This document discusses institutionalizing information literacy in higher education. It begins by outlining why information literacy continues to be an important issue due to its ties to empowerment, workforce readiness, and lifelong learning. However, information literacy is difficult to institutionalize due to a lack of understanding of its value and cross-disciplinary nature. The document then applies Birnbaum's models of higher education organizational functioning - including collegial, bureaucratic, political, and organized anarchy models - to understand challenges and propose strategies for effectively institutionalizing information literacy based on the predominant model at a given institution.
