Introduction of Project
In the final project, we are give a task to find an empty site with a size
between 50m x 50m (2500meter square) – 50m x 70m (3500meter square) to
start a minor construction project on the site in a group of 2.
Researches on types of developments on Recreation area, Commercial area,
Industrial area, Agricultural area, Tourism area and Residential area are
required for us to make for this final project. In this development plan proposal
we are required to include our suggestion, the rationale, benefits and impacts to
the client and surrounding community and list of professions involved and their
tasks.
Me and my group partner picked an empty land from Subang Jaya, Kuala
Lumpur as it is a potential site for developments. I have decided to build a
dance studio.
Concept
This development plan proposalis planned and designed based on the site
with the size of 50m x 50m located at Subang Jaya, Kuala Lumpur.
The dancing scene is not active in Malaysia compared to the other countries
like America or Italy. And after surveying, there is only a dancing studio around
the area and it could not cover the population of the area. It would be a hassle
for residents to travel far just to rent a studio or take up dancing classes or
performing arts. Thus, I made the decision to develop a dance studio on the
empty site.
Because the dance studio provides ample space, it can also be used for
functions like party or events. Competitions involved with dancing could be
held. It can also be used for education purposes.

The dance studio is a place where audio systems and the environment is
important to dancers. Therefore, it is designed to be constructed with materials
that could block sound pollutions from going in and out of the studio. The floors
have to be hard enough for people to dance with but also soft enough for break
dancers or as they would be preferred to be known as bboys, to practice their
stunts.
The conceptof the interior design of the studio will be in 2 different designs.
One with a darker colour tones to give out more of the street style for break
dancing classes with cements walls and wood grain floors.
The second would be one with brighter colour tones and lightings to give
out a more relaxing atmosphere for ballet, yoga classes and etc.
Objective of the Construction
To promote dancing as a different approachto fitness.
To create a environment that is warm, and a supportive atmosphere,
which is based on satisfying customers.
To provide a social and entertainment forum for people with diverse
interests, backgrounds and ages.
To provide dance training for students at all levels of dance, from
beginner to advanced.
To allow people to achieve their dreams.
To allow people to understand life more through dancing.
To teach students how to express not just facial expressions or words, but
also bodymovements.

List of Professions and Tasks
Land Surveyor
A land surveyor is the government authorized specialist who is licensed to
determine boundaries, they determine the relative positions of places on or
beneath the surface of the earth by measuring distances, directions and
elevations. They are the first professionals to carry out physical work on the
construction site.
Building construction is one of the fields of surveying, the preconstruction
responsibilities involves determines the location (latitude and longitude),
property boundary (shape), the area of the landed property (size), they establish
the beacon on site to define boundaries. All these are represented in a plan
called Cadastral survey which is duly stamped by registered surveyor and
registered at Surveyor General’s office. Only the surveys made by licensed and
registered Land Surveyors are legal and acceptable in courts.
Architect
Building as a major content of the built environment is expected meet
functional, structural and aesthetic objectives which are all values of man.
Building is a technical, social and psychological product. In order to satisfy the
above requirements the superstructure of it which is visible to visual world need
to be designed. This forms the jurisdiction of an Architect. To be precise he is
saddled with the responsibility of designing the visible component of the
building superstructure. (part above ground surface) Most times, he present his
work in form of working drawings showing plan, approachviews(elevations),
sections, three dimension physical or graphical models, fixture and fittings
schedule(details), to aid estimate, construction and approval process.Sometimes
he make a three dimensional presentation to help the understanding of his client
in form of physical and graphical model.

Interior Architect
Indoorspace as created by other member of the industry team is expected be
of value and style expressing the status of the occupant/owner. Interior
decorator/designer work on specification of stylish finishing such as cornice on
ceiling, colours, texture of the wall, curtains, blinding, furniture, architave etc.,
to enhance desirable visual effect in the indoor. In Nigeria this role has not
assume a full professional status.
Quantity Surveyor
Buildings and other construction activities are capital, material and labour
intensive at any scale of it. Even the most modest type of building has a
considerable costand labour implications. This is why the conceptof “phased
implementation is a common place in the industry. There is a natural inquisitive
to have firsthand idea of the costbefore embarking on the building construction
exercise. The knowledge of the costassists in budgeting and therefore helps to
prevent project abandonment.
The mechanism of price as a function of demand, supply, time. vis-à-vis the
identification of qualitative material and technical knowledge of its
quantification necessitate the relevance of the expertise skill. The cost
estimation and control in building construction involves a deep understanding of
building construction process. All of the above constitute the jurisdiction of the
Quantity Surveyor.He prepares a document known as Bill of Quantities (BOQ).
The document can assist the project owner in obtaining mortgage fund to
finance the project.
Structural Engineer
The invisible structural content of both substructure (foundation) and
superstructure Part above ground level) of building must be capable of bearing
and sustaining both the dead weight and imposed weight of the building. Also,
the material composition of the building structure must be able to last to the end

