Abstract: The purpose of this study was to establish the impact of computer implementation on administration use in public secondary schools in Nyamira North District.t. The objectives of this study were to; determine how computers were utilized, determine how the impact of computers was rated among the principals; HODs (Head of Department) bursars and librarians. The study utilized descriptive survey design. The researcher used four tools for data collection: principals’, HOD’s, Bursar’s and librarians’ questionnaire. The target population was 40 public secondary schools from where a sample of 12 schools was purposively obtained. The data were collected by the researcher by administering the tools himself. The data analysis was done using SPSS (Statistical Package of Social Sciences) and Chi-square was used to determine the level of significance of the impact of computer. The study found that only two schools in Nyamira North use computers in accounts offices and the library. It was also found that all management offices were inadequately prepared in use of computer skills. In the principals’ offices, it was found that computers were mainly used for clerical jobs such as typing letters. Bursars used the computers to receive fees, pay vouchers, and prepare budgets and balance sheets. Librarians used computers to issue books, receive books, trace books and locate them on the shelves. The impact of computers were found to be great because they made work easier as they could detect and correct errors, store large volumes of work, edit documents and produce accurate reports. In accounts, computers had a great impact by availing up to date records and speeded work. In the library computers have a great impact in tracing books on loan, receiving and issuing books and locating books on the shelves hence guarding against loss of books?

Data science affects many fields by allowing insights from past data and projections about the future. Illinois has created unique multidisciplinary data programs through diverse faculty from many departments to provide students necessary skills. Several departments focus on data research, including computer science which specializes in areas like databases and parallel computing, and the School of Information Sciences which focuses on techniques including machine learning and data visualization.

This paper investigated digital competence as perceived by Zimbabwe in relation to four demographic characteristics. The study adopted quantitative descriptive research design. A simple random sample of 440 full time university academics responded to a structured questionnaire. Data were summarized using non parametric methods. Multiple regression and independent samples’t-test were adopted to test two null hypotheses at 95% significance level. Findings revealed significant relationship between university academics’ digital competence and their gender and experience in using the internet. Male academics perceived themselves as more competent than female academics. A significant inverse relationship was also observed between digital competence and age of respondents. The findings led to the conclusion that university academics were fairly competent in using the internet for research and faced challenges in using the internet as a teaching tool. University management was advised to place a premium on the use of information technology in university academic business.

Generally, it is agreed that information and communication technology (ICT) promotes easier planning
and preparation of lessons; helps teachers to have access to up-to-date learners and school data anytime and
anywhere. This is especially significant in this Covid era where hybrid education is being promoted. Therefore,
this study investigated the knowledge of basic school teachers in the Kassena-Nankana Municipality in the use of
ICT for lesson preparation and delivery. One hundred and two (102) out of five hundred and ten (510) basic school
teachers were sampled using the simple random sampling technique for the study. A questionnaire and an
observation checklist were used to collect data from the teachers. Data were coded into the IBM-SPSS version 21
to generate descriptive statistics (frequency counts and percentages) for the analyses. Findings from the study
revealed that 92.2% of basic school teachers in the Kassena-Nankana Municipality agreed that ICT is a diverse set
of technological tools and resources used to communicate and to create, disseminate, store and manage
information. The basic school teachers were of the view that the use of ICT in lesson delivery comes with lots of
benefits to their classroom instructional practices. The findings further revealed that basic school teachers in the
municipality have basic knowledge in ICT use but do not use this knowledge in their lesson delivery due to factors
such as constant changes in technology, cost of ICT tools, limited time allocation for ICT lessons in the schools,
technical nature of ICT, lack of ICT laboratories, and network facilities in schools for teachers and students. The
study recommended that more time should be allocated for the teaching of ICT in basic schools and also, basic
school teachers should be given constant ICT training through workshops and refresher courses to boost their
competencies in using ICT in their lesson preparation and classroom instructional practices.

