?
Priyanka Chopra tasted
success by playing a negative
role in ‘Aitraaz’ in 2004 and
now fourteen years after the
release of the love triangle
flick, Subhash Ghai is all set
to make its sequel.
According to reports, the
filmmaker now holds the
final script of the film after
working on it for two years
and would like to have the
original actress Priyanka
Chopra in it. The two have
reportedly discussed the proj-
ect and would further discuss
it once she is back after wrap-
ping up the third season of
her international TV show
‘Quantico’.
The reports also suggest
that the former Miss World
has liked the story of the film
and is keen to take up the

For the love of art, nine-
teen year old Sen adventur-
ously voyaged to Paris in
1973 with only $8 in his
pocket. While studying at
Ecole des Beaux Arts, Paris,
he mastered the European,
particularly French, flair of
art. Western European artistic
movements influenced Sen to
structure his own ideology of
Gesturism Art. He defines
Gesturism Art as a celebra-
tion of the limitless gestures
of all living beings in all
stages of life from birth to
death. “When you were born,
you had to cry to prove that
you are a normal baby. (That
was your first gesture)… and
until your death, you will give
so many gestures. I try to cap-
ture them. Any living element
will have multiple composi-
tions of the gesture… and
they will be different for each
person,” he says. In Franco-
Indian artist's Gesturism
paintings, profusion of colour
is always present. The inclu-
siveness trait is embedded in
Indian culture which defines
no dogma of good and bad.
Colour is the central theme
that drives everyone in India,
from poor to rich, to always
be bright and dazzling.
Gesturism art and désordre
have some raw effect of
India's ancient culture which
juxtaposes the well structured
Western thinking on art. So
the legitimacy of Sen's
colours has a relevance to his
Indian origin, even as he is a
French National today. He
drives the Indian cornucopia
of colours with French inspi-
ration. You may say
Gesturism Art establishes
Sen's palette of irreverent
Indian colours. His paintings
witness a relentless pursuit of
truth, a truth that springs from
the universals of light, color,
gestures and matter that he
plays with. One will initially
see a riot of colours in Sen's
paintings which appear to
have multiple abstract forms.
This inspires them to go in-
depth into the artwork and
slowly discover hidden figu-
rative forms that describe the
theme of his painting. His
colorful brush strokes invite
you to journey into his paint-
ing to addictively pursue this
discovery. In effect,
Sengupta’s paintings are
vividly colorful and dense
with layers upon layers of
strokes. The subjects aren’t
well defined, but rather seem
to move around on the can-
vas.
Since the inception of his
artistic search, the gesture is
to Sen an instrument that
descrambles an earlier world.
What cannot be translated
into words he makes manifest
through his gestures. So his
paintings become the very
expression of his inner life
where he intimates the ges-
ture with a bare rigor that is
devoid of any superficiality.
Shombit Sengupta, mainly
works with two subjects —
women and nature. He
strongly believes in creating a
society where women are lib-
erated hence his portrayal of
women reflects that. Sen is
inspired by nature because of
its breathtaking beauty and its
ability to change.
Sen’s Gesturism Art with

20th century had said, “All
profoundly original work
looks ugly at first.”
Originality is an essential
ingredient in art, which
results from the power of
imagination. Imagination
adds uniqueness to art and
gives it the power to arrest
everyone's eyes.
Sen has established an art
genre:
SEN Shombit, a painter
inspired by French aesthetics
and Indian colours has creat-
ed Gesturism Art, a new art
current that has paintings and
“désordre” installation works
of art. A renowned French
artist of Indian origin, Sen has
participated in exhibitions in
Carrousal du Louvre in Paris,
the 19th century artists’ vil-
lage of Barbizon, Venice,
Milan, and Tokyo. French,
Italian and Finnish art critics
and magazines have already
recognized and acknowl-
edged Gesturism Art as a
totally new unpublished art
current. Gesturism Art is a
creative celebration of the
limitless gestures of all living