building codewhich is the reflection of man’s values and objectives on safety of
human lives.
Structural engineers informed intuition and experience is invaluable in many
special cases that are outside the scopeofsafety code. Suchrelevance and
influence is felt more in high rise structure suchas high rise structures, such as
tower, mast, reservoir e.t.c. He prepares structural detail drawings to guide the
construction operation.
The conscious efforts to achieve the above constitute the jurisdiction of
structural engineer. In a developing country like Nigeria the field still remains a
specialization in civil engineering.
Builder
Building construction operation is a very vast one. Apart from structural
requirement, building element needs to satisfy other requirements of safety,
convenience and health.
Also the implementation of building concepts and design involves
coordination of other team players such as subcontractors, technicians, artisans
and unskilled labour. At this junction, a builder comes in as man-power capable

Another middle level contractor is the project manager. He can be hired in
lieu of general contractor/Builder. He must be the one of the professionals in the
building construction industry who has talent, skill and experience in building
operations. The advantage of having him can reduce the costof construction if
he is hired at either at conception and construction, or at design and construction
stage.

The Consultants
The construction consultant's role is to represent the owner and to lend
practical expertise to the job. The construction consultant is simply the client
representative that wants the owner to achieve what the owner has contracted
for from the contractors. He is the value-for-money bargainer. Working on
behalf of the owner, the consultant can identify and address potential
construction problems in the design stages and, as an independent party, may be
in the bestposition to suggest costsaving or time saving alternatives and to
evaluate suggestions made by the other parties.
Sketch Plan of Proposal
The dance studio has 2 levels. The first level is the studio equipped with
the street feeling. As it does not require more spacethan the dance studio
that services yoga and ballet uses, the first level consistof the mini office
and the studio. Street dance studio is at the ground level so that it would
not affect the peaceful atmosphere in the second level.
2 glass doors are used as the main entrance. The glass doors would be
facing the parking lot so that it will not cause any difficulties accessing
the studio. As for the interior, the main entrance is next to the mini office
so that staffs in the office have vision to the main entrance. The stairs are
located slightly to the right of the main entrance but before the street
dance studio. It is to allow people to gain access to the second floor
without troubling the space of the first studio. Toilets are located beside
the studio.
For the second level, toilets are located beside the studio too. Because it
needs more space. The second level is basically just the studio and the
toilet.

Rationale, Benefits and Impacts
There are several benefits from this development. The site that we have
chosen has enough spacenot just for the construction of the studio, but also
enough parking lots for the estimated user of the site. This could provide a
desired traffic circulation for residents as it would be easy for them to reach into
the site without any jams. As there is a mall nearby and a golf course located
oppositeof the site, users need not to worry about parking spaces.
The development plan is targeting residents from the Olives Residence and
Saujana Residency as it would be troublesome for residents of that area to travel
to Plaza Dance Academy located in Ss19, Subang Jaya. Other than that, Empire
Shopping Gallery and Subang Parade Shopping Centre is located about 0.6km
to 0.8km from the site. It would be convenient for parents to wait for their
children at the studio at the malls.
Dancing is a historical tradition. Dancing has been alive at social functions
for centuries, and Swing and Latin are the Waltz and Foxtrotof days gone by.
In recent years, dancing has proved it's long lasting presence in our lives. It is in
our media, our music and day to day social functions. It is a form of expressing
ourselves and communicating to each other. And everyone has their own
different perspective of it. It connects people of different country, community
and races. It touches people’s life with music and movements. It isn't usually
taught parent-to-child so people are seeking schools where they can learn. With
the developments of dancing studios, more people will be exposed to it.
However, because the site is located at an empty land with a lot of greens,
problems such as stray dogs strolling or dengue could occurif preventions are
not taken care of. Chances of snakes living at the empty land are also possible.
Therefore, safety measurements and preventions will be used to take care of
these issues for the safety of the residents.
In a nutshell, the construction of this development plan brings more benefit
than negative impacts. It will bring colour to the lives of the residents and the
community.

Building Plan Approval Process &
Procedures
Types of plans that canbe submitted
Registered Architect – Any building plan except where there is engineering
works such as reinforced concrete detail or other structural works.
Registered Engineer - Any Engineering Plan.
Registered Building Draughtsman – Only for Building Plan that is endorsed on
his certificate (limitation of floor area) issued by the Board of Architect
Malaysia
Method of application
Building owner must appoint a Qualified Person as consultant to submit the
necessary documents together with the Building Plan as mentioned below:-
(a) Letter of authorization on appointment as consultant.
(b) Sign copyof the building application form.
(c) Photocopyofthe land title.
(d) Name and address of the owner and consultant to be stated on the drawings
and to be endorsed by them.
(e) A copyof approved land subdivision plan.
(f) To pay processing fee.