This work examined the extent Information resources provision of National Open University of Nigeria
meet the information needs of their students in Southeast Nigeria. Three research questions guided the study.
Descriptive survey research design was adopted for the study. The population of the study comprised 42,200
NOUN Students from four study centers in southeast out of which 2111 were sampled. Random sampling
technique was used to draw the sample. Instrument for data collection was a structured questionnaire. Its
reliability was established using Cronbach alpha. Data collected was analyzed using arithmetic mean. From the
analysis, given that the various information resources needed by students are to a high extent, more so the
provided information resources by NOUN to its students to meet their information need are to a low extent.
However these were not without challenges ranging from poor funding, inadequate provision of information
resources, and irregular power supply and so on but they further highlighted some solutions to the challenges.
Based on the findings, the study recommends that the stakeholders should oftentimes conduct a resources
verification exercise on the resources and facilities of the NOUN programme and they should also ensure that the
policy and the vision statement that established the NOUN programme are strictly followed.

Digital literacy practice is necessary for education since information and communication technology has developed rapidly, resulting in shifting to the era of digital technology. The digital literacy practices in school and especially in classrooms are required for preparing 21st-century students. This study aims to (1) determine teachers’ perceptions of digital literacy practices in the level of classroom and school, (2) point out the digital literacy practices of English Foreign Language (EFL) teachers, and (3) investigate the challenges faced by the EFL teachers in applying digital literacy practices in the classroom. This study revealed the digital literacy practices of thirteen EFL Teachers in Yogyakarta using questionnaires and semi-structured interviews. The results uncovered that digital literacy was highly supported, evidenced by the facility, equipment, and the connectivity provided in all schools with a variety of free internet access. In the classroom level, these teachers practised digital literacy by using some digital tools. In implementing digital literacy, the teachers faced some challenges, such as defective equipment and Internet access and intrinsic factors such as teachers’ knowledge in technology, their attitudes toward digital technology, and students’ commitment to apply digital literacy. These findings are followed by recommendations for schools, teachers, and further research.

amount of work done using intelligent agents. But still those agent based systems got some drawbacks
which motivated towards developing the present Agent based system to provide Smart agent based system
for higher Learning search not in Jamaican context alone but also elsewhere with these drawbacks
alleviated. The agents developed will be based on using fuzzy preference rules and heuristics, to make
accurate decisions based on the user’s criteria or specifications using JADE-LEAP on Android handset.
The system got Google map feature, intelligence in admission system and also warning for universities

A school is an educational institution for imparting knowledge to children. In an age where information acquisition about a school is assuming astronomical heights, the need for cost-effective and efficient information transmission methods cannot be overemphasized; hence the use of the website of a school to disseminate information is advised. This study examines the process of disseminating information on a school website using a college in the Northcentral of the six-geopolitical zone in Nigeria as a case study. A prior study of manually or locally dissemination of information in a school was carried out and its limitations are highlighted. A website that is able to handle processes like admission, comment, and newsletter has been analyzed and developed using hyper-text language, cascading style sheet, hypertext preprocessor. The study results in solving the information dissemination problem in the college with the development of an educational interactive website.

This work examined the extent Information resources provision of National Open University of Nigeria
meet the information needs of their students in Southeast Nigeria. Three research questions guided the study.
Descriptive survey research design was adopted for the study. The population of the study comprised 42,200
NOUN Students from four study centers in southeast out of which 2111 were sampled. Random sampling
technique was used to draw the sample. Instrument for data collection was a structured questionnaire. Its
reliability was established using Cronbach alpha. Data collected was analyzed using arithmetic mean. From the
analysis, given that the various information resources needed by students are to a high extent, more so the
provided information resources by NOUN to its students to meet their information need are to a low extent.
However these were not without challenges ranging from poor funding, inadequate provision of information
resources, and irregular power supply and so on but they further highlighted some solutions to the challenges.
Based on the findings, the study recommends that the stakeholders should oftentimes conduct a resources
verification exercise on the resources and facilities of the NOUN programme and they should also ensure that the
policy and the vision statement that established the NOUN programme are strictly followed.

Digital literacy practice is necessary for education since information and communication technology has developed rapidly, resulting in shifting to the era of digital technology. The digital literacy practices in school and especially in classrooms are required for preparing 21st-century students. This study aims to (1) determine teachers’ perceptions of digital literacy practices in the level of classroom and school, (2) point out the digital literacy practices of English Foreign Language (EFL) teachers, and (3) investigate the challenges faced by the EFL teachers in applying digital literacy practices in the classroom. This study revealed the digital literacy practices of thirteen EFL Teachers in Yogyakarta using questionnaires and semi-structured interviews. The results uncovered that digital literacy was highly supported, evidenced by the facility, equipment, and the connectivity provided in all schools with a variety of free internet access. In the classroom level, these teachers practised digital literacy by using some digital tools. In implementing digital literacy, the teachers faced some challenges, such as defective equipment and Internet access and intrinsic factors such as teachers’ knowledge in technology, their attitudes toward digital technology, and students’ commitment to apply digital literacy. These findings are followed by recommendations for schools, teachers, and further research.

