Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. The word “participation” means sharing the
decision making power with the lower ranks of
the organisation in an appropriate manner.
Participation has a unique motivational power.
It promotes harmony and peace between
workers and management. When workers
participate in organisation they are able to see
the big picture clearly i.e.; how their actions
would contribute to overall growth of the
company. They can offer feedback
immediately based on their experiences and
improve the quality of decisions significantly.

• If trade unions are strong and well organised , this scheme can be enforced
effectively.
• In our country trade union suffer from several ills like dirty politics, disunity
and narrow vision. As a result, they fail to make proper use of their rights.

• In India, dealing of both employer class and worker class have not cooperative
towards each other. That is the reason why despite its enforcement , the
scheme could not be success.

• In our country , in one industrial unit there are more than one trade union. It
implies disunity among the workers . Large number of trade unions create

worker class has understood the scheme
properly . Labour remains under the fear that
with the application of the scheme their rights
will be curtailed. Thus lack of understanding of
the scheme is another factor that restricts its
success.

8. Suggestions for effective worker participation
Education and training of workers :- Workers must be
given as much education and training as possible so that
they could understand the scheme in its true perspective
and be in a position to offer solid and workable
suggestions.
Effective system of communication :-there must be
effective system of communication . Both labours'
representatives and managements' representatives must
be able to talk in each others language. So that they are in
position to exchange their ideas. Moreover both the
parties should communicate freely.

time to participate before action is required ; because
participation in emergent situations is hardly advisable.
:- Strong trade union are
necessary pre – requisite of the success of participation
scheme. If the trade union are strong they will accept and
adopt the scheme of collective bargaining.

Participation should not adversely affect the status or
authority of the participants . Managers will not participate ,if
their authority is threatened. Workers will hesitate in
participating if they think that their status is being adversely
affected.

Maruti : Right from inception in 1981, the top management at
maruti realised importance of treating workers as human
assets . To promote a healthy work climate , maruti had
undertaken several pioneering initiatives:-
Minimise distinction between employees .
Employee participation in equity etc.
Free and fair exchange of facts, information, opinion at various
levels.
Hold regular meetings with unions to clarify matters.
Encourage the teamwork.
Encourage employees to advance suggestions and reward the
practicable suggestion immediately.

.
To conclude, it can be said that for establishing
industrial peace , increasing production and
productivity and achieving industrial growth , it
is essential to introduce workers' participation
scheme in management. The government should
also adopt a positive attitude and amend labour
laws in a manner that provisions of workers
participation in management could be
implemented successfully.