NEW DELHI: Seeking modification of an 11-year-old judgment on police reforms, the Centre told the Supreme Court on Monday that states were misusing the SC direction to give two-year tenures to directors general of police and were appointing officers nearing retirement to the posts to give them two additional years in service. The SC, in its 2006 judgment in Prakash Singh case, had ordered the Centre and states to implement reforms in the police structure, including fixed tenure to police chiefs and separation of investigating wing from those tasked with maintaining law and order. However, most states have not implemented the reforms as directed by the SC, leading to filing of three contempt petitions by Singh's counsel Prashant Bhushan. Attorney general K K Venugopal told a bench of Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud that the modus operandi adopted by states on the basis of the Prakash Singh judgment was interfering with the directive issued in another case relating to police reforms. Bhushan objected to it and said the other judgment in T S RSubramaniam's case did not deal with police reforms at all and that it was a ploy by the Centre to stall police reforms as the SC had already dismissed petitions seeking review of the 2006 judgment. Vipin Gaur The Prime Minister, Shri Narendra Modi, today held a Town Hall session with students on subjects related to examinations. He took questions from students at the event venue in Talkatora Stadium in New Delhi. Students also asked him questions through various television news channels, the Narendra Modi Mobile App, and the MyGov platform. Beginning the conversation, the Prime Minister said that he had come to the Town Hall session as a friend of the students, and their parents and family. He said that he was speaking to as many as 10 crore people across the country, through various platforms. He acknowledged his own teachers, who had instilled in him the values that enable him to keep the student in him alive till today. He exhorted everyone to keep the student alive in them. In the course of the event which lasted about two hours, the Prime Minister took questions on a range of subjects, including nervousness, anxiety, concentration, peer pressure, parents’ expectations, and the role of teachers. His answers were embellished with wit, humour and a number of different illustrative examples. He quoted Swami Vivekananda to invoke the importance of self- confidence, to deal with examination stress and anxiety. He gave the example of the Canadian snowboarder Mark McMorris, who won a bronze medal in the ongoing Winter Olympic Games, just eleven months after suffering a life threatening injury. On the subject of concentration, the Prime Minister recalled the great cricketer Sachin Tendulkar’s advice on the radio programme Mann Ki Baat. Tendulkar had said that he only focuses on the ball that he is playing at present, and does not worry about the past or future. The Prime Minister also said that Yoga can help in improving concentration. On the subject of peer pressure, the Prime Minister spoke of the importance of “Anuspardha” (competing with oneself), rather than “Pratispardha” (competing with others). He said one should only try to do better than what one had achieved earlier. Noting that every parent sacrifices for his or her child, the Prime Minister urged parents not to make the achievements of their child a matter of social prestige. Venkatachalaiah alleged that Nalapad and his supporters soon started beat- ing up Vidvat. “They punched his face, hit him on the chest and also on his head. They broke his nose. They attacked him with bottles until Vidvat fell to the floor unconscious,” he claimed.After the victim was taken to Mallya Hospital, where he is currently under- going treatment, Nalapad and his supporters arrived at the hospital to threaten Vidvat against filing a complaint he added. While studying at Ecole des Beaux Arts, Paris, he mastered the European, particularly French, flair of art. Western European artistic movements influenced Sen to structure his own ideology of Gesturism Art. He defines Gesturism Art as a celebra- tion of the limitless gestures of all living beings in all stages of life from birth to death. “When you were born, you had to cry to prove that you are a normal baby. (That was your first gesture)… and until your death, you will give so many gestures. I try to cap- ture them. Any living element will have multiple composi- tions of the gesture… and they will be different for each person,” he says. In Franco- Indian artist's Gesturism paintings, profusion of colour is always present. The inclu- siveness trait is embedded in Indian culture which defines no dogma of good and bad. Colour is the central theme that drives everyone in India, from poor to rich, to always be bright and dazzling. You may say Gesturism Art establishes Sen's palette of irreverent Indian colours. His paintings witness a relentless pursuit of truth, a truth that springs from the universals of light, color, gestures and matter that he plays with. One will initially see a riot of colours in Sen's paintings which appear to have multiple abstract forms. This inspires them to go in- depth into the artwork and slowly discover hidden figu- rative forms that describe the theme of his painting. His colorful brush strokes invite you to journey into his paint- ing to addictively pursue this discovery. In effect, Sengupta’s paintings are vividly colorful and dense with layers upon layers of strokes. The subjects aren’t well defined, but rather seem to move around on the can- vas. Since the inception of his artistic search, the gesture is to Sen an instrument that descrambles an earlier world. What cannot be translated into words he makes manifest through his gestures. So his paintings become the very expression of his inner life where he intimates the ges- ture with a bare rigor that is devoid of any superficiality. Shombit Sengupta, mainly works with two subjects — women and nature. He strongly believes in creating a society where women are lib- erated hence his portrayal of women reflects that. Sen is inspired by nature because of its breathtaking beauty and its ability to change.