Therefore, previous studies have concentrated on this critical issue and highlighted on the citizens’ perspective andignored the perspective of employees in the government organizations.In addition, very few previous studies dealt with the quality of the services based on the employees’viewpoint. Thus, based on the arguments that have been stated earlier, this preliminary study strives to identify the factors that may affect the electronic administrative adoption according to the employees’ perspective. With regard to the data collection, the quantitative method, self-administered questionnaires will be distributed among the staff of the Al-Mustansiriyah University, Iraq.With regard to data analysis, a partial least squares structural equation modelling will be used as a technique to analyse the collected data from a key respondent (Employee). In fact, this research strivesto enrich the literature by adding more information about the factors that may hinder theadoption of modern technologies in general and electronic administration in particular. With regard to the Al-Mustansiriyah University, the present study is considered as the first study conducted in this area; therefore the outputs will assist the government to remedy these obstacles before beginning any project in the public sector including the use of ICT instead of the conventional manner.The result of the analysis showed that system quality, service quality, trust of organization, and usefulness were found as significant factors that affect the employees’ adoption of e-administration services in University.

The constructs attitude, perceived ease of use, perceived benefits and behavioural intention from Technology Adoption Model are studied to attain the objective. It is a descriptive research and the population used for this study is Industrial Training Institutes (ITI) in Tamil Nadu. The data was collected from sample of 267 students. The findings of the research infer that the ITI students are willing to adopt the e-learning platform.

amount of work done using intelligent agents. But still those agent based systems got some drawbacks
which motivated towards developing the present Agent based system to provide Smart agent based system

alleviated. The agents developed will be based on using fuzzy preference rules and heuristics, to make
accurate decisions based on the user’s criteria or specifications using JADE-LEAP on Android handset.
The system got Google map feature, intelligence in admission system and also warning for universities

By improving data exchange, the system could help overcome current inefficiencies and issues that arise from universities using different information systems in isolation from each other.
A school is an educational institution for imparting knowledge to children. In an age where information acquisition about a school is assuming astronomical heights, the need for cost-effective and efficient information transmission methods cannot be overemphasized; hence the use of the website of a school to disseminate information is advised. This study examines the process of disseminating information on a school website using a college in the Northcentral of the six-geopolitical zone in Nigeria as a case study. A prior study of manually or locally dissemination of information in a school was carried out and its limitations are highlighted. A website that is able to handle processes like admission, comment, and newsletter has been analyzed and developed using hyper-text language, cascading style sheet, hypertext preprocessor. The study results in solving the information dissemination problem in the college with the development of an educational interactive website.

This study aimed to determine the preferred specialization track of BSIT students at Holy Cross of Davao College. The researchers administered a questionnaire to BSIT students to gather data on their preferences between the multimedia, software development, and networking tracks. The results showed that each track was moderately preferred, but software development was the most directed track. Both male and female students had similar levels of preference across tracks, as did students from different year levels. It was recommended that students remain versatile rather than focusing on just one track.

This study aims to investigate the meaningful pattern that can be used to improve digital culture in higher education based on parameters of the technology acceptance model (TAM). The methodology used is the data mining technique with K-means algorithm and text analytics. The experiment using questionnaire data with 2887 respondents in Universitas Islam Negeri (UIN) Sunan Gunung Djati Bandung. The data analysis and clustering result show that the perceived usefulness and behavioral intention to use information systems are above the normal value, while the perceived ease of use and actual system use is quite low. Strengthened with text analytics, this research found that the EDA and K-means result in harmony with the hope or desire of academic society the information system implementation. This research also found how important the socialization and guidance of information systems, especially the new one information system, in order to improve digital culture in higher education.

The shortage of ICT professionals in Thai workforce has been appeared in spite of many ICT-related programs
offering in universities across Thailand. The statistics show that a promoting of new ICT-related programs,
modified by CS program, is stealing students from CS program. Thus, CS enrollment decline as well as
students’ dropping outs are problems facing in every Thai universities. This paper reports on a study in which
10 people who are the representative of ICT graduates’ users were interviewed and 702 freshmen who took in
the introductory computer course were surveyed to try to determine the relationship of CS enrollment and ICT
professionals and the factors contributing to decline in CS enrollments. The results revealed that most of ICT
professionals were developed from CS background. The top reasons for rejecting the CS major, were its’
difficulties and students’ desire to use IT as an application, instead of a construction. These were their weakness
in programming and technical work, but the reasons for choosing the CS major were opposite. Finally, this
paper proposes a revitalization of the CS education framework to reverse the trend of CS enrollment decline.

The focus of this study is to seek the relevance of investing in Information Technology (IT) by the students. The research takes into account 50 students studying at different disciplines at Dhaka University. The respondents were visited randomly to get the relevant data. The result of the study suggests that students’ academic quality and knowledge enhancement have a relationship with investment in IT though the relationship is not significant. The result of hypothesis testing shows that students those have invested in personal computer and internet secure comparatively higher cumulative grade point average (CGPA) rather than those who haven’t invested on these IT tools. But the likelihood of investing higher amount in IT will pay-off better CGPA is not found thus there is no association of good result and investing heavily on IT. However, the findings of this exploratory study offer insights that the money invested in IT for academic purpose is more advantageous than otherwise be invested especially for those students whose academic curriculum mainly decorated in accordance with the modern up-to-date era of Information Technology. Eventually, this study will help concerned students, guardians and academicians understanding how important IT is for student’s academic performance.

The emergence of social media is enabling researchers to consider new data collection and triangulation strategies. Quantitative researchers have taken advantage of the emergence of the Internet as a medium to gather data. Meanwhile, interpretive researchers are only now being able to harness the potential that social media provide in generating more insight into collected data. Using a case of government e-procurement implementation and use in an Indonesian regency, we illustrate how social media exchange, postings, and conversations can be used as a source of rich qualitative data to enhance understanding of a topic being studied. Our findings show that monitoring social media exchange, postings, and conversation can strengthen our understanding and interpretation of offline data (such as interviews). This study contributes to literature on the use of online media for interpretive data collection.

This study examines what internal organizational factors play a role in the sustainable implementation of e-government initiatives using a case study of local e-government in Indonesia. It also considers how these factors contribute to sustainable systems by strengthening stakeholders’ commitment through invoking feelings of involvement as responsibilities are assigned to them. The study concludes that the internal factors contribute to collective action that influences sustainable implementation of information systems. Limitations and future research are briefly discussed.
Nurdin, N and Rusli Social Media Adoption and Use by Indonesian MuslimIAIN Datokarama Palu
This study focuses on online social media adoption and usage for da’wah (missionary activities) purposes. The presence of second generation of internet, which is often called as web 2.0, has enabled the emergence of social media adoption and use to allow interactive and real time communication among societies. However, Muslim societies in particular Muslim scholars have yet to get benefits from the online social media technology. Instead of utilizing the technology to maximize delivering Islam messages to ummah, many Muslim use the social media merely for fun. Current fact shows that more than 39 million Indonesian have utilized online social mediawhich means there is a potential opportunities to generate benefits for delivering Islamic message, such as through da’wah h, to our society. Despite a number scholars have addressed the possibility of practicing da’wah through internet but there is a lack scientific study on how da’wah should be delivered through the technology. Our findings show that some key Muslim figures and groups have adopted and use social media dan muslim groups to deliver da’wah effectively. We conclude that social media should be adopted and used by Muslim to improve da’wah scalability among societies. Therefore, da’wah strategies and paradigms should also redesign in respond new technology emergence. Future research and limitation are also addressed.
This paper presents a model for information technology (IT) sustainability within government organizations in developing countries. Previous studies indicate that most government IT implementations in developing countries fail to be sustained and to achieve their implementation goals. The causes of sustainability failure include technology, economics and financial, political, cultural, and organizations and their people. However, between those factors, organizations and people are most commonly found to be related to IT sustainability failure as neither organization nor their people are adapted to a new environment when IT is implemented. This causes lack of fit between government organizations, the people and the IT, which then results in failure to sustain the technology within their organizations. This study, therefore, proposes a model of government organizational adaptation to sustain IT implementation. In constructing the model, firstly, we examine how the process of adaptation of organizational and people factors are undertaken within government organizations from a variety of e-government studies. Previous studies show that government organizational bureaucracy, management, structure, hierarchy, culture, and business processes, should be adapted to meet the new IT requirements when government organizations are undertaking IT implementation. Government organizations should also change their missions and visions in response to new work systems resulting from IT implementation. Government employees’ skills, at all levels, need to be improved in order for them to be actively involved in the implementation process. Secondly, using constructs from the literature review we identify two published cases of governments IT sustainability failure in India and Indonesia. Both cases of e-government implementation show that the sustainability failure factors are caused by lack of adaptation of organizational and people factors to the IT. Thirdly, a solution as to how the factors should be adapted is proposed and finally a model is constructed. We conclude that government IT sustainability is critically determined in the adaptation process of government organizations and people to the IT during the implementation process. Limitations and future research are then addressed.
Examining the Role of the Culture of Local Government on Adoption and Use of...IAIN Datokarama Palu
This paper describes research in progress to explore the role of culture in adoption of e-government at local government levels. The majority of research in electronic government highlighted cultural issues but they do not identify specific cultural traits influencing e-government adoption and use. From our literature review we identified four major cultural traits; adaptability, involvement, mission, and bureaucratic, that is explored in this research. Based on these cultural traits and other cultural issues surrounding the adoption of e-government, we develop a framework to explore the role of culture in adopting and using e-government systems at local government organizations. Evidences suggest that the adoption of e-government at local levels may be mandatory or voluntary which is followed by supportive policies from central governments. During the adoption process, the culture traits contribute to the adoption and use of e-government systems.

The document proposes a framework to understand organizational barriers that influence the adoption and implementation of electronic government at the local level. The framework is based on four dimensions of organizational culture: involvement, adaptability, mission, and bureaucracy. Previous e-government studies have linked organizational barriers to these dimensions. The framework aims to provide insight into how organizational factors impact the effectiveness of local e-government initiatives. Testing the framework in different contexts is needed to validate it.
The Influence of External Institutional Pressures on Local E-government Adopt...IAIN Datokarama Palu
Abstract. Adoption and implementation of e-government within local government organizations are influenced by many external factors. These factors are often perceived as forces or pressures that influence local government decisions to adopt and implement the initiatives. This study uses the concept of coercive force from institutional theory to explain those external pressures influencing e-government adoption and implementation within a local government in Bali province in Indonesia. An interpretive case study approach is adopted to empirically understand the external pressures on local government adoption and implementation of e-government. Our findings show that four institutional external forces, central government, regulations, local citizens and limitation in financial resources, have strongly influenced the regency to adopt and implement e-government systems to improve their administration and services performance.
This paper describes the status of local e-government in Indonesia using the United Nations e-government benchmarking model. Using data from the Indonesia Ministry of Internal Affairs, we examined 353 local government websites from early March to the end of May 2011. The results show that the majority of local government websites (193) are still at the emergence stage, 98 are at the enhanced stage, 61 are at the interactive stage, and only one local government website has achieved the transaction stage. None of the local e-government websites have moved to the final stage of e-government according to the UN model. Our findings also show that some local government websites are not well managed and maintained and that local government websites do not comply with central government standardization requirements outlined in the e-government blue print

The survey questionnaires were distributed to 120
students from 13 Islamic boarding schools in Palu.
There were 120 questionnaires were circulated,
from there were 112 sent back by respondents,
demonstrating a 93 % return rate.

12. CONCLUSION
Our study empirically success to prove that confirmation of
expectation, perceived usefulness, and perceived ease of use digital
skills obtained from training significantly affect satisfaction.
Their satisfaction towards digital skills causes them to apply the skills
in their lives continually.
Our study highlight that there is an urgent call for Islamic education
institution and government to familiarize Islamic boarding school
students with the use of digital skills in Islamic boarding school
context through building habit to use the skill in the boarding schools
life.
Habits have been also found as an important factor that influence
continuance intention to use information technology (
Limayema & M.K.Cheung, 2008)
